The U.S. Navy has enjoyed uncontested global maritime supremacy for the past 25 years, said Chief of Naval Operations (CNO) Adm. John Richardson at the Naval Future Force Science and Technology Expo, held July 20-21 in Washington, D.C. Unfortunately, the CNO said, those days are over. American naval forces now face a new era of competition from rising and resurgent naval powers-citing recent examples such as a bilateral exercise in the Baltic Sea involving the Russian and Chinese navies, and a Chinese live-fire exercise in the Mediterranean Sea. “Take the example of a large, dominant company that becomes complacent as it gets bigger,” Richardson said. “That makes you vulnerable to disruption. How can we avoid that fate? How can we restore our agility and competitive edge to maintain superiority?” The answer, Richardson said, lies in three key components, each of which expands current naval strength and readiness: ● More ships: “By increasing the number of naval platforms, you increase naval power.”

Commander, Submarine Group (CSG) 8 welcomed a new commander during a change of command ceremony at Naval Support Activity Naples, Italy, July 19, 2017. Rear Adm. Daryl L. Caudle was relieved by Rear Adm. Thomas E. Ishee, while Commander, U.S. Naval Forces EuropeAfrica, Adm. Michelle J. Howard, presided
over the ceremony and delivered remarks about Caudle’s time as commander, CSG-8. “Daryl’s accomplishments here in Naples have been quite extraordinary,” Howard said. “He was responsible for leading the planning efforts for strikes in support of Operation Inherent Resolve from three different carriers. He also led the planning for Operation Odyssey Lightning from the USS Wasp Amphibious Readiness Group.” Howard continued to highlight more of
Caudle’s accomplishments, finishing with what she called “best for last.” “There were a number of firsts related to under the seas,” Howard said. “Under Daryl’s watch, the first NATO theater [anti-submarine warfare] conference was held right here in Naples. Its purpose was to increase the alliance’s connectivity and interoperability with existing individual national theater ASW structures. CHANGE OF COMMAND
