The National Defense Strategy is the undisputed driver of the president’s fiscal year 2020 budget request for the Defense Department, Acting Defense Secretary Patrick M. Shanahan said today on Capitol Hill. Shanahan and Marine Corps Gen. The Arleigh Burke-class guided-missile destroyer USS Carney (DDG 64) departed Naval Station Rota, Spain to begin its sixth forward-deployed naval forces (FDNF) patrol in the U.S. 6th Fleet area of operations, March 23. The ship's patrol is a demonstration of the U.S. Navy's continued commitment to strengthening strategic partnerships in the European and African region. “The Sailors aboard Carney are well prepared to execute the mission requirements asked of us,” said Cmdr. Tyson Young,

commanding officer of USS Carney. “We are ready to be out at sea again working with our partners and allies contributing to the security and stability of the region.” While on patrol, Carney will conduct naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

Pentagon Official: U.S., Partners Must Lead in 5G Technology Development By C. Todd Lopez

The next advancement in cellular technology, 5G, is expected to be so fast that it’s able to surpass the speed of wired internet now provided by cable companies. Current 4G technology provides download speeds of about 1 gigabit per second. With 5G technology, download speeds are expected to increase to 20 gigabits per second, said Ellen M. Lord, the undersecretary of defense for acquisition and sustainment. Lord spoke yesterday at the Atlantic Council here to discuss the Defense Department’s efforts to advance 5G technology in the United States and to ensure that when 5G does make its debut, it’s secure enough to transmit information between U.S. military personnel and its allies without being intercepted by potential adversaries. U.S. and Allies Must Take Lead That means the U.S. and its allies will need to take the lead in developing this next generation of telecommunications technology, she said. “When we talk about 5G, everything is going to be moving over it, eventually,” Lord said. “What we need to do is make sure how that information is moving, and how you can get at it, and how you can keep it secure.” Lord likened development of the 5G infrastructure and technology to that of a new home. ummer PCS season is right around the corner and that means it’s time to start thinking about our command sponsorship programs. If you’ve been assigned as a sponsor, please make sure you’ve taken our Fleet and Family sponsorship course and are up to date on all requirements. Need a refresher? Not a problem, our Fleet and Family team has multiple training sessions scheduled between now and June. Please contact them at 081-811-6372 or 081-811-4896 to sign up. Please also remember to reach out to your incoming personnel and their families early and often. Lastly, ensure you will be here, ready to walk them through the area orientation and check-in process upon arrival. If you you’re going to be PCS’ing or will be TAD/TDY when your sponsoree arrives, you may need to contact your sponsor coordinator and ask them to assign a new sponsor. Remember, as a sponsor, you are a vital source of information and support for personnel joining our military community. Thank you for taking on this crucial responsibility and please don’t hesitate to reach out to our Fleet and Family department for any help you may need. Fleet and Family also offers some fantastic resources for personnel leaving Naples. If you’re PCS’ing back to the States, I highly recommend taking their “Smooth Move” class. You’ll get expert tips and answers to the most frequently asked questions about the move process. Military personnel separating also have several transition assistance courses open to them. To sign up or find out more, just call the same numbers listed above. The beginning of April also signifies the end of tax season. Although as military personnel stationed OCONUS, we are entitled to an automatic two month extension, please do not wait till the last minute. We have ample resources on base to help out, including the Region Legal Service Office’s Volunteer Income Tax Assistance (VITA) program. VITA is a self-service program for active-duty and retired service members and their dependents, and deployed Department of Defense civilian employees. It’s also free! Trained volunteers provide free assistance in filing your returns for this tax year both at the Capodichino Library and Support Site at the Fleet and Family Center. For more information contact the Legal Assistance Office at 081-568-4576. Finally, don’t forget to roll your clocks forward this weekend for daylight savings time. The shift starts at 0200 on Sunday, March 31st. Remember, this will leave us 6 hours ahead of Eastern Standard Time since our friends and family back home rolled their clocks forward on March 10th. SPOTLIGHT: SEBASTIAN GUERCIA Sebastian Guercia, or “Saby” as he is better known by his friends, has been a Logistics Support Representative at Gaeta for Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Sigonella since June of 2008. NAVSUP FLC provides logistics, business and support services to the Navy, Coast Guard and Military Sealift Command, as well as other joint and allied forces. He said the daily changes and challenges of his job is exciting and one of the things he likes best about his work. Guercia was recognized as Civilian of the Year in 1999 when he was part of CSD (Customer Service Desk), a detachment of Personnel Support Detachment (PSD) Naples, which both fall under the umbrella of Personnel Support Activity (PERSUPPACT) Europe. He was also the head Disbursing Clerk and Personnel Specialist, assisting Navy Disbursing Clerks (DK) and Personnelman (PN). In 2005 these two rates merged into the Personnel Specialist (PS) rating. “It’s never the same,” Guercia said. “There are always different people and challenges each day. That keeps me going.” One of his biggest challenges he’s ever faced was learning both a new language and culture when he was only 16 years old. Guercia’s parents were both born and raised in Bella Napoli, but in the mid-1960s, just a few years before he was born, they moved to Toronto, Canada, and lived there for the next two decades. Over the years he and his family would take summer trips back to Italy. In September 1984 – when Guercia was 16 – his parents decided the time and climate was right for them to permanently return to their beloved Neapolitan hometown. Having been born and raised in Canada, Guercia had grown up speaking English as his native tongue. He said adapting to his new environment, culture and language was one of the biggest challenges he’s ever faced. Guercia soon realized that speaking Italian is different from the Neapolitan spoken by his parents, which he describes as being a beautiful and colorful language of its own. “I knew I had a lot of work to do, for lack of a better word, Guercia said. “That change was a big culture shock for us kids, but after a long time, we eventually got used to our new home and our new language.” Guercia served in the Italian military from November 1990 to October 1991 in Salerno. “Back when military service was still mandatory,” he said. During his active duty service Guercia was a member of the “Bersagliere” – a special branch of the Italian Infantry Corps – where he was both a sharp shooter and “secondo pilota carro armato/radiofonista” (tank pilot/radio operator). Program in Place for PRT Preparation ENERGY CONSERVATION By MA1 Jacob Dronzin

In April, Naval Support Activity (NSA) Naples will commence its Spring 2019 cycle Physical Fitness Assessment. What makes this season different from previous is the tremendous level of motivation and camaraderie amongst the Assistant Command Fitness Leaders (ACFL). Approximately 30 Sailors from various departments have pledged to facilitate Fitness Enhancement Program (FEP) sessions. These sessions are scheduled on Monday, Wednesday, and Friday mornings at 6 a.m. and held at the Support Site gym. These volunteers sacrifice their personal time early in the morning desiring to facilitate these sessions. When asked why, does one want to be an ACFL, their answers share many common traits. Master-at-Arms 2nd Class Austin Klinkhammer, assigned to security’s Military Working Dog division, wants to uphold a higher standard of fitness for military members, and being involved with FEP definitely fulfills this desire for him. Others, such as Logistics Specialist 3rd Class Robert Solowinski, assigned to the Operations department, has a desire to help others, and in return, grow personally from experience. The common stumbling factor for successful

Physical Readiness Test (PRT) completion seems to be the cardio. Master-at-Arms 2nd class Nicole Williams from Security states that too many focus on strength training and forget to supplement it with cardio. Being that we're quickly approaching the next PRT season, one should increase the cardio, particularly on the event that they intend to partake PRT on and not wait until the last minute. With the approach of the next PRT season, the time to prepare is now. Master-at-Arms 1st Class Austin Berard from Security department, states that time will fly and you really have to want and go after it immediately. Not only must you increase your level of fitness, but you need to watch what you eat in order to achieve optimal results both with Body Composition Assessment (BCA) and PRT. Liberty is another incentive offered to hardcharging Sailors. As per 10-week notice, Sailors who score overall ‘Outstanding Low’ or ‘Outstanding Medium’ are entitled to 24-hour special liberty. Those who score overall ‘Outstanding High’ however are entitled to a 48hour special liberty. BOTTLED WATER ADVISORY From NSA Public Affairs Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

But there is no one around. What do you do? Ignore it (Easiest option to go with)? Or will you say something? Later on you start to think to yourself, no one cares. Why should I say anything? There are a number of reasons the lights may be left on: • Several people use the area and nobody is taking responsibility for the light switch – They may not know when other people are still in the area. • There is no light switch, or it’s hard to find. • Someone believes the old myth that it takes more energy to turn the lights back on than can be saved by shutting them off during the day, or even overnight. • It’s the end of the day on a Friday and everyone is rushing to go home and start their weekend. A good policy to abide by is, if you will be out of a room for 15 minutes or less, leave it on. If you will be out of a room for more than 15 minutes, turn it off. If you see lights on a lot when nobody is in the area, tell your supervisor or building energy monitor about the potential energy savings. It may be a matter of educating people. If it’s a design issue, public works can evaluate the lighting requirements and possibly make some changes, helping your building and your base to be just a little greener. What is a TRICARE Qualifying Life Event? From TRICARE

Every year during TRICARE Open Season, you can enroll in or change your TRICARE Prime or TRICARE Select health plan. But did you know that outside of TRICARE Open Season, you can only enroll in or make changes to your TRICARE Prime (including the US Family Health Plan) or TRICARE Select plan following a Qualifying Life Event (QLE)? A QLE is a certain change in your life, such as marriage, birth of a child, change of address, or retirement from active duty. Different TRICARE health plan options may be available to you and your family members after a QLE. Options Following a QLE Following a QLE, you and your family members have three options depending on your situation: • If you wish to continue your current coverage following a QLE and remain eligible for your current health plan, you don’t need to take action. Your coverage will continue uninterrupted. • If you want to make a change to your health plan enrollment, you have 90 days following the QLE to make any eligible changes. • If you’re eligible for TRICARE but not enrolled in a TRICARE plan, you have 90 days following the

QLE to enroll in a health plan. If you or your family members aren’t enrolled in a health plan and don’t enroll in one within 90 days of a QLE, you’ll only be eligible for care at a military hospital or clinic if space is available. Remember, a QLE for one family member creates a QLE for all family members.

• Losing sponsor or family member eligibility. This includes when a Retired Reserve member turns 60 or when the sponsor or any dependent turns age 65, and become eligible for Medicare. To see the full list of QLEs and examples, go to the Qualifying Life Events section on the TRICARE website.

Examples of QLEs What counts as a QLE? There are different types of TRICARE QLEs, including military changes, family changes, and government-directed changes. Many of them revolve around changes in job, location, or family status. Some common examples of TRICARE QLEs include: • Change in sponsor status that results in ineligibility to continue existing coverage. This includes retiring from active duty, separating from active duty, activating, or deactivating. • Change in family composition. This includes getting married or divorced, giving birth, adopting a child, placement of a child by a court in a member’s home, and more. • Moving. This includes moving to a new state, a new Zip code (plus four), a child moving away to college, and more.

What to Do Following a QLE With any QLE, the first step is to update your or your family member’s information in the Defense Enrollment Eligibility Reporting System (DEERS). You must update DEERS before you contact TRICARE to make the change. Depending on your QLE, you may need to provide official documents, like a birth or marriage certificate, to update DEERS. Find your nearest ID card office and call ahead to make an appointment or to verify which documents you need to bring. Once your change shows in DEERS, you can then enroll or change your TRICARE coverage. You may make eligible health plan enrollment changes online, by mail, or by phone. Enrollment must be within 90 calendar days of the date of the QLE. Coverage starts on the QLE date. Enrollment fees, if required, begin on the QLE date, not the date the enrollment request is submitted. Once you

enroll, your TRICARE regional contractor can confirm your enrollment. Making Enrollment Changes When You Don’t Have a QLE If you and your family don’t experience a QLE, you can only enroll in or make changes to your TRICARE Prime or TRICARE Select health plan during the annual TRICARE Open Season. QLE and open season enrollment rules apply only to TRICARE Prime and TRICARE Select. Premium-based plans (TRICARE Reserve Select, TRICARE Retired Reserve, TRICARE Young Adult, and the Continued Health Care Benefit Program) offer continuous open enrollment throughout the year. However, keep in mind that certain QLEs may mean you or your family members may become eligible for TRICARE Prime or TRICARE Select (for example, when a Selected Reserve member is called to active duty for more than 30 days). Life changes are inevitable. When they occur, your TRICARE health options may change too. The budget request also increases DOD’s total end strength by about 7,700 service members and allows a 3.1 percent pay increase for the military, the largest in a decade, Shanahan said. More Budget Numbers The budget request includes $545 billion for base funding and $164 billion for overseas contingency operations, Shanahan said. Some $66 billion of the OCO funding would go to direct war and enduring requirements, and $98 billion would fund base requirements, he added. In rounded-out numbers, $9.2 billion will fund emergency construction, which includes about $2 billion to rebuild facilities damaged by Hurricanes Florence and Michael. Up to $3.6 billion will support military construction projects that will be awarded in fiscal year 2020 rather than in fiscal 2019 so DOD can resource border barrier projects under the president’s emergency declaration of this year, and $3.6 billion in case additional emergency funding is needed for the border, Shanahan said. “Military construction on the border will not come at the expense of our people, our readiness or our modernization,” the secretary said. Shanahan told members there will be no impact on military construction projects already awarded, nor military construction projects with fiscal year 2019 award dates. DOD is solely looking at projects with award dates after Sept. 30, 2019, he added. Further, the secretary said, no military housing, barracks or dormitory projects will be impacted. “I appreciate the inherent intragovernment complexities of the southwest border situation,” Shanahan said. “I also want to emphasize: The funds requested for the border barrier amount to less than 1 percent of the national defense topline.” Need for Budget Stability No enemy in the field has done more damage to the U.S. military’s combat readiness in years past than sequestration and budgetary instability, the secretary told the House panel. “And there is no question today: Our adversaries are not relenting,” he said. The secretary said the instability of a

continuing resolution would cost DOD in three important ways. First, he said, DOD would be unable to put in place new initiatives like standing up the Space Command, or accelerating the development of hypersonic capabilities and artificial intelligence. Second, DOD’s funding would be in the wrong accounts, Shanahan said, noting that DOD is requesting significant investments in research, development, test and evaluation for cyber, space and disruptive technologies, as well as in core readiness. Third, he said, “the incremental funding under a [continuing resolution] means we lose buying power. This translates to higher costs and uncertainty for industry and the communities where we operate.” Competitive Advantage Eroded Dunford told the representatives that 17 years of continuous combat and fiscal instability have affected the military’s readiness and eroded the competitive advantage the United States enjoyed a decade or more ago. With the help of Congress starting in 2017, the chairman added, the United States began to restore its competitive advantage. “Recent budgets have allowed us to build readiness and invest in new capabilities while meeting current operational commitments,” he said. “But we cannot reverse decades of erosion in just a few years. This year’s budget submission would allow us to continue restoring our competitive advantage by improving readiness and developing capabilities to enhance our lethality.” The budget proposes investments and advanced capabilities across all domains – air, land, space, and cyberspace, he said. It also would sustain investments in the nuclear enterprise to ensure a safe, secure and effective strategic deterrent, the Defense Department’s highest priority, the general said. “We’ve also taken steps to more effectively employ the force we have today and build the force we need for tomorrow,” the chairman said. “We’ve implemented fundamental changes in our global force management process to prioritize and allocate resources in accordance with the National Defense Strategy while building readiness and the flexibility to respond to unforeseen contingencies.”

owners certainly would want to know that whoever built their home, wired it for electricity, installed the communications systems, or installed the doors and windows hadn’t also built in a way for them to sneak back into that house undetected after the new owners had moved in. “That’s where we are with 5G,” Lord said. “If we are going to run our entire warfighting ecosystem though communications -which is where we are today -- we need to make sure that when we send a critical message that others aren’t hearing it. We need to be able to test that.” On the modern battlefield, and on the battlefield of the foreseeable future, communications is going to play a critical role, Lord said. Information must flow between mounted and dismounted soldiers, from ships at sea and from those under the sea, as well as to space and aircraft. “In order to get relevant situational understanding, we are trading information back and forth all the time,” she said. “What will happen is, if we do not embrace 5G, and we are just getting going in 4G in a lot of areas, we are going to have a latency or a delay in those conversations that could render everything we have as ineffective.” U.S. Industry and Partners Must Provide Advancements Advancements in 5G must come from U.S. industry and U.S. partners to be trustwor-

thy and reliable, Lord said. “Right now there is quite an intensive dialogue going on to understand where in Europe we might partner,” Lord said. “And there has been an enormous amount of discussion about the threat that we see by the Chinese -- theft of intellectual property -coming into our networks. We have to collectively decide how we are technically going to secure our networks — how we legislatively have to have protection.” Lord said a whole-of-government approach is needed to get a handle on 5G. The State, Treasury and Commerce departments and the National Security Council should be involved along with DOD, she said. “I think you are going to see a huge call to action this year to come together with really what is almost a national industrial policy for 5G, because the stakes are high,” Lord added. “5G from a technology point of view is a huge opportunity, but it’s a huge threat. “If we don’t embrace it and apply it towards our goals, we could be overcome quickly with technical overmatch,” she continued. “And we can’t allow that to happen. ... We have a warfighting imperative. Navy Uniform Policy Update Announced From Chief of Naval Personnel Public Affairs

The Navy announced updates to uniform policy, grooming standards, uniform item availability and mandatory possession dates for new uniform items in NAVADMIN 075/19, released March 25. Highlights include: A command/unit logo shoulder patch is now an option for wear on the left shoulder pocket of the Navy Working Uniform (NWU) Type II and III in place of the Don’t Tread On Me shoulder patch. Black leather and nonleather gloves can be worn with the black NWU parka fleece liner. NWU Type III O-6 rank insignia will be available for purchase and optional wear in silver thread starting June 1, 2019 for easier visual recognition and distinction from the E-4 insignia. Effective June 1, 2019 all enlisted Sailors with 12 years of cumulative service in active or drilling reserve time in the Navy or Marine Corps may wear gold rating badges and gold service stripes on dress uniforms in lieu of red rating badges and stripes. Women have the option to wear smooth or synthetic leather flat shoes (flats) in service and service dress uniforms. Nursing T-shirts may be worn with service uniforms, NWU Type I, II and III and flight suits. The message provides clarification on the definition and manner of wear for ponytail hairstyles. Effective immediately, Sailors who are assigned to Joint/Unified Commands are authorized to

wear the command’s identification badge only during the period of assignment. Navy Exchange (NEXCOM) uniform stores will provide a free replacement collar if needed to improve the fit of the officer and chief petty officer (CPO) service dress white coat (choker) effective March 1, 2019. The NAVADMIN announces the completion of the testing and evaluation of the improved female officer and CPO slacks and skirts. It also provides the schedule for when the NEXCOM Customer Contact Center and Uniform Centers will have slacks and skirts, the Improved Safety Boot (I-Boot 4) and the optional physical training uniform available for purchase. The dates for when Sailors must possess new uniforms and uniform components are listed in the NAVADMIN. Sailors can ask questions and provide feedback and recommendations on Navy uniforms via the “Ask the Chiefs” email, on the Navy Uniform Matters Office (UMO) website, through MyNavy Portal at https:// www.mnp.navy.mil/. Following his military service and before he started working with the U.S. Navy, Guercia – who was still in his early 20s – traveled extensively when he worked primarily as a foreign correspondent for pharmaceutical and toy companies. During this time he traveled extensively throughout the Far East, including China, Taiwan, Singapore, South Korea and Thailand, along with Europe and the United States. “The Far East was definitely an amazing experience,” Guercia said. “I was only 23years-old at the time, and I got to see and visit whole new cultures while staying in fivestar hotels!” This chance to see so much of the world at such a young age left Guercia with an appreciation of what life has to offer. Some of his favorite life activities include listening to rock music, going to live concerts, jogging, watching documentaries and reading. He says that rock music is his passion. “Music heals and brings us all together, like breaking bread,” he said. Guercia’s first concert was in 1982 when he saw RUSH, at Toronto’s Maple Leaf Gardens, where his team the Toronto Maple Leafs used to play. He has been to more than 300 concerts throughout Italy, Europe and North America. One of his favorite quotes that sums up his life experience comes from the television show, “The Office,” which aired from 2005 to 2013: “I wish there was a way to know you’re in the good old days, before you’ve actually left them.” When he is not working Guercia says he now enjoys spending time with his soonto-be wife (Antonietta) and their three-year-old daughter, Helena Josephine (she officially turns three on April 4). “She is the apple of my eye, the love of my life,” Guercia said. “Nothing will top this, not even going to see 40 Bruce Springsteen concerts throughout the years.”

Have you ever played a joke on someone and then, just when that person has fallen for it, said "April Fools!"? April 1 is known as April Fools' Day, and, although no one really knows how the holiday began, it's a great chance to play a joke on someone--as long as the joke is harmless. April Fools' Day gives everyone a chance to play "the fool." In France the fooled person is called poisson d'avril ("April fish"), and in Scotland the person is called a gowk (cuckoo), the symbol of a simpleton. Also called All Fools' Day, April Fools' Day has been observed for centuries in

several countries. The timing of the holiday seems related to the vernal equinox (one of the two days in the year when the sun is exactly above the equator, and nighttime and daytime are the same length). The vernal equinox marks the beginning of spring (usually around March 21), when nature "fools" mankind with sudden changes in the weather. The custom of playing April Fools' jokes in America came from Britain. The holiday is still observed by both kids and adults with simple jokes as well as involved hoaxes. So when April 1 rolls around, it's time to play a good joke on someone and then shout "April Fools'!"
