Prepping for and Surviving Earthquakes and Volcanic Events From NSA Emergency Management Office

Napoli, the Campania Region and Italy offer many opportunities to each of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency situations such as earthquakes here. As you probably know, there have been a number of devastating earthquakes that have struck central Italy over the past few months, with the most recent being in January with a magnitude well over 5 with strong aftershocks, felt throughout Central Italy. These earthquakes have caused significant damage and loss of life. These tragedies serve as a vivid reminder of both the threat and impact of natural disasters here. For the past few years NSA Naples has conducted earthquake and personnel accountability drills, and we will continue to do so. In addition to the threat of earthquakes in our area, we also have two volcanic features in our neighborhood – Mount Vesuvius and Campi Flegrei. While there is no indication that either is showing signs of significant activity, we need to acknowledge their presence and prepare for the possibility of an eruption as well. Historically, volcanic activity has

been preceded by significant seismic events. NSA Naples Emergency Management Officer Sean M. Quinn cautioned that these precautions are necessary for service members and civilians stationed Naples. “The threats are real, the potential hazards are real,” Quinn said. “We need to accept them as part of our everyday lives and plan accordingly – As an individual, a family and organizationally.” The following is provided to assist you and your family in preparing for all potential disasters, but specifically getting through earthquakes and volcanic events: How to Prepare Be and Stay Informed ● AFN Radio (107 FM), TV (AFN, TV Channel 48), AFN 360 Internet Radio (http://www.afneurope.net/Stations/Naples/) and AFN 360 Radio Smartphone Application ● Register in CDNS/ADHOC (email, phone and text message notification) ● Through your assigned Command/Organization ● NSA Naples and NSA Naples Emergency Management Facebook Make a Family Emergency Plan ● Where you and your family will go in the event of an earthquake, or any disaster

Honors Army Rangers Killed in Afghanistan By Lisa Ferdinando DoD News

The two Army Rangers who died April 27, 2017, in Afghanistan willingly went into harm’s way to fight the enemy and defend the United States and its freedoms, Defense Secretary Jim Mattis said in a recent statement. “The families and fellow Rangers of Sgt. Joshua ‘Josh’ Rodgers and Sgt. Cameron Thomas have my respect and sympathies,” Mattis said. Rodgers, 22, of Bloomington, Illinois, and Thomas, 23, of Kettering, Ohio, were killed in Nangarhar province as a result of small-arms fire while engaged in dismounted operations, the Defense Department said in a statement. “Fighting alongside their Afghan partners, Josh and Cameron proved themselves willing to go into danger and impose a brutal cost on enemies in their path,” Mattis said. “They carried out their operation against [the Islamic State of Iraq and Syria-Khorasan] in Afghanistan before making the ultimate sacrifice to defend our nation and our freedoms,” Mattis said. “Our nation owes them an irredeemable debt, and we give our deepest condolences to their families.” MATTIS HONORS FALLEN RANGERS Page 7

May is finally here and you couldn’t ask for better weather as we start thinking about the transition to summer, and the summer PCS season. May also marks the beginning of Mental Health Awareness month, and since 1949 we have increased our focus in May on mental health to encourage those with questions and concerns to contact their healthcare providers. Just as physical fitness is important to a healthy lifestyle, it is equally important that we keep our minds fit to take care of ourselves, to do our jobs and to support our families. The Navy has dedicated many resources aimed at assisting those who have mental health needs or who would just like to ask some questions. If you need help or you want more information, please reach out to our counselors, healthcare professionals or Chaplains to get started in the right direction. Seeking help for a mental health issue does not jeopardize your career, it enhances your career. Just like with all other illnesses or injuries, it is important to get the right treatment and a professional care plan. This week we had a chance to enjoy the melodies of the talented U.S. Navy Sixth Fleet Band as they partnered with the Italian Fanfara Dei Vigili Del Fuoco (Fire Department Band) at Capodichino. We had a great crowd on the Spine in the springtime sun who experienced a bravura lunchtime performance. We will also host an exceptional Italian children’s choir at the Support Site chapel this Sunday. These are great opportunities to integrate cultures and share our talents with our Italian hosts to increase partnerships in a meaningful and entertaining fashion. If you have the chance, come on out to attend these events in town and on base. Finally, May also is a perfect time to do a little spring cleaning. We are partnering with DLA to take advantage of the chance to declutter and spruce up our surroundings. On May 9th, commands on base will be able to turn in government owned property such as office furniture and electronics for proper disposal. Actual property removal will begin May 15th. Taking part in this spring cleaning event will help keep the base looking good, and will ensure unused equipment is being properly recycled. Please take a look at any items your command may wish to contribute. Have a great weekend and stay safe!

PREPPING FOR EARTHQUAKES-VOLCANOES From page 1 What to do if There is an Earthquake When Indoors ● Stay where you are until the shaking stops. Do not run outside. Do not stand in a doorway as it does not provide protection from falling or flying objects and you may not be able to remain standing. ● Drop to the ground onto your hands and knees so the earthquake doesn’t knock you down. ● Cover your head and neck with your arms to protect yourself from falling debris. ● If you are in danger from falling objects, and you can move safely, crawl for additional cover under a sturdy desk or table. ● If there is low furniture or an interior wall or corner nearby, and the path is clear, these may also provide some additional cover. ● Stay away from glass, windows, outside doors and walls, and anything that could fall, such as light fixtures or furniture. ● Hold on to any sturdy covering so you can move with it until the shaking stops. Stay where you are until the shaking stops. Drop, Cover and Hold On When Outdoors ● If you are outdoors when the shaking starts, move away from buildings, streetlights, and utility wires. Once in the open, Drop, Cover and Hold On ● Stay there until the shaking stops ● This might not be possible in a city, so you may need to duck inside a building to avoid falling debris If You’re In a Moving Car ● Stop as soon as you can, away from buildings, overpasses, utility wires, or anything that could fall. ● Stay in the vehicle. ● Proceed very slowly once shaking stops. ● Avoid roads, bridges, or ramps that might have been damaged by the earthquake, and anticipate traffic light outages. After the Earthquake ● When the shaking stops, look around. If there is a clear path to safety, leave the building and go to an open space away from damaged areas ● If you are trapped, do not move around or kick up dust ● If you have a cell phone with you, use it to call or text for help ● Tap on a pipe or wall or use a whistle, if you have one, so that rescuers can locate you ● Be prepared to “Drop, Cover, and Hold on” in the likely event of aftershocks What to do if There is a Volcanic Event Before an eruption occurs ● Be informed - Know the status of volcano activity in the area. - Be knowledgeable of the extent of possible evacuation zones established by local host-nation authorities.

● Make a written family evacuation plan. ● Make a written emergency communication plan in case family members are separated. ● Stay away from volcano sites that show signs of activity. ● Be prepared for other hazards that may accompany a volcanic eruption. ● Include goggles and breathing masks in your emergency kit. During an Eruption – Stay tuned to radio or TV for information and instructions. If you are told to evacuate ● Do not wait. Leave immediately. ● Turn off gas, electricity, and water if time allows. ● Take your emergency kit. ● Follow designated evacuation routes. If you are not told to evacuate ● Continue to listen to radio and TV. An evacuation may still be issued. ● Close and lock all windows and outside doors. ● Turn off all heating and air conditioning systems and fans. ● Gather your emergency supplies. ● Go into an interior room with no windows above the ground level. If you are trapped outdoors ● Seek shelter immediately. ● If you are caught in a rock fall, curl up in a tight ball to protect yourself. ● Be aware of mudflows and flooding if you are near a stream. ● Protect yourself from hazardous falling ash: - Stay away from areas downwind of the volcano. - Wear long-sleeved shirts and pants. - Wear goggles to protect eyes. - Wear a mask or use a damp cloth over your face to minimize breathing in ash. - Keep car engines off and avoid driving. - Stay inside if possible. ● Once you are in a safe place, muster with your command if you are military or civilian personnel. ● Be prepared for other hazards that may accompany a volcanic eruption. After an Eruption ● Continue to listen to radio or TV for information and instructions. ● Stay away from affected areas until otherwise instructed. ● Be careful when entering damaged buildings. “Plan and be prepared for the emergency as through it could happen tomorrow – Because it could,” Quinn added. HISTORY: FIRST AMERICAN MANNED SPACE FLIGHT From National Aeronautics and Space Administration

Fifty-five years ago, Mercury astronaut Navy Cmdr. Alan Shepard Jr. became the first American in space. On May 5, 1961, Shepard launched at 9:34 a.m. ET aboard his Freedom 7 capsule, powered by a Redstone booster, dubbed Mercury-Redstone 3. Shepard’s flight had been delayed several times, leading him to launch three weeks after Russian cosmonaut Yuri Gagarin, became the first man in space. Shepard’s flight aboard Freedom 7 lasted a mere 15 minutes and 28 seconds, and covered a distance of 303 statute miles. He reached an altitude of 116.5 statute miles with a velocity of 5,134 mph. Recovery was by HUS1 helicopter of HMR(L)262 from the Essex-class aircraft carrier USS Lake Champlain (CVS 39). After splashing down to Earth, Alan was met with fanfare and even received a personal phone call from President Kennedy who had watched Alan's flight on television. The “Kennedy Call” would become a tradition for all manned Mercury flights. The main scientific objective of project Mercury was to determine man’s capabilities in a space environment and in those environments to which he will be subject upon going into and returning from space. A few of the basic flight problems included: the development of an automatic escape system, vehicle control during insertion, behavior of space sy-

stems, evaluation of pilots capabilities in space, in flight monitoring, retrofire and reentry maneuvers and landing and recovery. After medical tests and debriefings Alan was found to be in excellent shape, which meant that America’s manned space flight program would move forward. Shepard was born Nov. 18, 1923, in East Derry, New Hampshire, and later graduated from the U.S. Naval Academy at Annapolis in 1944. He served onboard the destroyer USS Cogswell (DD 651) in the Pacific theater during the last year of World War II. He later became a Naval Aviator and test pilot. In 1959 Shepard was selected by the newly created National Aeronautics and Space Administration (NASA) from a field of 110 candidates to become one of the “original Seven” Mercury astronauts. In 1964 Shepard was grounded because of Meniere’s disease, an inner ear disorder. He worked as Chief of the Astro-

naut Office until 1969 when a new surgical technique cleared up his ear problem. He was soon restored to full flight status, and was named commander of Apollo 14. A decade after making his historic flight, Shepard, the oldest astronaut in the space program at the age of 47, achieved his life-long dream; he stepped onto the surface of the moon on Feb. 5, 1971, becoming not only the fifth person to walk on the surface of the moon, but also the only one of the original Mercury Seven astronauts to make it to the moon. “It’s been a long way, but we’re here,” he reported to Houston after landing. At the end of his moonwalk, Shepard drove two golf balls for what he remarked was “miles and miles” as a way to demonstrate what the moon’s lack of atmosphere and much smaller gravitational force would mean for a familiar earthbound activity. Shepard retired from NASA and the Navy with the rank of rear admiral on Aug. 1, 1974. Among his many honors and awards, he received the Distinguished Flying Cross and the Congressional Space Medal of Honor. He died July 21, 1998 at the age of 74.

ENERGY CONSERVATION Hot Weather Means Thermostats are Being Reset From NSA Naples Energy Management Team

Warm weather is finally here! Most of us have waited all winter to the time when we can finally enjoy time at the beach and water balloon fights around the pool. Even though the first day of summer is not until June 21, we have already started the process of changing temperature set points for all spaces to provide cooling instead of heating. As per Instruction, Public Words Department (PWD) will set the temperature in all spaces no lower than 76°F (24.4°C), and during unoccupied hours the cooling equipment shall be turned off whenever possible, in an effort to conserving energy best most efficient way we can. NSA Naples Instruction 4101.1C provides guidance for the temperatures in spaces: “Accurate temperature control is an important means of conserving energy and promoting mission capabilities. Excessively hot or cold spaces can increase energy usage while providing no benefit in occupant comfort. Similarly, poorly controlled spaces can cause a significant decrease in occupant comfort and waste energy at the same time. Effective temperature control of occupant spaces is essential to an effective energy policy and to mission requirements. The opening of windows or air-conditioning boundary doors shall not be used to regulate temperatures when the heating or cooling system is in use. An exception to this condition is allowed only if the HVAC system has failed to properly control the temperature, and then only after a trouble call is made to correct the condition.”

Imagination Movers Get Naples Community Moving By MC1 (SW/EXW) Justin Stumberg

More than 450 children and parents attended Disney’s television sensation Imagination Movers concert at the Support Site Village Forum on April 25, 2017. The Navy Entertainment and Armed Forces Entertainment show was free and open to everyone. “I loved the show and thought it was awesome,” Hope Madison, a military spouse who’s been stationed on Naval Support Activity (NSA) Naples for almost two years, said. “It was perfect timing for the kids.” Madison is the mother of Jax, 6, and Jaidyn, 10, and regularly attend Naples MWR hosted functions. She said that she loved how the group interacted with the kids in the crowd by getting off the stage and involving the audience. “Anytime it’s an event for the kids I enjoy it more when the performers engage the audience,” Madison said. “It makes me feel that they enjoy their job and are doing it for the right reasons.” Engaging with their audience is exactly what the entertainment group did. Performing high-energy songs with titles such as “What’s in the Fridge?” and “Clean My Room,” the group had

the audience smiling, clapping and laughing with every song. Imagination Movers is a band created by longtime friends Rich Collins, Scott Durbin, Dave Poche and Scott “Smitty” Smith from New Orleans, Louisiana, in 2003. The Grammy winning familyfriendly rock n’ rollers are entering into their 14th year together. At one point the group brought out small air guns that shot toilet paper streams across the crowd. “Armed Forces Entertainment provided a great show and we were very happy to see so many of community members come out,” Chris Kasparek, Naples Community Recreation Director, said. “That’s exactly what we want to have happen for all of our shows.” Kasparek said that he looks at Naples Morale, Welfare, and Recreation’s (MWR) job as one that engages the community at all times with concerts and events that are as convenient as possible. That’s part of the reason why the concert was scheduled at 3 p.m. rather than later on in the evening like other Naples MWR events. “Yesterday was a case in point where we tried something new and did the concert right when school was letting out and it was very successful,” Kasparek said.

Hasib, who is believed to have been killed in the raid, the captain told reporters. “U.S. Special Operations forces killed several senior ISIS-K leaders along with about 35 ISIS operatives, which should significantly degrade ISIS-K operations and help to destroy the ISIS-K affiliate that’s there,” he said. Honoring Mom’s Everywhere By Gary Nichols NSA Public Affairs

Mommy (English). Mamma (Italian). Maman (French). Mami (Spanish). Mama (German). Mamusia (Polish). Mamãe (Portuguese). Anne (Turkish). No matter where in the world you are or what language you speak, “mommy” is usually the first word most babies learn (followed very shortly by “No!”). The bond between children and mother’s is arguably one of the strongest bonds that exist. Not only do mothers bear their children for an average of nine months, they also take on the near superhuman task of round the clock care and feeding of their babies. Nowadays, that is usually complicated with a full time job (often a second job), plus if they are active duty that includes duty and deployments. With all the work that mothers do to raise their children, it’s a wonder that it took until the 20th century before a special day was finally set aside to recognize and honor mothers everywhere. President Woodrow Wilson proclaimed May 9, 1914, the first Mother’s Day. He asked Americans on that day to give a public “thank you” to their mothers and mothers everywhere. Anna Jarvis, who was born in 1864 in West Virginia, is known as the founder – or mother – of Mother’s Day. Jarvis came from a large family. She was the ninth of 11 children. Even though things were tough growing up, her mother, whom she was named after, encouraged her to do something very uncommon in those days – attend college. She became a teacher, then later an editor. Throughout her life, Jarvis’ mother worked to make the world a better place. She was active in her church, and following the Civil War, she organized a Mother’s Friendship event in her community to bring Confederate and Union soldiers together for a peaceful celebration. She remained close to her mother for the rest of her life, and when her mother died in 1905, Jarvis started working to convince her mother’s church to celebrate Mother’s Day on the anniversary of her mother’s death. Later she campaigned for a national day to honor all mothers. Thanks to Jarvis’ tireless efforts to honor mothers everywhere, President Wilson chose the second Sunday of May as Mother’s Day. This year’s Mother’s Day will be celebrated on May 14. Mother’s Day is celebrated around the world on different dates (usually in spring). On that one special day, mothers everywhere receive treats, chocolates, flowers, breakfast, dinner and a lot of pampering. However, most mothers will tell you that every day is Mother’s Day. Air Force Master Sgt. Alejandrina Evans is definitely in that camp.

Evans, who is a database administrator at Joint Force Command Naples, based at Lago Patria, and a mother of five children (two boys and three girls) said “every day is Mother’s Day.” On that day, Evans’ children, usually make breakfast for her, then they put on a dancing performance for her. “I appreciate them taking one day to show me that they appreciate me,” she said, and they really go out of their way to try and not give me a headache all day.” Joshua Ferguson, an IT director onboard Capodichino, said his family always makes sure that they celebrate Mother’s Day. “We’ve got something planned, but it’s a secret,” he said with a big smile and a wink. Ferguson son, Jayden was a bit more forthcoming with their Mother’s Day plans. “Mommy is the best,” Jayden, 7, a first grader at Naples Elementary School, said. “I’m giving her a lot of hearts and flowers.” Other popular activities that families like to do for the best mom in the world is creating homemade arts and crafts. Hospital Corpsman 1st Class Ron Abuan said he and his two children, Taryn, 10, and Katie, 7, celebrated Mother’s Day last year by getting flowers for their mother, Winona, at the NEX. Then they took her out to dinner in town at her favorite pizzeria. Not only did we treat her out to dinner,” Abuan said, “we also let her chill out and enjoy her favorite shows on TV, while we did all the housework. The kids also made homemade cards for her. We also called our own mother’s and wished them Happy Mother’s Day.” Mother’s Day is coming up, so be sure to make your dinner reservations, buy flowers, treats and chocolates, because, hey, it’s only once a year, plus, she’s the best mom in the whole-wide world.

Lt. Robert McRight, Victim Legal Counsel and Lt. Katharine Shumway, Defense Attorney, spearheaded a mock trial hosted in the Region Legal Service Office Europe, Africa, Southwest Asia (RLSO EURAFSWA) courtroom on April 25 featuring 34 high school and middle school students from the Naples area. Students from both the local Department of Defense high school and various local home school programs litigated a first degree murder trial acting as attorneys, witnesses, defendant, bailiff, and jury. Cmdr. Arthur Gaston, the Circuit Military Judge, presided over both trials providing helpful feedback to the students and discussing with them the military justice system generally. Guest witnesses from around base also graciously volunteered their time including U.S. Naval Support Activity Executive Officer Cmdr. David Gaugler;

Sexual Assault Medical Forensic Examiner Cmdr. Carolyn Currie; Civilian Victim Advocate Karen Creen; and base security personnel. The mock trials represented the culmination of a yearlong pipeline recruiting and community outreach effort organized by Lt. McRight and Lt. Shumway. Attorneys and paralegals from RLSO EURAFSWA, Defense Service Office North, and Sixth Fleet participated in monthly workshops with

high school students on topics including criminal law, constitutional law, torts, and military legal practice. Attorneys also volunteered their time to coach and assist the students in preparation for their litigation debuts. The mock trial highlighted the excellent teamwork between the RLSO and its partners in the Naples area and, of course, showcased the courage and commitment of a new generation of potential legal professionals.
