Naples Tiger Sharks Capture EFSL Southern Division Championships for the 12th Year

The Naples Tiger Sharks won the European Forces Swim League (EFSL) Southern Division Championship title for the twelfth year in a row, shattering both league and team records.

The Tiger Sharks hosted swimmers from all over the Southern Division (Aviano, Lisbon, Naples, Rota, Sigonella, and Vicenza) February 3, 2018, as they converged on Naples for a long day of competitive swimming.

The competition was fierce as the majority of swimmers from all the teams significantly dropped their personal times, improved their EFSL standings, and for some earned a qualifying time for the EFSL Championship that will take place in London later on this month.

During their meeting in Rome February 13, Defense Secretary James N. Mattis and Italian Defense Minister Roberta Pinotti discussed the close U.S.Italian defense partnership that is built upon a long history of mutual respect and shared values, as well as robust cooperation bilaterally and through NATO, chief Pentagon spokesperson Dana W. White said in a statement.

The two ministers discussed ongoing operations in Afghanistan, the Middle East and Africa, as well as the new U.S. National Defense Strategy, which underscores the importance of the NATO alliance, White said.

Praises Italy’s Contributions Mattis praised Italy’s important contributions to coalition operations in Afghanistan and Iraq, where Italy is the second largest contributor of troops after the U.S., White said, adding that Mattis noted the significant role that the Italian national police and army are undertaking to train host-nation security forces.

Mattis also applauded Italy’s superior support and cooperation in addressing security threats along NATO's southern flank, especially in the Mediterranean, White said. They discussed deepening cooperation in Africa, and in particular on the stabilization of Libya, where Italy has significant historical experience, and where the U.S. and Italy share a common interest in the formation of a stable, unified government.

Mattis also thanked Italy for hosting more than 30,000 U.S. military service members, civilians and family members, White said.

This past weekend I was honored to be able to participate in the USO’s “Naples Got Talent” show on Sunday.

The event, put on by our fantastic Naples USO team, was a huge hit and a lot of fun.

The highlight for me wasn’t just getting to be a judge alongside former 98 Degrees member, Drew Lachey, but also seeing the incredible concentration of talent we have right here in our community.

If you didn’t know already, a lot of hard work went into making this event happen. I want to give a big shout out to Sabrina Pullido and her amazing USO team led by Ms. Luisa Mazzella, Ms. Melissa Orr, and Ms. Christina Luthy, for making the event such a success. Opportunities like this bring our community closer together and help us appreciate the exceptional people who make it up.

We followed the talent show up on Monday with a possibly less exciting but definitely important opportunity to further support the community. Our second official Family Readiness Coordinating Committee meeting included the discussion of numerous improvements we can make to benefit our personnel and their families here. We discussed topics such as spousal employment opportunities, the move process both to and from Naples, health and medical support, and school resources. I think it’s very important for the community to know that NSA Naples and our tenant commands get together to talk about these important issues. We’re always looking at how we can best support you, and this is a great way to discuss how.

Lastly, you may have seen some construction going on over at the post office on Support Site this month. The Fleet Logistics Center Sigonella-Naples postal team has been hard at work so we can get more boxes installed for those who wish to pick up their mail on Support Site instead of Capodichino. During this time, all Support Site mail will have to be picked up at the post office counter. They’ve also been hard at work implementing new services like package delivery e-mail notifications.

Please make sure you’re helping them get this up and running by filling out the forms they’ve placed in Capodichino mailboxes.

Italian Police Seize 41 Million in Counterfeit Euro A massive haul of fake 100 and 50 euro banknotes were seized by Italian police in Naples last week. The banknotes were worth 41 million euros and police took five hours to count them all. The banknotes were wrapped in 90 packages and hidden in plastic barrels. The fake notes were found in a private house owned by a man who had known by police for similar crimes. He was arrested and the money was handed to the Italian Central Bank.

Archaeological Park Opens in Nearby Poggiomarino The municipality of Poggiomarino is located about 25 kilometers east of Naples and it has recently inaugurated the Longola Archaeological Park that was frequented from the Bronze Age (XV century B.C.) up to the 6th century B.C. The natural park represents a fundamental step for the reconstruction of the first human settlements in the Valle del Sarno before the birth of Pompeii. Longola has been defined as the small Venice of the proto-history era because it rises in a humid environment surrounded by artificial islets supplied by a system of canals that allowed internal and external movements. Visitors will see about one million findings, including three monosea boats, a reproduction of the housing

islets that were bounded by palisades, and a district crafting where the bronze and amber were worked. The Longola rectangular huts have been rebuilt in perishable material provided with an inside space divided into two naves and a fireplace in the main center. The big area is provided with an info point, a post dedicated to birdwatching and other outdoor buildings that hosts educational activities and workshops. For more details visit www.longola.it World’s Longest Tiramisu The world’s longest tiramisu – more than 260 meters long (nearly three football fields long) – was created in Villesse, a town near Gorizia in the Friuli region February 12. Tiramisu is a popular coffeeflavored Italian dessert, which is made of ladyfingers dipped in coffee, layered with a whipped mixture of eggs, sugar, and mascarpone cheese, and flavored with cocoa. The recipe has been adapted into many varieties of cakes and other desserts. Its origins are often disputed among Italian regions of Veneto, FriuliVenezia Giulia, Piedmont, and others. The famous Italian sweet normally fits on a small plate, but the world-record breaking tiramisu was made in a single day by more than 30 pastry chefs and shattered the old record of 200 meters. The Friuli region claims also the world’s biggest tiramisu at 3,015 kilograms (over 6,600 pounds), which was made in 2015 at Gemona near Udine.

At the height of Cold War tensions and with the launch of the satellite Sputnik in October 1957 and the successful orbit of the earth by Soviet Cosmonaut Yuri Gagarin 10 months earlier, Americans feared the Soviet Union was winning the space race. Glenn’s accomplishment brought a sense of pride and relief to Americans, and instantly made the 31-year-old Glenn a national hero.

Glenn was born July 18, 1921, in Cambridge, Ohio.

He attended Muskingum College in New Concord, Ohio, and received a bachelor’s degree in engineering.

He entered the Naval Aviation Cadet Program in March 1942. After graduating, he was commissioned in the Marine Corps in 1943.

Glenn was a veteran of both World War II and the Korean War, having flown 149 combat missions.

He was awarded the Distinguished Flying Cross five times.

Astronaut John H. SPOTLIGHT: MELISSA ORR USO Naples is thrilled to recognize Melissa Orr as its Volunteer of the Month. Since moving to Naples late last summer, Melissa has dedicated more than 73 hours of her time to the Naval Support Activity (NSA) Naples Community through volunteer opportunities with the USO. The motivation to volunteer differs from person to person. For Orr, the choice to volunteer stemmed from the opportunity to share her gratitude with those who serve.

“Volunteering with the USO allows me to connect with the troops directly,” Orr said.

“It gives me an outlet to thank them on a more personal basis.”

Of the numerous USO programs offered here in Naples, Orr has volunteered at programs that have that direct impact on service members. She’s been a staple at our Tuesday Troop Luncheons and Tacos for Troops. Most recently, however, she has provided significant support as we planned the annual USO Naples Got Talent Show.

“While working on the Naples Got Talent program, I got a sneak peek into all the vastly talented people we have in our small community,” Orr said. “I think people are going to be impressed and surprised to discover the hidden talents of their neighbors, coworkers, and friends.”

USNH Naples Staff Completes First-Receiver Operations Training

Sailors from United States Naval Hospital (USNH) Naples successfully completed the First-Receiver Operations Training (FROT) course in early January.

The two-day course teaches students how to respond to medical situations that involve chemical, biological, radiological/nuclear (CBRN) or other hazardous materials. The course is facilitated on a biannual basis by Decontamination Education and Consulting on Nuc/Bio/Chem (DECON, LLC.).

Hospital Corpsman 2nd Class Taylor Ciryak, who coordinates and trains the USNH Naples DECON team explained the importance of the training and what students can expect to learn from the course.

“The course lays the foundation for what to do as a member of the DECON team,” Ciryak said. “We have 66 staff members on the DECON team. They undergo the twoday training course and complete monthly refresher trainings as well.”

The second day of the course was a practical exercise where the decontamination team assembles a shelter, dons personal protective suits, sets-up equipment, and treats patients.

For a command to be mission capable, four personnel must dress in the suits, assemble the shelter – complete with hot water – and prepare all primary equipment in under 15 minutes. The USNH Naples team hustled and proved themselves to be mission-capable in just under six minutes.

Fully operational standards require all members to be in protective suits and all secondary equipment to be assembled within 20 minutes; the team completed this task in under 13 minutes.

After the shelter was assembled, the team practiced caring for ambulatory and non-ambulatory patients. Patients must be completely decontaminated before medical treatment can begin. Non-ambulatory patients are moved along on a roller table where they are washed with hot, soapy water. After patients have been decontaminated, detection tape is used to ensure all CBRN agents have been completely removed.

Despite the group coming from various departments around the hospital, they were able to work cohesively as a team and complete the mission.

“It was amazing how well the team came together,” Culinary Specialist 2nd Class Ryan Dennis, who was the team chief for this particular evolution, said.

ENERGY CONSERVATION Reducing Energy Use Reduces Energy Costs From NSA Naples Energy Management Team

Efficient energy use, sometimes simply called energy efficiency, is the goal to reduce the amount of energy required to provide products and services. For example, insulating a home allows a building to use less heating and cooling energy to achieve and maintain a comfortable temperature.

Installing fluorescent lights, LED lights or natural skylights reduces the amount of energy required to attain the same level of illumination compared with using traditional incandescent light bulbs. Improvements in energy efficiency are generally achieved by adopting a more efficient technology or production process or by application of commonly accepted methods to reduce energy losses.

There are many motivations to improve energy efficiency.

Reducing energy use reduces energy costs and may result in a financial cost saving to consumers if the energy savings offset any additional costs of implementing an energy efficient technology. Reducing energy use is also seen as a solution to the problem of reducing greenhouse gas emissions. According to the International Energy Agency, improved energy efficiency in buildings, industrial processes and transportation could reduce the world's energy needs in 2050 by one third, and help control global emissions of greenhouse gases.

So how does this apply to us here at NSA Naples? Right now public works has several energy projects in place that when completed will decrease our overall consumption. But in our homes we can help by replacing bulbs with LED bulbs found at the NEX, turning lights and heating and cooling units off when not in use, and reporting energy waste these actions will help our goal of reducing energy and making NSA Naples Command resilient and less dependent on the energy we need to operate.

Navy COOL, VOLED Reps Visit NSA Naples From NSA Public Affairs

Navy Credentialing Opportunities On-Line (COOL) and Voluntary Education (VOLED) representatives visited with Sailors and civilians from the Naval Support Activity Naples community February 12-13.

COOL Program Analysts Thom Seith and David Adkins, along with Chief of Naval Operations, Navy Education Strategy and Policy Branch (N1) representative Lt. Boris Kun discussed both Navy COOL and the Voluntary Education (VOLED) programs during one-hour briefs, which were well attended during the two days.

The emphasis of their visit was the importance of education, credentialing and licensing for each Sailor and how it can positively impact both their naval – and later their civilian – career.

“These programs allow

Sailors to develop themselves while on active duty and prepare for life after the Navy,” Seith said. “It’s really all about personal and professional development and I encourage all Sailors to take advantage of the opportunities that the Navy COOL and VOLED programs offer.”

The trio covered key aspects of the Navy COOL website, Navy COOL mobile application, voucher submission processes, eligibility, and requirements for credential attainment. They also discussed the importance of the learning and development roadmaps (LaDRs), Navy advancement bibliographies, United Services Military Apprenticeship Program (USMAP), tuition assistance, including recent changes to the Navy College Program and the G.I. Bill.

Ready, Set, Wear: IFRV Guideline Wear Announced From U.S. Fleet Forces Public Affairs

Effective immediately, commands can now order the Improved Flame Resistant Variant (IFRV) coverall. Commander, U.S. Fleet Forces (USFF) announced manner and occasion of wear guidance for the IFRV Feb. 5.

The approval of the IFRV as a fleet organizational clothing item to replace the legacy Flame Resistant Variant (FRV) coverall was announced in early January 2017 after the completion of a series of afloat wear tests. The IFRV addresses comfort and durability issues found with the original FRV coverall.

"The original FRV was rapidly introduced to the fleet because Sailor safety is our top priority," said CAPT Mark Runstrom, director, Fleet Supply Operations/Services, USFF. "However, we recognized immediately that we needed a coverall that is more durable, functional, and comfortable as well as safe. That is what the IFRV is all about."

Sailors stationed aboard ships and submarines will be issued a minimum of two IFRV coveralls with units authorized to procure name tags using unit operating target funds. The manner of wear will be the same as the FRV coveralls, prescribing wearers to don full sleeves and secured fastenings. The current 9-inch black, steel-toed boot and Navy or command ball caps are authorized for wear with the coverall.

Approved belts include a black cotton web belt for E1-E6, a khaki cotton web belt for chief petty officers and officers and; rigger's belts are authorized at command discretion.

Rank tabs and insignia are authorized to be sewn or pinned on the coverall based on the wearer's duties and unit preference.

Rectangular, Velcro-backed name tags will be worn centered, 1/4-inch above the left breast pocket-similar in size, shape

and content to the V-neck sweater name tag. Embossed leather name tags or fabric embroidered unit specific name tags similar to those worn on the green Nomex flight jacket will be authorized for wear at the discretion of unit commanders.

Blue or brown undershirts are authorized for wear with the IFRV, although blue undershirts are being phased out with the introduction of the Navy Working Uniform Type III. Members will not be authorized to stencil or serialize any portion of outer fabric of the IFRV nor attach unit or flag patches due to the risk of degrading the flame resistant fabric. However, Sailors are allowed to stencil the inner parts for identification purposes.

The IFRV will be prescribed as an underway uniform and the appropriate attire for events such as sea and anchor detail. Commands can authorize the IFRV for wear ashore or in-port and when working in conditions where excessive wear to the uniform could occur or when needing arc or flash protection.

The IFRV coverall is made from a flame resistant, tri-fiber blend designed to offer arc flash protection and provide improved moisture management by allowing the fiber to breathe more efficiently. The IFRV coverall is also designed for sustained durability lasting nearly twice as long as the FRV. Additionally, feedback during fleet testing of the IFRV revealed a desire for a two-piece FRV. USFF has developed several versions with varying design features that will be tested in the spring of 2018.

Origins of Presidents’ Day

George Washington, who’s birthday has been celebrated as a national holiday for the past 130 years, commanded the Continental Army and led the American colonies to victory in the Revolutionary War. Later, he also served as the first President of the United States, and as a result of his outstanding service, has become known as “The Father of Our Country.”

In 1885 Chester Alan Arthur, the 21st president, signed a bill establishing Washington’s birthday as an official federal holiday.

Eighty-three years later Congress passed the Uniform Holidays Bill of 1968 to create more three-day weekends for federal employees by moving three existing federal holidays

(Washington’s Birthday, Memorial Day and Veterans Day) from fixed calendar dates to designated Mondays. In doing so, Congress also established Columbus Day as a new federal holiday.

Another great president – Abraham Lincoln – who preserved the Union during the Civil War, was also born in February.

During debate on the bill, it was proposed that Washington’s Birthday be renamed Presidents’ Day to honor the birthdays of both Washington (February 22) and Lincoln (February 12). Although Lincoln was included in the new holiday, the proposed name change was initially rejected.

In 1971, Washington’s birthday was officially changed to Presidents’ Day, and it was expanded to celebrate the lives of not just Washington and Lincoln, but all the U.S. presidents.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent.

• Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses.

• Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.

ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered.

• Free Mercato Ad forms, the only acceptable form of submission, are available at http://www.cnic.navy.mil/naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours.

• Ads and supporting documentation can be faxed to 081-568-5112 (DSN 6265112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208. No other form of submission will be accepted.

• To renew for the following week call 081-568-5856/5907 (DSN 626-5856/ 5907) by noon Monday. Ads not renewed by the deadline will not be published.
