Undefeated NHS Wildcat Softball, Baseball Teams Score a Combined 123 Runs By Brenda Dye

With the sun shining brightly and not a cloud in the sky, it was a perfect weekend for the Wildcats to open their softball and baseball seasons at Carney Park with double-headers on Friday and Saturday. Both teams finished 4-0 with definitive wins against the Aviano Saints and the Vicenza Panthers. The Lady Wildcats had a rough start against Vicenza on Friday and they trailed the Panthers 0-7 in the first inning. But it didn’t take long before Naples found their groove. Sophomore, Anika Loverink had a great game, striking out 7 hitters and earning 4 RBIs after hitting a double in the second inning and a double in the third inning. Junior, Maria Mc-

Cleod and seniors, Joy Jack and Sierra Dye all drove in runs to help secure the 13-10 Wildcat win. The Aviano Saints were also unsuccessful against Naples Friday night thanks to strong pitching by junior, Nadia Arce and a homerun by freshman, Mia Rawlins which gave the Wildcats a 10-6 win. On Saturday, the Lady Wildcats showed no signs of letting up when they put on an impressive hitting show against both of their opponents. Arce pitched 8 strikeouts and only gave up one run to the Saints. Sierra Dye, McCleod, sophomores Marissa Dye and Moriah Sherer, and freshmen Chloe Miller and Gennie Welch all had hits that lead the Wildcats to 18-1 victory. SOFTBALL - BASEBALL

The U.S. Navy defines online conduct as the use of electronic communications in an official or personal capacity that is consistent with Navy Values and standards of conduct. It is important that all Sailors know that once they have logged on to a social media platform, they still represent the U.S. Navy. Online bullying, hazing, harassment, stalking, discrimination, retaliation, and any other type of behavior that undermines dignity and respect are not consistent with Navy core values and negatively impact the force. When conducting themselves online and in social media, Sailors should: ● Consider what messages are being communicated and how they could be received. ● Create or share content that is consistent with Navy values. ● Only post if messages or content demonstrate dignity and respect for self and others. Explicit images taken without consent, or posted online without consent may constitute violations of the Uniform Code of Military Justice (UCMJ). Further, Deputy Secretary of Defense Policy Memorandum, Hazing and Bullying Prevention and Response in the Armed Forces, December 23, 2015, identifies hazing as so-called initiations or rites of passage in which individuals are subjected to physical or psychological harm.” It identifies bullying as, “acts of aggression intended to single out individuals from their teammates or coworkers, or to exclude them from a military element, unit or Department of Defense organization.” Additionally, the memo states that hazing and bullying are ONLINE CONDUCT Page 7

The normal deadline for filing your taxes is right around the corner scheduled annually on Apr. 18, but living overseas we have an automatic two-month extension. If you have some questions on taxes or need a little help please visit the Volunteer Income Tax Assistance program office. Appointments are available by calling the Legal Assistance Office at DSN 626-4576. For those who prefer to do their own taxes, please visit IRS.gov for the forms and instructions you need. Another option is using an interactive tax filing program to walk you through the process. Whatever method you choose make sure you file before the deadline, or file an additional extension to avoid any penalties. With the weather warming up and PCS season around the corner it is time to start thinking about sponsorship. Good sponsorship for our incoming personnel is critical to making a smooth transition, and absolutely critical when moving to an overseas location. The Navy Inspector General identified a good sponsorship experience as the single biggest determnant of having a successful tour in Naples. Sponsors should make early contact and follow through on questions to ensure new arrivals are prepared. Did you secure pet-friendly TLA accommodations, did you add the children to the CDC wait list, did you discuss the requirements for Sojourner Permits and Area Orientation; along with discussions on schools and housing, these are among the many topics a good sponsor works out as early as possible. The summer PCS season is approaching quickly. Give a call to the Fleet and Family Support Center if you would like to be a sponsor for your command and go through their fantastic course. It is required for military sponsors and offers a great deal of useful information; even checklists to follow to ensure you’re taking care of the future members of our community. Today the Vice Chairman Joint Chiefs of Staff is hosting a USO show at the Support Site featuring many great celebrities. This is a rare opportunity to see one of the leaders of our military forces in person. I strongly encourage those who are in the area this weekend to attend and join the fun. Italian Prime Minister Gentiloni Pledges 1 Billion Annually For 3 Years for Earthquake-Affected Regions Italian Prime Minister Paolo Gentiloni announced after meeting the governors of the central Italian regions affected by the recent earthquakes that the government will allocate at least one billion euros a year for three years to the reconstruction of those devastated areas. In April the government will announce the way in which the funds will be used for the restoration. Government Considering Increasing Prison Time to Five Years Following String of Vandalism at Priceless Italian Monuments Italy is constantly trying to come up with new ways to deter vandals from damaging its priceless monuments. A woman recently entered the Rome’s Pantheon and threw on the ground two 18th century candelabra. One of the threemeter high ornaments had its arms completely broken off, while the other was also damaged. Security officers intervened and contact local police who detained the woman. She was charged with aggravated damage. Culture Minister Dario Franceschini proposed measures for specific offence for damaging cultural heritage or landscape, and increased the punishment from a minimum of one year to a maximum of five years’ imprisonment. Italian Road Deaths Down 4.5 Percent Road deaths fell by 4.5 percent in Italy last year, according to the European Commission. A total of 1,620 people lost their lives on Italy’s roads even as the number of road accidents and injuries showed a slight rise. Saturday evening road accidents and death both fell in 2016 over the previous year, with a total of 2,730 acci-

dents and 119 deaths up to December 11. Fatal car crashes fell 2 percent last year overall in Europe. Italy Submits Earthquake-Damaged Towns for UNESCO Status Italy’s UNESCO committee submitted the UNESCO in Paris two bids for the World Heritage status in favor of two towns in central Italy that were devastated by earthquakes. In the running for the prestigious recognition are the “truffle culture” of Norcia, Umbria, with its celebrated ham and picturesque scenery, and a religious festival from L’Aquila, a town still recovering from a deadly tremblor in 2009. L’Aquila is seeking UNESCO recognition for its Perdonanza Celestiniana festival; a historic tradition which commemorates Pope Celestine V granting an indulgence to pilgrims visiting the Santa Maria di Collemaggio church on the anniversary of his papal coronation. The pope’s body is still kept at the basilica, with some saying the fact his remains were undamaged by the quake was a miracle. Italy has 51 UNESCO heritage sites and more than any other country. Italian Shoemaker Makes World’s First 24-carat Gold Shoes An Italian shoemaker from Turin, northern Italy has made the first shoes in the world in 24-carat gold. Gold is an integral part of the blue or black sued moccasins with stitched goldplated strips woven by hand and sewn with leather to ensure the shoes are comfortable. Each pair of shoes is made with 230 grams of gold and is one-of-a-kind and is made to measure using 3-D foot scanners. He hopes to sell them to wealthy Gulf countries such as the United Arab Emirates, Saudi Arabia and Qatar. The price of these shoes goes up to 25,000 euros ($27,000) for the men’s collection, and 30,000 euros for the women’s line. The price includes delivery by helicopter, and the shoes are presented in a black lacquered box.

HISTORY: BIRTH OF CHIEF PETTY OFFICER From Navy History and Heritage Command

According to naval records, the first mention of the chief petty officer was on a ship’s muster roll in 1775. This brief mention of the CPO title did not resurface in naval history for almost 100 years. In 1865 a Navy regulation reestablished the term chief petty officer. The term was first used for the ship’s Master-at-Arms. It made him responsible for preservation of order and obedience to all regulations. An excerpt from an 1865 regulation tasked the senior enlisted person with the following responsibility: “The Master-atArms will be the chief petty officer of the ship in which he shall serve. All orders from him in regard to the police of the vessel, the preservation of order, and the obedience to regulations must be obeyed by

all petty officers and others of the crew. But he shall have no right to succession in command, and shall exercise no authority in matters no specified above.” This, however, did not establish the term chief as a rate. It was merely a function rather than a rate. Petty officers were divided into petty officers of the line and petty officers of the staff. Chief referred to the principal petty officer of the ship. The next reference to the term chief was in U.S. Navy Regulations Circular Number 41 dated January 8th, 1885. Here again the term chief refers to a function or title rather than a rate. The men filling these chief billets were actually first and second class petty officers.

On Feb. 25th, 1893, President Benjamin Harrison issued an executive order outlining the pay scale for Navy enlisted personnel. This executive order was issued to the Navy as General Order Number 409. This general order divided the pay scale into rates and for the first time listed chief petty officers. Both General Order Number 409 and U.S. Navy Regulation Circular Number 1 listed chief petty officers as distinct rates. These documents went into effect April 1, 1893. Since their inception, chief petty officers have formed the backbone of naval leadership, providing invaluable management, counseling and advisement of Sailors under their charge.

SPOTLIGHT: LTJG ROBERTO MANGAHAS

U.S. Naval Hospital (USNH) Naples would like to feature our most junior Allied Science Medical Service Corps (MSC) officer, Lt. j.g. Roberto O. Mangahas. Mangahas was born in Manila, Philippines, moved to Los Angeles, California, in 1994 then enlisted in the Navy as a hospital corpsman in 2005. He graduated from Advance Laboratory Technician School at Naval School of Health Sciences San Diego, and was transferred to U.S. Naval Hospital Guam as his first duty station in 2007. He advanced to hospital corpsman second class in December of 2010 and transferred to Naval Hospital Bremerton. While serving as a Blood Bank technical supervisor on board Naval Hospital Bremerton he finished his undergraduate degree in Medical Laboratory Science in 2013 and passed the American Society of Clinical Pathology board exam in 2014. He was commissioned as an Ensign in December 2014 and married his wife in March 2015. His first duty station as a laboratory officer was Walter Reed National Military Medical Center where he served as the chief of Point of Care testing. As a young Ensign, he played a vital role in the implementation of the first ever Department of Defense Information Assurance Certification and Accreditation Process Model in the National Capital Region. In August 2016, he transferred to U.S. Naval Hospital Naples Italy as the Laboratory Division Officer and Blood Bank Officer in Charge. He was promoted to Lieutenant Junior Grade in November 2016. Mangahas enjoys spending time with his wife traveling across Europe. He also enjoys playing musical instruments like guitar, bass, keyboard and drums. He and his wife look forward to their tour in Naples.

World Premiere of New Play – Myra Lynne’s Fifth Grade Essay – Coming to Support Site From NSA Public Affairs

The Naples Community Theatre is presenting its first show of the season – and the world premiere – of the comedy “Myra Lynne’s Fifth Grade Essay” at the Naples Middle High School Theatre on April 7-9. The new play, written by the Naples Support Activity Security Officer Lt. Cmdr. Mark Reid, centers around Myra Lynne, a precocious fifth grader at St. Steven’s Grade School, who is writing her fifth grade English essay, assigned by her teacher, Ms. Marsh. The essay is supposed to answer a single question, and must comprise at least five pages, much to Myra’s dismay. Myra disparagingly decides to forego the common themes favored by her classmates, such as “Why is the sky blue?” or “Why is the grass green?” and instead focuses on the simple (to her) question “What is love?” Reid explained that the one-act play consists of four separate perspectives, each obtained from one of Myra’s relatives. “From love newly found, to the miracle of childbirth, in a warm homecoming, and as a final deathbed goodbye, each illustration provides an aspect of the answer to her question, but leaves Myra wanting a more definitive result,” Reid said. “The final answer is as different for Myra as it is for the rest of us.” Reid has a long history with community theatre, having first appeared on stage at the age of five. He has subsequently appearances in productions in Florida, Nebraska, Tennessee, Virginia and overseas. “Having worked on stage in over 30 musicals and plays just since 2000, I have been given the opportunity to develop my writing and acting craft, learning blocking and movement techniques from outstanding directors, and being exposed to a large variety of theatrical styles,” Reid said. “I hope that experience will

be evident in the characters you’ll see in Myra.” The show’s stars include first time performers and experienced hands, some who have never set foot on a stage and others who bask in the glow of the footlights. The theatre gives performers an opportunity to develop skills; to learn to speak comfortably in front of groups, to work toward a common goal, and to develop problem solving skills. Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

Naples Middle High School Culinary Cats Prepare, Serve Dinner for Country Singer Hunter Hayes By Grace Adkins and Maria Albright

The Naples Culinary Cats made dinner for country singer Hunter Hayes and his band March 21, 2017. Although Navy Entertainment and Armed Forces Entertainment hosted Hayes and his band at Support Site, it fell to the Culinary Cats to prep the food and serve an appealing meal to the entertainers both before and after the show. The night started out particularly stressful when Culinary Specialist Senior Chief Michael Hanford, who was helping the Culinary Cats, told the young chefs that the band members and managers

requested to eat before the show, which was earlier than originally scheduled. Yet, even with a sumptuous menu of rolls, crab cakes, salad, roasted potatoes, grilled vegetables, grilled chicken breast, glazed chicken, baked beans, assorted fruit, brownies and a blueberry peach cobbler, the students hustled and everything was prepped and ready to serve on time. All the food was prepped and cooked at the full-service culinary arts room at the high school, then transported to the community center to serve to the band. The Culinary Cats filled chafing dishes, made final touches on the salad, and whipped up cream for

and serve the pre-concert meal, the band was so satisfied with the food, that they requested that the young chefs prepare a dish so that Hayes could eat after the show. When the concert was finished and Hayes ate his post-concert meal, the

Wildcats were able to meet him, take a picture with him, where he told them in person how much he appreciated their efforts and their cooking. It was a great experience, one the Culinary Wildcats said they would gladly do again.

Origins of April Fools’ Day From Library of Congress

Have you ever played a joke on someone and then, just when that person has fallen for it, said “April Fools!”? April 1 is known as April Fools’ Day, and, although no one really knows how the holiday began, it’s a great chance to play a joke on someone – as long as the joke is harmless. April Fools’ Day gives everyone a chance to play “the fool.” In France the April fool is called poisson d’avril (“April fish,” which refers to an easily caught young fish), In England, a fool is called a gob,

gawby or gobby, and in Scotland the person is called a gowk (cuckoo), the symbol of a simpleton. Also called All Fools’ Day, April Fools’ Day has been observed for centuries in several countries. The timing of the holiday seems related to the vernal equinox (one of the two days in the year when the sun is exactly above the equator, and nighttime and daytime are the same length). The vernal equinox marks the beginning of spring (usually around March 21), when nature “fools” mankind with sudden changes in the weather. The custom of playing April Fools’ jokes in America came from Britain. The holiday is still observed by both kids and adults with simple jokes as well as involved hoaxes. So when April 1 rolls around, it’s time to play a good joke on someone and then shout “April Fools’!”
