Joint Forces Command Naples military members and civilians gathered in the organization’s headquarters to celebrate 70 years of the transatlantic Alliance April 4. "Ours is the strongest alliance in the history of civilization,” said JFC Commander Admiral James Foggo. "This is our shared heritage of which we can all be proud.” The command’s members filled the room as the youngest military member of the command, an American 18-yearold sailor, rang a ceremonial bell to mark the occasion. "We’re not just working with 29 nations within NATO, as we also have 41 partner nations in our Partnership for Peace Program with whom we’re working closely,” said JFC Naples Command Senior Enlisted Advisor German Army Sergeant Major Juergen Stark. "We work as one team, we respect each other, and we respect different cultures and opinions because we are stronger together - we are NATO.” In Washington DC, NATO Secretary General Jens Stoltenberg hailed the Treaty, saying: "its reach is vast, and it has stood the test of time – because we have united around our core commitment to protect and defend one another.” Formed in 1949 with the signing of the Washington Treaty, NATO is a se-

First National Discussion on Sexual Assault and Sexual Harassment Wraps Up with Key Messages From the Office of the Navy Chief of Information

The first national discussion on sexual assault and sexual harassment at America’s colleges, universities, and service academies concluded April 5 with messages, recommendations and strategies from subject matter experts and key stakeholders. The summit at the United States Naval Academy in Annapolis started April 4 with remarks of the Secretaries of the Navy and the Army. “Sexual assault and sexual harassment are no doubt difficult problems,” said Secretary of the Army Dr. Mark T. Esper. “But working together we have the opportunity to better understand the root causes, exchange innovative ideas, and work toward the goal of ridding our institutions of these crimes.” Secretary of the Navy Richard V. Spencer followed Esper by reiterating his previous remarks that students of today are tomorrow’s leaders who “trust us to provide a safe and supportive learning environment.” He said sexual assault and sexual harassment undermine this idea. Following the morning press conference was the keynote speaker and sexual assault survivor, Sen. Martha McSally, R-Ariz., KEY MESSAGE

he Naples NGIS staff deserves a hearty congratulations this week for earning the 2019 Admiral Elmo R. Zumwalt award for excellence in Lodging Management! The Secretary of the Navy established the award in 1972 to recognize lodging operations that provide exceptional facilities, amenities, premier lodging services and accommodations to their guests. It was named after Admiral Zumwalt because of his commitment to supporting quality of life programs for Sailors and their families. In order to earn the award, our Navy Gateway Inns and Suites team had to pass a rigorous, 191 line item inspection, followed by a five step accreditation process. They did so with flying colors. To everyone involved in this accomplishment, Bravo Zulu and thank you for the support you provide to our Naples military community! I also want to highlight the great work done by our Naples supply team. On this week’s front page you’ll see a story about RADM Michelle Skubic’s recent visit to Naples and Sigonella. RADM Skubic, commander, Naval Supply Systems Command (NAVSUP), met with leadership from Sixth Fleet and Fleet Logistics Center Sigonella, site Naples, to discuss the operational impact of logistics support in our area of operations. This is yet another example of how important Naples is to senior leadership and to the Navy’s mission overall. You may only interact with them when picking up mail or scheduling a personal property shipment, but the Naples supply team does so much more work that has a direct impact on the fleet. Their mission also includes logistics support to our forward deployed forces, contract services, and HAZMAT management. They are truly a part of what makes this installation a capable, mission ready, operational platform. Moving forward, we’re starting to see some more sunny spring weather here in Naples and with that comes more outdoor activities. Please remember, as we increase our outdoor footprint, to engage in proper waste disposal. Whether you’re holding a barbecue or starting a DIY project outside, it’s important to be mindful of the waste you produce. Our public works department has done a great job getting new receptacles installed and posting improved signage at trash pads, so it’s easier than ever to follow proper recycling and trash disposal rules. All receptacles are properly labeled and color coded, and if you ever have questions about how to follow recycling guidelines, you can always call our housing or environmental departments at 081-811-4306 or 081-568-6644. It’s also a great idea to get kids involved in learning how to properly sort recyclables. If you plan on doing any spring cleaning over the next few months, remember that bulk item disposals must be scheduled by calling 081-811-4285. Researchers Discover Plastic Waste in Italian Alps Glacier For the first time a team of researchers have found micro plastic waste in one of the most important glacier in the Italian Alps, the Forni Glacier, located about 3,000 meters (3280 yards) above the sea level in the Stelvio National Park. Researchers from the University of Milan have found 75 plastic particles, between polyester, polyamide, polyethylene and polypropylene for each kilogram (2.2 pounds) of sediment. Researchers estimated that the glacier may contain between 131 and 162 million plastic particles. The contamination of plastic in high mountain areas could be due to the remains of the material used by climbers and hikers who visit it or by the particles dragged by the wind. Researchers went up to the Alps wearing completely cotton garments and wooden footwear to avoid that the analyzed samples were contaminated by their presence.

HISTORY: NAVY CRUISERS ASSIST TITANIC SURVIVORS By Gary Nichols NSA Public Affairs

On April 15, 1912, Navy light cruisers USS Chester (CL 1) and USS Salem (CL 3) sailed from the East Coast to escort RMS Carpathia, a Cunard Line transatlantic passenger steamship, which had rescued survivors of the Titanic disaster, to New York. A few hours earlier, about 10 p.m. on April 14, 1912, the “unsinkable” White Star steamer Titanic struck an iceberg about 400 miles south of Newfoundland, Canada, and sank in about three hours. Despite sending out numerous pleas for help via their wireless, it would be two hours before anyone realized Titanic was in dire peril, and six hours before help arrived. As the mighty ship sank, people scrambled into the few available lifeboats. Those who couldn’t make it into lifeboats tried to survive by swimming in the chilly waters of the North Atlantic. Meanwhile, Carpathia was sailing from New York City to Europe. Her wireless operator had missed early, frantic distress messages from Titanic, as he was off duty at the time. Shortly after midnight Carpathia received Titanic’s distress signal. The Ship’s skipper immediately set a course toward Titanic. At full speed it took her four hours to reach Titanic’s last location. Unfortunately, Titanic sank before Carpathia arrived, taking the lives of more than 1,500 of her passengers and crew with her. While making a routine cruise off Nantucket, the Navy ordered Chester to intercept Carpathia and escort the steamship to New York. Dispatched from the Brooklyn Navy

Yard, Salem was ordered to offer necessary assistance to both Chester and Carpathia. At 4 a.m. Carpathia arrived on scene. After carefully navigating her way through the same dangerous ice fields that had claimed Titanic just a few hours earlier, Carpathia plucked 705 survivors from the lifeboats. Those who were in the water had already perished. Throughout the remainder of the night both Navy cruisers helped relay Carpathia’s wireless transmissions with updates and requesting assistance upon their arrival. The fact that this once “unsinkable” ship sank from a collision with an iceberg – and in a short time – made it clear that better and stricter maritime standards needed to be implemented to prevent another disaster at sea. The 1912 Report of the U.S. Navy Hydrographer, along with British and American Boards of Inquiry recommendations, were incorporated into the 1914 International Convention for the Safety of Life at Sea. These required that every ship have lifeboat space for each person on board, and that lifeboat drills be held. An International Ice Patrol was established to monitor icebergs in the North Atlantic shipping lanes. It also required that ships maintain a 24-hour radio watch, and improved general safety regulations aboard ship. Within a decade, both Chester and Salem both performed daring duty during World War I. Sadly, within a decade, these two heroes of the Titanic disaster were decommissioned. On June 10, 1921, Chester was decommissioned at Boston Navy Yard, and on August 16, 1921, Salem was decommissioned at Mare Island, California.

April is designated as the Month of the Military Child. A time when we emphasize the unique experience of the children of military members serving worldwide. Being a military child takes bravery, it takes sacrifice, and it takes resilience. The unique challenges faced by military children deserve recognition. This month Naples Child and Youth Programs (CYP) and MWR will recognize the littlest community members with Purple Up Parades, Military Dress-up photo shoots, Super Hero Fun Run, Teen Game and Movie Days, and daily classroom activities that celebrate who they are as military children. Military and DoD families face the challenge of balancing the demands of mission readiness and family responsibility. Naples Child and Youth Programs provides high quality childcare services, which help to keep our military families strong and connected. The renovations at the Capodichino Child Development Center (CDC) offer a safe place for our military connected children to learn and grow. The renovation project involved the remodel of five classrooms, the kitchen, and the reception area. This includes new flooring, lighting, ceiling panels, storage cabinets, bathroom fixtures, and painting of the walls. The remodel of the classrooms has created bright, inviting spaces to better support the learning environment for the children and has full-time spaces and hourly slots available. The Abraham Lincoln Carrier Strike Group (CSG) commenced operations in the U.S. 6th Fleet area of operations April 8, continuing support to coalition theater security cooperation efforts in the region. The strike group, including the Nimitz-class aircraft carrier USS Abraham Lincoln (CVN 72) as its flagship, Carrier Air Wing (CVW) 7, Ticonderoga-class guided-missile cruiser USS Leyte Gulf (CG 55), and destroyers from Destroyer Squadron (DESRON) 2 departed Norfolk, April 1 as part of a regularly scheduled deployment. “The Abraham Lincoln Strike Group has worked tremendously hard to prepare for our operations in U.S. 6th Fleet,” said Rear Adm. John Wade, commander, Abraham Lincoln CSG. “We are poised and ready to perform our mission.” Abraham Lincoln CSG’s presence in the region, part of an ongoing rotation of forward-deployed forces supporting maritime security operations, is emblematic of the multi-mission capability of the U.S. Navy's globally de-

ployed force. Carrier strike groups have ready capabilities to respond wherever and whenever required through a variety of mission sets. While operating in the U.S. 6th Fleet area of operations, the Abraham Lincoln CSG will participate in realistic training to increase the capabilities of the U.S. allies and strengthen partnerships through multi-lateral events honing the skills necessary to achieve maritime superiority through presence. ham Lincoln CSG for their deployment is the Alvaro de Bazan-class Spanish frigate ESPS Mendez Nunez (F 104). Partnering with the Spanish frigate demonstrates U.S. Navy's commitment to working with allies and enhancing, interoperability among allied forces. Efficiency and conservation are different but related The terms energy conservation and energy efficiency have two distinct meanings. There are many ways people can use less energy (conservation) and many ways people can use energy more wisely (efficiency). Energy conservation is any behavior that results in the use of less energy. Turning the lights off when leaving the room and recycling aluminum cans are both ways of conserving energy. Energy efficiency is the use of technology that requires less energy to perform the same function. Using a compact fluorescent light bulb that requires less energy rather than using an incandescent bulb to produce the same amount of light is an example of energy efficiency. The rebound effect If the demand for energy services remains constant, then improving energy efficiency would reduce energy consumption. But some of the energy efficiency improvements might not reduce energy consumption overall. This offset is called the rebound effect, and can sometimes result in increased energy usage, despite energy efficiency improvements. For example, if you have an older car that has terrible gas mileage, and you buy a newer car with better mileage, but you drive it more because you’re getting better mileage, you can actually end up wasting more gas. Gold Star Spouse Day Remembering the Love, Honor, Sacrifice By Stephanie Hunter, Navy Gold Star Program Public Affairs

Committed to providing continued assistance to families of service members that paid the ultimate sacrifice, the Navy honors it’s extended family on Gold Star Spouse Day worldwide on April 5. Originally named Gold Star Wives’ Day in 2010, Congress passed a resolution in 2013 recognizing April 5th as the day to pay tribute to the contributions of the Gold Star Wives of America (GSWA). The GSWA is a non-profit organization established by four young widows who met in Marie Jordan’s apartment on April 5, 1945. A week later, former President Franklin d. Roosevelt died and former first lady Eleanor Roosevelt joined the organization becoming one of the original 15 signers when GSWA was chartered at the state of New York in Dec. 1945. The survivor support community has pledged to provide unique serv-

ices for service widowers not available by any other organization. As the military has evolved over the years, so has the role and demographics of the military spouse. The Gold Star Wives of America amended their membership requirements to include husbands as a reflection of these changes. It is recognized that the origins of this day are steeped in history and to honor that past there must also be a recognition of the change and evolution in today’s military culture. Therefore, it is recognized that April 5th as Gold Star Spouses’ Day. The Gold Star is a symbol of loss dating back to World War I and continues today. Traditionally, families that had a family member serving in the Armed Forces dis-

played a blue star service flag in their homes to signify a deployed family member. The Gold Star recognition first appeared on flags in 1918, when families would place a gold star over the blue service star hanging in their window to indicate that their loved one had been killed overseas while serving in the U.S. military. In 1947, congress approved the design, manufacture and distribution of the official Gold Star lapel button. The lapel button identifies surviving family members of service members who have been killed in specific conflicts. This pin features a gold star on a purple background. The Next of Kin of Deceased Personnel Lapel Button was later introduced in 1973 symbolizing the primary next of kin of an armed

service members who lost their lives in non-combat operations. This pin features a gold star on a gold background surround by laurel leaves. The Navy Gold Star Program is dedicated to fostering resiliency for surviving families of fallen service members. Navy Gold Star offices provide resources such as chaplain services, personal financial counseling, school liaison assistance, family employment, clinical counseling, and area survivor events and want these individuals to know they will forever be a part of the Navy community. As we observe Gold Star Spouses’ Day, let us all honor the widows left behind by our service members called forward to pay the ultimate sacrifice. Experts discussed ways of preventing sexual assault and sexual harassment on campuses. Panelists’ input has been beneficial to understand how to recognize opportunities for bystander intervention to eliminate toxic behavior and prevent sexual assault. As the first day’s breakout sessions focused on such topics as prevention and healthy relationships, student leaders’ presentations reinforced these themes by focusing on climate leadership and gender specific evaluation. Last day of the summit opened with remarks from Melissa Cohen, director of the Department of the Navy's Sexual Assault Prevention and Response Office, and Secretary of the Air Force, Dr. Heather Wilson. “Here we are shedding light on an important topic that needs our focused and relentless attention,” Cohen said. “And here we are sitting in a community as engaged leaders on topic, knowing that together in partnership we are going to be stronger and in a better position to make effective change moving forward.” Wilson emphasized the need to develop leaders based on principles and core values, and to confront instances where those core values erode, especially in cases of sexual assault. “We have an obligation to share what we are learning.

On that line, Dartmouth College’s President Philip J. Hanlon delivered a ‘Looking

Forward’ keynote in which he said the topic is central to fulfilling the academic mission and the ability of students to thrive. “We know that our institutions cannot maximize academic excellence unless campuses are safe, equitable, diverse, and inclusive,” Hanlon said. “If there is one thing that is clear, we cannot achieve our highest aspirations as individuals or institutions without eliminating behaviors that cause most harm to our communities and inevitably hold us back.” Experts had program evaluations on the last day of the summit. Assessments continued during breakout sessions covering such topics as, innovative approaches, climate leadership and gender specific areas. As each Service Secretary is committed to identifying solutions that improve the lives of the military members, cadets and midshipmen, the torch has been passed to the Army which will host the next national discussion on the subject at West Point in 2020.

On May 8, 1945, the guns in Europe fell silent. Nazi Germany unconditionally surrendered to the victorious allies – the United Kingdom, France, the United States and the Soviet Union. The war was over in Europe, but it continued in the Pacific, and the U.S. Army – the largest and best-equipped force in the world at the time – was sending combat divisions to the war on Japan. The atomic bombing of Hiroshima and Nagasaki meant the end of World War II, but it also signaled the start of a new era and a new worry for the world. In Europe, the Soviets and the Americans confronted each other from their occupation zones. Germany was divided into four zones, as was Berlin, the German capital that was squarely in the Soviet zone. The Soviets wanted Germany to become the communist centerpiece of Europe. Soviet dictator Josef Stalin hoped western Europe would fall under the domination of the USSR. Former British Prime Minister Winston Churchill was among the first to warn of the Soviet danger. Some dismissed the British statesman. Others heeded him.

A Short History of NATO The Soviet Union’s own actions left little doubt of their intentions. The Soviet Union launched a coup in Czechoslovakia in 1948, placed a communist government in power in Poland and extended its sway to every Eastern European country it occupied since 1945. In June 1948, the Soviet imposed a land blockade of Berlin in hopes of starving the Western allies out of Berlin. A Search for Peace In response, the allies launched the Berlin Airlift – a nonviolent strike back at an aggressor. No country had ever tried to resupply a city by air before, but the Western allies – the U.S., the U.K and France – succeeded. This was the backdrop as talks proceeded on the North Atlantic Treaty in early 1949. The clear Soviet provocations created the urgency for collective defense of Western Europe. The European nations were still clawing their way out of the destruction of World War II, and to be credible, any collective defense agreement had to include the U.S. and

Canada. Belgium, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal and the U.K. joined their transatlantic allies in signing the treaty, April 4, 1949, in Washington. From the beginning, the treaty was a defensive alliance. “By this treaty, we are not only seeking to establish freedom from aggression and from the use of force in the North Atlantic community, but we are also actively striving to promote and preserve peace throughout the world,” U.S. President Harry S. Truman said about the North Atlantic Treaty. The goal was to defend the North Atlantic region. The nations sought to block Soviet expansion into Western Europe. The key to the treaty was – and is – Article 5. That article states “The parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.” Deterrence The treaty put teeth in deterrence in Europe. An attack on West Germany or France would be met by an alliance backed with the tremendous power of the United States military. This served the nations in good stead. The only time the alliance invoked Article 5 was in response to the terror attacks on the United States on September 11, 2001. The headquarters for the alliance was in France, and the first secretary general was Britain’s Lord Ismay. General of the Army Dwight D. Eisenhower was NATO’s first supreme commander in Europe. The Soviet Union gathered its subject states in Central and Eastern Europe and formed the Warsaw Pact in response to NATO. Public support for the alliance has ebbed and flowed throughout its history, but internally, the nations were as one in their decisions. In 1952, Greece and Turkey joined the al-

liance. In 1955, West Germany joined. In 1982, Spain formally joined the alliance. Testing the Alliance The Soviets tested NATO in a number of ways. In 1956, the Soviets brutally put down the Hungarian revolution. Thousands of people escaped to the West as Soviet tanks confronted demonstrators in Budapest. East Germany was bleeding people throughout the 1950s as there was no hard border in the occupied city of Berlin. East Germans could simply walk into West Berlin and freedom. In 1961, the Soviet-backed East German government built the Berlin Wall. It was a time of rising tensions between the superpowers, and Berlin could have been a flashpoint. The wall stopped most of the exodus, but never really sealed off the West from those wishing to escape communist rule. The Prague Spring of 1968 in Czechoslovakia looked promising. The communist government of the nation looked to give people basic human rights. The Soviets rolled into the city and crushed the nascent renaissance. In the 1980s, Polish workers looked for more rights and freedoms and those in Gdansk demonstrated against Soviet control. Through all this, the alliance remained strong. It was more than a military pact; it became a symbol of freedom to the people of Europe and the cornerstone of America’s commitment to freedom on the Continent. Looking for Freedom And it worked. On June 12, 1987, President Ronald Reagan gave a speech at the Berlin Wall. He called on Soviet President Mikhail Gorbachev to “tear down this wall.” The economic foundations of the Soviet Union and the military ties among the Warsaw Pact nations were already crumbling when Reagan made the speech, and a little more than two

years later, the Berlin Wall came down – breached by joyous Germans both East and West. It was followed by the dissolution of the Soviet Union in 1991. Many people assumed that, with the fall of the Soviet Union, the NATO alliance would soon dissolve. But the alliance adapted. Leaders on the continent saw the need of the organization to maintain peace and to act collectively. The first case was in the Balkans. When Yugoslavia broke apart, NATO peacekeepers stepped in to maintain peace in an unstable part of the world. Russia provided troops to the NATO effort and worked alongside American forces to keep the peace. There are still NATO peacekeepers in Kosovo today. And nations that were once under Soviet influence sought to join NATO. In March 1999, Poland, the Czech Republic and Hungary joined NATO – the first former Warsaw Pact nations to do so. They were followed in 2004 by Estonia, Latvia, Lithuania, Bulgaria, Romania, Slovakia and Slovenia. In 2009, Albania and Croatia joined, and then Montenegro in 2017. North Macedonia is well on its way to completing the accession process and should join later this year. Invoking Article 5 In 2001, NATO invoked Article 5 of its founding treaty for the first time. Member nations responded together to the 9/11 attacks in the United States. The alliance reached out to North African and Middle East nations to strengthen their institutions and help them build conditions where young men would not be driven to extremism. Today, the NATO nations work together in Afghanistan, Iraq and Syria. The lessons the forces have learned in 70 years of the alliance also serve when nations work together individually in other areas of the world. In August 2008, Russia invaded Georgia and occupied two provinces in the small country. NATO protested the illegal occupation, and in 2014, Russia illegally annexed Crimea from Ukraine and continues to provide fighters in Eastern Ukraine, and NATO has met Russian aggression with resolve. The alliance members still dream of a Europe “whole and free” as President George H.W. Bush said in 1989.

At NSA Naples, Skubic conducted meetings with CNE/CNA/C6F Chief of Staff and the N41 leadership, Site Naples and Code 200 Team. She visited the Post office, Fleet Mail Center and the Support Site Navy Exchange. “Each of these visits showcased in some way the role the FLC plays with the Fleet’s key logistics players on a NATO installation and how U.S. Naval Forces Europe/Africa Command’s current operations and evolving mission sets translate into NAVSUP’s logistics support response,” NAVSUP FLC Sigonella Executive Director Bong Cabling said. While speaking with the NAVSUP FLC team members during the week, Skubic emphasized the increasing impact the command has on naval operations amidst the evolving strategic environment within the NAVEUR/NAVAF’s area of operations. She also assured the team members of the value they bring to the NAVSUP mission and relayed feedback to them from the 6th Fleet’s senior leaders. “I’m here to thank each of you – military, civilian and local national shipmates – for what you do to support the Fleet’s Sailors operating ashore or afloat, and their families,” Skubic said. “I know our customers and strategic partners take notice and praise your responsiveness. Our NAVSUP Enterprise directly supports each line of effort that our Chief of Naval Operations set forth for our Navy. A Panorama/NSA Public Affairs Office courtesy service available for U.S. or NATO ID cardholders who have orders to PCS within six months. RULES: • New ads must be submitted on a completed Mercato form, along with a copy of both the member’s ID card (front and back) and ONLY the first two pages of PCS orders or equivalent. • Ads are limited to one per category and 25 words maximum. Ads for free pets are limited to one per person or organization (copy of ID required) and run on a space-available basis. One contact phone number per ad; no e-mail addresses. • Deadline for submission is Monday, noon for the following Friday. Public holidays (U.S. or Italian) are not an exception to this rule.
