CNRE EURAFSWA Volunteers Help Prep for Back to School By MC3(SW) Robert S. Price

Eight volunteers from Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) helped prep NSA Support Site Elementary School for returning students on August 19, 2016. “We have school starting here in two weeks,” Chief Master-at-Arms Lydya Sollum, who volunteered to help prep the school, said. “With new equipment, books, teachers and students it is helpful to get the school ready.” The volunteers showed up early Friday morning to clear out classrooms and hallways, and to unload boxes of new school books and equipment. The seven enlisted, and one civilian also helped dispose of all the older unnecessary items the school was replacing. The volunteers worked tirelessly into the afternoon emptying the rooms to prepare our teachers for a brand new year. “Here at the school, we can’t thank the community enough for volunteering,” Jessica Fizer, school secretary and volunteer coordinator, said. “The help is going

to jump start the new school year.” The CNREEURAFSWA volunteers are dedicated to assisting the Elementary school, the team of volunteers are working with the school to create new future projects.

“We focus on the school to support our community, whether it be with science fair projects or preparing the facility for classes,” Jenny Camillucci, a volunteer, said. “We plan to do reading for the kids in the future as well.” CAPTAIN’S CORNER. . . . . . . . . 2 BASE NOTES. . . . . . . . . . . . . . . 2 NAVY HISTORY . . . . . . . . . . . . . 4 FFSC CALENDAR . . . . . . . . . . . 5 SOUND OFF . . . . . . . . . . . . . . . 6 MOVIES . . . . . . . . . . . . . . . . . . . 9 JOBS . . . . . . . . . . . . . . . . . . . . 12

The Navy announced on August 4, 2016, in NAVADMIN 174/16 that it will transition from the Navy Working Uniform (NWU) Type I to the NWU Type III as the service’s primary shore working uniform beginning October 1, 2016. Over the next three years, Sailors may wear either the NWU Type I or III, but effective October 1, 2019, all Sailors will be expected to wear the NWU Type III as their primary Working Uniform when ashore or in port. While the Navy is developing an incremental regional fielding plan for the NWU Type III, this transition period will give Sailors time to prepare for the change and allow them to get maximum wear out of recently purchased NWU Type I uniforms. “As the CNO and I travel to see Sailors deployed around the world, one of the issues they consistently want to talk about are uniforms,” Secretary of the Navy Ray Mabus said. “They want uniforms that are comfortable, lightweight, breathable ... and they want fewer of them. We have heard the feedback and we are acting on it. As a direct result of Sailors’ input, effective October 1, we will transition from the NWU Type I to the NWU Type III as our primary shore working uniform.” This change is the first step in a multi-phased process that will streamline and consolidate the Navy’s uniform requirements, and ultimately improve uniformity across the force. Today marks Women’s equality day, and each year since 1972 The President publishes a proclamation to commemorate Women’s Suffrage which granted American women the right to vote through the Nineteenth Amendment in August 1920. NSA Naples will honor the day with a panel discussion featuring Adm. Michelle Howard. Participants for the panel, hosted by the Multi-Cultural Heritage Committee, include Dr. Sharon White, Lt. Cmdr. Kelly Cruz, Lt. Vivian L. Maner and LNCS Chiara M. White. Come and join the command in the Capo theater at 1 p.m. for a discussion with great insight into equality and the Navy. August is recognized as National Immunization Month which highlights the importance of vaccinations for people of all ages. National immunization month was established to encourage people of all ages to make sure they are up to date on recommended vaccines that promote public health. Immunizations are often associated with young children, but can also be essential to the health of adults who are travelling to areas where diseases which have been eradicated in the U.S. still exist. Our community is fortunate to have access to an extensive healthcare network that ensures we are ready for deployments or travel, and that our families have access to the health care and the vaccinations they need. If you are planning a trip to a country or continent where disease control is an issue, please be sure to do some research on required vaccinations and health-safety tips. As the summer PCS season winds down it signals the start of the new school year! Please join us today at the seventh annual Back-to-School-Block-Party. The event runs from 3 to 7 p.m. at the Support Site, and representatives from the schools, NSA Naples departments, and volunteer organizations will be out there to welcome the kids and families back to school. This is especially important for our new families who will experience their first school year here with the Dolphins or the Wildcats. Even if you do not have children attending the DODEA schools, or you don’t have children at all, please come on out anyway. There will be food, music, and a lot of information on volunteer opportunities that serve to support the community. We depend on our volunteers to help weave the fabric that makes our community a strong, resilient, and great place to live and work. The annual MWR MUD run follows on Saturday at Carney Park. These are both great events, and I look forward to seeing you out there getting involved. Stay safe, please slow down on the roads, and have a great weekend!

September 2016 is Disaster Preparedness Month Are You Ready? Don’t Wait. Communicate. Make Your Plan Today By Sean M. Quinn NSA Naples Emergency Management Officer

Napoli, the Campania Region and Italy offer many opportunities to each of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency situations such as earthquakes here. As most of you probably know by now, was a devastating earthquake that struck central Italy early Wednesday morning as a magnitude 6 with strong aftershocks, causing significant damage and loss of life. This tragedy serves as a vivid reminder of both the threat and impact of a natural disaster. Over the past couple of years we have participated in various earthquake and other types of drills, and we will continue to do so in the future. During the National Preparedness Month – September – we will be focusing on hazards and threat in our area and how to best prepare for them. While this is an annual event, it should be an ongoing process for each of us. Throughout the month we will present information on building your family emergency plan, building your emergency kit, as well as what actions to take in the event of an emergency or disaster. We will also provide guidance on protective actions to take in the event of an earthquake, active shooter event, volcanic eruption and the Non-Combatant Evacuation Operation (NEO) process, which we will be exercising on October 20 at the NEX Food Court area at Support Site. Your participation in the NEO evacuation processing exercise would be extremely beneficial to you in becoming more aware of what to expect if we should ever be directed to evacuate. It also allows us, the overall support team to exercise and evaluate the processing procedures, and discover things we can do to improve the process while making it as smooth as possible for you and your family. To leverage emergency preparedness information and resources in supporting your efforts to prepare, NSA Naples Emergency Management has partnered with the American Red Cross, DeCA (Commissary), Navy Exchange, NSA Naples Fire Department, NSA Naples Security Department, Fleet & Family Support Center (F&FSC) and U.S.

Naval Hospital Naples to provide you with as much information and guidance as possible. We will be doing this in conjunction with the Town Hall Meeting on September 20 from 6 to 8 p.m. at the Support Site Base Theater, where we will have an emergency preparedness information display and subject matter experts available to talk with you and answer any preparedness related questions you may have. On September 29 there will also be two opportunities to visit with many of these folks: Outside the Bella Napoli Food Court at Capodichino from 11 a.m. to 1 p.m.; and from 4 to 6 p.m. in the NEX Food Court at Support Site. During all of the events, registration for the Wide Area Alert Notification (WAAN) system, the Computer Desktop Notification System (CDNS) and the American Red Cross’ Safe & Well will be available. Everyone is encouraged to participate in these events. The NSA Naples Emergency Management Team and all of our partners are available anytime to assist you with any questions you may have. For details contact: ● NSA Naples Emergency Management Team at EMOGroup@eu.navy.mil or call DSN 626-5303/3585 or Comm. 081-5685303. ● American Red Cross at www.redcross.org or www.facebook.com/ NaplesRedCross/ or call DSN 626-4788 or Comm. 081-568-4788. The American Red Cross has been supporting our communities both at home and overseas for quite some time. The support they provide to the NSA Naples community is tremendous. If you are interested in joining the American Red Cross as a volunteer, there are opportunities for you to do so. The Disaster Action Team (DAT) for Naples, Italy was re-formed in May 2016. Their mission is to support the first responders and to help the families affected with basics to include a friendly face in a time of need. The DAT can provide food, clothing, and shelter services while working with Naples area Emergency Services and first responders to provide this assistance in your families’ time of need. If you are interested in becoming a Red Cross volunteer, call Joshua Pound at DSN 626-4788 or Comm. 081-568-4788.

The Immunizations Clinic at the Naval Branch Health Clinic (NBHC) Capodichino provides its patients with the highest quality care and support available. The clinic provides services for Sixth Fleet members and eligible members deploying outside of the area of operations. Services include working closely with the Travel Medicine Department to ensure patients are properly screened for required vaccines, and proper documentation is performed prior to deployment, official, or leisure travel. Immunization administrators ensure that a deploying member’s electronic, physical and International Certificate of Vaccination (CDC731) documentation forms are updated in order to avoid administrative complications during travel. Verification of the documentation and screening process is provided for patients who are transferring to their next duty station, traveling, or simply need vaccinations. Immunization administrators evaluate and consult with medical providers to determine the appropriate time, dose and need of vaccine, for adult, adolescent, infant and pregnant patients, as a way to ensure the most effective and safe treatments available. As part of the clinic’s community outreach, the Immunization Clinic coordinates with Preventative Medicine to carry out multiple ShotExes during the Influenza season. The ShotExes ensure

that all eligible members and patients, who were previously unable to walk in to the clinic, are vaccinated. As a result of the 2015-2016 Influenza Campaign, the Preventative Medicine and the Immunizations Clinic resulted in a 97 percent fleet vaccination compliance, vaccinating more than 4,725 beneficiaries, and resulting in a significant decrease in the number of confirmed influenza cases in the community from 43 to 1. In addition, the recent Immunization Healthcare Branch Inspection showed that the Immunizations Clinic has an astounding record compliance for all eight Immunization Standards, with six standards being 100% from previous 39-59% compliance in March 2014. “The Immunization staff and leadership have made major improvements in the processes and documentation since the last program review in March 2014,” Tom Kanaris, the Immunization Healthcare Specialist for Defense Health Agency (EUCOM / AFRICOM), said. “Only minor administrative items needed to be addressed. Current staff should be commended on the progress they have made in increasing standards and mitigating possible adverse events by conducting effective screening of patients.” Next time you get an immunization, you can rest assured that you are being cared for by a highly qualified and reliable staff ready to address your medical needs. For details stop by NBHC Capodichino or call Comm. 081-811-5311.

1. Buy Smart When shopping for a new or used vehicle (or even renting a vehicle), choose the cleanest, most fuel-efficient vehicle that meets your needs. With a wide range of clean, fuel-efficient vehicles available today, it’s easier than ever to go green—for the environment, and for your wallet. Check out EPA's Green Vehicle Guide or www.fueleconomy.gov to find the best, most comprehensive information on vehicle emissions and fuel economy. 2. Drive Smart To improve your fuel economy and reduce greenhouse gas emissions, go easy on the brakes and gas pedal, avoid hard accelerations, reduce your time spent idling (no more than 30 seconds), and unload unnecessary items in your trunk to reduce weight. If you have a removable roof rack and you are not using it, take it off to improve your fuel economy. Use cruise control if you have it, and for vehicles with selectable four-wheel drive, consider operating in two-wheel drive mode when road conditions make it safe to do so. For more information, take a look at these tips for driving more efficiently. 3. Remember Maintenance Get regular tune-ups, follow the manufacturer’s maintenance schedule (which can be found in your owner’s manual), and use the recommended grade of motor oil. A well-maintained car is more fuel-efficient, produces fewer greenhouse gas emissions, is more reliable, and is safer! For more details, including potential fuel savings, check out these tips for keeping your car in shape. Also, 4. Proper Tire Inflation Check your tire pressure regularly. Under-inflation increases tire wear, reduces your fuel economy, and leads to higher greenhouse gas and other air pollutant emissions. If you don’t know the correct tire pressure for your vehicle, you can find it listed on the door to your vehicle’s glove compartment, or on the driver's-side door pillar. And when it’s time for new tires, consider purchasing tires with “low rolling resistance,” an energy-saving feature. 5. Give Your Car a Break Use public transportation, carpool, walk or bike whenever possible to avoid using your car. Leaving your car at home just two days a week can reduce your greenhouse gas emissions by an average of two tons per year. Also consider telecommuting (working from home via phone or the Internet), which can reduce the stress of commuting, reduce harmful emissions, and save you money. And when driving, try combining your errands and activities into one trip.

Experience the Cilento Coast Before Summer Ends By Lou Freed

If you’re the type who’d rather enjoy sea views than drive, consider a relaxing day cruising along the Cilento Coast from the city of Salerno. While the spectacular Amalfi coast is well known to Americans in Naples, the Cilento area south of Salerno may not be as well known, but it is just as beautiful with plenty of inviting beaches and rugged scenery. Two especially nice Cilentan Coast towns are Palinuro (named for Ulysses’ helmsman) and Acciaroli, known for its laid back atmosphere. Palinuro, located in the Cilento National Park, not only has some of the cleanest waters in the Med, but is also known for its caves and olives. Acciaroli is so relaxing that a full third of the population lives to 100+. Both towns along with others on the said Coast offer superb Mediterranean cuisine with seafood and fresh produce. This year, the Campania Region is making a special effort

to introduce this beauty by sponsoring a special boat, Cilentoblu, along the Coast. On weekends, the cruise goes south from Salerno all the way to Marina di Camerota. While there are several options to cruise north from Salerno to the Amalfi coast, the Regionsponsored vessel is the only option going south. This provides a unique opportunity to view this scenic area. Salerno is just an hour or so drive from the Support Site on the A3 Autostrada, and the Cilentoblu boat departs at 8 a.m. from the end of via Manfredi. Paid parking is available at the port adjacent to the ticket office. The cruise takes around three to four hours, depending on destination chosen and there are several stops along the way, if you’d prefer to get off and hit the beach. Returns depart Camerota at 4:30 p.m. arriving back in Salerno around 8:30 p.m. Ticket prices vary according to destination, but range from 916 Euros one way. Kids 4-12

are just 3 Euros regardless of destination and children under 4 go for free. The ride provides calming scenery of the craggy coastline dotted by small charming

towns, where myriad beaches with colorful umbrellas await beach goers. The 300-passenger boat is quiet, clean, comfortable and air-conditioned. Service ends August 31, which

means there is not much time left to book a trip. For details, visit www.cilentoblu.regione. campania.it or www.alicost.it or call 335-589-8929 or 089-22-7979.

NAVY ELIMINATING UNIFORM

from page 1 The Navy has listened to Sailors’ feedback and is incorporating their desires to have a working uniform that is better fitting, more breathable and lighter weight. NWU Type III will be issued to new accessions and recruits beginning October 1, 2017. Until further policy guidance is promulgated, black boots will be the standard boot worn in the United States and its territories with the NWU Type III. However, expeditionary forces in the United States or any forward deployed forces may wear the desert tan or coyote brown boots at the discretion of the unit commanding officer with the NWU Type III. Additionally, Sailors may wear the NWU Type I black fleece liner. Sailors will be able to buy NWU Type III components for personal wear through Navy Exchange uniform stores and call centers once there is sufficient inventory on hand. U.S. Fleet Forces Command (FFC) continues its multiphase wear test of improved flame resistant variant (IFRV) working uniform components, for shipboard wear. FFC most recently conducted in-depth focus groups with fleet Sailors aimed at refining the design of the IFRV coverall. Additional feedback from the focus groups, subsequently validated by a senior level working group, resulted in the preliminary design of a more professional looking twopiece utility shipboard uniform that can be worn both at sea and operational sup-

The Dept. of the Navy announced that it will transition from the Navy Working Uniform (NWU) Type I (left) to the NWU Type III (right) as its primary shore working uniform. While, the NWU Type I will be phased out over the next three years, effective October 1, 2019, all Sailors will be expected to wear the NWU Type III as their primary Working Uniform when ashore or in port. port jobs ashore. Wear tests of the prototype two-piece variants are expected to occur in 2017. The Navy continues to conduct a wear test of new women’s khaki pants and is developing options to improve the sizing of women’s khaki pants for E-7 and above. We expect that the new women’s khaki pants will be available for purchase in late 2017 or early 2018. Enlisted clothing replace-

ment allowance will be adjusted to cover costs of these uniform changes and requirements. However, by law, commissioned officers are currently entitled to a onetime uniform stipend ($400), paid at the beginning of their careers. An additional stipend cannot be granted without a change in law. NAVADMIN 174/16 contains more detail on the uniform changes and can be found at www.npc.navy.mil.

DAILY TOURS

Head Up, Phone Down When Headed Back to School From the National Safety Council

Summertime offers a nice reprieve from the constant shuffling of papers, carpools and heavy backpacks of the school year. But once fall rolls around again, parents and kids have a lot to juggle. As your children march out the door on that first day of school – and every day – there is really only one priority: Nothing is more important than making sure they get home safely. According to a study by SafeKids.org, 61 children are hit by cars every day in the United States, most often during the hours before and after school, and peaking in September. And, there has been a noticeable demographic shift. It is now much more likely a teenager will be hit by a car than his younger counterpart. Of the 484 pedestrians ages 19 and younger who died after being hit by a motor vehicle in 2013, 47 percent were age 15 to 19, according to Injury Facts 2015. We also know that 16,000 pedestrians 19 and younger were injured in 2013. That’s 44 per day.

They Send How Many Texts? With this knowledge, the National Safety Council is focused on efforts to eliminate distracted walking – specifically walking while texting. According to a study by The Nielsen Company, kids age 13 to 17 send more than 3,400 texts a month. That’s seven messages every hour they are awake. Before your children head out, remind them of these year-round safety tips: ● Never walk while texting or talking on the phone ● If texting, move out of the way of others and stop on the sidewalk ● Never cross the street while using an electronic device ● Do not walk with headphones on ● Be aware of the surroundings ● Always walk on the sidewalk if one is available; if a child must walk on the street, he or she should face oncoming traffic ● Look left, right, then left again before crossing the street ● Cross only at crosswalks
