Medical specialists from U.S. Navy Forces EuropeNaval Forces Africa (NAVEUR-NAVAF) staged a unique field emergency room drill with counterparts from the Swedish armed forces during NATO exercise Vigorous Warrior 19 at Cincu Military Base in Romania on April 10, 2019. The emergency room drill, which integrated U.S. Navy personnel into operations of a Swedish field hospital (termed a “Role 2” facility under NATO doctrine), exemplified the unique opportunity Vigorous Warrior provides to test multinational cooperation in a dynamic environment. Vigorous Warrior is a biannual readiness event organized by the NATO Military Medicine Centre of Excellence, headquartered in Budapest, Romania. With more than 2,500 participants from 26 NATO allies and 13 partners, Vigorous Warrior 2019 was NATO’s largest-ever medical exercise. “This morning we had a simulated blast injury that was a critical patient with significant trauma,” Cdr. Corey Gustafson, emergency room physician, U.S. Navy Hospital Naples, said. “Based on what we were seeing in the trauma bay, I consulted with my Swedish colleague who agreed to bring the patient into the operating room. After that, our U.S. anesthesiologist and surgical technician went with the Swedish surgeon into the operating room and operated on the case.” According to Gustafson, the drill was a teachable moment for counterparts from very different backgrounds.

NSA’s Youngest Community Members Participate in Easter Egg Hunt at Monthly Teddy Bear Club The youngest members of the Naval Support Activity Naples community joined USO Naples for its monthly Teddy Bear Club on April 10 from 10 to 11:30 a.m. at the Community Center. USO staff and volunteers in collaboration with Connect the Tots and New Parent Support Program brought the outdoors indoors for an exciting and fun picnic and Easter egg hunt. The children painted, adorned and created Easter masterpieces with crafts donated by Connect the Tots. After snacking on delicious Easter-themed treats and making their crafts, they eagerly grabbed their Easter baskets and went on an Easter egg hunt. his week we officially say farewell to two of our finest Sailors: Navy Region Europe, Africa, Commander Rear Admiral Rick Williamson; and Naval Support Activity Naples Master Chief of the Command Tim Preabt. RADM Williamson departed for Washington, D.C., where he will be assigned to OPNAV at the Pentagon. CMDCM Preabt, who has served 30 years in the Navy, departed for Minnesota where he and his family will be enjoying a well-earned retirement in their newly-purchased dream home. I would also like to say welcome aboard to our new EURAFSWA Commander Rear Adm. Yancy Lindsey and our new NSA CMDCM Andy Hochgraver. Please join me in wishing both of these remarkable Sailors fair winds and following seas, and a warm welcome aboard to their successors. This Monday – April 22 – is the 49th anniversary of Earth Day. It’s a special day to celebrate our planet and to renew our commitment to promoting clean living. Earth Day began in 1970 as a small movement in the United States to raise awareness of environmental issues. Now, five decades later, Earth Day has become a worldwide phenomenon that is celebrated in nearly 200 countries around the globe to remind people everywhere how fragile our planet is and how important it is to protect it. One of the best ways we can help to protect our plant is to practice recycling not just on Earth Day, but throughout the year. Not only is recycling an official Navy policy, but here at NSA Naples we take pride in keeping our base clean, and an important part of that is properly recycling our waste products. To help make it easier for our community members, we have 22 recycling and waste collection pads around the Housing Area, with separate bins for cardboard/paper, plastics/cans, glass, and wet waste. Using these bins for our recyclable waste products is not only important for our plant, it’s the right thing to do. Liberation Day or Festa della Liberazione is an Italian national holiday commemorating the end of World War II. That official date when Italian Resistance leaders officially announced the liberation of Italy from Nazi occupation in a radio broadcast was April 25, 1945. Interestingly, the first popular uprising began two years prior to that date right here in Naples. Next Thursday Italians across this great nation will celebrate Liberation Day with marching bands, music concerts, food festivals, political rallies, and other local public gatherings. One of the biggest parades is held in Rome and is attended by thousands of people and the President of the Italian Republic lays a wreath on war monument to remember the sacrifice made by those who died fighting for Italian democracy. Finally, I’d like to remind everyone that this is Easter weekend, and NSA Naples will be hosting Easter Extravaganza at Carney Park on Saturday from 11 a.m. to 2 p.m. This annual event is one of the biggest of the year with games, treats, and of course a visit from the Easter Bunny, and I invite everyone to come out and enjoy this festive event. HISTORY: NAVY DEEP-SEA DIVER FRANK CRILLEY RESCUES FELLOW DIVER By Gary Nichols NSA Public Affairs

On April 17, 1915, Navy Diver and Chief Gunners Mate Frank Crilley rescued a fellow diver during salvage operations on the F-Class submarine USS F 4 (originally named Skate). The submarine had sunk on March 25, 1915, while conducting operations off the coast of Honolulu, Hawaii, with the loss of the entire crew of 21 Sailors and officers. The fellow diver Crilley rescued was Chief Gunner’s Mate William F. Loughman, who had dived to approximately 250 feet to inspect wire cables that were intended to raise the submarine. Both divers were using the relatively new – but bulky – Mark V dive rig. While beginning his ascent to the surface Loughman’s lifeline and air hose became badly ensnarled in the wire cables. Over the next four hours he struggled to free himself, without success. As a result he suffered severe head, shoulder and chest injuries. When Loughman was finally raised to the surface he was unconscious, but he ultimately survived thanks to Crilley’s heroic actions. While conducting the rescue Crilley not only saved Loughman’s life, but also became the first diver to reach a depth of 305 feet, establishing a new world deep-diving record. For his actions, Crilley

was awarded the Silver Lifesaving Medal on April 7, 1916, and the Medal of Honor on November 19, 1928. According to the citation, Crilley exhibited “a superb exhibition of skill, coolness, endurance, and fortitude.” Crilley was born in Trenton, New Jersey, on September 13, 1883. He enlisted in the U.S. Navy in March 1900. Following boot camp he became a Gunner’s Mate and then later attended dive school at Naval Torpedo Station, Newport, Rhode Island. In 1917 Crilley was promoted to the rank of Gunner’s Mate Torpedo warrant officer, and in February 1918 he was commissioned as an Ensign in the Naval Reserve. He took over command of the salvage barge USS Salvor (SP 3418) in early 1919, but left active duty later that summer. Crilley continued participating in deep sea diving operations. In the mid1920s, he was involved with salvaging the fourthgroup S-class submarine USS S 51 (originally named the SS 162). He later returned to active Naval service to work on the recovery of the second-group S class submarine USS S 4 (originally named the SS 109), which had sunk as a result of a collision in Cape Cod Bay near Provincetown, Massachusetts, on December 17, 1927. marine rescue vessel USS Falcon (ASR 2) from midDecember through midMarch 1928, when the sub was finally raised, Crilley dived under the most adverse weather conditions – and putting his life at risk – to descend many times into the icy waters to help raise the submarine. As a result of his extraordinary determination and courage in the salvage operation of the USS S 4 Crilley was awarded the Navy’s second-highest award, the Navy Cross. In 1931 Crilley served as Second Officer and Master Diver during the Arctic expedition of the civilian submarine Nautilus (a former O-class submarine of the U.S. Navy and originally named the USS O

12. Later that year he participated in the salvage of the steam yacht USS Mayflower PY 1. In 1939 he was involved in the salvage of the Sargo Class Submarine USS Squalus SS 192. Crilley died at the Naval Hospital in Brooklyn, New York, on November 23, 1947, at the age of 64, and was buried at Arlington National Cemetery. Twenty years following Crilley’s death the heavylift salvage craft “Energie” based at Harbor Clearance Unit One at U.S. Naval Base Subic Bay, Philippines, was renamed and commissioned USS Crilley (YHLC 1) in his honor. 5 FLEET AND FAMILY SUPPORT NSA Naples Reminds All to Recycle Year-Round this Earth Day CENTER EVENTS THIS WEEK From NSA Naples Environmental Division

Earth Day – April 22 – is right around the corner, and Naval Support Activity (NSA) Naples is making a concerted effort to increase our recycling. Have you noticed the changes to the recycling and waste collection pads around Support Site Housing? Public Works has been working with Mirabella to replace broken bins, improve signage, optimize the bin numbers and types, and generally keep the pads in better condition. It is and will continue to be a work in progress, but we can use everyone’s help to increase our recycling and better manage our waste. Not only is recycling required by Navy policy, it’s the right thing to do and the right thing to teach our future generations. There are a total of 22 recycling and waste collection pads spaced around the Housing Area. These pads have separate bins for cardboard/paper, plastics/cans, glass, wet waste (also known as “umido”), cooking oil, and nonrecyclables (also known as “indifferentiated waste”). The bins are labeled to identify the recyclable/waste items it can collect. Please utilize the following guidelines when disposing of your recyclables/waste: ● Please take the time and effort to segregate waste and ensure recyclables are put in the proper recycling bins – when waste or recyclable materials are placed in the wrong bin, the whole bin is then considered “contaminated” and it all goes to the landfill as waste. ● If a specific bin is full, go to the next collection pad to discard your material. If you notice that this occurs on a frequent basis, please contact us (info below) so that we can make adjustments. ● Break down (cardboard) or crush (cans,

plastic) recyclables as much as possible prior to placing it in the appropriate bins. ● Teach your children how to manage and discard recyclables/waste. ● Biodegradable bags should be used to collect wet waste/umido. The plastic shopping bags at the Commissary and NEX are not biodegradable, but they can be recycled by placing them into the plastic bin. Or better yet, just use your own re-usable bags when shopping on base. ● When possible, household batteries should be placed in collection containers located in front of the Commissary and NEX. ● Do not place household hazardous waste, bulky waste, or electronic waste into any of the bins. Call the Housing Trouble Desk at DSN 629-4285/6 or Comm. 081-811-4285/6 Monday through Friday from 7 a.m. to 4:30 p.m. to arrange a time for them to come and pick up this waste. Last but not least, please remember that it is prohibited for anyone to bring waste on to NSA Naples that is generated from outside residences or businesses. Liberation Day, or Festa della Liberazione on April 25 is an Italian national public holiday commemorating the end of World War II. That day, April 25, was chosen to commemorate the day in 1945 when Italian Resistance leaders officially announced the liberation of Italy from Nazi occupation in a radio broadcast. Today, Italians everywhere celebrate with marching bands, music concerts, food festivals, political rallies, and other local public gatherings. ENERGY CONSERVATION Easter Cooking Tips From NSA Naples Energy Management Team

As we prepare to spend Passover and Easter with family and friends, it’s important to remember that extra cooking and baking can cause electric bills to go up. Your Energy Conservation team offers these simple cooking tips to help keep energy costs down during the celebrations: • When using an electric oven, cook as much of your meal in it at one time as possible. Foods with different cooking temperatures can often be cooked simultaneously at one temperature – variations of 25 degrees Fahrenheit in either direction still produce good results and save energy. • Don’t open the oven door to take a peek at what’s cooking inside. Opening the oven door lowers the temperature inside by as much as 25 degrees – which increases cooking time and wastes energy. Instead, turn on the oven light to check the cooking status. • Turn off oven/stovetops minutes before food is fully cooked. Electric ovens and stovetops retain heat even after they are turned off. • When cooking on top of a range, match the size of the pan to the heating element. More heat will get to the pan and less will be lost to the surrounding air. A six-inch pan on an eight-inch burner will waste more than 40 percent of the energy. • Clean stove burners and reflectors provide better heating, while saving energy. If you need new reflectors, buy quality ones. The best on the market can save as much as one-third of the energy used when cooking on top of the stove. • Use the “lids-on” approach to cooking. Tightly fitted lids help keep heat within pots and pans, enabling you to lower the temperature settings and shorten the cooking times. • Choose glass or ceramic pans for the oven. They allow you to set the temperature 25 degrees lower than metal pans do and will cook just as quickly. • Plan ahead when thawing foods. If time allows, thaw foods completely in the refrigerator before cooking. If pressed for time, it is more efficient to thaw foods in the microwave than under warm running water. • Allow hot foods or liquids to cool off before placing them in the refrigerator. Senior officers and some spouses from Joint Forces Command, Naples went on a staff ride on March 27 and studied Operation Avalanche, the US 5th Army, including Great Britain’s 10th Corps, landings near the port of Salerno, in 1943, as part of the Italian Campaign. Senior British, German, and US Service personnel gave briefings at different “stands” during the day. “Today presented a fantastic opportunity to learn lessons from history which shape today’s approach to military operations; remember those who made the ultimate sacrifice in WW2; and generate understanding, through discussion, among senior officers of JFC Naples’ Command Group from across NATO Ally nations,” British Lieutenant Colonel Carl Harris, Military Partnership Branch Section Head, said.

The day was organized by a core of British staff in the headquarters with significant contributions from several Allied officers. “This is just one example of the continued British commitment to NATO,” British Colonel Nov Nanovo, a JFC logistician, said. The battlefield guide was retired British Lieutenant Colonel Frank de Planta, who briefed the history of the campaign, focusing on notable sites in the US area of operations. “We need to consider monumental events that affected the creation of NATO more often” British Lieutenant Commander Matt Feeney, the officer of prime responsibility for the event and the Executive Officer of NATO Reaction Force’s (NRF) Permanent Team, said. “It can only strengthen the alliance by understanding the failures and faults that brought us together in the first place.” The day lasted 12 hours and had a physical element with some stands located off

April 25 is a good day to visit one of the many sites, historic monuments, battlegrounds, or museums related to World War II. One of the best known World War II sites in Italy is Montecassino Abbey, the site of a major battle near the end of the war. Although almost completely destroyed by the bombing, the abbey was quickly rebuilt and is still a working monastery. Sitting high on a hilltop midway between Rome and Naples, Montecassino Abbey is well worth a visit to see the beautiful basilica with its stunning mosaics and frescoes, the museum with historic memorabilia from World War II, and great views.

The Sicily-Rome American Cemetery at Nettuno is south of Rome and the Florence American Cemetery is just south of Florence. On this national holiday government offices, post offices, banks, and schools are closed all day. Since the May 1 holiday of Labor Day falls less than a week later, Italians often take a ponte, or bridge, to enjoy an extended vacation from April 25 through May 1. Therefore, this period can be very crowded at top tourist destinations. If you’re planning to visit any museums or popular sites, it’s a good idea to check to be sure they are open and buy your tickets in advance.

“For me as a provider, there were several things this morning that will ultimately help increase my scope of care,” Gustafson said. “I learned new things about centralized points of access for intravenous therapy (IVs); also seeing how the Swedes are interoperable within their own trauma team, to the point that even their doctors know how to run the X-ray machine – this concept was something that was very new to us.” After the drills were complete, the rapport forged between Gustafson and his counterpart, Capt. Martin Stenerös, trauma surgeon, Swedish armed forces, was evident. “Working together, communicating with each other hasn’t been any problem whatsoever,” Steneros said. “I worked with both Corey and the American intensive care nurse very well, although there were different nuances in our techniques which I think were very good to learn from.” What made the scenario even more unique was that it was planned with almost no notice. Only the day before had Gustafson first reached out to the Swedish team on a whim. “On my father’s side, I’m Swedish, so I naturally I had a curiosity and I wanted to come visit the Swedish Role 2 tent here at Vigorous Warrior,” Gustafson said. “I asked my Swedish colleagues if they were amenable to us augmenting them since this is a concept that we’re looking at developing in the NAVEUR Theater, and they were very open to working with us.” Before the drills began, Gustafson and his team of 11 Sailors had time only for brief in-

troductions and a tour of their Nordic partners’ Role 2 facility. For Gustafson, the fact that the cooperation was agreed upon at the spur of the moment added its own value to the experience. “To me, this is a demonstration of dynamic force employment in what I think was a very realistic scenario,” Gustafson said. “It proves that at NAVEUR-NAVAF, if we were to have a Role 2 light maneuver-like capability, we could augment NATO forces or partner country forces with agility and be very effective with very short notice.” The experience was so positive for the combined team that when the first blast injury scenario was complete, the U.S. personnel continued working with the Swedes for six more casualty drills and planned to work together again the following day. “After the first scenario, we realized that we operated very similarly, so we decided to integrate teams,” Gustafson said. “We had two teams led by a Swedish surgeon with two Americans; meanwhile, I followed Martin around and tried to maintain an overall cognizance of patient flow.” Together, the multinational team also practiced the aerial evacuation of a critically-wounded patient to a Role 3 facility for secondary surgeries. Beyond its value from as a professional exchange, the scenario illustrates the strategic value of multinational exercises in rehearsing the overall coordination between allies and partner militaries in times of crisis. “What we did today with our partners from the U.S. shows what we can do together, with a few extra hands,” Stenerös said. “It’s nice to know we can help each other in a situation where we may need to work together in the real world.”
