Naval Support Activity Naples Community Members Attend Town Hall By NSA Naples Public Affairs

Naval Support Activity (NSA) Naples held a Town Hall at the Support Site movie theater with speakers Commander, U.S. Naval Forces Europe-Africa, Commander, Allied Joint Force Command Naples Adm. James Foggo, NSA Naples Commanding Officer Capt. Todd Abrahamson, U.S. Naval Hospital Commanding Officer Capt. Rick Knittig, and the local Department of Defense Education Activity (DoDEA) principals Chris Beane and Fredo Ontiveros, on September 18. The purpose of the Town Hall was to gather community stakeholders and tenants together to discuss issues impacting the community, to present information on upcoming projects and events, and to take questions and feedback from

those gathered. Questions from the event came in from those watching on AFN Naples Facebook live, early questions from the NSA Naples Facebook audience, and those present in the theater.

NATO Chiefs Look to Alliance’s Future By Jim Garamone

NATO’s military chiefs of defense worked diligently to ensure the alliance is served in deterrence and defense both today and tomorrow, the chairman of the Joint Chiefs of Staff said. Speaking with reporters traveling with him, Marine Corps Gen. Joe Dunford provided his insights on the deliberations of the NATO Military Committee’s meeting in Ljubljana, Slovenia, which ended September 15. The NATO chiefs of defense discussed the alliance’s strategy and how it can shape the future of the alliance. In the United States, officials use the National Defense Strategy and National Military Strategy to ensure all decisions affecting the military today and in the future are strategy-driven. This runs the gamut from how the United States postures its forces to how the Defense Department plans and how the department determines what future capabilities it needs. NATO chiefs are making sure the alliance can do the same. “[The chiefs] did that because of the competitive environment we find ourselves in today,” Dunford said. Russia is a competitor, and the NATO advantage over a resurgent Russia has eroded, the general noted. The chiefs of defense recognize this and approved the new NATO strategy in May. Hispanic Heritage Month celebrates the long and important presence of Hispanic and Latino Americans in North America. The observation started in 1968 as Hispanic Heritage Week under President Lyndon Johnson, and was expanded by President Ronald Reagan in 1988 to cover a 30-day period starting on September 15 and ending on October 15. It was enacted into law on August 17, 1988. In a CNO’s memo from 2016, “One Navy Team”, Admiral Richardson said, “Leveraging our diversity – from around the country and around the world – is key to reaching our potential and maintaining our advantage against our adversaries. In our Navy, we have individuals from many different cultures, ethnicities, and histories. We must recognize this advantage and include the broadest-possible spectrum of people and perspectives.” At NSA Naples, we are a diverse command with a diverse workforce, not only in regard to ethnicities, but also nationalities. It is a privilege to be serving in Italy and to be able to work hand-in-hand with our host nation. Rear Adm. Matthew A. Zirkle, U.S. Naval Forces Europe-Africa (CNE-CNA) Chief of Staff, delivered remarks during ceremonies in Grasse and Bar-sur-Loup, France, to commemorate the 57th French-American Navy Grasse Day honoring the legacy of French Admiral Francois Joseph Paul de Grasse, on September 22, 2019. De Grasse is best known for his command of the French fleet during the Battle of the Chesapeake in 1781, the last year of the American Revolutionary War. His actions led to the defeat of the British, who surrendered at Yorktown and yielded victory to the Americans. “Over 240 years ago, a group of 13 British colonies in the New World set out on an ambitious quest to form a country founded on the principles of liberty and democracy,” Zirkle said. “This quest was not without help from our French friends, who shared similar values and came to our aid during the American Revolution.” Each year, a commemoration is held at the foot of the Admiral de Grasse statue, which signifies the historic friendship between France and America, two nations united by common values. This ceremony also pays homage to the Sailors and Soldiers who made the ultimate sacrifice to build a safer and more just world. Zirkle highlighted the importance of com-

memorating Grasse Navy Day. “We must continue to honor and remember the admiral’s legacy of coming to the aid of an ally. It is my great hope that we continue this tradition, building on this genuine friendship between France and the United States for many generations to come,” he said. France holds a special place for Americans, dating back to the Revolutionary War as America’s first ally. More than two million U.S. service members came to France in defense of our shared liberties in World War II. Of these, more than 68,000 are buried or memorialized at American cemeteries in France. “Fast forward to today, France and the United States are still conducting maritime operations together across the globe,” Zirkle concluded. “From carrier strike group operations to anti-submarine warfare exercises and ballistic missile defense, our navies have built a strong and invaluable relationship forged by a common bond of safety and security at sea. I think that if Admiral de Grasse were with us today that he would be very pleased to see that the sacrifices his men made during the Battle of the Chesapeake have resulted in an unshakeable maritime alliance between our two great nations.” CNE-CNA, headquartered in Naples, Italy, oversees joint and naval operations, often in concert with allied, join, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

HISTORY: WORLD’S FIRST NUCLEAR-POWERED SUB COMMISSIONED By Lt. Cmdr. Benjamin Amdur

The world’s first nuclear-powered submarine, the USS Nautilus (SSN 571) was commissioned on September 30, 1954, at a pierside ceremony at Groton, Connecticut. At 11 a.m. on January 17, 1955, Nautilus moved from the pier, and shortly afterward, Nautilus’ commanding officer, Cmdr. Eugene P. Wilkinson, ordered the following signal sent: “Underway on nuclear power.” Accommodations for the new vessel included 2 and 3-berth staterooms for the 12 officers, a single room for the captain, and a wardroom. For the more than 90 enlisted men, each had their own rack, a mess that could seat 36 of the crew, or up to 50 for movies and lectures. A juke-box was hooked to the boat’s hi-fi system, along with an ice cream machine and soda dispenser. Better yet, the nuclear-powered system would provide unlimited fresh water and air conditioning. The business end of Nautilus featured six torpedo tubes and carried 26 torpedoes. She was also outfitted with auxiliary diesel generators and a battery to “bring home” the boat if needed Nautilus would achieve a number of firsts during sea trials, including the fastest submerged transit undertaken by a submarine: 90 hours from New London, Conn., to San Juan, Puerto Rico at an average speed of 16 knots (the previous record for that speed had been for a single hour). In exercises and war games with the fleet, Nautilus was nearly invincible. She could easily maneuver to either close on an enemy or escape one, all while remaining submerged. And she could outrun many of the Navy’s destroyers and all of the

anti-submarine homing torpedoes at that time. Refueled four times during her 25 years in commission, Nautilus would sail more than a halfmillion nautical miles, most of them submerged. In 1958, Nautilus completed a secret mission requested by President Dwight D. Eisenhower to prove American technology had not taken a back seat to the Soviet space program. In a mission called Operation Sunshine, the nuclear-powered submarine passed under the North Pole on August 3, 1958 – the first watercraft to reach the geographic “top” of the world – during a trip from Pearl

Harbor to England and under the Soviet’s collective noses through the Bering Strait. Nautilus and her crew earned the Presidential Unit Citation (PUC), the first-ever awarded in peace time. Her commanding officer, Capt. William R. Anderson, was whisked away from Nautilus when she resurfaced near Iceland, brought to a White House ceremony, where Eisenhower would announce the success of Operation Sunshine. The president then presented Anderson with a Legion of Merit to go with his crew’s PUC. Nautilus’ first deployment was with the Sixth Fleet in the Mediterranean Sea, departing from New London October 24, 1960. Upon her return, she operated in the Atlantic, participating in NATO exercises and in October 1962, the naval quarantine of Cuba during the

Cuban Missile Crisis. For the next 13 years, she would be involved in a variety of developmental testing programs while continuing to serve alongside many of the more modern nuclear-powered submarines. Decommissioned and stricken from the Navy rolls in 1980, Nautilus’ future was assured when the Secretary of the Interior designated the submarine as a National Historic Landmark on May 20, 1982. After a historic ship conversion, Nautilus opened to the public on April 11, 1986, to continue her service as an example of the Navy’s pioneering role in harnessing nuclear power, as the first in a fleet of nuclear-powered ships, and as steward of the American submarine force’s reputation for and history of operational excellence.

NSA Naples and Local Police, Fire and Emergency Departments Celebrate 36th Annual National Night Out at Support Site

The Naval Support Activity (NSA) Naples Fire Department conducts a fire truck demonstration at the Support Site North Park Soccer Field during the 36th annual National Night Out on September 24, 2019. Since 1984 National Night Out has been an annual event that encourages communities to come together to stand against crime. Millions of participants throughout the United States, U.S. territories, Canadian cities, and military bases around the world get together to help raise awareness of the various emergency and law enforcement programs within local communities, and to promote crime and drug prevention awareness, support for local anti-crime programs, and strengthen police-community relationships. National Night Out is a singular event which offers NSA community members a rare and remarkable opportunity to meet both American and Italian emergency and law enforcement officers. ENERGY CONSERVATION Prize Builds on Efforts to Spur U.S. Innovation From NSA Naples Energy Management Team

On September 18 the U.S. Department of Energy (DOE) along with NOAA, announced a $3 million prize competition to generate innovation in marine energy-powered ocean observing platforms. The Powering the Blue Economy Ocean Observing Prize will draw upon American innovators to accelerate technology development through a series of contests to demonstrate marine renewable energy-powered ocean observing platforms. “The United States is a leader in developing nextgeneration marine renewable energy technologies,” Under Secretary of Energy Mark W. Menezes said. “This Ocean Observing Prize will demonstrate how marine energy technologies are uniquely suited to power the systems that collect data to expand our understanding of the ocean.” The Ocean Observing Prize is the second under DOE’s Powering the Blue Economy initiative, a portfolio of projects that explores self-sufficient applications of marine renewable energy to power desalination, ocean observing, and offshore aquaculture, among others. The Ocean Observing Prize will provide innovators a pathway from concept to design to construction, with two separate competitions and prize awards during each phase. The first competition – “Discovery” – will solicit novel concepts that pair ocean observing technologies with marine energy systems to address five broad themes: charging unmanned systems; communications and underwater navigation; extreme environments; buoys, floats, and tags; and innovative ideas. The Prize will then have follow-on “Design” and “Build” competitions to bring innovators’ ideas to reality. The Ocean Observing Prize is led by the Office of Energy Efficiency and Renewable Energy (EERE) Water Power Technologies Office (WPTO) at DOE and NOAA’s Integrated Ocean Observing System program. The Ocean Observing Prize is administered by the National Renewable Energy Laboratory on the American Made Challenge platform. This prize builds on the success of DOE’s Waves to Water prize, which aims to demonstrate small, modular, cost-competitive desalination systems that use the power of ocean waves to provide clean drinking water for disaster recovery and for remote and coastal communities.

The Summer of Babies at USNH Naples By Christina Clarke

Isabel Martinez swept hair from her forehead while holding her newborn daughter, Glorianna. Martinez and her husband, John, were one of 39 labor and delivery cases over the course of the summer. For U.S. Naval Hospital (USNH) Naples, which averages approximately eight to 10 deliveries a month, this summer saw an unusual spike in births. “This is our first child so I was obviously nervous and especially so after hearing that a lot of other moms were due around the same time as me,” Martinez said. “I had a great birth experience – I was lucky the day I gave birth because it was just me at the hospital. But hours after my baby girl arrived, staff began preparing for a few new moms. Even so, we were still given all the attention and care we needed.” Each month, the Multi-Service Ward (MSW) receives a report from the obstetrics and

gynecology (OB/GYN) department with a roster of expectant moms and their due dates. The MSW then writes the names on their calendar to keep track of when they may potentially have patients. In August of last year, there were five deliveries; this year the number more than tripled with 17. At one point, there were seven couplets – seven moms and seven babies – on the ward, in addition to other inpatients. “We knew this would be a busy summer, but this was definitely the most OB patients I’ve seen in my time here,” Lt. Lauren Preston, an MSW nurse, said. “We were prepared with extra supplies and stayed on top of schedules. Once the logistics were taken care of, it was time to help people bring new members into their family.” Throughout the military community, summer is a time of increased turnover. Many of the expectant parents had moved to Naples at the begin-

ning of the season and completed their obstetrics journey at the hospital. “It’s always a joy to see new families essentially created right before your eyes,” Preston said. “To know that we play a small role in that is something uniquely special.” Each year, the military health system delivers approximately 110,000 babies. In 2018, USNH Naples had a total of 134 babies born at the hospital. As of mid-September, the grand total was 90. Despite the increased number of summer deliveries, an autumn lull is expected to bring the 2019 total close to previous years. “This summer was so fun because we all love babies,” Preston said. “A lot of the nurses were hoping for what we called ‘The Triple Crown’ which would have been three babies in one shift. We didn’t reach that but we certainly had plenty of babies, moms, and family members; there were flowers everywhere!” As Isabel, John, and Glorianna begin this new chapter

of their family story, they are grateful for the care received at USNH Naples. “The staff were so attentive and kind, they made the whole experience smooth and easy,” Martinez said. “Lt. Preston was amazing and super helpful throughout. If the increase in moms and babies stressed anyone out, they certainly didn’t let it show!”

USNH Naples, the largest naval hospital in Europe, serves a diverse population of more than 9,800 beneficiaries. Over 500 staff members at the main hospital, branch health clinic, and Navy Liaison Detachment in Landstuhl, Germany, work tirelessly to provide care for service members and their families.

Foggo elaborated on each new leader’s biography and provided their initial guidance. “It’s important that we understand the priorities of these new leaders,” Foggo said. “The dynamic security environment, with the return to great power competition, demands the very best from each of us if we’re to remain the leading global power.” He also mentioned new leaders at Task Force 64 and Task Force 65 before delving into command initiatives and discussing great power competition. “We’re on the front lines of the great power competition, which is taking place across the two continents and combatant commands that we’re responsible for,” Foggo said. “To be successful, we must take care of one another and look out for each other.” He highlighted the tremendous planning and execution of exercises like Trident Juncture, Formidable Shield, and Baltic Operations. “There is no better message that we can send to Russia than when all 29 members of the [NATO] alliance and other partner nations come together for

one common cause,” Foggo said. “The fact that all nations involved want to work with NATO showcases the resolve and strength of the alliance.” Foggo applauded the U.S. Navy and U.S. Coast Guard operations in and around Africa, emphasizing the progress made with our partners during the Express series exercises and Africa Partnership Station (APS). He mentioned the importance of fostering these partnerships and the recent APS deployment of USNS Carson City to the Gulf of Guinea, during which Sailors, Coast Guardsmen, and international partners from Spain, Portugal, and Italy worked alongside five African partner nations to conduct small boat maintenance, maritime law enforcement engagements, and medical and community relations outreach in the region. “African nations want the U.S. to be engaged on the continent and its waterways,” he said. “This demonstrates the power of relationships and the power of U.S. naval presence and what each of you do here every day.” Foggo concluded his remarks by reminding every-

one about Suicide Prevention Awareness Month and emphasized the importance of taking care of one another. “In my 38 years wearing the uniform – nine [of which have been] in Europe – I am hard-pressed to find a more challenging time, in terms of simultaneous challenges,” Foggo said. “At the same time, I also cannot think of time when I was fortunate enough to lead a more talented, diverse and capable group of Sailors, Marines, Coast Guardsmen, and civilians assigned to some of the most impressive naval platforms that have ever existed. We will continue to train with our allies and partners to maintain deterrence and stay ahead of tomorrow’s threats.” He then gave the microphone to Walters, who spoke about the importance of combatting suicide and destructive behaviors. “Everything we do depends on people, our most precious resource,” Walters said. “One of our guiding principles [in Special Operations Forces] is that humans are more important than hardware. During Suicide Prevention Awareness Month, [the U.S. Navy has] a theme ‘Small Steps Saves Lives,’ which means that lending a helping hand to a shipmate is powerful enough to save a life. There are alarming statistics concerning suicides, which we need to address; destructive behavior effects everyone – our shipmates and families. We cannot complete our mission without you.” U.S. Naval Forces Europe-Africa, headquartered in Naples, Italy, oversees joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

This meeting looked at two documents: a broad concept for NATO defense and deterrence, and a capstone concept for NATO operations. “We are bringing a coherence to the planning that is going on inside NATO, and the collective efforts to develop capability,” the chairman said. There is a big difference between what the chiefs of defense do as members of the Military Committee and the way they operate in their home countries. In the United States, Dunford works alongside the defense secretary, “actually driving the decisions and the programs,” he explained. “The program reflects all the work that we do. We use the National Defense Strategy and the National Military Strategy. [We] do experimentation, war games, and that drives the investments that we make.” NATO’s new strategy drives the alliance’s plans, and it also drives the posture of the forces that have been given to NATO by the various countries. It informs, rather than drives, the path of capability development of individual nations, the chairman said. The document gives the chiefs a collective understanding of the challenges NATO faces. They can then go back to their countries and work with political leaders to make specific defense investments that serve their nation and are complementary to NATO’s needs, Dunford said. The chiefs also discussed upcoming operations in Afghanistan and the ongoing

preparations for the September 28 Afghan elections. Dunford said the commander in Afghanistan, Army Gen. Austin S. Miller, spoke about the support NATO and partner nations are providing for the Afghan government as the election approaches. There is an uptick in operations, as there always is before an election, the chairman said. Question: I have a question about the sprinkler project. I just received my letter to move by November 27. I was wondering how long the process takes. I have only a few windows where I will be available to move. Is there a way that I can request those days in advance? I understand there’s a process and the funding has to be available but how long does that take? I want to make sure I am still giving 100 percent to work and meeting my family’s needs. Response: Yes, we can provide you the dates of your desired move. The entire process can take less than 30 days. Please coordinate any special needs for your move (TDY periods, etc.) with Francesco Ninno in the Housing office at DSN 629-4464. He will work closely with you and ensure you get relocated with the least amount of effort. Question: I’ve noticed quite a few street lights are out on base. Is this due to electrical loads or simply bulbs being burned out? It’s hard to tell since some are random and some are in sections. Response: The causes are a combination of a burned out bulbs and fluctuations in the electrical grid tripping breakers, which results in entire sections of lights going out. NSA and Public Works duty personnel inspect sections of the base before dawn on a weekly basis to identify lighting deficiencies. Correcting breakers is quick, but replacing bulbs can take a few days. We are working on a project to replace all lights with energy-efficient LEDs in the next few years which should alleviate a lot of the problem. In the meantime, if you notice lights out of order or other facilities issues, please email the Public Works Department Trouble Desk at pwdfullservicedesk@eu.navy.mil.

Although the local Communes have very limited budgets, they are very hospitable and considerate when we bring concerns to their attention. Question: Parking is challenging on Capodichino. With Energy Awareness Month around the corner, do you think we could get more buses from the NATO base to Capodichino? A lot of civilians and active duty members live within biking distance to the NATO base. This would be an easy way to reduce cars in the parking garage and emissions in the atmosphere. Response: Parking is a commodity at Capodichino, and we are without the capability to expand. As such, we have to be creative and prudent with what is within our control. After analysis earlier this year, we confirmed that we currently meet the planning criteria for parking on Capodichino. Regardless, we understand that parking can still be a challenge. We are researching ways to create additional parking where feasible. Additionally, an upcoming parking instruction will enable better enforcement of parking rules,

Question: I am a local national and work at AFN here in Naples. I was sent to Aviano by AFN Europe to pick up a Common Access Card (CAC), which all local nationals at AFN Europe have. In April, they froze my access. I have been working with Region N6 and Base N6, but I have yet to hear from anyone who can help me fix this problem. I have been without computer access for five months now. This issue affects several other local nationals on base as well, so what can be done to resolve the issue? Response: Because CAC issuance requires the capture of biometric data (specifically fingerprints), required compliance with the European Union (EU) data privacy policy has halted the issuance of CACs until the Italian and U.S. Government can come to an agreement on the exchange and retention of host nation employee biometric data. We’re at 720 kids as of today. That’s a good thing … We constantly monitor [PTR], because more students means more resources, more opportunities, and we can hire more teachers. We don’t always know what’s going to walk through the door but we do react on that, so as long as we are keeping up on what enrollment is, we will go up to the district and ask for more manpower. But we are definitely tracking. Rick Knittig Question: In reference to power outages, is this a base issue or is it a city issue that’s causing the electrical problem? Response: It’s actually the region’s utilities that cause us problems; our own infrastructure is examined

and maintained semi-annually and works well. We do communicate with the utility company, and they are actively upgrading their electrical network. One of the larger projects the Navy and Mirabella will be partnering on in the next few years will allow us to better filter the energy coming onto base. Once complete, the flickering and power surges should be limited. It’s a few years off, so in the meantime make sure you stock up on surge protectors and flashlights, but know we are finding solutions to this issue. Question: I have witnessed fleas in the basement of our building. There are also signs of cat feces as well. What can housing doing about it? Response: After hearing about this issue at the Town Hall, Housing and Medical staff have visited the unit. The issues have been identified and the process is underway with Mirabella to clean-up the basement. Mirabella has service calls in to replace or repair the window screens. Sanitization of the basement will occur after the clean-up. The Housing Director will personally visit the unit this week to meet with the resident and tour the basement. We are dedicated to the well-being of our personnel and their families, and encourage use of the Housing Resolution Process when problems arise with your housing. Zoolandia, in nearby Fasano, provides intrepid explorers with a one-of-a-kind drive-thru safari zoo experience for an unforgettable day or overnight trip. Nestled along the Adriatic Sea, Fasano is a 150-acre zoological and amusement park located about a threeand-a-half hour drive east of Naples. It is the first zoological wildlife park in Italy and one of the largest of its kind in Europe. Visitors are welcomed by Jurassic Park-style double gates as you enter the safari part of the zoo. Since animals in different sections of the park are able to roam around your vehicle, don’t be surprised by warning signs telling you to roll up your windows as you drive through sections where animals like lions, tigers and bears are able to walk right up to your car as drive through their area. It’s one thing to put your windows down to feed deer, camels, ostriches or giraffes; it’s quite another when the paws of the animals seem larger than your head. It’s not the vast, open grasslands of an

African savanna, but you have more of a guarantee of seeing the animals during your visit. You may be able to witness lions wrestling, bears doing a little stand up boxing or a tiger using a 20-foot tree like it was a tiny scratching post in the corner of your home. There are also normal amusement park rides like roller coasters and log rides, as well as water shows and carnival-style games at Zoolandia. The seal show is a favorite and is usually packed with families and excited children who are allowed to interact with the slippery performers. They also have other aquatic performances at scheduled times throughout the day and a train that will take you through a monkey jungle and other park areas. While you’re on that side of the Italian peninsula, other nearby places to explore include the Bari Huts, an archaeological park, and beautiful beaches scattered along the Adriatic coast. This course will provide you with valuable lifesaving skills along with a two-year certification. This training is broken up into two parts: An online portion, which must be completed prior to October 12; and classroom training. The online training should take about 2-1/2 hours to complete.
