Naples Tiger Sharks Dominate in Eindhoven By Solange Markvart

Forty-four swimmers age seven to 19 years old traveled to Eindhoven in the Netherlands to compete in the European Forces Swim League short distance championships on March 2nd and 3rd 2019. For these accomplished swimmers, who earned their qualifying times for this event, this two-day intense competition was the culmination of many hours of training stretched over a six month season. Although these Championships were individual, the Naples Tiger Sharks, fresh from winning their thirteenth consecutive title of Southern Division Champions in Rota the month prior, managed to place third overall with 16 teams competing and approximately 500 swimmers. The Championships started on Saturday morning with a parade of all the participating teams in an atmosphere of enthusiasm and friendly competition exulting from all swimmers,

whether brand new to the competition or veteran. First year competitor Aiden Crile, who is a recent addition to the Naples Tiger Sharks, expressed his gratitude for “everyone’s ability to come together as a team, with a level of competition that was conductive of (him) improving his swim times” and for “welcoming (him) so warmly to the Naples Tiger Sharks family”. Similar feelings were shared by veteran swimmer and team Captain Katherine Kanak, who was swimming her fifth consecutive championships. For Katherine, this meet was “bittersweet” as it was “exciting to see everyone (she) worked with and swam over the past six months, and in some cases five years, do so well at champs, but a bit sad because it’s over. It’s the last time this team will ever compete together as it was, the last time to see friends I’ve swum against for the past five years”. TIGER SHARKS

Marine Corps Gen. Joe Dunford welcomed the members of the NATO Military Committee to the Pentagon yesterday and offered to share with the alliance group the experiences of the U.S. in its development of the National Defense Strategy. The chairman of the Joint Chiefs of Staff thanked British Royal Air Force Air Chief Marshal Stuart Peach and the 29 military representatives on the committee for their interest. Dunford offered to share U.S. experiences in developing joint force capabilities, and the integration of those capabilities. NATO’s chiefs of defense make up the Military Committee. The military representatives who are visiting this week represent their nations on the Military Committee in permanent session. The U.S. military representative in Brussels is Marine Corps Lt. Gen. John K. Love. The committee discussed the U.S. strategy process, dynamic force employment and the Capstone Concept for Joint Operations. They come to Washington after visiting Allied Command Transformation in Norfolk, Virginia, and the new Joint Force Command centered around the 2nd Fleet. They also visited the aircraft carrier USS Harry S. Truman. Alliance Progress “Without candy coating it, we have really made significant progress in the alliance,” Dunford said at the Pentagon. he Navy-Marine Corps Relief Society has started their annual Active Duty Fund drive and I was proud to be a part of the kick-off this Tuesday. NMCRS has been supporting our Sailors, Marines, and their families since 1904, and we’re lucky to have them in the community. Last year Naples contributed $83,649.14 to the fund drive, allowing our local NMCRS to provide $68,803 in financial assistance to service members in need. That assistance includes short-term, no-interest loans, grants, medical care, support for expecting parents, scholarships and loans for undergraduate education, and personal financial management training. Contributions also help pay for the cost of operating the thrift shop. If we are able to fully support our people, then we’re also able to ensure mission readiness at all times. For that reason, please consider donating to this important cause and get involved with this year’s fund drive. Command and departmental representatives will be making contact with you in the workplace to facilitate donations. I was also very glad to be a part of the ribbon cutting ceremony held at the Naples Middle High School track last Friday. I can’t think of a better way to kick off the Spring sports season than by celebrating the completion of this important project. The renovation has been a long time in the works with the contract being awarded last August and construction beginning in November. This included a lot of coordination between our NSA Naples Public Works department and DoDEA leadership, including NMHS Principle Fredo Ontiveros and his facilities team. I want to sincerely thank all involved. Their hard work has resulted in a safer, better quality track for our community’s students to use. It’s also a more durable, longer lasting upgrade. The track’s surface is expected to last for the next 15 years. A final inspection is scheduled to be completed in about a week, making the track fully ready to display our Naples Wildcat pride! Also coming up next week is the Naples Multicultural Heritage Committee’s Women’s History Month celebration. The event will take place in the Capo Theater at 1300 next Friday, and will recognize the contributions of women to the United States through this year's observance theme, "Visionary Women: Champions of Peace and Nonviolence.” Captain Maria Aguayo, commanding officer, Navy Facilities Engineering Command (NAVFAC) Europe, Africa, Southwest Asia, will also speak about her experiences as a female leader in our Navy. HISTORY: TWENTY-FIVE YEARS OF WOMEN ABOARD COMBATANT VESSELS Story by Adam Bisno

On March 7, 1994, the first women to serve aboard a U.S. combatant ship received their assignments from the Navy. According to the commander of Dwight D. Eisenhower (CVN-69), the women’s arrival on the ship on and after 10 March “produced relentless media interest that continued throughout the year." In fact, Eisenhower accommodated more than 300 media visits that year ─ all squeezed into the short intervals between combat missions. Eisenhower’s crew of women and men participated in the key operations of 1994: Uphold Democracy, in the Caribbean; Southern Watch, in the Arabian Gulf; and Deny Flight, Provide Promise, and Sharp Guard, in the Mediterranean. Although Eisenhower accommodated many firsts in 1994, including the first female chaplain, there was nothing new about women in battle and in the line of fire. In the American Revolution, Molly Pitcher fired artillery at the British before being wounded and subsequently decorated for her heroism. In 1862, four nuns and five African-American nurses cared for patients on Red Rover, the Navy’s first hospital ship. Thousands more women came under fire as nurses in the late nineteenth and early twentieth centuries, especially in the Spanish-American War, the World Wars, the Korean War, and in Vietnam. What changed in the early 1990s were the rules around women and combat, which resulted in unprecedented opportunities for female Soldiers, Sailors, pilots, and medics. The First Gulf War It was women’s involvement in the First Gulf War that ultimately caused civilian and military leaders to rethink

the ban on women in combat roles. According to military historian Rosemary Skaine, the exclusion of women from combat roles became insupportable when Operations Desert Shield and Desert Storm “exposed 41,000 servicewomen to hostile fire.” News stories, photographs, and film footage accustomed the American public to the sight of women in combat gear and armed with 9mm hand guns and M-16 rifles. The Today Show covered the story of Rhonda Cornum and Melissa Rathbun-Nealy having been taken as POWs as if it had been a first in U.S. history when, in fact, women had been prisoners of enemy forces many times before, perhaps most notably in the Pacific during World War II. Yet the media attention on women’s forward roles in the First Gulf War cast a floodlight on their exposure to all the dangers that their male counterparts faced. In response to women’s new visibility in war, the President’s Commission on the Assignment of Women in the Armed Forces convened in 1991 in order to “assess the laws and policies restricting the assignment of female service members.” At the same time, Congress repealed the law banning women from serving aboard aircraft engaged in combat missions. This move created a problem in immediate need of a solution: in theory, women could now fly combat missions from combatant aircraft carriers but might not be allowed permanent billets there. The Repeal of 10 USC 6015 In the spring of 1993, President Clinton’s Secretary of Defense Les Aspin called on Congress to repeal 10 USC 6015, the law barring women from combatant ships, and di-

rected the Navy to make preparations for mixed-sex crews. This direction came at the end of a long debate within the Navy and other branches about the meaning of “combat.” In 1988, the Department of Defense had issued its Risk Rule, which, among other things, barred women from situations in which there might be risk of hostile fire, capture, or direct combat. But by early 1990, with the First Gulf War subjecting female service members to all but the last, direct combat, the Risk Rule made little sense. In that year, the Navy Women’s Study Group began the process of trying to revise the Risk Rule to reflect the new ambiguities of battle. According to Admiral Ronald J. Zlatoper, the inclusion of women on combatant ships made perfect sense: It was, in his words, “the logical progression after 50 years of service by Navy women.” And so, on November 30, 1993, Congress repealed 10 USC 6015. Just a few months later, Dwight D. Eisenhower welcomed the first cadre of women aboard a combatant vessel. Equality on Board Lieutenant Deborah Davis, MC, USNR, saw firsthand how the Navy went about retrofitting ships for women. “It was usually a matter of putting a few separations in place,” she explains, “partitioning an area or two off from the male crews’ quarters, and making sure people could still get where they needed to go in the ship.” In practice, however, the gender integration of the Navy produced the same tensions and conflicts as in the other branches of the military and in civilian society more generally. The process of opening combatant ships to women coincided

with a national discussion about sexual harassment and assault, exemplified by the Anita Hill testimony and the Tailhook investigation of the early 1990s. In response to the latter, CNO Admiral Frank Kelso implemented the first fleet-wide educational programs to address sexual harassment and assault, in 1992. The following year, Lieutenant Darlene Iskra obtained the distinction of being the first woman to command a U.S. Navy ship, Opportune (ARS-41), a noncombatant vessel. This breakthrough helped clear the way for Captain Michelle Howard to become the first female commanding officer of a combatant vessel, Rushmore (LSD-47), in 1999. Howard retired in 2017 as an admiral. The opening of combatant ships to Navy servicewomen has created new opportunities for women to attain distinction in battle. Female aviators now fly strike missions from carriers. Female submariners now launch ballistic missiles from under the waves. Female medics now treat thousands of Sailors from one war zone to the next. These servicewomen

are pioneers, to be sure, but they are also heirs to a long tradition of female involvement in history’s most dangerous battles, from the American Revolution to the War on Terror.

If you wonder when you should turn off your personal computer (PC) for energy savings, here are some general guidelines to help you make that decision: Though there is a small surge in energy when a computer starts up, this small amount of energy is still less than the energy used when a computer is running for long periods of time.

When I signed up for an Italian course this year, I never expected it to lead me to a celebrity encounter. My class, along with a few of the drama, English, and career practicum classes at Naples High School, was lucky enough to meet with successful Italian director Michele Diomà, March 11. Mr. Diomà was also kind enough to answer questions from the students, about his favorite movie (Citizen Kane), how long he knew he wanted to be a director (since he was a child), and which directors inspired his career (Oliver Stone and Martin Scorsese). Diomà also briefly shared about his upcoming project, Dance Again With Me Heywood! “We are so grateful that Mr. Diomà came to visit us,” Said one of the AP Italian

students. “I learned a lot about the movie-making process and I can’t wait to see his new film!” Throughout the presentation Mr. Diomà was patient and thoughtful, and repeatedly apologized for his English. The students were more than happy to hear from him, and we all thank Ms. Pennasilico, the Italian teacher, for setting up the meeting. Lastly, we wish Mr. Diomà luck with all his future projects and we can’t wait to see them!

For energy savings and convenience, consider the following guideline, if you are: ● In the office, please turn off the monitor if you aren’t going to use your PC for more than 20 minutes. ● At home, please turn off both the CPU and monitor if you’re not going to use your PC for more than two hours. Make sure your monitors, printers, and other accessories are on a power strip/surge protector. For no mission essential equipment, turn off the switch on the power strip to prevent them from drawing power even when shut off. If you don’t use a power strip, unplug no mission essential equipment when it’s not in use. Note that screen savers are not energy savers. Using a screen saver may in fact use more energy than not using one, and the power-down feature may not work if you have a screen saver activated. Keel Laid on Future USS Bougainville From Team Ships Public Affairs

The keel laying and authentication ceremony for the future USS Bougainville (LHA 8) was held at the Huntington Ingalls Industries (HII) Pascagoula shipyard, March 14. The ship’s sponsor, Ellyn Dunford, authenticated the keel by welding her initials into the keel plate. Traditionally, keel laying marks the first step in ship construction. However, with today’s advanced modular shipbuilding, the keel laying ceremony now recognizes the joining together of a ship’s components and is a major milestone in the ship’s construction. Fabrication of Bougainville began in October 2018. “We are honored to have Ellyn Dunford with us today to commemorate this milestone,” said Tom Rivers, Amphibious Warfare program manager, PEO Ships. “The production team has made steady progress and we look forward to bringing the next generation of amphibious capabilities to the Navy and

Marine Corps warfighters.” The future USS Bougainville is the third ship of the America (LHA 6) class of amphibious assault ships built to facilitate forward presence and power projection. LHA 8 is the first Flight I ship of the America class with a reincorporated well deck to increase operational flexibility while maximizing the aviation capability inherent on the Flight 0 ships, USS America and the future USS Tripoli. Designed to support the Marine Corps tenets of Operational Maneuver from the Sea and Ship to Objective Maneuver, America class ships are capable of rapid combat power buildup ashore The America class accommodates the Marine Corps' Air Combat Element including F-35B Joint Strike Fighter and MV-22 Osprey, essential to maintaining power projection, air superiority, and theater logistics. HII's Pascagoula shipyard is also currently in production on Tripoli (LHA 7), the guided missile destroyers Delbert D.

She reiterated how proud she was of what the team had accomplished this season and that she will miss everyone dearly. Throughout the day (s) parents could be heard in the bleachers cheering for their children in the spirited and festive ambiance coming from the Naples Tiger Sharks assigned seating area. Melissa Roster, whose daughter Kenzie was swimming at the event for the first time’ described the experience with the following words: “Passion, drive, ambition, teamwork, support, community and many more! Swimmers swam their heart out to get to champs and it showed in the water! What an unforgettable experience not only for the swimmers but also friends and family attending”. She concluded by adding that “watching the swimmers walk together in the opening parade really defined the Naples Tiger Sharks as a family, not just a swim team”. For Jill de Castro and her Children Ben and Annie, who were attending their third and last Championships, the occasion served as closure and she equated the Naples Tiger Sharks as an “extension of (her) family during (her) time here in Naples” emphasizing how much they have “enjoyed touring Europe pool by pool and especially in this beautiful facility competing against the

best swimmers in the EFSL”. Ultimately, performance was far from lacking throughout the meet with many athletes dropping time in the double digits, receiving ribbons or placing on the podium with a medal in their respective age groups. In addition to individual stroke events, awards for the top three pentathletes were given to the most versatile swimmers in their categories and age groups, including a substantial number of swimmers from the Naples Tiger Sharks. Chris Roll, the newly elected Naples Tiger Sharks Head Coach, praised his team for their “dedication and hard work put forth this season” calling it “unprecedented”. He congratulated the swimmers on their time drops and swimming their best races of the season. Although the 2018-19 is over Chris’s job is far from over as the 2019-20 season picks up on March 25 with spring training followed by Summer Swim in July, which usually marks the formation of the team for the next season. One thing is certain: with a reputation to preserve, the Naples Tiger Sharks will continue to amaze us with great performances and outstanding sportsmanship. He noted the world situation when he became chairman in 2015. At that time, Dunford made news by saying that Russia was an existential threat to the United States. He further contrasted strategy from 1998 to today. The chairman attended the Army War College in Carlisle, Pennsylvania, beginning in 1998. He went back to the school to speak last year and dusted off the U.S. strategy from his time there. “There was no mention of China in our National Security Strategy in 1998,” he said. “No mention of violent extremism except for the potential nexus between violent extremism and weapons of mass destruction. And Russia — we were in a dialogue between NATO and Russia so there was no threat.” Changing Times The 1990s were a period where the U.S. ability to project military power where and when it was necessary was uncontested, Dunford said. The United States taking the fight to alQaida in Afghanistan in 2001 was a demonstration of that ability. “The 1990s was a time

when we, as an alliance, had no peer competitor and no hot breath on the back of our neck from a competition perspective,” he said. “When I look back on the 1990s, it’s impossible to overstate how insidious it was not to have a competitor and not to have a competitive mindset. “When it came to things like assessments, when it came to things like capability development, when it came to things like strategic thinking we … were not at the top of our game,” he continued. “In many cases, we were focussed on failed and failing states, peacekeeping operations.” It is different today, after years of war in Afghanistan, Iraq and countering terrorists in Africa and Asia. “In 1998, the competitive advantage was decisive,” he said. “I still believe we have a competitive advantage, but the margin of our competitive advantage is significantly changed. In my judgment, what that means is we got to be cleareyed about our strategy, which is the foundational element in which all of our activity should take place.” National Defense Strategy The United State promulgated a National Defense Strategy last year which recognizes the shift in the

strategic landscape. Great power competition has returned and American strategy concentrates on countering the capabilities of Russia and China. Still, the United States must address Iran, North Korea and violent extremism. Strategy is “not just a document to put on the shelf,” Dunford said. “It is not just a document to answer the mail. It should be the best military thinking we can offer about the strategic environment in which we find ourselves. And it should be the document that is the basis for all that we do as an alliance.” When the chairman talks to Congress he speaks about the significant progress the alliance has made since 2015 — “from the organizational construct that addresses logistics to the maritime element to the readiness initiative to the focus on what it is we should be prepared for as an alliance. I think we get good grades in that evolution.” Change is Needed The grades are less stellar in updating operational concepts to reflect the current environment and in setting the conditions to integrate combat power to deter or win, Dunford said.

“If we don’t up our game in terms of our operational concepts, and we don’t more coherently think about the path of capability development, we are not going to be where we need to be,” he said. “What I can say with confidence is the 29 nations of NATO -- politically, economically and militarily — how would anyone look at that and think they could come up on the upside?” At the end of a full day, Vice Chairman of the Joint Chiefs of Staff Air Force Gen. Paul Selva spoke to the committee members. “What's encouraging to me is to watch the adaptation that's going on around the acknowledgment that most of the threats that each of us face are not regional, but global, and that if we don't answer them as global prob-

lem sets then we're only looking at a small part of the challenge,” he said. “I'm so encouraged at the work that the alliance is doing of looking at a long term strategy to articulate the things that are important to the alliance, the things that are important collectively to each and all of us, because it is together that we present strength in the face of those challenges,” Selva said. NATO is unique in that the alliance is a political and military framework that sets the conditions to maintain a rules-based order from which all nations benefited since World War II. “That coherent collective action should not be something we take for granted,” Dunford said. “It is the envy of the rest of the world.”

NSA Traffic Safety Notes Welcome to March. This is known as the crazy month when it comes to the weather. You can wake up to sunshine in the morning and hit all four seasons by evening. Be prepared for quick changing weather patterns and drive appropriate for road conditions. There are no roads in the commuting area where the speed limit is more than 100km or 60mph. The majority of the roads you use to get to and from work are 30 – 90 kph or 20-55 mph. Warmer weather means more people are out on bicycles/skateboards and kick boards throughout the support site. Be mindful! Some children (and adults), do not look before entering the street from parking areas or sidewalks (even when walking or running). Always be prepared to prevent an accident to your front by being vigilant. Slow your speeds down. The speed limit on base is between 5mph in parking lots to 15 to 20 mph depending on the road location. No drinking and driving! This cannot be stressed enough. We have had 4 DUI’s since the 1st of October. Remember that the legal limit in Europe is .05%. That extra drink you consumed in the states and remained under .08 is one too many here. Wine is present at most all dinners and you may not know the exact alcohol content. Italy is becoming a craft beer nation and the percentage of alcohol is greater than normal domestic beers. It is not worth the risk of being involved in a motor vehicle accident which could result in your being

placed in the Italian court system or to being stopped on base for a command authorized check point and losing your driving privileges. Most of all, it is not worth the risk of injuring or even killing someone. Finally, the dreaded parking garage and the need to do the wrong thing for that golden parking space: drive in the correct direction when driving on all levels of the parking garage, there are do not enter signs, one way arrow signs, stop signs, and arrows painted on the ground to assist you. Do not be that one that strikes a pedestrian or another vehicle because you failed to do the right thing. Modern Navigation on the High Seas and at Home From the National Oceanic and Atmospheric Administration

The Global Positioning System (GPS) lets us know where we are (and where we are going) anywhere on Earth. For thousands of years, humans found their way by looking to the sky, and then during the past few hundred years by using a compass. Sailors used the constellations, sun, and moon to navigate to distant shores. Today, all that’s needed is a device called a GPS receiver. GPS stands for Global Positioning System, and it lets us know where we are and where we are going anywhere on Earth. We still need objects in the sky to know where we are and how we get to other places, but now we use satellites instead of stars. Over 30 GPS navigation satellites are whizzing around the world, orbiting at an altitude of 12,000 miles, to help us find our way. GPS is a three-part system: satellites,

ground stations and receivers. Satellites act like the stars in constellations – we know where they are supposed to be at any given time. The ground stations monitor and control the satellites, and they help determine their locations – both where they were and where they are forecast to be. A receiver, like you might find in your phone or in your car, is constantly listening for signals from these satellites, which can be used like a giant tape measure between the receiver and satellites. Once your receiver calculates its distance from four or more satellites, it knows exactly where you are. Within seconds, from thousands of miles up in space, your location on the ground can be determined with incredible precision, often within a few yards of your actual location. Many high-tech receivers can figure out where you are to within a fraction of an inch.
