Defense Secretary Jim Mattis discussed security concerns with his British counterpart in London on March 31, 2017, and praised the enduring relationship between the U.S. and the United Kingdom in defending freedom and shared values. In his first visit to the U.K. as defense secretary, Mattis met with British Defense Secretary Michael Fallon at the British Defense Ministry. In a joint press conference at a nearby historic mansion, Lancaster House, the leaders said the discussions included enhancing bilateral ties, addressing security challenges, countering extremism and strengthening NATO. “On behalf of the American people, I thank the people of this country for being with us to confront our foes,” Mattis said. “If necessary, we will follow them to the ends of the Earth to stop their mayhem.” Mattis later met with British Prime Minister Theresa May at her office at No. 10 Downing St. Those talks, according to May’s office, focused on the strong U.S.-U.K. defense cooperation and how the two nations can work together to tackle shared challenges. CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

As we head further into the Spring season, warmer temperatures will demand more time for outdoor activities. Whether it’s the “Naples by Night” USO tour, the MWR Easter trip to Florence and Pisa, or spending a day at Carney Park, please get out, have some fun, and take advantage of the sunshine and great weather. While you’re out, please remember to think safety, not just while driving, but in everything you do. Warm weather activities like biking, barbequeing, or boating have their own unique safety considerations. Whether at work or enjoying the warmth of friends and family, our goal should always be to stay safe. April is Sexual Assault Awareness and Prevention Month (SAAPM). You may have seen the white flags planted on the traffic circle, or the chalk messages on the spine at Capo. These initiatives (more to come) serve to highlight awareness of this critical issue. We aim to foster a culture of prevention, advocacy, and accountability through education and comprehensive response. Those of us who regularly receive training may take for granted our knowledge of the resources and accountability available through this program. Please take the time to inform your family how the program serves them as well. If you have any questions, please immediately contact the SAPR team members at FFSC. Our values and high standards of conduct apply 24 hours a day whether on base or off. In addition to the great work by our SAPR team members, our community has recently had the opportunity to showcase NSA Naples in several high profile events. The MCPON, Ombudsman at Large, and USO visits were exciting opportunities to hear the latest from our leaders in D.C. and also inform them of our local issues. The C6F Multicultural and Heritage Committee sponsored a clothing drive, where we were proud last Friday to deliver 21 boxes of clothing and shoes to women s shelters in 10 municipalities around Naples. This kind of work displays how we are not just visitors, but partners with the local community. It’s an important aspect of our mission that we should remember every day. Keep up the great work, please slow down on the roads, and enjoy the weekend!

Rare Prehistoric Megalodon Shark’s Tooth Found at Galleria Borbonica A rare prehistoric shark tooth was un covered by a Naples paleontologist while working at Naples’ Galleria Borbonica, an underground site used as a shelter during World War II. Every Sunday, a team of volunteers led by the paleontologist excavated artifacts from the war era. The tooth is believed to have come from a megalodon, an extinct species of shark that lived more than two million years ago and could grow to around 18 meters (nearly 60 feet) long, making it the largest shark to have ever lived on Earth. The paleontologist believed that it was part of a private collection, which belonged to a 19th-century collector whose heirs didn’t know what it was and threw it into a 30-meter pit. The fossil will now be analyzed by experts. HISTORY: NATO TREATY SIGNED

SPOTLIGHT: ELKA FRANCO-GIORDANO

The state-of-the-art headquarters building for Allied Joint Force Command (JFC) Naples is based in Lago Patria (about 30 minutes from Support Site). On April 4, 1949, the Washington Treaty – or NATO treaty as it is more commonly known – was signed in Washington D.C. This treaty, which formed the basis of NATO, was signed by its 12 founding members: Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, the United Kingdom and the United States. NATO’s purpose is to safeguard the freedom and security of its members through political and military means, and the conduct of multinational crisis-management operations. NATO provides a unique opportunity for these member countries to consult and make decisions on security issues at all levels and in a variety of fields. A “NATO decision” is the expression of the collective will of all member countries since all decisions are taken by consensus. NATO is committed to the principle that an attack against one or several members is considered as an attack against all. This is the principle of collective defense, which is at the heart of the NATO Treaty. So far, that principle has been used once – in response to the 9/11 terrorist attacks against the United States. As the power of the Soviet Union began to spread following World War II, there was concern among Western European countries that

the USSR would impose its ideology and authority across Europe. From 1945, Western governments started reducing their defense establishments and demobilizing their forces. But in January 1948, British Foreign Secretary Ernest Bevin spoke of the need for a “treaty of alliance and mutual assistance,” a defensive alliance and a regional grouping within the framework of the United Nations Charter. The United States would only agree to provide military support for Europe if it were united. In response, Belgium, France, Luxembourg, the Netherlands and the United Kingdom, signed the Brussels Treaty in March 1948, creating the Western Union. That became the model for the NATO Treaty. Meanwhile, the U.S. Senate adopted the Vandenberg Resolution – a resolution that would change the course of American foreign policy since it allowed the United States to constitutionally participate in a mutual defense system in times of peace, and the ground was set for negotiations to start on a transatlantic treaty. NATO now has 28 members. In addition to the 12 founding members of the Alliance, the other member countries are: Greece and Turkey (1952), Germany (1955), Spain (1982), the Czech Republic, Hungary and Poland (1999), Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia (2004), and Albania and Croatia (2009).

Ombudsman-At-Large Elka Franco-Giordano visited Naples March 30 and toured the base. She came to a luncheon with the area’s Ombudsmen, and lent not only her expertise in regards to Navy life for family members, but also encouraged and motivated local head spouses. “Thank you for being there for our Naples families and for taking such an active role as an Ombudsman,” Franco-Giordano said. “Your dedication is appreciated.” Born in Lima, Peru, Franco-Giordano grew up in Baltimore, Maryland. She earned associates degrees in both arts and science before obtaining her license as a Registered Nurse. Since 1999, Franco-Giordano has been living the life of a military spouse, and has been stationed in Spain, Florida, Georgia, Rhode Island, California, Colorado, Virginia and Italy. She has volunteered in numerous organizations including the American Red Cross, United Service Organizations, Overseas Supports Clubs, School Advisory Boards and ParentTeacher Affiliations. Franco-Giordano said she believes volunteering cultivates a healthy mindset. She recently served as Senior Enlisted Spouse at U.S. Naval Forces Europe and Africa (here in Naples), and was designated as the Chief of Naval Operations Ombudsman-at-Large in September 2016, when her husband Master Chief Petty Officer Steven S. Giordano became the Navy’s 14th Master Chief Petty Officer of the Navy on September 2, 2016. On behalf of the Naples Ombudsmen Force and the military families they serve, we would like to thank Mrs. Franco-Giordano for the time she spent encouraging and educating us. She is an inspiration to so many military spouses and made our week with her visit.

Did you know you likely use between 80 to 100 gallons of water each day? Every single day. If you were to add this up, that would be equivalent to more than 29,000 gallons each year. The largest household use of water is flushing the toilet. We are literally flushing one of the earth’s most precious resources down the toilet. And there is much you can do to conserve water. Every drop counts! Whether you already have a low-flow toilet or not, be sure it is functioning properly and not leaking. Even though toilets are the biggest household user of water, they aren’t the only way you are wasting water in the bathroom. If you turn off the water while brushing your teeth, you can save up to eight gallons of water per day – that’s nearly 3,000 gallons per year. The shower is another place with the potential to save a lot of water. Not only can you conserve water by installing a low-flow showerhead, but you can also save energy (and money) on water heating. Some people also have their washer and dryer in their bathrooms, leaving yet another way to conserve water in this room of the house. When is it time to do laundry, be sure you are only washing full loads. If you do have to wash a small load, be sure to use the appropriate water level setting. Also, look for ENERGY STAR clothes washers, which clean clothes using 35% less water and 20% less energy than standard appliances.

Picasso and Verdi Works Fill Naples’ Easter Basket By Lou Freed

Much like the polychromatic spring blossoms popping up all around us, Naples has lovely April happenings worth considering when looking for Easter activities for your family or for out-of-town guests this time of year. Culturally, Naples is showcasing this month two monumental artists that defy introduction – Pablo Picasso and Giuseppe Verdi. Starting tomorrow to July 10, the Capodimonte Museum and Pompeii Antiquarium have teamed up to display exquisite Picasso oeuvres that were inspired by Roman art and Neapolitan traditions. Meanwhile, the San Carlo Theater has programmed Giuseppe Verdi’s masterpiece opera, “La Traviata” towards the end of the month to celebrate spring. Ultimately, in anticipation of Easter family gatherings and picnics, dove cakes, savory Neapolitan Easter bread and artichokes are now luring gastronomes. Art Picasso & Naples: Parade Exhibition The Capodimonte Museum and Antiquarium of Pompeii will be the venues of the aforementioned worldclass exhibition, April 8 through

July 10, as homage to the renowned Spanish painter on the centenary of his trip to Italy in 1917. That year, the artist visited Rome and Pompeii and also met Olga, a ballet dancer in “Parade,” inspiring the exhibition theme. Historians note that Picasso was fascinated by Pompeii’s ancient remains and Neapolitan popular culture (Pulcinella as example), influence of which the exhibited works aims to illustrate. The Picasso-designed stage curtain for the “Parade” ballet will be showcased in the Royal Apartments’ Ballroom of the Capodimonte Museum. The piece, currently kept in the George Pompidou Center in Paris and rarely exhibited, will be displayed with a selection of works by the painter. Pompeii’s Antiquarium will exhibit the Picasso-designed “Parade” ballet costumes along with preparatory sketches and African masks. Visit http://www.museocapodimonte.beniculturali.it/ and http://www.pompeiisites.org/ for details.

Opera La Traviata Set in Paris, Giuseppe Verdi’s masterpiece kindles the festive spirit of spring through its elegant party scene, graced by lovely women in flowing gowns, smart-looking men in coat and tails and sparkling chandeliers. Additionally, the work’s signature song, “Libiamo ne’ lieti calici,” also known as “Brindisi” (“Let’s Toast”), will surely replay mentally in any of the opera viewers’ head for awhile. Inspired by Alexander Dumas’ “La Dame aux Camelias,” La Traviata (or “The Fallen Woman”) tells the story of the wealthy gentleman, Alfredo, who falls head over heels in love with Violetta, a beautiful courtesan. Romance blossoms between the two until Alfredo’s father intervenes. Conductor Renato Palumbo and Director Ferzan Ozpetek will lead the San Carlo Theater Orchestra and cast of interpreters. Performances are scheduled from April 23

through May 5. Reserve your tickets at https://myffr.navyaims.com or call Support Site Tickets and Travel at DSN 629-7901 or Comm. 081811-7901 or Capo Tickets and Travel at DSN 626-4330 or Comm. 081568-4330. MATTIS IN LONDON

11

Page 1

U.S., U.K. ‘United by Values’ The U.S. and U.K. have stood together for generations to defend freedom and shared values, Mattis said. He pointed out that his visit here comes one week after an attack in London claimed the lives of an American and three British citizens. “It’s good to be standing beside you, especially at this time and place, soon after a senseless murderer killed citizens of both of our countries,” Mattis said. “The United States and the United Kingdom stand together in good times and bad, united by values that took root here so long ago.” Following the attacks of 9/11, the U.K. stood alongside the U.S., Mattis said, as he honored the British troops who have been killed or wounded in the defense of freedom and shared values since then. “We see each other on an equal footing in our assessment to the security challenges and in crafting our partnership’s way ahead, because our two nations are bulwarks against the maniacs who think that by hurting us they can scare us,” Mattis said. He highlighted the U.S.-U.K. cooperation in military-to-military activities, explaining how the two nations continue to this day to defend those values. “We stand here together today to show that our people are worthy successors to those past generations that defended freedoms we enjoy today,” Mattis said. U.S.-U.K. Relationship is ‘Source of Strength’ The relationship between the U.S. and U.K. is not a historic artifact, Mattis said, instead, it is a “source of strength today for our two nations committed to standing together in defense of our freedoms.” Fallon said, “We have no closer friend than the United States. Our relationship endures because it is founded firmly on the values that we share in common.” The U.S. and U.K. cooperate in a myriad of global efforts, including as fellow members of NATO, with troops who have served alongside each other around the world, and as members of the coalition to defeat the Islamic State of Iraq and Syria. Mattis arrived in London yesterday. He traveled from New York, where he held closed consultations on defense issues at the U.S. Mission to the United Nations and at the Council on Foreign Relations.
