USS Mount Whitney Changes Command By USS Mount Whitney Public Affairs

The Blue Ridge-class command and control ship USS Mount Whitney (LCC 20) held a change of command ceremony in Gaeta on April 25, 2019. Capt. G. Robert Aguilar was relieved by Capt. Cassidy C. Norman as the commanding officer of Mount Whitney. Vice Adm. Lisa Franchetti, commander, U.S. 6th Fleet, presided over the ceremony and delivered remarks about Aguilar’s time aboard the Mount Whitney. “Capt. Aguilar has done a stellar job taking care of the crew and executing the mission of Mount Whitney over the past 15 months,” Franchetti said. “Throughout your tour, this ship has been on the front lines of our operations, exercises, and strategic engagement plans with our allies and partners.” During Aguilar’s tenure as commanding officer, Mount Whitney operated away from its homeport more than 290 days in 15 months; steamed more than 43,000 nautical miles; operated from the Levant to the Atlantic, U.S. Navy Capt. NHS Wildcats Softball Team Score a Triple Play and Sweep German Teams 4-0 By Brenda Dye

The Naples High School Softball Team traveled nine hours to Vicenza in northeast Italy over the weekend of April 19-20 to face off against two Division I rivals, and it proved to be worth every minute after winning all four of their games and scoring a rare and exciting triple play. With the sun shining in clear blue skies, it was a gorgeous weekend to be on the field and the Lady Wildcats arrived in Vicenza ready to prove they are the team to beat this year by defeating both the Vilseck Falcons: 9-5 and 13-12 and the Wiesbaden Warriors: 8-5 and 9-3 on Friday and Saturday. John C. Stennis, Abraham Lincoln Carrier Strike Groups Operate in the Mediterranean From U.S. Naval Forces Europe-Africa/ U.S. 6th Fleet Public Affairs

The John C. Stennis Carrier Strike Group (CSG) joined the Abraham Lincoln CSG in the Mediterranean, providing a unique opportunity for two strike groups to work together alongside key allies and partners in the U.S. 6th Fleet area of operations. This is the first time that two carriers have operated in the Mediterranean at the same time since the summer of 2016, when the Dwight D. Eisenhower and Harry S. Truman CSGs were deployed to the region simultaneously. “It’s a rare opportunity to train with two carrier strike groups together,” Vice Adm. Lisa M. Franchetti, commander of U.S. 6th Fleet, said. “Dual carrier operations here in the Mediterranean showcase the inherent flexibility and scalability maritime forces provide to the joint force, while demonstrating our ironclad commitment to the stability and security of the region.” During their deployments, the CSGs will work with a number of our regional allies and partners at sea, creating CARRIER STRIKE GROUPS IN MED Page 7

ith this being the start of May we are beginning to enjoy warmer weather. That also means we are now entering Distracted Driving and Motorcycle Safety Awareness Month. And with springtime here, we’re also seeing more scooters and motorcycles on area roads and highways. Here in Naples, with different rules of the road that most of us are used to, it’s especially important to be more aware of our surroundings and to constantly employ defensive driving and safe driving practices. Please remember to keep your eyes on the road and not allow yourself to be distracted by using your cellphone or other electronic devices while driving. Allow yourself plenty of time to arrive at your destination so that you are not rushed and please ensure you are well rested before taking long road trips. Also, remember there is never any excuse to drink and drive. Springtime also means we’ll be seeing more bicycles on base and on local roads. If you are a cyclist please ensure you always wear a helmet and follow the same rules as motor vehicles. For any questions about motorcycle training please call our Safety Department at DSN 626-3147. Warmer weather also means our Housing Department is in the process of turning on the air conditioning at all homes and apartments onboard Support Site. This transition began April 15th and will continue through May 8. An A/C start schedule is posted at the entrance to each apartment building. All other buildings will have their A/C turned on beginning May 6th and will continue through the 13th. If your home or office feels like it’s getting a bit warm, while you are waiting for your A/C to be turned on, I encourage you to turn on a fan or open your windows to help cool your space down. But once the A/C has been activated, I would also encourage you to keep your doors and windows closed to maximize energy efficiency. The 2019 Overseas Housing Allowance (OHA) Utility Expenses Survey for Italy is available now through May 30. This confidential survey is instrumental in determining how much OHA you and your fellow service members will receive for utilities (electricity, heating oil, drinking water, trash disposal and sewer fees) in the future. The target population for this survey is all service members who currently reside in off-base housing for at least six months. While taking the survey is voluntary, maximum participation is essential as the utility allowance will be updated based on the results and determine what service members are paid at your location. To access the survey please visit http://www.defensetravel.dod.mil/site/ohaSurvey.cfm?ID =may-util. As always, thanks for reading the Panorama! HISTORY: FIRST AMERICAN MANNED SPACE FLIGHT From National Aeronautics and Space Administration

Fifty-three years ago, Mercury astronaut Navy Cmdr. Alan Shepard Jr. became the first American in space. On May 5, 1961, Shepard launched at 9:34 a.m. ET aboard his Freedom 7 capsule, powered by a Redstone booster, dubbed MercuryRedstone 3. Shepard’s flight had been delayed several times, leading him to launch three weeks after Russian cosmonaut Yuri Gagarin, became the first man in space. Shepard’s flight aboard Freedom 7 lasted a mere 15 minutes and 28 seconds, and covered a distance of 303 statute miles. He reached an altitude of 116.5 statute miles with a velocity of 5,134 miles per hour. Recovery was by a helicopter crew from the Marine Helicopter Transport Squadron 262 (HMR(L)-262) onboard the Essex-class aircraft carrier USS Lake Champlain (CVS 39). After splashing down to Earth, Alan was met with fanfare and even received a personal phone call from President Kennedy who had watched Alan's flight on television. The “Kennedy Call” would become a tradition for all manned Mercury flights. The main scientific objective of project Mercury was to determine man’s capabilities in a space environment and in those environments to which he will be subject upon going into and returning from space. A few of the basic flight problems included: the development of an automatic escape system,

vehicle control during insertion, behavior of space systems, evaluation of pilots capabilities in space, in flight monitoring, retrofire and reentry maneuvers and landing and recovery. After medical tests and debriefings Alan was found to be in excellent shape, which meant that America’s manned space flight program would move forward. Shepard was born November 18, 1923, in East Derry, New Hampshire, and later graduated from the U.S. Naval Academy at Annapolis in 1944. He served onboard the destroyer USS Cogswell (DD 651) in the Pacific theater during the last year of World War II. He later became a Naval Aviator and test pilot. In 1959 Shepard was selected by the newly created National Aeronautics and Space Administration (NASA) from a field of 110 candidates to become one of the “original Seven” Mercury astronauts. In 1964 Shepard was grounded because of Meniere’s disease, an inner ear disorder. He worked as Chief of the Astronaut Office until 1969 when a new surgical technique cleared up his ear problem. He was soon restored to full flight status, and was named commander of Apollo 14. A decade after making his historic flight, Shepard, the oldest astronaut in the space program at the age of 47, achieved his life-long dream; he stepped onto the surface of the moon on February 5, 1971, becoming not only the fifth person to

walk on the surface of the moon, but also the only one of the original Mercury Seven astronauts to make it to the moon. “It’s been a long way, but we’re here,” he reported to Houston after landing. At the end of his moonwalk, Shepard drove two golf balls for what he remarked was “miles and miles” as a way to demonstrate what the moon’s lack of atmosphere and much smaller gravitational force would mean for a familiar earthbound activity. Shepard retired from NASA and the Navy with the rank of rear admiral on August 1, 1974. Among his many honors and awards, he received the Distinguished Flying Cross and the Congressional Space Medal of Honor. In 1996, Shepard was diagnosed with leukemia. On July 21, 1998 he died near his home in Pebble Beach, California, at the age of 74.

NSA Naples Hosts National Day of Prayer Breakfast ENERGY CONSERVATION By Mass Communication Specialist 2nd Class Donavan K. Patubo

Community members of Naval Support Activity (NSA) Naples celebrated the National Day of Prayer during breakfast on base, April 25. The National Day of Prayer was created in 1952 by a joint resolution of the United States Congress that was signed into law by President Harry S. Truman. “The National Day of Prayer exists to communicate with every individual the need for personal repentance and prayer,” Religious Program Specialist 1st Class Keri Michalski said. “We pray for America’s leaders and hope that they seek the wisdom of God when faced with critical decisions, just as our founding fathers did.” In 1988, President Ronald Reagan amended the law designating the first Thursday of May each year as the National Day of Prayer. This year’s breakfast, which was hosted by the NSA Naples Religious Ministries team, was held a week early to align with a visit from Rabbi Irving Elson, a retired Navy captain and the event’s keynote speaker. “We were so very lucky to have Rabbi Elson present to provide Passover Services to our Jewish Community and provide the keynote address for this momentous occasion,” Michalski said. “Unfortunately, he wasn’t scheduled stay here until the first Thursday of May, so

we moved things up and made it happen.” The morning started with welcoming remarks from the NSA Naples Command Chaplain Lt. Cmdr. Joselito Tiongson followed by both the Italian and American national anthems. U.S. Naval Hospital Naples Command Chaplain Cmdr. Michael Hall gave the invocation and breakfast was served. When Elson took the stand, he told the story of Moses and the children of Israel praying on the banks of the Red Sea with the Egyptian army approaching. “God said to Moses, tell them to get going,” he said. Elson spoke to those in attendance about the importance of un-prayer. “Un-prayer is what we should be doing while we are praying,” he said. “Unprayer are those actions that we need to take to back up our prayers.” In other words, there is a time to pray and a time to do. Elson made it clear that un-prayer wasn’t the opposite of prayer, but the complementary action to it. It’s the alltoo-often “forgotten” part of praying. He then summed up his speech with a quote from Pope Francis: “You pray for the hungry, then you feed them. This is how prayer works.” For more information about the National Day of Prayer contact the NSA Naples Religious Ministries Department at DSN 629-4600 or Comm. 081-811-4600.

Carpooling Is Cool From NSA Naples Energy Management Team

Public transportation can be tricky to navigate, and depending on location it might include some walking for you to eventually arrive at your destination. For most of us, using public transportation is an adventure usually reserved for weekend excursions. During the week, however, driving is how most of get to work. But even with that daily drill, there’s still one easy way of saving energy: carpooling. It’s easy to carpool from Support Site to Capodichino, and it saves both gas and money, and if you choose your company well, it can be entertaining, too. Depending on the vehicle, engine size, and driving habits, an average round trip from Support Site to Capodichino uses approximately five liters of fuel. This means that during a five-day work week, one vehicle would use 25 liters of fuel. And, by the end of the month, that’s 100 liters of gas. If money wasn’t a good enough incentive to carpool, consider that the average carbon emissions for a solo driver commuting back and forth from Support Site to Capodichino each week is 7,749 pounds of carbon dioxide (CO2) – the gas that’s widely believed to be a major contributor to global warming. That’s nearly 31,000 pounds or 16 tons of CO2 per month. Now imagine if you shared the out-of-pocket cost of fuel with some friends, your monthly expenses would drop. Plus, you’d significantly reduce the amount of emissions into the atmosphere, lessen the number of cars on base and in the parking garage, and minimize wear and tear on your vehicle. So take the energy challenge from NSA Naples Energy Management Team, call some friends and consider riding into work together. For more tips on Energy Conservation call Gennaro Gargiulo or Electrician 2nd Class Marvin J. Hernandez at DSN 626-1895 or Comm. 081-568-1865.

Traffic Safety Notes – Be Smart, Be Safe From NSA Traffic Safety

“April showers bring May Flowers.” Remember that when it rains, the marble-based roads in Southern Italy get slippery, and with the addition of poor drainage and standing water, the chances and severity of accidents increase. The bridge outside the Support Site, along with the entrances and exits on and off Highway SS7 are especially slick in wet weather. Please slow your speeds to match driving conditions not local traffic. We are currently at five DUI’s since October (that is five too many). Before you drink alcohol use a designated driver, or get a taxi to the nearest base. If you cannot afford a taxi that night, there are funds available to the CDO/OOD and you can reimburse them. For U.S. military members, the Naval Support Activity (NSA) Naples Chief Petty Officers Association runs a Tipsy Taxi service to prevent drunk driving incidents. This service is anonymous, and the Chiefs Mess will cover up to 150 euro for cab fare, but fees must be repaid to the quarterdeck

the following day. To use the Tipsy Taxi, call the NSA Command Duty Officer at Comm. 335-825-7986 or the NSA Quarterdeck at Comm. 081-5685547 for a taxi ride to Support Site or Capodichino.

The fact that judgement and decision making are two of the cognitive effects of alcohol shall be your first clue not to drive. There are no excuses to drink and drive. Finally, remember that with the warmer weather and longer days

many pedestrians and two wheeled vehicles of all makes and sizes are out and mixing with your car/truck traffic. Do not drive distracted. Look twice before you go, turn or back-up. For details call NSA Traffic Safety at DSN 626-3147.

the Black Sea to the Baltic Sea; visited more than 14 countries; supported six major fleet and multinational exercises and operations; and embarked U.S., NATO, and partner commanders and their staffs. Franchetti presented Aguilar with a Legion of Merit for his exceptional performance while serving as the commanding officer for Mount Whitney. Aguilar thanked the crew for an outstanding tour aboard the ship and acknowledged the milestones they were able to accomplish together. “You all know how much I appreciate what you have done,” Aguilar said. “Mount Whitney safely steamed more than 40,000 nautical

miles, almost twice around the world, and hosted presidents and ambassadors in more countries then we can count. You performed our missions with pride, professionalism, and aplomb. I charge you, like I have many times in the last 15 months, to remember the reason all of us in uniform serve: to serve a higher cause, to serve our Navy and our country.” Norman will lead Mount Whitney’s crew through a vigorous and challenging schedule into 2020, including support of exercises Baltic Operations and Trident Jupiter. “I am honored to be part of this capable command,” Norman said. “The Mount Whitney team is looking forward to executing our pri-

mary mission, providing support to the U.S. Naval Forces Europe-Africa and the U.S. 6th Fleet commanders. We intend to continue our distinguished service in all manners of operations.” Adm. James Foggo, commander, U.S. Naval Forces Europe-Africa and commander, Allied Joint Forces Command Naples, joined numerous other flag officers and civilian dignitaries at the ceremony to congratulate the captains. Capt. Norman has logged 698 traps and 116 combat missions in the F/A-18C Hornet and more than 2,900 flight hours in 42 different types of aircraft. Capt. Freshman, Eliza Nations and Junior, Chloe Miller threw strongly from the mound, striking out a combined 10 batters, and proved that they were also a threat in the batter’s box, with Miller hitting two triples and scoring nine runs and Nations batting four hits, including one double, and earning three RBIs. Junior, Mia Rawlins launched two home runs, including a Grand Slam, three doubles and one triple and

brought in 12 RBIs and scored seven runs, while Senior, Faith Davidson slammed two triples and Senior, Marissa Dye had seven hits, including one double, four RBIs and scored six runs. With three out of the four games utilizing all seven innings instead of running out of the regulation time of 1 hour 50 minutes, it proved just how competitive these teams are and several of the innings were three batters up, three batters down for both teams. The biggest excitement of the weekend came during the fourth inning against the Warriors with a score of 2-2 and Wiesbaden had runners on first and second and there were no outs as their powerful pitcher came up to the plate hoping to make a big play. She hit a line drive to short-stop, where Junior, April Sullivan scooped up the ball and tagged second base before the runner advancing from first base could get there for OUT number one. Sullivan then immediately threw to Rawlins at first

Rawlins quickly realized that the Warrior’s other player had rounded third base and was attempting to steal home so she made a powerful throw to catcher, Senior, Aimee Grant, who tagged the runner as she slid into home plate for OUT number three of the crowd-pleasing triple play. The Wildcats and other spectators went crazy with excitement over what they had just seen happen because a triple play is so rare and difficult to execute without the right circumstances and players being at their full awareness. “I’m so proud of the way these ladies played this weekend,” Head Coach Amy Driscoll-Davis said. “They never gave up when they were down 8-2 against a tough Vilseck team, even fighting back and winning 13-12. They continue to get better and better and are really working well as a team.” A combination of great defense, very few errors and hot bats led to the Lady Wildcat’s success. Naples travels back to Vicenza May 3-4 to face two more tough Division 1 teams, the Kaiserslautern Raiders and the Stuttgart Panthers. Then, they will finish up the regular season with Home Games on May 11 and May 18 at Carney Park. With a record of 9-1, the Wildcats are currently ranked number 1 in their Division and have their sights set on playing in the European Division I Softball Championships in Ramstein, Germany, at the end of May.

From the U.S. Department of Agriculture

Spring is here and that means with the warmer weather it’s time that your barbecue grill is being pulled out of storage rooms, tool sheds and garages. Before you start grilling, USDA Food Safety and Inspection Service would like to remind you of several tips for a safe and healthy cookout: ● Before grilling, always start with clean surfaces and clean hands. ● Raw meats and poultry should be prepared separately from vegetables and cooked foods. ● If you plan to marinate meat and poultry for several hours or days prior to grilling, make sure to marinate them in the refrigerator – not on the counter. ● If you’re using charcoal, go with commercial briquettes or aromatic wood chips. Remember to follow the manufacturer’s directions on the package label, the same goes for your grill. If you’re using a gas grill, it’s important that you know where hot and cold spots are. Read the manual that came with your gas grill for more information. ● Color is NOT a reliable indicator of doneness. Meat and poultry cooked on a grill often browns quickly and may appear done on the outside, but still may have not reached a safe minimum internal temperature to kill any harmful bacteria. That’s where a food ther-

mometer comes in handy. ● Hamburgers and other ground beef should reach 160 degrees Fahrenheit to reduce the risk of E. coli ● Poultry should be grilled to a minimum safe internal temperature of 165 F to reduce the risk of Salmonella. ● The USDA Meat and Poultry Hotline recommends that whole cuts of pork, lamb, veal, and beef be cooked to 145 F as measured by a food thermometer placed in the thickest part of the meat, followed by a three-minute rest time before carving or consuming. ● Fully cooked meats like hot dogs should be grilled until steaming hot and fish should be cooked to 145 F. ● If you plan on using a smoker, the temperature in the smoker should be maintained between 225 F and 300 F for optimal safety. Be sure to use your food thermometer to be certain the food has reached a safe minimum internal temperature. ● As you take the cooked meats off the grill, be sure to place them on a clean platter, not on the dish that held them when they were raw. The juices left on the plate from raw meat can spread bacteria to safely cooked food. ● Perishable food should never sit out for more than two hours. If the temperature is over 90 F, food shouldn’t sit out more than one hour. ● Refrigerate or freeze leftovers promptly and throw out any food that has been out too long.
