signments across the nation and worldwide. Peak season for household goods moves runs from May 15 to August 15. During this time, almost 65 percent of all DoD household goods moves for the year will be executed. The companies that

Shuttle Service Changes Between Support Site, Capodichino From NSA Public Affairs

U.S. Naval Support Activity (NSA) Naples, Italy, announced changes to the shuttle bus route between Support Site and Capodichino this week. In the past, the bus leaving Support Site would cross the small bridge near the main gate to gain easy access to the Stradale Statale (SS) 7 highway heading east as the shortest route to Capodichino. However, starting this week all shuttles are now making a right turn onto the SS7 outside the main gate and taking the first exit west of Support

Site to eventually turn around and head east on the highway. Why? The maximum load rating of the bridge was recently lowered by host nation authorities after a routine inspection noted some areas of concern. "The Comune took action after they did a visual inspection and noted some areas of concern," Deputy Public Works Officer James Nelsen said. "They de-rated the load rating of the bridge to prohibit commercial-sized vehicles." The de-rating of the bridge was done as a precautionary measure,

and will be in effect until additional testing can be performed to accurately determine the structural integrity of the bridge. This derating only affects SHUTTLE SERVICE

Master Chief Petty Officer (SEAL), Retired, Britt Slabinski will be awarded the Medal of Honor on May 24, 2018, during a White House ceremony, for his heroic actions in March 2002 during the Battle of Takur Ghar while serving in Afghanistan. Then-Senior Chief Slabinski led a team under heavy effective enemy fire in an attempt to rescue teammate Petty Officer First Class Neil Roberts during Operation ANACONDA. Slabinski’s selfless actions throughout the 14-hour battle constituted gallantry and intrepidity at the risk of his life above and beyond the call of duty. In the early morning of March 4, 2002, Slabinski led a reconnaissance team to its assigned area atop Takur Ghar, a 10,000-foot snow-covered mountain in Afghanistan. An enemy rocket-propelled grenade attack on the insertion helicopter caused Roberts to fall onto MEDAL OF HONOR

Emergency preparedness is one of the most important missions we train to onboard any military installation. Next Thursday NSA Naples will be holding an active shooter drill to practice our pre-planned responses and identify areas where we can improve. We’ve been advertising this so much because of how crucial it is to the success of the evolution that all hands are aware and participating. Our emergency management department has sent out educational materials you can use to facilitate constructive dialogue during the 15 minute lockdown period of the drill. This includes a detailed explanation of the Run, Hide, Fight response to an active shooter situation. Please take advantage of this opportunity to have conversations with your people regarding each of these steps you would take in a similar scenario. Please also ensure that whether you are on Support Site or Capodichino, you are following proper lockdown procedures as you would in a real world situation. Sponsors who live on Support Site, please have this conversation with your families so they would know what to do if they’re home and you’re at work. It is crucial that we maintain readiness in the face of threats like this whether we’re active duty, reservists, DoD civilians, or dependents. Tomorrow our base has the honor of hosting members of the U.S. women’s Olympic gymnastics team at the MWR youth center gymnasium. At 5 p.m. they will be putting on a clinic for youth community members who registered to learn more about the sport. At 7 p.m. they’ll be hosting a meet and greet for all members of the community. The visit, sponsored by Armed Forces Entertainment and our Naples MWR team, is a great opportunity for our military community to interact with these talented individuals who represent our nation in Olympic competition. For those not able to attend, we’ll be live streaming parts of the event on the MWR Community Recreation and NSA installation Facebook pages. Tune in and check it out! The fact that we have so much senior leadership onboard NSA Naples is a perfect example of how important the mission of our base is. Some of the most impactful, flag level decisions in the region are made right here onboard the operational platform that is our installation. Historical Re-enactment at Capua Amphitheater A historical re-enactment of the II Punic War is scheduled this weekend on Saturday and Sunday at the Capua Amphitheater located in Santa Maria Capua Vetere. A spectacular demonstration of the life of the Roman Legionnaires will stage the highlight of the battle between the Carthaginians of Hannibal and the Romans. The battle called “War of attrition (215-210 B.C.) let to attempts to besiege Capua that was then allied with Hannibal. The Roman troops, after a hard battle in which nearly eight thousand Carthaginians and three thousand Campania soldiers lost their lives, forced Hannibal who had returned in defense of his allies, to surrender the city and beat retreat. On Saturday morning, the Tenth Legio represented by extras, will set up their camp adjacent the amphitheater. The amphitheater will extraordinary open at dusk at the cost of 1 euro on Saturday. Sunday, after the re-enactment of the battle at 11 a.m., the soldiers will march on the streets of the city. Pompeii Archaeologists Discover Remains of a Horse During a dig outside the main site at

Pompeii, archaeologists found the remains of a horse, which experts were able to cast in its entirety. They also found the remains of a man entombed following the eruption of Vesuvius. Pompeii attires millions of tourists every year and authorities face an enormous challenge to protect Pompeii’s treasures, whether from light-fingered tourists, professional thieves or simply the wear and tear of thousands of years. Last week a French tourist was fined 200 euro after police caught him trying to leave the town with a backpack stuffed with ancient Roman artifacts. In March, an American tourist was caught dislodging the tiles of a priceless mosaic as he attempted to get a picture of the House of the Sailor. He was questioned by police but released without charge. Meanwhile the site has struggled for centuries with tourists who pocket relics as holiday souvenirs or even to sell for a profit. Sometimes the thieves themselves try to make amends. In 2014, a Canadian tourist returned an artifact she had stolen from Pompeii’s amphitheater during her honeymoon – 50 years earlier. Several thieves sent back the loot claiming the relics are ‘cursed.’ Pompeii’s archaeological superintendent said in 2015 that he was considering setting up an exhibition of the returned artifacts and accompanying letters, to tell the story behind the stolen pieces.

HISTORY: ARMED FORCES DAY From DoD News

Armed Forces Day is celebrated annually on the third Saturday of May. Armed Forces Week begins on the second Saturday of May and ends on the third Sunday of May. Because of their unique training schedules, National Guard and Reserve units may celebrate Armed Forces Day/Week over any period in May. On August 31, 1949, Secretary of Defense Louis Johnson announced the creation of an Armed Forces Day to replace separate Army, Navy and Air Force Days. The single-day celebration stemmed from the recent unification of the Armed Forces under one department – the Department of Defense. Each of the military leagues and/or orders was asked to drop their sponsorship of a respective service-specific day to celebrate the newly announced Armed Forces Day. The Army, Navy and Air Force leagues adopted the newly formed day. The Marine Corps League declined to drop support for Marine Corps Day but it also stepped up to support Armed Forces Day, too. In a speech announcing the formation of the new holiday, the 33rd president of the United States, President Harry S. Truman praised the work of the military services at home and across the seas. “It is vital to the security of the nation and to the establishment of a desirable peace,” he said. Truman’s presidential proclamation of February 27, 1950, which officially announced the new holiday to the American public: “Armed Forces Day, Saturday, May 20, 1950, marks the first combined demonstration by America’s defense team of its progress, under the National Security Act, towards the goal of readiness for any eventuality. It is the first parade of preparedness by the unified forces of our land, sea, and air defense.” The theme of that first Armed Forces Day was “Teamed for Defense.” That theme was chosen as a means of expressing the unification of all the military forces under a single department of the government. There were several other reasons for holding Armed Forces Day. It was a type of “educational program for civilians,” one in which there would be an increased awareness of the Armed Forces, which was designed to expand public understanding of what type of job is performed and the role of

the military in civilian life. A May 17, 1952, New York Times editorial supporting Armed Forces Day reminded their readers that American Troops were fighting on the front lines in Korea: “This is the day on which we have the welcome opportunity to pay special tribute to the men and women of the Armed Forces ... to all the individuals who are in the service of their country all over the world. Armed Forces Day won’t be a matter of parades and receptions for a good many of them. They will all be in line of duty and some of them may give their lives in that duty.” The first Armed Forces Day was celebrated by parades, open houses, receptions and air shows. Ten-thousand troops from all branches of the military, cadets and veterans marched in Washington, D.C. In Berlin, 1,000 U.S. troops paraded for the German citizens at Templehof Airfield, and in New York City, an estimated 33,000 participants participated in Armed Forces Day “under an air cover of 250 military planes of all types.” Across the country, the American people joined together to honor the Armed Forces.

The USO Naples is thrilled to recognize Aida Otieno as its Volunteer of the Quarter. This recognition highlights Otieno’s steadfast dedication to the NSA Naples community through her volunteer efforts with the USO. Since becoming a registered USO Volunteer, she has committed 170 hours to the community at various programs including Snack Attack, BINGO, Naples Got Talent, and the What to Expect When You’re Expecting Baby Shower with Heidi Murkoff. Otieno balances her volunteer experience with the various roles she plays as Spin instructor, mother, and wife. Generosity, high energy and a kind heart are qualities that make Otieno an endless resource of encouragement and positive model for other volunteers, whom she inspires. This energy and enthusiasm feeds into the programs at which she volunteers and makes it all the more memorable for those in attendance. 5 USNH Naples Hosts 2nd Annual Teddy Bear Health Clinic FLEET AND FAMILY SUPPORT CENTER EVENTS THIS WEEK U.S. Naval Hospital (USNH) Naples hosted the 2nd Annual Teddy Bear Health Clinic on April 21st at Carney Park. Children received a teddy bear and then went from station to station making sure their new friend was healthy. The purpose of the clinic was to introduce children to different departments in the hospital and help alleviate any anxiety during future appointments or potential hospital stays. This event was a collaboration between USNH Naples, Health Promotions, Educational and Developmental Intervention Services (EDIS), Fleet and Family Support Center, MWR Fitness, and Child and Youth Programs; nearly 200 children participated in the clinic and more than 60 individuals volunteered to make this event possible. Beware Risks of CommercialOff-The-Shelf Equipment (COTS) From the Navy and Marine Corps Spectrum Office Europe and Africa (NMCSO EUR/AF)

In today’s world, everyone is connected. At home or in the office, wireless devices have become a part of normal life. The military is no different. More and more military functions are being conducted on commercially available devices. From tablets, cellphones and even drones, commercial devices are being used for a wide range of military functions. And because of the saturation of devices at home and on the battlefield, unit Communications Office personnel, procurement specialists and Commanding Officers must be aware of the requirement for, and be familiar with, the spectrum supportability process for CommercialOff-The-Shelf (COTS) equipment being used or procured in order to not cause or fall victim to harmful radio frequency interference or create operational security (OPSEC) issues per standing host nation and US military instructions. Systems like WiFi routers or hand held radios being procured for DoD use onboard military installations must be evaluated to ensure the equipment does not cause harmful Electromagnetic Interference (EMI) to U.S. military equipment or Host Nation systems such as cell phone networks and first responder radio networks. To minimize risks associated with COTS equipment, the requestor, procurement specialist, and the approving authority must ensure that due diligence has been conducted to evaluate the characteristics of the equipment and ensure that it operates in accordance with the Host Nation and installation requirements prior to purchasing it. Commercial service providers have become

very proficient in tracking down interference to their networks and have approached U.S. Forces in the theater multiple times to report that interference was originating from a ship in port or from a facility within the perimeter of a base. Here at Capodichino, interference was traced to several U.S. specification wireless conference phones. The reason these phones were causing interference was due to a difference in standards between the U.S. and Europe and Africa. Each sovereign nation has their own way of allocating the Radio Frequency (RF) spectrum, and they don’t necessarily share commonality with the U.S. standards. As such, not all U.S. products can be used in Europe and Africa since they can cause interference to, or fall victim to interference from, Host Nation systems. If a U.S. entity (government or private user) causes interference to a Host Nation system, they must cease transmission immediately, and in some cases can be fined or have the equipment confiscated. While cost and time savings from the commercial marketplace vendor is convenient, don’t throw away the governments money by purchasing equipment that is not legal at your duty station. Understanding these issues and how to deal with them offers a unique challenge to the acquisition community. The later spring weather here in Italy is just about perfect. Of course, warmer summer weather is just around the corner, and that means many of us will soon want to start running our fans and air conditioners. Here are some simple tips to help you control your energy usage and enjoy summer of savings: • Allow cooler air from the morning or night before to flow into your home. As the temperature rises, close the windows and draw the shades to keep pre-cooled air inside. • Use a ceiling fan while you’re home and running the air conditioner. This will allow you to raise your thermostat setting about 4 degrees Fahrenheit. • Set your air conditioning thermostat higher than 78°F (health permitting) when you’re at home and to 85°F when you’re away. • Check the filter on your heating, ventilation and air conditioning system. A dirty filter can cause your system to work harder to keep you cool, wasting energy. • When possible, delay chores that produce heat such as dishwashing, laundering and cooking until cooler times of the day or night. • Run the dishwasher only when full. And avoid leaving water running when doing things like shaving, brushing your teeth, or washing dishes. USNH Naples Employee Receives Meritorious Civilian Service Award By Christina Clarke USNH Naples Public Affairs

Mr. Raffaele “Ralph” Sgambato is a hard man to surprise, however that was exactly what Commander Suzette Inzerillo, director for Healthcare Business at U.S. Naval Hospital (USNH) Naples, set out to accomplish. With the help of her team and Sgambato’s family, the hospital gathered as Sgambato was presented with a Meritorious Civilian Service Award on April 12, 2018. “This is a man who has devoted nearly 50 years of his life to this hospital and to our community,” Inzerillo said. “He cares deeply for our patients and staff and this is just a small way to recognize his service.” The Meritorious Civilian Service Award, presented by USNH Naples Commanding Officer Capt. Steven Blivin, honored the work that Sgambato accomplished between July 2016 and November 2017. This was a period where the command worked extensively to become a more effective and high reliability organization to meet the needs of beneficiaries. Sgambato served as the principal liaison between USNH Naples, International SOS, and a network of host nation medical treatment centers. “Mr. Sgambato has a conscientious and diplomatic approach, along with a wealth of knowledge of the Italian healthcare system,” Blivin said. “He laid the groundwork for the planning and successful implementation of a multi-million dollar partnership pilot project between USNH Naples and International SOS to further our collaboration

with local preferred provider network facilities.” International SOS helps facilitate care with local Italian providers with whom there is not an established written agreement but are found to be most appropriate for healthcare needs. Sgambato’s ability to develop strong partnership with the Italian care network helped foster the establishment of the first-ever English-speaking ward at one of the largest, most prestigious, semiprivate hospital in the area. Further, his efforts laid the groundwork for an agreement with the local Emergency Management System that ensured the safe and expedient transport of USNH Naples beneficiaries to the appropriate level of advanced care at the best Italian healthcare facilities. Sgambato was pleasantly surprised to see his wife, children, and grandchildren sitting in the front row as he entered the hospital atrium for what he thought would be a visit from a guest speaker. With his arm around the shoulder of his wife, Brigida, he thanked her for the love and support she has provided since his first day with the hospital. Sgambato further recognized the hard work of his colleagues and expressed his gratitude for their effective teamwork. The Meritorious Civilian Service Award is reserved for those civilians who contribute high values or benefits to the Department of the Navy. “There is no questioning the impact that Ralph has made at the hospital and to Navy medicine,” Inzerillo said. “I am proud to have someone as dedicated and knowledgeable as him on the team.”

Before You Move Moving is stressful enough, but knowing what to expect during the move can calm anxieties. Before you make your move application plans or contact Personal Property Shipping Office (PPSO), go to www.move.mil for updated information, customer information videos and articles, regarding shipping entitlements, claims, privately owned vehicles and much more. If you are married, encourage your spouse to participate in the pre-move or self-counseling process. Together, the sponsor and spouse are more likely to determine and communicate all their moving needs. Members and their spouses should know all the moving documents they must receive, review, sign and why these documents are important for a successful move. Both spouse and sponsor should know what actions to take in case of difficulty during a move and know their personal responsibilities in releasing to and accepting shipments from the moving company. Moving weight allowances are determined by the member’s grade in accordance with applicable Joint Travel Regulation (JTR), Service regulations and policy guidance. Ultimately, members are responsible for keeping personal property limits within their weight allowances. To avoid excess costs, take the time in advance of the move to estimate your shipment weight. You will then have sufficient time to dispose of personal things you no longer use to reduce your potential excess costs. If you decide to keep all your goods and possibly ship above our weight allowance, you need to budget to pay the excess cost, which can be quite substantial. To estimate the weight of household goods, start with the net weights of all shipments of your last move. Normally your shipment documents from your previous move will indicate the total weight shipped to your current duty station. Be sure to include all shipments at government expense still in storage, if applicable, as well as weights for any personally procured moves. Add weights for all household items you acquired since you last moved, such as furniture, hobby equipment, tools, books, collectables and electronics. Many service members are familiar with the “1,000-pounds-per-room” estimate. Unfortunately, families often forget to include rooms such as storage sheds, large closets,

yards, garages, carports, basements and other hidden areas. That’s why it’s best to start your estimate with the weights from your last move, and then adjust for what you acquired since. Remember, an estimate is simply that – a “best-guess” estimate of what you intend on shipping. It’s not an official weight. Another way to control your shipment weight is to estimate weight for the member’s professional gear, or “pro-gear,” if any. Pro-gear is any “article of Household Goods in a member’s possession needed for the performance of official duties at the next or later destination.” Pro-gear does not include sports equipment or office, household, or ship furniture and fixtures such as desks, cabinets and racks. Some examples of professional books, papers, and equipment are reference materials not readily available at your next duty station; equipment peculiar to technicians; specialized clothes such as diving suits, flying suits and helmets, band uniforms, chaplains’ vestments, and other specialized apparel not normal or usual uniform or clothing in the member’s possession needed for the performance of official duties. The weight of pregear is not counted against a member’s weight allowance, but to be validated, the sponsor must: 1. Declare pro-gear at counseling; 2. Separate pro-gear during packing; and 3. Ensure movers weigh pro-gear separately and mark boxes as such on the inventory before signing shipment documents. Making Your Move Application Contact your local personal property staff or self-counsel with Defense Personal Property System (DPS). If you plan to move soon and have your official Permanent Change of Station (PCS) orders, don’t wait, get started now. DPS online is available 24/7 for you to initiate your moving application. Just visit the DPS website at http://www.move.mil. DPS has been extremely innovative in that it allows the member to manage their move from origin pickup to destination delivery. Additional features of DPS are online claims functionality, shipment tracking and customer satisfaction surveys. Of course, traditional appointments can still be coordinated with PPSO. the enemy-infested mountaintop below, and forced the damaged helicopter to crash land in the valley below. Fully aware of the risks, a numerically superior and well-entrenched enemy force, and approaching daylight, without hesitation Slabinski made the selfless and heroic decision to lead the remainder of his element on an immediate and daring rescue back to the mountaintop. Slabinski’s team, despite heavy incoming enemy fire, was subsequently successfully inserted on top of Takur Ghar. Slabinski, without regard for his own life, charged directly toward the enemy strongpoint. He and a teammate fearlessly assaulted and cleared one enemy bunker at close range. The enemy then unleashed a murderous hail of machine gun fire from a second hardened position twenty meters away. Slabinski exposed himself to enemy fire on three sides, then moved forward to silence the second position. With bullets piercing his clothing, he repeatedly charged into deadly fire to personally engage the enemy bunker with direct rifle fire, hand grenades and a grenade launcher on the surrounding enemy positions. Facing mounting casualties and low on ammunition, the situation became untenable. Slabinski skillfully maneuvered his team across open terrain, directing them out of effective enemy fire over the mountainside. Slabinski maneuvered his

team to a more defensible position, directed danger-close air support on the enemy, requested reinforcements, and directed the medical care of his rapidly deteriorating wounded teammates, all while continuing to defend his position. When approaching daylight and accurate enemy mortar fire forced the team to maneuver further down the sheer mountainside, Slabinski carried a seriously wounded teammate through waist-deep snow, and led an arduous trek across precipitous terrain while calling in fires on enemies engaging the team from the surrounding ridges. Throughout the next 14 hours, he stabilized the casualties and continued the fight against the enemy until the mountain top could be secured and his team was extracted. His dedication, disregard for his own personal safety and tactical leadership make Slabinski unquestionably deserving of this honor. He is only the 12th living service member to be awarded the Medal of Honor for bravery displayed in Afghanistan. The Medal of Honor is an upgrade of the Navy Cross he was previously awarded for these actions. Former Secretary of Defense Ash Carter directed the military departments to review all Service Cross and Silver Star recommendations for actions since September 11, 2001, to ensure Service members who performed valorously were appropriately recognized.
