Adm. James Foggo released a new podcast “On the Horizon: Navigating the European and African Theater.” The podcast highlights his trips in Africa and discusses what the U.S. Navy has been doing in and around Africa. This is his second podcast devoted to the continent and a continuation of the discussion about how the U.S. Navy can support our African partners in finding African solutions to regional challenges. Trip to Cabo Verde and Nigeria Foggo begins the episode by discussing his trip to Cabo Verde and then to Nigeria during exercise Obangame Express 2019. While there, he met with civilian and military leaders from Cabo Verde and Nigeria, where they discussed maritime security and the unique relationship between the United States and Cabo Verde. In Nigeria, Foggo talked about his time with the Nigerian Chief of Naval Operations, Vice Admiral Ibok-Ete Ekwe Ibas, a good friend and gracious host. free Spring Concert is being hosted in downtown Naples next week by Allied Joint Force Command Naples and the Naples Mayor’s office. The Naval Forces Europe band is scheduled to perform with the Neapolitan choir, “That’s Napoli Live Show.” Admiral Foggo, who will be hosting the event alongside Mayor Luigi de Magistris, rightfully describes this as an opportunity for our military community to celebrate the great relationship we have with the people of Naples. I want to second that and encourage personnel and their families to participate. One of our most important missions as an overseas military installation is to build and maintain strong partnerships with our nation’s allies, especially in a place as important to NATO as Naples. Activities like joint military planning, community relations projects out in town, and recreational events like this, are all important building blocks of that mission. So please consider taking a trip down to the RAI Auditorium on via Guglielmo Marconi next Friday at 8 p.m., and be a part of celebrating the bond we share with our Neapolitan hosts. Our MWR team will also be celebrating the importance of partnership and camaraderie next Friday with their 25th annual Armed Forces Olympics. The event consists of friendly competition between teams comprised of military personnel from various commands, including U.S., NATO, and Italian military and police members. As service members, our bond goes beyond the uniform we put on every day and activities like this are the perfect way to celebrate that. Participants will use the same skills that allow us to work together every day in service of our nations and the strengthening of our partnerships. Please consider coming out to Carney Park at 1:30 p.m. next Friday and cheer all of our 13 teams on as they compete soccer matches, archery, a mud tug of war, multiple runs, and more. Again, partnership building is an important part of why we serve overseas, so never hesitate to get involved in opportunities like this while you’re in Naples. Next week also marks the end of April and thus of Sexual Assault Awareness and Prevention Month (SAAPM). I want to thank our Fleet and Family team for the great work they’ve done raising awareness on this important topic throughout the month with events like 5K runs, educational exhibitions and displays, and today’s powerful survivor’s presentation in the Capo Theater. They’ll be closing the observance out next week with Pure Praxis training workshops on Capo and at JFC. Please remember though, keeping our community and its members safe is a year round responsibility. No matter what month it is, always keep yourselves, your shipmates, your co-workers, and families educated on how to prevent and respond to sexual assault. As always, thanks for reading the Panorama! U.S. Ambassador to Russia Visits U.S. Naval Forces Europe-Africa and U.S. 6th Fleet By U.S. Naval Forces Europe-Africa/U.S. 6th Fleet Public Affair

U.S. Ambassador to Russia, Jon M. Huntsman Jr., met with senior U.S. Navy leaders at Naval Support Activity Naples, Italy, to discuss the maritime environment in Europe, April 22, 2019. Huntsman met with Adm. James G. Foggo III, commander, U.S. Naval Forces EuropeAfrica (CNE-A) and Allied Joint Force Command Naples; Vice Adm. Lisa Franchetti, commander, U.S. 6th Fleet (C6F), and other senior Navy leaders. During the meeting, U.S. military relations with Russia and the security environment throughout Europe were discussed. The conversations focused on ways to achieve cooperation with Russia but also how the U.S. Navy is working with allies and partners to deter Russian aggression and reaffirm its commitment to the region. “We seek a better relationship with Russia, but that can only happen when Russia stops its aggressive behavior and creates space for productive dialogue,” Huntsman said. “We will continue to impose cost on Russia when it takes actions aimed at our partners and allies and U.S. national security interests. At the same time, we remain committed to dialogue to deescalate situations and find areas where we can work together.” As great power competitors threaten the global commons, U.S. forward-deployed

presence is meant to deter and if necessary defeat those challenges, protect the American homeland, and protect economic prosperity by keeping the arteries of commerce open on the world’s oceans. “For more than two centuries, the U.S. Navy has operated forward to preserve peace, protect national interests, and defend allies and partners,” Foggo said. “It’s crucial that we give our civilian leaders options and the ability to negotiate from a position of strategic strength.” Over the past few years, Russia has sought to change borders by force, and has undertaken a significant military build-up in the North Atlantic, Arctic, Black Sea and Eastern Mediterranean Sea. Russia’s continued aggression in Georgia, Ukraine, the Sea of Azov, and Kaliningrad as well as its intervention in Syria, Libya and Venezuela destabilize these areas. “Our deployments and military presence is to deter and defend. It is to prevent – not provoke – a conflict,” Foggo said. “Our presence in Europe and the relationships built over the past 70 years provide the U.S. strategic access critical to respond to any threats against our allies and partners.” CNE-A/C6F, headquartered in Naples, oversees joint and naval operations, often in concert with allied and interagency partners, to enable enduring relationships and increase vigilance and resilience in Europe and Africa.

HISTORY: THE EVOLUTION OF THE GOOD CONDUCT MEDAL By MC2 Eric Lockwood Communication and Outreach Division, Naval History and Heritage Command

Second only to the Navy Medal of Honor, the Good Conduct Medal is the oldest award the Navy has continuously presented to deserving Sailors. But it has undergone significant changes since it was first established on April 26, 1869. Before it became a medal, it was called a badge, and before that, it was an administrative statement that served as proof of capability to work and serve at sea, and discharged a Sailor from service. Prior to the Civil War, when a Sailor completed his enlistment, his commanding officer would certify his time, his trustworthiness at sea, and his proficiency with gunnery. If he wanted to go to sea again, his discharge acted as his references. Back then, “good conduct” was as much about skill than just behavior. A Sailor would enter a recruiting station with his “Good Conduct” report and reenlist. Enlistments worked differently back then compared to today when recruits may have little to no experience sailing. The conversation might have gone like this: Recruiter, “Oh, I see you served under Capt. Joshua Barn – you served under Capt. Barney!? And he recommends you! Well, everything seems to be in order. Can you start tomorrow – I mean, today – I mean, right now? I see a ship about to put to sea at this very moment in need of an able hand!” Or something to that effect. The reference was transformed into a badge a few years after the Civil War. “[The badge] was established by the Secretary of the Navy [on April 26, 1869] for award to any man holding a Continuous Service Certificate, who had distinguished himself for obedience, sobriety, and cleanliness,” according to John Strandberg and Roger James Bender in “The Call of Duty: Military Awards and Decorations of the United States of America.” Given the reputation of Sailors back then, one could be forgiven for believing the bit about sobriety made the badge difficult to obtain, but there are no statistics available today about what percentage of 19th century Sailors were actually presented the badge at discharge. The badge, which seemed a lot like a medal,

was a Maltese cross with a rope-ringed circular medallion at the center. Along the rim of the medallion were the words ‘Fidelity Zeal Obedience’ and at the center, ‘U.S.N.’ Made of nickel and measuring about 31mm wide, the cross hung on a half-inch wide red, white and blue ribbon. On the back, the Sailor’s name was script-engraved. If and when a Sailor received three such awards after consecutive enlistments, he merited promotion to a Petty Officer. The badge underwent some redesigns in 1880 and again in 1884. Then 27 years to the day after the certificate became a badge, the badge became the Good Conduct Medal in 1896. In addition to this, by order of General Order 327, the time criterion was set at three years for a Sailor to earn it. A straight bar clasp was used to attach the circular medal to its maroon ribbon. “Subsequent enlistments were recognized by the addition of a clasp attached to the suspension ribbon,” relate Strandberg and Bender. “These clasps […] were engraved on the front with the duty station or ship upon which the recipient served and the discharge date and continuous service number on the reverse.” Over the next several decades, the Navy changed the medal’s appearance numerous times, but the criterion for receiving it seems to have remained the same. For a brief period during World War II, the Navy stopped awarding the medal to conserve metal and free the clerks from the paperwork they mandated. Instead, notations were made in the person’s service jacket. Not until the 1950s did the Navy settle on something permanent. The clasps were done away with in favor of 3/16 inch bronze stars denoting multiple enlistments, names on awards were dropped for all but posthumous recipients, and the ribbon was changed to a solid red color. Nowadays, the rules for earning the medal are a little more complex, but generally if Sailors go three consecutive years with “a clear record (no convictions by court-martial, no non-judicial punishment (NJP), no lost time by reason of sickness-misconduct, no civil convictions for offenses involving moral turpitude)” they are eligible for the Good Conduct Medal.

25 YEARS OF NATO Azerbaijan Partnership: Director General of NATO’s International Military Staff Visits Azerbaijan From NATO Public Affairs

Lt. Gen. Jan Broeks, Director General of NATO’s International Military Staff, visited Azerbaijan from April 16 to 19, 2019. During his visit, Broeks met with the Minister of Defence, Col. General Zakir Hasanov, the Chief of the International Military Cooperation Department; Major Gen. Huseyn Mahmudov; and the Commanders of the War College of the Azerbaijan Armed Forces and the Military Academy. Speaking to the Minster of Defense, Broeks expressed the Alliance’s gratitude for Azerbaijan’s continued support to the NATO-led Resolute Support Mission. “By providing troops to the NATO-led Resolute Support Mission and by contributing to the Afghan National Army Trust Fund with troops and assistance to NATO Allies on transit routes, on land, in the air and by rail, Azerbaijan works with us in furthering international peace and security,” Broeks said. He also welcomed the ongoing and possibly increased military to military cooperation regarding the further development of Azerbaijan’s interoperability with NATO. After meeting with commandant and touring the War College, Broeks delivered a speech to students and faculty members, stressing the importance of education. “Learning is an unending process, whether with college based training like you have here or day-to-day self-development,” he said. “Do not become out of touch with the problems of the world. What may not be your problem today, could be your problem tomorrow.” Concluding his visit, the Director General met with the Chief of the International Military Cooperation Department, Major General Huseyn Mahmudov. They discussed the increasing interoperability of the Azeri troops. Relations with NATO started in 1992, when Azerbaijan joined the North Atlantic Cooperation Council. This forum for dialogue was succeeded in 1997 by the Euro-Atlantic Partnership Council, which brings together all Allies and partner countries in the Euro-Atlantic area. Bilateral cooperation began when Azerbaijan joined the Partnership for Peace (PfP) program in 1994. Thanks to regular participation in PfP activities, Azerbaijan has been able to contribute actively to Euro-Atlantic security by supporting NATO-led peace-support operations.

Preabt, command master chief of Naval Support Activity Naples, retired from the U.S. Navy on April 18, 2019 during a ceremony held at the Capodichino base plaza. “Master Chief Preabt has spent a lifetime teaching and leading others, and sacrificing a great deal for his country, his Navy, his shipmates and his family,” Naval Support Activity Naples Commanding Officer Capt. Todd Abrahamson said. “I will miss his invaluable source of leadership and inspiration on the NSA Naples team, always putting the good of our installation and this community above all else.” A native of Minot, North Dakota, Preabt graduated joined the Navy in May 1989, graduating from Recruit Training Command, Great Lakes, Illinois, and reported to Interior Communications Technician “A” school in San Diego and Basic Enlisted Submarine School in Groton, Connecticut. He reported to his first command, USS Birmingham (SSN 695), in February 1990 where he completed two Western Pacific deployments and two Northern Pacific operations. From January 1995 to December 1996, he served at Naval Submarine Training Center Pacific in Pearl Harbor as a staff instructor for Interior Communications Electrician “C” schools and Oxygen Generator

Maintenance Technician School. His next duty station was leading petty officer of navigation division aboard USS Memphis (SSN 691), where he served from January 1997 to December 2000. In January 2001, Preabt reported to the Atlantic Fleet Technical Support Center in Groton, Connecticut, where he was an independent technical representative for the Atlantic Submarine Force. In January 2004, Preabt reported to USS La Jolla (SSN 701) as the navigation and operations department enlisted advisor. During this tour, he was advanced to the rank of senior chief petty officer. He then completed his Chief of the Boat qualifications and attended the Senior Enlisted Academy. Preabt then completed a two-year tour at Commander, Submarine Squadron Seventeen, and Commander, Submarine Squadron Nineteen as electrical material officer. Master Chief Preabt served as Chief of the Boat aboard USS Key West (SSN 722) from October 2008-October 2011, and USS North Dakota (SSN 784) from October 2011-April 2015. He also served as Command Master Chief for Naval Recruiting District Denver from February 2015 to February 2017. “Whatever he decided we were going to do together, he could get it done,” Bob Koonce, retired U.S. Navy commander and Preabt’s commanding officer on USS Key West (SSN 722), said. “You were, you are and you will always be my chief of the boat. Electric Cars in the Military From NSA Naples Energy Management Team

One of the reasons that energy initiatives were created was to encourage the United States to improve on its energy security. This means putting the United States in a position that enables us to be less reliant on energy sources from other countries. Military installations around the world are adopting new technologies to reach energy initiative goals. It is now very common to see electric cars in use on military installations. The Department of Defense has invested money to purchase these green machines in order to reduce the use of fossil fuels and greenhouse emissions. Some brands of electric cars have a duel-power source option. The cars can be powered by fuel or by recharging the battery. A car plugged into an outlet providing a 110volt output may take 10 hours to fully recharge while a 220-volt outlet will restore a full charge in about 4 hours. These cars are not designed for the open road, but they are certainly an effective – and efficient – way to travel around a military base. Some models of electric cars can operate at 100 miles per gallon and operate for 38 miles on battery power before the fuel system is needed. The use of electric cars is just one of the many ways the military is incorporating the latest technological designs into their everyday operations. In March 2017, Preabt assumed the duties as Command Master Chief for NSA Naples. During the ceremony, Preabt received the Meritorious Service Medal along with letters of appreciation from former president Barrack Obama, Governor of North Dakota Doug Burgum, and the USS North Dakota committee. He also received a shadow box from the NSA Naples chief’s mess. “Our Navy core values are the things I like to live my live by,” Preabt said. “You find out what they really mean to you when you apply them to your daily life, and your decision making. To all the Sailors and civilians I’ve served or had the pleasure to interact with, thank you for the outstanding work you do daily. It’s been great to be on your team.” Preabt’s awards include four Meritorious Service Medals, four Navy/Marine Corps Commendation Medals, three Navy/Marine Corps Achievement Medals and various unit, campaign and service decorations. Exercise Obangame Express – Efforts to Combat Sea Blindness He then went into the second exercise of the year, Obangame Express taking place in West Africa in the Gulf of Guinea. “There were 33 nations from Africa, Europe, and North America that participated. We had 2,500 personnel on the land, in the littoral, or at sea. Ninety-five ships of varying sizes … 12 aircraft conducting intelligence, surveillance, and reconnaissance, and sharing a common operating picture.” Foggo compared 2010 to now in reference to African maritime security when he said, “Back in 2010, there were not a lot of ships, there were not a lot of facilities, there were not a lot of Maritime Operations Centers … Today, in 2019, West African nations have a series of facilities and radar to enable them to coordinate and collaborate across maritime borders, and work to combat this sea blindness.” Foggo also discussed the U.S. Coast Guard Cutter Thetis’ rescue at sea of two fishermen who had been lost at sea for three days. The fishermen, rescued the day before the exercise began, were given gas and Gatorade by the Americans and then helped back to port by the Sierra Leonean Coast Guard. “And you know, it sounds like something that came right out of a Hollywood script, but a real-life situation with a happy ending,” Foggo said. Phoenix Express and Enhancing Maritime Cooperation The final exercise addressed by Foggo was Phoenix Express, held off the coast of North Africa in April. Earth Day was first observed on April 22, 1970, when an estimated 20 million people nationwide attended the inaugural events at tens of thousands of sites including elementary and secondary schools, universities, and community sites across the United States. Senator Gaylord Nelson promoted Earth Day, calling upon students to fight for environmental causes and oppose environmental degradation with the same energy that they displayed in opposing the Vietnam War. Earth Day was intended to become a special day to celebrate our planet and to renew our commitment to promoting clean living. What was once a relatively, unknown event has grown into a worldwide phenomenon that is celebrated in nearly 200 countries around the globe to remind people everywhere how fragile our planet is and how important it is to protect it. The idea of Earth Day is to promote a lifestyle throughout the year, and not just on one day in April, but one that will help to make our planet better and to protect our natural resources and environment. Here are some simple ways to help celebrate Earth Day every day ● Grow a garden – You don’t need a big yard to grow a garden. Your garden can be as small as a single pot grown on a balcony or in your home. Many people like growing decorative flowers. As an alternative try easy-togrow edible plants

such as tomato or basil to add to your family’s dinner table. ● Practice Recycling – Recycling is easy and it benefits your community and the environment by reducing the amount of waste sent to landfills and incinerators. Recycling also helps conserve natural resources, plus it saves energy and prevents pollution by reducing the need to collect new raw materials. ● Use Reusable Grocery Bags – Plastic pollution has becoming an increasingly big problem for the environment, and is becoming extremely harmful for the ocean and deadly for many marine creatures. Using earth-friendly reusable grocery bags is an easy way to help reduce the amount of plastics that are thrown away, which ultimately end up harming our environment. ● Is This Trip Really Necessary? – This once-familiar phrase from World War II was used to help save fuel for the war effort. Today that same idea of planning your trips and avoiding unnecessary driving helps to reduce both fuel consumption and air pollution. Also, consider taking public transportation like a bus or train. ● Become a Vegetarian for a Day – It’s estimated that up to 2,500 gallons of water are needed to produce one pound of beef, that it takes nearly 20 times the amount of energy to grow each calorie of beef versus that of plant-based food. Being a vegetarian for a day is not only yummy, but helps to conserve water.
