he Town Hall this Wednesday was a great opportunity to ask some important questions and hear a lot of helpful information from Admiral Foggo, our NSA Naples team, and tenant command presenters. I want to thank everyone who participated, including our community members who showed up in person and those who tuned in on Facebook Live or on the radio. The videos are also still available on AFN Naples’ Facebook page for those who have not seen them. Thanks to Admiral Foggo, Commander, U.S. Naval Forces Europe-Africa, Commander, Allied Joint Force Command Naples, Capt. Rick Knittig, Commanding Officer, USNH Naples, Mr. Chris Beane and Mr. Fredo Ontiveros, principals, Naples Elementary and Middle-High Schools, and all of our subject matter experts who presented and fielded questions. The Cost of Living Allowance (COLA) on-line Living Pattern Survey (LPS) for Naples, Italy, is active now until September 30, 2019. National POW/MIA Recognition Day was established in 1979 through a proclamation signed by President Jimmy Carter. Since then, each subsequent president has issued an annual proclamation commemorating the third Friday in September as National POW/MIA Recognition Day. In 1997, President Bill Clinton further strengthened the importance of the day by officially designating it as one of the six days per year that the POW/MIA flag is required to be flown at designated federal government locations. The others are Armed Forces Day, Memorial Day, Flag Day, Independence Day and Veterans Day. The flag is to be flown at major military installations, national cemeteries, all post offices, VA medical facilities, the World War II Memorial, Korean War Veterans Memorial, the Vietnam Veterans Memorial, the official offices of the secretaries of state, defense and veterans affairs, the director of the selective service system and the White House. NSA Naples will be flying the POW/MIA flag in recognition of our teammates who are still out there. More than 82,000 Americans are still missing from past conflicts. Europe’s Top Admiral Highlights French-American Alliance in Paris By Mass Communication Specialist 2nd Class Jonathan Nelson

Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa (NAVEURNAVAF), visited Paris to meet with senior French military leaders to discuss the enduring French-American strategic alliance September 12-14, 2019. Foggo also participated in events commemorating the 75th anniversary of the Liberation of Paris during the trip. Foggo met with the military advisor to the president of France, Adm. Bernard Rogel, the vice chief of defense, French Adm. Jean Casabianca, the head of the French navy, Adm. Christophe Prazuck, and Ambassador Jamie McCourt, U.S. Ambassador to France. Foggo also spoke at the First Alliance Foundation’s Colloquium hosted at the Musée de l’Armée at the Hôtel National des Invalides. “France is one of our oldest, most enduring Allies,” Foggo said at the Colloquium. “As such, I am excited to be back in Paris this week to discuss the U.S.-French Strategic Alliance during The First Alliance Foundation’s commemoration events. This events, which comes on the heels of commemorating the 75th anniversary of the liberation of Paris, highlights our enduring relationship today, and explores the challenges and opportunities that await our alliance in the future.” The Liberation of Paris began on August 19, 1944, and ended with the surrender of German forces in the city on August 25. “Our two nations have a special bond as we have shed blood for each other,” Foggo said. “For me, our alliance is personal. I am proud to say that both of my grandfathers served in France during World War I and my father served in France during World War II.” Seventy-five years later, the bravery and heroism by the allies at the Liberation of Paris continue to resonate with U.S. forces in Europe, who remain steadfast in their commitment to European allies and partners. “Our alliance transcends the battlefield and high seas,” Foggo said. “France was among the first countries to offer condolences and support following September 11, 2001, and when terrorism struck Paris on November 13, 2015, we were among the first to respond, as well. We have fought together, mourned together, and celebrated freedom together. During the visit, Foggo spoke with Prazuck about the French-American Alliance – a partnership that has been strong since France assisted with American independence. “As our nations continue to navigate a com-

plex strategic environment, the enduring nature of the French-American relationship and the interoperability of our naval forces remain critical to global peace and stability,” Prazuck said. “Frequent and honest dialogue-such as I am able to have with Adm. Foggo here in Paris-is the key to maintaining and advancing our alliance.” Foggo’s visit took place during a significant time in both the U.S. and French history, as the events also coincide with the 18th anniversary of September 11, 2001 – when 19 men hijacked four fuelloaded U.S. commercial airplanes bound for west coast destinations. A total of 2,977 people were killed in New York City, Washington, D.C., and outside of Shanksville, Pennsylvania. “Our commitment to each other’s defense, to deter aggression and preserve peace through our highly professional, well trained, and interoperable navies is as vibrant and relevant today as it was 240 years ago,” Foggo concluded. Overall, World War II gave birth to NATO, the most successful military alliance the world has known, and forged partnerships and bonds that we value and continue to benefit from to this day. Both past and current events, such as 9/11 and the Paris attacks in 2015, continue to strengthen those partnerships and bonds. As seen during the past conflicts, and in today’s dynamic security environment, no nation can confront the current challenges and threats alone. The U.S. Navy continues to work with European allies and partners to maintain a Europe that is whole, free, prosperous, and at peace.

The seventh Lewis and Clark class Auxiliary Dry Cargo ship, the USNS Carl Brashear (T-AKE 7) was launched Sept. 18, 2008, at the General Dynamics NASSCO shipyard at San Diego, California. Lauren Brashear, granddaughter of the ship’s namesake and the ship’s sponsor, christened the 689foot ship in honor of Master Chief Boatswain’s Mate Carl Brashear, who became the first African American Master Diver in the U.S. Navy and also the first person to be recertified as a diver after an amputation. Auxiliary Dry Cargo ships deliver ammunition, provisions, spare parts, potable water and petroleum products to ships at sea and Marine detachments, allowing them to stay underway and combat ready for extended periods of time. The Brashear is run by approximately 124 civilian mariners working alongside 11 Sailors. Brashear was born January 19, 1931, in Tonieville, Kentucky, a small unincorporated town in central Kentucky. One of eight children of a sharecropper, Brashear quit school after the seventh grade to help on the family farm, and he also worked part-time at a nearby gas station. With minimal formal schooling, Brashear had few career options in those racially divisive times. He tried enlisting in the Army in 1948, but was turned away. A few months later President Harry S. Truman desegregated the armed forces, and Brashear joined the Navy. In October 1954, Brashear graduated from the Navy Salvage Diving School at Bayonne, New

Jersey, as a Salvage Diver, and then returned to the USS Tripoli. In September 1960, Brashear was promoted to Chief Boatswain’s Mate and reported to USS Nereus (AS 17). Less than a year later, he had shore duty at Fleet Training Center, Pearl Harbor, Hawaii, where he qualified as a Second-Class Diver. In September 1965, he was ordered to USS Hoist. On March 23, 1966, Hoist participated in the recovery of atomic bombs following the crash of two U.S. Air Force planes off the coast of Palomares, Spain. While retrieving one of the bombs, a towing line parted, striking Brashear’s left leg and immediately giving him life-threatening injuries. He was medevaced to Naval Hospital Portsmouth, Virginia, where his leg was eventually amputated below the knee to save his life. During this time, Brashear was promoted to Senior Chief

Boatswain’s Mate. In March 1967 he recovered from his injuries and reported to the Second Class Diving School at Harbor Clearance Unit Two at Little Creek, Virginia, for rehabilitation and training. A year later he was recertified as a Navy diver in March 1968 and was assigned to Naval Air Station Norfolk, Virginia. Brashear made history becoming the first Navy diver to be restored to full active duty as an amputee. In June 1970 Brashear was assigned to the Naval School of Diving and Salvage at the Washington Navy Yard, once again making history by becoming the first African-American Master Diver in the Navy. He was transferred to the USS Hunley (AS 31). In April 1979, Brashear retired from active duty, but remained in the Tidewater, Virginia, area as a civilian employee for the Navy until 1993. At the age of 75 Brashear died of respiratory and heart failure on July 25, 2006, at Portsmouth Naval Hospital, ironically, the same hospital where he recovered from the accident that nearly took his life 40 years earlier. He was buried at Woodlawn Memorial Gardens in Norfolk.

USO Naples is excited to announce Clara Jenkins as the Volunteer of the Month for August. Jenkins has volunteered more than 30 hours of service with the USO since becoming a volunteer this past May. Originally from Memphis, Tennessee, Clara is stationed here in Naples with her husband Alan. When explained why she decided to become a USO volunteer. “I have genuinely appreciated the opportunities and comfort that the USO provided me in the past few years,” Jenkins said. “I was never in a position to be able to volunteer, so I was overjoyed to have the opportunity once we arrived in Naples!” Her favorite activity is the Troop Lunch program. “I love troop lunch. Nothing makes people happier than food and I really love seeing people smile when they take that plate out of your hand,” she said. “The best part about volunteering is the opportunity to put a smile on people’s faces. The USO makes people feel appreciated and happy, so being able to be part of the programs that bring that sense of pride and that happiness to sailors and their families is the best.” When Jenkins isn’t volunteering with the USO, she is traveling and practicing her photography skills. Electricity is the flow of electrical power or charge. Electricity is both a basic part of nature and one of the most widely used forms of energy. The electricity that we use is a secondary energy source because it is produced by converting primary sources of energy such as coal, natural gas, nuclear energy, solar energy, and wind energy, into electrical power. Electricity is also referred to as an energy carrier, which means it can be converted to other forms of energy such as mechanical energy or heat. Primary energy sources are renewable or nonrenewable energy, but the electricity we use is neither renewable nor nonrenewable.

Vice Adm. Lisa M. Franchetti, commander, U.S. 6th Fleet (C6F), presented French Vice Adm. Charles-Henri du Ché with the Legion of Merit during du Ché’s change of command and retirement ceremony, September 4, 2019, at Toulon, France. Du Ché has served as the Commander of the Area and the District Maritime Mediterranean and Maritime Prefect of the Mediterranean (CECMED) since July 2016. “It was an honor and privilege to recognize Admiral du Ché for his years of strategic partnership and dedication to maritime security and cooperation in the Mediterranean and the greater Euro-Atlantic region,” Franchetti said. “CECMED has been a key enabler of maritime operations alongside the U.S. 6th Fleet under his leadership.” Franchetti bestowed the honor upon du Ché for his tireless efforts to enhance United States and French Navy interoperability and hone high-end warfighting skills, providing credible deterrence while simultaneously preparing forces to be ready to respond to any crisis. He partnered with C6F leadership to emphasize building relationships amongst Mediterranean navies, which led to the first CECMED-C6F staff talks aboard French frigate FS Languedoc (D653) in Naples. Since 2016, ships assigned to C6F and the French Navy have closely collaborated on exercises and operations. Most recently, Arleigh Burke class guided-missile destroyers USS Ross (DDG 71) and USS Mason (DDG 87) joined forces with French aircraft carrier Charles de Gaulle (R91) to form a cohesive and formidable strike group, jointly executing the defeat-ISIS mission Operation Inherent Resolve (OIR) from the Mediterranean. Similarly, French frigates FS Chevalier Paul (D621) and FS Languedoc (D653) provided credible support to the USS George H.W. Bush (CVN 77) Carrier Strike Group during OIR in 2017.

“As C6F, I have been impressed by the tactical acumen and professionalism of my French maritime counterparts,” Franchetti said. “I witnessed their ability first-hand during my underway visit aboard Charles de Gaulle earlier this year and came away confident that our forces can seamlessly integrate, collaborate, and overcome any challenges we face in the maritime environment.” The French Navy was an integral part of the dynamic and complex missile strike alongside U.S. and United Kingdom forces in April 2018, which were conducted in response to Bashar alAssad’s use of chemical weapons against his own people. During these strikes, 105 air, surface, and sub-surface launched cruise missiles were fired against three separate Syrian chemical weapons development sites. “I am looking forward to working with the new leader of CECMED, Vice Adm. Laurent Isnard, to prevent conflict and preserve peace throughout the region,” Franchetti concluded.

Electricity use has dramatically changed daily life Despite its great importance in daily life, few people probably stop to think about what life would be like without electricity. Like air and water, people tend to take electricity for granted. However, people use electricity to do many jobs every day – from lighting, heating, and cooling homes to powering televisions and computers. Before electricity became widely available, about 100 years ago, candles, whale oil lamps, and kerosene lamps provided light; iceboxes kept food cold; and wood-burning or coalburning stoves provided heat. Scientists and inventors have worked to decipher the principles of electricity since the 1600s. Benjamin Franklin, Thomas Edison and Nikola Tesla made notable contributions to our understanding and use electricity. Benjamin Franklin demonstrated that lightning is electricity. Thomas Edison invented the first long-lasting incandescent light bulb. Before 1879, direct current (DC) electricity was used in arc lights for outdoor lighting. In the late 1800s, Nikola Tesla pioneered the generation, transmission, and use of alternating current (AC) electricity, which reduced the cost of transmitting electricity over long distances. Tesla’s inventions brought electricity into homes to power indoor lighting and into factories to power industrial machines. Remember: You can use as much energy as you need just don’t waste it. My Emergency Preparedness Kit: What do I Need to Have; What do I Need to Think About to be Prepared? From NSA Naples Emergency Management Office

For weeks, months and probably years you have been hearing those of us in the emergency management and preparedness business tell you over and over again that you need to have an emergency plan and emergency kit ready at all times. While that sounds great, do you know what you should have in your kit to sustain you and your family following an emergency and for how long? The following is provided as a recommended starting point for you in getting prepared and staying ready. In addition to NSA Naples Emergency Management staff, there are several other great on-line sources of information to get you started in building your kit. This will help with you and your family’s immediate needs being met with minimal reliance on others. This point is very important because the severity of an emergency event may be significant, and resources may be extremely limited and not immediately available.

At a minimum, your emergency kit should have the following supplies. This may be the most challenging factor in planning for and assembling your kit. If you are to remain in your home during and after an emergency event, you need to make sure your kits are accessible. In this case, the kit can be stored and maintained in large containers on in a cabinet. However, depending upon the type and severity of the emergency event, you may be required to evacuate your home, or even the area. In this situation your emergency kit must be scaled down to the supplies necessary to sustain you and your family for approximately three days.

You must also plan for a method of packing and carrying your emergency kit. One suggestion is to place the contents of your kit into a portable container (or containers) and store them. Another is to have the portable containers immediately available to pack the supplies you have stored in larger containers or cabinet. Recommended portable containers include backpacks, small to medium luggage with rollers/wheels, tear/rip resistant bags, etc. Don’t pack your emergency evacuation kit in a container you cannot lift or carry. Also, take full advantage of sharing the load among capable family members as much as reasonably possible. Think about the challenges you had to deal with during your move to Naples. The idea being to not pack more than you and your family can carry. The most effective way to minimize (but not eliminate) the additional stress

of an emergency event is to prepare you and our family as much as possible through discussions and development of your family’s emergency plan and the assembly of your emergency kit. These discussions and our preparations may cause a bit of natural anxiety, but more so among your children. You should consider the tone and content of your discussions with, and around them. Where Do Fall Leaf Colors Come From? From the Wisconsin Department of Natural Resources

Leaf color comes from pigments. Pigments are natural substances produced by leaf cells. The three pigments that color leaves are: ● Chlorophyll (green) ● Carotenoid (yellow, orange and brown) ● Anthocyanin (red) Chlorophyll is the most important of the three. Without the chlorophyll in leaves, trees wouldn’t be able to use sunlight to produce food. Carotenoids create bright yellows and oranges in familiar fruits and vegetables. Corn, carrots, and bananas are just a few of the many plants colored by carotenoid. Anthocyanins add the color red to plants, including cranberries, red apples, cherries, strawberries and others. Chlorophyll and carotenoid are in leaf cells all the time during the growing season. But the chlorophyll covers the carotenoid – that’s why summer leaves are green, not yellow or orange. Most anthocyanins are produced only in autumn, and only under certain conditions. Not all trees can make anthocyanin. How do leaves change color? As the Earth makes its 365-day journey around the sun, some parts of the planet will get fewer hours of sunlight at certain times of the year. In those regions, the days become shorter and the nights get longer. The temperature slowly drops. Autumn comes, and then winter.

Trees respond to the decreasing amount of sunlight by producing less and less chlorophyll. Eventually, a tree stops producing chlorophyll. When that happens, the carotenoid already in the leaves can finally show through. The leaves become a bright rainbow of glowing yellows, sparkling oranges, warm browns and, in some trees, brilliant reds. Why do leaves fall? A tree’s roots, branches and twigs can endure freezing temperatures, but most leaves are not so tough. On a broadleaf tree – say a maple or a birch – the tender thin leaves, made up of cells filled with water sap, will freeze in winter. Any plant tissue unable to live through the winter must be sealed off and shed to ensure the tree’s survival. As sunlight decreases in autumn, the veins that carry sap into and out of a leaf gradually close. A layer of cells, called the separation layer, forms at the base of the leaf stem. When this layer is complete, the leaf is separated from the tissue that connected it to the branch, and it falls. Oak leaves are the exception. The separation layer never fully detaches the dead oak leaves, and they remain on the tree through winter. On the ground, fallen leaves are broken down by bacteria, fungi, earthworms and other organisms. The decomposed leaves restock the soil with nutrients, and become part of the spongy humus layer on the forest floor that absorbs and holds rainfall. In nature, nothing goes to waste.
