Navy Educational Opportunities Abound for Area Sailors By MC1 Daniel Barker

You don’t have to put college on hold while you pursue a career in the Navy. In fact, much of your onthe-job training and experience can translate directly to college credit. It’s like getting paid to work toward your degree even while you serve your country. As one of the most technologically advanced forces in the world, the U.S. Navy considers education one of the highest priorities for its Sailors. That’s why the Navy has programs that can pay most, if not all, of the cost of earning all types of degrees. Regardless of your current position in the Navy, there’s always room to add more education experiences to your résumé. Festa Della Donna Kicks Off March Events on the Boot By Lou Freed

March 8 marks International Women’s Day to celebrate women’s global economic, political, educational and social achievements. The day will also recall the sad fate of 100-plus women shirt makers who perished in the late 1800s at a New York factory fire, where poor employment conditions prevailed. In honor of the said women, in 1946 the Union of Italian Women chose the bright and fragile mimosa blooms to forever symbolize what is now known as “Festa della Donna.” A popular event, the special day has spawned the Ital-

ian tradition of men gifting bouquets or sprigs of the flower to their mothers, wives and colleagues. Local celebrations include “girls’ night out” shows at restaurants and bars. Check out the programs below as they relate to the occasion.

Navy Celebrates 2017 Women’s History Month From Chief of Naval Personnel Public Affairs

The Navy joins the nation in celebrating Women’s History Month throughout the month of March. ALNAV 006/17 encourages participation in all the heritage celebrations and special observances throughout the year. This year, Navy commands are encouraged to celebrate and reflect on the theme “Honoring Trailblazing Women in Labor and Business.” Women have served in the Navy as nurses dating back to the 1800s, most notably during the Civil War when the Sisters of the Holy Cross served aboard USS Red Rover, the Navy’s first hospital ship. In 1948, women gained permanent status in the Navy with the passage of the Women’s Armed Services Integration Act. “One hundred years ago this month, in March of 1917, YNC Loretta Perfectus Walsh became the first female chief petty officer in the United States Navy, setting the course for trailblazing women serving as leaders in the U.S. Navy,” Vice Adm. One of my top priorities is ensuring Sailors are informed, equipped and encouraged to pursue a college degree while they are here in Naples. The Navy’s tuition assistance program combined with our own superstars at the local Navy College Office is an effective one-two combo that has built an “easy” button for college education. All Sailors have to do is show up and study! With this in mind, I’m very proud to announce that our own NSA Naples Command Master Chief, Ashley Drake, recently completed his Bachelor of Science Degree while stationed in Naples. That he was able to complete his degree while being a Command Master Chief, husband and father should serve as an inspiration and motivation to all Sailors and members of the Naples community. If you have a goal to earn your first, or an additional, college degree, there is no better time to start than right now. The Navy College Office on Capodichino is a tremendous source of information including help with tuition assistance and counseling for how to best achieve your degree goals. March is Women’s History Month, and there will be many opportunities for community involvement in keeping with this year’s theme of “Honoring Trailblazing Women in Labor and Business.” For the military service, women have served in the U.S. Navy since the early 1800s, and one hundred years ago, in March of 1917, YNC Loretta Perfectus Walsh became the first female to attain the rank of Chief Petty Officer in the United States Navy. Having recorded a long history of distinguished service from the 1800s to the present day; it wasn’t until December 2015 that the Secretary of Defense announced that all military occupations and positions were open to women. On March 8, next Wednesday, the Naples MCHC and JFC MWA are hosting an International Women’s Day event at JFC Lago Patria with Adm. Howard and Lt. Gen. Parent among the distinguished guest speakers. The event runs from 8:30 a.m. to noon and celebrates International Women’s Day, recognizing the social, economic, cultural and political contributions and achievements of women. There is also a clothing drive this month with collection boxes sited at JFC, Support Site and Capodichino with the items donated going to benefit local women’s centers and shelters in the local area. It’s a perfect time to donate new or gently used clothing articles to this great initiative. Take some time this month to consider the important roles women have had in the history and development of the United States, the Global Community, and in your own life. Museums Offering Free Entrance for Women in Honor of International Womens Day International Women’s Day is celebrated on March 8 and on this day all the State museums and archaeological sites in Naples will offer free entrance for all women. Various museums will also organize guided tours and special events, all dedicated to women, with free entrance for the Museo Duca di Martina, Museo Archeologico Nazionale, Castel Sant’Elmo, Museo di Capodimonte, Museo di San Martino, Palazzo Reale di Napoli, Pompei, Ercolano, Palazzo Reale di Caserta and others. Airport at Capodichino Hosts Artwork From Archaeological Museum of Naples The Naples Capodichino Civilian Airport hosts reproductions of the works of the Archaeological Museum of Naples. The exhibition includes some original works that were not shown at the museum but were kept in storage. There will be copies of archaelogical finds from the excavations of Pompeii and other sculptures. The agreement between the GESAC and the museum aims to enhance the great Campania archaeological heritage for all tourists to enjoy who depart or land in Naples. The Sala Airside is located at the first floor of the airport and will host a copy of the most famous sculptures of the city, that is the “Nike” (Goddess of Victory) found at the end of 1800 during the demolition of a church. The statue was itself a copy of the original Greek statue of the fifth century found at Olympia. Drones Exhibition Opens in Fuorigrotta An exhibition of drones arrives for the first time at the Mostra d’Oltremare in the Fuorigrotta district of Naples. The “Droni in Mostra” opens March 10 to 12. The first day of the show is dedicated to specialized companies and industry experts by invitation only. Saturday and Sunday will be open to the general public where adults and children can experience synchronized flights, introductory courses of the capabilities of the drones. The ticket includes a Virtual Reality Cardboard kit that turns smartphones into a 3-D

viewer. Entrance fee is 10 euro for adults and free for children up to 8years-old. Italy’s First Interactive Museum Dedicated to Health, Science and Biomedical Technologies Opens in Naples The “Città della Scienza” in Naples opens “Corporea – traveling in the human body,” the first Italian interactive museum devoted to health, science and biomedical technologies. Visitors can attend interactive exhibits, multimedia and virtual reality experiences, games, workshops and personally experience of how our body works. They can also meet with experts and an information desk for advice on prevention and healthy lifestyles. Also in March, the Città della Scienza will launch the largest 3-D Planetarium in Italy. This is an advanced new technology digital system that simulates the sky and astronomical objects of the universe. It is a valuable astronomy teaching aid, and it will also set up great scientific events dedicated to astronomy, astrophysics, cosmology and space technology in collaboration with international research centers and space agencies such as NASA, ESA, ASI and ESO. The planetarium will host documentaries and educational projections on other important scientific issues. 50-Meter Ferris Wheel to be Built Near Leaning Tower of Pisa This Summer The city of Pisa recently approved the installation of a large 50-meter high Ferris wheel just a five minute walk from the world-famous Leaning Tower. The wheel will be built at the site of a current parking lot. The council also issued a tender for private companies to install and run the new Ferris wheel on a three-month trial this summer. After that time, the wheel might be relocated on a permanent basis. The proposal wasn’t without detractors: Italia Nostra, an organization which campaigns for the protection of Italy’s cultural heritage, criticized the idea, saying the giant wheel wouldn’t complement the city’s medieval architecture, and in the city of the tower, a wheel with a 50-metre diameter doesn’t make any sense. But the cultural heritage authority gave the goahead for the project to see if there would be public support for the new Ferris wheel.

HISTORY: FIRST FEMALE NAVAL AVIATORS By Gary Nichols NSA Public Affairs

A new chapter in Naval Aviation history was written in 1973 when Secretary of the Navy John W. Warner announced a test program to train female student Naval Aviators. The program was initiated to test whether woman were not only capable of surviving, but thriving under the lengthy and rigorous training required to become a Naval Aviator. On March 2, 1973, four women made history when they joined a group of young officers who reported to Naval Air Station (NAS) Pensacola, Fla., to commence flight training in hopes of ultimately recei-

ving their wings of gold as a Naval Aviator. They were Lieutenants (junior grade) Barbara Allen and Judith Neuffer and Ensigns Jane Skiles and Kathleen McNary. A year later, in February 1974, Allen became the first of the four women to receive her wings of gold at NAS Corpus Christi, Texas. After the original group, flight training was discontinued for female student Naval Aviators until the success of the program could be evaluated. In 1976, women were allowed to resume training as Naval Aviators. However, they were limited to only

flying helicopters and noncombat aircraft. In 1979 the Naval Flight Officer (NFO) program was opened to women. And, in 1993 Secretary of Defense Les Aspin authorized combat aviation to women, including enlisted female aircrew members, which allowed women to fly combat missions, opening up even more opportunities for women pilots and crew members. Women fill an increasingly important role in in today’s Navy as pilots, naval flight officers, navigators, loadmasters, and varied officer and enlisted aircrew positions.

SPOTLIGHT: HM2 ADAM BOCK

Hospital Corpsman Second Class Adam Bock, who hails from Livonia, New York, reported to the U.S. Naval Hospital Naples, Navy Liaison Detachment, Landstuhl Germany in June of 2106. Bock is an essential part of the liaison team. As one of six Navy liaisons at Landstuhl Regional Medical Center (LRMC), he takes pride in coordinating care for more than 1,200 Navy and Marine Corps active duty personnel, reserve and their family members annually. Bock’s dedication to the command and the community has set an example for his peers. He is active in supporting the LRMC Chaplain trips which provide local travel for outpatient’s to visit famous sites in Germany. He assists with driving and escorting the patients on the Chaplain’s sponsored trips. He enjoys automobile tinkering, fishing and music. His short term goal is to advance to the rank of Petty Officer First Class. His long term goals are to earn his bachelor’s degree and obtain a commission as a physician assistant. Bock’s career goals are wellfounded; and, he demonstrates his desires through hard work and an aim at serving those that serve. He lives by the motto “When no one else will” and is always eager to assist. “Since I arrived at LRMC I would have to say what I have enjoyed the most would be my personal growth and ownership of my career. I tie that to the chain of command I have above me, my chief and both the first classes I am responsible to and in addition to that, the two petty officers to which I work side by side with,” Bock said. “This job has been fast paced and demanding, which at times translates to a lot of stress. But above all the growth I have shown, and the ability to provide care to those fellow service members that require it has been a true blessing and I look forward to every day I come to work.”

USNH Naples Billing Process for Non-Tricare Patients From USNH Public Affairs

USNH Naples uses the U.S. Treasury’s Centralized Receivable Service (CRS) to generate bills. CRS will send bills to patients who are non-TRICARE beneficiaries for healthcare received at USNH Naples, as well as TRICARE beneficiaries for non-covered items (i.e. elective cosmetic surgery, etc.) After USNH Naples submits healthcare information, CRS reviews and mails invoices to the patient. The patient will have 60 days to pay the invoice, establish an installment agreement, or submit a dispute to CRS if he/she believes that the invoice was prepared in error. Customers should note, CRS invoices may be near the due date when the mailed invoice is received by the

patient. Therefore, patients should contact CRS early on if they are unable to pay the invoice according to CRS terms. CRS does have the ability to establish installment agreements when necessary. CRS serves as the primary point of contact for patient invoice questions. USNH Naples Uniformed Business Office (UBO) is available to assist, as needed; however, we cannot act as a patient’s advocate in discussions with CRS. USNH Naples maintains oversight of healthcare encounter-related items such as proof of the encounter, patient eligibility, maintenance of the medical record, records coding, and application of approved rates towards those encounters. Here is how it works: All facilities at Capo and on Support Site equipped with an advanced electrical meter or standard electrical meter will compete in electrical energy conservation. PWD will compare for each facility the March 2016 electrical consumption with the March 2017 electrical consumption. The facility with the biggest reduction in the electrical consumption will win the competition. The Building Energy Monitor (BEM) assigned to the facility will receive a prize (Cinema tickets and/ or MWR Power Cards at the Bowling Alley). These prizes will be given to the winning BEM who will be able to perform the best energy conservation awareness in their workspaces. In help improve the energy awareness in your space, a list of tips will also be posted on our Facebook page. If you want your building to win here are some tips. Honor, courage, commitment. No one recognizes these values better than our service members and their families. Wait … their families? That’s right – our service members stationed overseas are often accompanied by their families, and they live these values, too, as spouses set aside their own aspirations to honor their commitment to their loved one. Children who courageously change schools and put on a brave face while they make new friends and continue the uncompromising task of growing up. These family members are committed to serving their country, by supporting their service member in their quest to keep our beloved country safe and free. The Ombudsman Program recognizes these sacrifices, and is here to help. Much like the Navy personnel they serve, the Ombudsman

also has a code of ethics, to guide them in their duties. The Ombudsman supports the command’s mission. Family readiness = mission readiness … and happy families cultivate happy – and productive, mission-ready – service members. The Ombudsman work within the Chain of Command as directed. Even though the Ombudsman are not members of the U.S. Navy, they are official volunteers and must work in the same manner of the command they support. The Ombudsman maintains confidentiality. As information referral specialists, your Ombudsman is someone you can approach for direction on any problem you may come across. Whether you are seeking financial advice, or you want to pursue family counsel-

ing, your ombudsman will be able to point you in the direction of the help you are looking for … all while protecting the privacy of you and your family. The Ombudsman maintains the highest standards of professionalism in all situations. This means your ombudsman strives to appear, speak, act and respond in a professional and prompt manner. Here in Naples, we have had the pleasure of a having a woman who has embodied all of these qualities. Tenille Radzyminski served as the CTF69-CSG8 Ombudsman, as well as the Ombudsman Assembly Chairperson. She participated in many training sessions, guided us through our assembly meetings and inspired us with her commitment. “The qualities that made Tenille

excel at her position can be summarized in three words; flexibility, creativity and resourcefulness,” Ombudsman Coordinator Angel Rivera said. “Tenille has left a solid foundation. We will miss her but the Ombudsman Program will succeed in her absence thanks to all that she has done.” On behalf of all of the Naples Ombudsman, as well as the families they serve, Thank you Tenille Radzyminski for everything. At the show, Giuseppe Piccone’s choreography will be interpreted by stellar performers. “Lucia di Lammermoor” Opera March 22-30 A San Carlo Theater production debuting in Naples in 1835, this piece presents Gaetano Donizetti’s adaptation of Sir Walter Scott’s historical novel, “The Bride of Lammermoor,” which recounts the poignant story of Lucia whose family fortune depends on Enrico (Lucia’s brother) finding her a good match. But, she exchanges vows with Enrico’s sworn enemy, Edgardo, as he leaves to fight in France. Through a series of intrigues orchestrated by Enrico, Lucia goes mad, murdering the husband chosen by her brother before dying herself. Grief-stricken Edgardo commits suicide at the turn of events. Culture Feast of St. Joseph and Italian Father’s Day Historians note the saint had already been honored in numerous Western Christian calendars on March 19 by the 10th century, well before Rome officially established the date in 1479. Customarily, the day is a solemn occasion among Catholics and the time for Italians, Spanish and Portuguese to remember fathers. The Italian tradition of serving up the pastry, zeppola, on St. Joseph’s day has been attributed to Sicilian pastry chefs looking upon the saint as their patron. With coffee, tea or chilled spumante, the cream and cherry enriched delight is divine.

Do’s and Don’ts for Voicing Your Political Opinion on Social Media By Jason Kelly U.S. Navy Digital Media Engagement Director

Back in 2008, political and media analysts dubbed that year’s presidential election the YouTube election since the candidates used the platform to post videos longer than traditional political ads. Fast forward to 2016 where now a third of 18- to 29-year-olds say social media is their most helpful source for learning about this year’s presidential election, according to a survey by the Pew Research Center. More social media opportunities exist now for Americans to share everything from their favorite cat photos to their personal opinions, including about this year’s presidential election. This year’s election is now over, but there may be strong feelings – for or against the candidates and the outcome of the vote. What you feel privately is, well private, and is your own business, so long as it stays private. But as a Sailor and Department of the Navy civilian, there are limits to what you can say in public and online. So what do Sailors and Department of the Navy civilians need to know before they post, tweet and snap their political opinions? The information below doesn’t cover everything but, if in doubt, consult your command’s ethics representative. Service members: Let’s start with Sailors. NAVADMIN 055-16 and DoD Directive 1344.10 spell it out. Active-duty Sailors may generally express their personal views about public issues or political candidates using social media – just like they can write a letter to a newspaper’s editor. If the social media site or content identifies the Sailor as on active duty (or if they’re reasonably identifiable as an active-duty Sailor), then the content needs to clearly and prominently state that the views expressed are those of the individual only and not those of the Department of Defense (DoD). In general, federal employees may use social media and email and comply with the Hatch Act if they: ● Don’t engage in political activity while on duty or in the workplace, even if the employee is using their personal smartphone, tablet or laptop to do so. Federal employees are “on duty” when they’re in a pay status (including during telework hours) other than paid leave or are representing the government in an official capacity. ● Don’t engage in political activity in an official capacity at any time. ● Don’t solicit or receive political contributions at any time. Political activity refers to any activity directed at the success or failure of a political party or partisan political group or candidate in a partisan race.

DAILY TOURS The European Spelling Bee Championships, which is hosted by the European Congress of American Parents, Teachers and Students (PTA), will be held March 18, 2017, in Ramstein, Germany. The European PTA organizes the spelling bee program for Europe through DoD Schools, including Naples Middle High and Elementary Schools. The winners from the European Spelling Bee Championships will advance to the finals in Washington, D.C., later this spring. Since 1925, children across America and in American Schools around the world have participated in spelling bees. The purpose of the program is to help students improve their spelling, increase their vocabularies, learn concepts and develop correct English usage that will help them all their lives. Eleven-year-old Nora Rudmann, a 5th grader at Naples Elementary School competed with 28 students in the spelling bee last month. The winning word she spelled that earned her a spot in the upcoming European Spelling Bee was “winced.” Her favorite subjects in schools are writing, art, music and movement. Rudmann admitted she was a bit nervous about going to the championships in Germany later this month. But she added that her father – who won last year’s Naples Got Talent – helps her nerves by reviewing homework each evening. earned him a spot in the upcoming European Spelling Bee was “auction.” His favorite subject in school is math. He Rayos said despite having a busy extra-curricular schedule that includes swim team and soccer, he makes time each day to study from 30 minutes to two hours each day. The Naples High and Middle Schools ParentTeacher Association will pay for the winning student’s and one accompanying parent airfare and expenses to Germany.
