place finish. The Tiger Sharks, with just over half of the team making the trip up for the one day meet, pulled ahead of the Vicenza Mako Sharks, as well as the Aviano Sea Dragons to take first place

at Vicenza. Matthew Monceaux, 15, who qualified in the 100 meter butterfly in his second meet of the season explained why he thought the Tiger Sharks performed so well. “Tough times don’t last,

The Navy announced last month in NAVADMIN 214/17 the wear rules and Fleet distribution plan for the Navy Working Uniform (NWU) Type III along with a list of approved boots Sailors can wear with the uniform. The new Type III uniforms are now available at the uniform shop at the Navy Exchange onboard Capodichino, and they are now authorized for Naval Support Activity Naples personnel to wear beginning October 1. Additionally, the Navy also announced that 350 Sailors assigned to afloat units and shore installations are taking part in a three-month boot wear test to identify a replacement for the current NWU boot that is issued to Sailors. The completion of the boot study is expected by the end of this year. The 24-month Fleet fielding plan for the NWU Type III begins October 1, 2017, and ends September 30, 2019. However, the uniform is now available for purchase in Navy Exchange Uniform Centers at Newport, Rhode Island; Pearl Harbor, Hawaii; and at Navy installations in Europe, Africa and Southwest Asia.

September is coming to a close but there are still some events left to take advantage of this month. The Ombudsman dinner and Aviator Ball are tomorrow evening in this Fall’s lineup of organizational celebrations. I encourage you to take part in these opportunities to share camaraderie with our shipmates and coworkers through the rich traditions of our different services and communities. I’d also like to say that although September is suicide awareness month, we should all be looking out for each other every day of the year. Remember, if you, a coworker, or loved one ever needs help, there is always a resource here at NSA Naples. This morning, I will sign a proclamation marking the beginning of our observance of domestic violence awareness month. You may see displays around base and members of our Fleet and Family team wearing purple during the month of October to promote this important issue. They will also be out promoting the resources FFSC has available through the Family Advocacy and Marriage Enrichment programs. I encourage everyone to learn about to prevent, respond, and report when it comes to domestic violence. This is another issue that we can face best as a united military community. It’s also another example of my philosophy that if everyone does the right thing when they see a problem, we will all succeed. I would of course be remiss if I didn’t also put one more plug in for our Navy Birthday Ball on October 5th! Our Navy Ball committee has done a fantastic job putting this event together and getting the word out there so I want to thank them and encourage everyone who hasn’t bought a ticket already to do so. Again, this is a great way to celebrate our Navy’s history and everything we’ve accomplished with our shipmates, significant others, and fellow service members from other branches and even other nations. So come on out next week, share some Navy pride, and have fun celebrating our 242nd birthday! Carabinieri Receives First Hydrogen-Powered Car A hydrogen-powered car was delivered to the Carabinieri police force in Trentino Alto Adige region. It is the first time in Italy that police received a hydrogen-powered vehicle. The car is a Hyundai ix35 fuel cell with a maximum range of 600 kilometers (approximately 370 miles). The new car will be used to monitor parking of heavy vehicles on the highways. The car was delivered from the Brenner motorway operator which runs through the Dolomite region from the city of Modena to the Brenner Pass. Police Investigate Nepotism at Italian Universities A major investigation by finance police of 59 people was started thanks to an English-Italian research professor who reported corruption among the Italian universities departments. The professor was put under pressure to withdraw his candidacy for a qualification as a professor of tax law. The investigation brought to light nepotism among the academic heads of the Italian university who bestowed qualifications based on exchanges of favors or private professional interest rather than on merit. Seven people were placed under house arrest and the other 22 were banned from holding academic posts for at least 12 months. The arrested teachers worked at universities in Rome, Naples, Bologna, Siena, Cassino, Foggia and Varese. A two-time government minister was also involved. Italian Education Minister Valeria Fedeli said the government has been working with anti-corruption authorities to create a “code of conduct” aimed at tackling nepotism and corruption in higher education. The document is now at the consultation stage and should be launched in October, Fedeli said. Italy Selects ‘A Ciambra’ for Foreign-Language Academy Film Award Italy chose the film “A Ciambra” by Jonas Carpignano, an American-Italian director as its candidate for the ForeignLanguage Academy Award. The film is set in a gypsy community in Gioia Tauro, Calabria, and it is about a 14year-old growing up in a Romani community. The film won the European Cinemas Label Award and it will be re-

leased in the United States by Sundance Selects. Italy last won a foreign-language Academy Award in 2014 with Paolo Sorrentino’s “The Great Beauty,” which marked its 11th foreign-language Oscar. The win consolidated Italy’s status as the holder of the most statuettes in that category. Huge Picasso Exhibit on Display in Rome Through January An important exhibition in Rome celebrates the hundred years of the Pablo Picasso journey to Rome and Naples following the Ballets Russes (an itinerant Paris-based ballet company in the early part of the 20th century) with his poet friend Jean Cocteau. The “Picasso between Cubism and Neo-Classicism: 19151925” opened last Friday at “Le Scuderie del Quirinale,” which is also known as the official resident of the President of the Italian Republic and a venue for many major cultural exhibits and events, with 100 paintings, but the highlight – an enormous work titled “Parade” – is showing at the nearby Palazzo Barberini. It was one of the few spaces in the Italian capital able to accommodate the monumental stage curtain with its winged horse and street performers, which measures 16.5 meters by 10.5 meters (52.5 feet by 33.8 feet). The Vesuvius volcano in Naples created such an impression on the artist he included it in “Parade.” Picasso, who was based in Paris, arrived in Italy in February 1917 to meet Serge de Diaghilev, the founder of the Ballets Russes, for a collaboration, which would revive his spirits. During this trip Picasso met and fell in love with Olga Khokhlova, the first dancer in the company, who later became his first wife, and also his principal muse. The exhibition is scheduled to run through January 21. Italy Allocates 400 Million Euro to Prepare Matera for 2019 European Culture Capital The government allocated 400 million euros to boost the city of Matera in the upcoming European Culture Capital in 2019. Matera is famous for its UNESCO World Heritage Site, the cave dwellings called “Sassi.” Plans for the year include cultural production, tourism, specialized economy areas, technology, roads, and even a small underground that will cross the city by 2018. The city of Matera has 62,000 residents and is gearing up to host the estimated one million expected visitors who will be arriving for the prestigious event.

HISTORY: WASHINGTON NAVY YARD ESTABLISHED From Naval History and Heritage Command

On October 2, 1799, the Washington Navy Yard was established under the direction of Secretary of the Navy Benjamin Stoddert and supervision of Commodore Thomas Tingey. The Washington Navy Yard is the U.S. Navy’s oldest shore establishment, and is now the home of the Chief of Naval Operations and is headquarters for the Naval Historical Center and numerous naval commands. The original boundaries that were established in 1800, along 9th and M Streets Southeast, are still marked by a white brick wall that surrounds the Navy Yard on the north and east sides. The north wall of the yard was built in 1809 along with a guard house. The first years saw the Washington Navy Yard become the Navy’s largest shipbuilding and shipfitting facility, with twenty-two vessels constructed there, ranging from small 70foot gunboats to the 246-foot steam frigate Minnesota. USS Constitution came to the yard in 1812 to refit and prepare for combat action. During the War of 1812, the Washington Navy Yard was important not only as a support facility, but was a vital strategic link in the defense of the capital city. Following the War of 1812, the Washington Navy Yard never regained its prominence as a shipbuilding activity. The waters of the Anacostia River were too shallow to accommodate larger vessels, and the yard was deemed too inaccessible to the open sea. Thus came a shift to what was to be the character of the yard for more than a century: ordnance and technology. The Civil War again saw the yard become an integral part of the defense of Washington. The famous ironclad Monitor was repaired at the yard after

her historic battle with CSS Virginia. Following the Civil War, the yard continued to be the scene of technological advances. In 1886, the yard was designated the manufacturing center for all ordnance in the Navy. Ordnance production continued as the yard manufactured armament for the Great White Fleet and the World War I Navy. The 14-inch naval railway guns used in France during World War I were manufactured at the yard. In 1927 the Naval School of Diving and Salvage – the world’s premier deep sea and scuba diving school – was established. Thousands of air and mixed-gas divers, diving medical technicians, master divers and diving officers were trained there until 1980, when the school moved to Panama City, Florida. By World War II, the yard was the largest naval ordnance plant in the world. The weapons designed and built there were used in every war in which the United States fought until the 1960s. In December 1945 the Navy Yard was renamed the U.S. Naval Gun Factory. Ordnance work continued for some years after World War II until finally phased out in 1961. Three years later, on July 1, 1964, the activity was redesignated the Washington Navy Yard. The deserted factory buildings began to be converted to office use. Today the Navy Yard serves as headquarters, Naval District Washington, and houses numerous support activities for the fleet and aviation communities. The Naval Historical Center is housed in a complex of buildings known as the Dudley Knox Center for Naval History. Dr. Teresa Merola, a local Italian national and resident of Caserta, started working with the U.S. Navy in Sept-ember of 1987. Merola has served in the U.S. Naval Support Activity Naples, Italy Public Affairs department for more than 30 years. As community relations specialist, Dr. Merola helps maintain important relationships with local media, government, and public organizations in the Campania region. In the world of local news media, she is known and recognized as the go-to person for access to cover NSA Naples operations and activities. Dr. Merola is well rooted in her profession due to her hard work and expertise in media relations. It is because of her that the U.S. Navy remains an important part of the discussion about the Naples community in local press. In her 30 years here, Dr. Merola has also been at the forefront of the essential mission to cultivate partnership and cooperation with our host nation. There is no one better to connect the U.S. Navy with the local Italian population and vice versa. She has done this through countless community relations projects such as guided group tours of NSA Naples for local schools, organized cleanup and maintenance of local historical sites by DOD personnel, coordinating donations to local charities, and working with U.S. Navy and Italian Air Force volunteers to visit Italian children’s hospitals. During her time building and reinforcing community relationships Dr. Merola has provided cultural, linguistic, and communications guidance to 12 U.S. Navy Public Affairs Officers and 10 Commanding Officers, along with providing daily local news clips and a weekly roundup of Italian News for the Panorama. Customers are reminded of the following tax-free petroleum product regulations: NATO Forces tax-free gas coupons must be utilized at authorized AGIP/ENI gas stations and LPG coupons must be used at AGIPGAS/ENIGAS dealers. A list of all authorized ENI/AGIP gas stations and AGIPGAS/ENIGAS dealers has been provided to retail sales outlets. The gas coupons are required to be filled out by the customer for them to be valid. Random audits are conducted by Italian authorities, the Foreign Tax Relief Program Office (FTRP) and ENI to ensure gas coupons are correctly compiled. Failure to complete a gas coupon with all the details is considered misuse of the tax-free gas coupons and eligible members will be requested to provide a justification as to why the gas coupon was not completely filled in. It is important that the gas coupons are filled out at the gas station once the vehicle has been fueled as the coupons must reflect the date the coupons were utilized. The exact quantity in coupons must correspond to the exact number of liters issued at the gas station. To facilitate this process, one and two liter coupons have been printed and are included in both 100 liter and 200 liter booklets. It is recommended that the eligible member asks the gas station if they accept gas coupons prior to fueling their vehicle. Authorized gas stations are required to accept gas coupons, but there are occasions where ENI/AGIP gas station attendants have refused to accept the NATO Forces coupons. Make sure that if you request 40 liters the gas station attendant fuels your vehicle for 40 liters and not 40 euros. Once you leave the gas station and you realize that the gas gauge doesn’t reflect the quantity you requested, it is usually too late to resolve. Also, if a gas station attendant asks you to sell or trade your gas coupons, please report it as soon as possible to this office. ENERGY CONSERVATION Energy Action Month Energy Action Month

October marks the first full month of fall and for us here at NSA Naples it marks the Navy’s Annual Energy Action Month. This month is designed to promote energy- and water-conservation practices throughout the Federal government. The goal is to not only raise awareness but also take action by showing the Federal government will play an important role as the nation shifts toward more clean energy. Federal employees have the power to make the transition to clean energy a reality. The Navy and Marine Corps recognize Energy Action Month as an opportunity to reinforce how critical energy is to accomplishing our mission and to encourage Sailors and Marines to look for ways to optimize their energy use to boost warfighting capabilities. Last Year’s theme focused on power and presence. New Cycle on REGEX Initiative Begins From Allied Joint Force Command Naples J9 Military Partnership Branch

The first Regional Collective Training and Planning Workshop in support of REGEX 18 took place, September 4-8, 2017, in Belgrade, Serbia. REGEX is a NATO supported opportunity for partner countries to plan and conduct an exercise from the beginning to the end according to their training requirements. Serbia has taken the lead for REGEX 18 to be fol-

lowed by Bosnia and Herzegovina (REGEX 16) and Jordan (REGEX 17) as Partner Nations. The workshop successfully focused on the first two stages of the Exercise Planning Process (EPP). The Workshop, that involved 43 participants from 15 Partner countries, has been mentored by a JFC Naples REGEX support team, led by German Army Brigadier General Reinhard KLOSS. For the first time at all, representatives from Colom-

bia attended such an event. The Head of the Serbian Armed Forces General Staff's intelligence branch, Brigadier General Ilija TODOROV, emphasized during his opening remarks that the Serbian Armed Forces are ready to participate in and organize this exercise. Later on, Brigadier General KLOSS thanked Serbia for its decision to host REGEX 18.

Allied Joint Force Command Naples is planning to conduct six follow-up REGEX 18 workshops and the Execution Phase in 2018. The REGEX initiative supports NATO objectives by making partner nations familiar with NATO procedures by building up trust and understanding for a better cooperation in the region, and by promoting increased interoperability.

In addition to the team taking first place at the meet, 11 swimmers qualify in multiple events for the EFSL Championships. Notable standout was Siena Ancona,10, who not only qualified in all three events she swam, but also earned herself a “AA” time in both the 100 meter individual medley, and the 50 meter backstroke. In a sport such as swimming we often remember our older swimmers as we see them fly across the pool, or gracefully swim the breaststroke; however it’s not always about the more experienced swimmers. We had a great showing of younger swimmers also taking to the pool as well. Charlotte Ancona, 7, qualified in her 50 meter backstroke, and Noah Pera, 8, like Ancona, qualified in all three events he swam. Chloe Markvart,8, while she didn’t qualify, swam her first 200 meter freestyle, narrowly missing her second qualification time of the season. Also tearing up the pool was Sophia Connonly, 6, and Kailey Chao, 7, taking first place in their individual events, and Abby Kanak, 8, also taking away first in her 50 meter butterfly. With this season just starting up we certainly have some young talent to look out for in meets to come. Head Coach Lisa Kanak had high praise for the swimmer, and also the volunteers, who worked hard behind the scenes that helped make the weekend a success. “Hard work beats talent, when talent doesn’t work hard,” Kanak said. While all those swimming certainly did extremely well, the parents also had a good time cheering from the pool deck, as well as volunteering in the running of the meet as either timers or officials. “We had so much fun with the swim families,” Shanie Grealish, mother of first year Naples Tiger Sharks swimmer Samantha Grealish, said. “What a fun day!” Samantha Grealish echoed the enthusiastic what many of the new and returning swimmers alike were saying “It was a really fun meet! I’m looking forward to the next one” The Naples Tiger Sharks have a few weeks off before heading to Sigonella for their first “Double Dip” two-day meet weekend. The NAVADMIN also contains the list of NWU Type III sea bag requirements, optional items and wear rules that apply starting October 1, 2017. Enlisted Sailors’ clothing replacement allowances will increase beginning October 1, 2017, and continue to expand in fiscal years 2018 and 2019. By law, commissioned officers are entitled to a one-time uniform stipend ($400) paid at the beginning of their careers. Last year, the Navy announced the transition to the NWU Type III from the NWU Type I as the Navy’s primary working uniform. Sailors can wear either the NWU Type I or NWU Type III until September 30, 2019, at the discretion of the unit commander or commanding officer (CO). The NWU Type III becomes the Navy’s primary shore working uniform October 1, 2019. The NWU Type III is intended for wear ashore, in port and in environments that do not require special clothing (e.g., at sea, forward deployed during combat operations, areas requiring flame resistant uniforms) and when authorized as the uniform of the day. Take a Wine Tour and Experience a Taste of Italy If you want to experience a fun and tasty experience, get off the beaten path and go on a wine tour in the Campania Region. It will likely end up becoming one of the most memorable adventures you enjoy during your tour in Italy. By Alessia Canarino

When most people think of Campania the first thing that usually comes to mind is delicious food and drinks like pizza and limoncello or the beautiful, rugged cliffs of the Amalfi Coast, and of course the most famous and iconic volcano in the world, Mount Vesuvius. If you want to discover something else, that is just as important culturally, though somewhat less well known among visitors, consider taking a wine tour of Campania. With the Mediterranean Sea to the west and the Appennine Mountains to the east, Campania offers an ideal climate and varying altitudes for growing grapes which produce wines with different, but delicious flavors. In 1944, the last eruption from Mount Vesuvius covered the soil of Campania, enriching the earth with precious minerals and potassium. The vineyards there owe part of their success to the rich soil produced by that volcanic eruption. As a result, the

fruits and vegetables from this area have an intense taste that is not to be found anywhere else. The wine regions within Campania, with its many small villages and sloping vineyards, offers a pastoral refuge from the crowded ferries that hustle tourists to Capri or the busy, narrow streets of seaside towns from Naples to Positano. In the South Campania area, also known as, Cilento, grapes thrive in the sea-level sandy soil, which produces elegant and fine wines. A couple of hours away in the area known as Irpinia, grapes are grown at altitudes of 600 to 700 meters where snow falls in winter and summer days are cool and brilliant. This special

climate produces crispy whites and long-aging red wines. This small area of Campania, with less than 3,000 square kilometers, is blessed by some of the most famous Italian wines, including Fiano di Avellino, Greco di Tufo and Taurasi. These are all known as Denominazione di Origine Controllata e Garantita (DOCG) wines, which means that the wine-making process for each label is guaranteed to follow strict industry standards. You can recognize a DOCG wine from the band around the neck of the bottle. Irpinia, whose name comes from the Greek ‘hyrpos’ or wolves, and is located a mere 60 kilometers east of Naples, has near-perfect growing conditions, in terms of soil

and climate, for growing the white grapes Fiano di Avellino, Greco di Tufo and the red Aglianico, grape of Taurasi wine. These grapes were brought to Campania by the ancient Greeks more than 2,000 years ago. More than 200 wineries are in this small part of Italy, and all are concentrated within a relatively small area on the slopes of the Central Appennines Mountains. Irpinia is dotted by vineyards, on the slopes of hills at various altitudes and shaped by rivers crossing the region. Naples, one of the most scenic and

historic cities in the world produces local grapes, such as Caprettone, Coda di Volpe and Piedirosso. These grapes all produce unique fine wines, which grow near the Bay of Naples. The legendary vines of Lacryma Christi grow mainly on the slopes of Vesuvius National Park where they enjoy sunny days and cool Mediterranean breezes from the Bay of Naples.

The Amalfi coast, mainly known for its lemons, is home to exceptional grapes, too. Throughout the year you can see heroic vine growers climbing the rugged cliffs to tend and grow their grape vines along the ancient terraces. These are among the most challenging vineyards of all, as grape pickers climb up and down the cliffs loaded down with heavy backpacks full of the precious produce.

Wine tourism is not well known, but it is a fun, educational and – most of all – a tasty experience. If you want to try something different, visit one of the many local producers. There are lots of choices from big wineries to smaller family estates. But, no matter where you go, the wines of Campania are sure to become one of the most memorable experiences you will enjoy during your stay in beauti-

Be Prepared: Car Safety Checklist From the Department of Homeland Security

Plan long trips carefully, listening to the radio or television for the latest weather forecasts and road conditions. If bad weather is forecast, drive only if absolutely necessary.
