U.S. Naval Hospital (USNH) Naples achieved Occupational Safety and Health Administration’s Voluntary Protection Program “Star” recognition from the DoD Safety Management Center of Excellence during an onsite visit to the hospital last month. OSHA’s VPP recognizes workplaces that maintain effective safety and

health management systems and maintain injury and illness rates below national Bureau of Labor Statistics averages for their respective industries. “Our involvement in this program confirms our commitment to keeping our patients and staff safe, healthy and on the job,” Capt. Steven Blivin, USNH Naples commanding officer, said. “Ensuring we maintain this Star status if further proof of how we provide the best, world class

care to our patients, keeping warfighters in the fight.” USNH Naples is the fourth Navy OCONUS facility to achieve this outstanding distinction. The VPP Star recognizes the command’s safety programs among the best in the world. As part of the Navy’s transformation to a virtual service delivery model, the Navy College Program launched an update to the My Education portal June 27, significantly improving the Web Tuition Assistance approval process for Sailors taking off-duty education courses. “We’ve automated a major portion of the WebTA authorization process to improve accuracy, reduce the time it takes to complete the application, and get vouchers authorized,” Cathe Waters, Naval Education and Training Professional Development Center Voluntary Education (VOLED) lead program analyst, said. “Not only does the new process give commanding officers greater authority in the TA authorization process, the improvements will enable faster enrollments, grade posting, invoice payments, and make voluntary education less stressful for our Sailors.” Previously, Sailors had to wait for the Navy College staff to manually verify and authorize their WebTA applications after command approval. The new process automatically checks/validates the Academic Institution’s (AI) course/tuition information, validates a Sailor’s status, including degree plan, counseling, no missing grades, EAOS status, TA annual usage, etc. As part of the update, the My Education portal also adds an AI module where Sailors can select their courses/tuition rates and have those automatically uploaded to the WebTA voucher. July 4th weekend is here and while that means some time off for R&R with family and friends, it’s also an opportunity to remember and celebrate the history behind the birth of our Nation. This, of course, began in 1776 with the signing of the Declaration of Independence. Two hundred forty-one years ago, on July 4th, 1776, the Continental Congress declared that “these united Colonies are, and of Right, ought to be Free and Independent States.” And thus from 13 former British colonies was born an entirely new thing in the world, the United States of America. The road from revolution to independence was long, paved with many disagreements and frequent setbacks. During the year between Lexington and Concord, and the signing of the Declaration, many colonists actually didn’t want to break away from Great Britain. These were not Loyalists since they were fighting against the British, but rather citizen colonists who were fighting for the right to have their own colonial legislatures to govern America, instead of the British Parliament. The Patriots who wanted complete independence obviously disagreed with this approach, but they all continued to work together to achieve something greater. Eventually on July 2nd, 1776, the revolutionary wing won out. On this day, representatives from 12 colonies voted to officially cut political ties with Great Britain, with the New York representatives coming to agreement a week later. On July 4th, the actual wording of the Declaration of Independence was approved by the group, and thus we celebrate Independence Day on July 4th. The story of just how these events unfolded is rich with politics, infighting, disagreement, sacrifice and ultimately compromise. Different personalities and ideologies clashed, even in the final moments leading up to the signature of the Declaration of Independence. They eventually put their differences aside, put their lives on the line, and signed that most cherished document which formed our great nation. One of the most important things to take away from this holiday and celebrate is that while as Americans we may differ on policy and positions, at the end of the day we believe in life, liberty, and the pursuit of happiness and we have an obligation to find common ground to move forward together to achieve something greater. So remember as you’re firing up the grills, filling your coolers, and celebrating at Carney Park this weekend and Central Park on July 4th, that on this holiday we are celebrating the actions that define our way of life and unite many different people from many different walks of life to work in common cause for freedom.

Soccer Legend to Receive Honorary Naples Citizenship Napoli soccer legend Diego Armando Maradona will receive the honorary citizenship of Naples on July 5 at Piazza del Plebiscito in a ceremony starting at 9:30 p.m. The ceremony will be preceded by a musical show. Naples’ city council recently voted to give Maradona the keys of the city because of his “commitment and love” when he lead the soccer club to two Series “A” titles in 1987 and 1990. Archaeologists Discover Third Century Ruins While Excavating New Metro Line in Rome During excavations of the new metro “C” line in Rome, archaeologists found ruins of a third century building, including a dog’s skeleton. Archaeologists discovered the finding while they were examining a 33-foot hole near the ancient Aurelian walls. The dig has unearthed two spaces dating to the middle of the imperial period which, due to a fire, features well-conserved parts of a wooden ceiling and furniture. The culture ministry described the finds as “A Pompeii-like scene evoking comparisons with the inhabitants trapped by the eruption of Vesuvius in

79 A.D. preserved where they died in its ashes.” The archaeologists said the fire had hardened the artifacts, preserving them with a quality of preservation rarely found. The latest finds include a stool or table leg, two tables, a wooden railing or handrail, frescoed wall fragments with a reddish hue and black-and-white mosaic floor tiles on the upper floor of the collapsed building. They offer clues to how Romans lived and built during the mid-imperial period of the Roman Empire. Experts say the ruins might be from an aristocrat’s home at the foot of the nearby Celian Hill or from a nearby military barracks that had been explored in other excavations for the metro line. Campania’s Largest Free Dog Area to Open Next Month The largest free dog area in Campania region will open in Pianura, Naples, next month. Dogs will have a new 5,000 square meter (nearly 6,000 square yards) open space, with picnic and relaxation areas, volleyball courts and basketball. The park will be equipped with dog agility paths, screeching area, and water points to ensure the wellbeing of dogs as well as their masters. In addition, there will be several benches and boxes so owners can deposit excrements and waste of various kinds.

Hospitalman Makoy Retallick, from Cassville, Wisconsin, reported to U.S. Naval Hospital Naples July of 2015. As a Pharmacy technician, she participates in the day-to-day operations of the pharmacy and safely prepares medications for more than 38,000 beneficiaries. Pharmacy operations include preparing inpatient and outpatient medications, maintaining sufficient stocking levels, medication inspections throughout 26 departments in the hospital and sustaining excellent customer service. “I enjoy being a Pharmacy technician. It wasn’t something I ever thought about doing, but I am glad that the U.S. Navy introduced me to it,” Retallick said. “Patients will always need medications and knowing that I get to safely and effectively provide them with medications is a gratifying feeling.” She enjoys working out, spending time with her close friends, and the travel opportunities being stationed in Naples provides. Her short term goal is to advance to Third Class Petty Officer. Her long term goals are to become a pharmacist and start a family. “I am truly blessed to be stationed in Naples and to have the opportunity to travel around the world at such a young age,” Retallick said. “I never imagined that I would get to see what the world has to offer.”

Navy Celebrates 2017 LGBT Pride Month From Chief of Naval Personnel Public Affairs

The Navy joins the nation in recognizing Lesbian, Gay, Bisexual, and Transgender (LGBT) Pride Month throughout the month of June. ALNAV 006/17 encourages participation in all the heritage celebrations and special observances throughout the year. The Department of Defense (DoD) began observing LGBT Pride Month in 2012. Initially established as “Gay and Lesbian Month” by Presidential Proclamation in 2000, LGBT Pride Month recognizes the accomplishments of the lesbian, gay, bisexual and transgender community.

The LGBT community is part of One Navy Team that contributes their diverse talents, skills and service to the strength of the force. “To remain the finest seagoing fighting force, the Navy needs men and women who are the right fit for the right job regardless of race, gender, sexual orientation, creed or gender identity,” Capt. Candace Eckert, Special Assistant for Inclusion and Diversity, said. “Our goal is to ensure that the mission is carried out by the most qualified and capable Sailors. If an individual can meet the Navy’ s standards, they should be afforded the opportunity to be part of the One Navy Team.”

The Navy is committed to recruiting and retaining top talent regardless of race, class, sex or background. A diverse, inclusive environment allows diversity of thought and innovation to thrive. In 2016, the DoD instituted a policy change allowing transgender individuals to serve in the military as their preferred gender. For service members, repeal of Don’ t Ask, Don’ t Tell in 2011 allowed gay, lesbian and bisexuals to serve openly in the United States Armed Forces. ENERGY CONSERVATION How Many Sailors Does It Take To Change a Lightbulb? From NSA Naples Energy Management Team

The answer: Only one – you! But what kind of bulb should you buy? Well to answer this question, here is some background information to help you to become a better informed consumer, and a better energy user. A 60-watt incandescent bulb may be a bit cheaper to purchase – around $2-4 per bulb. But what does it really cost less to light that bulb? The answer may surprise you. In the long term you end up paying more for that “cheap” bulb than you might think. Your average yearly operating cost will be about four to five times of what that bulb costs. Plus, incandescent bulbs, use a flimsy, easily damaged filament. Yes, they produce light, but they also produce a lot of heat, too. Even if not damaged, a typical incandescent light bulb is expected to only last about 750 hours. On the outside, LED light bulbs look like incandescent bulbs, and are available in a variety of sizes, shapes and colors, but that’s where the similarities end. On the inside LED bulbs are made of reliable and long-lasting light emitting diodes, and they produce far less heat, too. A standard 12-watt LED bulb, produces the equivalent light of a 70-watt incandescent bulb, and costs $3-5 per bulb. So the cost is only slightly more expensive than a standard 60-watt incandescent bulb. And, unlike incandescent bulbs, the yearly operating cost of an LED bulb is less than the cost of the bulb itself. LED light bulbs can last up to 50,000 hours, which is about 67 times longer than the lifespan of an incandescent bulb. If you were to purchase 67 incandescent bulbs (at an average price of $3 per bulb) to equal the lifespan of that one “more costly LED bulb,” you would end up paying a total of $201. It’s obvious: LED bulbs are the smarter, better choice for all your lighting needs. Cmdr. Nick Turner, NETPDC VOLED deputy director, said. “The new automated WebTA process will significantly reduce the backlog, allowing exceptionally quick turnaround.” For a Sailor to have their WebTA request accepted and command approved, they need to meet specific training and policy requirements, (training completed, academic counseling by a Navy College Counselor, degree plan uploaded, passing the PRT, recommended for advancement, etc.) to qualify. Mandatory training includes TA Policy and Procedures Training and the Joint Knowledge Online Higher Education Prep Course. Training can be found at the Navy College website under ‘Resources’ and ‘Training.’ Navy College Education Counselors also provide the required academic counseling to help Sailors define their goals and select an education program. Once a college/university and a program have been selected, Sailors work with their AI to produce an education plan which they upload to their ‘My Education,’ ‘education tab,’ and ‘upload files’ tab. When all the above requirements have been met, Sailors are able to create, save, and submit their WebTA application, entering the Command Ap-

prover’s e-mail address. WebTA applications that do not pass the automatic checks will be reviewed and manually processed by a Navy College Program staff member, requiring extra time to fix problems. WebTA requests received prior to 27 June will continue to be manually processed until all are funded. “As a final push to help eliminate the current WebTA queue, we will be concentrating efforts of the Navy College Virtual Education Center (NCVEC) staff on Friday June 30 and Monday July 3 for TA processing,” Turner said. “On those days, live chat and help requests will still be available for Sailors needing assistance. Normal VEC hours will resume July 5.” It is highly recommended that WebTA applications be submitted no later than 30 days in advance, but all WebTA applications MUST be command approved no later than 14 calendar days prior to an AI’s published term start date. Applications may be submitted for approval up to 120 days prior to term start dates. NATO’S Exercise Noble Jump 17 Concludes By JFC Naples Public Affairs Office

Exercise Noble Jump 17 ended June 22, 2017, as more than 2,000 troops and 500 vehicles serving with NATO’s Very High Readiness Joint Task Force (Land) redeployed after a rapid deployment to the Cincu exercise area, Romania, where they trained with 2,000 Romanian troops. Romania, Bulgaria and Greece hosted Noble Jump training and transit activities. Albania, the Netherlands, Norway, Poland, Spain, United Kingdom and United States all deployed troops and equipment. Noble Jump was designed to test the core elements of NATO’s Readiness Action Plan (RAP) by putting the VJTF(L) through its paces through rapid deployment to an assigned area of operations while overcoming multiple logistical challenges. “Throughout the entire period of deployment and redeployment of troops and equipment participating in Exercise Noble Jump 2017 together, with my colleagues from the Air Force and the Land Forces,” Lt. Welcome to Festa Americana 2017 By Chris Kasparek NSA Community Recreation Director

Welcome to Festa Americana Weekend. Throughout the weekend there will be many activities at both Carney Park and Support Site for you to enjoy. Free Ride Friday No event guest passes will be sold for tonight’s festivities at Carney Park. Activities begin at 5 p.m. with food vendors, rides, games and yummy desserts. U.S. ID card holders and their families ride all rides for free! Ride wrist bands can be picked up at the information booth starting at 5 p.m. There will be a special line for those that preregistered for their bands. Entertainment on Friday night will start with participants from this past years USO’s Got Talent Competition. Then the chart-topping band from California, Lit, will take the stage at 8 p.m. All of you, who have regular access to Carney Park, make your way out there, either in your own vehicle or through space “A” seats on our shuttle buses which will run throughout the weekend from Support Site to Carney Park. For Saturday’s activities, today is the last day to buy your guest passes. On Sat-

urday, Festivities will continue, and guests are welcome to enjoy great food, rides and music from the Essential Bruce Springsteen Tribute Band. The evening will end in the most spectacular fireworks show you’ll ever see – and hear – from inside Monte Gauro, the extinct volcanic crater that is home to Carney Park. And, just when you thought there couldn’t possibly be more fun, we’ll end the weekend on the actual Fourth of July at Central Park on board Support Site, with the Second Annual Backyard BBQ with a good old-fashioned American barbecue. Meanwhile, La Terza Classe a local bluegrass band, and 2U, the Long Islandbased U2 tribute band, will provide amazing music, while the food, beverages and desserts are served. Be safe, stay cool, and stay hydrated, and remember, as you drive in the line to the park, or wait in the line for food, or prepare for a ride in line, we are all here together, celebrating our freedom as Americans this weekend. A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis.
