NATO Secretary General Visits JFC Naples By U.S. Air Force Captain Kylee Ashton

The NATO Secretary General visited Allied Joint Force Command Naples November 23 to meet with Naples leadership to discuss various JFC Naples and NATO objectives. Welcomed by Adm. James Foggo, commander of JFC Naples, NATO Secretary General Jens Stoltenberg and Foggo met to discuss three main topics: the NATO Strategic Direction South Hub, the NATO Mission in Iraq and NATO’s role in the Balkans. JFC Naples is in the lead for these three activities and the Secretary General was given a comprehensive briefing on all three areas. His visit comes at an appropriate time as JFC Naples just concluded the command post portion of Exercise Trident Juncture, the certifying exercise to head NATO Response Force 2019. USS Donald Cook Begins Eighth Patrol in 6th Fleet AOR The Arleigh Burke-class guided-missile destroyer USS Donald Cook (DDG 75) departs Naval Station Rota, Spain, November 19, 2018. Donald Cook, forward-deployed to Rota, is on its eighth patrol in the U.S. 6th Fleet area of operations. Donald Cook is a multi-mission surface combatant capable of conducting exercises and operations in areas such as anti-submarine warfare and ballistic missile defense. While on patrol, Donald Cook will engage with NATO allies and partners to reaffirm the United States’ commitment to strengthening ties, and to promote peace and stability in the region. U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa. Navy issued a reminder to Sailors eligible to opt-in to the Blended Retirement System (BRS) that the BRS enrollment period ends December 31, in NAVADMIN 280/18. Sailors can enroll in BRS via MyPay at https://mypay.dfas.mil/. Optin eligible Sailors who decide not to enroll in BRS will remain in the current “legacy” retirement system. Command leaders are responsible for ensuring opt-in eligible service members are prepared to make an informed financial decision prior to the closure of the opt-in window. Once a Sailor elects to enroll in BRS that decision is permanent. NAVADMIN 280/18 provides instructions for command career counselors or command pay and personnel administrators to generate a BRS Eligibility report from Navy Standard Integrated Personnel System (NSIPS) for their command. This report can help commands in reaching out to their eligible Sailors, to ensure they have the information they need to make their decision. According to the NAVADMIN, not all Sailors who have opted into BRS are making contributions to their Thrift Savings Plan (TSP) account, so they are not receiving government matching funds. Sailors are encouraged to talk with their command financial specialist or a financial counselor to review their budget options to maximize their TSP contributions. Sailors can find complete BRS information on the Department of Defense BRS web page at https://militarypay.defense.gov/blendedretirement/.

he Winter T Holiday Season is here as we all come back from Thanksgiving leave. With that come the various holiday parties commands will be holding to celebrate together with shipmates, co-workers, and friends. I want to thank all of our tenant commands on behalf of my security team for getting us your antiterrorism plans and performing the coordination necessary to ensure we enjoy the holidays safely and securely. In the interest of safety, I also want to talk about the great resources we have available here in Naples during and beyond the holiday season. Chief among these is our Tipsy Taxi service, funded by the Naples Area Chief’s Mess. If you ever find yourself in a tough situation where you can’t drive home, don’t hesitate to call our NSA Naples Command Duty Officer at 335-825-7986 to use this service. Transportation will be arranged for you and you’ll be driven home safely. You won’t have to worry about payment until the next day. Remember, it’s never OK to drink and drive, and a 20, 50 or even 100 euro cab ride always beats a DUI. December also brings a very important deadline that applies to many active-duty members. If you haven’t done so already and are eligible, now is the time to make the final decision whether or not to switch to the Blended Retirement System (BRS). This is a significant change from previous military retirement benefits, and that’s why we’ve all received a great deal of training on it. If you’re still not sure, please contact your command’s financial specialist as soon as possible. Again, this is a big change and it’s important that we as service members take an active role in planning our careers. The deadline to opt in or out of the BRS is December 31st. You can learn more by visiting https://militarypay.defense.gov/blendedretirement/ Lastly, we’ve had some feedback from economy residents and families with children in non-DOD schools regarding notifications from the base. We absolutely make every effort to keep the installation community informed on matters that affect you, but we do have limitations as far as what we can speak to and what information we have at our disposal. NSA Naples puts a great deal of effort into informing our community about any changes in base services, and we partner actively with DoDEA and other tenant command leadership to keep apprised of their operations. For information regarding topics like non-DOD school operations, foul weather effects on the town you live in, or any other off-base entities, personnel should also monitor announcements and notices from local authorities. And whether it is information being put out by NSA Naples, a tenant command, or outside entities, I want to make sure everyone in our community feels empowered to take an active role in keeping themselves informed. 2017 Record Year for Italian Tourism The Italian National Institute of Statistics (ISTAT) said that the year 2017 was a record year for Italian tourism with tourist presence up 5.3 percent at 123 million, with growth above the European Union average. German foreign tourists in Italy were at the top of the list followed by French, English and U.S. with quotas of around 3 percent each. Leaning Tower of Pisa Not Leaning So Much Now The Leaning Tower is Pisa is a little more stable, according to a group of researchers who monitor the monument. The tower lost four centimeters (about 1.5 inches) in the past 20 years. A group of engineers have worked over the last few years to develop a plan to save the national icon. The group, funded by a non-profit organization, decided to take some dirt from under one side of the tower and attach heavy weights onto the tower itself to try to correct the lean. The tower currently leans 13 feet off center, so tourists aren’t likely to notice the inch and a half difference. Engineers said that it would be stable for at least 200 years, but it will never be straight. Police Arrest Crime Boss in Naples Italian police arrested one of the most wanted fugitive crime syndicate in an apartment in Mugnano, on the outskirts of Naples on Tuesday. Police said they found ‘pizzini’ (small piece of paper for high-level communications) command orders and a sauna in his hideout. Antonio Orlando, 60, had been on the run for 15 years. Investigators accused him of trafficking large amounts of drugs and he had been charged with two warrants of precautionary prison custody. The timing of

the raid was of great importance – according to investigators – since Orlando was not intending to stay in the apartment for long. The Minister of the Interior thanked the police forces and investigators. Christmas Market at National Railway Museum of Pietrarsa Opens Sunday One of the most interesting Christmas markets to see this season in Naples will be at the National Railway Museum of Pietrarsa. From December 2 to 21, the evocative museum will be transformed into the city of Christmas, giving visitors unforgettable emotions. The lights of the Mercatino will make the whole Museum shine in a magical atmosphere. This is the museum where the Italian railway history began: On October 3, 1839, during the Kingdom of the Two Sicilies, Italy’s first railway track was inaugurated from Naples to Portici. Pietrarsa was the first Italian factory to produce locomotives, rails and rolling stock. It was closed at the end of 1975, and became the home of the museum. The museum and the Christmas market are open Monday to Friday from 4 to 11 p.m., and Saturday and Sunday from 10 a.m. to 1 a.m. Ticket prices are 8 euro for adults and 5 euro for children, age 4-12. First Festival of Street Art to Kick Off in 2019 Street artists and young Neapolitans will work together to decorate Naples during the first Festival of social street art scheduled to take place during the year to decorate some districts of the city. The program will mark the International day for the rights of youths 2018-2019 and involved about 1,700 children and teenagers who will be guided by 220 educators and social operators. The festival is promoted by the welfare councilor’s office of the city of Naples.

HISTORY: BIRTH OF CHAPLAIN CORPS From Naval History and Heritage Command

On November 28, 1775, the Navy Chaplain Corps was born. Throughout the Navy’s 243year history, the Chaplain Corps has provided ministry and counseling services to Sailors and Marines wherever they serve. The Navy Chaplain Corps comprises more than 800 Navy Chaplains from more than 100 different faith groups – including Christian, Jewish, Muslim, Buddhist and many others – who tend to the spiritual, physical, and emotional welfare of all military members and their families, regardless of their faith. Chaplains offer everything from faith leadership to personal advice to much-needed solace. All while living up to the guiding principles of the Chaplain Mission: ● Providing religious ministry and support to those of your own faith ● Facilitating the religious requirements of those from all faiths ● Caring for all service members and their families, including those subscribing to no specific faith ● Advising the command in ensuring the free exercise of religion On November 28, 1775, the Continental Congress recognized the importance of religion by implementing the “Rules

for the Regulation of the Navy of the United Colonies of North America,” which required that religious services be performed on Continental Congress ships. Chaplains provide a wide range of programs and services that are crucial to sustaining the readiness and resiliency of Navy personnel and their families. They aid military and civilian personnel by building partnerships with command and local human service providers such as Ombudsmen, family readiness groups, Fleet and Family Support Centers, the Red Cross, food banks and clergy associations. From the earliest battles waged by the Continental Navy to the current conflicts, Navy Chaplains have put themselves in harm’s way to minister to Sailors, Marines, DoD civilians, and their families. No matter the environment, whether on the high seas, on land, in the jungles or desert, members of the Chaplain Corps stand with service members in every capacity – in some circumstances laying down their lives for their comrades in service of spiritual ministry. These exceptionally devoted men and women have provided our service members with the moral strength, compassionate care, inspirational leadership, and deep faith to maintain constant readiness and accomplish any mission.

SPOTLIGHT: ROCCO MEROLA Rocco Merola, a Financial Management Analyst for Commander Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) was recently awarded as the Junior Civilian of the Quarter for the second quarter of 2018 for his superior service to the U.S. Navy. He also earned a letter of appreciation for his “astonishing expertise” in developing action plans and organizing essential logistical support for an Oversight Review Team from the Office of the Assistant Secretary of the Navy Operations Management Division earlier this year. This was the second time Merola received the honor of being selected as Civilian of the Quarter. The first time was in 2015 when he was presented the award by Rear Adm. Jack Scorby. “I am proud to work for the U.S. Navy and to be part of Commercial Bill Paying Office and contribute to the CNREURAFSWA Navy mission of supporting the war fighter,” Merola said. “Our great team does its best to perform our office duties on a daily basis. And, perhaps more importantly, we help each other when we need to.” A native of Naples, Merola, has traveled extensively throughout Europe and the United States. With most of his family residing in the United States, it’s no surprise that over the past three decades he has spent a lot of time vacationing there, including six “unforgettable” weeks in 1995 celebrating his honeymoon with his new bride Anna Maria. Merola explained that the U.S. is his favorite country to explore. Not only does most of his family reside there, but also because of the sense of freedom he has felt whenever he has visited the United States. “I believe that the American Dream is still alive and can be realized if you work hard,” Merola said. He also added that working with the U.S. Navy at Capodichino

has helped him to realize his own version of the American dream here in Italy. Merola began his career with the U.S. Navy at the Navy Exchange Service Center Europe (NEXCENEUR) accounting office in 1991. NEXCENEUR awards and administers the 6th Fleet Concessionaire Contracts established with European and Middle Eastern vendors. In 1997 Merola transferred to CNREURAFSWA Regional Commercial Bill Paying Office (Comptroller), where he presently works. He said his proudest moments were when he was selected to become a Financial Management Analyst earlier this year and also elected to be vice president of the Italian Command Organization’s Welfare and Recreation Association (WRA) in 2008. When not at work, Merola is busy volunteering at his Church in various capacities, notably as a member of the Caritas (a nonprofit group dedicated to helping those in need) and as the official Church photographer covering special events. When he is not behind the camera documenting Church activities (like when Naples’ Cardinal visited his parish recently), he is relaxing at home puttering around the house or watching his favorite shows on television with his son Michele.

The Navy’s Office of Inclusion and Diversity is accepting nominations for the 2019 Captain Joy Bright Hancock and Master Chief Anna Der-Vartanian Leadership Awards, per NAVADMIN 276/18, which was recently released. The annual awards recognize the inspirational leadership of selected Sailors whose ideals and dedication foster an inclusive culture by reinforcing the integral role of women in the Navy. There are five award categories: senior officer (O-4 to O-6), junior officer (O-1 to O-3), chief warrant officer and limited duty officer (CWO2 to O-3E), senior enlisted (E-7 to E-9) and junior enlisted (E-5 to E-6). Nominations are not gender-restrictive and are open to both active-duty and reserve Sailors. Nominees should be mature leaders who have shown exceptional leadership over the span of their career and have persevered to overcome challenges while serving. They should have demonstrated inspirational and innovative leadership, both on and offduty, as well as professional accomplishments and community involvement. Candidates must be nominated by their commanding officer (CO) or officer-incharge (OIC) and must receive an endorsement from the nominating command’s immediate superior in command (ISIC). An ISIC can only endorse and forward one nomination for each category. Caulking and weather stripping are two simple and effective air-sealing techniques that offer quick returns on investment, often one year or less. 5. Windows: Your windows do more than provide a view of snow-covered yards. They also provide a barrier to the cold. Windows with low-e coating reduce heat loss and even reflect back part of the room's heat. Installing storm windows can also reduce heat loss through windows by approximately 10 to 20 percent. Dunford: Great Power Strategy Affects DOD Priorities, Allocations By Jim Garamone

Great power competition will require changes to DOD funding priorities and allocations to maintain America’s competitive advantage, the chairman of the Joint Chiefs of Staff said at the Halifax (Nova Scotia) International Security Forum recently. Marine Corps Gen. Joe Dunford, center, chairman of the Joint Chiefs of Staff, was interviewed by BBC World News presenter Yalda Hakim during the forum. Dunford said great power competition among the United States, China and Russia is a reality and that the United States must change the funding and development trajectory moving forward. In 2018, the U.S. military “can defend the homeland and we have a competitive advantage over any potential adversary,” the chairman told Hakim during the interview. But that can change. “If we don’t change the trajectory that we have been on, if we don’t have sustained predictable, adequate levels of funding, [and] if we don’t look carefully at those areas where we are challenged … than whoever is in my job in 2023 and 2024 … will probably not have the same confi-

The military dimension of great power competition manifests itself in the efforts China and Russia have made to undermine the ability of the United States and its allies to meet commitments in Europe and the Pacific. “Our responsibility is to ensure we can assure allies, we can deter and we can respond in case deterrence fails,” he said. Competition does not equal conflict, the chairman said, but competition certainly ups the stakes. In the past, “we didn’t have much hot breath on the back of our neck from a competition standpoint and that informed the decisions that we made and that informed how we prioritize and allocate resources,” he said. That has changed and it is mirrored in the National Defense Strategy and the U.S. Congress has also recognized this and given DOD the funding and flexibility to change the trajectory. “Since 2017, we began to prioritize and allocate resources in a different way,” Dunford said. “We began to realize that we needed to look at tomorrow even as we dealt with the challenges today.” Some of this was forced on the department as part of the Budget Control Act of 2011 and sequestration. “I think that was where we might have been out of balance for a few years is that we were spending most of our budget dealing with the fight that we had, and probably not being as attentive as we needed to be in terms of developing the capabilities we need tomorrow based on the trends that are taking place in emerging technologies,” he said. Dunford said this has consequences. If deterrence fails and conflict is forced upon the United States and its allies, the United States would prevail, but there would be more casualties. “To be specific … when we talk about competitive advantage the source of strength for the U.S. military has been our ability to project power when and where necessary to advance our national interests, combined with our network of allies and partners that we have built up since World War II,” he said. “Those combined are our competitive advantage.” Perceived Vulnerabilities Russia and China look to undermine the cohesion of U.S. allies and partners, and they

have studied American military doctrine and operations. The U.S. achievements in Desert Shield and Desert Storm in 1990, in Operation Enduring Freedom in 2001 and in Operation Iraqi Freedom in 2003, highlighted U.S. capabilities to move large amounts of men, materiel and equipment anywhere in the world. Chinese and Russian military planners identified what they perceive to be vulnerabilities and have developed systems specifically designed to disrupt U.S. ability to project power. “I think, from a U.S. military perspective, it is incumbent upon us to continue to develop those capabilities that give our allies and partners the confidence that we can meet the commitments that we have, and also ensure that Russia and China understand that we do have the capability to respond if deterrence fails,” he said. “That conventional relative capability that we have had over the past couple of decades is actually a fundamental element of peace.” The change to great power competition is more than merely buying more of the same capabilities. It means more than just adapting new technologies. It is investing in ideas, the chairman said. “We carefully analyze 14 competitive areas – space, cyberspace, the maritime domain, electromagnetic spectrum and so forth – and we have analyzed the path of capability development that Russia and China have been on,” he said. DOD officials have analyzed where the Chinese and Russian will be in 2025 and identified “very specifically the areas where increased investment is required by the United States and its allies and partners … and we know the areas where we will be challenged,” he said. “It’s a question of ideas and technology.” Sustained, predictable and adequate funding will be required, Dunford said. He and Defense Secretary James N. Mattis testified before Congress last year saying the department needed sustained growth of 3 to 5 percent per year over time to restore the competitive advantage. “What I think is as important as the topline is the degree of predictability that will allow us to use resources more wisely,” Dunford added. “The 2020 budget will strive to get the right balance over all capability areas, so at the end of the day in the aggregate we will have what we need.”

To continue having retiree dental coverage in 2019, you must enroll in a Federal Employees Dental and Vision Insurance Program (FEDVIP) dental plan. FEDVIP is offered by the U.S. Office of Personnel Management (OPM) and is available to federal civilian employees. Please note that the new FEDVIP dental coverage affects retirees only. There is no impact on the Active Duty Dental Program, active duty service members, or active duty family members command-sponsored overseas. Vision Coverage In addition to retiree dental coverage, most TRICARE beneficiaries will be eligible to purchase vision coverage through FEDVIP. Smart Shopping: Make Your List and Check it Twice From NSA Public Affairs

Shopping can be stressful, especially during the holidays when time is limited and the stores are crowded. Following are some handy holiday shopping tips. ● Follow Santa’s number one rule: Make a list and check it twice. Going shopping and knowing what you want to buy will help make sure you stay on track, you don’t overlook anyone and, you won’t overspend. ● Use only one credit or debit card. If your card is lost or stolen, cancelling a single card is easier than three or four cards. ● Set a time limit for shopping. If you limit your time at the store, you won’t be tempted to overspend, and consider shopping at odd hours so that the store is not as crowded. ● Second-hand or used items from thrift shops and flea markets can make great Christmas gifts at fantastically low prices. Just make sure they are in perfect condition, or can be made perfect with just a little elbow grease. And, don’t forget, the annual Carney Park Flea Market is open for all U.S. ID and Carney Park Access cardholders on December 8 from 8 a.m. to 2 p.m. ● If you are in a public place, don’t use the public Wi-Fi to check your bank account. That can put your account at risk of being hacked. ● If you are mailing Christmas gifts to friends or family, the dates to get your package out so they can arrive before
