The Navy announced fiscal year (FY) 2019 General Military Training (GMT) requirements via Naval Administrative Message (NAVADMIN) 226/18, released September 12. The number of mandatory topics has been reduced to five to empower commanders with a greater ability to decide what training their personnel should receive. As part of Sailor 2025’s initiatives, reducing administrative distractions continues to be a focus, as well as encouraging commanders to personally interact with their teams to share insight on the issues affecting warfighting readiness of the force. Military GMT requirements and resources for the mandatory and 13 command-discretion training topics are available on My Navy Portal at https://my.navy.mil under the “Professional Resources” drop-down menu by selecting “General Military Training.” The webpage provides topic-specific information such as: requirements for instructors and documentation, the ability to conduct training in combined military-civilian sessions, and links to instructor guides and other training products. Naples Area Ombudsmen are crucial to the strength and readiness of our military community. They provide a direct line of communication between commands and the families of their personnel, allowing our dependents not only to stay informed, but also to make their voices heard. The Ombudsman Program was introduced to the Navy on September 14, 1970, by then Chief of Naval Operations, Admiral Elmo Zumwalt, as a means to address issues and concerns that are unique to Navy families. Since then, they’ve been enhancing readiness throughout the fleet. How you may ask? By connecting military families with the resources they need, Ombudsmen allow service members and civilian DoD employees to focus more effectively on the mission at hand. I am therefore very excited to honor these dedicated, caring volunteers tomorrow at the 2018 Ombudsman Dinner. If you see an ombudsman this weekend, wish them a happy 48th birthday and thank them for the important work they do every day! Speaking of upcoming special events, we’ve entered the season of service and community balls and dinners. Last weekend’s Khaki Ball, celebrating our Naples Area Chief’s Mess, kicked off the season which includes events like the Ombudsman Dinner, Aviation Ball, Air Force Ball, Marine Corps Birthday Ball, and of course, the Navy Birthday Ball. Other events like the UK Royal Navy’s Trafalgar Night are also taking place. I highly encourage all personnel to attend at least one of these events no matter what community or service you belong to. These traditions celebrate not only service, but also the camaraderie and team spirit we share across services and even with our fellow service members from allied and partner nations. They are also a great opportunity to involve our families in the rich military traditions we get to enjoy on a regular basis. So please seriously consider getting that dinner dress uniform ready to go and join us in celebration this fall! In addition to hosting several of these events and being Hispanic Heritage Month, September has also played host to another very important observance. I’d like to thank our Fleet and Family team for doing an outstanding job raising awareness of Suicide Prevention Month. The team, especially the Fleet and Family Counseling and Advocacy Program Supervisor, Keri Acker-Peltier, work year round to address this issue. This month, they’ve offered stress management training, conversation groups for high-school students, and partnered with our Chaplains to coordinate training for suicide prevention coordinators in conjunction with the SAIL (Sailor Assistance and Intercept for Life) program. Tomorrow they’ll be finishing the month strong by partnering in the “Color It Up Fun Run” at Carney Park to raise awareness for suicide prevention. For those who want to come out and show their support, registration opens at 8:30 a.m. and the run begins at 10 a.m. There will also be music, food, and lots of fun activities for families and their children. Naples Hosting International Street Food Festival this Weekend along with World-Famous Tall Ship Amerigo Vespucci Naples is hosting the International Street Food Italy this weekend, from 7 p.m. in Piazza Dante. More than 30 stands will present their street food along with 200 types of beers produced worldwide. There will also be many local Neapolitan street specialties available to taste. Free entry to the event. Furthermore, Naples is hosting at its port the Italian Navy’s world-famous tall ship Amerigo Vespucci, which is home-ported in La Spezia, Italy. The Vespucci was built in the Royal Naval Shipyard in Castellammare di Stabia (Naples) in 1930. On Friday, the ship will be available for visitors from 4 to 7 p.m.; and on Saturday from 9 a.m. to 12:30 p.m., and 2 to 7 p.m. Italian Senate Passes Child Car Seat Safety Law On Tuesday, the Italian Senate passed into law – after it passed by the Lower House this summer – a bill making it mandatory to install safety devices on car seats that will prevent children from being left in cars, as occurred in several fatal cases over the last few years. Italian Police Testing Taser Stun Guns Police used a Taser electric stun gun on a citizen during a recent domestic fight. The man did not report injuries, but was immobilized and arrested. Police in Milan, Turin, Genoa, Florence, Bologna, Padua, Naples, Caserta, Catania, Brindisi and Palermo have been trying out stun guns since September 6. The Taser trial will last three months, after which authorities will decide whether to abandon it or expand the use of Tasers to police departments in other cities. Ferrari Sports Cars to Feature Hybrid-Powered Cars by 2022 The Ferrari sports car company recently announced that by 2022 nearly 60 percent of their models will feature hybrid-powered engines. Louis Camilleri, the new chief executive officer at the Maranello headquarters, said the company will also launch its first
SUV at the end of 2022. He added that he didn’t initially like the idea but the new design will redefine expectations. Naples to Host 2019 Summer Universiade Naples will host the 2019 Summer Universiade World University Games between July 3 and 14. So far about 50 countries have expressed their participation including United States, France, Germany, Japan, etc. The invitation letters have been sent to 202 countries, Naples hopes to reach 170. Organizers of the Universiade opened the tender process for a cruise ship which will be used to house athletes. The cruise ship tender calls for a boat to be anchored at the Port of Naples; the contract has a value of 9 million euro ($10 million). The winning bidder is obliged to provide free Wi-Fi on board as well as surveillance and control of the internal and external areas of the ship. Rooms and common areas must be kept clean and there needs to be food, drink and laundry services. The ship will host 2,000 passengers, which is the same number as the MSC Lirica has already been secured for the games. Italian Opera Houses Offering Special Rates for Young Adults Italian Culture Minister Alberto Bonisoli said that young people between 18 and 25 will be able to go to La Scala, the Milanese opera house for two euros starting this season. This initiative is aimed at the new generation who sometimes consider traditional culture with skepticism. The initiative was proposed to other 14 opera foundations and they have all accepted the idea of opening theaters with the new prices in hopes of culturally educating a new generation. Rome’s Horse Drawn Carriages Now Limited to Parks, Historic Villas Tourists visiting Rome, won’t see the famous horse-drawn tourist carriages in streets anymore. Under a measure passed by the environmental committee, the “botticelle,” as they are called will be moved from the streets to parks and historic villas within the first few days of October. This measure will avoid all suffering to the horse, according to the animal rights groups complained that the horses suffered too much streets and strain on the Eternal City’s cobble streets.

After a historic ship conversion, Nautilus opened to the public on April 11, 1986, to continue her service as an example of the Navy’s pioneering role in harnessing nuclear power, as the first in a fleet of nuclear-powered ships, and as steward of the American submarine force’s reputation for and history of operational excellence.

The FY19 NATO Forces petroleum product (POL) coupons for unleaded, diesel and oil are now on sale at Navy Exchange outlets. The new coupons are valid from October 1, 2018, through December 31, 2018, and the quantity purchased in advance will count against the October ration allowance but cannot be used until October 1, 2018. The new liquefied petroleum gas (LPG) coupons, valid from October 1, 2018, through September 30, 2019, are also on sale now at Navy Exchange outlets. Like the POL coupons, the quantity purchased in advance will count against the October ration allowance but cannot be used until October 1, 2018. All FY18 coupons will be accepted by AGIP/ENI dealers through September 30, 2018. Expired POL and LPG coupons, valid October 1, 2017 - September 30, 2018, may be returned to the Capodichino or Gricignano Navy Exchanges for refund within 90 days of the expiration date. Expired coupons cannot be exchanged for new coupons. NATO Forces tax-free gas coupons must be utilized at authorized AGIP/ ENI gas stations and LPG coupons must be used at AGIPGAS/ENIGAS dealers. Blustery Winds Knock Down Highway Road Sign Near Support Site A road sign at the exit from the SS7 Highway (about 7 kilometers from Support Site) to the Autostrade which connects Capodichino was blown down from its stanchion in the early hours of September 25, 2018, resulting in backups on both sides of the highway and delayed commuters from getting to work for several hours. Sailors continue to benefit from the Navy Credentialing Opportunities On-line (COOL) program with the latest Navy COOL app update released, September 19, 2018. Navy COOL provides information about licenses and certifications applicable to all Navy occupations, offering resources and funding to help Sailors gain appropriate civilian desired, and in many cases, required credentials. COOL also provides other key resources such as Advancement Bibliographies (BIBs) and Learning and Development Roadmaps (LaDRs). As recently outlined in a recent All Hands story, “Credentialing provides Sailors with greater flexibility in managing their military careers. In the future, the marketplace detailing environment will draw on Sailors' complete backgrounds, including credentials, when matching them with possible assignments, a key element of the Sailor 2025 Rating Modernization. With over 43,000 downloads so far, the app is the No. 1 downloaded app in the Navy’s App Locker. Some of the updates include: 1) New user experience. The app has been completely redesigned to provide the user the most featurerich experience available in today's Navy App Locker suite of apps. The experience focuses on a quicker app install and loads only the data you need, when you need it. 2) Enhanced features. The app brings new, enhanced features that include optional searches in “Navy Career Areas” as well as the “In Demand by Career Area.” The “Navy Career Areas” search allows the user to find a Navy rating/designator related to major occupational areas (e.g. Aviation, Healthcare, Mariner/Maritime, etc...). The “In Demand by Career Area” search allows the user to find what civilian certifications and licenses are in high demand in civilian occupational areas (e.g. Aviation, Healthcare, Mariner/Maritime, etc...). 3) Consistent user experience. The app provides more content that is consistent with the Navy COOL website at
https://www.cool.navy.mil/usn. The first new National Cyber Strategy in 15 years is built on four pillars: protecting Americans, the homeland and the American way of life; promoting American prosperity; preserving peace through strength; and advancing American influence. DoD’s Role The strategy highlights the critical and growing threat that malicious cyber actors pose to U.S. national security. “The Defense Department stands ready, as part of the synchronized whole-ofgovernment approach articulated in the National Cyber Strategy, to preserve peace through strength by identifying, countering, disrupting, degrading and deterring behavior in cyberspace that is destabilizing and contrary to U.S. national interests,” DoD officials said in a statement, adding that the department's focus is on preserving U.S. superiority in cyberspace and defending forward to disrupt
the activities of malicious cyber actors before they reach U.S. networks. DoD also is strengthening its defensive posture through network hardening, improved cybersecurity and working with its international allies and partners, in addition to its Defense Industrial Base and Defense Critical Infrastructure partners to secure critical information and infrastructure. Protecting America’s Networks Officials said: ● Protect American networks by securing federal networks and information and the nation’s critical infrastructure; ● Combat cybercrime and improve incident reporting; ● Promote American prosperity by fostering a vibrant, resilient digital economy; ● Protect American ingenuity from threats such as intellectual property theft; ● Develop a superior cybersecurity workforce through education and recruitment; and ● Stand up to destabilizing behavior in cyberspace by promoting responsible behavior among nation states, working to ensure consequences exist for irresponsible cyber behavior, launching an international Cyber Deterrence Initiative and exposing and countering online malign influence and information campaigns. The National Cyber Strategy will promote an open and secure internet by encouraging other nations to advance internet freedom and advance a multi-stakeholder model of internet governance, officials said, and also will promote open, interoperable, reliable and secure communications infrastructure in addition to opening overseas markets for American ingenuity and building international cyber capacity. Protecting the People, Homeland, Way of Life The strategy notes that pursuing the objectives of the first pillar will require the U.S. government, private industry and the public to take immediate and decisive actions to strengthen cybersecurity, with each working on securing the networks under their control. For the government’s part in that effort, the strategy says, the administration will further enable the Department of Homeland Security to secure federal department and agency networks, with the exception of national security systems and Defense Department and Intelligence Community systems. The government also will align its risk-management
and information technology technologies, improve risk management in the federal supply chain, strengthen federal contractor cybersecurity, and ensure the government leads in best and innovative practices. Promoting American Prosperity The strategy’s second pillar seeks to preserve U.S. influence in the technological ecosystem and the development of cyberspace as an open engine of economic growth, innovation and efficiency. To enhance the resilience of cyberspace, the administration expects the technology marketplace to support/reward the continuous development, adoption and evolution of innovative security technologies and processes and will work across stakeholder groups, including the private sector and civil society, to promote best practices and develop strategies to overcome market barriers to the adoption of secure technologies. Preserving Peace Through Strength As part of the National Cybersecurity Strategy’s third pillar, cyberspace will no longer be treated as a separate category of policy or activity disjointed from other elements of national power. The United States will integrate the employment of cyber options across every element of national power to Identify, counter, disrupt, degrade and deter behavior in cyberspace that is destabilizing and contrary to national interests. Advancing American Influence In outlining its fourth pillar, the strategy says the world looks to the United States, where much of the innovation for today’s internet originated, for leadership on a vast range of transnational cyber issues. The United States will maintain an active international leadership posture to advance American influence and to address an expanding array of threats and challenges to its interests in cyberspace, the strategy says. Collaboration with allies and partners is part of this pillar, which the strategy says is essential to ensuring continued benefit from cross-border communications, content creation and commerce generated by the internet’s open, interoperable architecture. This pillar’s objective, the strategy says, is to preserve the internet’s long-term openness, interoperability, security, and reliability, which supports and is reinforced by U.S. interests.

SMOKEY BEAR’S CAMPFIRE RULES From the Department of the Interior
In the United States, nearly nine out of 10 wildfires are caused by people not being careful. Last year 58,916 human-caused wildfires burned more than two million acres. Help Smokey prevent these types of fires by learning to be careful and helping others do the same. Make sure that the grownups building your next campfire follow all the rules below, and tell them to check out Campfire Safety to learn even more. ● Make sure you are at a site that allows campfires ● Make sure there are no burn bans and it’s not too windy ● Dig a pit away from overhanging branches ● Circle the pit with rocks ● Clear a 10-foot area around the pit down to the dirt, removing anything that could catch on fire ● Stack extra wood upwind and away from fire ● After lighting, throw the match into the fire
● Never leave a campfire unattended; an adult should supervise the campfire at all times ● Keep a bucket of water and shovel nearby ● Never put anything but wood into the fire ● Do not pull sticks out of the fire ● Do not sit on the fire ring or rocks around the campfire. They will heat up quickly and they’ll stay hot for a long time ● When it’s time to put the fire out, dump lots of water on it, stir it with a shovel, then dump more water on it. Make sure it is COLD before leaving the campsite. If it’s too hot to touch, it’s too hot to leave! And remember, Smokey’s friends never play with matches, lighters, lighter fluid or other flammable liquids. If you find any of these items, tell a grownup where they are. If you see younger children playing with them, tell them to stop, and then tell a grownup. Kids who help prevent wildfires deserve a Smokey Bear Hug.
