Vice Adm. John B. Nowell Jr., the chief of naval personnel (CNP), delivered remarks to Sailors during an all-hands call at Naval Support Activity Naples, Italy, Oct. 10, 2019. The CNP is responsible for overall manpower readiness of the Navy. “The reason that I'm here as your CNP is to discuss how the Navy is working hard at managing talent; the talent of the folks that are coming in to relieve you and that you're currently utilizing,” said Nowell. “We're working on doing a better job supporting you and your families. And we're doing it because in the 21st century, we have the ability to manage talent differently. We have the ability to get rid of antiquated systems and policies.” Nowell discussed Sailor

Cassidy Norman, toured the ship, attended a meeting with MSC leadership, and conducted an all-hands call with Mount Whitney’s MSC personnel. “The officers and crew greatly appreciated Mr. Thayer’s visit,” Marien said. “He really demonstrated the

commitment of our top leaders to address the issues important to all civil service mariners.” Mount Whitney, forward deployed to Gaeta, Italy, operates with a combined crew of U.S. Sailors and Military Sealift Command civil service mariners in the C6F area of operations in support of U.S. national security interests. Milley Takes Oath as 20th Chairman of Joint Chiefs of Staff By Jim Garamone

Army Gen. Mark A. Milley was sworn in today as chairman of the Joint Chiefs of Staff in a rain-soaked ceremony at Joint Base MyerHenderson Hall, Virginia, on September 30. President Donald J. Trump, Vice President Mike Pence, Defense Secretary Dr. Mark T. Esper and other officials watched as Marine Corps Gen. Joe Dunford swore in his successor. Milley is the 20th chairman since the position was established in 1947. “You can rest assured that I will always provide you informed, candid, impartial military advice to you, the Secretary of Defense, the National Security Council and to the Congress,” Milley said. Milley takes over as the military's highest-ranking officer, guiding a force of the 3 million service members. He noted that U.S. service members serve “on freedom’s frontier” — many in harm's way — in more than 160 countries. The Chief of Naval Personnel (CNP) held an all-hands call last Thursday during his visit to the area. During CNP Vice Adm. Nowell’s time onboard NSA Naples, he gathered all hands together in the Capodichino theater to discuss Sailor 2025 and to gather feedback and answer questions from Sailors. The three pillars of Sailor 2025 which CNP discussed include: a modern personnel system, a career learning continuum called Ready, Relevant Learning, and career readiness for the long-haul, recognizing the importance of leader development, personal readiness, family readiness and life-work balance. The theater was overflowing with participants, and I appreciate the great turnout and thoughtful questions from our U.S. Navy community currently serving onboard NSA Naples. Archaeologists Discover Fresco in Pompeii A spectacular fresco of two gladiators in combat was found by Pompeii archaeologists while conducting excavations in a section never investigated before and currently closed to the public. The fresco features two types of gladiators: a murmillo armed with a short straight sword, and a thraex wielding a smaller shield and angled blade. The painting finds the thraex, who has dropped his shield and is seriously wounded, holding one thumb up in a plea for mercy. The new fresco is far from the only treasure unearthed at Pompeii in recent years. Earlier this year, the archaeological park released images of a thermopolium, or Roman “fast food” counter, decorated with an elaborate painting of a sea nymph. And in late 2018, archaeologists reported the discovery of a risqué mural centered on the myth of Leda and the Swan. Google Maps Banned in Baunei After many people got lost while using Google Maps, the town of Baunei in Sardinia has banned the use of it. Several hikers were missing and many cars were stuck in narrow roads after following directions from the app, said the mayor of Baunei. Last year 144 people were res-

cued by emergency services after getting lost in the area. These rescues were costly for the emergency services and local authorities who are now placing signs near road and paths saying “Do not follow the directions of Google Maps”. The town of Baunei is located in a wild and mountainous part of the province of Nuoro, which is famous for its splendid white sandy beaches. Hospital Performs Four Organ Transplant A patient had a four-organ transplant during an operation that lasted 15 hours. Turin’s Molinette hospital performed the transplant of both lungs, liver and pancreas of a 47-year-old cystic fibrosis patient. This was the first four-organ transplant performed in Europe. Police Find Explosives, Drugs and Guns in Reggio Calabria On Wednesday, Italian police found over 2.5 kilos of explosives, over a kilogram of cocaine and 14 weapons, including machine guns. The haul was discovered in a garage by a sniffer dog in the southern city of Reggio Calabria where one of the most powerful mafia groups lives. Police found over two and half kilos of explosives under piles of clothes. They also found six hunting guns, a shotgun, four semi-automatic guns, and over 500 bullets. Police arrested a man who had rented the garage.

HAPPY 244TH BIRTHDAY TO U.S. NAVY: BEGINNINGS OF THE CONTINENTAL NAVY By Charles Brodine Naval History and Heritage Command

Each October 13, the U.S. Navy celebrates its birthday. It has done so for 244 years, but the birth of the U.S. Navy stems from a very short, frantic, almost panicked 11 days in 1775. The result of that crisis has become the most powerful sea power in the world. For those Americans who lived on the continent’s coastal waterways in the fall of 1775, the question of naval defense was of no small moment. For a maritime people whose prosperity and fortunes were tied to the sea, the prospect of full-scale conflict with the greatest sea power in the world must have been a chilling one indeed. Because Congress had already provided for an army to contend against the Red Coats, those who feared the British trident might reasonably have asked why could not Congress create a Navy? Over an 11-day period in early October 1775, Congress deliberated on just this question, considering several schemes to fund the purchase or building of ships to defend the colonies. A number of congressmen argued vehemently against these proposals. Samuel Chase of Maryland declared one of the plans under consideration “the maddest idea in the world,” one that would bankrupt the continent. Edward Rutledge of South Carolina called another plan “the most wild, visionary mad project that ever had been imagined.” Rutledge predicted “it would ruin the character, and corrupt the morals of all our Seamen . . . [making] them selfish, piratical, mercenary, [and] bent wholly on plunder.” These arguments were countered effectively by John Adams and other pro-naval

congressmen who forcefully articulated the advantages of a navy not only in “distressing the enemy,” but in making possible “a system of maritime and naval operations” to protect the American colonies. Ultimately Adams and his fellow “navalists” carried the day and on October 13, Congress voted to fit out two sailing vessels, armed with 10 carriage guns, as well as swivel guns, and manned by crews of 80, and to send them out on a three-month cruise to intercept transports carrying munitions and stores to the British army in America. This was the original legislation out of which the Continental Navy grew and as such constitutes the Navy’s birth certificate. Once the decision to purchase a modest size naval force was made, the push within Congress to create a regular naval establishment gained

momentum. Before the year was out, lawmakers had authorized the purchase of an additional six ships and the construction of 13 frigates; selected a commander for the Continental fleet, Esek Hopkins; commissioned eighteen naval officers; created two Marine battalions; established service pay and subsistence tables; authorized prize moneys for the capture and sale of enemy warships; adopted a naval code of discipline drafted by John Adams; and formed an administrative body, the Marine Committee, to give force, guidance, and direction to the new navy. The frenetic pace of activity in naval affairs continued through the first months of 1776 enabling Esek Hopkins to have his squadron of eight vessels manned and ready to put to sea on Feb. 17. Blood Donation at JFC Naples ENERGY CONSERVATION Energy Awareness Month Big or Small, Your Actions Can Make A Difference.

The Hellenic community of JFCNP organized a volunteer blood donation on October 15, 2019, with the support of AVIS (Associazione Volontari Italiani del Sangue), at the Italian headquarters’ medical station. Greek Airforce Brigadier General Apostolos Doukellis, senior national representative in JFC, led the campaign. “It is the first time that such an event has been organized in NATO headquarters,” said Doukellis. “The aim was to demonstrate the strong relationships and ethos between men and women in uniform, here in Lago Patria, but also as an expression of appreciation for the host nation’s support and hospitality.” Prior to blood donation, all volunteer blood donors were examined by a doctor on the spot. Around 100 military and civilian people from 20 different NATO nations participated in the donation. The collected blood has been donated to Antonio Cardarelli hospital, the biggest transfusion

Cybersecurity Matters From Office of the Deputy Chief of Naval Operations for Information Warfare Public Affairs

The cyber threat to the Navy is real, and the stakes are high. “If you’re asking me if I think we’re at war, I think I’d say yes …We’re at war right now in cyberspace. We’ve been at war for maybe a decade. They’re pouring oil over the castle walls every day.” Commandant of the Marine Corps “We find the DON preparing to win some future kinetic battle, while it is losing the current global, counter-force, countervalue, cyber war. Knowing and acting on that new reality is essential for the DON.” Secretary of the Navy Cybersecurity Readiness Review While much of this war in the cyber realm is being waged by cyber professionals, anyone (military/civilian/contractor) who logs onto a Navy system or network – from any device – is entering that cyber battlespace. Their actions impact our cybersecurity. Other combatants in the cyber

war are acquisition professionals and our industry partners: acquisition professionals because they decide how survivable future systems will be in a cyber-contested environment, and industry partners because they prevent Navy data from being stolen through cyber-attacks. Anyone with a personal computer, smart phone or smart device is also engaged in the cyber battle being waged on the home front. Cybersecurity matters because it helps thwart cyber adversaries from disrupting normal operations, stealing data, or making us doubt the validity of the data we use. The consequences of a compromise could be as harmless as unwanted ads on your smartphone or as serious as the failure of weapons systems during a conflict. Each October is designated as National Cybersecurity Awareness Month, and the Departments of the Navy are using the month to remind all hands of cyber dangers and their responsibilities in cyberspace. Understanding the consequences of our actions in cyberspace is essential to combating cyber threats, and Cybersecu-

rity Awareness Month is an important time to be reminded of the ways we can contribute to the strength or weakness of the enterprise through our day-today actions – at work, at home and at sea. The elaborate defenses built and maintained by cybersecurity professionals can accidentally be undone by network and systems users, which is why we will provide resources during October at https://www.navy.mil/local/cyberawareness/ that explain user cybersecurity best practices. The catastrophic loss of national security data from Boeing shows how users can be exploited to breach otherwise strong cyber defenses. Using a phishing attack, Chinese hackers penetrated Boeing’s network by tricking users into clicking links that downloaded malicious software. Over the next year, at a cost of only $400,000, the Chinese stole many of the plans for the C-17 strategic transport aircraft, which cost the United States $40 Billion to develop over a decade, resulting in the “… most massive transfer of wealth through cyberattacks in

U.S. history.” Connecting an unauthorized thumb drive that contains malicious software to the network is an innocent mistake with potentially damaging consequences. Thumb drives loaded with malicious software were connected to the network by unsuspecting Iranian technicians and used to spread the Stuxnet virus that destroyed centrifuges in one of their nuclear research facilities. A weak password could also allow adversaries to gain a foothold in our networks for exploiting Navy systems and data. The cyber war is largely unseen but the consequences of this on-going conflict in cyberspace are serious for the Navy. Even if you are not a cyber professional, you play an important part in keeping the Navy cyber secure. The Navy is counting on you to help protect it from cyber threats. Be on the lookout for updates during October that explain ways to reduce your personal cyber risk and reduce cyber risk to the Navy. We will also provide information about and for those in the cybersecurity workforce.

We will do this by emphasizing readiness and the modernization of the joint force, all while providing unwavering support, and care, and leadership to our troops and their families.”

Esper thanked Dunford for more than 40 years of service. Former President Barack Obama appointed Dunford as chairman in 2015, and President Trump renominated Dunford for the job in 2017. Esper said he observed Milley's talent and dedication while the general was Army chief of staff and Esper the service secretary. “During his time as chief of staff, he was instrumental in helping to rebuild the Army's readiness, which suffered from years of insufficient defense budgets,” Esper said. “At the same time, he advanced the Army's ability to prepare for future warfare by standing up Army Futures Command, the largest organizational change within the service in 45 years. The president could not have selected a more competent advisor or a more capable soldier to help prepare our military for the challenges of the future.” President Trump congratulated Dunford on a job well done and thanked Milley for accepting the position. “In his new role as chairman of the Joint Chiefs of Staff, General Milley will serve as my top military advisor,” Trump said. “I have absolute confidence that he will fulfill his duty with the same brilliance and fortitude he has shown throughout his long and very distinguished career. “From the great General Omar Bradley to the famed Joe Dunford,” he continued, “our nation has been blessed by the advice, counsel and wisdom of 19 chairmen of the Joint Chiefs of Staff. Today, we pass the baton to the 20th.”

What is Sleep Apnea? Sleep apnea is a serious sleep disorder that occurs when a person's breathing is interrupted during sleep. People with untreated sleep apnea stop breathing repeatedly during their sleep, sometimes hundreds of times. This means the brain -and the rest of the body -- may not get enough oxygen. There are two types of sleep apnea: • Obstructive sleep apnea (OSA): The more common of the two forms of apnea, it is caused by a blockage of the airway, usually when the soft tissue in the back of the throat collapses during sleep. • Central sleep apnea: Unlike OSA, the airway is not blocked, but the brain fails to signal the muscles to breathe, due to instability in the respiratory control center. Am I at Risk for Sleep Apnea? • Sleep apnea can affect anyone at any age, even children. Risk factors for sleep apnea include: • Being male • Being overweight • Being over age 40 • Having a large neck size (17 inches or greater in men and 16 inches or greater in women) • Having large tonsils, a large tongue, or a small jaw bone • Having a family history of sleep apnea • Nasal obstruction due to a deviated septum, allergies, or sinus problems What Are the Effects of Sleep Apnea? If left untreated, sleep apnea can increase the risk of health problems, including: • High blood pressure • Stroke • Heart failure, irregular heart beats, and heart attacks • Diabetes • Depression • Worsening of ADHD • Headaches

In addition, untreated sleep apnea may be responsible for poor performance in everyday activities, such as at work and school, motor vehicle crashes, and academic underachievement in children and adolescents. Sleep Apnea Symptoms Common sleep apnea symptoms include: • Waking up with a very sore or dry throat • Loud snoring • Occasionally waking up with a choking or gasping sensation • Sleepiness or lack of energy during the day • Sleepiness while driving • Morning headaches • Restless sleep • Forgetfulness, mood changes, and a decreased interest in sex • Recurrent awakenings or insomnia Sleep Apnea Tests and Diagnosis If you have symptoms of sleep apnea, your doctor may ask you to have a sleep apnea test, called a polysomnogram. This may be done in a sleep disorder center or even at home. A polysomnogram -- or sleep study -- is a multiplecomponent test that electronically transmits and records specific physical activities while you sleep. The recordings are analyzed by a qualified sleep specialist to determine whether or not you have sleep apnea or another type of sleep disorder. If sleep apnea is determined, you may be asked to do further sleep testing in order to determine the best treatment option. Sleep Apnea Treatments Sleep apnea treatments range from lifestyle changes, such as losing weight or changing sleep positions, to CPAP therapy, to surgery. Treating Sleep Apnea at Home You may be able to treat

mild cases of sleep apnea by changing your behavior, for example: Losing weight • Avoiding alcohol and sleeping pills. • Changing sleep positions to improve breathing. • Stopping smoking. Smoking can increase the swelling in the upper airway, which may worsen both snoring and apnea. • Avoiding sleeping on your back. Pressure (CPAP) Continuous positive airway pressure -- also called CPAP -- is a treatment in which a mask is worn over the nose and/or mouth while you sleep. The mask is hooked up to a machine that delivers a continuous flow of air into the nose. This air flow helps keep the airways open so that breathing is regular. CPAP is the most common treatment for sleep apnea. There's also bi-level positive airway pressure, or BPAP, which is similar to CPAP but the air flow changes when you breathe in and then breathe out. Dental devices can be made that help keep the airway open during sleep. Such devices can be specifically designed by dentists with special expertise in treating sleep apnea. Surgery for Sleep Apnea If you have a deviated nasal septum, enlarged tonsils, or a small lower jaw with an overbite causing the throat to be too narrow, surgery may be needed to correct sleep apnea.

nearly 200 British vessels as prizes, some off the British Isles themselves, contributing to the demoralization of the enemy and forcing the British to divert warships to protect convoys and trade routes. In addition, the Navy provoked diplomatic crises that helped bring France into the war against Great Britain. And at a time when the country had few national symbols to look to, the Continental Navy helped provide a focus for unity at home and a demonstration of national resolve abroad. Finally, the Continental Navy bequeathed a legacy of wartime experience, traditions, and heroes that has guided and inspired Sailors and civilians in the United States Navy to the present day.

Build a Healthy Meal: 10 Great and Tasty Food Tips From the United States Department of Agriculture

Each meal is a building block in your healthy eating style. Make sure to include all the food groups throughout the day. Make fruits, vegetables, grains, dairy and protein foods part of your daily meals and snacks. Also, limit added sugars, saturated fat and sodium. Use the tips below to meet your needs throughout the day. • 1. Make half your plate veggies and fruits Vegetables and fruits are full of nutrients that support good health. Choose fruits and red, orange, and dark-green vegetables such as tomatoes, sweet potatoes, and broccoli. • 2. Include whole grains Aim to make at least half your grains whole grains. Look for the words “100% whole grain” or “100% whole wheat” on the food label. Whole grains provide more nutrients, like fiber, than refined grains. • 3. Don’t forget the dairy Complete your meal with a cup of fat-free or low-fat milk. You will get the same amount of calcium and other essential nutrients as whole milk but fewer calories. Don’t drink milk? Try a soy beverage (soymilk) as your drink or include low-fat yogurt in your meal or snack. • 4. Add lean protein Choose protein foods such as lean beef, pork, chicken, or turkey, and eggs, nuts, beans or tofu. Twice a week, make seafood the protein on your plate. • 5. Avoid extra fat

Using heavy gravies or sauces will add fat and calories to otherwise healthy choices. Try steamed broccoli with a sprinkling of low-fat parmesan cheese or a squeeze of lemon. • 6. Get creative in the kitchen Whether you are making a sandwich, a stir-fry or a casserole, find ways to make them healthier. Try using less meat and cheese, which can be higher in saturated fat and sodium, and adding in more veggies that add new flavors and textures to your meals. • 7. Take control of your food Eat at home more often so you know exactly what you are eating. If you eat out, check and compare the nutrition information. Choose options that are lower in calories, saturated fat, and sodium. • 8. Try new foods Keep it interesting by picking out new foods you’ve never tried before, like mango, lentils, quinoa, kale or sardines. You may find a new favorite! Trade fun and tasty recipes with friends or find them online. • 9. Satisfy your sweet tooth in a healthy way Indulge in a naturally sweet dessert dish – fruit! Serve a fresh fruit salad or a fruit parfait made with yogurt. For a hot dessert, bake apples and top with cinnamon. • 10.
