The Blue Ridge-class command and control ship USS Mount Whitney (LCC 20) arrived off the coast of Monrovia, Liberia, March 24, 2018, to participate in exercise Obangame Express 2018 (OE 18). Mount Whitney officially joined OE 18, the largest regional maritime exercise in West Africa. OE 18 is a regional U.S. Navy exercise sponsored by U.S. Africa Command to improve interoperability and cooperation among the maritime forces of Gulf of Guinea nations, Europe, and North and South America. The eight-day exercise, sponsored by U.S. Africa Command, focuses on countering the trafficking of illegal arms and drugs, human trafficking, OBANGAME EXPRESS

The $1.3 trillion spending bill President Donald J. Trump signed includes the largest military budget in history, reversing years of decline and unpredictable funding, Defense Secretary James N. Mattis said March 23 at the White House. “Together, we are going to make our military stronger than ever,” Mattis said in a news conference today, flanked by Trump, Vice President Mike Pence, Commerce Secretary Wilbur L. Ross, and Department of Homeland Secretary Kirstjen Nielsen. “We in the military are humbled and grateful to the American people for their sacrifices on behalf of this funding,” Mattis said. “Now it's our responsibility in the military to spend every dollar wisely in order to keep the trust and the confidence of the American people and the Congress.” Trump hailed the spending measure, saying it funds the strongest military in the world, as well as troop increases and the largest pay raise in more than a decade for service members. The bill, which Congress passed hours earlier, funds the government for fiscal year 2018 and includes $700 billion for defense spending. Trump said that defense funding contained in the bill is an increase of more than $60 billion from last year. It funds the addition of critically needed ships, planes, helicopters, tanks and submarines, he pointed out.

Our MWR Community Recreation Director, Mr. Chris Kasparek, has even promised me that the Easter Bunny will be in attendance. Mr. Kasparek also has promised that although he himself is not the Easter Bunny, a topic still up for debate, he will be sporting one of his iconic festive outfits. Although as military personnel stationed OCONUS, we are entitled to an automatic two month extension, please do not wait till the last minute. We have ample resources on base to help out, including the Region Legal Service Office’s Volunteer Income Tax Assistance (VITA) program. VITA is a self-service program for active-duty and retired service members and their dependents, and deployed Department of Defense civilian employees. It’s also free! Trained volunteers provide free assistance in filing your returns for this tax year both at the Capodichino Library and Support Site at the Fleet and Family Center. For more information contact the Legal Assistance Office at 081-568-4576. We are also in the middle of election season back in the States and that means it’s also a good time to contact your command’s Voting Assistance Officer (VAO). Your VAO can provide you with instructions on how to sign up for an absentee ballot, and for guidelines on how to properly participate in the political process as a service member or DoD employee. For example, did you know that if a service member’s online profile labels them as a member of the DoD, whether by a photo or status update from three years ago, any political content they post needs to clearly and prominently state that the views expressed are their own and not those of the Department of Defense. Service members may also not engage in any partisan political activity – such as posting direct links to a political party, campaign, group or cause on social media, which is considered equivalent to distributing literature on behalf of those entities and is prohibited. Civilian DoD employees must also follow guidelines under the Hatch Act and DoD Directive 1344.10. Pompeii Celebrates 270th Anniversary of its Rediscovery The ancient city of Pompeii was first spotted by an engineer in 1746. This Friday is the celebration of the 270th anniversary of the city’s rediscovery. Archaeologists announced that in the north part of the ancient city of Pompeii, they were working on excavating a completely new area of the city that had never been examined before. They found remains of public and private areas, gardens and porticoes that they never thought to be found. With the use of lasers and drones, scientists explained that they were hopeful that these tools would make it easier to help in reconstructing the Regio V area so that tourists could explore it in the future. The use of this new technology will give visitors to this new area of Pompeii a much greater experience. It will allow scientists to reconstruct the buildings in three-dimensions. The work is expected to take two years at a total cost of 8.5 million euros and the area will remain open to visitors for the duration.

Sorrento’s Convent of San Francesco Hosting Reproductions of Leonardo da Vinci’s Masterpieces The Convent of San Francesco in Sorrento is hosting the reproductions of Leonardo’s masterpieces and his codes, in addition to scale machines at natural grandeur created for this event that honors one of the greatest geniuses. The machines on display can be touched and set in motion by visitors. A flight machine, a parachute, a bicycle, a hydraulic saw and more are just a sample of what visitors can admire. The exhibition will be on display through November from 10 a.m. to 10 p.m. Entry ticket is 8 euro per person. Easter Street Food Parade in Downtown Naples Street Food Parade for Easter and Easter Monday in Naples is taking place along the Lungomare Caracciolo, on the water front. About 40 food truck stands will offer the best street food from almost all regions of Italy. This event starts today and ends on Monday, from noon up to midnight. Free admission.

HISTORY: BIRTH OF CHIEF PETTY OFFICER By Gary Nichols NSA Public Affairs

On April 1, 1893, Navy General Order 409 of February 25, 1893, officially established the rate of Chief Petty Officer. According to naval records, the first mention of the chief petty officer was on a ship’s muster roll in 1775. This brief mention of the CPO title did not resurface in naval history for almost 100 years. In 1865 a Navy regulation reestablished the term chief petty officer. The term was first used for the ship’s Master-at-Arms. It made him responsible for preservation of order and obedience to all regulations. An excerpt from an 1865 regulation tasked the senior enlisted person with the following responsibility: “The Master-at-Arms will be the chief petty officer of the ship in which he shall serve. All orders from him in regard to the police of the vessel, the preservation of order, and the obedience to regulations must be obeyed by all petty officers and others of the crew. But he shall have no right to succession in command, and shall exercise no authority in matters no specified above.”

This, however, did not establish the term chief as a rate. It was merely a function rather than a rate. Petty officers were divided into petty officers of the line and petty officers of the staff. Chief referred to the principal petty officer of the ship. The next reference to the term chief was in U.S. Navy Regulations Circular Number 41 dated January 8, 1885. Here again the term chief refers to a function or title rather than a rate. The men filling these chief billets were actually first and second class petty officers. On February 25, 1893, President Benjamin Harrison issued an executive order outlining the pay scale for Navy enlisted personnel. This executive order was issued to the Navy as General Order Number 409. This general order divided the pay scale into rates and for the first time listed chief petty officers. Both General Order Number 409 and U.S. Navy Regulation Circular Number 1 listed chief petty officers as distinct rates. These documents went into effect April 1, 1893. Since their inception, chief petty officers have formed the backbone of naval leadership, providing invaluable management, counseling and advisement of Sailors under their charge.

SPOTLIGHT: Culinary Specialist Third Class Stephanie Jean Rosillo Culinary Specialist Third Class Stephanie Jean Rosillo, from Chicago, Illinois, joined the Navy in June 2016, and after graduating from the Culinary Specialist “A” School reported to Naval Support Activity Naples Unaccompanied Housing (UH) in November of 2016. Rosillo has a reputation as being one of the most hospitable front desk clerks at UH. She’s energetic and highly motivated and provides great customer service with a smile to more than 450 residents and customers. Rosillo enjoys volunteering to help the NSA Naples community members as a school safety guard. As part of the Naples Installation Recreational Committee she has assisted in burrito sales to raise money for events that will benefit area Sailors. Rosillo enjoys weight lifting and fueling her body by eating a mini feast right after each workout, especially meals that involve tacos. She also enjoys traveling and playing sports, especially volleyball. Her goal is to make Second Class and travel as much as possible by the end of her first tour. “What I love about my job are the people and the fact that I learn something new every day,” Rosillo said. “And just having great positive people around makes being homesick not so bad.”

United for Patient Safety: USNH Naples Patient Safety Awareness Week By Christina Clarke U.S. Naval Hospital Naples Public Affairs

U.S. Naval Hospital Naples observed Patient Safety Awareness Week earlier this month to recognize the commitment to patient safety and to promote awareness among team members, patients and the community. Sponsored by the Institute for Healthcare Improvement (IHI), the theme “United for Patient Safety” helped to remind everyone involved in the health care process to continue delivering safe care, and uniting together to share the common goal of patient safety. From patients to care providers, from the front lines to the executive suite, from the patient and family advocate to the corporate solutions provider – all are united in the goal of keeping patients and those who care for them free from harm. Patient safety is a serious public health issue. Like obesity, motor vehicle crashes, and cancer, harms caused during care have significant mortality, morbidity, and quality-of-life implications, and adversely affect patients in every care setting. Although patient safety has already advanced in important ways, there is more work to be done. Each time you meet with a health care provider, you should ask three questions: What is my main problem? What do I need to do? Why is it important for me to do this? Many people, even highly literate people, have trouble understanding words and phrases used in health care. In some instances, a word or phrase may be totally unfamiliar. Additionally, emotions can run high during some medical situations and cause confusion. Asking these simple questions can help to increase the communication between you and your health care provider and minimize confusion. Also, please note that each time you visit USNH Naples or the Branch Health Clinic onboard Capodichino, you will be asked multiple times to confirm your full name, date of

birth, reason for your visit, any medications you may be taking, or even calls for a time-out from activity to ensure patient safety. This all done to ensure you are receiving the proper care, medicine and recommendations. While Patient Safety Awareness Week is a time to shine a light on safety measures, it is an ongoing goal of each staff member to keep patients safe and provide a healthy environment year-round. International Children’s Festival Coming to JFC Naples From Joint Force Command Public Affairs

The annual International Children’s Festival is scheduled to take place at Allied Joint Force Command Naples, April 27, 2018, from 10 a.m to noon. The founder of the Turkish Republic, Mustafa Kemal Ataturk, declared that the date of the first Turkish Grand National Assembly, April 23, 1920, would be known as National Children`s Day. In 1979, UNESCO declared that year as International Children`s Year and since then Turkey has been celebrating April 23 as the multinational International Children`s Festival. The Turkish community at JFC Naples organizes the annual event in which children are encouraged to interact with peers from different cultures to build friendships and develop a deeper understanding of one another in order to establish the foundations of future world peace. As spring break approaches, members of the community gear up for memorable vacations in far-off locales. However, often left off that vacation / travel itinerary is a visit to the U.S. Naval Hospital (USNH) Naples Travel Medicine Clinic. USNH Naples Chief medical Officer Capt. Andrea Donalty said that anyone planning on traveling outside the European Theater should consult with Preventive Medicine as part of their travel plan. “Anyone traveling outside the United States European Command (EUCOM) area of responsibility (AOR) should see the Travel Medicine Clinic before leaving,” Donalty said. “Travel screening identifies medical threats present in travelers’ destinations, as well as personal protective measures that can be utilized to prevent

disease and injury.” While military personnel, Department of Defense (DoD) civilians, DoD contractors, DoD subcontractors, are required to obtain medical clearance for travel, beneficiaries and

dependents are not. “We have policies in place to protect our service members, however diseases don’t discriminate,” Donalty advised. “We recommend everyone traveling outside the European area to have a consultation ideally 30 days before departure.” Travel Medicine services are available at the Support Site Hos-

pital, for all personnel, and the Capodichino Branch Health Clinic for military personnel and DoD employees traveling on orders. No appointments are necessary for travel screening, with walk-in hours from 8 to 10 a.m. Monday through Friday. Anyone who has not received immunizations or physical examinations at a Military Treatment Facility should bring in any relevant medical records, including current medications, to help facilitate a thorough screening. Italian Army Lieutenant General Luciano Portolano, chief of staff at the southern Italy-based Allied Joint Force Command Naples, visited Iraqi Army training establishments at the Taji Military Complex, March 20 to 22, 2018. During the visit, Portolano met with senior leaders from the training centres at Taji to better understand how NATO can contribute to the ongoing partnership activity that is being undertaken in Iraq. Since the beginning of 2017, NATO forces have been conducting activities for and with Iraqi forces to help them not only develop capabilities in their fight against terrorism, but to also increase the skills and versatility of their forces. NATO Training and Capacity Building-Iraq activities feature military training teams that advise, assist and train Iraqi forces. The teams, under the NATO flag, are designed to complement ongoing Coalition, European Union and United Nations efforts, as well efforts from Allied countries. “NATO is keen to keep Iraq as a strategic partner so we can work together to maintain stability in the region,” said Portolano. “There’s benefit for all sides, be it NATO, coalition or Iraqi forces, to train and work together for lasting stability.” During the visit, Portolano met with the Joint Polish-Slovak Mobile Training Team delivering specialist tank training to 47 Iraqi students at the School of Electrical and Mechanical Engineering. The team is delivering

specialist instruction on a pair of Soviet-era vehicles, the T-72 tank and the BMP-1 Infantry Fighting Vehicle, at the school and abroad at Polish training establishments With an emphasis on a train-the-trainer approach, the current activity differs from what’s occurred in the country in previous years. U.K. Royal Navy Lieutenant Commander Stephen Walton, coordinator of the Iraq Focus Group within JFC Naples, said that the Iraqis, supported by training delivered by the U.S.-led Coalition at the tactical level, have had significant battlefield successes over ISIS in recent years. Walton noted the development of Iraqi instructors across all disciplines has necessarily taken a back seat to training operators. “NATO aims to address that training need to a point where Iraqis are able to generate, train and sustain their own,” Walton said during an interview last month. Comprising two forward locations in Taji and Besmaya and supported by a core team in Baghdad, military and civilian personnel from Allied and partner nations mentor Iraqi instructors in civilian-military planning, security sector reform, maintenance of Sovietera military equipment, explosive ordnance disposal and demining, counter-improvised explosive device, and military medicine. “It was a great opportunity to witness the work the Joint Mobile Training Team is doing, in both the design and delivery, with this course,” said Portolano. “It’s proof of what can be achieved when we work together, and I look forward to seeing more of it.”

The Defense Department’s best budget predictability in more than a decade shows that Congress and the executive branch are aligned in terms of the threats to the nation and current and future military readiness, Defense Secretary James N. Mattis said on March 27, 2018. “We are aligning that money on current readiness, but also with future readiness,” the secretary told reporters at the Pentagon. “You will see more money going into research and engineering about future protection and future readiness.” The National Defense Strategy says America faces an ever more lethal and disruptive battlefield – combined across domains and conducted at increasing speed and reach, from close combat, throughout overseas theaters and reaching to the homeland. “It’s not the Pentagon’s National Defense Strategy, its America’s National Defense Strategy,” the secretary said, adding that it’s contingent on him and his team talking to people and making certain they have their ears open to criticism and the ideas of the people. Expulsion of Russian Diplomats Mattis also talked about governments in Europe, the United States and beyond expelling Russian diplomats in response to an attack on a former Russian spy and his daughter in Britain. “NATO’s expulsion of Russian diplomats showed the alliance was still relevant,” Mattis told reporters. Russia has the potential to be a partner with Europe, but Russia has chosen to seek a different relationship with the NATO nations, he said. Russia’s actions have been a threat to democracy, seeking to break the Western alliance, Mattis said, not only with its recent attack on the Russian spy and his daughter, but also with its 2014 annexation of Crimea, military intervention in eastern Ukraine, and its interference in the 2016 U.S. presidential election.

A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule. ADS RUN ONE WEEK ONLY! • Any incomplete ad or ad received after the Monday, noon deadline will not be printed in that Friday’s issue. Late submissions will be considered for the next available publication. Incomplete or illegible ads will not be considered. • Free Mercato Ad forms, the only acceptable form of submission, are available at http://www.cnic.navy.mil/naples/newsroom/panorama/ (click on the Mercato link) or at the NSA Public Affairs Office during normal business hours. • Ads and supporting documentation can be faxed to 081-568-5112 (DSN 626-5112) or delivered in person to the Public Affairs Office, Capodichino, Admin I, Room 208. No other form of submission will be accepted. • To renew for the following week call 081-568-5856/5907 (DSN 6265856/ 5907) by noon Monday. Ads not renewed by the deadline will not be published. • PAID CLASSIFIED ADS •

For services and products not eligible for free insertion in “Mercato.” Classified ads can be placed at STAMPA GENERALE (Panorama Advertising Office) located at NSA Capodichino, Building 450, 1st Floor.
