Strong Season Start for Naples Tiger Sharks in Sigonella

It is a brand-new competitive season for the Naples Tiger Sharks swim team.

The 2019-2020 team is starting the season with 73 swimmers of all ages and levels and is comprised of mostly new swimmers, with a few returning faces from previous seasons. The new team is very eclectic, and swimmers are eager to learn from a mostly new coaching staff as well; training debuted at the Capodichino pool on September 3 with practices in the early morning and

late evening for the most advanced group and in the afternoon for the beginner and intermediate groups.

Swimmers adjusted quite nicely to the demands of an intensive training schedule that is geared mainly toward Long Distance Championships taking place at the end of November in Bruges, Belgium, while also focusing on shorter distances to compete in the multiple meets leading up to the short distance Champs at the end of the season.

After months of planning and preparation, University of Maryland University College officially changed its name to University of Maryland Global Campus (UMGC) on September 30.

Current and future students can now find information about the college at umgc.edu along with news updates and course information.

UMGC Senior Vice President and Chief Enrollment and Marketing Officer Erika Orris explained that the new name – the product of careful research – better communicates the college’s commitment to bringing higher education to working adults everywhere, no matter where life takes them. Many people we asked seem to think the new name sounds better, too.

Further technical updates including classroom, student portals, and email addresses will continue into 2020. Updates and changes will be made public as soon as these are available.

The Navy’s Birthday is approaching! To celebrate, NSA Naples is hosting the Navy Birthday Ball this year with Admiral James Foggo as the guest speaker on October 26. This is an event that you don’t want to miss, so make sure you purchase your tickets by the October 18 deadline. The ball celebrates our rich naval heritage which started on October 13, 1775, when the Continental Congress established a naval force, hoping that a small fleet of privateers could attack British commerce and offset British sea power. October 13, 2019, will mark the Navy’s 244th birthday. We will be holding a birthday celebration in the Capodichino courtyard at 9 a.m. on October 8. This year we will focus on honoring the heroism and action during the Battle of Leyte Gulf, demonstrating the Navy’s critical role in our nation’s defense. Leyte Gulf, lasting three days, was the largest sea battle in modern history and gives today’s Sailors multiple examples of heroism in action as we again face great power competition. From October 23-25, the U.S. Navy’s goal was to take back the Philippines from Japan and secure their hold in the Pacific theatre. What ensued was multiple, smaller, widelyseparated engagements that made up the larger Battle of Leyte Gulf around the Philippine islands. While there were several lessons to learn, losses and defeats, the Battle of Leyte Gulf had one common thread: heroism in action. The Sailors’ service in harm’s way ultimately led to Japan’s defeat. The service of our World War II shipmates cemented the Navy’s legacy: there is no higher honor than to serve and to do so in harm’s way. Sailors today carry on this legacy of toughness, initiative, integrity, and accountability.

We all have the ability to work on our initiative and accountability by observing and participating in Energy Awareness Month! The theme across the region is “Every Action Has an Impact.” There is no sharp line between shore and forward deployed operations anymore. What we do in our facilities helps – or hurts – our missions. During the month of October, the best way to contribute is taking that extra second to proactively be smart about the energy and water use around us and eliminate waste where we see it. There are some very simple things you can do to help: take the stairs instead of the elevator, turn out the lights if you’re the last one leaving the office, turn the thermostat down to 49°C (120°F), and more. So whether you are military or civilian, American or local national, employee or family member, adult or young person, it doesn’t matter – If you live, work or recreate on one of our bases, you play a role in conserving energy and water in order to support our missions.

HISTORY: FIRST WOMEN ATTEND THE U.S. NAVAL ACADEMY From NSA Public Affairs

On October 7, 1975, President Gerald Ford signed into law, a bill required that women be allowed into the service academies.

The new bill, Public Law 94-106, mandated that the United States’ military academies – including the U.S. Naval Academy at Annapolis, Maryland – had to begin admitting women in the fall of 1976 (for the class of 1980).

“The secretaries of the military departments concerned shall take such action as may be necessary and appropriate to insure that (1) female individuals shall be eligible for appointment and admission to the service academy concerned, beginning with appointment to such academy for the class beginning in the calendar year 1976, and (2) the academic and other relevant standards required for appointment, admissions, training, graduation, commissioning of female individuals shall be the same as those required for male individuals, except for those minimum essential adjustments in such standards required because of physiological differences between male and female individuals.”

Founded in 1845 by Secretary of the Navy,

George Bancroft, the Academy started as the Naval School on 10 acres of old Fort Severn in Annapolis.

Throughout its history, the Navy has seen dramatic changes: It has moved from a small fleet of sail and steam-powered ships to a high-tech fleet with nuclear-powered submarines and surface ships and supersonic aircraft. The academy has changed, too, giving midshipmen the up-to-date academic and professional training they need to be effective naval officers in their assignments after graduation.

Among the most dramatic of these changes took place 131 years after the Naval Academy was founded – in the summer of 1976, our country’s bicentennial – when that first group of 81 women marched through the doors at the academy to become plebes or first year cadets.

This full integration of the service academies required much forethought and preparation to ensure that the incoming female cadets would have the same experiences and opportunities as their male counterparts.

Two days after Ford signed the bill, Naval Academy Superintendent Rear Adm. Kinnaird R. McKee announced that eligible women could enter Annapolis that

summer to graduate in the Class of 1980.

For some months academy officials had been aware of the law, and they had been closely following the progress of the bill as it made its way through Congress. Meanwhile they had been – over several months – quietly developing plans for the admission of women to the academy.

By the time the women showed up at Annapolis, changes to living and athletic facilities were completed, and officers and upper-class midshipmen were appropriately briefed on how to handle the new class of midshipmen. A number of highly qualified candidates were appointed from among the many female nominations, and academy officials moved forward to adhere to fulfill the spirit as well as the letter of the congressional mandate.

McKee said that the admission of women would not change the academy’s overall training mission.

Women would be required to attend the same curriculum and meet the same standards as their male counterparts.

For example, he said classroom and dress blue uniforms would be identical to the men’s uniforms, with the exception of the hats.

The women would also be addressed as “midshipman,” since that term is a Navy rank vs. a physical description.

sports with the exception of contact sports such as football, lacrosse, wrestling, rugby and boxing. In place of boxing and wrestling women would be required to have personal defense course that included judo, karate and physical conditioning.

Eighty-one women entered the academy the summer of 1976. By the end of four years, 55 had made it through the rigorous academic and physical program at the academy and were commissioned as ensigns in the Navy.

Today, Women comprise

more than 20 percent of entering plebes. Women now serve in every rank from seamen to admiral, and hold nearly every job from naval aviator to deep-sea diver.

Nineteen percent of the Navy’s enlisted force are women, including eight percent of all senior and master chiefs. Eighteen percent of the officer force and 11 percent of all admirals are comprised of women.

In the Navy’s civilian workforce, 27 percent are women and 26 percent are Senior Executive Service members.

USS Mount Whitney and HSC-28 Complete In-Port Flight Operations

For the first time in six years, the U.S. 6th Fleet Blue Ridge-class command and control ship USS Mount Whitney (LCC 20) and Helicopter Sea Combat Squadron (HSC) 28 conducted in-port flight operations in Gaeta, Italy, September 23, 2019.

The in-port flight operation coordination included Mount Whitney, Naval Support Activity (NSA) Naples, HSC-28, Italian Navy, Italian Air Force, Italian coast guard, Centro Operativo Interforze, and officials from the city of Gaeta.

“We are very thankful to the Italian authorities for giving us this opportunity to reestablish our air born logistics operations,” USS Mount Whitney Commanding Officer Capt.

Cassidy Norman said.

“Going forward, this will allow us to use this capability to greatly expand the logistics capabilities of the Mount Whitney.”

During the operations, a MH60S Sea Hawk helicopter assigned to HSC-28 conducted multiple takeoffs from the flight deck of Mount Whitney, enabling pilots the opportunity to practice ship landing evolutions.

“The process of setting up in-port flight operations has been in the works for several years,” HSC-28 Detachment One Officer in Charge Lt. Cmdr. Alex Harrell said. “It requires submitting our request at an annual Joint Military Conference (JMC), where we work with our Italian counterparts to discuss our current operations and promulgate our desired operations for the next year. We are extremely grateful to the city of Gaeta for allowing us to pursue this evolution.”

in Charge Lt. Cmdr. Kyle Alcock reinforced the importance of working with Italian hosts to improve interoperability.

“We received outstanding support and guidance from the Italian Base Commander here in Gaeta, Corvette Comandante Francesco Brengola,” Alcock said.

The process of landing in-port versus at sea brought some interesting challenges to the flight crew of HSC-28.

“The differences of approaching a ship in-port vice at sea predominantly has to do with the relative winds that are provided over the flight deck. At sea, the ship has the capability to turn the ship and position the winds in a more optimal direction for landing on board,” Harrell said.

“Another unique factor when landing pier side is maneuvering the aircraft for its approach to avoid obstacles or minimize its impact on the surrounding property… we take precautions to avoid overflying personnel, boats, and structures at low altitudes, which, in turn, results in a different approach than when underway at sea.”

The capability to conduct in-port helicopter operations on the Mount Whitney provides a unique set of capabilities for future operations.

“We now have the opportunity to conduct a medical evacuation if ever required,” Alcock said.

ENERGY CONSERVATION October is Energy Awareness Month From NSA Naples Energy Management Team

October marks Energy Awareness Month. This month is designed to promote energy- and waterconservation practices throughout the year. The goal is not only to raise awareness but to also take action by supporting the Department of the Navy (DoN) Energy Security Framework, which defined the “Three Pillars of Energy Security” as resiliency (capability to recover from utility failures), reliability (capability to resist utility failures) and efficiency (capability to reduce demand and cost for utilities).

NSA Naples is in a $21 million construction phase (Energy Savings Performance Contract) that will go on for the next two years, which will align with the DoN Energy Security Framework. The project has five Energy Conservation Measures: 1 - Upgrade the existing Energy Management Control System to regulate the temperatures in the buildings.

2 - Replace more than 9,000 interior lighting lamps to LED light fixtures as well as installing over 2,500 occupancy and daylight sensors.

3 - Install a new tri-generation plant, which will produce electricity for all of Capodichino, hot and chilled water for the HVAC system in both the Admin complex and C4I building.

4 - Replace more than 300 faucets with new automatic low-flow water fixtures and install more than 150 flow-reducers on showers.

5 - Improve the data center cooling system in the C4I building.

Once the construction is complete, it is estimated to save more than $40 million in utility cost savings over the course of its lifetime.

There is much to learn for novice swimmers from learning proper strokes technique to starts, streamlining and turns, but the coaching staff has risen to the occasion, demonstrating professionalism and competence in their individual coaching styles. Positive reinforcement of acquired skills is also necessary for returning swimmers as they aim to improve performance and obtain qualifying times.

The first meet of the new season took place in Naval Air Station (NAS) Sigonella, Sicily, on September 14.

Twenty-one swimmers and their families traveled to NAS Sigonella to compete in the event, and kids were enthusiastic about showing off their newly learned skills. The meet was small and fast due to a reduced number of teams, but in the end, the Naples Tiger Sharks swam in par with their reputation. The team scored 189 points with only 21 swimmers present while the Sigonella Swordfish accumulated 342 points with a total of 64 swimmers.

Tiger Sharks Lead Coach Paul Barrie praised the swimmer’s performance. In addition to returning swimmers, competitors also included new swimmers to the team, who in turn performed remarkably, as the majority were experiencing

“The strong off-season swimming and conditioning of the swimmers set the team up for a successful beginning of the season,” Barrie said.

“The kids are picking up right where they left off last year at Divisional Championships and European Forces Swim League Champs.”

With the assistance of 16-year-old Tiger Sharks Team Captain Rocco Salata both veteran and novice swimmers alike were able to maneuver the many aspects of the meet effortlessly and to focus on swimming their best during their events.

“I’m so proud of our Naples Tiger Sharks,” Salata said. “We worked hard as a team and we now have a strong foundation to build on. I look forward to our team’s continuing success.”

In the end, both parents and swimmers appeared to be greatly satisfied with this entire away meet experience and enjoyed both the competitive as well as the team bonding aspects of it all.

The Femino family joined the team’s ranks for the new season and wanted to share their rewarding experience with other swim families. Joe Femino, father of 11-yearold Sophia Femino (who is new to the team and also participating in her first swim meet ever) and who participated as volunteer timer for the team, had high praise for the

“My family and I traveled to Sicily to support our daughter in her first swim meet with the Naples Tiger Sharks. My daughter swam four individual and two relay events, and she really enjoyed all aspects of the meet, from the start, to the turn to the finish,” Femino said.

“It was great to see the coaches encouraging her and giving her pointers.

Following the meet, the team celebrated its first victory of the 20192020 swim season.

“After the meet we had a great team dinner as well with over 30 parents, swimmers and siblings,” Femino added. “We are thankful to the coaches and the leaders of the Naples Tiger Sharks for a great first meet experience.”

With the first few weeks of training and a successful first meet firmly behind them, the Naples Tiger Sharks are preparing for the next away meet which will take place October 5 and 6 in Vicenza, Italy.

However, with our first home meet approaching fast and also Long Distance Champs looming, the first taking place on Veterans Day weekend and the latter over Thanksgiving weekend, training is picking up in speed and intensity and the coaching staff is working diligently to prepare all swimmers for the challenges ahead.

U.S. 6th Fleet Takes Control of East Coast SAG Ships From U.S. 6th Fleet Public Affairs

The East Coast Surface Action Group (SAG) shifted command and control (C2) from U.S. 2nd Fleet (C2F) to U.S. 6th Fleet (C6F), Sept.

27, 2019.

The Ticonderoga-class guided-missile cruiser USS Normandy (CG 60) and Arleigh Burkeclass guided-missile destroyer USS Farragut (DDG 99) join destroyers USS Lassen (DDG 82) and USS Forrest Sherman (DDG 98), both of whom shifted C2 on Sept. 25. The SAG also includes embarked helicopter detachments from Helicopter Maritime Squadron (HSM) 72, from Naval Air Station Jacksonville.

NSA Naples Signs Joint Forces Base Defense Plan with Italian Air Force

Naval Support Activity (NSA) Naples and their Italian Airforce (ITAF) counterparts signed a Joint Forces Base Defense Plan (JDP) to better collaborate on AntiTerrorism and Force Protection, September 25.

For the first time onboard NSA Naples, the ITAF and NSA Naples security forces will work together to respond to possible security threats as a unit.

Over the past eight months, ITAF and NSA Naples security members have been working side-by-side to combine their professional knowledge and hands-on experience into the JDP. The Italian Base Commander (IBC) Col. Stefano Ferramondo and NSA Naples Commanding Officer Capt.

Todd Abrahamson signed the plan into effect at the Local Joint Military Commission held on September 25.

“The first ever Joint Forces Base Defense Plan is a milestone event resulting from a lot of hard work and an amazing partnership with IBC Col. Ferramondo and his team,” Abrahamson said.

“Having this great opportunity for interoperability demonstrates the outstanding relationship we have here with our Italian military counterparts. Cooperative efforts like this are what keeps us strong as a lethal fighting force.”

Coordination from the security officers of both militaries was required to create the JDP. “There are a lot of moving parts,” NSA Naples Security Officer Lt. Cmdr. Marco Agricoli said. “I’ve been working with the ITAF Security Officer to create the JDP. We’ve made the necessary adjustments to allow both military entities to work and respond to any emergency that may arise.”

In addition to combining professional knowledge on paper, ITAF and NSA Naples security forces have been conducting hours of training and multiple exercises to hone tactics, techniques and procedures that will be used in joint security response efforts.

“The new JDP will allow both military entities to work side by side,” said Nick Petrucci, the NSA Naples supervisory criminal investigator and a main collaborator on the creation of the JDP. “They will be able to immediately and effectively respond to any type of threat that may arise.”

Some of the common concerns when coordinating security measures between the security forces of two different countries are language barriers, training differences, and command and control procedures. The JDP was created to mitigate these potential issues.

“Our goal was to facilitate a joint response plan to any threat.

A plan that could overcome the ‘Fog of War’, never losing control of our forces to confusion, miscommunication or misunderstanding,” Agricoli said. “This is accomplished through the clear and concise guidance of the JDP, and continued realistic and repetitive joint trainings and exercises.”

With respect to the relationship between ITAF and NSA Naples, Agricoli notes that both security officers have already noticed a bond forming between the two military entities.

“Both security officers believe that by combining forces we can only strengthen our relations,” Agricoli said. “We have already seen our forces learning from one another, fostering a greater respect for one another, and coming together as team. These things allow us to become a more proficient and effective fighting unit.”

Installation personnel will begin to see ITAF security members working alongside naval security forces at the NSA Naples Capodichino site starting October 1.

Vehicle Safety Tips ● Keep your gas tank full in case of evacuation or power outages. A full tank will also keep the fuel line from freezing ● Install good winter tires and ensure they have adequate tread or any jurisdiction-required chains or studs ● Do not drive through flooded areas.

Six inches of water can cause a vehicle to lose control or possibly stall. A foot of water will float many cars. ● Be aware of areas where floodwaters have receded. Roads may have weakened and could collapse under the weight of a car. ● If a power line falls on your car you are at risk of electrical shock, stay inside until a trained person removes the wire. ● If there is an explosion or other factor that makes it difficult to control the vehicle, pull over, stop the car and set the parking brake. ● If the emergency could impact the physical stability of the roadway avoid overpasses, bridges, power lines, signs and other hazards.
