USO Naples Hosts Day Trip to Explore Wonders of Rome

Being stationed here can be an amazing experience for service members, dependents and DOD employees, and you can easily visit many world-famous sights. Italy is rich with cultural and archaeological sights, and on August 19 USO Naples hosted a day trip to Rome, the nation’s capital. USO tour guide and Rome expert, Maria Teresa led 50 community members to tour the Vatican and the Historical Center, with time at St. Peter’s Square, the Colosseum, Circus Maximus, Trevi Fountain, Spanish Steps and more. The group also enjoyed a panoramic tour of all of the must-see sites of the city along with plenty of leisure time to explore local shops, savor local cuisine for lunch and, of course enjoy a leisurely cup or two of espresso. With the official opening of the NATO Strategic Direction South Hub a month away, the deputy commander of

Allied Joint Force Command Naples, Canadian Army Lieutenant-General Christian Juneau, is optimistic about the new center’s future. The NSD-S Hub, located at the head-

quarters of JFC Naples, is designed to focus on a variety of complex issues existing and emerging from southern regions such as the Middle East, North Africa and Sahel, sub-Saharan Africa and nearby areas, waters and airspace. “The security environment in the whole area is extremely complex, and because it’s so important globally, especially to the NATO countries, there’s a lot of effort, activities and analysis that is going on, a lot of information that’s gathered,” Juneau said. One of the Hub’s goals is to take this information and analysis that exists and transform it into knowledge and information even more useful to stakeholders. “The Hub, at the end of the day, will be an enabler for unity of understanding and knowledge, and, hopefully, unity of action,” he added. Officials say another role of the Hub is to team up with personnel from various agencies outside of NATO and national military structures to synchronize, coordinate and enable. BRIGHT FUTURE

CNO ‘Devastated’ Over McCain Collision By Lisa Ferdinando DoD News

Chief of Naval Operations Adm. John M. Richardson said he is devastated and heartbroken over the collision of the Arleigh Burke-class guided-missile destroyer USS John S. McCain, and has ordered a worldwide operational pause as fleet commanders assess practices. “I just want to convey again that our thoughts and prayers are with the crew of the John S. Welcome back to all those who took advantage of the great travel opportunities available during the Ferragosto holiday! The ability to travel, meet new people, and experience new cultures is a profoundly important part of being stationed overseas. As we saw with the terrible events in Barcelona last week, these travel opportunities carry with them a necessity to be mindful of your surroundings and to take proper security precautions. When traveling out of the country, always remember to fill out an Individual Anti-Terrorism Plan (IATP) and a Country Clearance in the Aircraft and Personnel Automated Clearance System (APACS) where necessary, and always inform your chain of command about your plans. Additionally, check up on the current events in your destination country along with the information provided in the DoD’s Foreign Clearance Guide. Now, with the end of the holiday season comes a renewed level of activity and work here on base, so let’s make sure we all hit the ground running on Monday! That includes all our new and continuing students looking forward to the new school year starting August 28th. Even with summer winding down, we do have some great recreational events ahead. The MWR Mud Run this weekend is going to be an extremely fun, if not very messy, time for all. The school is also putting on a Back to School Block Party on August 25th that promises music, food, and information booths set up to help you get ready for the school year. I strongly recommend bringing your family out for the day! The event will be held in front of the school from 2 to 7 p.m. Speaking of hard work and hitting the ground running, our security and emergency management teams train tirelessly to keep us safe every day. Next week’s Command Assessment for Readiness Training (CART) inspection will test the rigorous standards they train to. CART will take place from August 28 to 31, and will include several security drills on Support Site and Capodichino. We’ve posted the locations and times for these on Facebook and Twitter, so please check those out. Everyone not involved in these drills need to remain outside of these areas and understand that traffic and base entry points will be affected. The Arleigh Burke-class guided-missile destroyer USS Porter (DDG 78) received fuel and supplies during a replenishment-at-sea (RAS) August 19, 2017, from Turkish replenishment oiler TCG YB. Kudret (A 595) in the Black Sea. While Porter usually resupplies through United States Naval Ships, the RAS allowed Porter to work with Turkey, a NATO ally in the region, increasing interoperability and strengthening international ties. “It’s important to continue to work with our allies in the Black Sea and develop these evolutions of mutual support for each other,” Cmdr. John Tobin, commanding officer of Porter, said. “If we practice a replenishment-at-sea whenever we’re able to, we only strengthen our interoperability for future operations.” “Porter and TCG YB. Kudret’s replen-

ishment in the Black Sea demonstrates the professionalism and the competency of both crews and the navies they represent,” Capt. Tate Westbrook, commander, Task Force 65, said. “This is an advanced maritime operation that not every navy in the world can undertake. The importance of this interoperability with a NATO ally cannot be overstated, as it allows us to conduct sustained operations and enhance the regional security in a critical area of the world.” The RAS also enabled Porter to continue conducting naval operations in the U.S. 6th Fleet area of operations without pulling into port for logistical needs. Porter received approximately 54,000 gallons of fuel, all of which was brought on without incident. “It went well,” Boatswains Mate 2nd Class Ralph Tassy said. “It shows why training is so important. Even without proper communications, we were still able to get the job done safely.”

SPOTLIGHT: BRENDA TORRES

USO Naples is thrilled to congratulate Brenda Torres as a Volunteer of the Month. Since joining the USO Naples team in September 2016, Torres has volunteered 124 hours of her time at events that support our military community, including the weekly Snack Attacks and the inaugural USO Daddy/Daughter Dance. Torres began her volunteer experience with the USO to keep her busy while her husband was away at work. A friend of hers recommended that she consider volunteering with the organization, boasting that she always enjoyed her volunteer experiences. “Everyone was really sweet and made me feel welcome from the first day I walked into the USO,” Torres said. In fact, Torres first began her volunteer experience as an office assistant alongside Center Operations Specialist, Christina Luthy in the Support Site Center. When prompted to share her favorite part about volunteering with the USO, Torres expressed her appreciation for the variety of opportunities. “They have so many different types of events that cater to different crowds,” she said. “I feel like my time is appreciated by the entire military community.” The USO Naples family extends its gratitude to Brenda Torres for her time, enthusiasm, and dedication to the NSA Naples community. 2017 NSA Naples MWR Mud Run From MWR

Come out and have fun at the annual NSA Naples MWR Mud Run on August 26 at Carney Park. To most participants, mud runs are about the camaraderie of teamwork rather than the thrill of a new personal record. And to many of the muddiest runners, connecting to your primal nature can become addicting, too. This year’s Mud Run will boast 12 new obstacles and a new route. Depending on how far you want to run, or just how muddy you’d like to be when you cross the finish line, you have two options. A Navy Chief will lead BRIGHT FUTURE

warm-ups at 9:45 a.m., and immediately following the warmup, the race will be divided into four waves:

at 10 a.m. – elite runners; 10:10 a.m. – Chiefs and Chief Selectees; 10:30 a.m. – Single Sailors; and 11 a.m. – families and children. Register now at the MWR

These include actors with a variety of backgrounds such as regional development and crisis handling experts, academics and non-governmental organizations. Juneau said militaries have already shown a capacity to work with partners from other organizations on many operations around the world. “These non-NATO entities have so much knowledge and understanding, and they look at an area, a problem set, from a whole different perspective,” Juneau said. According to Juneau, a key early indicator of success for the Hub will be leveraging existing contacts and creating new linkups to foster an early “buy-in” to the new center. He also stressed the importance of producing early outputs to showcase to others that the Hub is worth their investment in talent, expertise and effort. While it’s important to know what the Hub has the potential to do, it’s just as important, Juneau said, to emphasize what it’s not set up to be. “It’s not an intelligence fusion center that is focusing solely on violent extremist organizations,” said Juneau. “When you say Hub and you put it in an operational headquarters, a lot of people from the get go will think that it’s focused on intelligence, and it’s not.” The Hub’s aim is to focus on a variety of issues such as destabilization, migration, extremist organizations, trafficking, natural disasters and environmental pollution. Juneau also said Hub will have no real command and control authority to direct actions of any of the stakeholders that will be part of the NSD-S Hub team.

“The Hub is not there to tell them what to do,” Juneau said. “It is an enabler that, hopefully, will foster understanding and cooperation.” Juneau said it’s ideal that the new center will be under the roof and lead of JFC Naples. According to Juneau, the Hub needs to be nested within an organization that has an operational focus over a wide area, and JFC Naples fits that bill. He also noted the expertise, connectivity, and the tools that are inherent with being a joint force command headquarters. The Canadian general also noted that JFC Naples is already engaged in the part of the world the Hub focuses on, citing the ongoing NATO training mission and capacity building in Iraq. Finally, he said it’s also a matter of simple geography. As the Hub opens in September, about 90 military and civilian personnel will man the center. Juneau is confident the team is on the right path as they continue to make preparations and coordinate with agencies. “They will make sure that we reach final operating capability at the end of this calendar year,” Juneau said. Renters Insurance No Longer Included in PPV Housing Leases By Navy Installations Command Public Affairs

In accordance with NAVADMIN 198/17 renters insurance will no longer be provided by Public Private Venture (PPV) partners as part of their housing rental agreements. The change will be implemented within six months following the NAVADMIN release so that Sailors will have enough time to obtain the best renters insurance plan that fit their needs, should they choose to do so. All Sailors are encouraged to obtain renters insurance, however, regardless of where they choose to live. “This change will provide equality among all Sailors – those renting on the economy and within PPV housing,” Navy Installations Command Housing Director Greg Wright, said. Sailors in existing PPV leases will continue to be covered by the renters insurance provided by PPV partners until the expiration of their current leases. Naval Facilities Engineering Command, the executing agent for PPV business agreements, is coordinating with PPV partners to amend the business agreements and remove the automatic inclusion of renters insurance in future PPV leases. Sailors who have questions should contact their Housing Service Center (HSC) representatives. Exercise to Strengthen Efforts in Defense of South Korea, Mattis Says By Lisa Ferdinando DoD News

A joint U.S.-South Korean computer-simulated defensive exercise set to kick off this week is meant to strengthen joint efforts for the defense of South Korea, Defense Secretary Jim Mattis said today. Ulchi Freedom Guardian, which runs through August 31, is focusing on command post operations for the integration of efforts, Mattis told reporters traveling with him while en route to Jordan on the first leg of an overseas trip. “This right now is an exercise to make certain that we’re ready to defend South Korea and our allies over there,” he said, adding that “because of the specific circumstance, we want it to be a command post-heavy, command post exercise.” The exercise is defensive in nature, Mattis said, noting that joint exercises have been going on for decades. The exercise operates transparently and is carefully planned out to prevent any misinterpretation on what is occurring, he said. “It’s calculated to not allow for miscalculation,” he added. The number of troops involved is because of the

focus of this year’s exercise – command and control – and not in response to any factor from North Korea, he explained. Highlights Long-Standing Partnership Ulchi Freedom Guardian is designed to enhance readiness, protect the region and maintain stability on the Korean Peninsula, Defense Department officials said. About 17,500 U.S. service members will participate, with about 3,000 coming from installations outside South Korea. They will join military forces from major South Korean units representing all services, as well as South Korean government participants. In addition, United Nations Command forces from seven nations – Australia, Canada, Colombia, Denmark, New Zealand, the Netherlands and the United Kingdom – will participate. Neutral Nations Supervisory Commission observers will monitor the exercise to ensure it complies with the 1953 armistice agreement, defense officials said. Training exercises like Ulchi Freedom Guardian are carried out in the spirit of the Oct. 1, 1953, South Korean-U.S. Mu-

Serious Incident, Operational Pause Directed Richardson directed the Navy to take an “operational pause” in all of its fleets around the world, to allow fleet commanders to assess and review with their commands the fundamental practice to safe and effective operations. He said he envisions the pause lasting “one to two days,” but said he is leaving the specifics to the fleet commanders. “This is obviously an extremely serious incident and is the second such incident in a very short pe-

riod of time, within inside of three months and very similar as well and is the last of a series of incidents in the Pacific fleet in particular,” he said. In addition to the operational pause, Richardson said he directed a more comprehensive review to find the contributing factors and root causes of the incidents. U.S. Fleet Forces Command Chief to Lead Comprehensive Review Richardson said he tasked Navy Adm. Phil Davidson, the commander of U.S. Fleet Forces Command, to take charge of a comprehensive review that will include representation from throughout the Navy, as well as from other services and the private sector. That review will look at the processes the Navy uses to train and certify the forward deployed forces in Japan. Another area for examination, as Richardson outlined, is how the Navy trains and certifies its surface warfare community, including tactical and navigational proficiency. “My hope is that we will learn, continue to improve in the short term, validating that we are sound on the fundamentals and if not then we’ll take action to correct that, and then look at broader, more systemic issues that we may find through this comprehensive review,” Richardson said. The comprehensive review is in addition to the investigations into the Fitzgerald and McCain, he added.

The ship was sunk on July 30, 1945, by a Japanese submarine in the Philippine Sea following delivery of parts for the first atomic bomb used in combat to the U.S. air base at Tinian. Of 1,196 crewmen aboard, about 300 went down with the ship. The rest faced exposure, dehydration, saltwater poisoning and shark attacks while floating with few lifeboats and almost no food or water. Researchers Announce Wreckage from USS Indianapolis Located From Naval History and Heritage Command, Communication and Outreach Division

A team of civilian researchers led by entrepreneur and philanthropist Paul G. Allen has announced they have found the wreck of the World War II cruiser USS Indianapolis (CA 35), which was lost July 30, 1945. This is a significant discovery considering the depth of the water in which the ship was lost – more than 18,000 feet. Around 800 of the ship’s 1,196 Sailors and Marines survived the sinking, but after four to five days in the water – suffering exposure, dehydration, drowning, and shark attacks – only 316 survived. The wreck was located by the expedition crew of Research Vessel (R/V) Petrel, which is owned by Allen, 5,500 meters below the surface, resting on the floor of the North Pacific Ocean. “To be able to honor the brave men of the USS Indianapolis and their families through the discovery of a ship that played such a significant role in ending World War II is truly humbling,” Allen said. “As Americans, we all owe a debt of gratitude to the crew for their courage, persistence and sacrifice in the face of horrendous circumstances. While our search for the rest of the wreckage will continue, I hope everyone connected to this historic ship will feel some measure of closure at this discovery so long in coming.” Indianapolis was lost in the final days of World War II when it was torpedoed by a Japanese submarine in the early morning hours of July 30, 1945. The Indianapolis sank in 12 minutes, making it impossible to send a distress signal or deploy much of its life-saving equipment. Prior to the attack, the Indianapolis had just completed a secret mission delivering components of the atomic bomb used in Hiroshima that would ultimately help end the war in the Pacific. “Even in the worst defeats and disasters there is valor and sacrifice that deserves to never be forgotten,” Sam Cox, director of the Naval History and Heritage Command, said. “They can serve as inspiration to current and future Sailors enduring situations of mortal peril. There are also lessons learned, and in the case of the Indianapolis, lessons re-learned, that need to be preserved and passed on, so the same mistakes can be prevented, and lives saved.” Others have searched for Indianapolis in the past. Among the elements that made this effort different was Allen’s recent acquisition and retrofit of the 250-foot R/V Petrel with state-ofthe-art subsea equipment capable of diving to 6,000 meters (or three and a half miles).

“The Petrel and its capabilities, the technology it has and the research we’ve done, are the culmination years of dedication and hard work,” Robert Kraft, director of subsea operations for Allen, said. “We’ve assembled and integrated this technology, assets and unique capability into operating platform, which is now one amongst very few on the planet.” The other key factor in the discovery was information that surfaced in 2016 when Dr. Richard Hulver, historian with the Naval History and Heritage Command, conducted research that led to a new search area to the west of the original presumed position Hulver’s research identified a naval lading craft that had recorded a sighting of Indianapolis hours before it was torpedoed. Using that information, the research team developed a new position and estimated search, which was still a daunting 600 square miles of open ocean. Allen-led expeditions have also resulted in the discovery of the Japanese battleship Musashi (March 2015) and the Italian World War II destroyer Artigliere (March 2017). His team was also responsible for retrieving and restoring the ship’s bell from the HMS Hood for presentation to the British Navy in honor of its heroic service. Allen’s expedition team was recently transferred to the newly acquired and retrofitted R/V Petrel specifically for continuing exploration and research efforts. The 13-person expedition team on the R/V Petrel is in the process of surveying the full site and will conduct a live tour of the wreckage in the next few weeks. Their work is compliant with U.S. law, respecting the sunken ship as a war grave and not disturbing the site. USS Indianapolis remains the property of the U.S. Navy and its location will remain confidential and restricted by the Navy. The crew of the R/V Petrel has collaborated with Navy authorities throughout its search operations and will continue to work on plans to honor the 22 crew members still alive today, as well as the families of all those who served on the highly decorated cruiser. Every child has the power to succeed in school and in life, and every parent, family member and caregiver can help. We know that children tend to do the same things as their parents. What we say and do in our daily lives can help them to develop positive attitudes toward school and learning, and to build confidence in themselves as learners. Showing our children that we value education, and use it in our daily lives provides them with powerful models and contributes greatly to their success in school and life. Encourage Your Child to Read Helping your child to become a reader is the single most important thing that you can do to help him or her to succeed in school – and in life. The importance of reading cannot be overstated. Reading helps children in all school subjects. More importantly, it is the key to lifelong learning. Here are some tips on how to help your child become a reader: ● Reading aloud to your child should become an important part of your daily routine. As you read, talk with your child. Encourage him or her to ask questions and discuss the story. ● Make sure your home has lots of ap-

propriate reading materials. Keep books, magazines and newspapers in the house. Reading materials don’t have to be new or expensive. You can find good books and magazines at thrift stores or yard sales. Ask family members and friends to consider giving books for birthdays and other special occasions. ● Set aside quiet time for family reading. Some families enjoy reading aloud to each other, with each family member choosing a book, story, poem or article to read to the others. ● Show that you value reading. Let your child see you reading for pleasure as well as for performing your routine activities. Take them to the library and check out books for yourself. When your child sees that reading is important to you, they are likely to decide that it’s important for them, too. ● Get help if your child has a reading problem. The reason might be simple. For example, your child might need glasses. However, if you think your child needs extra help, ask the school. Teachers and other professionals can work together to determine if your child has a learning disability or other problem, and then provide the right help so they can learn to read and develop the skills to help them succeed in school and later in life.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication.
