uon Natale in advance everyone! Christmas is right around the corner and with this final issue of the Panorama for 2018, I want to take the opportunity to wish everyone happy holidays. For those of you staying local this weekend, Naples offers some wonderful holiday traditions and no shortage of ways to celebrate. As you can see in this week’s article about traditional Italian baked goods, many of these involve delicious cuisine! Please take this chance to get out in the community and learn about the culture of this extremely unique place we’re lucky enough to call home. From amazingly elaborate nativity scenes or “presepio,” to festive dishes like baccalà and struffoli, Neapolitans are passionate about Christmastime. Please remember as you explore these great local offerings to keep safety in mind and to always have a plan. The increased traffic, congestion, and activity during the holidays makes this especially important to consider here. I’d also like to take this opportunity to review all the great accomplishments, improvements, and highlights our community has enjoyed in 2018. This year saw our supply team, led by CDR Steve Osborne and his talented Fleet Logistics Center staff, make numerous upgrades to facilities and services, beginning with the installation of new Support Site post office boxes and the introduction of e-mail package delivery notifications. Consolidating Capodichino package pickup locations also allowed them to expand pickup hours and decrease processing times. Public Works was busy as well, helping to renovate and re-open the new Navy-Marine Corps Relief Society thrift store on Support Site, installing safer, LED lighted crosswalks, and facilitating some fantastic upgrades to our Naples area DoDEA schools. Our security and emergency management teams expertly oversaw the installation’s Operational Readiness Assessment in November, flexing our community’s ability to respond effectively to a natural disaster. We were also lucky enough to receive a visit from our Chief of Naval Operations, Admiral John Richardson, and Master Chief Petty Officer of the Navy, Russel Smith, as they passed through the region informing Sailors and civilian personnel about changes impacting our Navy. This month, our base had the honor of accepting the CNO’s 2018 Shore Safety Award, an achievement made possible by all hands. Overall, 2018 has been a great year and I thank you for your dedication to our Naples community, your roles in the important mission we are here to carry out, and to each other. Please stay safe over the holidays and enjoy the time spent with friends and family. I look forward to all of our future accomplishments in the New Year. As always, thanks for reading the Panorama! Effective Immediately: Temporary USNH Naples Physical Therapy Staffing Shortage The Physical Therapy Clinic at the U.S. Naval Hospital Naples will begin referring new retiree and civilian employee (and their dependents) patients to the Italian care network due to a shortage in provider staffing. Active duty service members and their families (including NATO) will not be affected by this change. This is a temporary measure and the Physical Therapy Clinic will revert to normal practices once full staffing is restored. Individuals seeking physical therapy should continue to register through the Support Site Physical Therapy front desk. Neapolitan Christmas Traditions By Teresa Merola NSA Public Affairs

Italy, and especially Naples, is a great place to be at Christmas time, with all the family gathered together to celebrate it with many traditions and joy of family. Christmas season is traditionally celebrated from Christmas Eve through the Epiphany on January 6. Lights and decorations are often seen starting on December 8, the Feast of Immaculate Conception. The main focus of the decorations is the Presepe (Nativity scenes). In Naples there is the Via San Gregorio Armeno, called also Christmas alley where you can purchase any display you may need for your nativity scene, from traditional pieces as angels and starts to little houses and wells filled with water. The Neapolitan traditional Christmas Eve dinner doesn’t allow to eat meat. The dinner in Naples consists of spaghetti with clams, fried eel and dried cod, Insalata di rinforzo with marinated vegetables and cauliflower, and for dessert roccocco’ (a pastry with almonds), mostacciuoli (a soft, spiced, cake-like interior, covered in chocolate), pandoro and panettone. Following dinner, many families visit the midnight mass at church. The Jesus figurine isn’t placed in the traditional until the night of December 24. After dinner, it is time to open the presents placed under the tree. On Christmas day, people have the Pranzo di Natale (Christmas meal). The Neapolitan Christmas menu starts with Minestra maritata (different types of meat with vegetables, a typical Neapolitan Christams meal, followed by a pasta dish like, lasagna, cannelloni or Tortellini. The second main dish is the lamb and many vegetables including the Broccoli di Natale, a kind of leafy broccoli. For dessert, Neapolitans enjoy Struffoli, a colorfully decorated pastry made

from many small fried dough balls, accompanied by a glass of Limoncello, and a piece of Panettone or Pandoro, which is from the North of Italy but it is very popular in Naples as well. In the evening family and friends usually gather to play the Tombola, a game of good luck based on the mysticism of numbers and their connections to dreams. In Naples, every number has assigned a certain symbol, which is each number has a certain meaning, for example, 22 stands for a crazy person, or 90 stands for the fear. A player draws numbers from a little basket and tells a funny or exciting story based on the symbols. Each player has a board with a specific combination of numbers, and the person who completes his or her number combination first, is the winner. For New Year’s Eve celebrations people typically prepare for the big event by wearing red underwear because tradition believes it will bring happiness for the coming year. The big dinner for the Cenone typically consists of a big fish meal with vegetables, dried fruit. And then at midnight, the popular dish is lentils served up with cotechino (a pork sausage) that brings wealth and abundance. Don’t forget grapes, because they also bring abundance. At midnight, fireworks and lots of noise are used to “scare” the bad spirits away. So, of course, expect lots of fireworks on New Year’s Eve especially in Naples, with concerts, and parties lasting well into dawn. The Befana is the last day of the festivity celebrations. Befana is a legendary old woman who delivers gifts on her broomstick. She visits children on the eve of January 5 to fill their stockings with candy and presents if they have been good or a lump of coal or dark candy if they have been bad. The Befana puts an end to all the holidays.

HISTORY: Four Major Military Events That Happened On Christmas By Katie Lange DoD News

On Christmas Day every year lots of Americans relax and enjoy time with their families. For many of our troops, though, it can be a day of sacrifice and hardship. Over the history of the United States, several big military actions have taken place on December 25. Following are four noteworthy events that changed history, and all of them took place on Christmas day. 1776: Washington’s Famous Crossing of the Delaware The winter of 1776 didn’t start as a good one for Gen. George Washington’s Continental Army. They suffered many defeats in the first few months of the American Revolution and had been pushed out of New York and New Jersey into Pennsylvania. For the troops, morale was low. Washington needed to renew faith in the battle for independence, so he decided to surprise the Hessians – German troops hired by the British – who were stationed in Trenton, New Jersey. He figured that doing so after the enemy’s Christmas celebrations would find them groggy and unprepared for a fight, especially as a terrible winter storm was brewing. So late Christmas night, Washington and his troops hopped in boats and waded across the icy Delaware River to test his theory – and he was right. At dawn on Dec. 26, about 2,400 frozen Continentals pushed into Trenton, and they did indeed surprise the enemy, who surrendered within an hour and a half. The mission, which became known as the Battle of Trenton, was of huge significance to the Continental Army’s cause. Not only did it raise the troops’ spirits, but it revived the hope of the colonists, who were beginning to think their battle for independence wasn’t feasible.

1864: The First Battle of Fort Fisher For most of the Civil War, North Carolina’s Fort Fisher saw very little combat. But that changed on Christmas 1864, when the Union decided it wanted to capture the last port the Confederates held on the Atlantic Ocean. It was a debacle for the north. First, the Union tried to pack a warship with explosives and blow up the fort’s walls – but that didn’t work. It just blew up their ship and alerted the Confederates of an imminent attack. So on Christmas Eve, the Union tried again, bombarding the fort with heavy gunfire, most of which fell short or missed its target. On Christmas morning, Union commanders decided to shell an area north of the fort so troops could land and come ashore. But when they did, more disappointment followed – the fort’s heavy artillery was completely unscathed, so that was a no-go, too. It was only then that the Union ordered troops to retreat. While the first Battle of Fort Fisher was a massive failure for the Union, the second wasn’t. In mid-January 1865, Union troops were finally able to capture the fort, effectively cutting the Confederates off from all global trade and supplies. The Civil War ended three months later. 1972: Operation Linebacker II in North Vietnam American troops were in the middle of the biggest bombing mission in military history during the Christmas season of 1972. The air campaign, called Operation Linebacker II, has largely been considered the action that ended U.S. involvement in the Vietnam War. President Richard Nixon ordered the bombings to begin on Dec. 18 after North Vietnamese delegates walked out on peace talks. Nicknamed the “11 Days of Christmas,” the operation consisted of 11 successive days

of raids by B-52 Stratofortress bombers flown in from Andersen Air Force Base in Guam. The only day that both sides got a reprieve was Christmas, when troops were given a 36-hour break to celebrate. During that time, Nixon ordered the North Vietnamese to return to the bargaining table. They refused, so the bombings continued more ferociously until Dec. 29, when they finally agreed to resume peace talks. In 11 days, Linebacker II dropped 15,000 tons of bombs via 729 U.S. Air Force sorties involving about 12,000 airmen. Defense Department records show the raids destroyed or damaged 1,600 structures, 500 rail targets, 10 airfields and 80 percent of North Vietnam’s electric-generating capacity. Fifteen U.S. B-52s were also destroyed in the process, killing 35 men and leading to the capture of nearly 40 American prisoners of war. The resumed peace talks that came from the campaign led to the Paris Peace Accords in January 1973. The U.S. ended its involvement in the war soon after, but the last American troops wouldn’t leave the country for another two years.

1896: “Stars and Stripes Forever” Is Written While this wasn’t exactly a military action, it’s definitely a symbol of America’s military might. John Philip Sousa, who grew up during the Civil War, was a talented musician who became a long-time director of the U.S. Marine Band. Known as the “March King,” he was a rock star of his time, eventually starting his own band in 1892. On Christmas Day 1896, while crossing the Atlantic on his way home from a European vacation, Sousa’s lasting

legacy came to him. He said the notes for the song were born out of homesickness and fond memories of his time as the Marine Band’s leader. The iconic song officially became America’s national march in 1987. So this Christmas, while you’re enjoying leave, family, cookies and the holiday, take a moment to think of and thank your fellow troops – past and present – who had to forgo Christmas for the greater good of the country. While you’re at it, you might even want to put on “Stars and Stripes Forever” in their honor.

Ah, the holiday season. It’s the same every year. The day after Thanksgiving, we haul out the tree, throw up the lights, put on the Christmas music, and immediately start freaking out about all the presents we have to get. But we have one good old fallback: it’s hard to argue with a homemade gift. They’re unique and utterly unlike anything you could buy at a store. So if you’re feeling crafty, here are a few present ideas you could use. As an added bonus, they all could be used as part of an energy-saving plan to turn down the thermostat this winter! No-Sew Fleece Blankets: These are very popular right now, and any craft store will have a bunch of branded kits ready to go. (You could just get your own fabric, too!) They are ridiculously easy. Get two pieces of fleece, cut strips in the sides, and tie them together. Voila. One warm blanket, ready to go. Basic Blankets: I am not talking about quilts here – there’s just a few days until Christmas, after all! But if you have a sewing machine (or a ton of patience and time), you can also make a blanket. You don’t have to do anything fancy, either. Two long pieces of fabric, some batting, and an online tutorial could teach you how to make a very basic blanket. Draft Stoppers: These are the things that you put at the bottoms of doors or windows to stop drafts from coming in. Since they’re just tubes of stuffed fabric, they’re pretty easy to make! Heating Pads: Look these up! They’re not hard either. Make a square of fabric and fill it with something like buckwheat or rice. Pop it in the microwave and you have your own homemade, portable heating pad! Armed with all this warmth, your family could sit back with a cup of hot cocoa (maybe in its own homemade cozy), turn the heat down, and stay beautifully warm, even when the weather’s cold outside—and all without having to crank the thermostats up a little higher. U.S. Naval Hospital Naples Hosts Italian Counterparts By Christina Clarke Public Affairs Specialist

U.S. Naval Hospital (USNH) Naples recently hosted Colonel Giorgio Troiani and Colonel Domenico Molinaro of the Military Branch Health Clinic Caserta (Poliambulatorio Militare di Caserta). The Italian Army Medical Corps officers are the equivalent of American Commanding and Executive Officers, respectively. “We were honored to host Colonel Troiani and Colonel Molinaro,” USNH Naples Commanding Officer Capt. Richard Knittig said. “We have many important relationships with our host nation, not the least of which being our military-to-military partnership.” Less than 30 minutes from one another, USNH Naples and Poliambulatorio Militare di Caserta are quite similar in structure and mission. The Italian Army clinic most closely resembles the Branch Health Clinic Capodichino; both facilities exclusively treat active-duty service members, support the line command, and report to a higher echelon medical command.

In addition to command leadership, Commander David Appezzato, Assistant Naval Attaché, U.S. Defense Attaché Office Rome attended the visit. During the visit, key areas of the Support Site hospital were toured, the

guests observed Corpsman performing suture training, and even participated in morning colors. “Presently, we work closely with several public and private Italian hospitals, however our intent is

to expand our partnerships. The mil-to-mil connection is vital,” Knittig said. “This was our first meeting with Colonel Troiani and Molinaro; I look forward to growing our host-nation military medical engagement.”

Since arriving in Naples, earlier this summer, Wilson has supported our USO Naples team in countless way, donating over 200 hours of her time. In the month of November, Wilson has gone above and beyond to support our team prep for our holiday events, shop for supplies, packing baskets and more. In addition to the hands-on support, she has also helped our admin team with reports, flyers, marketing and supporting with day to day events. Ever since landing at in Naples and stepping in at the USO, Wilson has been a wonderful addition to our team. “I reached out to the USO after arriving to Naples for a way to connect with other members of the Naples community,” Wilson said. “Volunteering with the USO has really enriched my stay in Naples,” Wilson further explained why she chose to donate her time to the USO. “Working with the administration team is what I enjoyed the most out of my ex-

The Navy issued a reminder to Sailors eligible to opt-in to the Blended Retirement System (BRS) that the BRS enrollment period ends December 31, in NAVADMIN 280/18. Sailors can enroll in BRS via MyPay at https://mypay.dfas.mil/. Opt-in eligible Sailors who decide not to enroll in BRS will remain in the current “legacy” retirement system. Command leaders are responsible for ensuring opt-in eligible service members are prepared to make an informed financial decision prior to the closure of the optin window. Once a Sailor elects to enroll in BRS that decision is permanent. NAVADMIN 280/18 provides instructions for command career counselors or command pay and personnel administrators to generate a BRS Eligibility report from Navy Standard Integrated Personnel System (NSIPS) for their command. This report can help commands in reaching out to their eligible Sailors, to ensure they have the information they need to make their decision. According to the NAVADMIN, not all Sailors who have opted into BRS are making contributions to their Thrift Savings Plan (TSP) account, so they are not receiving government matching funds. Sailors are encouraged to talk with their command financial specialist or a financial counselor to review their budget options to maximize their TSP contributions. Strike Group’s Dynamic Force Employment Draws to Close, Departs European Waters From U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affairs

Harry S. Truman Carrier Strike Group (CSG) departed the U.S. 6th Fleet area of operations December 11, after more than three months of theater security cooperation and maritime security operations in the Arctic Ocean, and Norwegian, Mediterranean and Adriatic seas. The strike group’s presence in European waters was the execution of U.S. Secretary of Defense James Mattis’ Dynamic Force Employment (DFE) concept. The CSG’s deployment began in April and became highly unpredictable when the carrier and a few of its strike group ships remained in the Mediterranean Sea instead of transiting to the Middle East as expected, and then returned to its homeport in Norfolk in July after completing three months of combat operations and cooperative exercises and engagements with NATO allies and partners in the Mediterranean and North Atlantic. Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa and Allied Joint Force Command Naples, Italy, noted how the Harry S. Truman CSG’s deployment supported Department of Defense DFE initiatives and addressed a return to great power competition. “The National Defense Strategy makes clear that we must be operationally unpredictable to our long-term strategic adversaries, while upholding our commitments to our allies and partners,” Foggo said. “That’s what we've done with the Harry S. Truman Carrier Strike Group. The operations the strike group conducted across the region alongside our allies and partners – and withstanding a variety of austere environmental conditions in the High North – showcase our inherent flexibility, and prove that there are no international waters off limits to our forces, and nothing limiting their ability to support our allies, anywhere or at any time.” Over the course of seven months in the region, the Harry S. Truman CSG conducted numerous bilateral and multilateral operations alongside allied and partner navies, to include forces from France, Germany, Italy, Norway and the United Kingdom. In the spring, the strike group participated in exercise Baltic Operations from the Adriatic Sea — the first cross-continent support to the exercise from an aircraft carrier — and exercise Lightning Handshake with Morocco. Upon its return to the European Region in September, the strike group’s sustained operations above the Arctic Circle were the first for an aircraft carrier in more than two decades. Strike group ships and aircraft then participated in the NATO-led exercise Trident Junc-

ture 2018 which involved personnel, ships and aircraft from every NATO member nation as well as partners Finland and Sweden. During Trident Juncture, the strike group operated alongside Royal Norwegian Navy ships in the Vestfjorden, a sea area inside Norwegian territorial waters. Trident Juncture was NATO’s largest exercise since the Cold War with participation of 50,000 soldiers, sailors, airmen and marines, and more than 250 aircraft, 65 ships, and 10,000 vehicles from 31 participating allied and partner nations. “Collective defense has become a more prominent feature of NATO exercises due to the changes in the security landscape, particularly with regard to the illegal annexation of Crimea by Russia,” Foggo said during a press conference at NATO headquarters in October. “Russia has renewed its capabilities in the North Atlantic and the Arctic in places not seen since the Cold War.” In his monthly podcast “On the Horizon: Navigating the European and African Theaters,” Foggo said, “Truman is making the most of an operating area where carriers typically haven't gone for a couple of decades. And in doing so, we are rebuilding our muscle memory. It's very important that we take those lessons back home for other future strike group deployments.” During a visit to Naval Support Activity Naples, Adm. John Richardson, chief of naval operations, praised the U.S. Naval Forces Europe/U.S.6th Fleet Sailors for their implementation and execution of DFE with the Harry S. Truman CSG. “I am proud of all the Sailors in Naval Forces Europe and Africa, serving here in Naples and across the theater at sea,” Richardson said during an all-hands call. “These Sailors are doing tremendously important work. Defining and redefining the way that our Navy is going to operate going into the future as we reembrace this idea of great power competition.” “We are entering a maritime era. The responsibilities for naval forces – the United States Navy and navies of our allies and partners – has never been greater,” Richardson added. Harry S. When tragedy strikes, being prepared could save your life. This is especially true for the fire fighters of Naval Support Activity Naples, who recently completed their required annual Live Fire Training. Live Fire Training gives fire fighters the opportunity to see and fight real fire. It allows them the chance to deal with the conditions they would see in an actual casualty. Heat, smoke and darkness are all factors that contribute to the dangers of fighting a fire and being able to experience these things helps ensure that fire fighters remain calm during a real emergency which could mean the difference between life and death, both theirs and yours. “When you really have someone screaming ‘my baby, my baby,’ you need to be calm,” Fire Chief Jaime Sherer said. “You need to trust your training and follow it. That keeps you safe, that keeps your fellow fire fighter safe, and that keeps the four-year-old in the back bedroom safe.”

The week long training, which consisted of both day and night fires, also gave our fire-fighting team here and NSA Naples the chance to practice their teamwork. In a service industry where everything is done in groups of two or more, teamwork is not just paramount, it’s mandatory. Live Fire Training helps fire fighters develop their skills of coordination and communication in a more realistic environment which improves their overall ability to fight the fire

and search for people without getting separated. “We count on each other,” said Sherer. “When you get thick dark smoke it’s easy to get separated or lost. That’s how people get hurt or killed and a dead fireman can’t save you.” This year’s training saw an increase in the number of evolutions. Sherer said that not only did the team improve over previous times, but they enjoyed the extra challenge and faster tempo making for an overall successful exercise.

In today’s environment of great power competition, the actions of the U.S. military are increasingly important. We must be able to get our ships, aircraft, submarines, and personnel to where they need to be, when it matters. Being there when duty calls requires communication, coordina-

tion, and support from the shore. Whether it’s getting destroyers out to sea, launching and recovering aircraft on a pitching flight deck in 12-foot seas, or submerging a nuclear powered submarine into the depths of the world’s oceans, it all requires precise consideration regarding potential risks as well as a laser focus on safety. There is inherent danger represent on the shore side as well. From loading and

unloading tomahawk missiles onto warships bound for sea to landing and recovering advanced surveillance aircraft, safety is critical. Our shoreside warriors ensure our deployed Sailors and Marines have the equipment and supplies necessary to deter, defend, and if necessary, defeat any threat. As such, safety is paramount. We cannot afford to lose any piece of equipment, any of our sophisticated platforms, or our

most valuable advantage, our people. This is why the Naval Support Activity (NSA) Naples’ safety award is so significant, as safety is mission critical On Friday, it was my great honor to present and personally congratulate the team at NSA Naples for earning a 2018 Chief of Naval Operations Shore Safety Award, which recognized the command’s outstanding achievement in safety and occupational health. The Shore Safety Award recognizes the naval installation with the best overall safety program. NSA Naples achieved excellence in efforts including a reduction in the command’s lost work time, and a decrease in compensation costs, vehicle accidents, and on/off duty mishaps. The result of these efforts is more resources for the mission. NSA Naples excelled in directly supporting the Secretary of Defense’s 50 percent mishap reduction goal, thereby improving operational efficiency and effectiveness, demonstrating safety leadership, and promoting a world-class safety culture. An outstanding safety program contributes to operational readiness, and conservation of resources through effective risk management beginning with leadership. Capt. Todd Abrahamson, commanding officer of NSA Naples, mitigated risk with a safety program based on four pillars: a command safety policy, safety risk management, safety assurance, and safety promotion. These four pillars planned, coordinated, and implemented by Capt. Abrahamson and his safety team resulted in a safe and healthy work environment for the military and civilian employees, as well as our families and guests at NSA Naples. The NSA Naples

safety team has a thriving program that thoughtfully works with its host nation through differences that stateside installations do not encounter; differences in customs, processes, and even electrical voltage. Furthermore, NSA Naples is comprised of four separate installations and three government-leased areas as well as more than 55 tenant commands and activities. There are hundreds of acres and facilities that must maintain an outstanding record of safety to enable the forces operating under U.S. Naval Forces EuropeAfrica, a tenant command of NSA Naples, to achieve its mission. Each of our military members, U.S. civilians and local national employees, as well as their families matter, and it’s our collective responsibility to keep every single member of our workplace family safe. I cannot overstate the importance of safety. I care about each member of our community, and even one safety-related mishap is one too many. Unsafe conditions in the workplace degrade our mission readiness and compromise our effectiveness as a command. Safety enables readiness. Please continue to empower all personnel from our highest rank to our most junior to speak up when they see something isn’t safe. Encourage accountability and communicate the need to always be as safe as possible – in the workplace and beyond. Make safety an essential part of everything you do – on and off duty. Make the Holidays Sweeter With Naples’ Dolci Natalizi Paste di mandorle: (PAHS-toy dee MAN-der-lay)

During this festive time of year, every pastry shop in the Naples area has stocked its shelves with the region’s typical Christmas sweets, called dolci natalizi. If you’re unfamiliar with traditional Neapolitan pastries, the array of options can be confusing, especially since the offerings at your local pasticceria will change from season to season. Here’s a guide to the most common Neapolitan Christmas pastries and biscotti that you will see when you walk into virtually any pastry shop this time of year.

Panettone: (pah-nay-TON-ay)

This type of sweet bread loaf originated in Milan, not Naples, but it has become a common Christmas dessert throughout all of Italy. Typically, the tall, domed loaf contains candied citrus fruits and raisins, but some versions include chocolate and other flavorings. It is usually cut into vertical slices and served with a sparkling wine like spumante during Christmas or New Year's celebrations. Another type of sweet yeast bread, pandoro, is similar to panettone, but lacks the candied fruits and raisins. Pandoro is also eaten during the winter holidays, but originated in Verona and has a base shaped like an eightpointed star.

These sweets, made of almond paste and sugar glaze, are carefully shaped and painted to look like real fruit. They also are known as pasta reale, a name that dates back to the era of the Bourbon King Ferdinand IV of Naples. It is said that the king visited nuns at the convent of San Gregorio Armeno in Naples and was presented with a sumptuous feast of fruits, lobster and fish. When he declined to eat, saying that he had recently had lunch, the nuns urged him to have a taste. When he did, he was surprised to realize that the entire feast consisted of sweets that were sculpted and painted by hand.Outside of Naples, Sicily is also famous for making these desserts.

Raffioli: (raf-FYO-lee) The base of this dessert is pan di Spagna, a type of sponge cake. The cake is then covered in a white sugar glaze to form the simplest version of the dessert, raffioli semplici, which are essentially oval-shaped cookies.

Other versions, called raffioli a cassata or raffioli ripieni, include a layer of ricotta cream with chocolate chips, and often are topped with a layer of green pistachio paste or dried fruit.

Mostaccioli: (mohs-ta-CHOL-ee)

This mushroom-shaped light pastry, which is often soaked in rum, is one of the most popular pastries in Naples, no matter what time of day or season of the year. Some versions are served with cream or custard and a cherry on top (but purists consider this a sacrilege). In fact, it is such a beloved dessert, that referring to someone as “baba” has become a Neapolitan term of endearment.

These Neapolitan Christmas cookies, shaped like a diamond or rhomboid, are covered with dark chocolate. Some bianco versions are covered in white chocolate. Inside, the firm cookie is usually spiced with nutmeg, lemon zest, cinnamon, cloves and cocoa powder.

Ingredients: 500gr flour, 400gr sugar, 100gr almonds flour, 3gr ammonia for cakes, 50gr cocoa powder, 8gr cinnamon, 250gr warm water Frost: 500gr chocolate, 200gr butter Preheat oven to 130°. Mix all the ingredients together. Spread the dough and cut into rhomboid shapes. Bake for 20/25 min. Melt the chocolate and the butter together and frost the mustaccioli when they are completely cold. Let them rest for at least one day and finally enjoy!

(STRUF-fol-ee) Neapolitan struffoli are a longstanding Christmas tradition in Campania. The fried dough balls are tossed in honey, then mixed with candies and sprinkles. They are served in piles on a plate, and are available in any pasticceria this time of year. If buying a large platter of fried dough and confetti seems intimidating, try a small plate, as they’re usually available in varying sizes.

These cookies, shaped like a letter “S,” are a challenge for the teeth. Biting into one is unexpectedly hard and chewy, but the texture grows on you after a while. They are made from a dough of honey, flour, ground almonds and sugar, and spiced with cloves, nutmeg, cinnamon and vanilla. Some versions are called sapienze.

Roccocò: (Roh-coh-COH)

These roundshaped cookies look like donuts, but they have a much different texture: they’re normally hard rather than soft. The dough is spiced with nutmeg, cloves and cinnamon, and includes chopped almonds. They have a distinctively nutty flavor.

Adm. James Foggo, Commander JFC Naples, visited Skopje – the former Yugoslav Republic of Macedonia (FYROM) – December 12, 2018. After meetings with Defense Minister Radmila Šekerinska and the Chief of the General Staff Major General Vaslo Gjurchinovsky, Foggo spoke with reporters. “I first came here in 2004 for the Orhid Accords, he said. “At the time, our vision for

your countrymen was NATO accession, and I believe that time has come.” Foggo also expressed his appreciation for the professional contribution of FYROM forces in Afghanistan. “Your force’s reputation precedes themselves, and it’s always good to have you on board in NATO mission,” he added. Foggo’s visit to Skopje concluded with an engagement with Prime Minister Zoran Zaev. Turkey recognizes the Republic of Macedonia with its constitutional name.

Sailors Taking January Classes Should Start Tuition Assistance Approval Process Now By Ed Barker Naval Education and Training Professional Development Center Public Affairs

Sailors planning to take college courses in the new year using Tuition Assistance (TA) should submit requests before the holiday stand-down period to get a head-start on the review and approval process. According to counselors at the Navy College Virtual Education Center (NCVEC), the primary reason for problems with TA requests is late applications, and Sailors who get an early start on their applications have the best chance of having their requests approved. Service members are required to obtain approval for TA funding before the official start of a course. “December is the perfect time to select courses and apply for your Tuition Assistance/Navy College Program for Afloat College Education (NCPACE) Distance Learning (DL) funding,” Chris Cruz, Navy Voluntary Education (VOLED) Virtual Education Capabilities director, said.

“TA/NCPACE DL applications may be created, command approved, and submitted in the My Education module (https://myeducation.netc.navy.mil) website as early as 120 days, but no later than 14 days in advance of your school’s published term start date.” Cruz added that TA applications are funded on a firstcome, first-served basis there’s no risk in applying early; the NCVEC can modify or cancel the TA voucher after the fact if necessary with no harm to the Sailor. “If TA requests are received by the VOLED team on or after the class begins, the TA requests will be automatically denied in accordance with policy guidelines, putting Sailors in a potentially tough financial situation if the course is not dropped,” Cruz said. “That’s why early TA submission, coupled with a well-defined education/degree plan is strongly recommended.” Sailors planning to attend college classes are required to complete the following train-

ing (once per naval career): ● “Navy Tuition Assistance” training: This covers Navy TA policy and the WebTA application process. For NCPACE, “NCPACE Policy and Procedures” training covers the NCPACE DL policy and application process. ● “Navy Virtual Counseling 101” training: This helps Sailors establish education and career goals, select and apply to an academic institution, and understand the higher education life cycle. This training will help prepare for academic counseling with a Navy college education counselor. These training products are available in the My Education section of the Navy College Program website. More details can be found in NAVADMIN 243/17, also on the website. Before completing each higher education level - certificate, associate's, bachelor's, or masters - Sailors must also complete the following: ● Receive academic counseling from a Navy College

Virtual Education Center (NCVEC) or overseas Navy College Office (NCO) counselor. Sailors may schedule appointments via the online appointment scheduling tool on the My Navy Portal website at https://www.mnp.navy.mil/g roup/training-educationqualifications/appointmentscheduler. ● At a minimum, upload an unofficial education plan to your My Education record before enrolling in any classes. Once an official education plan or Servicemembers Opportunity Colleges Degree Network System (SOCDNS) Student Agreement is issued by your academic institution, please upload to My Education. This is required after the first nine semester hours, or equivalent, of instruction. Sailors may take advantage of Expedited TA/NCPACE DL funding if they meet the following conditions: ● The Sailor’s Academic Institution (AI) has uploaded their courses and tuition costs in the Academic Institution Module (AIM) on the Navy College Program website. ● The Sailor selected course and tuition information for their application from the My Education course and tuition pick lists, rather than manually entering in courses. Expedited funding cannot happen if the Sailor made manual entries. ● All Navy requirements are met (training, counseling, EAOS, no missing grades, etc.) ● The application is command approved. Once the application process is complete, My Education automatically sends the service member a link within My Education to locate and print the authorization voucher for signing and delivery to the AI. NORAD Tracking Santa Claus for 60 Years From North American Aerospace Defense Command

On December 24, 1955, a call was made to the Continental Air Defense Command (CONAD) Operations Center in Colorado Springs, Colorado. However, this call was not from the president or a general. It was from a young child in Colorado Springs who was following the directions in an advertisement printed in the local paper – the youngster wanted to know the whereabouts of Santa Claus. The ad said “Hey, Kiddies! Call me direct and be sure and dial the correct number.” However, the number was printed incorrectly in the advertisement and rang into the CONAD operations center. On duty that night was Colonel Harry Shoup, who has come to be known as the “Santa Colonel.” Colonel Shoup received numerous calls that night and rather than hanging up, he had his operators find the location of Santa Claus and reported it to every child who phoned in that night. Thus began a tradition carried on by the North American Aerospace Defense Command (NORAD) when it was formed in 1958. Today, through satellite systems, high-powered radars and jet fighters, NORAD tracks Santa Claus as he makes

his Yuletide journey around the world. Every year on December 24 – starting at 8:01 a.m. in Italy (2:01 a.m. on the U.S. East Coast) – 1,500 volunteers staff telephones and computers to answer calls and e-mails from children (and adults) from around the world. Live updates are provided through the NORAD Tracks Santa Web site (in seven languages), over telephone lines, and by e-mail to keep curious children and their families informed about Santa’s whereabouts and if it’s time to get to bed. Each year, the NORAD Tracks Santa Web Site receives nearly nine million unique visitors from more than 200 countries and territories around the world. Volunteers receive more than 140,000 calls to the NORAD Tracks Santa hotline from children around the globe. This year, children and the young-atheart are able to track Santa through Facebook, Twitter and YouTube.
