JFC Naples Computer Support Division Completes Intensive Infrastructure Project

A comprehensive project led by JFC Naples’ computer support division to improve the headquarter’s command and control capability as an essential part has recently been completed. The equipment installed when the Lago Patria based opened in 2012 has

increasingly demanded more intensive and costly maintenance, so the decision was taken to invest in replacement systems which cost 50 percent less than the original equipment and provide a 90 percent reduction in running costs over their expected life of 10 years. The video wall solutions are tailored to need for each use environment. The

JOC solution takes advantage of leading edge direct-LED technology, such as those used in sport stadiums, with extreme brightness, long life, and low sustainment costs. “The JOC’s 24m2 wall was specially manufactured as one of the first internal, high-resolution applications of the technology and it is one of the largest currently in existence in Europe,” Project Manager Luciano Baldari said. The solutions for the conference rooms use high-resolution arrays of LED-LCD monitors providing highly reliable, easy maintenance and extremely cost-effective displays. Normally measured in years, this project was completed within five months of funds allocation, including three months of manufacturing time. The project success was a reflection of a team effort consisting of JFCNP computer and funding specialist as well as contracted civilian companies: I&C International Consulting S.r.l., Impianti S.p.A with video walls fabricated by Deltronics S.r.l., and SIRTI S.p.A. The project’s successful conclusion proves JFC Naples’ capability to provide the quickest and most cost-effective acquisition and project management option for urgent operational IT requirements.

NSA Naples, Local Charity Donate Bicycles to Ivory Coast Communities By Maria De Blasio

Naval Support Activity Naples donated more than 50 refurbished bicycles to the E ti porto in Africa charity, an Italian non-profit organization, May 25. Old, damaged, and in many cases, abandoned bikes were collected over the course of 2016 from Support Site by volunteers from the base community. Led by Petty Officer Christian M. Vincent, base military and civilian personnel teamed up with the Vesuvio Velo Cycling Club to perform much needed “TLC” on the bicycles.

The charity, directed by Italian cardiologist Professor Vincenzo Mallamaci, received the bicycles and prepared them for shipment to the Padre Pio Mission on the Ivory Coast. There, underprivileged Ivorians will be able to use them for cheap transportation, a much needed – and much valued – commodity in their communities. This collaboration is yet another example of NSA Naples’ ongoing partnerships with our host nation community. Trump Wraps Up First Overseas Trip at Sigonella By Jim Garamone DoD News

President Donald J. Trump told service members on May 27, 2017, at Naval Air Station Sigonella, Italy, that they are the greatest force for peace and justice the world has ever seen. The president spoke to service members and their families at the end of his first overseas trip as president, and he detailed the trip to them. “Our travels took us to some of the holiest sites in the three Abrahamic religions, and to gatherings of both America’s oldest and newest friends,” he said. “We traveled the world to strengthen longstanding alliances, and to form a new partnership among nations devoted to the task of eradicating the terrorism that plagues our planet.” Trump said he is more confident than ever that the will exists for nations to work together against the terrorists that launched recent attacks in Manchester, England, and in Egypt. “Together, civilized nations will crush the terrorists, block their funding, strip them of their territory, and drive them out of this Earth,” he told the service members. June has arrived and that means we have hit the onset of Hurricane Season and High PCS Season. Our newly reporting personnel and their families bring fresh ideas and fresh sets of eyes to the base. They also bring a fresh set of readers to the Panorama and this column. High PCS season is an opportunity for everyone, new and seasoned alike, to review base policies and procedures and add your voice to this community. New arrivals should familiarize themselves with important information (like the number to Emergency Dispatch), and current residents should be prepared to welcome newcomers and pass along tips and good advice about our home. In particular, please take a moment to read the very informative article in this week’s issue on the base Pet Policy. We’ll highlight other base policies in the coming weeks to help get the word out in print. Every once in a while we encounter a community issue that could have been avoided if a few of our policies were better understood, or followed. Additionally this week, we’ve included an article discussing mosquito control. We’ve been fortunate, so far, with low mosquito populations, but this could change quickly over the summer. The base will be deploying some advanced anti-mosquito technology this summer in the form of a pet/human safe mosquito larvicide. Everyone can play a part in minimizing mosquito swarms by reducing sources of standing or stagnant water. You can get more information on our CNIC website regarding ways to prevent the spread of mosquitos and mosquito borne illnesses. The environmental compliance team and USNH staff work hand in hand to tackle this issue every summer. Last but not least, I want to give an enthusiastic BZ to everyone involved in the collection, repair and donation of more than 50 bicycles to the Italian charity, “E ti porto in Africa.” The bikes were shipped to the Ivory Coast after a short presentation last Thursday. Once the bikes arrive in Africa, they will be given to underprivileged people in need of a viable means of transportation. I am very proud – and not a bit surprised – that we have so many people ready and willing to help those in need through community service opportunities like this. Stay safe, pack some sun-block for a sunny weekend forecast, and please sort and recycle your trash!

Celebrating Festa della Repubblica Today, June 2, Italy celebrates Festa della Repubblica (Republic Day). This is a nationwide public holiday with government offices and many other institutions and schools closed. This holiday celebrates the institutional referendum held by universal suffrage in 1946, when the Italians had to choose whether the country should remain a monarchy or become a republic, following World War II and the fall of Fascism. Italians voted to become a Republic and the royal family of the House of Savoy was sent into exile. A big military parade is held every year in Rome and is presided over by the President of the Italian Republic, with the Prime Minister and other high officers of state attending the ceremony. A wreath is laid at the Tomb of the Unknown Soldier at the Vittoriano, one of the largest monuments in Italy built in honor of Vittorio Emanuele, the first king of a unified Italy. An eternal flame was added on the tomb on November 4, 1921. The ceremony continues in the afternoon with the opening of the gardens of the Quirinale Palace, seat of the President of the Republic and with musical performances by the Italian Armed Forces Bands. Italian IKEA Employees Fund, Build Quake-Proof School A quake-proof school was built and donated by IKEA’s Italian workers at the small town of Crognaleto in the Abruzzi region that was severely damaged by tremors last year. Crognaleto is a small town with about 1,300 citizens, and 60 percent of its total area was damaged by the earthquakes. The two schools were unusable following the earthquake in August 2016 and January 2017 when severe weather conditions worsened recovery efforts. More than 60 local students aged between six and 16 will be taught in the new school, which cost 500,000 euro and furnished in a typical Swedish style, with plenty of bright colors in the interior. The IKEA’s Italian workers asked the company to use money earmarked for staff Christmas gifts to help earthquake victims instead. The new school is environmentally sustainable, with wooden structures aimed to blend into

the natural surroundings and should be totally resistant to future earthquakes. An official opening ceremony was held last Monday with senior Italian politicians, IKEA, Swedish Embassy and local children who cut the ceremonial ribbon and released yellow and blue balloons, representing the colors of the Swedish flag. Stolen Ancient Artifacts Returned to Italy At least $90,000 worth of ancient artifacts were returned to Italy on Thursday by the United States. The antiquities were stolen in the 1990s from burial sites and places of archaeological significance in Italy before they were smuggled overseas. The items include a Sardinian bronze ox and a bronze warrior from the 8th century B.C., a Greek bronze Heracles from the 3rd or 4th century B.C. and a 4th-century B.C. drinking cup depicting two goats butting heads. There was also a wine jug decorated with rams and panthers dated 650 B.C., a 340 B.C. oil flask depicting a man holding a plate of fruit and a similar flask decorated with a man holding a lyre, dating back to 430 B.C. Six of the items were seized from a Manhattan gallery in April as part of an ongoing investigation into international antiquities trafficking. The seventh object was seized from a different gallery in another part of Midtown Manhattan, U.S. officials said. The returned artifacts will go on display in museums. Kitty Cats Have a New Home in Vomero A small “cats’ village” was officially opened last Sunday at the Villa Floridiana in Naples. Small houses were built for the numerous cats which have been living for years inside the park in the Vomero district. This is the first time that an Italian superintendent has authorized the installation of animal housing in a historic park in Naples. The small houses were built thanks to the efforts of the Animal Day Association, which managed to overcome all bureaucracy problems to open these small shelters for cats. The association hopes to open a reserved area for dogs in Vomero in the near future. To date, Naples has only one private area where dogs can run and play freely, and that is located in the historic center of the “Santa Chiara” gardens.

HISTORY: BATTLE OF MIDWAY JUNE 4-7, 1942 From National World War II Museum

On June 7, 1942, the Battle of Midway – one of the most decisive U.S. victories of World War II – came to an end. In the four-day sea and air battle, the outnumbered U.S. Pacific Fleet succeeded in destroying four Japanese aircraft carriers with the loss of only one of its own, the Yorktown, thus reversing the tide against the previously invincible Japanese navy In six months of offensives leading up to the Battle of Midway, the Japanese had triumphed in lands throughout the Pacific, including Malaysia, Singapore, the Dutch East Indies, the Philippines, and numerous island groups, including a successful surprise attack at Pearl Harbor, just six months earlier. One of Japan’s main goals during World War II was to remove the United States, which they perceived as a growing threat in the Pacific theater, before it was large enough to outmatch the power of the Japanese fleet. With the fall of Wake Island to the Japanese in late December 1941, Midway, a littleknown, but strategically important atoll about 1,300 miles northwest of Oahu, became the westernmost U.S. outpost in the central Pacific. And, ultimately, a prime target for Japan. Japan hoped to defeat the U.S. Pacific Fleet and use Midway as a base to secure dominance in the region. The United States was aware that the Japanese were planning an attack in the Pacific at a target they had code-named “AF.” Navy cryptanalysts had begun breaking Japanese communication codes in early 1942. The attack location and time were confirmed when the base at Midway sent out a false message that they were short of fresh water. Japan then sent a message that “AF” was short of fresh water, confirming that the location for the attack was the base at Midway. Station Hypo (where the cryptanalysts were based in Hawaii) was able to also give the date (June 4th or 5th) and the order of battle of the Imperial Japanese Navy. Early morning on June 4th, aircraft from four Japanese aircraft carriers attacked and severely damaged the U.S. base at Midway. Unbeknownst to the Japanese, the U.S. car-

rier forces were just to the east of the island and ready for battle. After their initial attacks, the Japanese aircraft headed back to their carriers to rearm and refuel. While the aircraft were returning, the Japanese navy became aware of the presence of U.S. naval forces in the area. TBD Devastator torpedo bombers and SBD Dauntless dive bombers from USS Enterprise, USS Hornet and USS Yorktown were sent to attack the Japanese fleet. The Japanese carriers Akagi, Kaga, and Soryu, were hit, set ablaze, and abandoned. Hiryu (the only surviving carrier) responded with two waves of attacks—both times bombing the USS Yorktown, leaving her severely damaged, but still afloat (she would later be sunk on June 7th by a Japanese submarine). That afternoon, a USS Yorktown scout plane located the Hiryu and the USS Enterprise sent dive bombers to attack. The attack left the Hiryu burning and without the ability to launch aircraft. Over the next two days, the U.S. Navy and U.S. forces on Midway continued their attacks, forcing the Japanese to abandon the battle and retreat to Japan. The losses suffered by the United States were not cheap: Approximately 307 men, one carrier, one destroyer, and more than 100 aircraft. By comparison, the Japanese losses were staggering: Approximately 4,800 men, four carriers, one cruiser, and hundreds of aircraft. “Pearl Harbor has now been partially avenged,” Nimitz wrote in his now-famous June 6 communiqué to Washington. “Vengeance will not be complete until Japanese sea power is reduced to impotence. We have made substantial progress in that direction. Perhaps we will be forgiven if we claim that we are about midway to that objective.” Nimitz’s words were to prove prophetic. The Battle of Midway inflicted irreparable damage on the Japanese carrier force, such that they could no longer put together a large number of fleet carriers with well-trained aircrews, bringing Japanese and American sea power to approximate parity – and marked the turning point in the Pacific theater of World War II. In August 1942, the great U.S. island-hopping counteroffensive began at Guadalcanal and did not cease until Japan’s surrender three years later.

During Lesbian, Gay, Bisexual and Transgender (LGBT) Pride month, we celebrate our rich diversity and renew our enduring commitment to equality with stories featuring the personal experiences of LGBT members. The dedication and contributions of our Lesbian Gay and Bisexual (LGB) service members and Lesbian Gay Bisexual Transgender (LGBT) civilians have had immeasurable impact on our National Security and Department of Defense (DoD). This is the first of a series of four stories in which Sailors share their stories about being LGBT. I was born and raised in San Francisco to Christian conservatives, a banker and fashion designer, respectively. In short, they were traditional in just about every sense. By the time I was five, I realized I wasn’t like the other boys at my school. For my fifth birthday, I asked my dad for a red dress and he had no problem with my request and he bought me one. Growing up, I never felt the need to have an “official coming out announcement” because I felt like I never had anything to hide. It’s just the way I was born. I moved to New York when I was 11 to attend the Independence Academy, a private performing arts boarding school. My senior year, I was promoted to captain of our varsity dance team. After graduation, I moved back to California and was a fine art major and collegiate diver at the Academy of Art University. I competed at one, three, five and 10 meters in both springboard and platform. With the fraternity parties becoming my main priority, I became complacent and lost my motivation. I ended up hanging out with the wrong crowd. I eventually lost my place on the dive team. Embarrassed and ashamed, I dropped out of school and didn’t have the courage to go back to my family. Some months later, I trained professionally with the Alonzo King Lines Ballet company, touring and coaching at colleges within the state. My successful career as a dancer had me in a mindset that I was invincible. I soon discovered the rave scene, where I unfortunately relapsed and lost my motivation once again. Struggling to find my place, I decided to join the Navy. The structure, leadership and core values were what I needed to finally get myself back on my feet. I’ve served aboard the USS Peleliu (LHA 5) and USS Bonhomme Richard (LHD 6). Thanks to the Navy, I’ve sailed to Japan, the Philippines, Singapore, Australia and Indonesia. After reenlisting, I moved here to Italy and got the chance to travel to London, Greece and Paris. Europe has been so amazing for me and allowed me to find myself. This month is my four year anniversary in the Navy, and I plan on celebrating my new life in the Navy in Barcelona, Spain, with some close friends. My homosexuality hasn’t ever stopped me from being me and achieving my goals. It’s a part of me but doesn’t define me.

NSA Naples Pet Policy Explained By Lt. Peter S. Pagano

Summer PCS season brings many new faces to our community here at NSA Naples, including some sporting whiskers and wet noses. Pets are important members of many military families and we’ve ensured they are considered accordingly in base policies. If you didn’t already know, NAVSUPPACT Naples Instruction 10570.2F is the governing document for pet policy at NSA Naples. It lists veterinary services, pet owner responsibilities, rules for pets living in government housing, authorized and unauthorized pet areas, responsibilities of all personnel on base and the rules regarding importing and exporting pets. As you can see from the table of contents, quite a lot of information is included and rightfully so. For example, did you know that unregistered pets are not only barred from living in government housing, but also from being brought onto base at all? Pets must be microchipped and brought to the

veterinary clinic on Support Site for registration. They also must be spayed and neutered, no exceptions. Did you also know that petsitting an animal in base housing must be approved by the housing office? A formal request must be submitted to and approved by the housing office for any resident who is looking after a pet that they do not own. Stray animals are also mentioned. It is strictly prohibited to feed them and all personnel are instructed to stay away from them. The instruction also includes a list of banned ani-

mals and specific dog breeds, and only allows for dogs under 70 pounds in government housing. Violations of all these rules and regulations are punishable under the UCMJ for active duty military members. All other individuals present on base, including dependents, government civilians and NATO personnel, can also face administrative action including eviction from base and loss of base privileges. Owning a pet is a big enough responsibility, but bringing them aboard a military installation brings even more considerations. Please take the time to familiarize yourself with the rules prior to bringing a pet to any installation so you can keep yourself, your pets and everyone else on base safe, healthy and happy. Summer is here and the air is full of the sound of whining air conditioners, all seriously sucking kilowatts. Yet much of that air conditioning load could be reduced or the air conditioning season shortened if we did simple things, many of them common before air conditioning was common in North America. Here are some low-tech tips for keeping cool. The best ideas are those that keep the heat out of your home in the first place, rather than paying to pump it out after it gets in. For us here in Naples it’s hard to buy a more efficient air conditioner or put a fancy film on the windows, but there are still three simple things that will keep you from running you’re A/C all day long. 1. Cooling an empty house. We all want to come home and relax after work, but if your cooling an empty house all day at work or your office all night while you are at home so that you don’t have to wait for it to cool down you are wasting a lot of energy. 2. How cold is comfortable really? If you set your thermostat to the highest setting, it will have to work less and you probably won’t notice the difference in degrees. 3. Shutting your blinds during the day. When sunlight enters through your windows it heats the air inside your home or office. During the day if you keep your blinds closed when you return home that evening you will notice that the temperature if relatively cooler than days when you leave them open especially those that face direct sunlight. Buzz Off! Personal Protection Against Mosquitoes From U.S. Naval Hospital Naples Preventive Medicine

It is that time again … for mosquitoes. Here is some helpful information on what you can do to help protect you and your loved ones. Mosquito bites can cause skin irritation through an allergic reaction to the mosquito's saliva – this is what causes the red bump and itching. A more serious consequence of mosquito bites can be the transmission of viruses and diseases. Something to keep in mind is mosquitoes can also transmit parasites and diseases to our pets. Ensuring the protection of all of your family members is important. All mosquitoes require water to breed. Breeding environments can include ponds, ditches, old tires, litter, buckets, toys, potted plant trays, saucers, plastic covers, tarpaulins and even bottle caps. Eliminating standing water sources is a tremendous help in reducing the mosquito population. Here are a few ways to stay protected from exposure to mosquito bites: ● When possible, stay inside or in screened-in areas when mosquitoes

are active. Most mosquitoes tend to be more active around sunrise, sunset, and in early evening. ● Cover up. Put on long sleeve shirts, long pants, socks, and closed-toe shoes to protect against bites. ● Plug in a fan. This will help you keep cool and keep mosquitoes from landing on you. Mosquitoes are not very efficient flyers, even in wind speeds as low as 5 mph. ● Use an outdoor yellow bug light. Use them on your porch and around your house. Standard lighting will attract mosquitoes; yellow bug lights are almost invisible to most insects. Insects typically see blue or UV light as really bright, while yellows and reds are in a spectrum that is less visible if at all. ● Use a repellent. Repellents containing Picaradin, DEET, IR3535, or some products containing oil of lemoneucalyptus have been shown to be effective in repelling mosquitoes when used as directed. Note: oil of lemon-eucalyptus should not be used on children under the age of three. ● Eliminate standing water especially around your home. A teaspoon of water is enough to lay eggs and com-

plete a mosquito life cycle. Correcting drainage problems and avoiding overwatering lawns can also help. Some mosquitoes will lay their eggs in moist soil and as soon as water pools the eggs will hatch. It is the unnatural water pooled around homes that make a great habitat for mosquitoes. Vector disease carrying mosquitoes like the Asian Tiger Mosquito (Aedes albopictus) love to breed in these types of habitats, especially where moist soil or containers are located. Their flight range is about 300 feet from where they are bred. They are more noticeable than other mosquitoes because they can be active in the daytime if disturbed and have a characteristic white strip down their back. With emerging mosquito-borne diseases, removing breeding sites and following proper guidance is critical. If a female mosquito is infected with a disease she can pass it on to her eggs and thus the next generation is infected with the disease without ever having to receive their first blood meal. Therefore, eliminating breeding sites is imperative to assist in the reduction of the mosquito population and risk of contracting a mosquito-borne illness.

As a proactive measure the USNH Naples Preventive Medicine Department frequently monitors the mosquito population on Support Site. When the number of mosquitoes is found above baseline levels mosquito treatments are focused at those areas. Regarding pets, owners should follow the first line of defense guidelines provided by veterinary services to ensure your pet stays happy and healthy. Use pet-specific repellents that are active against fleas, ticks, mosquitoes and sand flies to keep your pet safe from insect borne illness. Help prevent mosquito-borne diseases, take action to personally protect yourself, your family and your pets. Do your part in eliminating water around your home where mosquitoes can breed. If you see areas of standing water such as potholes or areas of poor drainage, report them to the Public Works Department. Public Works will take the necessary measures to resolve the issue. Nothing keeps Defense Secretary Jim Mattis awake at night. “I keep other people awake,” he told CBS reporter John Dickerson. The secretary sat down today for his first television interview with Face the Nation on May 28, 2017. He spoke about the threats facing the United States and the department’s response to those threats. Mattis said the defeat-ISIS coalition must “annihilate” the terror group, and that the strategy to do so is working. “Our strategy right now is to accelerate the campaign against ISIS,” the secretary said. “It is a threat to all civilized nations. And the bottom line is we are going to move in an accelerated and reinforced manner, throw them on their back foot.” The campaign against the group in Iraq and Syria has shifted from attrition tactics to annihilation tactics. “Our intention is that the foreign fighters do not survive the fight to return home to North Africa, to Europe, to America, to Asia, to Africa,” he said. “We’re not going to allow them to do so. We’re going to stop them there and take apart the caliphate.” Decision-Making at the Right Level Iraqi forces have surrounded the cities of Mosul and Tal Afar to ensure ISIS is annihilated. The same is happening in Raqqa – the Syrian city ISIS styled as the capital of the socalled caliphate. The secretary said that decisions on the campaign are being made at the appropriate level. Drive-Thru Safari with Lions, Tigers and Bears at Zoolandia in Fasano From NSA Public Affairs

Zoolandia, in nearby Fasano, provides intrepid explorers with a one-of-a-kind drivethru safari zoo experience for an unforgettable day or overnight trip. Nestled along the Adriatic Sea, Fasano is a 150-acre zoological and amusement park located about a three-and-a-half hour drive east of Naples. It is the first zoological wildlife park in Italy and one of the largest of its kind in Europe. Visitors are welcomed by Jurassic Parkstyle double gates as you enter the safari part of the zoo. Since animals in different sections of the park are able to roam around your vehicle, don’t be surprised by warning signs telling you to roll up your windows as you drive through sections where animals like lions, tigers and bears are able to walk right up to your car as drive through their area. It’s one thing to put your windows down to feed deer, camels, ostriches or giraffes; it’s quite another when the paws of the animals seem larger than your head.

It’s not the vast, open grasslands of an African savanna, but you have more of a guarantee of seeing the animals during your visit. You may be able to witness lions wrestling, bears doing a little stand up boxing or a tiger using a 20-foot tree like it was a tiny scratching post in the corner of your home. There are also normal amusement park rides like roller coasters and log rides, as well as water shows and carnival-style games at Zoolandia. The seal show is a favorite and is usually packed with families and excited children who are allowed to interact with the slippery performers. They also have other aquatic performances at scheduled times throughout the day and a train that will take you through a monkey jungle and other park areas. While you’re on that side of the Italian peninsula, other nearby places to explore include the Bari Huts, an archaeological park, and beautiful beaches scattered along the Adriatic coast.
