The guided-missile destroyer USS Gonzalez conducted combined operations with the multipurpose Italian frigate ITS Alpino, May 16-17. The training is designed to promote camaraderie and collaboration among NATO partners. The Alpino is making several stops along the U.S. East Coast with Norfolk, Virginia, being the first. Crew Exchange “The crew exchange was highly beneficial to both Gonzalez’s crew and Alpino’s, giving rare insight into each other’s daily routine, Gonzalez Commanding Officer Navy Cmdr. Les Sobol said. “The [passing exercise] was an invaluable opportunity to flex multiple skillsets with our NATO partners at sea,” Sobol added. In addition to the passing exercise, Gonzalez and Alpino conducted visit, board, search and seizure exercises and light communication drills off the coast of Virginia, allowing both crews to gain familiarity and proficiency in tactical maneuvering and communications. “ITS Alpino’s high-end technology and air asset, the SH90, was stunning to view and discuss,” Navy Petty Officer 1st Class Caitlin N. Cannon said. “I truly enjoyed our collaboration and I feel training events like this should be encouraged more often.” Building relationships with allies and working as a warfighting team “is vital to NATO operations,” Cannon added. The USS Gonzalez is conducting basic phase exercises in preparation for a future deployment.

University Federico II to Offer Three Year Program in Mediterranean Gastronomy Science Next Year The University Federico II in Naples will be offering a three-year program in Mediterranean gastronomy science for the upcoming 2018-19 academic year. The new program will train students to become experts in wine and food industry, from production to marketing, from the history and tradition of food to health and dietary aspects, with a semester including a gastronomy laboratory with famous chefs as teachers. The course is held at the department of agriculture at the campus in Portici, Naples and it will start in September with 40-50 students. Marcianise Hosting Artisan Beer Festival Marcianise, a town near Caserta is hosting the 3rd edition of the “Artisan Beer Festival” this Friday through Sunday. Thirteen types of the best breweries in Campania region will be present at the event, together with many Blues and Jazz to Pop performers on stage. Ten thousand seats and a big parking spot will be available for this event at Piazza Umberto I, each day beginning at 8 p.m.

Volunteers Needed for 2019 ‘Join Us, Meet the World’ Program at Naples’ Universiade On Tuesday, a campaign started to find 10,000 volunteers needed for the 2019 Summer Universiade in Naples. The event will take place in Naples from July 3 to 14, 2019. The official website of the event (www.universiade2019napoli.it) has an online form available in the ‘volunteers’ section. ‘Join Us, Meet the World’ is the slogan chosen for the volunteers program, the Campania-region universities will be a significant ‘hunting ground’ for candidates and a tour of the various institutes of higher education in the region started on Tuesday. The program is open to all those with Italian citizenship who will have turned 18 by April 2019 and will enable participants to take part in training courses. All candidates must be willing to work for at least five days during the event. The Universiade will be held in all the facilities across the five Campania region provinces. Naples Mayor Luigi de Magistris said the 2019 Universiade World University Games to be hosted in the city will be “the biggest sporting event for years in Italy, and one of the biggest in Europe,” and he vowed that Naples would manage the event successfully.

HISTORY: USS SQUALUS SAILORS RESCUED

On May 24, 1939, 33 Sailors from the submarine USS Squalus (SS 192) were rescued after their boat sank off the coast of New Hampshire the day before. Squalus, named for a family of sharks, was a Sargo-class pre-war diesel-electric submarine, built at the Portsmouth, N.H. Navy Yard and commissioned on March 1, 1939. The 310-foot boat displaced 2,350 tons when submerged and was armed with eight 21-inch torpedo tubes, a 3-inch deck gun, and two .50-caliber machine guns. Squalus was designed to travel at a speed of eight knots when submerged. Lt. Oliver F. Naquin, the boat’s captain, took Squalus to sea for trials, including dives, off the Isle of Shoals starting on May 12, 1939. After 18 eventless dives, Squalus made a test dive on the morning of May 23 with 56 sailors and three civilians inside her steel hull. Moments after the submarine went underwater, its main engine air induction valve failed and water poured into the boat’s aft engine room. The submarine sank stern first to the bottom, coming to rest keel down in 60 fathoms, or 240 feet. A traumatic flooding of the aft section of the Squalus quickly claimed the lives of 24 Sailors and two civilians. That left thirty-two crewmembers and one civilian struggling for life in the forward compartments. To signal their distress, they sent up a marker buoy equipped with a telephone cable, and released red smoke bombs to the surface. After sighting the marker buoy, the Sculpin’s commander managed to speak with Naquin and confirm that there were survivors, even discussing rescue options before the communications cable parted. Now cut off from the world above, Squalus’ survivors spent a cold night trapped inside their submarine, beginning to suffer ill effects from chlorine gas leaking from the battery compartment. The following morning, the rescue ship USS Falcon (ASR 2) arrived and began lowering the new Momsen-McCann rescue chamber – a modified diving bell invented by Cmdr. Charles B. Momsen and improved by Lt. Cmdr. Allan

Rockwell McCann. The device, manned by courageous deep-sea divers, made it possible to reach the crew. In three trips, the rescue chamber brought 26 men to the surface. After serious difficulty with tangled cables, the fourth trip finally rescued the last seven survivors in the dark hours before midnight on May 24, 39 hours after the sinking. Divers made a fifth, especially dangerous descent to confirm that there were no survivors in the aft torpedo room compartment. A Herculean effort brought Squalus to the surface weeks later. The Navy raised the submarine and towed it to Portsmouth on Sept. 13, 1939. Following an investigation of the engine room compartments, the boat was formally decommissioned on Nov. 15, 1939. Four of the Navy divers received the Medal of Honor for their heroic actions to rescue the trapped men: William Badders, Orson L. Crandall, James H. McDonald, and John Mihalowski – for their part in the rescue of Squalus’s crew. The submarine was renamed Sailfish and recommissioned in 1940. With her new name, she was in port at Cavite Navy Yard in the Philippines when Japan attacked Pearl Harbor on Dec. 7, 1941. Fighting from the very first day of the war, Sailfish completed a dozen war patrols and sank more than 45,000 tons of enemy shipping.

Lucia Perrotta, from Naples, Italy, has been a proud employee of U.S. Naval Hospital Naples since 1986. After working with the Substance Abuse Rehabilitation Program (SARP) for 31 years at the Capodichino Branch Health Clinic, Perrotta took on greater responsibilities and expanded her duties to serve as the dual Administrative Support Assistant for SARP and Behavioral Health at the Support Site hospital. As a senior member of the military team, Perrotta likes the interaction she has with patients and ensuring all those she meets are taken care of. She takes great pride in her job and exudes confidence in every task completed. Perrotta is known on her team as genuine, knowledgeable, and resilient. Her hard work and dedication is consistently displayed through her daily actions and has previously earned her a Civilian of the Quarter award. When she is not involved in patient care, Perrotta enjoys spending time out in her community, attending church, and connecting with friends and family. She is proud of her two children; her daughter is obtaining her degree and her son is serving in the U.S. Air Force. As someone with a huge heart equipped with compassion, Perrotta is just the person to make a difference in the lives of patients.

5 May Selective Reenlistment Bonus Plan Update FLEET AND FAMILY SUPPORT CENTER EVENTS THIS WEEK From Chief of Naval Personnel Public Affairs

The Navy updated the Selective Reenlistment Bonus (SRB) award plan for active component (AC) and full time support (FTS) Sailors in NAVADMIN 119/18 released May 14. This NAVADMIN updates NAVADMIN 032/18 by adding 39 skills in 12 ratings and increasing award levels for 135 skills in 48 ratings. There are no decreases or deletions of skills in this update. The NAVADMIN allows Sailors’ reenlistment for SRB within 180 days of End of Active Obligated Service (EAOS) and increases the window for some Sailors SRB reenlistment. The NAVADMIN increased windows for SRB reenlistment for Sailors who are: ● Within one year of EAOS for Sailors who received an Early Promote (EP) in block 45 of their most recent regular periodic evaluation, as well as Sailors reenlisting in a combat zone tax exclusion (CZTE). ● Within one year of detachment month for obligated service (OBLISERV) Sailors. SRB changes are based on a mid-fiscal year review of bonus utilization and reenlistment requirements by community

managers. SRB serves as an incentive for those Sailors with critical skills and experience to remain in the Navy. Enlisted community managers continuously monitor the health of their community to maintain acceptable manning levels in critical skills, and recommend adjustments to SRBs when necessary. Eligible Sailors desiring SRB reenlistment are encouraged to work with their Command Career Counselor (CCC), command master chiefs and chain of command to discuss timing of reenlistment and procedures well before their EAOS. Requests are required to be submitted a minimum of 35 days prior to the requested reenlistment date. Sailors can keep informed of award changes through the Navy’s SRB webpage at and review the NAVADMIN for a complete listing of changes to skills award levels eligible for SRBs. As per NAVSUPPACT Naples Instruction 5100.11B wearing portable headphones, earphones, cellular hands free devices, iPods, or other listening devices while running, jogging, walking, bicycling, skating or skateboarding in roadways and streets impairs recognition of emergency signals, alarms, announcements, and the approach of emergency vehicles. Use of these devices while performing the

noted activities on the Navy installations is prohibited except in selected areas designated by the installation commander. Jogging is prohibited in parking garages and ramps used by motor vehicles. Joggers must remain cognizant of all traffic while running and encouraged to wear highly visible clothing, run against the flow of traffic on sidewalks and to use pedestrian crossings whenever possible.

BOTTLED WATER ADVISORY From NSA Public Affairs

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from nonpermitted wells and connected only to the city water system.

ENERGY CONSERVATION Smarter Driving Can Increase Your Fuel Efficiency From the U.S. Environmental Agency

With the weather warming up and the school year about to come to an end, many people are considering taking a vacation. For many of us, that means loading up the car and going exploring. Before you hit the road, here are some things that will help you to drive smarter and more efficiently. 1. Buy Smart When shopping for a new or used vehicle (or even renting a vehicle), choose the cleanest, most fuel-efficient vehicle that meets your needs. With a wide range of clean, fuel-efficient vehicles available today, it’s easier than ever to go green—for the environment, and for your wallet. Check out EPA's Green Vehicle Guide or www.fueleconomy.gov to find the best, most comprehensive information on vehicle emissions and fuel economy. 2. Drive Smart To improve your fuel economy and reduce greenhouse gas emissions, go easy on the brakes and gas pedal, avoid hard accelerations, reduce your time spent idling (no more than 30 seconds), and unload unnecessary items in your trunk to reduce weight. If you have a removable roof rack and you are not using it, take it off to improve your fuel economy. Use cruise control if you have it, and for vehicles with selectable four-wheel drive, consider operating in two-wheel drive mode when road conditions make it safe to do so. Remember Maintenance Get regular tune-ups, follow the manufacturer’s maintenance schedule (which can be found in your owner’s manual), and use the recommended grade of motor oil. And when it’s time for new tires, consider purchasing tires with “low rolling resistance,” an energy-saving feature. 5. Give Your Car a Break Use public transportation, carpool, walk or bike whenever possible to avoid using your car. Leaving your car at home just two days a week can reduce your greenhouse gas emissions by an average of two tons per year. Also consider telecommuting (working from home via phone or the Internet), which can reduce the stress of commuting, reduce harmful emissions, and save you money. And when driving, try combining your errands and activities into one trip.

Navy Approves More Tuition Assistance Semester Hours and Raises Funding Cap From Chief of Naval Personnel Public Affairs

The Navy announced changes to Tuition Assistance (TA) program May 21 in NAVADMIN 127/18, lifting the fiscal year limit of 16 semester hours (or equivalent) and allowing Sailors to use TA up to the Department of Defense’s (DOD) fiscal year funding cap of $4,500, effective June 1, 2018. These changes are designed to expand Sailors’ professional development opportunities, enhance degree completion and support Sailor 2025 initiatives to retain the best and brightest talent. TA will continue to be paid up to the current DOD limits of $250 per semester hour, $166.67 per quarter hour, or $16.67 per clock hour. Tuition exceeding these limits, in addition to fees, books, and instructional materials, will continue to be the Sailor’s responsibility. Education counselors at the

Navy College Virtual Education Center (NCVEC) and overseas Navy College Offices are available to discuss Sailors’ goals and to help maximize their TA benefits. The requirement that Sailors attain a “C” or better for undergraduate courses and a “B” or better for graduate courses remains in effect. Reimbursement will be required from those not attaining these grades. Sailors who have already reached the former fiscal year limit and have paid for courses using other benefits or their own funds are not eligible for any type of refund or retroactive payment. They may, however, have additional courses funded up to new funding cap. Sailors are encouraged to review their education plans to take full advantage of this expanded TA authority as well as other opportunities to earn college credit, such as College Level Exam Program (CLEP) and DSST® exams of-

Poppy seeds can lay dormant in the soil for years waiting for the earth to be plowed up so they can sprout in all their

glory. They need the disturbed earth to free them and release their beauty. Each year when they bloom I can’t help remembering the poem written by Lt. Col. John McCrae, a Canadian doctor serving in Belgium during World War I. Honoring and remembering his friend Lieutenant Alexis Helmer who was killed during World War I on May 2, 1915, near Ypres, France, doctor, poet, and Artillery Commander Major John McCrae penned his now-immortal poem, “In Flanders Fields.” The fields of Belgium had been torn with shell craters and freshly dug graves, releasing the blood-red flowers to bloom in huge numbers across the battlefields and cemeteries. As we approach Memorial Day the poppies’ color provides a reminder to honor those whose blood was spilled for their country. The now-immortal poem is over 100 years old, but still reminds us of the sacrifice of those who died in battle and its admonition not to break faith with them as we honor them each Memorial Day.

Morale & Welfare Activity (MWA) outlets throughout Italy. The new liquefied petroleum gas (LPG) coupons valid from October 1, 2017, can also be purchased through NEX, AAFES and NATO MWA outlets. NATO Forces tax-free fuel coupons must be utilized at authorized AGIP/ENI gas stations and LPG coupons must be used at AGIPGAS/ENIGAS dealers. A list of all authorized gas stations and LPG dealers has been provided to retail sales outlets. It is recommended that eligible personnel ask the gas station if they accept fuel coupons prior to fueling their vehicle. Authorized gas stations are required to accept fuel coupons, but there are occasions where AGIP/ENI gas station attendants have refused to accept NATO Forces coupons. In the event that authorized AGIP/ENI dealers refuse to accept valid NATO Forces coupons, personnel should contact the CNREURAFSWA Foreign Tax Relief Program Office. If fuel has already been pumped, a valid receipt along with the name and address of the gas station and the fuel coupons that were not accepted must be provided to the CNREURAFSWA Foreign Tax Relief Program Office as they will request reimbursement from ENI on behalf of the customer. When requested, customers are required to show AGIP/ENI gas station attendants appropriate NATO identification. Also, if a gas station attendant asks you to sell or trade your fuel coupons, please report it as soon as possible to the CNREURAFSWA Foreign Tax Relief Program Office. Customers are reminded of the following tax-free petroleum product regulations: ● The ration amount and fuel type depend on the primary registered vehicle’s engine size, engine base horsepower and fuel requirement. Your monthly tax-free fuel authorization

For most customers, your tax-free fuel ration will accommodate your transportation needs. ● The fuel coupons are required to be filled out by the eligible member for them to be valid. Coupons must include signature, plate number and date. Failure to complete a fuel coupon with all the details is considered misuse of the tax-free coupons, and the eligible member will be requested to provide a justification as to why the coupon was not completely filled in. It is important that the coupons are filled out at the gas station once the vehicle has been fueled, as the coupons must reflect the date they were utilized. ● The exact quantity in fuel coupons must correspond to the exact number of liters issued at the gas station. To facilitate this process, 1-liter and 2-liter coupons have been printed and are included in both

100-liter and 200-liter booklets. Also make sure that if you request a specific amount of liters, the gas station attendant fuels your vehicle for that amount of liters and not euros. Once you leave the gas station and you realize that the gas gauge doesn’t reflect the quantity you requested, it is usually too late to resolve. ● Selling, bartering, lending or giving coupons or the product itself to any person, or buying or borrowing from any person, is prohibited. The illegal use of taxfree fuel coupons is a violation of the Uniform Code of Military Justice (UCMJ) and Italian law and may result in both the loss of an offender’s privilege to purchase tax-free fuel & oil and face legal penalties. Origins of Memorial Day From Library of Congress

In 1868, Commander in Chief John A. Logan of the Grand Army of the Republic issued General Order Number 11 designating May 30 as a memorial day “for the purpose of strewing with flowers or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion, and whose bodies now lie in almost every city, village, and hamlet churchyard in the land.” The first national celebration of the holiday took place May 30, 1868, at Arlington National Cemetery, where both Confederate and Union soldiers were buried. Originally known as Decoration Day, at the turn of the century it was designated as Memorial Day. In many American towns, the day is celebrated with a parade. When a women’s memorial association in Columbus, Mississippi, decorated the graves of both Confederate and Union soldiers on April 25, 1866, this act of gen-

erosity and reconciliation prompted an editorial piece, published by Horace Greeley’s New York Tribune, and a poem by Francis Miles Finch, “The Blue and the Grey,” published in the Atlantic Monthly. The practice of strewing flowers on soldiers’ graves soon became popular throughout the reunited nation. In 1971, federal law changed the observance of the holiday to the last Monday in May and extended the honor to all soldiers who died in American wars. A few states continue to celebrate Memorial Day on May 30. Today, national observance of the holiday still takes place at Arlington National Cemetery with the placing of a wreath on the Tomb of the Unknown Soldier and the decoration of each grave with a small American flag. Protocol for flying the American flag on Memorial Day includes raising it quickly to the top of the pole at sunrise, immediately lowering it to half-staff until noon, and displaying it at full staff from noon until sunset.
