In the 14th episode of “On the Horizon: Navigating the European and African Theaters,” Adm. James G. Foggo III, commander, U.S. Naval Forces EuropeAfrica (CNE-CNA), discussed what the U.S. Navy has been doing throughout Europe and Africa over the past year. Foggo reviewed why the Navy is critical to the security of the United States and highlighted key events from dual carrier operations and the ABC submarine embark, to describing who we are in the “Fourth Battle of the Atlantic.” CNO’s Guidance to the Fleet The podcast started by covering the newly-released guidance from Adm. Mike Gilday, Chief of Naval Operations, to the Fleet. The focus of the guidance is simple: “Warfighting, Warfighters, Future Navy.” Foggo broke this down for listeners by going over what each of these mean for U.S. Navy: On “Warfighting,” Foggo said: “A Navy that is ready to win across the full range of military operations.” PODCAST YEAR IN REVIEW Page 5

CAPTAIN’S CORNER By Capt. Todd Abrahamson NSA Naples Commanding Officer

The NSA Naples Holiday Concert was a great success! The U.S. Forces Europe Band put on a great show for our Naples community personnel and their families. With a mix of Italian and American community members, the show really felt like a Naples family event. The event space, Teatro Garibaldi, was beautiful and the acoustics were excellent – just like the band director, Lt. Cmdr. Robert “Seph” Coats, promised. From an electric performance of “Carol of the Bells” in the style of the Trans-Siberian Orchestra to the traditional Italian holiday song “Tu Scendi Dalle Stelle”, the band truly brought fun, laughter, and joy to the crowd. We had a turnout of over 200 people, and the bus donated by the USO was able to transport many families to and from Support Site. Thanks, USO! We even had a surprise appearance by 11 members of the Naples Middle High School band, who teamed up with the U.S. Naval Forces Europe Band for their final song of the afternoon, “Sleigh Ride”. The event was designed as an opportunity to honor and to thank Naples area personnel and their families for their hard work and dedication to the mission, and I believe that we accomplished that. Thank you to everyone who attended the concert, and we look forward to holding similar events in the future. Speaking of big events, the annual Army-Navy game was this weekend! Well, make that games – plural. We are always “one team, one fight”…except for one day out of the year: Army-Navy game day. At NSA Naples, MWR has been hosting an annual Army-Navy Flag Football game for over 20 years. I was able to represent Navy for the coin toss, Lt. Col. Keith Toler, commander, Allied Forces South Battalion, represented Army, and Rear Adm. Zirkle provided support by flipping the coin. It was a hard fought match, but after three consecutive wins by Navy, the Army finally won with a score of 15-7. It seems like the reverse happened this weekend for the actual Army-Navy game. Navy had the longest win streak in history, 14 years, until Army caused upset and won the last three games. This year, though, the Midshipmen took the game back with a solid defeat over Army with a final score of 31-7. Both teams played well, but Navy walked away with the win. The biggest win, however, goes to all American citizens and their partners and allies, knowing that we have an incredible and lethal fighting force, united in our mission to defend freedom and democracy around the world. And since we have another year before the next Army-Navy meetup, we’ll go back to “one team, one fight”! As this is my last CO’s Corner before the New Year, I would be remiss if I didn’t take this opportunity to express how deeply proud I am of our military, Italians, civilians, contractor personnel and our families. You have all done incredible things over the past year supporting the mission in Naples, CNREURAFCENT, and the CNE-CNA-C6F areas of operation. You have all accomplished so much and have earned a break over the holidays with your loved ones. Please keep yourselves, your friends, and your family safe during this holiday season. Make a plan and stay vigilant – especially while driving or while vacationing abroad. We are truly stronger together, and I look forward to seeing everyone back at work and mission ready in 2020. As always, thanks for reading the Panorama! For more information about NSA Naples, please follow us on:

Holiday Traditions in Italy By Teresa Merola

For many people Christmas means another year has gone by. For Italians, Christmas has mainly a religious meaning that began around 300 A.D., when Emperor Constantine, after adopting the new faith of Christianity, celebrated the birth of Christ for the first time in history. Today, the holidays bring with them many traditions. We cannot talk about Italian Christmas traditions without talking about food. Italian Christmas food and Italian Christmas dinners are all dependent upon region. In Italy, food is a profound marker of Italy’s regional differences. Each region is proud of its own rich, local culture. On Christmas Eve Italians used to eat the classic “cenone” (literally “big supper”), made up of several courses. Especially in the South, traditional food for the evening is broccoli with garlic, oil and lemon; spaghetti with clams; fried salted cod; big fried eels; boiled cauliflower with olives; anchovies and capers. The big supper ends with fresh and dried fruit, walnuts, peanuts, chestnuts, almonds, roasted pumpkin seeds, figs and torrone. Among the Christmas desserts there are panforte in the North and struffoli in the South. Panforte is a typical dessert from Siena. It is round and flattened, made from flower, almonds, sugar and candied fruit, and cooked in the oven. Struffoli, of Greek origin, comes from a

3

mixture of flower, eggs, sugar and butter. The dough is then cut up into little balls and fried in hot oil. The little, fried blond balls are dipped in honey and sometimes mixed with candied fruits. A slice of panettone (brioche cake with raisins and candied fruits) or pandoro will close the dinner. But Christmas in Italy isn’t only about dinning on the local cuisine. Another Italian Christmas tradition focuses on the religious origins of the holiday. In some small towns there is a live Nativity scene with adults and kids impersonating the various characters. Nativity scenes are also common in homes where at midnight of Christmas Eve the youngest of the family places Baby Jesus in the manger to symbolize his birth. Holidays for the Italians go on after New Year’s Day. Although most presents are exchanged on Christmas Day, the Epiphany on Jan. 6 means more gifts for children. According to the Catholic religion, on this day the three kings arrived in Bethlehem to offer their gifts (gold, incense and myrrh) to Christ. As tradition goes, an old woman called Befana, riding her broom, brings stockings full of candies and gifts to all kids who have been well behaved during the previous year. The Christmas holidays end with the Epiphany. Children go back to school and adults go back to work. As an old saying goes: “Here is the Epiphany Day that carries the holidays away.” Merry Christmas and Happy New Year to everybody!

HISTORY: THE NAVY’S TRADITION OF THE NEW YEAR’S DAY DECK LOG By Brian Shottenkirk, Ph.D, and Karolina Lewandowska, M.A., Naval History and Heritage Command

The naval service, by its very nature, thrives on rules and regulations. Above all else, a ship and her crew must promote self-reliance, discipline, and teamwork to maintain effectiveness and ensure mission accomplishment in the unforgiving and uncertain environments of both ocean and fog of battle. This truism of rules and regulation is particularly reflected in the official record maintained by all commissioned U.S. Navy vessels — the deck log. The deck log is kept by the Quartermaster of the Watch and prepared by the designated Officer of the Deck (OOD) for each commissioned ship in accordance with Navy regulations and specific instructions. In either handwritten, typed, or in electronic format, the deck log chronicles the daily locations and movements of the ship, and captures all significant and prescribed events taking place either aboard or otherwise in the immediate vicinity of the vessel. Deck log entries are reviewed daily by the ship’s navigator for clarity and final approval as they document particular circumstances for administrative and legal purposes. Completed deck logs are subsequently forwarded each month to the Washington Navy Yard, where the Naval History and Heritage Command is tasked to maintain the records in its archives. At the end of thirty years, the individual deck logs are transferred to the National Archives and Records Administration in College Park, Maryland, for ultimate retention and future research access. As a permanent official record of the ship, the deck log is

efficient and succinct in its purpose, professional in appearance, and certainly not a forum for creativity. And yet… On the first night of the New Year, an unofficially endorsed truce allows the sacrosanct veil of regulation to be pierced — if only for a brief moment. During the mid-watch from midnight to 4 a.m. (and only during the mid-watch) it is permitted for a ship to record the first entry of the New Year in verse. In this annual, fleeting, first entry of the New Year, the deck log bears witness to a hint of individuality, personality and sometimes the mindset of shipboard life. However, Navy regulations remain ever obstinate, and the leeway for creativity comes with a caveat: all entries should still include the specified requirements noted in current Navy Regulations, and administered under OPNAV instruction issued by the Chief of Naval Operations. And therein lies the rub. The OOD (often with some assistance from the crew) is granted the freedom to compose the entry as they artistically deem fit — provided they include such mandatory details as the sources of electric power, steam and water; the state of the sea and weather; position of the ship; status of the engineering plant; courses and speed of the ship, bearings and distance of objects sighted; changes in status of ship’s personnel, disposition of the engineering plant, and even the strain upon anchor chain or cables when anchored and the placement of lines while moored. This tradition presents a challenge to the imaginative (or unlucky) author to maintain meter or rhyme and still report all these

details in an original manner over multiple stanzas whether on wartime patrol or moored pier-side closer to home. Occasionally, the tradition even allowed a venue for personal lamentations as well as good wishes extended to all. The exact origin of the New Year mid-watch verse is hidden in the recesses of Navy history, but was certainly known among some younger American Sailors in the years following the First World War. Indeed, the tradition is not practiced in Royal Navy or her Commonwealth, and appears wholly American in nature — with all the informality and irreverence that often brings. Former Lieutenant (junior grade) Arthur Ageton, was aware of the New Year’s Eve entry as early as 1926 while he was stationed aboard the battleship USS Pennsylvania (BB 38). In the 1972 issue of “Shipmate,” the official alumni magazine of the United States Naval academy, LT (j.g) Ageton related his unsuccessful attempt to submit a mid-watch entry of what must have been a relatively new endeavor since the experienced “…Skipper was a humorless fella who had never heard of this tradition and sent the Log back to me for rewriting in less rhythmical style.” The Commanding Officer instead recommended submitting the verse to the ship’s paper. An article in the January 1959 issue of U.S. Naval Institute Proceedings says “generations” of U.S. Sailors had practiced the tradition, and provided contemporary examples, but regrettably offered no additional historical background. By the time of escalated U.S. involvement in the Vietnam War, the tradition was well enough known throughout

As OOD I greet with scorn This wet and dreary New Year’s morn! It seems to me as I shiver with cold That the Year is nearly 100 days old The New Year is greeted with much good cheer As MAUNA KEA is moored to number 2 pier At berth number 1 port side to is this craft Standard lines are doubled with wires fore and aft The PARICUTIN; the FIREDRAKE, and the MT KATMAI Along with yard craft, are moored nearby At NAD Concord our home port we wait A long sea detail to the Golden Gate Boiler #2 and generator #1 are in use this hour To give to the ship the much needed power The pier provides services as they usually do The brow, fresh water, and telephone too The pertinent facts; I have told them all While other this night have had a ball 0345 has come and I must not glance back I look ahead to a siege in the sack I must end this verse, I cannot go on For very soon will break the dawn To all the world, and to those near and dear I wish a peaceful, prosperous, and HAPPY NEW YEAR USS Mauna Kea (AE 22) 1 January, 1963

the Navy to generate a “New Year’s Eve Log contest” promoted by the Navy Times. In 1968, the publication received over 1000 submissions competing for the grand prize of $100 awarded to the author and $50 to the winning ship’s Welfare and Recreation Fund. The finalists were published over several issues with a generous $5 sent to each entrant and their commanding officer. By January, 1970, All Hands, the official magazine of the U.S. Navy, confidently referred to the New Year’s mid-watch verse as a “growing naval tradition”. However, despite the optimism of All Hands, Navy culture changes with each generation, and the annual

Navy Times contest of decades past appears to be the heyday of the tradition. With a focus on operational commitments and warfighting, it is understandable that ships and crew of the new millennium devote valuable time, energy, and manpower to training and readiness, rather than composing verse for an extremely limited audience. In 2016, fewer than 30 ships made a New Year’s Eve mid-watch verse; in 2017 that number dwindled to fewer than 20. And, although the outlet for creativity in the form of the New Year’s Eve deck log is waning, it is certain that today’s Sailors, both at sea and on shore, will continue to ring in the New Year with hope for the year to come.

Page 1 On “Warfighters,” Foggo said: “A Navy that is world-class. We will recruit, educate, train and retain America’s most talented men and women, and they will be warfighters.” On “Future Navy,” Foggo said: “A Navy that is fully prepared to fight and win.” Foggo stated CNE-CNA, along with other overseas commands, represent America’s away team in that the Navy operates forward around the world to confront threats before they can reach U.S. shores; we protect U.S. national interests and those of our allies and partners and help maintain security and stability in the maritime domain so all lawabiding nations can freely use international waters for commerce. U.S. Navy Increased Presence in Europe and Africa A good example of maintaining security and stability is U.S. Navy operations in the Black Sea and Eastern Mediterranean. CNECNA has increased presence in those areas as responses to Russia’s resurgence and aggressive actions in those areas. Why the need for a response? Foggo said, “Russia’s recent history of not following international laws, norms, and standards of behavior; their increased presence in the Eastern Mediterranean could cause the potential for escalation could lead to possible tension.” Foggo mentioned the importance of dual carrier operations in a show of support for our NATO allies and partners: “Having two carrier strike groups operating in the Mediterranean is a visible demonstration of our commitment to the NATO alliance and to our partners, and it sends a very strong signal to any potential adversary.” He finished the segment by discussing the media embark of ABC World News Tonight anchor David Muir, “David saw firsthand the awesome ca-

pabilities that USS Florida provides to our national leadership.” These capabilities include our submarines’ ability to travel throughout the world undetected. Both of these events – dual carrier operations and the media embark aboard USS Florida – were significant, and they were just the tip of the iceberg of all the U.S. Navy has been doing these past 12 months. Demonstrating HighEnd Warfighting One of the main, highend warfighting events from 2019, exercise Formidable Shield, took place on the other side of Europe, where NATO allies and partners came together to work through missile defense and anti-submarine warfare training scenarios. The exercise involved 13 ships, 10 aircraft, and 3,300 personnel representing nine countries. Foggo explained the why and what was accomplished: “The Integrated Air and Missile Defense Network provides an umbrella of protection over Europe from the threat of ballistic missiles. For the third time, we showcased the fact that we can hit a bullet with a bullet at Mach speed thousands of miles above the surface of the earth.”

The exercise had 12 successful live-fire engagements against subsonic, supersonic, and ballistic missiles using NATO’s coordinated command-and-control structure. “We demonstrated our ability not only to deal with ballistic missiles threats, but also how to deal with the proliferation of anti-ship missile threats, which we know are not just getting larger in volume but are becoming significantly more lethal,” noted Foggo. “The Fourth Battle of the Atlantic” Comes to Life Back in 2016, Adm. Foggo wrote an article with Dr. Alarik Fritz called “The Fourth Battle of the Atlantic.” In the article, they predicted that Russia’s subsurface threat would grow over the next couple of years and that the country’s abilities for “out of area deployments” would only increase. Jumping to 2019, “We’re seeing the Russians deploy more submarines in the North Atlantic, and these subs are deploying for longer periods of time and with more lethal weapon systems, said Foggo. “Russia has returned to Soviet-era outposts and has built new military facilities in the Arctic Circle. Commander NAVFAC LANT Visits NAVFAC EURAFCENT By Mass Communication Specialist 2nd Class Brianna K. Green

Rear Adm. Dean VanderLey Commander, Naval Facilities Engineering Command (NAVFAC) Atlantic and Fleet Civil Engineer, U.S. Fleet Forces Command visited three locations across NAVFAC Europe Africa Central (EURAFCENT) from Dec. 4 to 10, 2019. “The thing that impressed me is how connected NAVFAC EURAFCENT is to the Fleet,” said VanderLey. “One of the challenges we have at NAVFAC is making the connection between what we do and the mission of the Navy.” NAVFAC EURAFCENT covers both 5th and 6th U.S. Fleet of Operations which includes 37% of the world’s population. They coordinate between three combatant commands to ensure the fleet and warfighter are ready at a moment’s notice. “At the base in Capodichino, we provide potable water for the entire base with the option for our service members to fill their portable containers,” said Cmdr. Russell Pile, Public Works Officer at Naval Support Activity Naples. “We also provide cooling water for critical computer room air conditioning units. Addition-

ally, we are working to maximize this base’s readiness and energy resiliency through several energy conservation measures including the construction of a co-generation plant which will provide electricity to the base and heating and cooling water for our critical infrastructure.” These contracts and projects can take years to transform from ideas to sketches to completed construction. Through these steps there are a variety of positions at NAVFAC that contribute to their success. “ACQ (Acquisitions) awards contracts in support of all business lines in eight countries as well as 17 countries in support of EXBL (Expeditionary Business Lines),” said Samantha Darella, division director in the Acquisition Support Line at NAVFAC EURAFCENT. On a weekly basis, “It is not unusual to coordinate contractual issues with all of our nine field offices including Italy, Spain, Bahrain, Djibouti, Greece, Poland and Romania.” In this high-demand area of responsibility, NAVFAC must be prepared to immediately secure a crane on location because of an operational mission that may have occurred overnight, summarized Darella. Also, the contract-

ing officer must know and understand Operational Plans, so NAVFAC EURAFCENT is ready when they are needed. “It’s a once in a lifetime opportunity to not only live in a beautiful place like Italy, but also to be such an important key part of the mission,” said VanderLey. “NAVFAC EURAFCENT is highly dependent on bringing NAVFAC

professionals from across our stateside FECs (Facility Engineering Commands) to fill the jobs out here.” NAVFAC EURAFCENT executed more than a $1 billion in fiscal year 2019 in construction, professional engineering and facilities services for the Navy, Marine Corps, Army, Air Force and NATO forces.

Russia’s even built an icebreaker that can carry the Kalibr missile.” In response to Russia’s reassurance and increased naval capacity and capability, Foggo said, “The U.S. and NATO have answered the call by increasing our naval presence across the theater and increasing our exercises and operations with allies and partners.” Foggo ended the segment with saying that the U.S. Navy “…through forward presence, power projection and technological advantage…” will help prevent future conflicts and be a deterrence to aggressors who try to destabilize the global order. Africa Stability Key to World Stability Admiral Foggo also discussed the importance of stabilization in Africa and how the U.S. Navy and U.S. Coast Guard continued to work with our African partners throughout 2019. “Africa is well-positioned for economic and industrial expansion with its strategic location and fast growing population, which represents microeconomic opportunities in many villages and cities across the continent,” said Foggo, adding, “Their collective potential will only be realized, however, if Africa bolsters its security institutions across national, regional and local levels, on the land, on the sea and in space.” In 2019, the U.S. Navy and U.S. Coast Guard did exactly that by working side-byside with African counterparts to bolster their naval and coast guard capability to provide for their maritime security. Foggo concluded the segment discussing the importance of the maritime domain, saying, “We’ve got to acknowledge that there is a great power competition happening across Africa. As Russia and China intensify their efforts to leverage Africa’s people and resources, the continent’s future lies in the balance, with direct impact on both global and North American security.” Further highlighting the importance of a strong relationship with our African partners, Foggo said: “When maritime trade sails freely across the oceans, economic development and opportunities for prosperity flourish. Also, maritime resources are the inheritance, if you will, of current and future generations. Stewardship requires leaders who advocate and protect the maritime domain.” Exercises and Operations Build Capability and Capacity The African “Express” series of exercises, established in 2010, assists our African partners in combatting what he referred to as “sea blindness.” Some governments did not understand the

importance of protecting their economic zones from illegal activity back in 2010, but with mentorship from the U.S. Navy and other agencies, the realization and significance has since developed into a full understanding. African partners regularly work with the U.S. Navy in exercises like Phoenix Express, Obangame Express, and Cutlass Express to further enhance their capability and capacity. “The U.S. Navy has steadily been working with our African partners to improve their ability to monitor their maritime environment, track and respond to threats, and to cooperate with other regional security forces,” said Foggo. These regional security forces include locations such as the West Indian Ocean, the Mediterranean Sea, and the Gulf of Guinea. The three-part Operation Junction Rain (OJR) conducted in 2019 provides our African counterparts advice and assistance during real-world law enforcement operations against illegal fishing, illicit trafficking of all forms, piracy, and pollution within the respective country’s exclusive economic zone. One added feature for 2019 was the value of U.S. Coast Guard cutter Thetis, the first USCG cutter to operate in the African theater since 2011. Foggo pointed out our collective efforts are making a difference. “Ghana recently arrested an illegal fishing vessel, the Lu Rong Yuan Yu 956, which was assessed a $1 million fine for its illegal, unreported and unregulated fishing activities,” and “the Cabo Verdean Coast Guard intercepted an illicit drug shipment of more than 2,200 kilograms of cocaine heading to the West African coast,” said Foggo The continued work with our African partners creates lasting relationships, improves the security environment, and benefits us all. “Together, we are finding African solutions to African problems. It’s a night and day difference between 2010 and today,” said Foggo. “Together, we are building progress to a more stable and secure Africa.” U.S. Naval Forces Europe-Africa/U.S. 6th Fleet, headquartered in Naples, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa. “On the Horizon: Navigating the European and African Theaters” is available on: Spotify, Speaker, Sound Cloud, iTunes, and Stitcher (ADD GOOGLE, iHeart Radio, and others)

Italian Local National Retires After 40 Years of US Federal Service By Travis Weger Public Affairs Officer, MSCEURA

Mount St. Helens erupted, the Rubik’s Cube was introduced and the world was trying to figure out who shot J.R. on Dallas. The year was 1980, it was the beginning of a new decade and Logistical Support Specialist with Military Sealift Command (MSC) Detachment Gaeta Enrico Della-Valle was signing papers to work for the United States government. Della-Valle, a local national born and raised in Gaeta, Italy, a few kilometers from the USS Mount Whitney (LCC 20), celebrated his retirement with friends and coworkers Dec. 3, 2019. This celebration marked 40 years of federal service with the United States government. His experience spanned four decades with Naval Support Activity Detachment Gaeta and MSC. “After retirement I have a lot of things to do including taking it easy and walking around,” said Della-Valle. “I have a nephew that is five years old, I will play with him again. It is time to play now.” Commander of MSC Europe

and Africa (MSCEURAF) and Commander, Task Force (CTF) 63 Capt. Frank Okata attended to celebrate DellaValle at his retirement luncheon. Okata honored him with a speech explaining the value Della-Valle provided to MSC and presented a CTF 63 command coin. “Enrico has really furthered us professionally, personally and operationally,” said Okata. “It shows the true value of his 40 years of service to both Italy and the United States. Without people like him, it is difficult to make this operation move like clockwork like it has over the period of his tenure.” Master Logistics Support Representative with Naval Supply Systems Command Sabastian Guercia presented Della-Valle with a framed photo of the USS Constitution’s port call to Gaeta in 1849. During the visit, Pope Pius IX boarded the Constitution, which marked the first time in history that a Pope had visited U.S. sovereign territory. Those surrounding Della-Valle signed the margins of the photo to frame as a keepsake from their time working together. His coworkers also pre-

sented him with a MSCEURAF/CTF 63 ceramic decanter and inlaid wood command plaque. “I have known Enrico for 25 years,” said Guercia. “When we first met, he seemed like a distinguished gentleman, as he still is today. He is a good friend and coworker and I’m sad to see him go, but I’m really happy he made it to the finish line” Della-Valle, an avid Napoli

soccer fan, is looking forward to attending his first game at the Stadio San Paolo, where the Società Sportiva Calcio Napoli team plays. “Enrico would always say, ‘Forza Napoli, aldila’ del risultato’,” explained Guercia, “which means, ‘Go Naples, regardless of the results.’ Spoken like a true fan.” An avid family man, DellaValle said that he is looking forward to spending time with his

family in retirement and making olive oil from the trees in his back yard. During his last harvest, he created 22 liters of olive oil from his grove. “The value of local nationals working with the U.S. government demonstrates Italy and the United States’ commitment to both our bilateral relationship and to the North Atlantic Treaty,” said Okata, “and it is people like Enrico that bring us together.”

What Goes into Planning a Holiday Ball Story by Mass Communication Specialist 2nd Class Alora R. Blosch

I remember the first time I ever walked into a command holiday ball. I was anxious, uneasy and unsure about going to a “Navy” event and seeing my coworkers. When I entered the venue, those feelings of unease just melted away. The atmosphere was incredible. The decorations were fantastic. The Navy band played beautifully. Within a few brief moments, I felt comfortable and ready to have fun. It got me thinking though - what goes into these events, and how are they able to pull something of seach grandeur together? This year I decided to join the Region EURAFCENT Recreation Committee. This is the team behind the major command events for the region staff. The team this year consisted of four people. Yes, you read that right. FOUR people. Interior Communications Electrician 1st Class Kenny Jones, president, Personnel Specialist 2nd Class Alexis Sims, vice president, Judy Carmichael, treasurer, and myself, secretary. We held meetings pretty regularly at Bella Napoli as we brainstormed different fundraiser ideas, including major installation events like Festa Americana, and how we were going to pull off the command picnic and holiday ball. We discussed food sales and NEX bagging fundraisers as the two most likely formats to bring in some revenue. As the secretary, I took notes at each meeting, jotting down the different ideas and when we could do them as we planned ahead multiple months. For example, in April, we had started planning for July. These meetings would typically last about an hour and then I would type up a summary and send it out to the team and then formulate an email for the command to keep them involved in the process. Planning fundraisers is not as simple as it sounds like it would be. Turns out, there are a lot of steps before you can show up on base and yell “BREAKFAST BURRITOS! ONE FOR THREE, TWO FOR FIVE.” In order to par-

ticipate in food sales on base, the committee must work with the legal office, MWR and the NEX. That process alone can take a while, and at one point, all committees were restricted to two food sale events per month. That’s not all, everyone participating in the food sale must have a food handler’s card, which can be earned by attending a course at U.S. Naval Hospital Naples and passing the test afterwards. All food being sold must also be prepared and cooked on base at the location of the food sale. Finally, after those requirements were met, it’s 0330 on a Friday morning, and the four of us are in fellowship hall preparing biscuits and gravy to sell as people come in for work. That’s when we learned the importance of prep-work and underestimating sales. As people started coming in and purchasing our food, we were working on additional batches of gravy, except the gravy wasn’t thickening up nearly as fast as our product was selling out. We managed to earn just over $200 using that fundraiser, despite all the hard work we had put in the prepare and execute the event. The hardest part of fundraising is garnering support from the command. In theory- bagging purchases for an hour or two at the NEX sounds easy, until the only day available falls over a holiday weekend. Because many people from the command are out of town, only two people are able to volunteer that day resulting in six hour shifts instead of two. Organizing bagging events at the NEX also takes time and paperwork. First, you need to contact the NEX and find out which days are available and once you select your desired date, you fill out a form and send it back to them for signatures. But this doesn’t guarantee that you get your desired date! After the NEX signs the form, it must then go to legal which normally takes 2-3 business days to receive back. You must then send the form back to the NEX and at that point, the day you selected may not be available anymore so you either choose another day, or

wait until the next month. Sigh! All in all, our team managed to pull together nine fundraisers over the course of five months. During this time, committees from the various commands on NSA Naples, Navy Ball, Naples Middle/High School, and various other organizations are also competing for their fundraisers. Now, we get to talk about hosting a holiday ball. First is the venue. Finding a venue out here isn’t terribly difficult, (a quick search online reveals several options). Being in Italy though, not every venue will have personnel working who speak English well enough to assist you. You have consider

pricing, catering, location, view, parking, ease of access, and bus parking. You also have to consider the price of tickets and if you will be able to make enough to cover the cost regardless of ticket sales. We started advertising and selling tickets Oct 15 and stopped ticket sales Dec 3, just two days before the event kicked off. As a Mass Communication Specialist, I was able to design the tickets and flyers for the event. I also worked with Maria DeBlasio, in NSA Naples’ protocol office, to find a printing company for professional quality tickets. Now, with ticket sales in full swing, Judy not only had the responsibility of selling tickets with the rest of us, but was also in

charge of maintaining the ledger to keep track of funds collected and keeping the ticket track up-to-date on a daily basis. The venue had been selected and the deposit paid, and tickets and advertising are ongoing. A theme has been selected by the Rec Committee. Now, transportation, music, decorations and prizes need to be addressed. A bus is expensive and because a nonfunded entity is organizing the event, the base cannot provide transportation. We will have to use one of the approved transportation companies to rent a bus to run from support site to the venue and back. The bus rental fee can range between $200 and $500 dol-

lars, after currency conversions. Music could be the Navy Band, however, you have to submit the request within 30 days of the event and know what kind of music you are interested in. The band’s meal should be provided and they will have questions regarding the venue before they can confirm the request. Also, there are several events and ceremonies going on during the holiday season so they might already be booked somewhere else. Judy is our creative powerhouse who handled the decorations for the ball. She spent countless hours making centerpieces for each table, welcome decorations, wrapping the prizes, making gift baskets, door prizes and the like. “As a member of the recreational committee, planning for the holiday party took a tremendous amount of time and planning by four members,” said Judy. “Several venues were visited and discussed before making a final decision. All table arrangements and decorations were hand crafted. It took over 60 hours to complete twelve table arrangements, decorations, wrapping gifts -over 20 gifts were wrapped and five gift baskets were made - and shopping for gifts. Along with making deco-

rations, I helped sell tickets, and tracked funding for the event. All together it took the rec-reational committee over 6 months to plan and execute [the event].” Along with those requirements, a 50/50 must be drafted and submitted for approval discussing the menu, location, event times, and different personnel and the command’s responsibilities at the event. Will the public affairs office provide photographs, or will the team hire a photographer? Will a chaplain deliver an invocation? Will there be a guest speaker? A special event antiterrorism (SEAT) brief must be presented to the base commanding officer and approved before the event can take place. The brief includes all the risks to personnel and mitigations in place to prevent these events. Part of the mitigations include having a military working dog (MWD) arrive to the venue prior to the event’s start time to do an explosives sweep. “Before any command function out in town, we bring explosive detection dogs to inspect the venue and all areas that personnel may go,” said Master-at-Arms 2nd Class Austin Kilinkhammer, MWD handler. “The dogs op-

erate as detection to see if any explosives have been planted, but they also act as a deterrence. The staff who are working see the dogs come in and they become aware that we have these capabilities. A sweep usually takes us about an hour to perform.” As the event has crept closer, we have secured the MWD support, the commanding officer’s blessing, and can give the number of guests and their dish preferences to the venue. On the day of the event we will give them a final number after everyone checks in. We spent about three hours placing decorations and prizes and getting everything organized for the event. We meet with the band, escort the MWD and finally get ourselves ready for the event. As cocktail hour starts and our hearts finally get back to a resting rate, the guests arrive and we are right back at it. Welcoming everyone, checking them in, collecting tickets, preparing the venue staff and answering questions while providing assistance to ensure everyone in attendance is having a wonderful and enjoyable night. All of this was possible, at region at least, due to four personnel and a handful of dedicated volunteers.

New Year’s Traditions Around the World By Lt. Jamie Moroney

The New Year is approaching, and with it comes the New Year’s Eve celebration! In the United States, many people traditionally celebrate by singing “Auld Lang Syne”, giving a loved one a kiss, making resolutions, and eating black-eyed peas to bring luck. But did you know that many countries around the world have very different traditions? In Spain, the big tradition is to eat 12 grapes – one for each stroke of the clock at midnightrepresenting one month of luck per grape for the New Year. In the larger cities, citizens take to the main squares to participate in the custom with others. In Italy, some of the old traditions include heaving old personal items out of the windows and smashing pottery and plates onto the ground to drive away bad omens. Though rarely practiced these days, it’s a good idea to watch your head! Italians also eat lentils to bring good luck and prosperity in the coming year.

In Scotland, the tradition of Hogmanay, or “first-footing”, is observed. This custom requires the first person to cross the door into someone’s home to bring a gift. It’s unlucky not to! The Scots also conduct bonfire ceremonies that include swinging giant fireballs on poles to purify the coming year. The fireballs symbolize the sun. In many Central and South American countries, wearing different colors of clothing are believed to bring luck into different areas of your life in the coming year. Some example colors include red, for love, and yellow, for money. In Greece, many families hang an onion on the front door of their homes on New Year’s Eve. The onion symbolizes rebirth in the New Year. In fact, parents will wake their children on New Year’s Day by taking the onion and tapping them on the head with it! Whether you eat grapes or black-eyed peas, bring a gift or tap each other on the head with onions, we here at NSA Naples wish you an exciting holiday season and a happy New Year!
