Naval Forces Europe-Africa Commander Selects New Fleet Master Chief From U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet Public Affairs

Adm. James G. Foggo III, commander, U.S. Naval Forces EuropeAfrica and Allied Joint Force Command Naples, announced the successor to Fleet Master Chief Raymond Kemp on Jan. 11. “I am excited to announce Force Master Chief Derrick Walters will be our new Fleet Master Chief,” Foggo said, “He is a proven leader who brings a tremendous and very unique wealth of experience and will advocate for our Sailors and their families serving overseas.” Today, Walters is the Force Master Chief for Naval Special Warfare, headquartered in San Diego. He will assume the position of Fleet Master Chief in early Spring, 2019. “Force Master Chief Walters has a stellar record,” Foggo said. “Accordingly, he rose to the top of an impressive list of candidates considered for

this critical job and I look forward to the pride, professionalism, and experience he will bring to our mission in Europe and Africa.” His previous assignments include a tour of duty with SEAL Teams 8 and 2, and Naval Special Warfare Group 2 Training Det. Walters returned to SEAL Team 2 as the operations and command master chief and did a repeat tour with Special Warfare Group 2 as the senior enlisted adviser. He has also served as command master chief at Naval Special Warfare Center and was the senior enlisted leader at NATO Special Warfare headquarters before becoming the force master chief of Naval Special Warfare Command. U.S. Naval Forces Europe-Africa/U.S. 6th Fleet, headquartered in Naples, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.

Next week’s Town Hall takes place on Tuesday, January 22, and I want to encourage everyone to come out. We’ve been putting out notifications on our Facebook page and in our PAO notes, and hopefully by now everyone knows how you can participate. If you can’t physically be at the Support Site movie theater at 1800, don’t worry! Just like our September meeting, we’ll be live streaming via AFN radio and on Facebook. Please also feel free to send any questions you may have to our Facebook page during the event. This is a great opportunity not just to hear what we have to say, but also to ask me, my team, and some of our tenant command leadership questions about topics that affect you and your families. We’ll have representatives from each department at NSA Naples, as well as our local DoDEA school principals, Navy Exchange and Commissary management, and U.S. Naval Hospital Naples leadership. Whether you’re front row in the movie theater, at home on the computer, or even out of town on your mobile device, you have the ability to ask our experts important questions. So don’t miss out! I’d also like to congratulate Force Master Chief (FORCM) Derrick Walters for his selection as the next U.S. Naval Forces Europe-Africa and Allied Joint Force Command Naples Fleet Master Chief (FLTCM). As our front page states this week, FORCM Walters will be the first Navy SEAL to achieve the rank of Fleet Master Chief. That’s an exciting accomplishment and piece of naval history in which our Naples military community has the honor of taking part. I also know there’s no better person to take the reins from than FLTCM Raymond Kemp. FLTCM Kemp has been a powerful leadership force in our local community and for the Sailors stationed throughout the U.S. Sixth Fleet area of operations. Thank you for your contributions to this community and the Fleet Master Chief! Lastly, we’ve received some feedback from last week’s adjustment of the smoke pit next to the Capo Clinic. We shifted the boundaries of the smoke pit so they’re farther away from the Clinic wall and the air intake duct on it. In order to comply with DoD Instruction 1010.10, smoking areas must be placed at least 50 feet from ventilation ducts like this. In addition, USNH Naples will soon be undergoing review by the Joint Commission, an independent, not-forprofit organization which accredits and certifies U.S. health care organizations. A Joint Commission accreditation requires the demonstration of safe, high quality healthcare. Specifically in terms of smoking, medical facilities must completely separate smoking of any kind from care, treatment, and service areas. We’d like to remind smoking members of the community to please abide by these new boundaries. If you no personnel no longer find this location convenient, please feel free to choose from one of the other five smoke pit locations on base. Enforcing these rules is crucial in supporting the Naval Hospital team to sustain our military community’s medical readiness at the highest standards. JFC Naples Raises NRF Colors By Sgt. 1st Class (OR-7) Michael O'Brien USA-A

In a short ceremony at Joint Force Command Naples, the NATO headquarters raised the colors of the NATO Response Force (NRF), signifying that it is now in command of the force for 2019. Addressing the Headquarters Staff, Admiral James G. Foggo, US Navy, Commander JFC Naples, said the NRF provides the ability for the Alliance to respond to any emerging crisis, 24 hours a day, seven days a week, and 360 degrees around the compass. He added that JFC Naples must remain vigilant and ready in event the North Atlantic Council (NAC) decides to deploy the NRF. As the lead headquarters for the NRF during 2019, JFC Naples will be supported by the 1st German / Netherlands Corps Force for Land operations, Italian Maritime Force NATO for Maritime operations, the Spanish Joint Force Air Component. The Joint Logistics Support Group from JFC Naples and the Frenchled Multinational Chemical, Biological Radiological and Nuclear Battalion also are part of the NRF. General Jim Jones, US Marine Corps,

the Supreme Allied Commander Europe (SACEUR) when the NRF initiative was approved at the 2002 Prague Summit said, "NATO will have agile and capable forces at graduated readiness levels that will better prepare the Alliance to meet any threat that it is likely to face in this 21st century.” Combat forces from across the Alliance have been placed on high readiness and are available to support NRF 2019 if required. Launched in 2002, the NRF consists of a highly capable joint multinational force able to react in a very short time to the full range of security challenges from crisis management to collective defence. NATO Allies decided to enhance the NRF in 2014 by creating a "spearhead force” within it, known as the Very High Readiness Joint Task Force (VJTF). This enhanced NRF is one of the measures of the Readiness Action Plan (RAP), which aims to respond to the changes in the security environment and strengthen the Alliance’s collective defence. Overall command of the NRF belongs to the SACEUR. The decision to deploy the NRF is taken by the NAC, NATO’s highest political decision-making body.

HISTORY: BATHYSCAPHE TRIESTE BREAKS DEEP DIVING RECORD

On January 23, 1960, the U.S. Navy deep-diving research bathyscaphe Trieste, descended to the bottom of the Mariana Trench in the Western Pacific Ocean, the deepest known point in the world’s oceans. That achievement was truly an international success. The bathyscaphe was Italian-built and piloted by U.S. Navy Lt. Don Walsh and the Swiss scientist Jacques Piccard, who also designed Trieste. Their goal was simple: To prove that humans could safely explore the deepest ocean depths. At 35,797 feet – or nearly seven

miles – the tectonic plates of the sea floor collide and plunge back into the Earth’s molten mantle, and the atmospheric pressures is eight tons per square inch, strong enough to bend steel. It took nearly five hours for Trieste to reach the sea bottom. After remaining there for 20 minutes, Walsh and Piccard started their ascent, which took three hours, 15 minutes. This was the first time any human or vessel had gone that deep. That remarkable achievement was equivalent to putting a man on the moon. There is one notable difference: A dozen people, all U.S. astronauts from the Apollo program,

have walked on the moon. To date, Walsh and Piccard are the only humans who have plunged so deeply into the ocean. Not only did that prove that exploration of the ocean, no matter how deep, was possible, it also produced numerous engineering breakthroughs. Those included the first manipulator arm; the first deep-sea, color-TV camera system; the first highpressure housings and connectors; and the design of the first remotely operated vehicle. In August 1963, Trieste found the wreck of the missing submarine USS Thresher (SSN 593) off the coast of New England in 8,400 feet of water.

The accomplishments of Trieste become so famous that its very name became incorporated into books, television shows and even songs. The Trieste was a major character in the 2008 novel “The Extraordinary Event of Pia H.” by Canadian writer Nicola Vulpe. The song “The Trench” by Danish composer Ste van Holm was a tribute to the Mariana Trench, where Trieste made its recordbreaking dive, and “Voyage Of The Trieste” was

recorded by the American group The Chocolate Watchband’s in 1968. The lead character, Captain “JeanLuc Picard” from “Star Trek: The Next Generation” was named in honor of Trieste’s designer, Jacques Piccard, and one of the starships also featured on the television show was the “USS Trieste.” Trieste was retired in 1980, and is now on display at the National Museum of the U.S. Navy at the Washington Navy Yard in Washington, D.C.

Foggo III, commander, U.S. Naval Forces Europe-Africa (CNEA) and commander, Allied Joint Force Command Naples, awarded Bilyana Atova Reece the first Navy Civilian Service Commendation Medal, and awarded Kaitlyn Owens and Sara Givens the first Navy Civilian Service Achievement Medal at Naval Support Activity Naples on January 16. “This is a great day for our civilian personnel here,” Foggo said. “Our civilians are core members of our team.” “There was an initiative started by our civilian advisory board to recognize our civilian shipmates. Today, we finally have an opportunity to highlight the accomplishments of some of our best and brightest and present the first of these newly-designed awards.” In 2017, the Civilian Advisory Board for CNE-A identified a lack of honorary awards for civilian Department of the Navy (DoN) employees. DoN civilians were eligible for the fewest number of medals and civilian service awards compared to civilians working for the Department of Army and Department of the Air Force. By excluding achievements of a more narrow scope or impact, a major-

ity of the workforce was omitted from receiving recognition for their contributions until they are well advanced in their careers, if at all. “It’s been an honor working on this with the team,” Givens said. “We were pleasantly surprised that it went so quickly, but it’s nice to see it in fruition and finally being distributed this year.” In July 2017, CNE-A signed the proposal to the Secretary of the Navy (SECNAV) requesting for the addition of the two newly-designed civilian honorary medals. Then in September 2017, the proposal for the awards was presented to the DoN Executive Management Awards Panel and was immediately endorsed and forwarded to SECNAV for approval. April 24, 2018, SECNAV approved the awards without

any significant changes from the original proposed design. “Really, it was a team effort,” Owens said, “I’m so proud to be considered part of this team. The reason why the proposed package was so good was because of the team.” This year, the medals will be awarded Navywide. The original initiative, led by a small team of CNE-A civilians, will have direct impact to more than 185,000 DoN employees. 1 Good-quality LED bulbs can have a useful life of 25,000 hours or more – meaning they can last more than 25 times longer than conventional light bulbs. That is a life of more than three years if run 24 hours a day, seven days a week. 2.Unlike incandescent bulbs – which release 90 percent of their energy as heat – LEDs use energy far more efficiently with little attenuated heat. 3.From traffic lights and vehicle brake lights to TVs and display cases, LEDs are used in a wide range of applications because of their unique attribute, which includes compact size, ease of maintenance, resistance to damage, and the ability to focus the light in a single direction instead of having it go every which way. 4.LEDs contain no mercury, and a recent Energy Department study determined that LEDs have a much smaller environmental impact than incandescent bulbs. They also have an edge over compact fluorescent lights (CFLs) that’s expected to grow over the next few years as LED technology continues its steady advancement. 5.Since the Energy Department started funding solid-state lighting R&D in 2000, these projects have received 58 patents. Some of the most successful projects include developing new ways to use materials, concentrate more light, and solve the underlying technical challenges. Most recently, the Energy Department announced five new projects that will focus on cutting costs by improving manufacturing equipment and processes. 6.In 2012, about 49 million LEDs were installed in the U.S. – saving about $675 million in annual energy costs. Switching entirely to LED lights over the next two decades could save the U.S. $250 billion in energy costs, reduce electricity consumption for lighting by nearly 50 percent and avoid 1,800 million metric tons of carbon emissions. Drones Aren’t Child’s Play Anymore By Jason Dalton Navy and Marine Corps Spectrum Office Europe (NMCSO EUR) Operations

Over the past two to three years the drone market has expanded significantly. Drones have gone from tactical to practical and have become child’s play, or have they? More and more frequently we hear in the news that drones are becoming more of an everyday use item. Companies like Amazon, Dominos, UPS and FEDEX have started, or are looking to start, a delivery service by drones. You can’t go into a department store, hobby shop, or tech shop without seeing drones for sale. Drones have even made the Top 10 on children’s Christmas lists. But buyer beware… Two of the most important aspects of owning and flying drones, especially in foreign countries is the frequency on which these fun devices operate and the countries laws that are applied to them. Most “personal” drones commercially available operate in the 2.4GHz WiFi band; however, older drones and kit drones may operate in the 35MHz, 900MHz,

1.2GHz and 5.8GHz frequency ranges. Why is this important? Cellular phone networks outside the U.S. still use 900MHz to 1.2GHz ranges, and 2.4GHz to 5.8GHz are used for many other devices and purposes such as video downlinks, WiFi Networks and Bluetooth devices which can be interfered with by, or cause interference to, drone control channels. The drone you just purchased on-line from the United States may operate on frequencies which are for a completely other function in Rota, Spain, which may be a paid license by civilian companies, or government only use. This could result in your drone crashing, flying off on its own, or your drone may interfere with a key communication function. Interfering with licensed users can result in fines, bills for lost revenue and possible confiscation of the interfering devices.

As you can see, there is a high risk of interfering with legally allocated frequencies or devices and with your device receiving interference. There is also the issue of OPSEC. With the current Cyber Attacks, information collected by your drone may seem cool and unimportant to you but may in fact be very useful to a person with ill intentions. Lastly, there are the laws of the individual countries where you want to operate your drone which must be considered. In the United States there are laws in the books that now restrict the who, where, and how drones can be operated and in most cases that very cool quad copper you just purchased for your child, you’ll need to register it with the FAA when you return to the states. and operating one in the wrong place at the wrong time can result in the loss of your device and a hefty fine. Below, provide some details regarding operating a drone in Spain and Italy In Spain, for example, drones are legal to fly; however, there are several restrictions: ● The operator must keep visual contact with drone at all times; ● The operator must stay away from people, animals and objects; ● The operator cannot operate in clouds, above crowds, industrial sites, urban areas and other restricted zones In Italy, drones are also allowed with some of the same basic restrictions. However, they also include restrictions on time, altitude, distance and a host of other operating rules, including: ● You must only fly during daylight hours and only fly in good weather conditions. ● Do not fly your drone in sensitive areas including government or military facilities. Prior to Gravely becoming the flagship, SNMG-1 had been under Danish command since January 2018, with HDMS Niels Juel followed by HDMS Esbern Snare serving as flagship.

“It has been a privilege to command Standing NATO Maritime Group One,” Commodore Friis said. “Seen both from a professional and personal perspective, it has been a pleasure to experience the very high level of dedication and team spirit amongst the ships’ crews and within my staff. I wish the best of luck to Rear Adm. Cashman for his time as commander of SNMG1.” Gravely was previously in the U.S. 6th Fleet area of operations in May 2018 to participate in exercise Joint Warrior 18-1, an 11-day, semi-annual training exercise conducted in the coastal waters of the United Kingdom. SNMG-1 is one of four standing maritime forces composed of ships from allied countries. These vessels provide a continuous maritime capability for NATO to accomplish different tasks ranging from partnership building and enhancing NATO relationships to being able to complete high intensity warfare. The Standing Naval Forces are visible demonstrations of alliance capability.

“Military and civilian law enforcement personnel are key to Commander, Navy Installations Command’s (CNIC) critical force protection mission,” Operations for Navy Installations Command Director Tim Alexander said. “Our Navy exists to protect America from attack, but it’s our Navy law enforcement professionals who help protect our Navy.” CNIC employs more than 3,600 civilian federal law enforcement officers, as well as 6,300 active duty security personnel, including master-at-arms (who are the Navy’s security and force protection professionals. Additionally, about 5,000 Navy security forces are assigned to the fleet. With a moto of “Serving those who protect, protecting those who serve,” the Naval Criminal Investigative Service (NCIS) is comprised of about 2,000 personnel, with more than 1,000 serving as federal special agents. NCIS is unique

among U.S. military criminal investigative organizations as it is a civilian-run agency headed by a civilian law enforcement professional who reports directly to the Secretary of the Navy. NCIS operates in approximately 191 locations, in more than 41 countries. “Force protection (FP) is the overarching mission for security personnel,” CNIC Force Protection Program Director Ron Herb said. “Force protection has several subsets to include Law Enforcement, Physical Security, and anti-terrorism, all supporting the FP mission.” Uniformed master-at-arms and civilian law enforcement professionals perform anti-terrorism, force protection, physical security, and law enforcement duties on land and at sea. They operate force protection watercraft, direct investigations, control base access and supervise K-9 assets. Navy law enforcement personnel conduct waterborne security patrols, protect oil platforms, and provide pro-

tection for high-ranking dignitaries and government officials. They perform security inspections, conduct K-9 explosive and narcotics detection missions, organize and train security personnel, operate brigs, and conduct crime prevention programs. Master-at-Arms (MA) is

You may have seen in the news lately how tourists are finding out they made bad choices with incident after incident being reported after drones were operated in restricted areas, as St. Mark Square in Venice, the Colosseum in Rome and Vatican City. Fines for these incidents have been as much as 113,000 euro. So, although drones and other remote devices such as planes, monster trucks, and cars may be fun, they come with rules of play. As the owner of these types of devices you are responsible for knowing what the rules are before you go out and operate your very cool drone / remote control device. If you decide to purchase a drone, understand the restrictions and ask yourself “Can it can be operated in the country where I plan to use it?” Will you have issues while operating it from a wireless control (frequency) stand point? Drones can be fun so enjoy them, but know the rules and restrictions so they can be operated safely. That way, you won’t end up having to pay expensive fines for breaking the rules.
