First NATO Joint Air Power Strategy Emphasizes Integral Role of Domain By Jim Garamone

NATO released its first Joint Air Power Strategy June 26, stressing the integral role the domain plays in all of the alliance’s tasks. This is the first joint strategy released since the alliance’s maritime strategy came out in 2011. The strategy spells out the importance of air power in collective defense, crisis management and cooperative security. It is key to deterring Russia and projecting stability beyond the borders of NATO. It is also vital for the struggle against terrorism. NATO AIR POWER Page 5

Festa Americana 2018 Celebrated at both Carney Park and Support Site By Chris Kasparek NSA Community Recreation Director

Throughout this weekend’s Festa Americana Event there will be many activities at Carney Park. For the specific time frames of those events, pickup your Festa Americana brochure at the NEX Food Court, Bella Napoli, and Tickets and Travel offices on both Support Site and Capo. A big change for this year’s event is that guests are invited to the park on both days. It is critical that you visit Tickets and Travel today and purchase your guest wrist bands if you have not done so already. No event guest wristbands will be sold for festivities after today. This year’s event will also have fireworks on both nights. Gates to the event on Saturday open at 4 p.m. and on Sunday at 2 p.m. Food, rides,

games, live music, softball tournament, and stage activities are all a part of MWR’s biggest event of the year. This year’s live music includes: La Terza Classe, The American Hitmen, the Navy Band, USO’s Naples Got Talent Participants, and the ESSENTIAL Bruce Springsteen Tribute Band. And, just when you thought there couldn’t possibly be more fun, we’ll end the festivities that celebrate our countries independence on the actual Fourth of July at Central Park onboard Support Site,

with a good old-fashioned American barbecue. So bring your Lawn Games, such as Cornhole, Lawn Jenga or Croquet, and listen to DJ music and enjoy great food in the company of your neighbors. Event runs from 3 to 9 p.m. Be safe, stay cool, and stay hydrated, and remember, as you drive in the line to the park, or wait in the line for food, or prepare for a ride in line, we are all here together, celebrating our freedom as Americans this weekend. Navy announced the establishment of the Military Parental Leave Program in NAVADMIN 151/18, released June 21. The new program increases parental leave and combines the current family leave policies into one. The Military Parental Leave Program also aligns the Navy with recently released Department of Defense guidance pertaining to changes about parental leave. Under the new program, parental leave for the secondary caregiver increases from, 10 days to 14 days, and consolidates Adoption Leave MILPERSMAN 1050-420, Paternity Leave MILPERSMAN 1050-430 and Maternity Leave MILPERSMAN 1050-435 into the Military Parental Leave Program MILPERSMAN 1050-415 that will be published at a later date. The program applies to all active duty Sailors. Reserve Sailors who were performing active duties, or mobilized more than 12 continuous months, and are the parents of a qualifying birth or adoption on or after December 23, 2016, are also eligible The three family leave categories under the Military Parental Leave Program are: ● Maternity Convalescent Leave is a six-week (42 days), non-chargeable leave period for the Sailor who gives birth, commencing the first full day after a Sailor is released from the hospital following a birth. July 4th weekend is here and while that means some time off for R&R with family and friends, it’s also an opportunity to remember and celebrate the history behind the birth of our Nation. This, of course, began in 1776 with the signing of the Declaration of Independence. Two hundred fortyone years ago, on July 4th, 1776, the Continental Congress declared that “these united Colonies are, and of Right, ought to be Free and Independent States.” And thus from thirteen former British colonies was born an entirely new thing in the world, the United States of America. Please remember as you’re firing up the grills, filling your coolers, and spending time with your friends and family this weekend, that on this holiday we are celebrating the actions which defined our nation and ultimately have led to all of us being here together, serving in defense of our nation’s principles. It’s a time to reflect on and appreciate our nation’s history. I’d also ask that we all do so responsibly and safely. There are so many great resources here at NSA Naples, that there is no reason to ever enter into an unsafe situation. If you find yourself unable to get behind the wheel, please call 335-640-6597 or 081-811-4262 to use the Tipsy Taxi service, provided by the Naples area Chief’s Mess. They will get you a cab and get you home safe. If you’re planning on grilling at home, make sure you’re following proper safety precautions to avoid fire or injury. Especially keep safety in mind when engaging in any activities out on the water. It all comes down to doing the right thing so you can enjoy yourself, and return to work healthy and ready to write the next chapter of our nation’s history. For everyone planning on attending Festa Americana this weekend, thank you! Maintaining a positive sense of community is important to the installation and we can only do that when everyone comes together for events like this. It’s even better when we get to share the experience with our Italian hosts. As good neighbors, we should always be looking for opportunities to engage in cultural exchange. We should all thank the different organizations who have made this event possible. When you’re at Carney Park this weekend, please thank our security, medical, fire, MWR and safety personnel. Please also thank the awesome volunteers from Red Cross, USO, and the various service associations for donating their time so we join together in celebration as a community. Buffalo Festival in Downtown Naples July 7-15 The 4th edition of Buffalo Festival will take place from July 7 to the 15 along the Naples waterfront. This year, many nationwide chefs and nutritionists will propose many creative dishes related to the use of all the products from the buffalo industry. There will be many events and initiatives with international stands, workshops and visitors will also be able to taste buffalo meat and sausages. The queen of the festival is the world-famous buffalo mozzarella cheese along with many related dairy products including yogurt, ice cream and cheese. Italian Government Cracking Down on Counterfeit Goods The Italian interior ministry’s new law aims to clamp down on the trade and production of counterfeit goods by illegal vendors in and around Italy’s beaches. The counterfeit goods of bags, clothes and shoes accounts for €3.3 billion annually in Italy. The new law could see illegal vendors fined up to €15,000. Beachgoers could be fined up to €7,000. Last year, police confiscated more than 500,000 counterfeit shoes, bags, clothes and accessories; more than 10,000 people were arrested and almost €265 million in goods were recovered or destroyed. The new directive, which is expected to come into force from the end of this month, will also target hubs for the production of counterfeit goods, such as the cities of Naples and Prato. Florence to Host Fourth Quidditch World Cup Florence is set this weekend to host the fourth Quidditch World Cup, a tournament sport based on the fictional game played at Hogwarts School of Witchcraft

and Wizardry by the young Harry Potter. There are 31 countries taking part in the championships, with eight countries making their debut for the first time. Florence had a ceremonial welcoming parade with athletes through the city on Wednesday and a number of workshops and events, through July 2, for the biennial gathering of hundreds of players and fans of this unusual sport. First Restoration Project of Historic Center of Naples-UNESCO Site Reopens The Chapel of Santa Maria dei Pignatelli is the first monument in Naples that was restored by the project “Historic Center of Naples-UNESCO site” and reopened to the public after more than 50 years. The works lasted about four years and mainly consisted in interior decorative elements, marble and majolica flooring. Visitors can admire the Renaissance monuments of the Pignatelli family. The chapel contains two important funerary monuments and despite its 14th-century origins, it was remodeled over the centuries, in the 18th century it took its baroque forms that still remain today. The chapel is located in Piazzetta Nilo, in the historic part of Naples. Poverty Levels on the Rise in Italy Over five million people were living in absolute poverty condition in Italy in 2017, according to the national statistics agency ISTAT. The agency said this was the highest level since the start of the statistical series in 2005; the situation had deteriorated for people living in metropolitan areas, and that 1.208 million youths live in absolute poverty. Poverty rates grew for big families, reaching 20.9 percent for those with three children or more. ISTAT defines absolute poverty as the condition of those who cannot buy goods and services.

On July 1, 1972, Rear Adm. Samuel L. Gravely Jr. became the first African-American to achieve flag rank in the U.S. Navy. By anyone’s standards, this was a remarkable accomplishment, yet it was only one of many significant achievements – and firsts – for this outstanding officer. They include: The first African American in the U.S. Navy to serve aboard a fighting ship as an officer; the first to command a Navy ship; the first fleet commander; and the first to become a flag officer. Gravely was a distinguished veteran of World War II, Korea and Vietnam with a career that spanned from 1944 to 1982. He was born on June 4, 1922, in Richmond, Virginia, the ol-

dest of five children of Mary George Gravely and Samuel L. Gravely, who was a postal worker. He attended Virginia Union University but left before graduating to enlist in the Naval Reserve in September 1942. In 1943, Gravely participated in the Navy V-12 program, which was designed to select and train prospective Naval officers. As part of this training, he attended the University of California in Los Angeles, Pre-Midshipman School in New Jersey, and Midshipmen School at Columbia University. On December 14, 1944, Gravely successfully completed the midshipman training, becoming the first African American commissioned as an officer from the Navy Reserve Officer Training Course. At the end of World War II, like millions of activeduty service members, Gravely was released from active duty, yet he remained in the Naval Reserve, and returned to his hometown of Richmond to resume school at Virginia Union University. After graduating with a bachelor’s degree in history in 1948 he began working as a railway postal clerk. Gravely was recalled to active duty in 1949. As part of the Navy’s response to President Harry S. Truman’s Executive Order to desegregate the Armed Services, his initial duty was recruiting in the Washington, D.C. area. He was tasked specifically with recruiting AfricanAmericans into the Navy. With the Korean War gearing up, Gravely retur-

ned to combat service as a communications officer aboard the battleship USS Iowa (BB 61). He then transferred from the Naval Reserve to the regular Navy in 1955. During his naval career, Gravely served on several other ships, and in a string of “firsts” he commanded USS Falgout (DER 324), USS Taussig (DD 746), USS Jouett (DLG 29), and Cruiser Destroyer Group 2, Eleventh Naval District, and later Third Fleet, where he was promoted to the rank of vice admiral. Gravely finished his career as the director of the Defense Communications Agency in Washington, D.C. Education and hard work was the secret to his success. In 1963, Gravely and another officer in his class became the first AfricanAmericans to attend the Naval War College in Newport, Rhode Island. Gravely had a philosophy that guided him throughout his life. “Success in life is the result of several factors,” he said. “My formula is simply education plus motivation plus perseverance.” An example of how that simple – but effective – philosophy carried him through tough times came to light during a 1998 interview with the Richmond Times-Dispatch, when Gravely said that despite racial barriers were being officially knocked down, racism in the 1960s still existed openly in the Navy. For example, he was excluded from bachelor officers’ quarters (BOQ) and officers’ clubs at some bases. HISTORY

The President’s Volunteer Service Award recognizes, celebrates and inspires community service leaders and volunteers to lead the charge. This dynamic duo, who have volunteered for USO Naples since November 2016, have demonstrated a strong commitment to the USO mission by supporting seemingly countless events during their tour here. Some highlights of their volunteer work include: Taste of Home Nights for single and unaccompanied service members, Single Sailor Barbecues, USO Family Nights Bingos, and Spouses Holiday Painting Events. Together this energetic and generous pair have accrued 200-plus volunteer hours of much needed engagement, smiles and service to our local community. “USO is incredibly humbled and proud to rely on such committed and outstanding individuals, who have faithfully supported our operations and allowed us to consistently be here serving our community on weekends and holidays,” USO Naples Area Operations Manager Luisa Mazzella said. “Their tour here at Naples will be ending soon, and they will be greatly missed by their colleagues, friends and especially the folks here at USO Naples.” If you are interested in volunteering with the USO and playing an active role in the community during your tour in Naples, please email USO Area Director Sabrina Pullido at spullido@uso.org

“A balanced and innovative approach to joint air power that understands, accepts and mitigates risks will provide a coherent military capacity, enhancing the development of a credible and flexible NATO posture,” the report says. The flexibility and speed of air power is a key to countering the threats, “which are more diverse, complex, rapidly evolving and demanding than at any time since the end of the Cold War,” the report says. “This diverse picture is further complicated by easy access to technology, the ability to limit or deny access and maneuverability, and the capacity to disrupt command and control networks.” Evolving Threats Future challenges and threats to the alliance will be transnational and multidimensional in nature and will likely have longterm consequences for peace, security and stability in the Euro-Atlantic region. The strategy notes there is no guarantee that the alliance will always retain air dominance. The strategy recognizes that the alliance depends on air and space capabilities in and around all possible terrain and

environments. “The development, proliferation and integration of adversary ballistic and cruise missiles, advanced layered air defense, cyber and electronic warfare systems will change the dynamics of alliance air operations, which have more recently been conducted in permissive conditions,” according to the report. “Forces will need the ability to operate de-

spite the existence and further proliferation of such capabilities, which may result in threat environments ranging from permissive to highly contested.” These problems will become greater in the future, the strategy notes. Washers and dryers are one of the most energy consuming appliances. Here are some ways to save energy and reduce wear and tear on your laundry: ● Wash full loads. It doesn’t matter the size of the load, the washer will consume energy equally. Fill it up. ● Wash with cold water. This option cuts energy use in half. ● Air dry when you can. ● Use dryer balls. Wool or rubber helps separate clothes and will get more air to them. It also reduces static eliminating the need for dryer sheets. Wool balls are said to absorb moisture leading to cutting down drying time. ● Use cool down-cycle if your dryer has one. ● Use lower heating settings when operating a dryer. ● Clean the lint filter on the dryer. Scrub the filter once a month with a toothbrush only if you use dryer sheets. ● Dry right-sized loads for your machine. If dryer loads are too full and too small, it makes your clothes dry longer. ● Consider owning a gas dryer. Check the gas and electric rates in your area to calculate if a gas dryer could cost less to operate. The cost of purchasing is a little higher but a gas dryer does need a dedicated gas line. ● Use an Energy Star-certified washer and dryer. New washers use roughly 25 percent less energy and dryers use 20 percent less energy. ● Dry towels and heavy cottons separately from lighter clothes. Switch loads while the dryer is warm. ● Consider owning a heat pump dryer. Cost are a bit higher initially, but can save 20-60 percent energy. However, keep in mind if deciding to purchase this dryer-especially sealing old dryer vents and drainage. ● Sign up for time of day programs with your utility. These programs offer the time of day where cost of energy is loweroften overnight. Plan to do your laundry overnight (use control settings on your machine to schedule washing or drying). ● Use the high speed or extended spin cycle in the washer. ● Use the moisture sensor option for your dryer (if equipped). New dryers are equipped with a moisture sensor which automatically shuts of the machine. Exercise Dynamic Mongoose begins U.S. Naval Forces Europe-Africa / U.S. 6th Fleet Public Affairs

Naval forces from Canada, Denmark, France, Germany, the Netherlands, Norway, Spain, Turkey, the United Kingdom and the United States are participating in the NATO Allied Maritime Commandled exercise Dynamic Mongoose 2018, June 25 to July 6, in the North Atlantic Ocean. The exercise is designed to enhance anti-submarine warfare (ASW) capabilities and increase theater ASW capacity among participating navies through realistic training. Dynamic Mongoose also serves to build interoperability and strengthen the enduring relationships among participating allied forces. “This valuable training opportunity will allow us, in conjunction with our NATO allies and partners, to enhance our ASW capabilities, improve interoperability and ultimately strengthen the alliances that bind our nations together in mutual commitment to regional security,” Cmdr. The school adopted his personal philosophy as their motto: “Success = Education + Motivation + Perseverance.” Admiral Gravely Boulevard, a street in front of his boyhood home in Richmond, was renamed in his honor, and in November 2010, USS Gravely (DDG 107), an Arleigh Burke-class guided missile destroyer, was named in Graveley’s honor. Homeported in Norfolk, Virginia, the ship’s motto, “First to Conquer” is a testament to Gravely’s ground-breaking accomplishments in paving the way for blacks in the Navy. Gravely died at the National Naval Medical Center in Bethesda, Maryland, on October 22, 2004, following a stroke, and he was buried in Arlington National Cemetery.

Drivers Take Notice: Warmer Weather is Here, Motorcyclists Are Hitting the Road By Michael J. Morris Naval Safety Center Public Affairs

With warmer weather comes an increase in motorcyclists hitting the road, often catching drivers by surprise. The American Motorcyclist Association (AMA), National Highway Traffic Safety Administration (NHTSA), Motorcycle Safety Foundation (MSF), and the Naval Safety Center are encouraging all motorists to share the road and watch for motorcyclists. Motorcycles are some of the smallest vehicles on our roads and are frequently hidden in a vehicle’s blind spot or blending with traffic. Drivers can successfully interact with motorcyclists by being alert and taking extra time to look twice for motorcyclists. The majority of multi-vehicle motorcycle crashes are generally caused when other drivers don’t see the motorcyclist. Service members should also be aware of the risks associated with riding a motorcycle. Always make yourself as visible as possible, stay out of blind spots, use DOTcompliant motorcycle helmets, and stay vigilant. According to NHTSA data, in 2016 there were 5,286

motorcyclists killed in motor vehicle crashes in the United States, 12 of whom were our Navy shipmates. While the national numbers have not been released for 2017, the Navy recorded that 21 Sailors died in motorcycle crashes during fiscal year 2017. Naval Support Activity (NSA) Naples Traffic Safety Manager Jim Dickinson pointed out some issues that riders here in Europe need to be aware of. “Splitting lanes and slippery pavement here is the norm,” Dickinson said. “Always look for motorcycles and scooters that may pass on your left or right, even when you are attempting a turn or lane change.” Dickinson also noted that the European Union requires amber turn signals, which has not been an enforced rule for American vehicles in the AFI Registration system. “Know what color turn signals you have, and if your’s are red it may appear to be a pumping brake light to a local national,” he warned. “Also, American vehicles normally have no side marker turn signals for vehicles in your blind spots to see, again.”

TIPS FOR SAFER ROADS ● Drivers should allow a following distance of 3-4 seconds behind a motorcycle to allow enough reaction time on the road. ● All motorists should always use turn signals for every turn or lane change. ● Drivers should also show extra caution at intersections. Crashes often occur when a driver fails to see a motorcyclist approaching an intersection, turning left in front of the motorcycle’s path. ● Drivers should never try to share a lane with a mo-

torcycle. Always give a motorcycle the full lane’s width. ● Motorcyclists should practice operational risk management and never split or share a lane with a motor vehicle. ● Motorcyclists should avoid riding in poor weather, but sometimes it occurs unexpectedly. All motorists should take extra care and be more observant during periods of inclement weather. ● Use your vehicle’s rearview and side-view mirrors properly to help eliminate blind spots where small vehicles like motorcycles can be missed. Motorcyclists should position their motorcycles to avoid being in a driver’s blind spot. ● Motorcyclists can improve visibility by applying reflective materials on their motorcycles and by keeping headlights on at all times to

improve the chances of being seen by other drivers. The Naval Safety Center encourages drivers to be aware of their surroundings and watch for motorcyclists, not only during the spring and summer months, but throughout the year. Motorcyclists should obey the rules of the road and always practice good safety measures to ensure they are more visible to other motorists. Reducing crashes is a shared responsibility for drivers and motorcyclists alike. Safe riding and cooperation from all motorists can help reduce the number of incidents. Remember to stay alert, use common sense, and always be courteous on the road “Ride safe and look twice,” Dickinson added. “Keep your head on a swivel and you’ll stand a better chance of coming home in one piece.”

All new PCSing families need to check into their servicing post office/mail room to be issued a PSC (post) box. Your servicing post office is the one convenient to your living or working situation. One PSC box will be assigned per family, and the sponsor needs to be present at the time of issue with his/her CAC card and a copy of their orders. 2. Personnel currently receiving personal mail through the Mail Orderly Program are being transitioned to PSC boxes. The Post Office is working this transition command by command through the current mail orderlys. 3. When transitioning from the Mail Orderly Program, sponsors will be given the choice to utilize the Support Site or Capodichino PSC boxes. When directed, sponsors will be required to check in with their newly chosen post office, to retrieve their PSC address and combination. 4. Once all members currently on the Mail Orderly Program have been transitioned to PSC box, personnel currently with a PSC box who wish to change their PSC box to Capodichino or Support Site will be given the opportunity. Where Did the Uncle Sam Poster Come From? From the Library of Congress

Originally published as the cover for the July 6, 1916, issue of Leslie’s Weekly with the title “What Are You Doing for Preparedness?” this portrait of “Uncle Sam” went on to Become – according to its creator, James Montgomery Flagg (1877-1960) – “the most famous poster in the world.” More than four million copies were printed between 1917 and 1918, as the United States entered World War I and began sending troops and matériel into war zones. Flagg contributed 46 works to support the war effort. He was a member of the first Civilian Preparedness Committee organized in New York in 1917 and chaired by Grosvenor Clarkson. He also served as a member of Charles Dana Gibson’s Committee of Pictorial Publicity, which was organized under the federal government's Committee on Public Information, headed by George Creel. Because of its overwhelming popular-

ity, the image was later adapted for use in World War II. Upon presenting President Franklin Delano Roosevelt a copy of the poster, Flagg remarked that he had been his own model for Uncle Sam to save the modeling fee, which impressed Roosevelt for his thriftiness. “I congratulate you on your resourcefulness in saving model hire,” Roosevelt said. “Your method suggests Yankee forebears.” Uncle Sam is one of the most popular personifications of the United States. However, where the term “Uncle Sam” came from is not so well known. Historical sources attribute the name to a meat packer who supplied meat to the army during the War of 1812 – Samuel (Uncle Sam) Wilson (1766-1854). “Uncle Sam” Wilson was reported to be a man of great fairness, reliability and honesty, who was devoted to his country – qualities now associated with “our” Uncle Sam.
