U.S. Naval Hospital (USNH) Naples, Italy held a change of command ceremony at the Naval Support Activity Naples Chapel on July 16, 2018. Captain Richard Knittig assumed command of USNH Naples, relieving Captain Steven Blivin. Rear Adm. Anne M. Swap, commander, Navy Medicine East, praised Blivin for his leadership and impact during his tenure. “I have had the pleasure of working with Capt. Blivin for five years,” Swap said. “Being a commanding officer is the ultimate vote of confidence and you have displayed incomparable leadership. Under your charge, U.S. Naval Hospital Naples has achieved 98.5 per-

cent individual medical readiness, the highest among all 18 military treatment facilities in the region. You have certainly left a positive mark on the command.” During the ceremony, Blivin gave credit for his successes to the USNH Naples team. “Our community has been blessed with the best of the best in Navy medicine,” Blivin said. “Beyond beneficiaries in Naples, our command has had the distinct honor of providing care to submarine forces, detachments in Poland and Romania, Sixth Fleet ships, and Landstuhl. We are alongside rendering assistance to keep warfighters in the fight. It has been a privilege to lead a team that has the utmost competence, confidence, and caring.”

During Blivin’s tenure as commanding officer, USNH Naples received multiple awards and accolades. A key achievement was being named the only Navy Medicine recipient of the 2017 Community Service Health, Safety, and Fitness Flagship Award as a result of its annual Teddy Bear Health Clinic. UNSH Naples was one of only four Navy hospitals to earn the Secretary of the Navy’s “Voluntary Protection Program (VPP) Star Site” which signifies commitment to safety of patients and staff, in addition to having the highest recorded Culture of Patient Safety scores on record. Defense Secretary James N. Mattis reaffirmed the “unbreakable trans-Atlantic bond” between the United States and Europe and underscored the enduring U.S. commitment to peace and prosperity on the continent during the U.S.-Adriatic Charter defense minister’s July 14 meeting in Zagreb, Croatia. “I’m here today to reinforce America’s commitment to the security and stability of southeast Europe,” Mattis said. Established in 2003, the U.S.-Adriatic Charter began with the United States, Albania, Croatia and Macedonia as founding members. It expanded to include Bosnia and Herzegovina and Montenegro as members; Kosovo, Serbia and Slovenia are observers. Mattis said many of those militaries “stand alongside each other shoulder to shoulder” to support critical missions across the globe. Those missions, he said, include NATO’s regional support; the Resolute Support mission in Afghanistan; operations in Kosovo, the enhanced forward presence in Estonia, Latvia, Lithuania and Poland; and the coalition effort to defeat the Islamic State of Iraq and Syria. More money in our pockets is something I think we can all get behind, and that’s potentially what participating in the Department of Defense’s Overseas Housing Allowance survey can get you. The survey is available online at https:// www.defensetravel.dod.mil/ site/ohaSurvey.cfm and only takes 15 minutes to complete. It covers OHA, cost of living (COLA) expenses, move-in housing allowance (MIHA), and utilities allowance. Participants are able to submit their feedback on how adequate our current allowances are. So far we’ve only seen about 28% of eligible personnel sign in and take the survey. If you’ve been stationed here for at least a year and haven’t visited the Defense Travel website yet, please do so and make sure your voice is heard. Personnel having technical issues taking the survey can contact the Defense Travel Management Office for support at dodhra.mcalex.dtmo.mbx.allowances-branch@mail.mil That’s a great opportunity for our personnel who have been living here for a while, but we’ve also got a large group of newcomers who I’d like to welcome. One item that’s easy to miss on the family checklist is school registration. The local Department of Defense Education Activity (DoDEA) schools have opened registration up for new students and it will remain open until August 3rd. Plastic Particles Becoming More Common on Italian Beaches Italian researchers from the Pisa university chemistry department found, in a recent study that thousands of tons of plastic particles are across the Italian beaches. The research team analyzed plastic particles smaller than two millimeters, most of which had been washed in from the sea. Polyolefin, used for food packaging, and polystyrene – a rigid and cheap plastic also used for disposable CD containers or razors – was the main micro plastics observed. Most studies into maritime pollution focus on larger plastic debris, which is usually collected using nets in the open sea. Few studies have focused on micro plastics and their impact on beaches, adds the university’s study, which can found at https://www.unipi.it/index.php/news/item /12849-le-microplastiche-nelle-nostre-spiagge and concludes that there are between 1,000 and 2,000 tons of micro plastics on Italy’s beaches. Meet ‘Nonna Peppa’ Oldest Woman in Europe Maria Giuseppa Robucci is a 115-yearold woman who lives in the region of Puglia. She is the third oldest person in the world and is the oldest woman in Europe. Known locally as “nonna Peppa,” she was born in 1903 and lives with her daughter and son-in-law. She had five children, nine grandchildren, and 16 great-grandchildren. As for her secret to a long life, Peppa said she stayed healthy by abstaining from alcohol and cigarettes. Many scientists thought that the key to her extraordinary longevity could range from a Mediterranean diet to hormones. Naples to Open Museum of the Sea and Emigration Naples will open the Museum of the Sea and Emigration, after signing an agree-

ment between the President of the Naples Port Authority, and the Port of Los Angeles, in the town of San Pedro in California where a large community originally from Ischia lives and operates. At the turn of the late nineteenth century, millions of southern people departed from the Naples port toward the Americas. The aim of the museum is to keep alive the memory of the past, for examples, by illustrating how the tuna supply chain was yesterday and how it is today. The museum will be open in the heart of the port of Naples, inside the Magazzini Generali that was built in the 1940s and it will host the findings of the ancient city port found during the excavations of the underground, starting from the three magnificent Roman ships emerged almost intact from the subsoil of Naples. There are many other works related to the sea, wrecks, objects of every shape and materials on the history of navigation. The museum will host many temporary exhibitions with the contributions from the National Archaeological Museum of Naples. Italy trades almost four billion dollars of goods a year and exports to the City of Angels especially means of transport, mechanics, wines and jewels. Sant’Agata dei Goti Hosting Grilled Meat Festival This Weekend Sant’Agata dei Goti, in the province of Benevento is on the list of the most beautiful villages in Italy. This weekend starting on Friday through Sunday the villages holds the 8th edition of the “Festa della Brace” or grilled meat festival, offering excellent meat from the local town and cooked on the grill. Sausages, ribs, barbecued bacon, smoked scamorza chees and other excellent local food including wine will entertain guests and visitors with music and folk dances from 8 p.m. for three consecutive days. The festival is held in the city center and admission is free. This is a nice opportunity to visit the ancient village with its monumental buildings full of history and magical atmosphere.

BOTTLED WATER ADVISORY From NSA Public Affairs Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

HISTORY: FORMER SPOTLIGHT: NAVY PILOT – FIRST MAN ON MOON COURTNEY STROMAN By Gary Nichols NSA Public Affairs

On July 20, 1969, at 10:56 p.m. EDT, Neil Armstrong, a former Navy pilot, became the first man to set foot on the moon. A few moments later, more than half a billion people around the world watching him live on TV, heard him utter the words that would become one of the most famous quotes in history, “That’s one small step for (a) man, one giant leap for mankind.” Armstrong was commander of Apollo 11, which during its eight day mission landed on the area of the moon known as the “Sea of Tranquility.” Armstrong’s crewmembers included Michael Collins (a former Air Force pilot) who was the command module pilot and Edwin “Buzz” E. Aldrin Jr. (a former Air Force pilot) who was the Lunar Module Pilot. A few minutes later Aldrin became the second man to step foot on the moon. The pair spent just over two-and-a-half hours exploring the surface of the moon, collecting samples of lunar soil and rocks, and planting an American flag. Armstrong was born in Wapakoneta, a small town in northwest Ohio on August 5, 1930. Following in the footsteps of fellow Ohioans Orville and Wilbur Wright who pioneered modern flight a generation earlier, Armstrong developed an early fascination for flight and earned his student pilot’s license in 1946 – when he was only 16. A year later Armstrong studied aeronautical engineering at Purdue University in West Lafayette, Indiana, on a Navy scholarship. From 1949 to 1952 he served in the Korean War as a naval aviator, where he flew nearly 80 missions. During a mission in 1951, after taking anti-aircraft fire over North Korea, the right wing of his plane was clipped by a cable wire as he was escaping. Somehow, Armstrong managed to maintain control of his aircraft and was able to fly into friendly territory before ejecting and parachuting to safety.

Following his honorable discharge from the Navy as a lieutenant junior grade, Armstrong went back to Purdue University and completed his bachelor’s degree in aeronautical engineering in 1955. He then became a test pilot at National Advisory Committee for Aeronautics (NACA), which later became National Aeronautics and Space Administration (NASA). In 2010 Armstrong returned to his aviation roots at Naval Air Station Pensacola where he was officially inducted into the Naval Aviation Hall of Honor at the National Naval Aviation Museum on May 14, 2010. He passed away August 25, 2012, in Cincinnati, Ohio, from complications following a heart surgery performed earlier in the month. Always a Sailor at heart, Armstrong was buried at sea September 14, 2012, by members of the Ticonderoga class guided missile cruiser USS Philippine Sea (CG 58).

This high energy, super crafty, tech savvy, master chef, and amazing radio personality for the USO AFN show stumbled upon the USO organization in 2010, and despite having many duty stations, jobs, volunteer work and distance, has continued being a great fan and supporter of our USO and was excited to find out, she and her husband, David, would be returning to Bella Napoli. Within a few days of being back, Stroman had already become an indispensable member of the USO Naples team – for example taking over the AFN Weekly Radio Show, supporting troop luncheons and proving excellent administrative support. Like many other USO Naples Committee Members, Stroman is a real force of nature and a true force behind the forces who takes time from her busy schedule to give back to the community through our USO. Our entire team is beyond exited to have had the opportunity to welcome Stroman, her husband and their sweet puppy, Welly, back to Naples and we look forward to delivering even more, great events and programs with her precious support. It is a true honor to have Stroman in our USO Naples family.

Capt. William C. Pennington relieved Capt. William R. Ellis as commodore of commander, Task Force 67 during a July 11 change of command ceremony at Naval Air Station Sigonella, Italy. Ellis commanded CTF-67 from August 2016 to July 2018 and is continuing on to serve as the director of the Maritime Operations Center, commander, Submarine Force, U.S. Pacific Fleet. “The changes in our staff have coincided with a huge spike in our tempo,” Ellis said. “We are executing from the horn of Africa to the East Med to the high North.” In attendance was guest speaker Vice Adm. Lisa M. Franchetti, commander, U.S. 6th Fleet, and commander, Striking and Support Forces NATO. “Thanks to [Ellis’]efforts we are postured and ready to conduct the full spectrum of operations across Europe and Africa,” Franchetti said. “Presence, especially that provided by our forward-deployed forces, gives our national security decision makers lots of options and you provide those options every day.” During Ellis’s command, CTF-67 was sup-

ported by five operational deployments from Patrol Squadrons (VP) 10, VP-5, VP-16, VP45, and VP-4 from Naval Air Station Jacksonville, Florida and Marine Corps Air Station Kaneohe Bay, Hawaii, multiple detachments from Fleet Air Reconnaissance Squadron 1, VP-1, and VP-40 from Whidbey Island, Washington, and one six-month detachment from Helicopter Sea Combat Squadron (HSC) 85 from Naval Air Station North Island, Coronado. His command conducted multiple theater anti-submarine warfare operations, supporting operations and multi-national allied exercises including Baltic Operations, Dynamic Manta, Dynamic Mongoose, Breeze, Sea Shield, and Sea Breeze. Pennington assumed command of CTF-67 after serving as multi-mission aircraft and programs branch head plus P-3/P-8 requirements officer at OPNAV N98 through 2017. Previously, he served as commanding officer of the “War Eagles” of Patrol Squadron(VP) 16 from 2013-2014, leading them on the maiden P-8A Poseidon deployment. He graduated from the United States Naval Academy in 1996 with a bachelor’s degree in weapons and systems engineering.

ENERGY CONSERVATION Energy Conservation Tips From NSA Naples Energy Management Team

Here are some tips on how to help you can help our installation reduce our consumption. Set your thermostat at 25 degrees Celcius (77 degrees Fahrenheit) in the summer time. This can save 15 percent on energy consumption. When the TV, sound system, computers, and game consoles are not in use, turn them off rather than standby. Appliances on standby are responsible for about 10 percent of an average household’s monthly electricity consumption. Use a power strip to conveniently turn off computers and electronic devices, which all use standby power when not in use and eliminate phantom power. Replace ordinary light bulbs with compact fluorescent light bulbs. Don’t leave the refrigerator door open for longer than necessary, and try to avoid putting warm food straight into the fridge – wait until it has cooled down. Remember, turn lights off when leaving a room. It’s a common myth that fluorescent tubes use more energy to switch them on than continued use. Wait until you have a full load before using the washing machine. Adjust the water level on your washing machine to match the load size, especially when using hot water. Clean the lint filter in your dryer before every load to dry your clothes faster and save money. Run your dishwasher only when it is fully loaded, on its lowest setting, and air dry dishes. This will eliminate about 35 percent off the energy use. Turn off the faucet when you are brushing your teeth or doing the dishes and take shorter showers. Each minute you cut saves 2.5 gallons of water. Turn off your ceiling fan when you leave the room. A fan that runs constantly can cost up to $7 a month depending on size and age. Active-Duty Opportunities Available for Reserve Sailors By Navy Petty Officer 1st Class Joseph Rullo Camp Lemonnier, Djibouti

The Navy Reserve is a convenient way for some Sailors to serve on a part-time basis. The oneweekend-a-month, two-weeks-ayear schedule allows Sailors leaving active duty to continue their service and, possibly, reach retirement. Occasionally, circumstances change, and a return to active duty becomes an attractive option. Petty Officer 1st Class Jason Judson, who left active duty as part of the Perform to Serve Program in 2012, and is now a logistics specialist in the Navy Reserve, said he is interested in going back to active duty to finish his Navy career. “It’s always been one of my goals; to retire from the Navy after 20 years of service,” Judson said. “While I’m close to retiring from the Navy Reserve side, I’d much prefer to retire from active duty.” RC2AC Reservists interested in returning to active duty have an opportunity to do so through a

program called Reserve Component to Active Component Augmentation, or RC2AC. The program is used to fill empty positions in the active duty Navy by using existing skill sets from Reserve Sailors to help improve and maintain the health of the force. A strictly voluntary program, RC2AC must be initiated by the appropriate enlisted community manager in response to a specific need. Judson said he was familiar with the program and its requirements before he applied. “The program is something I’ve followed on and off for the past six years,” he said. “I was waiting for my year group to open up.” A year group is the fiscal year in which an adjusted active duty service date falls. Sailors can work with their command career counselor to calculate their adjusted ADSD and year group. Sailors interested in applying to the RC2AC program must meet some basic physical, medical, rating, tenure and year group criteria. avy Petty Officer 1st Class James McLaughlin, a command career counselor at Camp Lemon-

nier, Djibouti, said he is working with three mobilized Sailors who have applied for the RC to AC program and notes that regulations limit when mobilized Sailors may apply. “Because [these] Sailors are mobilized, I cannot submit their packages until they are 90 days from redeployment,” McLaughlin said. “I submit a copy of their deployment orders so that the enlisted community manager can see that they are redeploying at a certain date.” If selected, Sailors must work with their active community detailers to find an appropriate billet. The detailer will contact the Sailor to negotiate assignment possibilities. Considerations There are some other considerations when applying for the RC2AC program. Sailors will be subject to active advancement quotas as well as their sea-shore flow policy. McLaughlin said that the Navy is looking to fill seagoing rates such as boatswain’s mates and operational specialists through the program. “If a Sailor really

wants to go active, they can look at one of these [seagoing] rates,” McLaughlin said. “The Navy is trying to get the manning where they need it.” Additionally, active duty Sailors are not eligible for re-enlistment bonuses upon augmentation. Individuals who may have been discharged for high year of tenure and have made rank in the reserves may consider RC2AC as a way to continue their active Navy career. McLaughlin said the program at Camp Lemonnier has been popular. “We have a tremendous success rate here,” he said. “Out of the 20 or so people who applied, 14 were selected.” Judson said he has applied for an active duty assignment in his current rate of logistics specialist and expects that he will receive an answer soon. Although he may reapply if not selected, he said, he is hoping to be successful at his bid to return to active duty and retire. “I’m nervous,” he said. “It’s that one opportunity to win or lose, so I’m taking my chances on this one and hope to be accepted.”

For four consecutive years, the hospital earned the Surgeon General “Blue H Award” for Excellence in Health Promotion and Wellness. For the past three consecutive years, the hospital attained the Annual Retention Excellence Award. Further, Blivin spearheaded the creation of the first embedded Army Medical Home Port which boosted Soldier readiness from 83 to 93 percent and consolidated care under one provider serving as Battalion Surgeon. Beyond the numerous awards, during Blivin’s two year tour, the command supported 138,935 medical and 30,000 dental visits, performed 1,044 surgeries, admitted 698 patients, filled 91,805 prescriptions, conducted 191,700 laboratory tests, and delivered 246 babies. Blivin will embark on his new assignment as Deputy Medical Officer of the Marine Corps at Headquarters Marine Corps (Health Services), in Washington, D.C. Knittig, whose return to Naples marks his third tour in Italy, brings a wealth of experience to the command. He was commissioned in the Naval Reserve through the Health Professions Scholarship Program in 1990 and attended medical school at the University of Missouri, where he graduated summa cum laude.

His career includes a tour at Naval Medical Center San Diego for obstetrics and gynecology; residency in aerospace medicine; and a deployment with Carrier Strike Group Eight in support of Operation Enduring Freedom, to name just a few. Most recently, Knittig served as the Executive Officer of U.S. Naval Hospital Okinawa, Japan. Knittig expressed his hopes about his upcoming time in Naples. “Navy Medicine has experienced many innovations since I was commissioned in 1990,” he said. “I have the utmost confidence that our corpsmen and staff will continue that progress while delivering the best patient-centered care possible. From me, you will have my all; our sense of mission will remain focused on compassion and care.” USNH Naples is the largest naval hospital in Europe. Changes Announced to Post-9/11 GI Bill Transferability From Chief of Naval Personnel Public Affairs

Department of Defense released changes to department policy on the transfer by service members in the Uniformed Services of “Post-9/11 GI Bill” education benefits to eligible family member, July 12. Effective July 12, 2019, eligibility to transfer those benefits will be limited to service members with less than 16 years of total service, active duty service and/or selected Reserves as applicable. Previously, there were no restrictions on when service members could transfer education benefits to their family members. The provision for a Sailor to have at least six years of service to apply to transfer benefits remains unchanged. “After a thorough review of the policy, we saw a need to focus on retention in a time of increased growth of the Armed Forces,” Stephanie Miller, Director of Accessions Policy, Office of the Secretary of Defense, said. “This change continues to allow career service members that earned this benefit to share it with their family members while they continue to serve. This change is an important step to preserve the distinction of transferability as a retention incentive.” What does this mean for our Sailors? The change will allow Sailors to retain their eligibility to transfer education benefits even if they have not served the entirety of their obligated service commitment through no fault of their own. This means if a Sailor fails to fulfill their service obligation because of a “force shaping” event (such as officers involuntarily separated as a result of being twice passed over for promotion, or enlisted personnel involuntarily separated as a result of failure to meet minimum retention standards, such as high-year tenure) the transfer of benefits to a family member would not be impacted. Exceptions that permitted service members with at least ten years of service to obligate less than four years if prevented by statute or policy from doing so, such as enlisted high year tenure, have been cancelled. All approvals for transferability of Post-9/11 GI bill require a four-year commitment in the Armed Forces and, more importantly, the member must be eligible to be retained for four years from the date of election. Bicycle Helmet Key Facts From the U.S. Department of Transportation

● Almost 44,000 bicyclists have died in traffic crashes in the United States since 1932 – the first year that bicycle fatality estimates were recorded. ● In 1997, 813 bicyclists were killed, and approximately 58,000 were injured in traffic-related crashes. Children ages 14 and under accounted for 232 (29 percent) of these fatalities, making this one of the most frequent causes of injury-related death for young children. ● Each year almost 400,000 children ages 14 and under are treated in emergency rooms for bicycle-related injuries. ● Universal bicycle helmet use by children ages 4 to 15 would prevent 39,000 to 45,000 head injuries, and 18,000 to 55,000 scalp and face injuries annually. ● Bicycle helmets are 85-88 percent effective in mitigating head and brain injuries, making the use of helmets the single most effective way to reduce head injuries and fatalities resulting from bicycle crashes.

● Despite the fact that 70 to 80 percent of all fatal bicycle crashes involve head injuries, only 18 percent of all bicyclists wear bicycle helmets. ● Nationally, bicyclists ages 14 and under are at five times greater risk for injury than older cyclists. ● As with safety belts, child safety seats, and motorcycle helmets, the enactment of laws requiring the use of bicycle helmetsalong with education and visible enforcement is likely to be the most promising way to increase bicycle helmet usage. Cost Savings ● The estimated cost of bicyclerelated injuries and deaths (for all ages) is $8 billion. ● It is expensive to treat bicycle-related head injuries because these injuries can endure throughout a lifetime. ● Every $10 bike helmet saves this country $30 in direct health costs, and an additional $365 in societal costs. In fact, if 85 percent of all child bicyclists wore helmets every time they rode a bicycle for a year, the lifetime medical cost savings would total $109 to $142 million.
