Defense Secretary Jim Mattis has issued interim guidance on military service by transgender individuals based on direction received from a presidential memorandum, Defense Department officials said on September 18, 2017 The guidance takes effect immediately, Mattis directed. In a memorandum to the services and DoD components, the secretary said the interim guidance will be in place until no later than Feb. 21, 2018, when he presents the president with a plan to put in place the policy and directives of his memorandum.

Last Friday we saw 28 Sailors from 10 different commands put on the anchors of a Chief Petty Officer here on base. Earning those anchors, those time-honored symbols of leadership and expertise, does not just mean earning the next paygrade. It means that these individuals have proven they are ready to inspire, support, and most importantly, teach the next generation of Sailors hitting the deck plates. We are so proud to have these new Chiefs serving aboard this base and I’d like to offer a hearty Bravo Zulu to them and their families. If you see them around base, congratulate them! And remember, if you ever have a question, they’re the people to ask now. Because it’s always a good idea to ask the Chief! The Khaki Ball this evening will celebrate those newly pinned Chiefs and will also kick off a season of other similar celebrations. The Chaplain Corps dinner on September 28th, Aviation Ball and Ombudsman Dinner on September 30th, Navy Birthday Ball and Airforce Ball on October 5th, and Marine Corps Birthday Ball on November 18th, are all fantastic events to attend this fall. I highly encourage everyone to attend at least one of these events no matter what branch of service you belong to. These traditions celebrate not only service to our country, but also the camaraderie that comes along with that service. That camaraderie is such an extremely important facet of our military community, and it’s the reason we are able to come together and accomplish our various missions every day. These events are also a great way to involve your family members in the rich traditions of our service branches and organizations. So take the opportunity to celebrate this fall and have fun together with the people you serve and live next to every day! This month we’ve spoken about suicide prevention and emergency preparedness, but September is also Baby Safe Sleep Month. This observance seeks to empower families to raise healthy children and to give parents the tools to ensure their children are safe and secure. Our Fleet and Family team offers classes and support to all parents, especially those who are expecting or have just had a child. Please take advantage of these resources! Caring for and keeping our families safe is crucial to maintaining a strong military community. Fleet and Family also offers numerous employment classes to family members seeking employment. On September 25th, they’re offering a free three hour class on networking for federal job seekers. Again, this is a great resource for our community members that should definitely be taken advantage of. A Good Sign: Blood of Saint Januarius Liquified This Week The Archbishop of Naples, Cardinal Crescenzio Sepe announced that the vial containing the blood of the 3rd-century Saint Januarius was liquefied once again on Tuesday. The announcement was greeted with applause in the cathedral of Naples and a square outside. The Cardinal said the blood was already liquefied at the opening of the safe. The repetition of the miracle is a good omen for the city of Naples and throughout the Campania region; with disaster following when the blood fails to liquefy, as in 1527 when tens of thousands of people died from the plague, and in 1980 when almost 3,000 people were killed in an earthquake that hit Southern Italy. St. Januarius was born in Naples and served as bishop of Benevento (just east of Naples). He and his companions suffered martyrdom during the Diocletian persecution in Naples in 303. He was first thrown to the lions in the arena, but none of the beasts would attack him, so he was beheaded. According to the cult around San Gennaro, his blood was collected by a woman named Eusebia shortly after his death. Devotion to the annual liquefaction, however, wasn’t documented until 1389, and over the next few centuries reports circulated about the blood melting up to three times every year: His feast on September 19; December 16 to commemorate the 1631 eruption of Mt. Vesuvius, believed to have been halted by the saint’s intervention; and the day before the first Sunday in May, celebrating the reunification of his relics with a procession through the city’s streets. A group of Italian and International scientists have analyzed

the contents of the vials, establishing that they do contain blood, but have been unable to explain the phenomenon. Oxford-Cambridge International Rowing Challenge, Hot Air Balloon Demonstration at Caserta Royal Palace This Weekend The third edition of the Oxford-Cambridge International rowing competition will be held September 23 in the Fountain of Dolphins at the Royal Palace in Caserta. The race will take place in the 483 meter fountain at the center of the park where athletes from eight Italian cities will be challenged with the crew of Oxford and Cambridge. Furthermore, the park of Palace in Caserta will host – for the first time – a hot air balloon with a series of bound flights and historical costumes from the 18th-century re-enactment of the first flight demonstration on September 13, 1789, in front of King Ferdinand IV of Bourbon and Queen Maria Carolina. The “Volere Volare” a balloon in the presence of the King, is an event that will take place from 8:30 a.m. to 6 p.m. on September 24 in conjunction with the “Nature and Culture” promoted by the European Heritage Days. More Tourists Flocking to Italy for Summer Holiday This summer Italy has had an increase in tourism of almost 50 million people spending a night at hotels, according to the Federalberghi (Italian hoteliers association) and the Cultural Ministry, with a two percent increase compared to last year. Tourists were attracted by culture, museums and 16 percent more people visiting beach resort this summer than in the same period in 2016.

HISTORY: WORLD’S FIRST NUCLEAR-POWERED SUB COMMISSIONED

The world’s first nuclear-powered submarine, the USS Nautilus (SSN 571) was commissioned on September 30, 1954, at a pierside ceremony at Groton, Connecticut. At 11 a.m. January 17, 1955, Nautilus moved from the pier, and shortly afterward, Nautilus’ commanding officer, Cmdr. Eugene P. Wilkinson, ordered the following signal sent: “Underway on nuclear power.” Accommodations for the new vessel included 2 and 3-berth

staterooms for the 12 officers, a single room for the captain, and a wardroom. For the more than 90 enlisted men, each had their own rack, a mess that could seat 36 of the crew, or up to 50 for movies and lectures. A juke-box was hooked to the boat’s hi-fi system, along with an ice cream machine and soda dispenser. Better yet, the nuclear-powered system would provide unlimited fresh water and air conditioning. The business end of Nautilus featured six torpedo tubes and

carried 26 torpedoes. She was also outfitted with auxiliary diesel generators and a battery to “bring home” the boat if needed Nautilus would achieve a number of firsts during sea trials, including the fastest submerged transit undertaken by a submarine: 90 hours from New London, Conn., to San Juan, Puerto Rico at an average speed of 16 knots (the previous record for that speed had been for a single hour). In exercises and war games with the fleet, Nautilus was

nearly invincible. She could easily maneuver to either close on an enemy or escape one, all while remaining submerged. And she could outrun many of the Navy’s destroyers and all of the anti-submarine homing torpedoes at that time. Refueled four times during her 25 years in commission, Nautilus would sail more than a half-million nautical miles, most of them submerged. In 1958, Nautilus completed a secret mission requested by President Dwight D. Eisenhower to prove American technology had not taken a back seat to the Soviet space program. In a mission called Operation Sunshine, the nuclear-powered submarine passed under the North Pole on August 3, 1958 – the first watercraft to reach the geographic “top” of the world – during a trip from Pearl Harbor to England and under the Soviet’s collective noses through the Bering Strait. Nautilus and her crew earned the Presidential Unit Citation (PUC), the first-ever awarded in peace time. Her commanding officer, Capt. William R. Anderson, was whisked away from Nautilus when she resurfaced near Iceland, brought to a White House ceremony, where Eisenhower would announce

the success of Operation Sunshine. The president then presented Anderson with a Legion of Merit to go with his crew’s PUC. Nautilus’ first deployment was with the Sixth Fleet in the Mediterranean Sea, departing from New London October 24, 1960. Upon her return, she operated in the Atlantic, participating in NATO exercises and in October 1962, the naval quarantine of Cuba during the Cuban Missile Crisis. For the next 13 years, she would be involved in a variety of developmental testing programs while continuing to serve alongside many of the more modern nuclear-powered submarines. Decommissioned and stricken from the Navy rolls in 1980, Nautilus’ future was assured when the Secretary of the Interior designated the submarine as a National Historic Landmark on May 20, 1982. After a historic ship conversion, Nautilus opened to the public on April 11, 1986, to continue her service as an example of the Navy’s pioneering role in harnessing nuclear power, as the first in a fleet of nuclear-powered ships, and as steward of the American submarine force’s reputation for and history of operational excellence.

SPOTLIGHT: Chief Warrant Officer (CWO)5 Chuck Mogle Chief Warrant Officer (CWO) 4 Chuck Mogle was promoted to CWO5 while TAD to Naples at the end of August as part of an inspection team visit. Mogle’s ceremony was performed at sunset on top of the parking garage at Capodichino, with Mt. Vesuvius as a dramatic and memorable backdrop. The rank of CWO5 was established in October 2002 to ensure the Navy attracts and retains the very best technical leadership for a full 30-year career. In the United States Navy, the chief warrant officer (CWO) rank is a technical specialist who directs specific activities essential to the proper operation of the ship, which also re-

quire commissioned officer authority. CWOs perform duties that are directly related to their previous enlisted service and specialized training. Navy warrant officers are accessed from the chief petty officer pay grades, E-7 through E-9, and must have a minimum of 14 years’ time in service. CWO5 is considered a rare and honored achievement in the U.S. Navy, and is a rank that very few warrant officers ever achieve. Congratulations CWO5 Chuck Mogle, and Bravo Zulu on your extraordinary achievement. Thank you for your long and honorable service to our country and the United States Navy.

EURAFSWA Ombudsman Helps Get New Crosswalk at Support Site By Rebecca Hernandez

It has been said that, “good ideas become great ideas when you let them out.” This has certainly been true in the case of Siska Ott, who helped get a new pedestrian crosswalk installed near the elementary school. Ott, who is the Ombudsman for the Command Navy Region, Europe Africa & Southwest Asia (EURAFSWA), believed it would be safer for students if they had an additional crosswalk by Bus Stop “A” near the elementary school. She submitted an Interactive Customer Evaluation (ICE comment) to suggest the command consider putting in an additional crosswalk. “After they finished repaving, I wrote an ICE comment asking for them to put a crosswalk there because the bus riders from Capo cross there to get to the housing near the dog park,” Ott said. “In the morning and afternoon kids and parents cross there to get to and from school.” NSA Naples Assistant Public Works Officer Lt. Rondal Hale who has the responsibility of overseeing the maintenance and repairs for facilities, utilities and roads at Support Site, received Ott’s ICE comment directly. “Safety is a top priority,” Hale said. “As soon as I saw the ICE comment I considered the families living on base and thought, ‘we can do that.’” He explained that the neighborhood where Bus Stop “A” is located was not in the original scope of the plans for the base when they were designed in 1995. When the base expanded its plans in 2005, the streets and sidewalks were added, but the need for some safety features such as signs and crosswalks were overlooked. Hale met with Ott to survey the suggested area and determine exactly where the crosswalk should be. Since the streets had just been repaved, and new pavement markings were in the process of being painted, the timing was ideal for adding a new crosswalk. “We already had a product in place to go through and repaint most of the asphalt surfaces on base, this was a great opportunity to go ahead and add it in,” he said.

Lyndsey Hale, who is the ombudsman for Naval Facilities Engineering Command Europe Africa Southwest Asia, said the secret of getting things done is to take action. “People have good ideas all the time, but a lot of times don’t say anything to the people who can actually do something about it,” she said. “This is a great example of using the ICE system in a positive way to get things done.” Communicating ideas and concerns has never been easier since the implementation of the Interactive Customer Evaluation System, commonly referred to as ICE comments. Put in place by the Department of Defense, ICE comments allow DOD employees, military members and their families to submit comments or concerns to virtually any activity, facility or organization located on military installations and sends the feedback directly to the manager of the specific activity. To submit an ICE comment, visit http://ice.disa.mil and enter “NSA Naples” into the search bar. If you or your family is seeking direction regarding whom to contact for assistance in a matter that cannot be resolved by using the ICE system, your command ombudsman is a great place to start. Ombudsmen are professionally trained informational referral specialists with access to and training of programs designed to assist families. Because Naples is an overseas assignment, ombudsmen are available to all DOD members, including service members, contractors, civilian employees and their families. It’s no surprise, the image of the light bulb has come to-be the universal symbol of an “idea” or “revelation.” Well, now that symbol is taking on a new internal look. As, LED light bulbs have evolved so vastly, their incandescent and compact florescent cousins are now facing extinction. So, let’s see how they stack up on energy efficiency. LED Bulbs require about 50 percent less energy than your standard Compact Florescent bulb and up to 80 percent less than an incandescent style bulb. LED bulbs also produce only one tenth of the heat of an incandescent style bulb and up to half of the heat of a compact fluorescent. I know what you’re thinking, there all that coming out of the gate? But, how are they on stamina? Well, LED Bulbs have a life span up to two and a half times longer, lasting anywhere between 15 and 25 years. Okay, so LED Bulbs bring my lighting bill down to almost nothing. And, practically eliminate the need to ever replace a bulb again. So, there has to be a catch, right? Cost… it’s always cost. Yet, while there are noticeably higher out of pocket expenses it’s negligible compared to the savings earned not to mention you won’t have to change the bulb for many years. It’s easy to see how LED bulbs are the culmination of the evolution of the light bulb. The question is … are you going to stay in the fluorescent dark?

Thirty-one swimmers, from the Naples Tiger Sharks swim team, took to the blocks September 8 at Sigonella for the annual Remembrance Meet, where swimmers and families paused for a moment to remember those who died on 9/11, before kicking off for the first swim meet of the 2017 season. While the team did not take first place at the meet, they swam hard and finished in second place (overall), just 19 points away from the host team, the Sigonella Swordfish. “I’m extremely proud of our swimmers,” Lisa Kanak, who stepped up this year as the new head coach, said. “Many swimmers stepped up and

swam events they initially felt were going to be too difficult – and they placed and earned points for the team. This meet shows how important each swimmer is to a winning team. Superstars can be great – but it takes the whole team to win!” With their first meet now behind them, the Tiger Sharks head back into the pool to prepare for their next swim meet which will be held in Vicenza this weekend. TRANSGENDER INTERIM GUIDANCE

“To comply with the presidential memorandum, ensure the continued combat readiness of the force and [to] maximize flexibility in the development of the implementation plan, the … interim guidance … will remain in effect until I promulgate DoD’s final policy in this matter,” the secretary said in the memo. The Coast Guard is included in the guidance, according to an agreement with the acting secretary of Homeland Security. The interim guidance on accessions, medical care and treatment, in-service transition for transgender service members and retention of transgender service members are outlined in the interim guidance. Basics of Interim Guidance “First and foremost, we will continue to treat every service member with dignity and respect,” the guidance says. -- Accessions: The procedures dated April 28, 2010, which generally prohibit the accession of transgender individuals into the military services remain in effect, because existing or history of gender dysphoria -- a state of unease or generalized dissatisfaction with life -- or gender transition does not meet medical standards subject to the normal waiver process. -- Medical care and treatment: Service members who receive a gender dysphoria diagnosis from a military medical provider will be given treatment for the diagnosed medical condition. As directed by the

memorandum, no new sex reassignment surgical procedures for military personnel will be permitted after March 22, 2018, except as necessary to protect the health of an individual who has already begun a course of treatment to reassign his or her gender. -- In-service transition for transgender service members: The policies and procedures in DoDI I300.28 dated July 1, 2016, remain in effect until the defense secretary puts into effect DoD’s final guidance. -- Separation and retention of transgender service members: Service members who have completed their gender transition process, and whose gender marker has been changed in the Defense Enrollment Eligibility Reporting System will continue to serve in their preferred gender while the interim guidance is in effect. An otherwise qualified transgender service member whose term of service expires while the interim guidance is in place may, at his or her request, be reenlisted in service under existing procedures. As directed by the memorandum, no action may be taken to involuntarily separate or discharge an otherwise qualified service member solely on the basis of a gender dysphoria diagnosis or transgender status. Transgender service members are subject to the same standards as any other service member of the same gender: They may be separated or discharged under existing bases and processes, but not on the basis of a gender dysphoria diagnosis or transgender status.

The ceremony was the culmination of a six-week training period known as Chief Petty Officer (CPO) 365 Phase II, which began when the CPO advancement results were officially released. As prospective CPOs they were mentored for a period of approximately 10 months. During Phase II, senior enlisted leaders introduced the selectees to a variety of physical and mental challenges designed to strengthen their leadership skills and to provide a better understanding of what it means to be a U.S. Navy chief. The training also focused on the history and traditions of the Chief’s Mess, mentorship and many additional re-

sponsibilities. “Never give up, if that’s the goal you have just keep pushing, it’s all worth it in the end,” Chief Nelida Mack said. “Never forget where you came from and about all those who helped you get there, you didn’t get there all on your own.” The cultural and historical opportunities available in the area of Naples and southern Italy presented a variety of physical and geographical challenges for the Chief Selectees, but teamwork and commitment to the process ensured the new chiefs stayed the course. “It’s important to set goals to make it to the next level,” Chief Timothy Park
