Chairman Reflects on Armistice Day, Changing Character of War By Terri Moon Cronk

Military leaders must appreciate the changing character of war, the chairman of the Joint Chiefs of Staff said November 11 as he returned home from Paris, where he was attending ceremonies marking the 100th anniversary of Armistice Day. Marine Corps Gen. Joe Dunford reflected on the anniversary, which signaled 100 years since the end of World War I, on the 11th hour of the 11th day of the 11th month in 1918. “I think one of the things with World War I is the character of war hadn’t changed in some time,” he said. We saw … our own experience in the Civil War – machine guns, concertina wire, railroads, communications and so forth. And I think even 50 years later, it’s pretty clear that leaders didn’t fully appreciate the changed character of war and the introduction of new technologies and how they’re going to

Ribbon Cutting for Dunkin’ Donuts Navy Exchange and Naval Support Activity Naples leadership participated in a ribbon cutting ceremony on Thursday at 9 a.m. to celebrate the grand opening of Dunkin’ Donuts at Bella Napoli food court onboard Capodichino, while hundreds of Naval Support Activity Naples community members looked on and eagerly awaited their opportunity to enjoy fresh donuts at the new bakery. Founded in 1950 in Quincy, Massachusetts, the popular franchise has grown to include more than 12,000 bakeries in 36 countries. However this is the first Dunkin’ Donuts to open in Italy. Not only will the new franchise offer donuts, bagels, and other American favorite baked goods, along with a variety of hot, frozen and iced beverages, it will continue to offer the same great Italian coffees, drinks and baked goods beloved by the NSA Naples community members. In addition to offering American and Italian favorite baked goods and beverages, the new Dunkin’ Donuts will continue to maintain the same operating hours. Today, the Department of Defense announced annual cost of living adjustments that will benefit military retirees and survivors during calendar year 2019. Most military retirees will receive a 2.8 percent increase to their retired pay beginning with the pay they receive on Jan. 1, 2019. Likewise, survivors of members who died on active or inactive duty, or survivors of military retirees who participate in the Survivor Benefit Plan, will, in most cases, see a 2.8 percent increase to their annuities beginning in January. Beginning in 2019, survivors who are eligible for the Special Survivor Indemnity Allowance (SSIA) will also receive an increase to their SSIA payments that reflects this 2.8 percent adjustment. The maximum amount of SSIA payable will be $318 beginning in January. These cost of living adjustments are calculated based on the Consumer Price Index for Urban Wage Earners and Clerical Workers for the four quarters ending with the third calendar quarter of 2018 (July, August, and September 2018), and generally go into effect for all pay received beginning in January 2019. Those military retirees who retired during calendar year 2018, and all military retirees who retired under the REDUX retirement system, receive a slightly different annual cost of living adjustment. ore Thanksgiving Events are coming up as we continue November. This Wednesday our chapel teamed up with USO, MWR, and the Naval Hospital to offer a Single Sailor Turkey Dinner. Admiral Foggo, commander, U.S. Naval Forces Europe (NAVEUR), was the guest of honor along with a live performance by the NAVEUR band. Next week Vice Admiral Franchetti commander, U.S. Sixth Fleet, is scheduled to speak at the USO’s free Thanksgiving luncheon in the Capo air terminal. And on Thanksgiving Day, Rear Admiral Williamson, commander, Navy Region Europe, Africa, Southwest Asia, will be present at MWR’s annual Thanksgiving lunch buffet at O’Rhys Pub on Support Site. The event will also feature a bowling tournament next door at the bowling alley. Single Sailors eat for free and other patrons pay a nominal fee. Again, we hold these events to include all members of our Naples military community in celebration of the holidays. The fact that such senior level leadership takes the time to be there is indicative of how important taking care of our people is to the mission. The holidays also bring a boom of incoming and outgoing mail. Our postal team will be taking on some additional personnel to help with the rush and for Capo patrons, we’ve made improvements to parking and pedestrian access outside the mail center to alleviate any issues caused by heavy traffic. Additionally, we need everyone to be aware of the deadlines for shipping to and from an FPO address during the holidays. The general cutoff date for our area is December 11th. Please let your families back home know this as well. Shipping earlier will better ensure packages get to their destinations on time and that our postal team here is better able to manage the local influx. For more information on holiday shipping to and from FPO addresses, we’ve posted a link to instructions on the USPS website on our Facebook page. The season of course also brings us colder weather, even here in sunny Southern Italy. With that onset of lower temperatures, we’ve begun turning on heat in the buildings around base. As with the activation of air condition, we have to conduct this in accordance with CNIC and OPNAV instructions governing energy conservation by U.S. Navy installations. Specifically, it is required that heating systems be energized when, during normal working hours, the outside temperature falls below 60 degrees Fahrenheit for a four hour period, five consecutive days in a row. Typically this happens during mid-November, hence why we began energizing our heating systems on November 5th. As of today we should be all done with our housing facilities, but if you ever experience an issue, please don’t hesitate to contact the housing trouble desk at 629-4285 or 4286. 20 Free Museum Days for 2019 The Italian Culture Minister Bonisoli announced that there will be 20 free museum days for 2019. He also added that young people between 18 and 25 will only pay 2 euros for the entrance ticket. In this way, young people would be encouraged to see a part of our great cultural heritage that can help them growing. He said that some days will be decided at national level, for example the week that ends on March 10 in all state museums will be free, from Tuesday to Sunday. Measles Outbreak in Italy Among Healthcare Workers The measles outbreak in Italy has been addressed especially among healthcare workers. Over the past year, 100 medical doctors and nurses were infected with measles. In 83 of the 100 cases recorded, the healthcare workers had never been vaccinated. In Bari children’s hospital, a 10-year-old girl who was not vaccinated against measles spread the disease to another nine people last Monday. The ‘no vax’ vaccine skeptics’ doctrine has brought many measles case in Italy lately. Long Waiting Lists Discouraging Some Italians from Seeking Medical Treatment Almost 3 percent of the Italian population has given up on medical treatment because of long waiting lists, and another four million gave up because of economic reasons, according to the Italian National Institute of Statistics (ISTAT). The majority of those who abandon hope are between 45 and 64. 80-Year-Old Sardinian Woman ‘Rises From Dead’ A funeral of an 80-year-old woman was cancelled in Sardinia after she was found alive in a local hospital. The hospital had told the family, after she had a stroke that her brain was dead and there was nothing else they can do for her. The fam-

ily had booked a place for her in the local cemetery and had booked a mass in the local church. The woman is in stable condition, even if her situation is critical. Genoa Court Recognizes Child as Having Two Mothers A court Genoa ordered the city council to register a child as having two mothers. This is the third case of this kind in Italy. The court said that it was in the interest of the minor to have two parents, as happens in the rest of Europe, to give parental responsibility to both mothers. Anti-Mafia Investigators Arrest 68 People for Gambling Charges Italian anti-mafia and anti-terrorism investigators arrested 68 people suspected of illicit online gambling systems in southern Italian cities of Bari, Catania and Reggio Calabria. They confiscated one billion euros in Italy and abroad as part of the operation. The suspected criminal organizations exceeded 4.5 billion euros. Roccascalegna Medieval Castle Now Open for Weddings Roccascalegna is a medieval village in the province of Chieti in the central Abruzzo region. Its newly renovated castle is available to hire out for wedding at just 100 euro per day. The mayor of the village said that his goal isn’t to raise money but to revamp the local economy by providing catering, including traditional wedding cakes. The castle has its own chapel for any kind of ceremonies, a tower that has been transformed into a cocktail bar, a renovated dungeons are open for candlelit dinners. The view is spectacular and goes from the mountains to the sea. The village has a handful of bars, B&Bs and cafes. Food is served in the spooky dungeon rooms previously used as torture chambers. The venue is said to be haunted with a ghost of a Baron who apparently ruled the right to sleep with all newlywed women in the village, but an angry husband stabbed him to death.

HISTORY: FIRST FLIGHT OFF A NAVY SHIP From the National Air and Space Museum

On November 14, 1910, Eugene Ely, a 24-year-old civilian pilot, flew the first aircraft to take off from a warship, the light cruiser USS Birmingham (CL 2) at Hampton Roads, Virginia. Ely grew up in Davenport, Iowa, and later graduated from Iowa State University in 1904 with an engineering degree. He was mechanically inclined, and was attracted to automobiles, and soon became an expert driver. Road races and work as a chauffeur took him to San Francisco where he worked for several months as an auto salesman. After marrying a local girl named Mabel Hall, he moved to Oregon. Early in 1910, a Portland, Oregon, auto dealer, E. Harry Wemme, purchased a Curtiss biplane and became an agent for Curtiss products in the Northwest. Despite his enthusiasm for airplanes, Wemme was afraid to fly, so Ely – who had no experience in a cockpit – offered to fly the Curtiss, and promptly crashed the new biplane. Embarrassed by this unexpected turn of events, Ely bought the wreck from Wemme, and within several months had repaired the plane, and taught himself to fly. Following numerous flights in the Portland area, Ely set out for Canada to do exhibition work on his own in the summer of 1910. After successful appearances in Winnipeg, Canada, he moved back south to Minneapolis for a flying meet. While there, he met Glenn Curtiss, the designer and builder of his biplane. Curtiss was impressed with the eager young pilot and invited him to join his flying exhibition team that toured around the county. In the fall of 1910, Navy Capt. Washington I. aviation and its influence upon the problems of naval warfare.” Realizing that if an airplane could be of any use to the Navy, it would have to have the ability to take off and land on a ship at sea. In October 1910 Chambers met Curtiss and Ely at a flying exhibition at Belmont Park, New York. Sensing these two men could prove if flying and landing an airplane off a ship was possible, he then made them an irresistible offer: If he supplied the ship, would they try a ship-based takeoff? Ely quickly agreed to take on the new venture. On November 14, 1910, the Birmingham had been prepared with an 80-foot wooden platform on the bow. Ely’s 50 horsepower Curtiss Pusher plane, which had

been modified with floats under the wings, was hoisted onto the deck, and by noon, the ship moved a short distance offshore into the Chesapeake Bay. Rain and fog threatened to delay the flight, but Ely pressed on. At 3 p.m. the young pilot took off from the deck of the Birmingham. Witnesses saw the daring aviator coast down the “flight deck,” drop to the bay, hit the water with a splash, rise again, and regain altitude, where he flew to a safe landing two-and-ahalf miles away at Willoughby Spit, just a few miles east of Norfolk Naval Station. A year later, Ely’s brilliant career was cut short by a tragic crash during an air demonstration at the Georgia State Fair in

Have a Happy and Safe Thanksgiving: Tips for Deep Frying Your Turkey From NSA Naples Fire and Emergency Services

A growing trend in preparing turkeys for the traditional Thanksgiving dinner table is to deep fry vs. baking the turkey. Although deep fried turkey is delicious, deep fryers can be potentially dangerous, and you might end up with an unexpected fire or injury if you don’t take proper safety precautions. NSA Naples Fire and Emergency Services Fire Inspector Donald W Warnick noted that although deep frying turkeys are becoming more common, so are home fires as a result of people not paying proper attention to fire safety while cooking those turkeys. “If you choose to deep fry a turkey, we highly recommend you follow the safety procedures, which are outlined below,” Warnick said. If the cooking pot is overfilled with oil, the oil may spill out of the unit when the turkey is placed into the cooking pot. Overflowing oil could hit the burner/flames causing a fire to engulf the entire unit. To determine how much oil you’ll need, place the turkey into the basket and put it into the pot. Add water until it reaches one to two inches above the turkey. Then, lift the turkey out, and use a ruler to measure the distance from the water to the top of the fryer. Pour out the water and dry the fryer and turkey completely. Now you know how much oil you will need to safely cook your turkey. Warnick recommends thoroughly thawing out your turkey ahead of time. Placing a partially frozen turkey into the fryer can cause an unexpected spillover effect, which can result in the fire flaring up. The National Turkey Federation recommends thawing your turkey in a refrigerator for 24 hours per every five pounds. For example, a 10 pound turkey should be thawed for two days before frying. Frying units have the potential to overheat to the point of igniting the oil. Also, don’t forget that the cooking pot, lid and pot handles can become dangerously hot, posing severe burn hazards, and remember that cooking pots can tip over easily. Deep Fry Turkey Cooking Tips Warnick advises home cooks to read and carefully follow the deep fryer’s instructions. Select only smaller turkeys, with a maximum weight of 12 pounds for deep frying and remem-

ber to use oils with high smoke points such as peanut, canola and safflower. Remember that although peanut oil adds flavor, it can be problematic if any of your guests have peanut allergies. Remember that it can take anywhere from 20 minutes to an hour to heat the oil, depending on the outside temperature, wind and weather. Before frying, pat your turkey completely dry with paper towels. And be careful with marinades. Any water left on the turkey will make the hot oil pop and splatter, which can be very dangerous. Then slowly lower the turkey into the oil. Make sure your oil does not exceed 350 degrees Fahrenheit, and you fry your turkey for three to four minutes per pound. For example, a 10 to 12 pound turkey should be cooked no longer than 35 to 42 minutes. Safety Tips: ● Keep an all-purpose fire extinguisher nearby, and, never use water to extinguish an oil/grease fire. Remember to use your best judgment when attempting to fight a fire. If the fire increases, immediately call 9-1-1 for help. ● Turkey fryers should always be used outdoors a safe distance from buildings and any other material that can burn, and never use turkey fryers on wooden decks or in garages. ● Make sure the fryers are used on a flat surface to reduce accidental tipping. ● Never leave the fryer unattended and never let children or pets near the fryer before or after cooking. Even when done cooking, the oil inside the fryer can remain dangerously hot for hours. ENERGY CONSERVATION Holiday Cooking Tips to Conserve Energy From NSA Naples Energy Management Team

The holidays are upon us and many of us are planning on cooking. The average household uses three times the energy on Thanksgiving Day then it does the Thursday the week before. No matter if you are a quaint family of four or fourteen, there are some green rules you can follow while cooking throughout the holidays. Thawing your turkey or ham in the fridge increases the refrigerator’s cooling demand for every four to five pounds. Buy fresh or thaw it in cool water for 30 minutes per pound. Try not to open the oven door to take a peek inside. Use the installed light to keep track of your bird though the viewing window. Constant opening and closing of the door can affect cooking temperature by as much as 25 percent, which translates to additional time needed to cook thoroughly. The heating element now has to produce more heat in order to re-adjust the temperature. Leave your home thermostat on a cooler setting while cooking for dinner or having lots of people over. The lack of heating will be made up for through the efforts in the kitchen and extra bodies. Once you are nearing the end of cooking your main dish, use the extra space to cook smaller dishes. This will not only make your cooking efforts more efficient, you’ll also get to eat faster. Be sure to match pot sizes with burners accordingly. Properly match pot diameter to burners makes better use of the flame. Not doing so can waste up to 40 percent in lost energy on the burner size alone. These are just a few tips to get you in the right direction and keep cost and energy use down. NATO Exercise Trident Juncture 18 Concludes From JFC Naples Public Affairs

Værnes, Norway – The end of the live exercise portion with thousands of troops in the of the North Atlantic Treaty Organization’s largest exercise since the cold war was commemorated here today. During a concluding event at Værnes airport this morning, both Admiral James G. Foggo, commander of Allied Joint Force Command Naples, and Admiral Haakon BruunHanssen, Chief of Defence of Norway, praised the exceptional performance of the troops and the personnel that made the exercise a success. "You’ve heard the statistics but I can’t help repeating them because they’re so impressive. Fifty thousand of you: soldiers, sailors, airmen and marines. Almost 70 ships, 250 aircraft, 2,100 containers offloaded from about 250 cargo ships that came in here, unbelievable," said Admiral Foggo. "I just wanted to come here and thank each and

every one of you for your efforts, for your stellar performance, for your dedication to the Alliance and the security of all our great nations that made up the NATO alliance for the last 70-years," he continued.\ Admiral Bruun-Hanssen highlighted the professionalism of all participants and the positive impact the exercise had on Norway. "Today, [...] the Norwegian population is more positive towards allied training in Norway, than prior to the exercise. I believe that this has very much to do with your professionalism as soldiers, proven to the public during Trident Juncture," he said. With around 50,000 participants, 250 aircraft, 65 ships and up to 10,000 vehicles from 31 nations, NATO's exercise Trident Juncture 18 is NATO’s largest high visibility exercise in decades, with Norway and Iceland serving as host nations. Over 20,000 land forces, 24,000 navy personnel, including US Marines, 3,500 air personnel, around 1,000

logistics specialists and 1,300 personnel from a range of NATO commands have participated in the live portion of the exercise. Trident Juncture 18 is designed to ensure that NATO forces are trained and ready. It has been an

Don’t Stand in Line: TSA Precheck Open to Military, DOD Civilians By Jim Garamone Defense Media Activity

Service members are trusted to defend the nation, surely they can be trusted when boarding a plane. This is the thinking of the Transportation Security Administration, which is pushing to ensure that service members and DOD civilians know they can use the TSA Precheck program. “Service members are already enrolled in TSA Precheck, but many do not know they are,” TSA Administrator David Pekoske said in a recent interview. Pekoske, a retired Coast Guard vice admiral, wants all those eligible to use this free program. Smart Security All service members of all components of the armed forces and students at the armed forces’ service academies are automatically enrolled in TSA Precheck. Their DOD ID numbers – a 10-digit number that should be on the back of your Common Access Card – serve as their Known Traveler Numbers. Civilian employees must opt into the program using milConnect website at https://milconnect.dmdc.osd.mil/milconnect/. Their DOD ID number is also their KTN. Again, there is no cost for military members or civilians. For the general public that enrolls in the program, the cost is $85. “This is a real benefit for being a member of

the armed forces, and it is good for us from a security perspective,” Petoske said. To obtain their positions, service members and DOD civilians undergo background checks, and most have security clearances. They are trusted to carry weapons in defense of the United States or to safeguard America’s secrets. So the TSA decided that there was no need for them to take off their shoes and belts at a checkpoint to get on an aircraft. Using TSA Precheck All travelers must add their DOD ID number to their Defense Travel System profiles to access TSA Precheck while on official travel, but eligible service members and civilians can also use it on personal travel, Pekoske said. “If you go on any airline website, when you are making flight reservations, there is a box for the KTN and that is where they put their DOD number in,” he said. “Once you put the number in – especially if you are a regular flier on that airline – every time you make a reservation, or a reservation is made by the DOD travel service for you, they will automatically pick up that number.” “The effort makes sense from an agency perspective and it is also a way to say thanks to members of the military and the civilian members of DOD and the Department of Homeland Security who sacrifice so much,” the administrator said. “It’s a really good program and it provides a direct benefit to those who keep us free.”
