Dental Technicians from U.S. Naval Hospital (USNH), Naples, visited children from The Anglo-Italian School at the NATO base in Bagnoli February 10, 2016, to help teach them about the importance of dental health. The educational visit corresponded with National Children’s Dental Health Month. Defense Secretary Ash Carter condemned a bomb attack that killed more than two dozen people and injured scores more Wednesday in the Turkish capital of Ankara. “On behalf of the Department of Defense, I want to pass along my deepest condolences to the families of the victims of today's bombing in Ankara,” Carter said in a written statement. “My thoughts remain with those injured in this senseless tragedy. “We strongly condemn this cowardly attack, which appears to have targeted buses carrying Turkish military personnel,” he continued. “We stand with our Turkish allies in the face of this horrific act, which only strengthens our resolve to deepen our ongoing cooperation in the fight against terrorism.” National Security Council Issues Statement Ned Price, spokesman for the National Security Council, released a statement saying the United States condemns the attack “in the strongest terms.” “Our thoughts and prayers are with the families and loved ones of all those who have been killed and with those injured, including members of the Turkish military,” he said. “We stand together with Turkey, a NATO ally, a strong partner, and a valued member of the counter-ISIL coalition, in the face of this attack and pledge our ongoing cooperation and support in the fight against terrorism.”

I hope that everyone managed to take advantage of the long weekend to rest, spend time with family, or do some traveling around Italy and Europe. You may have noticed that the power lines running from the NEX/DECA parking lot to the Fitness Forum disappeared over the last week. In our commitment to constant improvement of the installation, our Public Works Department worked closely with our electricity provider, ENEL, to remove the lines that were no longer carrying power and had really just become an eyesore. We’re also planning to improve the green space where the power towers once stood. Wi-fi in the Fit Zone has been re-established with 20 MB service as part of our on-going internet improvement program. Over the last few months we have been working closely with Telecom Italia to ensure the service provided meets the demands of our modern community. I understand the requirement of high speed internet for personal and professional needs. In my own home with only three of us, we sometimes have six devices running with some sort of connection to the internet. Moving into the future, our society will only become more dependent on the internet to go about our daily routine, work life and school life. Maintaining and improving our internet connectivity and capacity on the installation remains a high priority. Today on February 19, 1942, the Tuskegee Airmen were initiated into the armed forces. The Tuskegee Airmen were African-American servicemen of the U.S. Army Air Forces who trained at Tuskegee Army Air Field in Alabama during World War II. They constituted the first African-American flying unit in the U.S. military. Their first mission was conducted on June 2, 1943, and was a strafing attack on Pantelleria Island. Later that year the Army activated three more squadrons that, joined in 1944 by the 99th, constituted the 332nd Fighter Group. They fought in the European theater and were noted as the Army Air Forces’ only escort group that did not lose a single bomber to enemy planes. Today the Tuskegee Airmen are a celebrated part of our armed forces history and a reminder that the United States and its Armed Services are made great by people of all backgrounds. Ticket System to Limit Tourist Overcrowding in Cinque Terre A tourist ticket system will be set up this summer in the picturesque coastal area of the Cinque Terre in Italy’s Liguria region. Access to the five beautiful fishing villages will be closed once the number of visitors reaches 1.5 million, because the area risks being wrecked by groups and cruise ships, last year the villages were visited by about 2.5 million tourists. Devices to gauge the number of people heading to the villages will be fitted on the roads and tickets will be sold ahead of time online. An app will be created for tourists to show which of the villages are most congested as tourist numbers have risen sharply in recent years because cruise companies have added more Italian destinations to their port visits. 87-Year-Old College Graduate Inspiration to Students, Instructors An 87-year-old woman graduated with honors in modern philology at the Federico II University in Naples. She had always regretted not going to university in favor of getting a job and raising a family after finishing high school. She had worked as elementary teacher for nearly 40 years. All her family including grandchildren, children and friends supported her. The vice president of the university referred to the woman as an inspiration to all students, showing amazing tenacity and passion. L’Omino Con i Baffi Laid to Rest in Moka Pot He Made Famous The ashes of the man who made the Moka pot famous all over world were buried inside a giant Moka on Monday. Renato Bialetti, 93, was cremated and his ashes places in an espresso maker

and taken to a church in his hometown of Casale Corte Cerro, in the Pidemont region, where it was blessed and then taken to the family tomb and placed next to his wife. The patent for the pot was acquired by Renato’s father Alfonso in 1933. The pot was one of the first kitchen items made from aluminum, but Renato’s father struggled to market the pot on a large scale, his son took over the company in 1947, with only 70,000 pots manufactured at that time. In the 1950s the younger Renato Bialetti launched a big marketing campaign. He printed a caricature of himself, known as L’Omino con i baffi – the little man with the moustache – that became a mascot for the brand. Today it is one of the most familiar items in Italian kitchens, and there are some 330 million Moka pots sold worldwide. Government Brings in Soldiers to Help Stop Mob Turf War Violence The Italian government deployed 250 soldiers to Naples on Monday to help fight an upsurge of Camorra violence. Twelve people have been killed this year in murders linked to a mob turf war. Local police are struggling to bring order to the Naples area. Naples justice officials have arrested older and well-established bosses of the Camorra crime organization lately and this has caused a war among the youngest mobsters who are looking to seize power. The deployment of these soldiers is part of a complex plan that includes more video surveillance, more investigators and better communication among investigative units. Italy’s First Space Weather Database Launched Italy’s first space weather database was presented by scientists at the department of physics at Tor Vergata University in Rome. The instrument is intended to help forecast potentially damaging solar storm can cause a real danger of technology. The space weather database will collect incoming telescope and satellite information, which will simplify, for example, the traffic for pilots on flight routes around the poles without having to study complicated maps. Satellite data may also have great commercial application, which could stimulate the growth of small and medium-sized enterprises for this sector.

NAVY HISTORY: FIRST AMERICAN TO ORBIT EARTH

On February 20, 1962, Mercury Astronaut and Marine Corps Aviator Lt. Col. John Glenn became the third American in space, and the first to orbit the earth when he successfully completed three orbits aboard the space capsule “Friendship 7.” Strapped in a cramped capsule, which sat atop an Atlas 6 rocket, Glenn launched

from Kennedy Space Center at Cape Canaveral, Fla., at 9:47 a.m. The official name for Glenn’s mission was Mercury-Atlas 6. “Mercury” for the mission program, named after the Roman god of speed, and “Atlas 6” to indicate that this was the sixth mission to use the new, faster Atlas rocket as a launch vehicle. As was common practice among most pilots, the astronauts selected for

the Mercury program often gave their capsules personal nicknames – Glenn asked his children for suggestions on what he should name the vessel, finally deciding on the word “Friendship” and adding the number “7” to honor his fellow Mercury members He completed three orbits around the earth, reaching a maximum altitude of approximately 162 statute miles and an orbital velocity of approximately 17,500 miles per hour. The duration of his flight from launch to splashdown was nearly five hours. He landed in the waters near Grand Turk Island in the Bahamas, approximately 800 miles southeast of Cape Canaveral. At the height of Cold War tensions and with the launch of the satellite Sputnik in October 1957 and the successful orbit of the earth by Soviet Cosmonaut Yuri Gagarin 10 months earlier, Americans feared the Soviet Union was winning the space race. Glenn’s accomplishment brought a sense of pride and relief to Americans, and instantly made the 31year-old Glenn a national hero. Glenn was born July 18, 1921, in Cambridge, Ohio. He attended Muskingum College in New Concord, Ohio, and received a bachelor’s degree in engineering. He entered the Naval Aviation Cadet Program in March 1942. After graduating, he was commissioned in the Marine Corps in 1943. Glenn was a veteran of both World War II and the Korean War, having flown 149 combat missions. He was awar-

ded the Distinguished Flying Cross five times. Glenn completed test-pilot school in 1954, and in 1957 he set a transcontinental speed record for the first flight to average supersonic speed (700 mph) from Los Angeles to New York. Glenn had nearly 9,000 hours of flying time, with approximately 3,000 hours in jet aircraft and more than 218 hours in space. He remained with NASA until 1964, but did not return to space after his recordbreaking flight. It is widely believed that NASA grounded him out of fear that he might be injured or killed in a space program that was still, in many ways, in the developmental stage. Their fears were not unfounded: The Soviets lost their national hero in 1968 when the MiG-15 training jet Cosmonaut Gagarin was flying crashed. Glenn was promoted to the rank of colonel in October 1964 and retired from the Marine Corps in January 1965. Glenn became a business executive until his election to the United States Senate in November 1974. He retired from the Senate in January 1999. Finally, on October 29, 1998, 36 years after his first flight, Glenn returned to space aboard the space shuttle Discovery. He attended Hospital Corpsman A-School and Preventive Medicine Technician C-School after recruit training. In August 2015, he arrived to U.S. Naval Hospital Naples, Italy. Craft currently works as a Preventive Medicine Technician in the Department of Public Health. He takes pride in exhibiting the highest degree of patient care. Military Saves Week 2016 Begins From NSA Public Affairs

Military Saves Week encourages everyone to improve their financial situation. Military Saves is a campaign to motivate military families as well as DoD civilians and contractors to save money every month. The Department of Defense has designated February 22 to 27 as Military Saves Week. Since 2007 more than 180,000 individuals have taken the Military Saves Pledge, which encourages saving a portion of each paycheck, developing a personal financial plan and establishing good credit. It is also recommended to enroll in programs such as the Thrift Savings Plan, Savings Deposit Program (when eligible), and service members Group Life Insurance. Military Saves also works with the defense credit unions, military banks and other non-profit organizations to promote savings and debt reduction. Fleet and Family Support Center (FFSC) in conjunction with community organizations such as

Community Bank, Navy Federal Credit Union and Navy and Marine Corps Relief Society are scheduled to hold several events in the Naples region to assist individuals set and achieve shortterm and long-term financial goals. If you haven’t taken the following steps towards water conservation in your home then today is the day to start. Here are some simple steps you can take to start saving water and saving money: Fix all leaks This is the most obvious thing that you can do to stop wasting water at home. Why isn’t it done yet?! Replace your showerhead with a low-flow alternative You shower every day so it’s important to reduce the amount of water that you’re using when you do. Install aerators in your other faucets Your showerhead isn’t the only faucet where too much water is coming out at once. Add aerators to your other faucets to reduce the amount of water flow. Convert your toilet to a low-flush toilet Waste less water every time that you flush. One simple way to do this is to fill a plastic milk jug halfway with pebbles or gravel and put it inside of your toilet tank. Insulate all of your hot water pipes You waste a lot of water by running it to heat it up. This is a lot less likely to be a problem if your water pipes are properly insulated. Water your plants with your extra water Collect rainwater as well as safe greywater around the house and use this water in landscape watering around your home. Turn off the water when you are at the sink When brushing your teeth and shaving at the sink, don’t let the water run. Learn to wash your face with cool water instead of letting it run to heat up. These little things do make a difference day after day. Do full loads of everything that requires water Dishwashers and washing machines should never be run when they are only half-full. It’s a waste of water. Find ways to replace water use with other options For example, if you usually use running water to thaw your frozen meats then consider stopping that practice and thawing them in the refrigerator instead.

DoD Plans Benefit Revision With ‘Blended Retirement’ By Karen Parrish DoD News

An overhaul of the current military retirement system is slated to take effect January 1, 2018. The new system has three elements: a 401(k)-style component with Defense Department matching funds for entry-level and other service members, a mid-career continuity bonus, and a retirement annuity similar to the one now in place for service members that complete twenty or more years of eligible service. DoD News spoke with Army Sgt. Maj. Mike Schultz while he was the senior enlisted advisor to the Assistant Secretary of Defense for Manpower and Reserve Affairs about the new retirement system. One key point, Schultz said, is that many of those now serving will have the choice to opt into the new blended retirement plan. Retirement Options The first critical step in the change, he said, is educating senior leaders about the program’s provisions. Those

leaders will then ensure training takes place at the “camps, posts and stations” where service members work. Training tools now in the works will include online classes and benefits calculators for troops and their families, as well as classroom and distance learning, Schultz added. He said the “deliberate approach to educate the force” will be a key effort from now until rollout. Grandfathering and Opting In The sergeant major said the question he hears most often about blended retirement is: “What will it mean to me?” First, he said, all troops now serving are grandfathered and will be allowed to remain in the current system. Those who have served in uniform for fewer than 12 years as of December 31, 2017, will have a choice to stay in the current system or to opt into the new retirement plan, Schultz said, and those who enter service after the blended retirement rolls out will automatically be covered by the new modernized retirement system.

Incentives, ‘Portability’ Built In The phase-in will, Schultz noted, both keep faith with those who could retire under the current system, and offer new options for what he termed a “portable” retirement benefit plan to those who will serve in the future. The aspects that make the plan “blended” are automatic and matching government contributions in the Thrift Savings Plan, similar to a 401(k) and transferable on leaving service, for service members in the new retirement plan, and retaining lifetime monthly retired pay for those who serve at least 20 years. The government will automatically contribute 1 percent of a member’s basic pay into the member’s TSP account even if the member contributes nothing. After 24 months of service, the government will match member contributions, dollar-for-dollar, up to the first 3 percent the member contributes and fifty cents per dollar for the next 2 percent the member contributes. Thus, if a member contributes 5 percent into the member’s TSP account,

the government will contribute an additional 5 percent (1 percent automatic plus 4 percent matching), Schultz said. Members who serve at least 24 months and then separate will be able to keep the government contributions and transfer them to a new employer’s retirement plan. For service members that stay in the military for a full career of 20 years or more, the new plan continues to offer monthly retired pay similar to today’s system, although it will be computed based on a length-of-service factor of 2 percent per year, instead of the 2.5 percent per year used in the current system. “A midcareer bonus is in addition to the TSP account and the 20-year annuity modeled on the current plan,” Schultz said. The DoD will pay a bonus of at least two and a half months’ basic pay (one-half month for reserve and National Guard members not serving in a full-time capacity) to those service members who have served 12 years and who agree to remain in uniform for four more years.

It is that time again … for mosquitoes, so here is some helpful information on what you can do to help protect you and your loved ones. Mosquito bites can cause skin irritation through an allergic reaction to the mosquito’s saliva – this is what causes the red bump and itching. A more serious consequence of mosquito bites can be the transmission of viruses and diseases. Something to keep in mind is mosquitoes can also transmit parasites and diseases to our pets. Ensuring the protection of all of your family members is important. All mosquitoes require water to breed. Breeding environments can include ponds, ditches, old tires, litter, buckets, toys, potted plant trays, saucers, plastic covers, tarpaulins and even bottle caps. Eliminating standing water sources is a tremendous help in reducing the mosquito population. Here are a few ways to stay protected from exposure to mosquito bites: ● When possible, stay inside or in screened-in areas when mosquitoes are active. Most mosquitoes tend to be more active around sunrise, sunset, and in early evening. ● Cover up. Put on long sleeve shirts, long pants, socks, and closed-toe shoes to protect against bites. ● Plug in a fan. This

Insects typically see blue or UV light as really bright, while yellows and reds are in a spectrum that is less visible if at all. ● Use a repellent. Repellents containing Picaradin, DEET, IR3535, or some products containing oil of lemon-eucalyptus have been shown to be effective in repelling mosquitoes when used as directed. Note: oil of lemon-eucalyptus should not be used on children under the age of three. ● Eliminate standing water especially around your home. A teaspoon of water is enough to lay eggs and complete a mosquito life cycle. Correcting drainage problems and avoiding overwatering lawns can also help. Some mosquitoes will lay their eggs in moist soil and as soon as

water pools the eggs will hatch. It is the unnatural water pooled around homes that make a great habitat for mosquitoes. Vector disease carrying mosquitoes like the Asian Tiger Mosquito, Aedes albopictus love to breed in these types of habitats, especially where moist soil or containers are located. Their flight range is about 300 feet from where they are bred. They are more noticeable than other mosquitoes because they can be active in the daytime if disturbed and have a characteristic white strip down their back. With emerging mosquitoborne diseases, removing breeding sites and following proper guidance is critical. If a female mosquito is infected with a disease she can pass it on to her eggs and thus the next generation is infected with the disease without ever having to receive their first blood meal. Therefore, eliminating breeding sites is imperative to assist in the reduction of the mosquito population and risk of contracting a mosquito-borne illness. As a proactive measure the USNH Naples Preventive Medicine Department frequently monitors the mosquito population on Support Site. When the number of mosquitoes is found above baseline levels mosquito treatments are focused at those areas. Regarding pets, owners should follow the first line of defense guidelines provided by veterinary services to ensure your pet stays happy and healthy. Use pet-specific repellents that are active against fleas, ticks, mosquitoes and sand flies to keep your pet safe from insect borne illness. Help prevent mosquitoborne diseases, take action to personally protect yourself, your family and your pets. Do your part in eliminating water around your home where mosquitoes can breed. If you see areas of standing water such as potholes or areas of poor drainage, report them to the Public Works Department. Public Works will take the necessary measures to resolve the issue. The aedes albopictus mosquito, also known as the Asian tiger mosquito or forest mosquito, is an epidemiologically important vector for the transmission of many viral pathogens, including Yellow fever, dengue fever, Chikungunya (CHIK) and Zika. Navy Medicine Issues Zika Virus Infection Guidance From U.S. Navy Bureau of Medicine and Surgery Public Affairs

Navy Medicine released Zika Virus Infection guidance in NAVADMIN 032/16, Feb. 10, communicating force health protection measures and travel precautions to Navy and Marine Corps personnel “Our first priority is to ensure we offer the best possible care to any Navy Medicine patient in the safest way possible,” Cmdr. Eric Deussing, head, U.S. Navy Bureau of Medicine and Surgery (BUMED) public health, emergency preparedness and response, said. BUMED has instructed Navy Medicine providers to follow guidelines issued by the Centers for Disease Control and Prevention (CDC). In addition, Navy Marine Corps Public Health Center issued an information sheet and trifold pamphlet on their public website for Navy and Marine Corps personnel. “We are closely monitoring the situation and collaborating with our public health partners to protect our patients and our communities,” Deussing said. Zika is a viral infection spread by mosquito bites. The virus is spread by a bite from an infected mosquito or possibly by a mother to her fetus during pregnancy. According to the CDC, spread of the virus through blood transfusion and sexual contact has also been reported. Typical symptoms include fever, conjunctivitis, muscle pain, rash, headache, and joint pain. Recently, Zika virus infections in pregnant women have been linked to infants born with birth defects. Zika virus transmission is predominantly occurring in South and Central America, Mexico, and the Caribbean. Navy and Marine Corps personnel are at risk when travelling to areas experiencing ongoing Zika virus transmission. Infection risk is reduced by taking measures to avoid mosquito bites. “Prevention amongst the Navy and Marine Corps personnel is paramount,” Deussing said. “The most effective way to prevent infection is avoiding unnecessary travel to Zika affected areas. If traveling to Zika affected

areas, avoid mosquito bites.” No vaccine or drug is currently available to prevent Zika virus infection, and there is currently no specific anti-viral treatment for the disease. The best way to prevent infection is to avoid mosquito bites while in areas of ongoing transmission. Mosquitoes that spread Zika virus bite mostly during the daytime, but bites should be avoided day and night. Until more is known, and out of an abundance of caution, the CDC recommends pregnant women consider postponing travel to any area where Zika virus transmission is occurring -- currently in the Western Hemisphere. Pregnant women, or women trying to become pregnant, who do travel to these areas should talk to their health care provider first, and they should take strict steps to avoid mosquito bites during the trip. The following steps are recommended for those traveling to an area with ongoing Zika virus transmission: ● Choose a hotel or lodging with air conditioning or with screens on windows and doors. ● Sleep under a mosquito bed net if you are outside or in a room that is not well screened. ● Cover exposed skin by wearing longsleeved shirts and long pants. ● Use EPA-registered insect repellents containing DEET, picaridin, or IR3535. These are safe for pregnant women when used as directed. ● Use permethrin-treated clothing and equipment. “If you or someone you know develops sudden fever, rash, joint aches, or red, irritated eyes within two weeks of travelling to an area of ongoing Zika virus transmission, see your Navy Medicine health care provider immediately, and report your symptoms and travel history,” Deussing said. Navy Medicine is a global health care network of 63,000 personnel that provide health care support to the U.S. Navy, Marine Corps, their families and veterans in high operational tempo environments, at expeditionary medical facilities, medical treatment facilities, hospitals, clinics, hospital ships and research units around the world.

World’s Largest Labyrinth in Northern Italy By Gary Nichols NSA Public Affairs

When Italy’s Masone Labyrinth opened to the public last spring it became the world’s largest maze. Designed by Italian art lover and magazine publisher, Franco Maria Ricci, the Masone Labyrinth (Labyrinth of Mason), is located in Fontanellato, near the northern Italian city of Parma, in the Emilia-Romagna region. The Masone Labyrinth is an 80,000 square meter (about 20 acres), star-shaped bamboo labyrinth built on his family’s estate. At the center of the labyrinth is a piazza where concerts, exhibitions and cultural events will be hosted. At the heart of the piazza is a beautiful golden pyramid, which houses a coffee shop, restaurant, chapel and library. On display inside the pyramid are several galleries, which are now home to more than 500 of Ricci’s personal art and sculpture collection. The winding paths of the enormous maze were constructed using 200,000 bamboo plants of assorted varieties and sizes. The tallest of the plants stand about five meters (approximately 15 feet) high. Ricci had the idea of building a beautiful labyrinth about 20 years ago. He sold his publishing house in 1998 and started planning his dream. After 10 years of construction and planting thousands and thousands of bamboo plants, the labyrinth was opened to the public on May 29, 2015. Ricci, who is in his late 70s, said he chose bamboo, instead of the traditional boxwood

that is used for many labyrinths, because bamboo is an attractive, fast-growing plant, and boxwood shrubs would have taken years to grow into trees. He said his wish was to see the project finished during his lifetime. Ricci also said he’s had a lifelong fascination with puzzles and mazes, and he designed the Masone Labyrinth as a symbol of the human condition. “It reflects the puzzled experience we have of reality,” he said. The labyrinth is handicapped-friendly, and is open from 10:30 a.m. to 7 p.m. every day, except Tuesday. Tickets are 18 euro per person.
