The Defense Commissary Agency hoste a commemorative ceremony, March 29, at the Naval Support Activity Naples store to recognize veterans who served on active duty during the Vietnam War era. All Vietnam-era veterans who served from Nov. 1, 1955 to May 15, 1975 were invited to attend and received a lapel pin as part of the commissary ceremony. "The Defense Commissary Agency is proud to be a part of this national effort to thank our Vietnam-era vet-

erans for their service and sacrifice," said retired Rear Adm. Robert J. Bianchi, DOD special assistant for commissary operations. "These ceremonies are a significant way to reach our veterans, and we applaud the United States of America Vietnam War Commemoration for being in the forefront of this observance." This is the fifth year for the United States of America Vietnam War Commemoration event which annually honors the service of living Vietnam War veterans on March 29, Vietnam Veterans Day. From Joint Force Command Naples

Georgian armed forces proved capable of NATO standards in a multinational exercise here March 18-29 as one part of an ongoing process by the country to join the Alliance. In total, some 350 personnel from 24 Allied and partner nations participated in NATO-Georgia Exercise 2019 at the NATO-Georgia Joint Training and Evaluation Center. Georgia is one of NATO’s closest partners, working with the Alliance on security in the Black Sea region. Georgia is also the largest non-NATO contributor to the Alliance’s training mission in Afghanistan and it contributes to the NATO Response Force. "Through our cooperation over so many years, Georgian forces have become more capable and more interoperable with our forces than ever before,” said Admiral James Foggo, commander of Allied Joint Force Command Naples. "I’m thrilled with all the Georgian efforts to integrate with other NATO militaries and adhere to international military norms.” The exercise trained a Georgian-led multinational brigade headquarters staff to plan, coordinate and execute scenario-based military

pril is SAAPM (Sexual Assault Awareness and Prevention Month), and I want to thank our dedicated Fleet and Family team for starting the observation off strong. If you work on Capodichino, you’ve probably already seen the numerous educational displays that have been put up around the spine. These include facts and figures about sexual assault and the resources we have available for service members, civilian employees, and dependents. This year, the DOD wants us all to remember that protecting our people protects our mission, and that’s exactly why effectively preventing and responding to sexual assault is so important. Those who have volunteered to serve should never have to worry about having to survive this kind of crime. Please take a moment to educate yourselves and your families about this important topic either by viewing the educational aids put up by Fleet and Family, or by visiting www.sapr.mil. Fleet and Family will also be hosting a talk by an active duty survivor of sexual assault on April 26 at 1300 in the Capo Theater. I highly recommend attending this profoundly important presentation. The more we learn about SAPR, the better we can protect ourselves, our shipmates, and our families. Our Naples military community has also begun the observance of Month of the Military Child (MOMC). The love and support of our families goes a long way in enabling service members to complete our mission effectively. Our children play a huge role in that support and for that reason, the DOD celebrates their strength and sacrifices every April. This Monday, I signed the proclamation of MOMC in conjunction with a ribbon cutting for our newly updated CDC facilities onboard Capodichino. I can think of no better way to celebrate our kids than by giving them the best possible resources to grow and thrive. That’s exactly what our CDC facilities improvements were designed to do. These included the renovation of five classrooms, the kitchen, and reception area with new floors, better lighting, increased storage, new bathroom fixtures, and a fresh coat of paint on the walls. The update also allows us to open an additional classroom, allowing for 20 more full-time spaces and more hourly slots. That means more children are able to be looked after and more families are getting the care they need. I want to thank our Public Works and MWR departments for making this happen and of course, I want to thank all the children in our community for everything they do to support us. Another exciting change outside our Capodichino location may also have become apparent to many of you. The city of Naples is adding a metro stop in front of the airport and construction has gotten underway. Unfortunately, this addition of transportation services will temporarily mean increased traffic in front of the airport and our base. We’ve recently seen traffic getting backed up to the point of vehicles blocking the front gate. This causes major safety and force protection issues, and therefore our security forces have had to direct personnel to turn around and use the back gate. If you find yourself in this situation, please comply with all directions from our gate guards. Please also remember that the back gate is open as another option to leave the base Monday through Friday, from 1530-1730. We are currently looking at additional ways to mitigate traffic concerns and will release information regarding an estimated date of completion as we find out more. HISTORY: U.S. ENTRY INTO WORLD WAR I From The Office of the Historian

On April 2, 1917, President Woodrow Wilson went before a joint session of Congress to request a declaration of war against Germany. Wilson cited Germany’s violation of its pledge to suspend unrestricted submarine warfare in the North Atlantic and the Mediterranean, as well as its attempts to entice Mexico into an alliance against the United States, as his reasons for declaring war. On April 4, 1917, the U.S. Senate voted in support of the measure to declare war on Germany. The House concurred two days later. The United States later declared war on German ally Austria-Hungary on December 7, 1917. Germany’s resumption of submarine attacks on passenger and merchant ships in 1917 became the primary motivation behind Wilson’s decision to lead the United States into World War I. Following the sinking of an unarmed French boat, the Sussex, in the English Channel in March 1916, Wilson threatened to sever diplomatic relations with Germany unless the German Government refrained from attacking all passenger ships and allowed the crews of enemy merchant vessels to abandon their ships prior to any attack. On May 4, 1916, the German Government accepted these terms and conditions in what came to be known as the “Sussex pledge.” By January 1917, however, the situation in Germany had changed. During a wartime conference that month, representatives from the German Navy convinced the military leadership and Kaiser Wilhelm II that a resumption of unrestricted submarine warfare could help defeat Great Britain within five months. German

policymakers argued that they could violate the “Sussex pledge” since the United States could no longer be considered a neutral party after supplying munitions and financial assistance to the Allies. Germany also believed that the United States had jeopardized its neutrality by acquiescing to the Allied blockade of Germany. German Chancellor Theobald von Bethmann-Hollweg protested this decision, believing that resuming submarine warfare would draw the United States into the war on behalf of the Allies. This, he argued, would lead to the defeat of Germany. Despite these warnings, the German Government decided to resume unrestricted submarine attacks on all Allied and neutral shipping within prescribed war zones, reckoning that German submarines would end the war long before the first U.S. troopships landed in Europe. Accordingly, on January 31, 1917, German Ambassador to the United States Count Johann von Bernstorff presented U.S. Secretary of State Robert Lansing a note declaring Germany’s intention to restart unrestricted submarine warfare the following day. Stunned by the news, President Wilson went before Congress on February 3 to announce that he had severed diplomatic relations with Germany. However, he refrained from asking for a declaration of war because he doubted that the U.S. public would support him unless he provided ample proof that Germany intended to attack U.S. ships without warning. Wilson left open the possibility of negotiating with Germany if its submarines refrained from attacking U.S. shipping. Nevertheless, throughout February and March 1917, German submarines targe-

ted and sank several U.S. ships, resulting in the deaths of numerous U.S. seamen and citizens. On February 26, Wilson asked Congress for the authority to arm U.S. merchant ships with U.S. naval personnel and equipment. While the measure would probably have passed in a vote, several anti-war Senators led a successful filibuster that consumed the remainder of the congressional session. As a result of this setback, President Wilson decided to arm U.S. merchant ships by executive order, citing an old antipiracy law that gave him the authority to do so. While Wilson weighed his options regarding the submarine issue, he also had to address the question of Germany’s attempts to cement a secret alliance with Mexico. On January 19, 1917, British naval intelligence intercepted and decrypted a telegram sent by German Foreign Minister Arthur Zimmermann to the German Ambassador in Mexico City. The “Zimmermann Telegram” promised the Mexican Government that Germany would help Mexico recover the territory it had ceded to the United States following the Mexican-American War. In return for this assistance, Germany asked for Mexican support in the war. Initially, the British had not shared the news of the Zimmermann Telegram with U.S. officials because they did not want the Germans to discover that British code breakers had cracked the German code. However, following Germany’s resumption of unrestricted submarine warfare in February, the British decided to use the note to help sway U.S. official and public opinion in favor of joining the war. The British finally forwarded the intercepted

telegram to President Wilson on February 24. The U.S. press carried the story the following week. Despite the shocking news of the Zimmermann Telegram, Wilson still hesitated asking for a declaration of war. He waited until March 20 before convening a Cabinet meeting to broach the matter—almost a month after he had first seen the telegram. The precise reasons for Wilson’s decision to choose war in 1917 remain the subject of debate among historians, especially in light of his efforts to avoid war in 1915 after the sinking of the British passenger liners Lusitania and Arabic, which had led to the deaths of 131 U.S. citizens. However, by 1917, the continued submarine attacks on U.S. merchant and pas-

senger ships, and the “Zimmermann Telegram’s” implied threat of a German attack on the United States, swayed U.S. public opinion in support of a declaration of war. Furthermore, international law stipulated that the placing of U.S. naval personnel on civilian ships to protect them from German submarines already constituted an act of war against Germany. Finally, the Germans, by their actions, had demonstrated that they had no interest in seeking a peaceful end to the conflict. These reasons all contributed to President Wilson’s decision to ask Congress for a declaration of war against Germany. They also encouraged Congress to grant Wilson’s request and formally declare war on Germany.

U.S., Lithuania Detail Roadmap for Cooperation Through 2024 From Defense.gov

U.S. and Lithuanian defense leaders today signed a document detailing cooperation between the two countries through 2024. Robertas Sapronas, Lithuania’s defense policy director, and Kathryn Wheelbarger, the acting assistant defense secretary of defense for international security affairs, signed the roadmap for cooperation at the Pentagon. Lithuania is a NATO ally and is a “frontline state” bordering on Russia. It is the first Baltic state to sign such a cooperative agreement. More will follow, DOD officials said. The roadmap calls on the two countries to strengthen training, exercises and exchanges. Both nations will cooperate to ensure a stable and secure Baltic Sea through cooperation with other NATO allies and partner nations such as Finland and Sweden. The roadmap calls on the United States to continue to deploy forces to the Baltic states “to strengthen deterrence and to catalyze the efforts of Estonia, Latvia and Lithuania to develop their national defense further.” Lithuania’s Defense Ministry will provide all necessary support for the deployment of U.S. forces. U.S. and Lithuanian service members will cooperate in multinational operations, and will share lessons learned. U.S. foreign military programs should complement Lithuanian national funds to build anti-tank, air defense

and intelligence, surveillance, target acquisition, and reconnaissance capabilities. The programs also will help Lithuania gain maritime domain awareness and look to replace Soviet/Russian-made equipment and platforms. This will help both bilateral and NATO cooperation, officials said. Working Together in Cyber, Intelligence Lithuania and the United States will work closely in the cyber domain, looking to deter and defend against malicious cyber intrusions and attacks. U.S. officials support establishing a cyber operations center in Lithuania. The two countries also will work closely together to improve intelligence sharing in the region and early warning capabilities. The two countries will work together to develop regional approaches to security chal-

lenges in the area, working with Estonian, Latvian, and Polish counterparts. When practical, the U.S. Defense Department and the Lithuanian Defense Ministry are to support regional integration and procurement of warfighting systems, according to a news release on the roadmap. This includes integrated air and missile defense systems and capabilities to enhance maritime domain awareness. The program will also examine command, control, communication, and computers architecture integration and standardization. The countries of the region also will look at special operations forces. Lithuanian officials will continue their partnership with the Pennsylvania National Guard. Officials emphasized the benefits of the program and said they look forward to its further development.

Ceiling fans are considered the most effective of these types of fans, because they effectively circulate the air in a room to create a draft throughout the room. If you use air conditioning, a ceiling fan will allow you to raise the thermostat setting about four degrees Fahrenheit with no reduction in comfort. In temperate climates, or during moderately hot weather, ceiling fans may allow you to avoid using your air conditioner altogether. Install a fan in each room that needs to be cooled during hot weather. Turn off ceiling fans when you leave a room; fans cool people, not rooms, by creating a wind chill effect. Ceiling fans are only appropriate in rooms with ceilings at least eight feet high. Fans work best when the blades are seven to nine feet above the floor and 10 to 12 inches below the ceiling. Fans should be installed so their blades are no closer than eight inches from the ceiling and 18 inches from the walls. A larger blade will also provide comparable cooling at a lower velocity than a smaller blade. This may be important in areas where loose papers or other objects will be disturbed by a strong breeze. The fan should also be fitted to the aesthetics of the room—a large fan may appear overpowering in a small room. A more expensive fan that operates quietly and smoothly will probably offer more trouble-free service than cheaper units. Check the noise ratings, and, if possible, listen to your fan in operation before you buy it. When buying ceiling fans, look for the ENERGY STAR® label. NEXs Sell Navy-Marine Corps Relief Society Benefit Ticket From NEXCOM Public Affairs

From now until May 15, the NEX will offer customers the opportunity to support the Navy-Marine Corps Relief Society (NMCRS) by purchasing a $5 benefit ticket. The benefit tickets will be available for purchase at select NEX locations and online at myNavyExchange.com. Vietnam Veterans Day was first established by presidential proclamation in 2012 leading to the start of annual observance events in 2014. The Vietnam War Veterans Recognition Act of 2017 further established the events as a national observance to recognize Vietnam War-era veterans for their service. Retired U.S. Air Force Col. Michael Brazelton, a fourtime Silver Star recipient and former Vietnam War prisoner of war, reflected on the Vietnam Veteran lapel pin during the July 8, 2015, congressional ceremony. "I have had a number of medals pinned on me in my day and this is certainly the highest ranking and the most honors I have received for any pinning ceremony," Brazelton said. "Even though it might just be a lapel pin to a lot of people, this is like a medal to the Vietnam veterans." Approximately 9 million U.S. military members served on active duty during the Vietnam War era. Out of the 2.7 million U.S. service members who served in Vietnam, more than 58,000 were killed and more than 304,000 wounded. In observance of National Vietnam War Veterans Day, the Defense Commissary Agency reflects on the service and sacrifice of these

veterans and their families, and remembers the commissaries that served them. By the spring of 1965, when the first wave of U.S. combat troops - 3,500 Marines - came ashore at Da Nang, South Vietnam, a number of American military advisors, including some with accompanying family members had already been stationed in Vietnam for nearly a decade. The Americans had replaced French military personnel who had unsuccessfully attempted to regain control of their Indo-China colony after World War II. Several years before the Marines arrived, the first American military commissary had opened in Saigon in 1959 and was operated by the U.S. Navy. Branch commissaries subsequently opened in Long Binh, Cholon and Newport districts, and near Tan Son Nhut Air Base. Americans living in base housing in the late 1950s and early 1960s recalled how the commissaries in Vietnam carried all of the top brand name foods they had become accustomed to in the States. Service members and their family members lived in American housing communities and the children attended Department of Defense schools in the housing areas. The servicemen's

wives especially appreciated that they carried American brand name cereals and baby foods that their children enjoyed. A military retiree remembered that the commissary store in Saigon was one of the largest and most modern commissaries he'd ever shopped in. They not only carried hundreds of brand names but also had a full service deli and bakery in the store. He joked that it had everything a soldier needed "except a ticket back to the U.S." The commissaries served American service personnel and their families as well as U.S. news reporters, government civilians and contract workers stationed in Vietnam. However, commissary patronage in Vietnam significantly changed in early August 1964, following the Gulf of Tonkin incident, where two reported attacks by North Vietnamese forces on American Navy vessels, eventually led to the start of the United States' combat operations. The expansion of hostilities caused all U.S. dependents to be evacuated immediately from Vietnam. At first, the Saigon Commissary could not accommodate the thousands of incoming combat troops scattered all over Vietnam. So those troops were given mess hall privileges and pay bonuses in their pay to enable them to shop on the local economy. As the war expanded so did the availability of products in commissaries. In 1965 a U.S. dairy company opened operations in Saigon and started shipping dairy products to the commissaries all over Vietnam. The company received whole milk solids from the States, which were then reconstituted with purified water and packaged in cartons for distribution. Some former service men recalled that the chocolate milk was outstanding. In the spring of 1966 the U.S. Army took over running the commissaries. These stores remained in operation even after the 1973 cease-fire because many U.S. service personnel were still stationed there in non-combat missions. On April 30, 1975, communist forces overran Saigon, and American contractors and Vietnamese support personnel had to flee for the airports in a frantic effort to evacuate. In the aftermath, the local population looted the abandoned American commissaries and took as much food as they could carry. It was a sudden and unceremonious end to the American commissaries in Vietnam.

Spencer. “Sexual assault and sexual harassment are unacceptable threats to unit cohesion and cause long term physical and mental harm to those affected. We owe our Sailors, Marines, and civilians a safe, secure, and professional environment as they serve our Navy and nation.” Tolerating toxic behaviors within our ranks impedes our ability to fight and win wars by eroding trust and degrading individuals who contribute to the mission. This awareness month is designed to enhance year-round efforts to eliminate the crime of sexual assault and ensure all Sailors are treated with dignity and respect. “Sexual Assault is a toxic threat that harms us all. It must stop, and it will, with engaged leadership and teamwork—in our divisions, squads, and watch teams. There is no room for bystanders in the Navy,” said Chief of Naval Operations Adm. John Richardson. “Our Navy Team makes itself stronger when we build each other up, when we encourage ‘best ever’ performance, and we strive for excellence. When we find and hold perpetrators accountable. When we destroy our enemies. Sexual assault is an enemy. And it’s time to end it.” SAAPM provides the Navy with the opportunity to highlight programs and initiatives that educate Sailors, support victims, and encourage shipmates to take an active role in making a commitment to preventing, reporting, and eliminating sexual assault in the force. Sexual harassment and assault, in person or online, violates the Navy’s core values and is not tolerated. In an effort to eliminate instances of sexual assault, Navy leadership has issued guidance on online misconduct, established counselors within the Fleet in addition to family support centers, improved personnel management processes to better respond to occurrences of sexual assault, encouraged bystander intervention, and leveraged technology to remove stigma and barriers associated with seeking help following a sexual assault. In addition to the programs and initiatives within the Fleet, Secretary of the Navy Richard Spencer is hosting, along with the Secretaries of the Army and Air Force, the National Discussion on Sexual Assault and Sexual Harassment at America's Colleges, Universities and Service Academies at the U.S. Naval Academy this month. This forum will provide the opportunity to bring together leading experts and leaders from civilian higher education institutions to better understand and address the challenge of eliminating sexual assault and sexual harassment on college and university campuses across the nation to promote safe and healthy learning environments. Preventing, reporting and eliminating sexual harassment and assault, starting with midshipmen and cadets, strengthens the force by promoting professionalism, respect and trust within the Service Academy campuses and broader DoD communities. The Navy’s Sexual Assault Prevention and Response (SAPR) program falls under the purview of the 21st Century Sailor office, which exists to provide Sailors and their families with resources, training, and skills to overcome adversity and improve wellness. NSA Traffic Safety Notes “April showers bring May Flowers" Remember that when it rains, the marble based roads here in Southern Italy get slippery and with the addition of poor drainage and standing water the chances and severity of accidents increase. The Bridge outside the base as well as the entrances and exits on and off the SS7 are especially slick in wet weather. Please slow your speeds to match driving conditions not local traffic. We are currently at 5 DUI's since the 1st of October, (That is 5 too many)....Cannot stress enough DO NOT DRINK AND DRIVE. Use a designated Driver, get a Taxi to the nearest base, if you cannot afford the taxi that night there are funds available to the CDO/OOD and you can reimburse them. The fact that Judgement and Decision making are two of the cognitive effects of alcohol SHALL be your first clue not to drive... THERE ARE NO EXCUSES TO DRINK AND DRIVE. Finally remember that with the warmer weather and longer days many pedestrians and two wheeled vehicles of all makes and sizes are out and mixing with your car/truck traffic. What is climate? Climate is the average weather usually taken over a 30-year time period for a particular region and time period. Climate is not the same as weather, but rather, it is the average pattern of weather for a particular region. Weather describes the short-term state of the atmosphere.

Biosphere The biosphere is the part of Earth’s atmosphere, land, and oceans that supports any living plant, animal, or organism. It is the place where plants and animals, including humans, live.

What is our climate system? Our climate system is made up of the atmosphere, oceans, land, ice and our biosphere.

What is weather? The weather is just the state of the atmosphere at any time, including things such as temperature, precipitation, air pressure and cloud cover. Daily changes in the weather are due to winds and storms. Seasonal changes are due to the Earth revolving around the sun.

Atmosphere The atmosphere covers the Earth. It is a thin layer of mixed gases which make up the air we breathe. This thin layer also helps the Earth from becoming too hot or too cold. Oceans Oceans cover about 70 percent of Earth’s surface. Their large size and thermal properties allow them to store a lot of heat. Land Land covers 27 percent of Earth’s surface and land topography influences weather patterns. Ice Ice is the world’s largest supply of freshwater. It covers the remaining 3 percent of Earth’s surface including most of Antarctica and Greenland. Ice plays an important role in regulating climate, because it is highly reflective.

What causes weather? Because the Earth is round and not flat, the Sun’s rays don’t fall evenly on the land and oceans. The Sun shines more directly near the equator bringing these areas more warmth. However, the polar regions are at such an angle to the Sun that they get little or no sunlight during the winter, causing colder temperatures. These differences in temperature create a restless movement of air and water in great swirling currents to distribute heat energy from the Sun across the planet. When air in one region is warmer than the surrounding air, it becomes less dense and begins to rise, drawing more air in underneath. Elsewhere, cooler denser air sinks, pushing air outward to flow along the surface and complete the cycle.
