U.S., Allies Conclude Formidable Shield 2019 From U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet Public Affairs

Naples Tiger Sharks Spring Training By Solange Markvart

The Naples Tiger Sharks swim team hosted a spring training session that began on March 10th with a brief one week intermission for spring break. Approximately 50 swimmers participated in this program that ended May 17. Head Coach Chris Roll was joined by a few new faces, including assistant coaches Chris Goetz and Paul Barrie, to coach rookie and veteran swimmers alike. Being conducted off competitive season, the training sessions were kept low in intensity and focused

on proper form and technique, especially for those swimmers who were being introduced to the team and its discipline, as well as its training philosophy. “For the spring season, the goal was to bring a few new swimmers and change the mindset from just going fast to let’s perfect the strokes to go faster,” Roll said. We worked on taking our newest swimmers as well as our veteran swimmers and breaking each stroke down to the basic mechanics to make our team better and more rounded.” TIGER SHARKS

Chief of Serbian Armed Forces General Milan Mojsilovi visited Allied Joint Force Command Naples in Lago Patria May 15, 2019. JFC Naples Commander, American Navy Admiral James J. Foggo hosted the visit. “It was an honor to welcome General Mojsilovi to my Allied Joint Force Command Headquarters in Naples, Italy,” Foggo said. “Serbia is an important NATO partner and this visit builds upon our alreadystrong relationship.” During the visit, Mojsilovi received a detailed orientation of the organization, tasks, and missions of JFC Naples and toured the NATO Strategic Direction South HUB, in addition to his meeting with Foggo. “I was pleased to accept Admiral Foggo’s invitation to visit his HQ at JFC Naples,” Mojsilovi said. “Serbia is a reliable partner of NATO and we will continue to work together to promote stability in the Western Balkans.” He has a previous tie to the Alliance, as from 2013 to 2017 he served as the SERBIAN CHIEF VISITS JFC

mployment challenges for overseas spouses are now being tackled by the service secretaries. In a recent article published on Navy.mil, it was announced that the three service secretaries signed a memorandum to explore how to best enable spouses to find employment and maintain careers while at overseas bases. The investigating team will make recommendations to policies, programs and laws that would make employment for spouses overseas easier. An update to the service secretaries is expected by September 2019, with closing findings and recommendations completed by December 2019. For more information on the tri-service team and the memorandums released on important changes, such as re-licensure cost reimbursement for spouses, visit Navy.mil. Speaking of employment challenges, the Office of Personnel Management (OPM) has commenced the Federal Employee Viewpoint (FEV) Survey. All civilian appropriated funds (APF) employees were sent an email invitation from OPM on May 13. The FEV Survey gives APF employees the opportunity to share opinions on job satisfaction, employee engagement, diversity, and inclusion. This is a chance to communicate how you feel about your job, and how leadership can improve your working environment. Follow-up emails will be sent until employees complete the survey, which closes on June 24. All survey responses will remain anonymous and confidential. Finally, as May comes to a close, we culminate Military Appreciation Month with Memorial Day. This federal holiday commemorates those who have died while serving in the United States Armed Forces. As we head into the long weekend, please be sure to keep yourselves and your families safe. As the Secretary of the Navy said in his 2019 Summer Safety message, we lost 21 of our fellow warriors last year between Memorial Day and Labor Day due to preventable mishaps. Please remain aware of your surroundings and mitigate risk as you enjoy this time with your family and friends. Additionally, remember that we are guests in this nation. Venice City Council Approves Strict New Regulations for Visitors Last week the Venice City Council approved new regulations for tourists visiting the lagoon city. Visitors caught snacking, sunbathing, lying down on benches, or sitting on steps of bridges risk being kicked out of the city and banned from returning. There will also be fines of up to 500 euro. Drinking alcohol on the street is not allowed between 8 p.m. and 8 a.m. The regulations apply to the historic city center, the lagoon and all its islands, the Venice airport, train station, port and public transport. Eighth Napoli Bike Festival on June 2 The eighth edition of Napoli Bike Festival will take place on June 2 on the occasion of the Republic Day celebration. This year the ride will start from Piazza Municipio at 8:30 a.m., and it will cross the entire city up to the former NATO base located in Bagnoli. Here there will be bike staging areas with the best brands and dealers from the Campania region, music, food areas, competitions, workshops and much more. Game of Thrones Concerts Coming to Italy On July 13, for the first time in Italy, fans of Game of Thrones will be able to attend a live concert that will feature music of the great HBO TV saga. The concert “Gran Concerto della Barriera” is scheduled in three Italian cities: Cervere (near Cuneo), Florence and

Caserta. The Caserta stage will take place at the Belvedere of San Leucio. The Ensemble Symphony Orchestra is from Tuscany and is composed of more than 80 elements, including musicians and choir. The concert will be a tribute to the soundtrack of Game of Thrones. The concert will start at 9 p.m. Prices range from 60 to 25 euros. European Council Banning SingleUse Plastics Beginning in 2021 The European Council banned singleuse plastic like plates, cutlery and drinking straws starting in 2021. Cotton buds and sticks for balloons will also be banned. The new rules assured plastic bottle will be reduced by 90 percent by 2029. New ‘Flight of the Angel’ Along Amalfi Coast On May 23, it was announced that a new zip line will soon be installed between Furore and Conca dei Marini, two of the most beautiful places on the Amalfi coast. Bold tourists can strap on a secure harness rig, which is attached to a pulley system on the zip line, and allow them to fly through the air as they experience the thrill of the “Flight of the Angel” along the Amalfi Coast. City of Bari Listed in Top Five Destinations in Europe The city of Bari in the Puglia region is fifth in the list of the best destinations in Europe by the Lonely Planet 2019 guide. HISTORY: USS SQUALUS SAILORS RESCUED From Navy History and Heritage Command

On May 24, 1939, 33 Sailors from the submarine USS Squalus (SS 192) were rescued after their boat sank off the coast of New Hampshire the day before. Squalus, named for a family of sharks, was a Sargo-class pre-war diesel-electric submarine, was built at the Portsmouth Naval Shipyard in Kittery, Maine, and commissioned on March 1, 1939. The 310-foot boat displaced 2,350 tons when submerged and was armed with eight 21-inch torpedo tubes, a 3-inch deck gun, and two .50caliber machine guns. Squalus was designed to travel at a speed of eight knots when submerged. Lt. Oliver F. Naquin, the boat’s captain, took Squalus to sea for trials, including dives, off the Isle of Shoals starting on May 12, 1939. After 18 eventless dives, Squalus made a test dive on the morning of May 23 with 56 sailors and three civilians inside her steel hull. Moments after the submarine went underwater, its main engine air induction valve failed and water poured into the boat’s aft engine room. The submarine sank stern first to the bottom, coming to rest keel down in 60 fathoms, or 240 feet. A traumatic flooding of the aft section of the Squalus quickly claimed the lives of 24 Sailors

and two civilians. That left thirty-two crewmembers and one civilian struggling for life in the forward compartments. To signal their distress, they sent up a marker buoy equipped with a telephone cable, and released red smoke bombs to the surface. After sighting the marker buoy, the Sculpin’s commander managed to speak with Naquin and confirm that there were survivors, even discussing rescue options before the communications cable parted. Now cut off from the world above, Squalus’ survivors spent a cold night trapped inside their submarine, beginning to suffer ill effects from chlorine gas leaking from the battery compartment. The following morning, the rescue ship USS Falcon (ASR 2) arrived and began lowering the new Momsen-McCann rescue chamber – a modified diving bell invented by Cmdr. Charles B. Momsen and improved by Lt. Cmdr. Allan Rockwell McCann. The device, manned by courageous deep-sea divers, made it possible to reach the crew. In three trips, the rescue chamber brought 26 men to the surface. After serious difficulty with tangled cables, the fourth trip finally rescued the last seven survivors in the dark hours before midnight on May 24, 39 hours after the sinking.

Divers made a fifth, especially dangerous descent to confirm that there were no survivors in the aft torpedo room compartment. A Herculean effort brought Squalus to the surface weeks later. The Navy raised the submarine and towed it to Portsmouth Naval Shipyard on September 13, 1939. Following an investigation of the engine room compartments, the boat was formally decommissioned on November 15, 1939. Four of the Navy divers

received the Medal of Honor for their heroic actions to rescue the trapped men: William Badders, Orson L. Crandall, James H. McDonald, and John Mihalowski – for their part in the rescue of Squalus’s crew. The submarine was recommissioned in 1940 and was renamed Sailfish. With her new name, she was in port at Cavite Navy Yard in the Philippines when Japan attacked Pearl Harbor on December 7, 1941. Fighting from the very first day of the war,

Sailfish completed a dozen war patrols and sank more than 45,000 tons of enemy shipping. Sailfish received nine battle stars for her service in the Pacific and also the Presidential Unit Citation for outstanding performance on her 10th patrol. Sailfish was decommissioned October 27, 1945, at the Portsmouth Naval Shipyard. A year later Sailfish’s conning tower was dedicated as a war memorial at the shipyard November 11, 1946, during Armistice Day.

Starting at the end of May, Naval Support Activity Naples will undergo a large-scale construction project designed to increase our energy efficiency. The project, which is scheduled to take two years to complete, is estimated to save the base more than $40 million in utility costs over the course of its lifetime. Known as the Energy Savings Performance Contract or ESPC, the project has five main components: 1 - Upgrade / replace the existing Energy Management Control System that regulates temperatures in affected buildings. 2 - Replace all interior lighting to LED fixtures, including occupancy and dimming sensors. 3 - Install a new Tri-Generation plant which will produce electricity for Capodichino as well as hot and cold water for the Admin complex and C4I. 4 - Replace all faucets with new automatic low-flow water fixtures. 5 - Improve the data center cooling system in C4I. This construction contract has been awarded in a unique way – the contracting firm is responsible for all upfront construction costs. Then, on an annual basis over 20 years, the U.S. Navy will reimburse the contractor if, and only if, the expected utility savings are greater than the scheduled payment. PWD Naples is administering the construction project. But please be aware that a project of this magnitude will come with some temporary inconveniences to base personnel. The grass space closest to the East Parking Garage will be a storage area and main work area for the project, and you will observe greater than usual truck traffic on base. While the process of upgrading light fixtures and water fixtures is underway, building tenants will be notified prior to the SIEMENS contractor staff arriving to perform the installation. The inconvenience for this evolution should be fairly minimal, but we ask for your flexibility in making this happen. Once the construction of the Tri-Gen Plant is completed, the East Parking Garage area will look much different than today, as the plant will be constructed in the grassy area adjacent to the fuel pumps and water treatment plant. As always, the patience and understanding of Capodichino tenants is greatly appreciated. There have been many construction projects on the our base in the past to upgrade our facilities and infrastructure and your cooperation with this one will go a long way toward making NSA Naples even more energy resilient and efficient than it already is. NATO Maritime Command Changes Leadership From Allied Maritime Command Public Affairs

Allied Maritime Command (MARCOM) conducted a change of command ceremony May 20 at Northwood Headquarters in the United Kingdom to mark the change of senior leadership at the command. General Tod D. Wolters, NATO Supreme Allied Commander Europe, presided over the ceremony as Vice Admiral Keith E. Blount, CB OBE FRAeS assumed Command of Allied Maritime Command from Vice Admiral Sir Clive Johnstone, KBE CE who led NATO’s only standing Maritime Component Command since October 2015. Vice Admiral Johnstone reflected on his time at MARCOM, noting, "We’ve changed the very heart of NATO. At MARCOM and right across the maritime enterprise, we now focus on operations.” Continuing on,

he highlighted that working together, Allied navies produce an incredible force of ships, submarines and aircraft on active tasks for NATO, providing a present and capable force for the defense of all Alliance members. During Vice Admiral Johnstone’s tenure, MARCOM, through collaboration with Allied Navies, and by building a network of maritime stakeholders, led operations and exercises across the region that have both demonstrated and sharpened the credible capability of NATO and its Allied Navies. The diverse staff of MARCOM, in concert with the maritime network, helps NATO to anticipate issues and work to address them. As part of the NATO Command Structure Adaptation, MARCOM is being augmented, reorganized and empowered to lead robust maritime operations theatre-wide, The new MARCOM is always NATO’s Maritime Theatre

Spring training was also an efficient way to determine each new swimmer’s abilities and whether he/she would be not only ready for competitive season, but also for the rigorous demands of training to achieve European Forces Swim League (EFSL) standards. Swim team participants were appreciative of the training’s more relaxed atmosphere and welcomed the opportunity to make new friends and perfect their stroke techniques. With a successful spring training session behind them, the Naples Tiger Sharks are already gearing up for the next season. Registration for the summer swim program, began this past Monday and will run through July 20th. The summer swim program begins July 8th as the Naples Tiger Sharks prepare for their first meet of the competitive season on September 14th against the Sigonella Swordfish and the Lakenheath Barracudas. The Summer Swim program will unfold over seven weeks between the Support Site pool and Capodichino pool, with a break the week of the 12th of August for a special swim camp highlighted with coaching by USA Olympic Swimmer, Swim Coach and Motivational Speaker Josh Davis. This will be the second year in a row that Josh Davis will meet with the Naples Tiger Sharks to share his experience and words of wisdom with the team members and coaching staff. The Naples Tiger Sharks are currently recruiting swimmers of all ages for the 2019-2020 competitive season to help us win our fourteenth consecutive title as EFSL Southern Division Champions. This biennial exercise series is next scheduled to commence in 2021. STRIKFORNATO is a rapidly deployable headquarters that provides scalable command and control across the full spectrum of the alliance’s fundamental security tasks. Origins of Memorial Day From NSA Public Affairs

Each Memorial Day, on the last Monday of May, the nation honors those Americans who died while defending our nation and its values. More than two dozen cities and towns claim to be the birthplace of Memorial Day. In May 1966 President Lyndon Johnson settled that argument by declaring Waterloo, N.Y., as the official birthplace of Memorial Day. Regardless of the exact date or location of its origins, one thing is clear – Memorial Day was born out of the Civil War and a desire to honor the fallen Soldiers from both sides of the war. It was officially proclaimed a holiday on May 5, 1868, by Gen. John Logan, national commander of the Grand Army of the Republic, in his General Order No. 11. “The 30th of May, 1868, is designated for the purpose of strewing with flowers, or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village and hamlet churchyard in the land,” he wrote. That date, which was originally referred to as Decoration Day, was chosen because it wasn’t the anniversary of any

particular battle, and because it was thought that flowers would be in bloom all over the country. The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the northern states. The South refused to acknowledge that day, honoring their dead on separate days until after World War I, when the holiday changed from honoring just those who died fighting in the Civil War to honor all Americans who died fighting in any war. When Congress passed the Monday Holiday Law in 1968, the observance of Memorial Day was changed from May 30 to the last Monday in May. To ensure the sacrifices of America’s fallen heroes are never forgotten, President Bill Clinton signed “The National Moment of Remembrance Act” in December 2000, which designates at 3 p.m. local time on Memorial Day as the National Moment of Remembrance, in honor of the men and women of the United States who died in the pursuit of freedom and peace. The National Moment of Remembrance encourages all Americans to pause wherever they are at 3 p.m. local time on Memorial Day for a minute of silence to remember and honor those who have died in service to the nation.
