MWR Tickets and Travel has a new opportunity for community members – sunset cruise of Naples Bay – which took its maiden cruise last month. A happy small group of eight NSA Naples community members participated in the second sunset cruise of Naples Bay. The trip included round trip transportation from Support Site to Mergelena Port in downtown Naples, where passengers boarded the 65-foot teak-wood yacht Pepecello, skippered by Robert Kokolis along with co-captain Nunzia Tuccillo. Kokolis grew up attending school at Naples MiddleHigh School in the 1970s and lived in the United States for much of his life, narrated in perfect English to the small group, the many sights they were seeing on their cruise. The Navy College Program (NCP) announced a new, more efficient customer service opinion survey July 24, as part of the continuing improvement process for Voluntary Education. “The survey asks for Sailors’ opinions about the Navy College Program’s education support, counseling services, information, and admin,” Don Squibb, Navy VOLED assessments program manager, said. “We’re seeking feedback on their experience so we can adjust and improve our service.” According to Squibb, the new survey asks only 10 questions, and the average can Sailor complete the survey in just over four minutes. “The surveys are the primary channel we have to gather customer input on how we’re doing, and we use the fleet feedback to refine the service delivery of the Navy College Virtual Education Center,” Squibb said. “By shortening the survey, we hope to increase participation while retaining key information. One Sailor that participated in both the longer and shorter NCP surveys is Aviation Structural Mechanic 1st Class (AW) Brad Powell, instructor at the Naval Air Technical Training Center. “The new Navy College Program survey gets right to the point and only took a couple of minutes to get my opinions,” Powell said. “I can tell that the Navy College folks value my time and are genuinely interested in improving the VOLED experience.”

PBS Now Available on SS From NSA Public Affairs

Residents of U.S. Naval Support Activity (NSA) Naples’ Support Site have access to Public Broadcast Service (PBS) on devices that receive internet through the Navy Exchange (NEX) Residential Services Office as of July 19, 2018. The new service is an addition to existing Hulu, Amazon and Netflix streaming access. “I think anything we can offer that makes living in a foreign country with a foreign language a little more familiar goes along way with families and sailors,” Naples NEX General Manager Lisa Brennan said. Devices on support site that access the internet through NEX Residential Services will be able to access PBS by connecting to the web and streaming through the PBS website.

Services like this are possible when content providers, like PBS, Netflix and Hulu, give their permission to stream U.S. content to fixed IP addresses provided by a command’s service provider, in this case, Telecom, Italia. Unfortunately locations that do not have fixed IP addresses will not be able to get services this way. Internet providers for Capodichino, Allied Joint Force Command (JFC) Naples and homes on the economy assign IP addresses for the duration of the tenant’s contract. “We had to do some research to identify a contact at PBS, to ask if they would be willing to grant access to U.S. content for service members living on Support Site,” NSA Naples Information Technology Program (N6) Director Ira Kinter said. The process for getting PBS involved

the coordination between PBS, N6, Residential Services and Telecom Italia, and has passed to other Europebased commands’ N6 departments so that they can get the same services. “Once a POC was identified, we just provided the IP address information needed to make service possible.” Staff and command liaisons are continuing their effort to make the quality of life better for residents and visiting tenants. “We’ve been meeting with Telecom Italia just to see what else they could possibly offer,” Brennan said. “They have recently upgraded services to those who live off base. In many areas they have increased their speed out in town.” NSA Naples asks that if personnel are aware of other services which could be obtained for the community, they fill out an Interactive Customer Evaluation (ICE) comment so the base can look into them. Transparency is incredibly important to me, especially when it comes to how we maintain the areas you live and work in. This week we conducted what is called a lease re-structure with Mirabella and I want to make sure our community knows what that means and how it affects everyone. When we re-structure our lease we are basically taking all the changes and updates that we’ve made to it over the years, and consolidating them in a new, single document. This makes it much easier for us to formally communicate our requirements to Mirabella and consequently for them to understand and fulfill them. What does that mean for you? In addition to our Public Works department analyzing emerging maintenance requirements, you’ve made so many great suggestions and observations to us that have resulted in extremely positive additions to our lease agreement. Now those additions and your voices are permanently a part of this document. I think that is incredibly important for our community to know. I also want to thank our installation Information Systems department and the Navy Exchange for working together to increase the streaming services we have available to us on base. Last year we were able to get Netflix, Hulu, and Amazon Prime activated for our IP address on Support Site, and last week we added PBS streaming services to this list. NEX Residential Services and our NSA Naples N6 department worked with PBS to open our IP address to all of their online content. We’ve added an article about it in this week’s paper, so be sure to check out the new features available to you and your families! With Summer in full swing, it’s also a good time to talk safety. With more pedestrians moving about the base, please be extra vigilant when driving or riding your bicycle. Please also remember that it is base policy that everyone is required to wear a helmet while riding a bicycle, not just children under 12. Safety doesn’t just apply on the base though. Please take precautions when travelling as well, especially to destinations where you have the opportunity to engage in heavy outdoor activity. Always fill out your Individual Anti-Terrorism Plan (IATP) before visiting another country, and remember to sign up for the State Department’s Safe Traveler Enrollment Program (STEP). It ensures that someone knows your whereabouts in case of an emergency or natural disaster, and it also comes in handy next time you go to renew your security clearance. With STEP you can easily track all the countries you’ve visited, a sometimes daunting task for those of us who have been on a few deployments! As always, thanks for reading the Panorama! Man Charged with DUI While Riding a Horse A man was stopped by police while on his horse was weaving from one side of the road to another in Ivrea, in Northwest Italy near Turin. Driving under the influence of alcohol, even on a horse, is forbidden. The man was slapped with a DUI charge and his driving license was suspended. The horse was taking back to the riding school. Edenlandia Amusement Park Back in Business Edenlandia is an amusement park located in Naples, in the Fuorigrotta district. It has been closed for years, but this past Thursday the park reopened to the public. The park has been completely renovated including an amusement area dedicated to children called “Edenlandia for children,” and a large area with restaurants, pizzerias and pubs. The park is equipped with modern rides including a four-meter-high tower to climb, electric go-kart track, trampolines and mechanical swing. The park is open from 9 a.m. to 10 p.m. Traffic Now Limited During Tourist Season in Dolomite Mountains During the summer overcrowding tourism season, traffic restrictions have

been issued to the main access points to the Dolomite Mountains. A limited traffic zone (ZTL) at the Sella Pass has been introduced to vehicles that can only enter with a pass valid for one hour. From Monday to Friday, between 9 a.m. to 4 p.m. until August 31, motorcycles and cars will be restricted, except for electric vehicles, public transport and people who work or stay within the area. The scope of the restriction is to reduce traffic to the mountains by 20 percent, in order to reduce pollution and protect the environment. Each morning only 200 vehicles are allowed to pass and only 150 are allowed in the afternoons. Beach on Bank of Rome’s Tiber River Coming Soon Rome, commonly known as the Eternal City, will soon have a beach on the riverbanks of the Tiber, similar to beaches in Paris, London and Madrid. By August, the beach on the Tiber, which is situated on the banks below the Ponte Marconi Bridge, will feature sports fields, play areas for children and others dedicated to animals, sunbathing areas with sand and umbrellas, beach volleyball courts and cycle paths, Rome Mayor Virginia Raggi said. She also opened a special unit dedicated to tackling illegal discharging and pollution in the Tiber with the objective of cleaning up the eternal city’s river.

HISTORY: BIRTH OF THE NAVY WAVES From NSA Public Affairs

On July 30, 1942, President Franklin D. Roosevelt signed an act establishing Women Accepted for Volunteer Emergency Service (WAVES), in direct response to the critical need for additional military personnel during World War II. Their official name was the U.S. Naval Reserve (Women’s Reserve), but the WAVES nickname stuck. By the end of the war, more than 80,000 officers and enlisted women had served in the WAVES. The word “emergency” implied that the acceptance of women was due to the unusual circumstances of World War II, and at the end of the war – when the emergency was over – the women would no longer be needed by the Navy. Unlike the Women’s Army Auxiliary Corps (WAAC), which was established in May 1942, and was considered a unit working with the Army, the WAVES were considered a component in the Navy. This small, but important distinction, opened up the doors of equality for the women of the WAVES. WAVES were not allowed to serve aboard combat ships or aircraft, however they held the same status as their male counterparts, including rank and jobs, and they received the same pay and were subject to military discipline. Most WAVES worked as yeomen doing clerical work or as store keepers, but some took positions in aviation, hospital corps, communications, intelligence, and other technological fields. Initially WAVES were restricted to duty in the continental United States. As the war progressed, WAVES were authorized to serve in Hawaii. The war ended before WAVES could be sent to any other locations. On June 12, 1948, Congress passed the Women’s Armed Services Integration Act (Public Law 625), which allowed women to gain permanent status in all military branches of the United States. This act made the WAVES program obsolete, and a few weeks later, on July 7, 1948,

six women were sworn into the regular Navy: Kay Langdon, Wilma Marchal, Edna Young, Frances Devaney, Doris Robertson, and Ruth Flora. Later that fall, eight women were commissioned as the first female officers of the regular Navy: Joy Bright Hancock, Winifred Quick Collins, Ann King, Frances Willoughby, Ellen Ford, Doris Cranmore, Doris Defenderfer and Betty Rae Tennant. In 1972, WAVES were officially disestablished, since women were now integrated without limitations, except for duty with submarines and EOD/Dive/SEAL communities, into the Navy. In another major breakthrough for women in the military, on December 3, 2015, Defense Secretary Ash Carter announced that beginning in January 2016, all military occupations and positions would be open to women, without exception. For the first time in U.S. military history, he said, as long as they qualify and meet specific standards, women will be able to contribute to the Defense Department mission with no barriers at all in their way. And with that announcement – 73 years after President Roosevelt officially established the WAVES – the last barrier for women serving in the U.S. Armed Forces had finally been broken. “They’ll be allowed to drive tanks, fire mortars and lead infantry soldiers into combat,” Carter said. “They’ll be able to serve as Army Rangers and Green Berets, Navy SEALs, Marine Corps infantry, Air Force parajumpers, and everything else that was previously open only to men.” The military has long prided itself on being a meritocracy, where those who serve are judged only on what they have to offer to help defend the country, Carter said. “That’s why we have the finest fighting force the world has ever known,” he added, “and it’s one other way we will strive to ensure that the force of the future remains so, long into the future.” A WAVE recruiting poster from 1944 by John Falter. African-Focused Study Day Hosted by Hub By Air Force First Lieutenant Kylee Ashton

Following the Secretary General’s announcement of full capability, the NATO Strategic Direction South Hub hosted its first study day focusing on the challenges and opportunities of population growth and demographic change in Africa on July 24 in Naples. The Hub, now operating with more than 70 members from 20 NATO nations, is focusing on connecting a variety of organizations to include the European Union, African Union and other organizations such as Institute of Migration, the World Food Program and the United Nations High Commission on Refugees to help optimize resources and maximize effectiveness in the region. “The international community, and by that I mean governments, international organizations, non-governmental organizations and others with specialist knowledge such as think tanks and academia, has a responsibility to try and improve life for the millions of people living in difficult conditions in North Africa, the Sahel and parts of the Middle East,” Adm. James Foggo, commander of Allied Joint Force Command Naples, said. To connect these various audiences, the Hub hosted a study day bringing in members from across the international community; it not only informed Hub staff and those from international organizations, it also contributed to the networking and collaboration process between the Hub and outside organizations. “I am convinced that, at the end of the day, and with the great and wise contribution from the speakers, the discussion that will sparkle out of their presentation, and listening carefully to the African stakeholders’ voice, we will be in a better position to increase NATO’s overall understanding and identification of opportunities and contribute to the Alliance decision making process,” Brigadier General Roberto Angius, director of NSDS Hub, said. When very young children hear more words, it helps to improve their understanding of language and increases the number and variety of words that they can understand and use. Talking to your baby throughout the day is an easy way to jumpstart a lifelong process of understanding and effective communication. Talking to your baby may feel strange at first. However, to help you get up and chatting, start by narrating the day from the time your baby wakes up until bedtime. For instance, you can tell your child, “Good morning, it’s time to take a warm bath. Can you feel the warm water on your body? After you are dressed, we will go to the park before your nap!” Talking to your baby is a simple yet effective way to support language and cognitive development.

Here are a few different tips to get you and your baby talking: ● Read books to your baby as often as possible, discussing pictures and allowing your baby time to babble in response to your reading. ● Narrate what you are doing to your child while you are doing it. For example, “Time to take a warm bath!” This narration shows the relationship between the activity and the word. ● Name the toys and objects around your baby while showing them to him or her. For example, “Look, these are your favorite shoes. We’re going to put them on your feet, aren’t we?” ● Use lots of expression to make your conversation interesting and engaging. It is not always what you talk about as much as how you talk about it. Using excitement in your voice grabs and maintains your baby’s attention. ● Sing nursery rhymes. While singing encourages the expression of language, often times with nursery rhymes babies are going to be exposed to a wider variety of words not otherwise used which will enrich their vocabulary skills. For example, after singing Little Miss Muffet, tell your baby what a “tuffet,” “curds,” and “whey” are. As your child’s first teacher, remember that many of your baby’s most important experiences will be communicating with you. The first three years of your child’s life are the most formative; simply talking to your baby throughout the day will set your child on a path to lifelong learning.

It has been publicized over and over again. When you leave a room, turn off the lights. If you are not using it, power it down. But, what about appliances and systems that are designed to operate consistently? What can you do to prevent excess power consumption with these appliances and systems? Refrigerators and Freezers: ● Minimize opening and closing your refrigerator and freezer. Every time you open it, cool air will rush out and be replaced with warm air, causing the refrigerator to run more to stay cool. ● Keep it full. Refrigerators and freezers actually operate most efficiently when full, so keep your refrigerator and freezer as full as possible (with bottles of water if nothing else) ● Keep condenser coils on the back of your refrigerator and freezer clean. Water Heater: ● Set temperature to 120 degrees (F) if your dishwasher has its own water heater; otherwise set it at 140 degrees (F). ● Repair leaking faucets. Warm-water leaks should be given immediate attention because they can raise your electric consumption rapidly. ● Drain your hot water tank regularly to remove sediment. Dishwashers and Clothes Washer/Dryer: ● Only run dishwashers and clothes washers when fully loaded. ● Use the air-dry setting on your dishwasher. ● When drying clothes, do not overfill the machine. ● Ensure the dryer air vent is well-sealed from the outside. ● Use at night. Using dishwashers and clothes washers/dryers at night will keep the house cooler. Lighting and Other Electrical Equipment: ● Turn them off. Turn off lights, TVs, and other equipment when you leave a room. You’ll save electricity and generate less heat, meaning the air conditioner will run less. ● Use power strips. Even when turned off, electronic and other home office equipment can continue to consume electricity when plugged into the wall. Shutting off power at a power strip will eliminate this standby electricity consumption. ● Don’t leave bathroom or kitchen ventilation fans running longer than necessary; they replace inside air with outside air. Home Computers: ● Set monitors and computers to sleep mode when idle for more than a few minutes. This not only uses less energy, but is cooler and reduces the need to run air-conditioning. ● Turn machines completely off at a power strip when not in use. NAS Sigonella Firefighters Assist Local Town By NAS Sigonella Public Affairs

The Navy crew, along with crews from the Province of Catania, and Italian Civil Protection personnel from the City of Motta responded to the fire near the north side of the town. On Sunday evening, the base received a call from the Mayor of Motta asking for assistance in fighting fires near the town. Sigonella FES made the call that they would be able to send one truck and one command vehicle to assist while still being able to respond to any fires or emergencies that might come up on base. The Commanding Officer of Naval Air Station (NAS) Sigonella, Capt. Brent Trickel, approved the request for assistance and Engine 11 got on their way. “We are committed to providing support to our local communities,” Trickel said of the FES efforts to support the town. NAS Sigonella sent four personnel on Engine 11 and one Senior Fire Officer in a command vehicle to the scene to see where they could be useful. The on-scene commander, one of the fire officers from Catania, assigned the Navy crew to the northern end of the fire line. After extinguishing the fire in that area, they were reassigned to fight the fire at a con-

struction material storage warehouse belonging to the company Edil Motta. This is the first time in over six years that the base has been called to fight a fire off of the installation. The NAS Sigonella personnel who responded to the fire were a mixed crew composed of two local national firefighters, two Sailors, and Assistant Fire Chief Lucas Lechtenberg, the Senior Fire Officer in charge of the group. “This is the first time that our crews and the Italian crews have worked together on a joint scene,” Lechtenberg said. “When we got there everyone knew what to do and got right to work. Firefighting is the same here in Italy as it is in the United States.” After about two hours on the scene, thanks to all of the crews working together, the fire had been extinguished and Engine 11 was able to pack up and head back to the base. On Monday 23 July, FES once again was asked to help fight another fire in Motta. This time the fire, although smaller, was much closer to the inhabited areas of the town. With Trickel’s approval, three vehicles were sent and six more firefighters from Sigonella got the opportunity to work with their local counterparts. “Though we won’t always be able to respond, we are very happy to assist when we can,” John Ogletree,

cessing, chat and troubleticket features, made self-service improvements in My Education and to NCP internal processes to ensure we are meeting Sailor’s high expectations in keeping with CNP’s transformation guidance. voluntarily include their contact information, but it’s not mandatory. Swimming and Water Safety for Young Children From the National Institutes of Health

Most young children love being in or around water, whether it’s a backyard pool or a local beach. But without proper safety measures, water can be dangerous for young children. Drowning is one of the leading causes of death among children aged one to four years. Babies and toddlers drown most often at home, either in bathtubs or swimming pools, so it’s vitally important to keep an eye on children when they are around water. Will Swimming Lessons Help Protect my Child in the Water? Swimming lessons for children younger than four years of age aren’t effective at preventing drowning. At this age, children aren’t old enough to learn water safety, or how to react in an emergency situation. All young children, especially preschoolers, should be supervised by an adult when they are around water. When Should My Child Take Swimming Lessons? There isn’t much research on exactly when young children are ready to learn how to swim. At least one study says that children don’t have the skills they need to swim until they are four years old, even if

the lessons are started at a younger age. Children should be at least four years old before they take part in formal swimming lessons. If you want to get your young child involved in other organized water activities, look for programs that help build confidence in your child and educate you about water safety. Water Safety Tips ● Never leave your child alone near water, whether it’s a pool or the bathtub. Children can drown in as little as one-and-a-half of water. ● Home swimming pools should be surrounded on all sides by gates that are self-closing and self-latching from the inside. The gate latch should be above the reach of children and locked when not in use. ● Government-approved personal flotation devices should be used by all young children and other children who cannot swim. ● Toddlers and infants should be within an arm’s length of an adult when they’re around water (pools, bathtubs, beaches, etc). ● Infants who are placed in water must be held by an adult at all times. ● Parents and pool owners should get training in first aid and cardiopulmonary resuscitation (CPR). They should also have an emergency action plan.
