For the past week wildfires on the slopes of Mount Vesuvius have created a mountain of smoke surrounding the ancient volcano and blanketing the

lower slope and valley, which more than three million residents in Naples and surrounding communities call home. Dry, windy weather has challenged local firefighters (Vigili del Fuoco) fighting the Vesuvius fires along with hun-

dreds of fires that are burning throughout Italy, especially here in Campania and Sicily. As a result of these wildfires, hundreds of homeowners, businesses and tourists were forced to evacuate. WILDFIRES Page 11

JFC Hosts 7K for 7 Memorial Run Story by JFC Public Affairs

To honor the seven fallen Sailors of the Arleigh Burkeclass destroyer USS Fitzgerald (DDG 62) who died after the June 17 collision with a container ship while sailing near Yokosuka, Japan, the U.S. Navy element at Allied Joint Force Command (JFC) Naples hosted a 7K run on July 14, running 1K for each life lost. More than 100 runners participated in the run including four Midshipmen from the U.S. Naval Academy who were visiting JFC Naples. U.S. service members helped France celebrate Bastille Day today as they led the military parade down the famed Champs Elysees under the eyes of French President Emmanuel Macron and President Donald J. Trump. “The ties between the United States and France stretch back almost as far as our shared history as democratic republics,” Trump said in a written statement. “We have remained joined in common purpose ever since.” From World War I on, the United States and France together weathered the bloody 20th century. “Today, our two countries stand taller, and more united, than ever,” the president continued. “From Africa to the Middle East to Central Asia, we are fighting to destroy the terrorist organizations that threaten all civilized peoples and that continue to exact a terrible toll on the French people, including one year ago today. Together, we will eradicate their ideology.” The president was referring to the terror attack on Bastille Day last year in Nice that killed 86 people. ‘Great Day for a Flyover’ It was a deliriously beautiful day with temperatures in the 70s under a cloudless sky. “A great day for a flyover,” Navy Capt. Greg Hicks, the special assistant to the chairman of the Joint Chiefs of Staff and former helicopter pilot, said. And he proved to be right as the U.S. Air Force Thunderbirds in their distinctive F-16 Fighting Falcons flew from the Arc de Triomphe to the Obelisk of Luxor in the Place de la Concorde, flanked by two U.S. Air Force F-22 Raptors. The fires on Mount Vesuvius and other locations in Campania have been a serious topic of discussion over the past week, and I’d like to provide an update. Since about the 12th, Italian authorities have been combatting the fires with aircraft and personnel on the ground. This week, additional, smaller fires have been reported in other areas like Pozzuoli, Quarto, Gricignano, and Caserta, and are also being combatted by the Vigili Del Fuoco (Italian Fire Department) and other Italian authorities, including the the Esercito Italiano (Italian Army). We are keeping a close eye on the progress being made against the fires, and will keep the community informed via print and social media. Here’s what the members of our community need to know: First, the incident has nothing to do with seismic activity. There are reports that some fires were the result of arson, and if you see anything suspicious please make a report to Dispatch. Second, USNH Naples has issued an advisory to minimize time outdoors when smoke is prevalent. If you experience any health related issues associated with the fires, please contact your primary care manager. Lastly, our NSA Fire Department remains ready as always to respond if a fire is reported on our U.S. facilities, and is poised to offer some assistance to Italy if requested by the appropriate authorities. This is due to Italian law and U.S. Department of Defense instructions governing our actions beyond the fenceline and how we can legally provide support to civil authorities. We maintain routine communication with the Vigili Del Fuoco and the local Protizione Civile, and will continue to coordinate with them throughout the summer. Again, if you see a fire being started or a fire that has already started near or on one of the NSA Naples locations, please call emergency dispatch at 081568-4911. Please also call if you find yourself in an emergency situation, on or off base. I’d also like to provide the community with an update on our Support Site sprinkler project. So far, buildings 2048, 2124, 2006, 2127, 2044 and 2110’s fire protection sprinkler upgrades are complete. Villa Ischia’s sprinklers are about 90% finished, and building 2112 and 2119’s sprinklers are about 70% finished. This phase of the project is estimated to be finished by the end of September, and the overall project will continue until each government residence has indoor fire sprinklers installed. A special thanks to Mirabella and our PWD team who have worked so well together on this project to ensure we support our families by staying on schedule. City of Naples Signs Deal to Revitalize Bagnoli Former Steel Plant After 23 years of wrangling and protest by local people in Bagnoli, a deal was signed by the city of Naples, the central government and the Campania region on Wednesday for the urban revitalization of the area at the Bagnoli former steel works site. Mayor Luigi de Magistris said this project could be decisive for the future of the city, and could be a lighthouse for the revival of the South. Italian Researchers Discovered ‘Multitasking’ Gene Researchers from the Italian Institute of Technology discovered the COMT gene in the brain that helps people to multitask. This discovery was published in the Molecular Psychiatry journal and could also have applications in the treatment of schizophrenia and posttraumatic stress disorder. Last Week’s Wildfires Burn More Land Than All of 2016 In one week the wildfires in many parts of Italy, including the Vesuvius National park in Naples and the Castel Fusano pine wood in Rome, burned 27,000 hectares of land as the total for the whole of 2016, according to European Commission’s Forest Fire Information System (EFFIS). In Naples several homes were evacuated as fire raged throughout the Posillipo neighborhood. As a result of the fires on Monday, a 53year-old man died after climbing onto the roof of his shed in an attempt to escape the flames. Campania’s regional governor asked Italy’s Defense Ministry for further assistance of the army who were deployed in the Mount Vesuvius National Park to help Civil Protection

volunteers and firefighters. Lazio’s regional governor called for the government to declare a state of emergency over the recent wildfires. President of Italy Sergio Mattarella on Tuesday called for a hard line to be taken against arsonists. He said that blazes “are often the result of criminal actions, which should be punished with strong determination and great severity.” Restaurants Serving Frozen Food – Without Informing Customers – Now a Crime in Italy Italy’s top civil court ruled that serving frozen food at a restaurant without labeling it on menus is a crime. A Milan eatery was fined €200 for failing to inform customers that food served wasn’t fresh. A local court accused the chef of the restaurant of commercial fraud after a restaurant inspection revealed the freezers to be fully stocked, despite there being no mention of frozen food on the menu. Milan’s appeals court upheld this decision in a November 2015 ruling, so the chef took his case to the highest court. The chef told the judge that there were no customers at the time of the inspection but the slight availability of frozen food, if not identified as such on the menu, constitutes attempted commercial fraud,” said the judge. The judge then increased the man’s fine from €200 to €2,000, plus legal fees. Most Car Accidents in Italy Caused by Cell Phones A new modification to a road safety bill is going through parliament to take away driving licenses if drivers are caught using cellphones while driving. In Italy 81 percent of car accidents are caused by “distractions” at wheel. Three out of four crashes are caused by phoning or texting while driving said a road safety report by police and parliamentary committee.

HISTORY: NEW YORK NATIONAL GUARD REPORTED FOR WORLD WAR I DUTY 100 YEARS AGO By Eric Durr New York National Guard

On July 15, 1917, 24,000 members of the New York National Guard began reporting for duty in what was then known as the World War. On July 12, President Woodrow Wilson had ordered all 112,000 National Guardsmen across the country to report for duty as part of the National Army, which was being built to fight the Germans in France. The U.S. had declared war on Imperial Germany and Austria-Hungary on April 6 and now an army had to be sent to France to fight. The first step was to mobilize the Army’s main reserve, which was the National Guard. Wilson’s order specified that National Guard soldiers begin reporting to their local armories between July 12 and July 25. New York’s troops, along with those in Pennsylvania, Ohio, West Virginia, Michigan, Wisconsin, Minnesota, Iowa, North Dakota, South Dakota and Nebraska were instructed to report on July 15 and begin preparing to ship out. The soldiers were allowed to go home each night and report back to the armory each day to continue training. Almost 17,000 New York National Guard soldiers had been on duty along the Mexican border to prevent incursions from the troops of Mexican revolutionary Gen. Pancho Villa during 1916. Some of them had only returned to New York in the spring of 1917.

Other New York soldiers had been guarding railroad bridges, aqueducts and the Erie Canal to prevent German sabotage. Organizing an Army The bulk of New York’s troops were organized as the 6th Division, which would be changed on July 20 to the 27th Division. Other New York units were mobilized separately. The 69th Infantry Regiment would be renamed the 165th Infantry and fight as part of the 42nd Infantry Division, which was made up of National Guard troops from around the country. The15th New York Infantry, an AfricanAmerican regiment, would fight on its own under French command and become famous as the 369th Infantry Regiment, the “Harlem Hell Fighters.” New York’s 1st Aero Company, which had conducted the first long-distance American military aviation flight in 1916, did not go to war as a unit, but its members all served in the brand new U.S. Army Air Service. On Aug. 5, all those New York National Guard soldiers became members of the United States Army. At the end of the month, the members of the 27th Division began leaving New York for Camp Wadsworth, in Spartanburg, South Carolina, where they would continue their training. More than 400,000 New Yorkers served in the military during World War I, more than any other state.

Information Systems Technician 3rd Class Feliciano Gorospe Rabaja III has been serving at his first duty station for less than a year, but at USO Naples, he’s a veteran volunteer. Ready to answer the call wherever he is needed, Rabaja, or Fel, as USO Naples staff and other volunteers call him, is well versed in programs that range from our weekly Tuesday Troop Luncheon that serve our military service members at Capo, to our Family BINGO Nights, which provide a fun opportunity for families to connect within the community. “I love BINGO,” Rabaja admits, laughing, “I love how you get the oohs and awws. It’s great. You hear the reactions from all the families and volunteers that are playing, too.” Other aspects that Rabaja enjoys about volunteering with the USO include the flexibility of volunteer opportunities, and the guns blazing attitude of the USO Naples Committee. “I like that opportunities are not excluded to just weekdays, when most of us are working,” he says. “I also like the energy. A lot of times you just come in and USO is always smiling and ready to go.” Rabaja, who has been volunteering since childhood, found the USO as an outlet to continue his community service in Naples. In the past seven months, he has dedicated more than 108 hours of his time for more than 15 events that improve the quality of life of service members and their families in Naples. The Arleigh Burke-class guided missile destroyer USS Carney (DDG 64) and the Ticonderogaclass guided-missile cruiser USS Hue City (CG 66) departed Odessa, Ukraine, July 13, 2017, to participate in the at-sea portion of exercise Sea Breeze 2017. Sea Breeze is a United States and Ukraine co-hosted multi-national maritime exercise held in the Black Sea, and is designed to improve training value for participants and enhance flexibility and interoperability. The exercise provides the opportunity for personnel of participating nations to engage in realistic maritime training to build experience and teamwork. “Sea Breeze is a fantastic op-

portunity to build trust and initiate communication among the participating nations,” USS Hue City Commanding Officer Capt. Dan Gillen said. “Stability and security in the region is essential, and this exercise allows for participating naval forces to operate and train together in the Black Sea.” Both ships arrived in Odessa, July 10. Hue City, a part of the George H.W. Bush Carrier Strike Group, hosted various distinguished visitors for a reception associated with the exercise and held tours of the ship, while Carney attended the opening ceremony and the pre-sail conferences for Sea Breeze2017. While in port, Sailors of both ships had the opportunity to see the many sights that Odessa has to offer before beginning the at-

sea portion of the exercise. “We are thankful for the hospitality of our Ukrainian hosts,” USS Carney Commanding Officer Cmdr. Peter Halvorsen said. “Odessa is a beautiful city with a vibrant culture and rich history. Now underway, we are thrilled to participate in the first part of the at-sea phase of Sea Breeze 2017. Refrigerators are one of many appliances that remain on day and night. One way to reduce energy waste is to ensure your refrigerator is in the best working condition possible. Think of it as similar to the way you would think of cooling your home with A/C. When the house has a tight seal the air circulates better throughout the home and very little escapes. There should be a tight seal on all refrigerator doors. One way to test if the seal is tight is to place a dollar bill in the door. If the dollar falls when the door is closed consider calling the housing warehouse to get a more efficient one. Using an energy star refrigerator can help save up to $150 on utility bills a year. Most people don’t think about the maintenance for their refrigerator would save them energy but it does. Here are some things you can do with your refrigerator to make it more energy – and cost – efficient. Don’t set the temperature colder than necessary Set the refrigerator temperature between 35° F and 38° F. set the freezer control so the temperature is between -5° F and +6° F. A small thermometer placed in the refrigerator or freezer will help you set it correctly. Clean the unit Clean dust off the condenser coils, fins, evaporator pan and motor once or twice a year. A clean unit runs more efficiently. Unplug the unit and clean with a vacuum cleaner or long-handled brush. Also leave a little space behind the unit to allow air circulation. Defrost a manual-defrost unit regularly Frost makes your unit work harder and wastes energy. Don’t allow more than one-quarter inch of frost to build up.

January 2018 E-7 Advancement Cycle Announced By Ed Barker Naval Education and Training Professional Development Center Public Affairs

The January 2018 Navy-wide enlisted examination (Cycle 238) testing date for active duty and full time support Sailors who are advancement eligible to the paygrade of E-7 was announced in the Naval Administrative Message (NAVADMIN) 175/17, dated July 14. Each Navy advancement examination consists of 25 professional military knowledge and 150 job-specific rating technical questions. The Navywide examination date is January 18, for Navy and Full Time Support (FTS) Sailors eligible to advance to chief petty officer, as well as E-6s who are required to take the E-7 exam for the limited duty officer program. “Bibliographies (BIBs) for the E-7 January exam are available for download on My Navy Portal and the Navy COOL website,” Master Chief Electronics Technician James Berhalter, command master chief of the Naval Education and Training Professional Development Center (NETPDC), said. “The E-7 advancement process differs from the E-4 to E-6 process in that the final multiple score (FMS) consists of

only two elements that are used to rank order eligible E-6s: the exam score and performance mark average (PMA).” Participation in the January exam is only a part of the advancement process for E-7. The top 60 percent, ranked by FMS, in each rating get to compete for advancement against peers and have their record sent to the E-7 selection boards. Selection board eligibility results are normally released in mid-March on the Navy Enlisted Advancement System (NEAS) website. During Advancement Examination Readiness Reviews held at NETPDC, visiting E-7 to E-9 fleet subject matter experts in each enlisted rating ensure all examination questions can be linked to current references and publications. As rating subject matter experts (SME) select questions for the examination, an examination bibliography is developed for that specific cycle’s exam, based on the source references used to formulate questions on the exam. The Navy Advancement

Center (NAC) updates bibliography information as fleet instructions and manuals change and it is recommended that candidates check their bibliography a few times prior to the exam administration date to make sure they have the most recent BIBs. “Bibliographies and their listed references should be a critical part of each Sailor’s exam preparation program,” Berhalter added. “When the Cycle 238 exams were created, each test question was tied to a specific reference, and the bibliography is a compilation of all references used to create that specific exam. With that in mind, I would recommend Sailors use only the official Navy bibliography sources for studying their references.” To download the bibliographies and an exam-specific topic list for the upcoming cycle, go to the Navy Advancement Center’s Web portal at www.nko.navy.mil/group/navy-advancement-center/bibliographies, the Navy Credentialing Opportunities Online (COOL) website at

The parade down the Champs-Elysees is an annual event and this year the theme was “Operational Together.” It highlighted the close relationship among all the French security services and with the Americans. While France is America’s oldest ally – the United States would not have won the Revolution without French sailors winning the Battle of the Chesapeake against the English in 1783 – the modern version of the alliance dates to World War I. The 2017 Bastille Day Parade was almost exactly 100 years from when 14,000 American soldiers arrived in France as part of the American Expeditionary Force. The American contingent leading the parade included troops from the Army’s 1st Infantry Division. The soldiers of the flag detail carried vintage 1903 Springfield rifles and were dressed in the uniform worn by World War I troops, with flat helmets, wool uniforms with choker necks and puttees. The division flag carried battle streamers from Catigny, St. Michel and the Meuse-Argonne – World War I battles where the division lost almost 5,000 killed in action and a further 18,000 wounded. During the Great War, American divisions had 28,000 personnel assigned. Other American soldiers marching in the parade were members of the 173rd Infantry Brigade Combat Team, the 7th Army Training Center and the 10th Combat Aviation Brigade. The American soldiers in World War I fell in on French weapons and vehicles, and the military parade featured a Schneider tank from 1917 next to today’s armored combat vehicle and a 1917 Saint Chamond tank next to today’s Leclerc main battle tank. Following them in a long line, historic transporters, trucks, bridge units and ambulances drove along next to their modern-day counterparts. The World War I vehicles almost looked quaint. “You have to remember that in 1917, those were cutting-edge weapon systems,” said a French major in the press area. “They would have been very familiar to American forces arriving in France.” The parade was a straight shot down the Champs-Elysees – one of the most famous streets in the world. While it was the first time Americans had the honor of leading the parade, it was not the most famous American military march in Paris. Four days after the liberation of Paris on August 25, 1944, the entire U.S. Army 28th Infantry Division marched down the Champs-Elysees as a show of Allied unity. French leader Gen. Charles De Gaulle and U.S. Army Gen. Omar Bradley took the salute of the division. The 28th marched all the way through the city and was in combat later that day.

Navy Announces Review of All Collateral Duties, Eliminates Seven Now From Chief of Naval Operations Public Affairs

The Navy recently eliminated seven shipboard collateral duties in NAVADMIN 168/17, released July 11, and tasked a working group to further review all collateral duties for the potential to be eliminated or consolidated. The seven collaterals identified for immediate elimination were selected from a review of Fleet units and will have minimal impact to mission: Athletics Officer, Library Officer, Health Benefits Advisor, Community Relations Project Officer, Enlisted Safety Committee (Safety petty officers have not been eliminated, but the Committee will be combined into the Enlisted Safety Council), Knowledge Management Officer, and Voting Officer. This effort is part of a larger objective to remove unnecessary burdens and distractions from Sailors to allow them to focus on core warfighting and to better allow leadership to evaluate Sailors on performance in their

primary duties. “There’s this idea that without a bunch of collaterals, you’re just not going to be competitive for advancement, and what that does is water down our mission focus,” Chief of Naval Operations (CNO) Adm. John Richardson during an April all-hands call in Hampton Roads, Virginia, said. Vice Chief of Naval Operations (VCNO) Adm. Bill Moran has been closely involved in the development of this NAVADMIN and signed as the releasing authority. VCNO notes the next step is to identify additional collateral duties that are trivial, have outlived their usefulness, are implicit in primary billet descriptions, or should be temporary only. “It’s not just about removing collateral duties,” Moran said. “It’s about taking a hard look at all the demands we put on our ships, squadrons and our Sailors, and refocusing our efforts on eliminating the unnecessary tasks that

ultimately distract our Sailors from their primary duties.” Master Chief Petty Officer of the Navy Steven Giordano will lead a working group to conduct a comprehensive review of all collateral duties and will report his findings, via Fleet leadership, directly to CNO later this summer. Make an escape plan It is important to have a plan when there are children in the home. Children sometimes need help getting out of the house, and they may not know how to escape or what to do unless an adult shows them.

● Have a plan for young children who cannot get outside by themselves You will need to wake babies and very young children and help them get out. In your plan, talk about who will help each child get out safely. ● Know two ways out of every room It is important to find two ways out of every room in the house, in case one exit is blocked or dangerous to use. ● Choose a meeting place outside the home Children should know what to do when they hear a smoke alarm and there is no adult around.

Help them practice going to the outside meeting place. Teach them to never go back inside a building that is on fire. Keep children safe from fire and burns Some children are curious about fire. There are simple steps you can take to keep you and the people you love safer from fire and burns.

Be sure to keep children at least three feet away from stoves, heaters or anything that gets hot. ● Keep smoking materials locked up in a high place Never leave cigarette lighters or matches where children can reach them. ● Never play with lighters or matches when you are with your children Children may try to do the same things they see you do.
