Paolo Tarantino, commander, Italian Air Force Academy, hosted a “Thanks for Giving” concert performed by the U.S. Naval Forces Europe Band at the Italian Air Force Academy in Naples, Italy, Nov. 22, 2019. The two commanders organized the concert as a way to highlight the warm relationship both NATO and U.S. Navy have with the city of Naples and also to thank the volunteers and organizations who support the military and their family members in Naples. “Music is an important tool of unity,” said Foggo. “It keeps people united from different cultures, education, and religions. Esper Asks SEALs, Navy to Focus on Standards, Ethics BY C. Todd Lopez

Defense Secretary Dr. Mark T. Esper said he wants the Navy and the SEALs to focus now on professionalism and ethics following the resignation of Richard V. Spencer as Navy secretary. “I want the SEALs and the Navy to move beyond this now and get fully focused on their warfighting mission, and I also want them focused on resetting their professional standards, ethics and conduct,” Esper said Monday at the Pentagon. “These two issues are related and I know the service has plans to address this head-on.” Esper said he asked for Spencer’s resignation because he had lost trust and confidence in Spencer, citing several rules of conduct for defense leaders that he said Spencer had violated. Among those rules is a respect for the chain of command, supporting an agreed-upon decision in both public and private, being willing to resign if you don’t like an agreedupon position, and refraining from discussing “sensitive internal deliberations.” ESPER ASKS SEALS, NAVY TO FOCUS ON STANDARDS, ETHICS Page 11

The NSA Naples Holiday Concert is on Dec. 15! To celebrate our community stationed here in bella Napoli, the Commander, Naval Forces Europe (CNE) Band and NSA Naples are working together to spread holiday cheer to the whole community with a free concert at 2 p.m. at Teatro Garibaldi in Santa Maria Capua Vetere. I encourage all of our personnel, to include military, civilians, their families and our local nationals, to save the date on this one. If you’re not travelling, I hope you’ll make the short trip to come see one of the best bands in the Navy play holiday songs for you and your loved ones. The event location is beautiful, and the band director has guaranteed that the acoustics will be fantastic. The USO is also donating a bus to take families from Support Site, to the venue, and back! Registration through the USO is required to ride the bus, and there is limited seating available. Please call COMM 081568-5713, or DSNs 626-5713/629-4903 to reserve your seats. You must be a U.S. ID card holder to use the bus. This concert is being held to celebrate all of your hard work, and I look forward to seeing you there. Festeggiamo tutti insieme! On the Dec. 6, NSA Naples will be celebrating the “official” beginning of the holiday season with our annual Tree Lighting Ceremony. We usually have over 2,000 people attend to help us celebrate the event. You’ll be able to enjoy music from the CNE Band and ensembles from both the Naples Middle High and Elementary schools. Rumor has it that Santa and Mrs. Claus will be in attendance! While taking a journey to the North Pole, attendees will be able to assist in judging the decorated Holiday Trees, which have been designed by private organizations around our community. You’ll also be able to enjoy amazing food and adult beverages while doing your holiday shopping in the traditional holiday market. Local band La Terza Classe will play, and small surprises await attendees throughout the event. This is all leading up to the main attraction, the lighting of the tree! I hope to see you all out there. You may have noticed that Naples is getting a lot of rain, making the roads incredibly slick. Vehicles have a tendency to hydroplane in standing water, which means the tires of your car lose traction and you end up riding on top of the water with no steering control. Additionally, be cautious of water being splashed over guard rails and onto your windshield, which can result in a loss of roadway vision. Be safe out there! This time of year can be tough for personnel stationed overseas. The Navy has seen 58 suicides this year and 48 suicides last year. Please be mindful of yourselves and others. If something doesn’t feel right, empower yourself to intervene. It only takes 1 Small ACT –Ask, Care, Treat- to make a difference. Reach out to a Chaplain or Religious Programs Specialist for additional help or resources. HISTORY: JOHN PAUL JONES RAISED 1ST AMERICAN FLAG OVER U.S. VESSEL By Naval History and Heritage Command

On Dec. 3, 1775, Lt. John Paul Jones, having just received his first commission from the Continental Congress, hoisted the Grand Union Flag aboard Alfred in Philadelphia Harbor. It was the first time the American flag was raised over an American naval vessel and marked the beginning of a number of traditions related to the raising of the flag that the Navy observes to this day. “No ship of the Navy shall dip the national ensign unless in return for such compliment.” (US Navy Regulations, Chapter 12, section 1263) The Naval Ceremonies, Customs, and Traditions states that historically, lowering any flag meant submission. This is why no U.S. Navy warship dips its colors first, because warships from any nation commonly do not dip their colors but maintain an “alert” status, unless the traditional salute is rendered first, commonly from a small craft, yacht or merchant vessel. Instead, honor is accorded to passing ships with passing honors. Passing honors are ordered by ships and boats when vessels pass or are passed close aboard (600 yards). Such honors are exchanged between ships of the U.S. Navy, between ships of the Navy and the Coast Guard, and between U.S. and most

foreign navy ships passing close aboard. “Attention” is sounded, and the hand salute is rendered by all persons in view on deck. “Each person in the naval service, upon coming on board a ship of the Navy, shall salute the national ensign.” (US Navy Regulations, Chapter 12, section 1207) The flag is displayed on every ship at the place of honor, close to the stern, which is the most visible place of honor on a ship. Every Sailor salutes the flag first before coming aboard then salutes the officer. When going ashore, Sailors salute the flag last after saluting the officer. Once the flag is within six paces of a Sailor, the salute is held until six paces after. According to the book Naval Ceremonies, Customs, and Traditions, the salute dates back to the days when it was customary for knights to lift their visors as a gesture of respect to one who held higher rank. The book says, “Today, the personal salute is a significant military gesture. It is the act of military and naval men looking into the eyes of another companion in arms, and by a proper gesture of the hand, paying due respect to the uniform of another defender of the Republic,” “The ceremonial hoisting and lowering of the national ensign at 0800 and sunset at a naval

command ashore or aboard a ship of the Navy not underway shall be known as morning and evening colors, respectively.” (US Navy Regulations, Chapter 12, section 1206) At 8 a.m. every morning, ships and Navy installations play the national anthem and raise the colors. Cars stop at the gates as they are entering, departing or parking. People stop walking and stand at attention. Everyone stops talking. Calls are ended. Cell phones are silenced. At dusk the same respect is repeated. It is a tradition taken from America’s British

ancestry to show allegiance to the flag. As the Naval Telecommunications Procedure states, the flag “represents a living country and is itself considered a living thing” and is “universally representative of the principles of justice, liberty, and democracy enjoyed by the people of the United States.” So the next time you stop for morning or evening colors, cross a ship’s quarterdeck or render passing honors, remember the father of our Navy and this moment in history that is acted on daily by globally deployed naval forces.

In Memoriam:

Assunta Maurino Assunta Maurino, 60, died on Nov. 11 at her home in the town of Chiaiano, in the Province of Naples. Assunta has worked for the Morale, Welfare and Recreation Department since Feb. 14, 1991. Maurino’s dedication to public service was personified by 28 years of service to the NSA Naples community. Most recently as a Custodial Worker in the Bella Napoli Food Court. Assunta was a kind and hard working person who was always happy and cheerful, and a pleasure to work with. She had a great sense of humor and an easy-going, warm demeanor not to mention a big heart! Her commitment to providing quality service with endless energy and a contagious smile to Sailors and DOD civilians will be dearly missed. She is survived by her four boys, Lucio, Gianluca, Francesco and Daniele. A memorial mass scheduled by Father Tiongson is scheduled on Dec. 3, 2019 at 12 p.m. in the Capo Chapel.

Patrizio Bonifazio Patrizio Bonifazio passed away peacefully Nov. 13, 2019, in his hometown of Pozzuoli, Naples at the age of 69. Patrizio worked for the U.S. Navy for over 36 years supporting the logistics’ mission in Naples from March 1974 thru July 31, 2010, date of his retirement. He began his career as a switchboard operator at Naval Computer and Telecommunications Station (NCTS) in March 1974. In 1985, he was hired at Morale, Welfare and Recreation (MWR) as a financial technician and in his 25 years working at MWR for Commander Navy Region Europe, Africa, Central (EURAFCENT) he became a supervisor and vital member of the organization, generously sharing his knowledge, expertise and skills with his colleagues. Patrizio was living proof of how fine a person can be. He was a good boss to the people he worked with. He was also a good friend to many and a great colleague. The character of the life he lived might be summed up in a few words: he was sincere, earnest, loyal. As a supervisor, Patrizio led his staff in such a way that he provided energy and exemplified leadership, commitment and inspiration. He was a very cheerful person with a great sense of humor and a gentle demeanor. He was bright, logical and systematic in his thinking, always willing to share his ideas and information. He was passionately interested in his work and a splendid person of great intellect with a big heart. Throughout his career, Patrizio always worked with passion, integrity and vitality. ENERGY CONSERVATION What’s All The Fuss About LED Lighting From NSA Naples Energy Management Team

We’ve all seen light-emitting diode, or LED, lighting products come on the market in recent years. They are known for their long life of up to 35,000 hours or more, but what other advantages do LED lights offer? LED is a highly energy efficient lighting technology and has the potential to fundamentally change the future of lighting in the United States. Residential LEDs, especially ENERGY STAR rated products, use at least 75 percent less energy and last 25 times longer than incandescent lighting. Widespread use of LED lighting has the greatest potential impact on energy savings in the United States. By 2027, widespread use of LEDs could save about 348 terawatt hours of electricity compared to using incandescent lights. This is equivalent to the annual electrical output of 44 large electric power plants (1,000 megawatts each), or savings of more than $30 billion at today’s electricity prices. LED lighting is very different from other lighting sources such as incandescent bulbs and compact fluorescent lights (CFL). Key differences include the following: ● Light Source: LEDs are the size of a fleck of pepper, and a mix of red, green, and blue LEDs are typically used to make white light. ● Direction: LEDs emit light in a specific direction, reducing the need for reflectors and diffusers that can trap light. This feature makes LEDs more efficient for many uses such as recessed downlights and task lighting. With other types of lighting the light must be reflected to the desired direction and more than half of the light may never leave the fixture. ● Heat: LEDs emit very little heat. In comparison, incandescent bulbs release 90 percent of their energy as heat and CFLs release about 80 percent of their energy as heat. “I appreciate the opportunity to embark Charles de Gaulle and visit with our NATO allies to emphasize the importance of working together to strengthen our combined capabilities,” said Houston. “It was great meeting with the leadership and crew and getting a closer look at daily operations aboard a French aircraft carrier.” Houston and French leadership also discussed lessons learned and the expected way ahead for future joint operations following a recent exercise between FS Charles de Gaulle, the U.S., and partner forces. “France is the United States’ longest ally, dating back to the American Revolution,” said Houston. “Our relationship with them and their Navy is further strengthened through our shared commitment to supporting security and stability throughout the theater.” U.S. 6th Fleet assets routinely exercise and operate with their French counterparts in exercises throughout the European region. Recently, a P-8A Poseidon maritime patrol aircraft participated in the French-led exercise Grand African Navy Exercise for Maritime Operations (NEMO), and French Sailors participated in exercise Cutlass Express, which is hosted by U.S. Naval Forces Europe-Africa. Later this month, the French and U.S. will work together again during exercise PEAN 19. “The ability of training together is a win-win opportunity for both French and American navies,” said Aussedat. “Interoperability is the key to success.”

Americans,” said Apostoles Esposito, an audience member from Italy. “My favorite part was the opening performance [“Thanks for Giving” Overture], because it was a totally different style then I have heard before.” Musician 3rd Class Cristiana Rojos impressed the audience with several stunning vocal performances, including a local traditional favorite titled “Era di Maggio.” “I love connecting with people,” said Rojas. “Being new to Italy and new to this culture, I feel like [singing in Italian] is the one time I am able to really connect with the people of Naples. Honestly, I feel like I get so much more than I give. I’m feeding off their energy. It’s an amazing experience.” The Italian Air Force Academy was founded in 1923 and is among the oldest aviation academies in the world. Shopping can be stressful, especially during the holidays when time is limited and the stores are crowded. Following are some handy holiday shopping tips. ● Follow Santa’s number one rule: Make a list and check it twice. Going shopping and knowing what you want to buy will help make sure you stay on track, you don’t overlook anyone and, you won’t overspend. ● Use only one credit or debit card. If your card is lost or stolen, cancelling a single card is easier than three or four cards. ● Set a time limit for shopping. If you limit your time at the store, you won’t be tempted to overspend, and consider shopping at odd hours so that the store is not as crowded. ● Buy the less expensive gifts first. That way you won’t blow your entire budget on just one or two gifts and set a spending limit for gifts. That way you know how much you intend to spend ahead of time, and you won’t go over your budget. ● Second-hand or used items from thrift shops and flea markets can make great Christmas gifts at fantastically low prices. Just make sure they are in perfect condition, or can be made perfect with just a little elbow grease. And, don’t forget, the

Consider sending a card with a “certificate of service” offering help such as cleaning, babysitting, cooking or other type of tasks. These personalized services to help someone around their house are often more meaningful to the person receiving the gift than something you might buy at a store. ● Keep your eyes open for sales.
