In true NATO fashion, a multinational team from Allied Joint Force Command Naples competed in the annual Royal Navy and Royal Marines Charity Field Gun Competition at the HMS Collingwood Open Day in Portsmouth, United Kingdom on June 2. Often referred to as ”the toughest sport in the world,” Field Gun is a fastpaced competition which challenges teams to move, assemble, dismantle and fire a 100-year-old, antique, one ton Field Gun over a 170 yard course in the fastest time possible. The team, made up of eight different nations, earned the Endeavor Trophy for their efforts and achievements throughout the season including a fastest time of 1 minute, 35 seconds. With crew members from Croatia, France, Germany, Italy, Spain, Turkey, United Kingdom and the United States, they became the

A new rating modernization initiative will provide active-duty, senior enlisted Sailors looking for their next billet the opportunity to get a jump on the process thanks to a new selection board pilot program, the Navy announced June 14. The Fiscal Year (FY)-19 Enlisted Advancement-toVacancy Selection Board, announced in http://www.public.navy.mil /bupers-npc/reference/messages/Documents/NAVADMINS/NAV2018/NAV1814 4.txt is a pilot program where active-duty, senior enlisted Sailors apply for specific priority billets listed in the NAVADMIN and, if selected, are temporarily advanced to the billet paygrade. This pilot will be limited to critical E8 and E9 billets only. Pending the outcome of the pilot, we expect to expand this program to other enlisted paygrades. To be permanently advanced, Sailors must be selected for advancement via the normal advancement process. “This program will give motivated Sailors an opportunity to take on positions of greater responsibility, while at the same time helping the Navy to better align our senior enlisted leaders to the places we need them to be,” Capt. FREE Shuttle Buses to Carney Park have begun running from Support Site! We’re excited to start offering the service this summer since there are so many great recreational opportunities available at Carney Park. In addition to featuring the only golf course located inside an inactive volcano, Carney Park offers an Olympic size swimming pool, campsites, cabins for rent, picnic areas, bike rentals, and numerous sports fields including soccer, baseball/softball, football, basketball, sand volleyball pits, and Tennis courts. Keeping Carney Park open for our community to enjoy is dependent on our ability to show there is a strong need for it. So please, take advantage of these awesome recreational resources for you and your family, including the free transportation! Buses will run from June 15 to August 26 on Fridays, Saturdays, and Sundays, and specific schedules are posted at the bus stops. Another great resource to take advantage of is the upcoming Overseas Housing Allowance (OHA) survey. Every year the Defense Travel Management Office offers Department of Defense personnel and their families, stationed overseas, the opportunity to affect their housing allowance benefits. If you need proof that your participation can have a real affect, consider that following last year’s survey, Cost of Living Allowance (COLA) rates for Naples went up by 10 percent! This year’s survey will be available online from July 1 to 31 and we will post the link on our Facebook page. Please don’t miss out on this chance to let the DoD know how you and your family’s needs can be better met. I also can’t forget to remind everyone that it’s that time of year again when we celebrate Festa Americana at Carney Park! On June 30 and July 1, we’ll be hosting the biggest party of the year put on by our amazing Naples MWR team. Please join us for live entertainment, rides, great food, fireworks, and more. Transportation will be provided to and from Support Site for all U.S. military ID card holders. More Italians Giving Up Vegan Diet According to a recent study, most Italian are giving up a vegan diet, preferring to eat chicken and turkey, whose consumption was up 24 percent over the last five years. Meat is the prime source of protein for 54 percent of Italians. The consumption of vegetable foods was up as well. Sardinia Has Best Beaches in Italy The island of Sardinia has the best beaches in Italy, according to Legambiente and the Italian Touring Club. The best resorts were the Baronia di Posada and the Parco di Tepilora, both in the province of Nuoro and Chia in the south of the island. Four beaches in Sicily made the list of 96 resorts, while there were two in Puglia, Campania with Pollica-Acciaroli and Castellabate resorts, and Castiglione della Pescaia in southern Tuscany. Italian Newborns Continues to Drop The number of newborns in Italy has continued to drop since 2008. Last year the number of newborns dropped to 458, 51, the lowest level since the unification of Italy. Italy has registered less than half a million births, the national statistics agency (ISTAT) said. The agency said that 68,000 of the newborns, 14.8 percent of the total, had foreign parents. Austrian Teenager Caught Trying to Steal a Brick from Colosseum An Austrian teenage was caught by the Italian police trying to make off with a piece of ancient brick from the Colosseum amphitheater as a souvenir. Tourists face fines of several thousand euros and the ruining of cultural heritage or landscape is punishable up to five years in prison. Police officers fined 27 unauthorized street vendors around the monument and

seized their items which included hats, bottles of water, selfie sticks and tour bus tickets. Almost 20 people were charged for vandalizing the Colosseum in the past four years. Osteria Francescana Named Best Restaurant in World for Second Time The best restaurant in the world is located in Italy. Osteria Francescana was crowned for the second time, beating out top eateries in Spain and France during the World’s 50 Best Restaurant’s awards handed in Bilbao, Spain. Osteria Francescana is located in Modena, and it is run by Chef Massimo Bottura. The restaurant first won the award in 2016. Original Christopher Columbus Letter Returned to Vatican A copy of a handwritten 15th-century letter by Christopher Columbus was returned to the Vatican by the United States last week. The letter was written in 1493 and recounts Columbus’ discovery of America to the Spanish royal family. The original Columbus letter was translated into Latin after Spain’s King Ferdinand and Queen Isabella received it and several copies were distributed around Europe. The Vatican Library received one of these copies in 1921. The U.S. embassy statement said that in 2011, Homeland Security Investigations (HIS) was contacted by an expert in rare manuscripts who said the letter in the Vatican’s possession was a forgery, used as a replacement in a robbery. The date of the theft is not known. The stolen copy was tracked down to the U.S. city of Atlanta, Georgia, where it had arrived after a local man, now deceased, bought it from a New York book dealer in 2004, apparently unaware that it had been stolen. The Columbus Letter was handed back to the Vatican Library, described as the letter’s “rightful home,” according to a statement released by the U.S. Embassy to the Holy See.

Larry Daley, a retired Air Force Master Sergeant, has also served as a Navy College Education Counselor since 2008. Daley was transferred to Naval Support Activity Naples in October 2014. Born in Lockport, New York, in 1961, a small town about 25 miles west of Buffalo, New York, he joined the Air Force in August 1979 when he was 18. He earned a bachelor of art’s degree from University of Maryland University College (UMUC) in 1992, and a master’s degree from Framingham State University in 1993. Serving his country is the only occupation he has ever known. Daley has traveled extensively around the world, including previous tours in Naples from 1986 to 1993 and 1995 to 2010. “I am very thankful for having had the opportunity to participate in missions around the world in the name of peace,” Daley said. “We should all be proud to be Americans wherever we go, because of the positive imprint we have left in so many parts of the world.” While stationed in Croatia Daley worked with an Army Staff Sergeant, who instead of complaining about being deployed away from his family, worked to help rebuild the local community. A local man had tears in his eyes when he spoke of this one American soldier who made such a big positive impact in his family’s life. “Each and every person wearing a uniform has a chance to make a difference,” Daley added. “Don’t build walls build bridges. This is your Navy, your community and your world, take ownership of it and make it a better place to live.”

ENERGY CONSERVATION It’s Too Hot; It’s Too Cold From NSA Naples Energy Management Team

Anybody who has performed energy surveys in work spaces has heard these cries for help. Due to differences in human metabolism, sometimes people who sit right next to each other have the opposite complaint. Another interesting human variable: some people want to turn the heat up to 22o C (about 72o F) in the winter and turn the air conditioning down to 20o C (about 68o F) in the summer. That just doesn’t make sense! The Navy has energy efficiency standards that apply to space temperatures: Cool to no lower than 26o C (about 79o F), and heat to no higher than 20 or 21o C (about 68 or 70o F). Since these are average temperature targets, different rooms might have different temperatures, especially in older buildings with large areas and few thermostats. Navy standards also exist for after hours, to adjust temperature set points to provide less heat in the winter and less cooling in the summer when the building is unoccupied. It seems like opening windows should help if you’re too warm, but it wastes energy when the heat or air conditioning is running. Your open window can confuse a thermostat that controls the heat supply to spaces that aren’t benefiting from your outside air, and make it difficult to pinpoint the source of their temperature complaints (you). The best things you can do if you are too warm or too cold are 1) dress in layers and 2) let your supervisor and facility energy monitor know about your issues. Your building’s climate control system may be in need of some attention, especially when everyone has the same complaint. If you tend to be cold, and sit in a colder area of the building, you might ask your supervisor if you can move to a location that’s a better fit for your metabolism, or bring a sweater with you to work.

NAVSUP FLC Sigonella Partners with NAVSUP FLC Bahrain to Award and Execute New Husbanding and Port Services Contracts By Tia Nichole McMillen Naval Supply Systems Command Fleet Logistics Center Sigonella Public Affairs Officer

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella’s Contracting Department awarded two new ship support contracts, Mina Salman Port Services contract and the U.S. Central Command (CENTCOM) Husbanding Services Provider (HSP) Multiple Award Contract (MAC), that support U.S. Naval Forces Central Command (NAVCENT) and other Joint vessels in the CENTCOM area of responsibility. NAVSUP FLC Sigonella awarded these two contracts as the Procuring Contracting Office, and NAVSUP FLC Bahrain will execute the contracts as the Administrative Contracting Office. NAVSUP FLC Sigonella and NAVSUP FLC Bahrain’s close partnership with U.S. NAVCENT’s fleet husbanding team will ensure successful support to ships throughout the Middle East. Awarding the CENTCOM Husbanding MAC completes NAVSUP global MAC coverage enabling competition from contractors for each individual port visit. This process ensures checks

and balances in the evolution of HSP contacts and removes the historical process of only having one contractor to support all visits in a region, achieving a significant milestone in the evolution of HSP contracts. Historically, NAVSUP FLC Sigonella HSP contracts supported forward deployed vessels homeported in Bahrain for port services typically provided by port operations in U.S. Navy ports. The forward deployed vessels’ port requirements at Naval Support Activity Bahrain’s Mina Salman tend to be different between coastal patrol vessels (PCs), mine countermeasures vessels (MCMs), coast guard cutters (USCGC), and the newly-released littoral combat ships (LCSs) than ships visiting ports without a Navy presence. The niche requirement does not fit the HSP standard of the sporadic and short duration support for ships in non-Navy locations. Therefore, NAV-

SUP FLC Sigonella awarded the prototype port services contract for Mina Salman, directly addressing these needs and providing more efficient and effective support for NAVCENT and U.S. Coast Guard ship squadrons. This smaller contract eliminates administration and overall costs, with significant savings expected. “The Mina Salman Pier Services contract is a milestone in that it not only reduces the administrative churn for ships homeported in Bahrain, but also enhances the husbanding support provided at a competitive price,” NAVSUP FLC Bahrain Commanding Officer Capt. With some days consisting of practicing for more than four hours a day on the track, the team was beat, battered and bruised. “Waking up every day feeling like I had slept underneath a slab of granite, knowing I was going to feel the same way tomorrow, then on game day, there was no pain,” U.S. Navy Electronics Technician

The overall competition was won by the crew from HMS Heron with a close race between Heron and the Royal Electrical and Mechanical Engineers. JFC Naples’ final run was met with no penalties and put them ahead of Gibraltar. “I’m hugely proud to be associated with the JFC Naples crew of 2018 who showed real determination, courage, strength, fortitude and dedication to win the Endeavour Trophy,” Royal Navy Lieutenant Commander Stephen Walton, JFC Naples field gun officer, said. “This is nothing less than an immense achievement! Well done team!”

The Blue Ridge-class command and control ship USS Mount Whitney (LCC 20) concluded the 46th iteration of exercise Baltic Operations (BALTOPS) in Kiel, Germany, June 15. During the two-week BALTOPS exercise, over 100 drills in surface, subsurface, air defense, mine countermeasures, maritime interdictions and joint personnel recovery were completed among the 43 maritime units, 60 aircraft, and approximate 5,000 maritime, ground and air force. “The Mount Whitney performed as the flagship and communications platform for Naval Striking and Support Forces NATO,” Mount Whitney’s Commanding Officer Capt. Robert Aguilar said. “Our motto, ‘Vox Marxis’ – voice of the sea – was never truer as we ensured that the commander’s voice was heard timely and accurately.” The 46-year-old ship has been undergoing an extensive service life extension program, which will extend its active service life to 2039. “It is my belief that for the next 21 years the Mount Whitney and BALTOPS will be inextricably intertwined,” Aguilar said. The annual joint maritime exercise is designed to improve flexibility and interoperability among the participants. Although the exercise was large and complex, Commander, U.S. 6th Fleet and Commander, Naval Striking and Support Forces NATO (STRIKEFORNATO) Vice Adm. Lisa Franchetti said that the exercise demonstrates the three key “C’s” – commitment, capability and cohesion. “By training together on a regular basis in this strategically important part of the world we enhance the interoperability and demonstrate the capability of NATO allies and partners to operate across the spectrum of maritime operations,” Franchetti said. Franchetti believes that no single nation can address today’s challenges alone and knows NATO is stronger when they work together. “The fact that this is the 46th occurrence of BALTOPS demonstrates our combined and enduring willingness to work toward our common goals of regional security and stability,” Franchetti said. The exercise trained in many familiar areas such as anti-surface operations, anti-submarine warfare and amphibious operations, but this year included new events to expand the participant’s skill sets. “Joint personnel recovery has been included for the first time, with a focus on recovery in the maritime domain,” Franchetti said. “The mine countermeasures units also participated in several operations and technological experimentation measures, designed to advance our collective efforts in mine warfare.” This BALTOPS exercise also featured a particular focus on mission command and information sharing. “We have empowered task group commanders and their subordinates with a challenging ‘free-play’ exercise, which has tested tactical cunning, initiative and cooperation with air

Beginning in 1972, BALTOPS continues to be an excellent opportunity for NATO and regional partners to strengthen interoperability through a series of combined tactical maneuvers and scenarios. The 17 participating nations included: Belgium, Canada, Denmark, France, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, Romania, Spain, Turkey, the U.K., the U.S., Finland and Sweden.

Water Safety Tips From Centers for Disease Control and Prevention

Before visiting the pool, going to the beach, boating or heading out into the sun, it’s important to understand how to avoid water-related injuries and protect yourself from the sun. Learn to swim – MWR offer many opportunities to take swim lessons. Take advantage of their many great programs to learn how to swim or to become a better swimmer. Take a friend along – Even though you may be a good swimmer, you never know when you may need help. Having friends around is safer and just more fun! Know your limits – Watch out for the “too’s” — too tired, too cold, too far from safety, too much sun, too much hard activity. Swim in supervised (watched) areas only, and follow all signs and warnings. Always wear a life jacket when boating, jet skiing, water skiing, rafting or fishing.

Keep an eye on the weather – If you spot bad weather (dark clouds, lighting), pack up and take the fun inside. Don’t mess around in the water – Pushing or dunking your friends can get easily out of hand. Don’t dive into shallow water – If you don’t know how deep the water is, don’t dive. Lifeline – If you see someone struggling in the water, get help. You can also throw a life preserver or other floating object, but don’t jump in yourself! If you jump in without anyone else around, who will help save you if there is a problem? Don’t get too much sun – If you’re outside, you need to guard against the sun. Those burning rays reflect off the water and sand onto you. Don’t let sunburn spoil your fun in the sun. Swimming is Free for all U.S. Personnel – Swimming at the pool is free.
