Naval Support Activity (NSA) Naples is in search of qualified applicants to participate in the first major Child and Youth Programs (CYP) Hiring Event in the European Region that is exempt from the current hiring freeze. This one-of-a-kind hiring event is a fast tracked, “One-Stop-Shop” for employment with CYP. If qualified, this unique event happening March 29 from 10 a.m. to 2 p.m., will allow you to complete many of the employment steps in the hiring process, all in the same day. This process includes: the submission of resumes, application documents, preference forms, drug screenings, interviews and tentative hire letters. NSA Naples MWR Director Anthony Smith explained that the purpose of the hiring event is to fill 40-plus vacancies at CYP and that within two weeks, you could CYP HIRING EVENT

Noble Jump kicks off with an Alert Exercise From JFC Public Affairs
Forces from a number of NATO countries are preparing to deploy significant numbers of soldiers, vehicles and helicopters to Romania later in the year to test the Very High Readiness Joint Task Force (VJTF) concept. Around 4,000 troops from nine NATO countries will make the journey to the Cincu training area towards the end of May, coming from bases in the UK, Germany, The Netherlands, Spain, Poland, Norway, Albania, Bulgaria and Romania. They will mostly arrive by air, with the heavy equipment
coming by sea or rail. Exercise Noble Jump is a major logistical challenge that will test the ability of all the participants to deliver a significant fighting force to wherever it is needed. Before the troops move, they have to be alerted, and this process is now taking place throughout the troop contributing nations. Using a preplanned process, NATO’s military headquarters contacts the member states’ MODs and formerly requests that they move their high readiness troops. The VJTF is kept on short notice to move and is able to deploy a powerful well trained force within days to prevent aggression succeed-
ing. This year, it is being led by the UK’s 20 Armoured Brigade. Deputy Commander of Joint Force Command Naples Canadian Air Force Lieutenant-General Alain Parent, who has command of the NATO Response Force in 2017, explained that Noble Jump is a key milestone. “It is our first major exercise that will see significant forces and their equipment moving across Europe and will provide an opportunity for us to demonstrate that we are able to quickly deploy forces to wherever they are needed to prevent conflict,” Parent said. “The Alert phase of the exercise is a key drill which we need to practice to ensure that our procedures are correct and I’m pleased to be able to say that it has gone very smoothly.”

The trans-Atlantic bonds built on a legacy of common commitments and common defense continue to get stronger, Defense Secretary Jim Mattis said before a March 21, 2017, meeting at the Pentagon with NATO Secretary General Jens Stoltenberg. In a statement released after the meeting, Pentagon spokesman Navy Capt. Jeff Davis said the two leaders met to discuss the key role the alliance plays in trans-Atlantic security and to review preparations for the upcoming special meeting of NATO heads of state and government. Mattis noted in remarks before the meeting that he and Stoltenberg had met in Brussels and in Munich recently. “I was very much impressed by the increased unity I found during my visit with you and the resolve of the alliance,” he said. “We had all hoped for a better future back 20 years ago, and some things haven’t turned out the way we wish, so we have to address that reality.” DOD, NATO MEET Page 7

On March 29th, NSA Naples is hosting a one-of-a-kind CYP Hiring Event at the Support Site Teen Center Gym from 10 a.m. to 2 p.m. All applicants are welcome, and CYP hiring officials will conduct the required interviews and screening with the goal of offering hiring letters that day. Every time you enter NSA Naples, you are screened and greeted by the dedicated and mission focused professionals from the NSA Naples Security Department. These women and men proudly stand watch 24 hours a day, seven days a week at seven entry control points (ECPs) to ensure we are protected and able to carry out the important missions. The security department is highly trained in emergency response and crisis situations. They patrol our fence lines, respond to suspicious activities, and ensure good order and discipline around the base. It’s a rewarding job, but an extremely challenging job, and they are proud to serve. Whether it is the middle of an intense Italian summer, or the darkest rainy nights of the Neapolitan winter, our security forces are ready to respond at a moment’s notice. You can show your appreciation by meeting the gate watch with a smile, or asking them how their day is going when you see them around the installation. All of our first responders are essential to maintaining a thriving community; please don’t be bashful about showing your support. This week Jill Loftus, director of the Department of the Navy Sexual Assault Prevention and Response Office, visited our installation to present the Pure Praxis social theater group. Among many important messages delivered was the difference between restricted and unrestricted reporting. Restricted reporting gives a victim time and opportunity to get information about available services and fully explore his or her rights, so he or she can make informed decisions without the pressure of an investigation or any legal processes. Once a victim becomes fully informed about the services available to him or her, he or she may elect to change his or her restricted report to an unrestricted report. Restricted reports can be reported to Sexual Assault Prevention and Response Victim Advocates (SAPR VA), Sexual Assault Response Coordinators (SARC), and Military or civilian Healthcare Personnel (including FFSC counselors). Unrestricted reporting ensures the widest range of rights and protections to the victim, and can be reported to the same personnel as a restricted report as well as military or civilian law enforcement, and the chain of command. I would also like to remind everyone that although we are currently living in a different culture than our own, you are encouraged to report all assaults, both inside and outside the fence line. WOMEN'S HISTORY: FIRST, ONLY WOMAN TO RECEIVE MEDAL OF HONOR From the Department of Defense
Dr. Mary Edwards Walker, the only female recipient of the Medal of Honor, was born on November 26, 1832, in Oswego County, New York, and graduated from Syracuse Medical College in 1855. She married fellow medical student Albert Miller, but declined to take his name. The couple set up a medical practice in Rome, New York, but the public wasn’t ready to accept a woman physician. The practice and the marriage floundered. When the Civil War started, the Union Army wouldn’t hire women doctors, so Walker volunteered as a nurse in Washington’s Patent Office Hospital and treated wounded soldiers at the Battle of Bull Run in Virginia. In 1862, she received an Army contract appointing her as an assistant surgeon with the 52nd Ohio Infantry. As the first female doctor to serve with the Army Medical Corps, Walker treated the sick and wounded troops in Tennessee at Chickamauga and in Georgia during the Battle of Atlanta. Additionally, Dr. Walker advocated dress reform for women and frequently adapted men’s clothing for professional and personal comfort and utility. The Army nominated Walker for the Medal of Honor for her wartime service. President Andrew Johnson signed the citation on Nov. 11, 1865, and she received the award on Jan. 24, 1866. Her citation cites her wartime service, but not specifically valor in combat. Walker’s citation reads in part that she “devoted herself with much patriotic zeal to the sick and wounded soldiers, both in the
field and hospitals, to the detriment of her own health. She has also endured hardships as a prisoner of war for four months in a Southern prison while acting as contract surgeon.” The War Department, starting in 1916, reviewed all previous Medal of Honor awards with the intent of undoing decades of abuse. At the time, for instance, the medal could be freely copied and sold and legally worn by anyone. Past awards would be rescinded and future ones would be rejected if supporting evidence didn’t convincingly show combat valor above and beyond the call of duty. Walker and nearly 1,000 past recipients found their medals revoked in the reform. Wearing the medal, if unearned, became a crime. The Army demanded Walker and the others return their medals. She refused and wore hers until her death at age 87 in 1919. In the late 1960s, Walker’s great niece, Ann Walker, launched an intensive lobbying campaign to restore her aunt’s medal. A letter dated November. 25, 1974, from the Senate Veterans Affairs Committee read, in part, “It’s clear your great-grandaunt was not only courageous during the term she served as a contract doctor in the Union Army, but also as an outspoken proponent of feminine rights. Both as a doctor and feminist, she was much ahead of her time and, as is usual, she was not regarded kindly by many of her contemporaries. Today she appears prophetic.” President Jimmy Carter restored Mary Walker’s Medal of Honor on June 11, 1977. Today, her medal is on display in the Pentagon’s women’s corridor. Walker said her relative was
controversial on the battlefield and in civilian life. During the war, she wore trousers under her skirt, a man’s uniform jacket and two pistols. As an early women’s rights advocate, particularly for dress reform, she was arrested many times after the war for wearing men’s clothes, including wing collar, bow tie and top hat. Hospital Corpsman 3rd Class Fabian Morales joined the Navy from his hometown of Silver Lake, California, in May 2011. He was one of the first Sailors to undergo Hospital Corpsman training at Basic Medical Technician Corpsman Program (BMTCP) located at Joint Base Fort Sam Houston in San Antonio, Texas, in July 2011. His previous assignments were at Naval Health Clinic Cherry Point and 1ST Marine Air Wing, Okinawa, Japan. He reported to U.S. Naval Hospital Naples last spring as the Physicals Coordinator. As the Military Medicine Clinic Manager for USNH Naples, Morales is the subject matter expert in medical readiness and force health protection, and he manages a team of three staff members who coordinate Physical Health Assessments, Separation/Retirement Physicals, Reenlistment, and Special Duty Screenings for all active duty beneficiaries within the Naples area of responsibility. His efforts contributed to a 91 percent regional medical readiness. A Springfield, Missouri, native, now an electronics technician assigned to a Navy Reserve detachment in Naples was recognized recently as the U.S. 6th Fleet Navy Reserve Sailor of the Year. Electronics Technician 1st Class Dan Shmidt, the unit leading petty officer for Detachment 130 of Commander, U.S. Naval Forces Europe-Africa/U.S. 6th Fleet, was selected from among 1,200 selected reservists for his superior performance in supporting mission readiness. “ET1 Shmidt is an outstanding leader by example and a pleasure to work with,” Capt. Dave Barnes, the commanding officer of Detachment 130, said. “His positive attitude and professionalism are infectious within our organization, and he is one of the many reasons our command is incredibly effective at CNECNA/C6F.” Master Chief Logistics Specialist Susan Brandenburg, the senior enlisted leader of Detachment 130, described Shmidt as self-motivated and driven by a strong sense of mission. His stewardship led to 100 percent retention of the 25 enlisted members of the detachment, she said. Meanwhile, seven Sailors were selected for advancement and five were recognized for distinguished performance. Shmidt said he enlisted in the Navy in 1979 to benefit his country, as many others had done before. In 11 years on active duty, he served in the destroyers USS Caron (DD 970) and USS Scott (DDG 995) and in Fleet Antisubmarine Warfare Training

The band performed a series of songs, ranging from classics like the 1996 “No Diggity” by Rythym and Blues group Blackstreet to more contemporary top ten hits such as the 2017 Ed Sheeran “Shape of You” which had the most vocal audience reaction. Band mem-
bers also periodically walked into the crowd during the show and were interactive with members of the audience during each song. this week on the counterISIS fight, and I am confident that NATO will as always be one of the leaders as we deal with this threat.” Stoltenberg expressed his gratitude to Mattis for the secretary’s “strong support for trans-Atlantic unity and trans-Atlantic bond and the NATO alliance.” NATO Must Adapt “I think we all understand that in times of turmoil, in times of uncertainty, the need for strong international institutions like NATO is even greater,” he said, “so therefore we need to adapt, we need to strengthen NATO in response to the challenges and the unpredictability we see surrounding us today.” In his post-meeting statement, Davis said Mattis and Stoltenberg discussed ways to encourage allies to assume a more equitable share of alliance security and
defense responsibilities. Mattis thanked Stoltenberg for his leadership on this issue, he said, and applauded those allies already meeting the benchmark of spending 2 percent of their country’s gross domestic product on defense. The two leaders also discussed enhancing NATO’s role in fighting terrorism and defeating ISIS, as well as NATO’s missions in Afghanistan and Kosovo, Davis said. Both pledged to consult in the coming months and said they look forward to meeting again at the next NATO defense ministerial conference, he added.

In celebrating National Children’s Dental Health Month, team members from the U.S. Naval Hospital (USNH) Naples Dental Clinic visited Naples Elementary School for Children’s Dental Health Month, providing oral health education and entertainment to nearly 900 children. Students learn different ways to prevent cavities, when to expect changes from primary to permanent teeth, proper brushing and flossing techniques, healthy eating habits, and the importance of regular dental examinations. The clinic also held a basewide coloring contest,
which aimed to raise awareness about the importance of healthy oral habits and proper dental hygiene. “Children’s teeth are meant to last a lifetime, and a healthy smile is important to a child’s self-esteem. With proper care, a balanced diet and regular dental visits, their teeth can remain healthy and strong,” Dental Senior Enlisted Leader Chief Hospital Corpsman Jonna Obermiller said. Tips that can help your child teeth and mouth remain healthy include: ● Supervise your child while he/she is brushing until they are eight years of age. ● Choose the right size toothbrush for your child.
Should be able to reach all areas of the mouth. ● Toothbrushes should be replaced every three to four months or when the bristles become worn. ● Children should brush twice a day to help remove plaque. ● Just like medical, your child should have regular dental exams. ● Children should floss daily between their teeth. ● All children older than two years of age should also use fluoridated toothpaste. ● A balanced diet helps keep your children’s teeth and gums healthy. Avoid a diet that is high
in added sugars. “It is important that parents realize that ‘baby teeth’ are important,” USNH Pediatric Dentist Dr. Sabina Yun said. “Yes, they will fall out eventually but still are cause of concern for pain, infection, chewing and the overall health of the child. The key is to start early with good dental health and it will initiate a lifetime of healthy oral care.” Oral health can be achieved largely through good dental habits learned early and reinforced throughout life. How often should I have my teeth cleaned? Most people like to have their teeth cleaned once or twice a year. Research shows that regular professional cleaning may reduce the risk of dental caries (cavities) and periodontal (gum) diseases. Does it matter what type of dental floss I should use – waxed or unwaxed? Research comparing waxed and unwaxed floss shows it doesn’t matter which is used, it’s not the floss, its proper flossing techniques that makes the difference in dental health. So, use either waxed or unwaxed floss, each day, but be meticulous. Proper flossing removes plaque and food particles from areas not reached by a toothbrush. How often should I brush my teeth? Regular brushing is vital to maintaining optimal oral health. Dentists recommend brushing after every meal and before bedtime because carbohydrates in food and drinks feed oral bacteria and produce acids that can lead to cavities. What kind of toothbrush should I use? With so many shapes, sizes and styles of toothbrushes on the market, choosing the right one can be confusing. Be sure to use a toothbrush with round, soft nylon bristles; toothbrushes with medium to hard bristles can be abrasive to the tooth enamel. Research suggests that no particular configuration of bristles is better than another for removing plaque and food particles.

Modern Navigation on the High Seas and at Home From the National Oceanic and Atmospheric Administration
The Global Positioning System (GPS) lets us know where we are (and where we are going) anywhere on Earth. For thousands of years, humans found their way by looking to the sky, and then during the past few hundred years by using a compass. Sailors used the constellations, sun, and moon to navigate to distant shores. Today, all that’s needed is a device called a GPS receiver. GPS stands for Global Positioning System, and it lets
us know where we are and where we are going anywhere on Earth. We still need objects in the sky to know where we are and how we get to other places, but now we use satellites instead of stars. Over 30 GPS navigation satellites are whizzing around the world, orbiting at an altitude of 12,000 miles, to help us find our way. GPS is a three-part system: satellites, ground stations and receivers. Satellites act like the stars in constellations – we know where they are supposed to be at any given time. The ground stations monitor and control the satellites, and they help determine their locations – both where they were and where they are forecast to be. A receiver, like you might find in your phone or in your car, is constantly listening for signals from these satellites, which can be used like a giant tape measure between the receiver and satellites. Once your receiver calculates its distance from four or more satellites, it knows exactly where you are. Within seconds, from thousands of miles up in space, your location on the ground can be determined with incredible precision, often within a few yards of your actual location. Many high-tech receivers can figure out where you are to within a fraction of an inch.
