One of Naples’ own was recognized for her hard work and achievements in a ceremony held at the theater on board Capodichino June 23. Maria Pipolo Eberlin was presented with a Lifetime Achievement Award from the Points of Light, which was signed by President Barack Obama. The award was for her thousands of hours of volunteer work. In addition to several other charitable organizations, Eberlin has worked with the Naples Overseas Support Club (NOSC) for 14 years and has been instrumental in the success of the NOSC Thrift Store, which this past year gave away $80,000 in total charitable contributions to groups throughout the NSA Naples community and their scholarship program.

New Changes to USNH Naples Patient Billing Process From USNH Public Affairs

On July 1, 2016, U.S. Naval Hospital (USNH) Naples will begin utilizing the U.S. Treasury’s Centralized Receivable Service (CRS) to generate patient bills. Patient bills will be sent to CRS for non-Department of Defense (DoD) beneficiaries and for charges to DoD beneficiaries for non-covered items (e.g. elective cosmetic surgery and the inpatient Family Member Rate). Non-DoD beneficiaries include:

General Schedule civilians, contractors, NATO, and foreign military. CRS is designed to ensure debt management compliance and protection of patient rights. CRS will review patient bills and mail invoices, affording 60 days to submit payment, establish a payment plan, or a dispute. With this change, USNH Naples will no longer file insurance claims on behalf of non-DoD beneficiaries and will no longer file

insurance claims on behalf of DoD beneficiaries for non-covered items. For patients previously accustomed to USNH Naples filing insurance claims on your behalf, we recommend establishing an early dialogue with your health insurance company to ensure that you have the correct forms and procedures to file claims.

The Department of Defense has released a department-wide policy on the Phased Retirement Program. As more employees become eligible for retirement, this program will assist DoD components and agencies with the transfer of knowledge and provide continuity of operations on a shortterm basis. The DoD Phased Retirement Program is an exciting new human resources tool that allows retirement eligible full-time employees to request to work on a part-time basis while receiving a portion of their retirement annuity. It offers eligible employees the opportunity to transition into retirement while providing mentorship and development for the next generation of emerging subject matter experts. Participation in the DoD Phased Retirement Program is voluntary and requires the approval of an authorized DoD component official based on written criteria that comply with the Office of Personnel Management regulations. DoD components may opt to develop implementation guidance specific to their organizational structures and establish timeframes for accepting phased retirement applications. Energy conservation and awareness is an important topic that has a large impact on our finances, resources, and climate. It’s a subject we should all be interested in and actively engaged to look for new and innovative ways to conserve. Each year in July, the Commander Navy Region Europe, Africa, and Southwest Asia sponsors a competition to see which of the Region’s bases can conserve the most electricity. The competition is fierce between the bases and the top three finishers receive an award for the effort of a little additional money for base beautification projects. NSA Naples has done well with conservation over the last two rounds of the competition, but we’ve finished just out of the money. This year, let’s redouble our efforts to save energy and bring home the prize. You can help us compete by doing little things in the office and at home like remembering to turn off the computer when you leave, turn off the lights when they are not needed, and set the air conditioning a degree warmer. We should adopt these practices all the time, not just in July, but please keep energy conservation at the forefront this month. The Navy has recently initiated a number of additional energy conservation projects, such as the Green Fleet initiative aimed at reinforcing the importance of energy conservation and alternative fuel sources that contribute to our National Security. So join in the effort, and the next time you leave a room, be sure to turn off the lights. This weekend we celebrate Independence Day: the day the United States adopted the Declaration of Independence in 1776. Although the Revolutionary War would continue for many years after, it was the first step in creating our beloved nation. Tonight and tomorrow NSA Naples will celebrate Independence Day at Carney Park with a great event brought to you by our excellent MWR team. I hope that everyone had a chance to see the flyers online and around the base, and that you’ve also had a chance to pick up access tickets for your Italian friends and neighbors that will be welcomed to the park on Saturday to join in the celebration. We’re going to have thrilling rides, scrumptious food, a massive softball tournament, and fantastic entertainment! I want to take a minute the highlight the efforts of our first responders during an event like this. Your Security Forces, Firefighters, Corpsmen and many volunteers will be working at this event to ensure the safety and security of the thousands of people who come together to ring in the 240th anniversary of the founding of our Nation, and our 50th year at Carney Park. These young men and women will celebrate the nation’s birthday not with revelry, but with vigilance, professionalism, and PRIDE. Please take a little bit of time to say thanks before the event, or during, as they patrol the grounds and stand their watches. So be sure to stop by Carney Park, grab a hot dog, watch the fireworks, and reflect on the many privileges being a citizen of the United States provides. Celebrate safely, and enjoy the long weekend!

Eisenhower Carrier Strike Group Conducts Combined Exercise with Turkish Naval Forces From Eisenhower Carrier Strike Group (Ike CSG) Public Affairs

Units from the Eisenhower Carrier Strike Group (Ike CSG) and Turkish Naval Forces participated in a combined exercise, June 25. The training evolutions were comprised of two phases, an anti-submarine warfare exercise (ASWEX) and an air defense exercise (ADEX). The ASWEX was designed to leverage the unique capabilities and strengths of the U.S. and Turkish navies, while defending multiple units from possible sub-surface threats. “Anti-submarine warfare is a major component in protecting the U.S. homeland and reassuring our commitment to our NATO partners,” Capt. Scott Switzer, commander of Destroyer Squadron (DESRON) 26, and sea combat commander for Ike CSG, said. “Working with our counterparts in the Turkish navy helps hone our skills and amplifies our interoperability for future missions.” The ASWEX, Ike CSG s second since departing homeport June 1, focused on communication, maneuvering and surveillance and was executed from guided-missile destroyer USS Nitze (DDG 94). “This is a great opportunity to work with Turkey and to practice all components of anti-submarine warfare,” Lt. Alex Coker, submarine operations officer for DESRON 26, said. “The exercise execution was safe and professional for all units involved.” Aircraft carrier USS Dwight D. Eisenhower (CVN 69)(Ike) and embarked Carrier Air Wing (CVW) 3, along with multiple U.S. and Turkish Naval Forces ships participated in an ADEX. “Routinely conducting exercises, like today s

air defense exercise, strengthens the operational relationship between NATO partners and enhances interoperability between coalition forces in today s complex military environment,” Capt. Dennis Velez, commanding officer of San Jacinto, and air and missile defense commander for Ike CSG, said. “Additionally, working alongside the Turkish Naval Forces demonstrates our commitment to the region and our NATO allies.” The ADEX portion required communication between participating ships and aircraft in order to share tactical data and carry out a safe exercise. “All units in the carrier strike group must work together to maintain the recognized air picture,” Lt. Mathew Rechkemmer, air and missile defense commander s liaison officer to Ike CSG, said. “Our mission is to ensure all ships and aircraft are ready to defend themselves and protect the aircraft carrier at all times.” Throughout the exercise, each unit was responsible for its share of a collaborative effort, strengthening the interoperability between each nation s military. The ships involved in the exercises included Ike CSG ships guided-missile cruiser USS San Jacinto (CG 56) and guided-missile destroyers Nitze and USS Mason (DDG 87); other U.S. ships operating in the area USS Donald Cook (DDG 75), USS Porter (DDG 78), and Turkish G-class frigates TCG Gemlik (F-492), TCG Gaziantep (F-490). Ike CSG, the centerpiece of the Great Green Fleet initiative, is conducting naval operations in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe.

NAVY HISTORY: FIRST AFRICAN-AMERICAN MAKES FLAG RANK By Gary Nichols NSA Public Affairs

On July 1, 1972, Rear Adm. Samuel L. Gravely Jr. became the first AfricanAmerican to achieve flag rank in the U.S. Navy. By anyone’s standards, this was a remarkable accomplishment, yet it was only one of many significant achievements – and firsts – for this outstanding officer. They include: The first African American in the U.S. Navy to serve aboard a fighting ship as an officer; the first to command a Navy ship; the first fleet commander; and the first to become a flag officer. Gravely was a distinguished veteran of World War II, Korea and Vietnam with a career that spanned from 1944 to 1982. He was born on June 4, 1922, in Richmond, Virginia, the oldest of five children of Mary George Gravely and Samuel L. Gravely, who was a postal worker. He attended Virginia Union University but left before graduating to enlist in the Naval Reserve in September 1942. In 1943, Gravely participated in the Navy V-12 program, which was designed to select and train prospective Naval officers. As part of this training, he attended the University of California in Los Angeles, Pre-Midshipman School in New Jersey, and Midshipmen School at Columbia University. On December 14, 1944, Gravely successfully completed the midshipman training, becoming the first African American commissioned as an officer from the Navy Reserve Officer Training Course. At the end of World War II, like millions of active-duty service members, Gravely was released from active duty, yet he remained in the Naval Reserve, and returned to his hometown of Richmond to resume school at Virginia Union University. After graduating with a bachelor’s degree in history in 1948 he began working as a railway postal clerk. Gravely was recalled to active duty in 1949. As part of the Navy’s response to President Harry S. Truman’s Executive Order to desegregate the Armed Services, his initial duty was recrui-

ting in the Washington, D.C. area. He was tasked specifically with recruiting African-Americans into the Navy. With the Korean War gearing up, Gravely returned to combat service as a communications officer aboard the battleship USS Iowa (BB 61). He then transferred from the Naval Reserve to the regular Navy in 1955. During his naval career, Gravely served on several other ships, and in a string of “firsts” he commanded USS Falgout (DER 324), USS Taussig (DD 746), USS Jouett (DLG 29), and Cruiser Destroyer Group 2, Eleventh Naval District, and later Third Fleet, where he was promoted to the rank of vice admiral. Gravely finished his career as the director of the Defense Communications Agency in Washington, D.C. Education and hard work was the secret to his success. In 1963, Gravely and another officer in his class became the first African-Americans to attend the Naval War College in Newport, Rhode Island. Gravely had a philosophy that guided him throughout his life. “Success in life is the result of several factors,” he said. “My formula is simply education plus motivation plus perseverance.” An example of how that simple – but effective – philosophy carried him through tough times came to light during a 1998 interview with the Richmond Times-Dispatch, when Gravely said that despite racial barriers were being officially knocked down, racism in the 1960s still existed openly in the Navy. For example, he was excluded from bachelor officers’ quarters (BOQ) and officers’ clubs at some bases. Banned from the BOQ and the clubs, Gravely said he used that extra time to take Navy correspondence courses, which ultimately worked to his advantage, as he was able to advance farther and faster, despite the not-so-hidden racism he encountered at times. “Knowledge,” he said, “is the most important weapon in our arsenal.” Gravely’s personal awards included the Legion of Merit, the Bronze Star, the Meritorious Service Medal, the Navy Commendation Medal with Combat “V” with one Gold Star with Com-

bat “V” in lieu of second award. His honors extended well beyond the military. In 1979, he was named Virginian of the Year by the Virginia Press Association. Samuel L. Gravely Junior Elementary School in Haymarket, Virginia (where he lived after retiring from the Navy), was dedicated in June 2009. The school adopted his personal philosophy as their motto: “Success = Education + Motivation + Perseverance.” Admiral Gravely Boulevard, a street in front of his boyhood home in Richmond, was renamed in his honor, and in November 2010, USS Gravely (DDG 107), an Arleigh Burke-class guided missile destroyer, was named in Graveley’s honor. Homeported in Norfolk, Virginia, the ship’s motto, “First to Conquer” is a testament to Gravely’s ground-breaking accomplishments in paving the way for blacks in the Navy. Gravely died at the National Naval Medical Center in Bethesda, Maryland, on October 22, 2004, following a stroke, and he was buried in Arlington National Cemetery.

SPOTLIGHT: HN Andrew Scheftgen

Hospitalman Andrew Scheftgen, or “Schef” to his friends is an energetic and motivated sailor stationed at U.S. Naval Hospital Naples, Italy. He has been a dynamic part of the Laboratory Department since December 2014. Hailing from Wisconsin, scheftgen joined the Navy in March of 2013. He graduated at the top of his class at Naval Hospital Corps School and Advanced Medical Laboratory Technician School. He arrived in Naples in December 2014, where he quickly became highly competent in laboratory aspects. Because of his hard work and devotion to the mission, Scheftgen was unanimously recognized by the USNH Naples Laboratory Department as an outstanding Sailor. He hopes to volunteer for Doctors without Borders in the future, and earn his degree in Molecular Pathology. In his free time, Scheftgen enjoys traveling Europe, embracing other cultures, and learning to speak languages, to include French, German, Mandarin and Spanish.

ENERGY CONSERVATION Energy ‘Biggest Loser’ Competition From NSA Naples Energy Management Team

The Navy Region Europe, Africa, Southwest Asia (EURAFSWA) Region is sponsoring a competition called Energy Biggest Loser. Installations, region wide, will compete for the grand prize of $70,000 to be awarded in support base projects. The second and third place winners will be awarded $50,000 and $30,000 respectively. The grand prize winner will be the installation with the greatest decrease in energy consumption for the month of July. The competition will run from July 1 to 31. Electrical readings will be taken weekly using the electric metering systems, and the readings will be made available to the public via articles in the energy corner of Panorama, NSA PAO notes and on the NSA Naples Energy Savings Facebook page. At the end of the competition period, the winning installations will be chosen based on the greatest percent reduction in electrical consumption. The winning installation will be announced in August. This year, installation occupants are offered an opportunity to support energy conservation awareness efforts. In addition to the reduction competition, there is also a poster and video competition. The winning video and poster for the installation will compete with the products created region wide for the best design. The winning poster and video will be announced in July. Navy COOL Outlines Path for Sailors to Become Merchant Mariners By Jim Garamone Center for Information Dominance Public Affairs

Navy Credentialing Opportunities On-line (COOL) announced the release of the “Blueprint to Mariner” guide, June 23. The comprehensive document is designed for Sailors interested in applying their naval training and experience toward future careers with the maritime industry. Navy COOL provides industry certifications and licensing opportunities based on a rating’s formal training and on-the-job experience, and eligible Sailors may be funded for credentialing application fees, exam fees, and annual maintenance fees. Nineteen enlisted ratings and collateral duties and 15 officer designators are mapped to more than 150 different civilian and federal maritime-related occupations. “The licensing process for mariners is a Coast Guard program, and there are strict eligibility requirements that must be met,” Keith Bo-

ring, Navy COOL program director, said “Our goal here at Navy COOL is to provide Sailors with a map to help bridge the gap between their Navy training and the Coast Guard’s requirements.” By preparing while on active duty and earning required accreditations with the support of Navy COOL, including in some cases with funding, Sailors can be well positioned to transition into the merchant fleet. “‘Blueprint to Mariner’ provides Sailors with a crosswalk between their job and related jobs in the civilian sector,” Navy COOL Assistant Program Director Michael Talley, said. “It’s there to help explain what you need to do to qualify for the different positions in the mariner community.” Available on Navy COOL’s website, the “Blueprint to Mariner” guide discusses a maritime career

and provides step-by-step credentialing processes and visual walkthroughs of where to find information and how to apply on the Navy COOL and Coast Guard websites. It also describes how the Maritime Administration predicts there will not be enough qualified mariners to support sustained military sealift operations in the future, which has direct economic and national security implications. With an anticipated need for 74,000 mariners over the next 10 years, certain Sailors have many of the skills and experiences that make them a good fit for the maritime industry. “The (merchant) industry thinks the Navy would be a good resource for help,” Talley said. “However, even though Sailors may have some of the skill sets required, they would still need to earn the requisite Coast Guard’s licenses, and

Named to honor President Theodore Roosevelt’s Great White Fleet, the Navy’s Great Green Fleet is ushering in a new era of energy innovation. A centerpiece of this yearlong initiative is John C. Stennis Strike Group (JCSSG), which departed on a regularly scheduled Western Pacific deployment in January and is scheduled to join the Rim of the Pacific (RIMPAC) exercise later this month. Using alternative fuel sources, energy conservation measures (ECMs) and operational procedures, the strike group is transforming its energy use to become a more flexible fighting force. “As a whole, these energy saving measures allow us to be on station longer and to do our job better,” Cmdr. Walter C. Mainor, commanding officer, USS William P. Lawrence (DDG 110), said. “The Navy has been at the forefront of energy innovation [for generations]. From coal to steam to oil, this is just another measure that the Navy is taking on and leaning forward for energy innovation.” Guided-missile cruiser USS Mobile Bay (CG 53), and guided-missile destroyers USS ChungHoon (DDG 93), USS Stockdale (DDG 106) and William P. Lawrence are all operating in the Indo-Asia-Pacific using alternative fuel. Stockdale became the first naval ship to use the fuel blend for regular operations when it departed for deployment from San Diego, January 20. Mobile Bay and the other destroyers received the biofuel during replenishments-at-sea from Military Sealift Command (MSC) ships. The alternative fuel is made from 10 percent beef tallow provided from farmers in the Midwest and 90 percent marine diesel, and is cost competitive with traditional fuels. It is used as a drop-in alternative, meaning no modifications to engines or operational procedures are required. The U.S. Navy’s carrier fleet, including USS John C. Stennis (CVN 74) has operated using only an alternative fuel source, nuclear energy, since 2009. Nuclear power eliminates large-volume storage requirements for fuel, increasing capacity for other consumables and improving sustainability. By diversifying energy sources, the Navy increases the operational flexibility of its ships and strengthens their ability to provide presence. There’s more to the Great Green Fleet than alternative fuel. JCSSG uses various ECMs including energy-efficient systems, and operational procedures to operate farther, stay on station longer and deliver more firepower. Chung-Hoon’s crew implemented a tempera-

ture control initiative in May, adjusting the settings of thermostats, ensuring that they are in proper working parameters, and finding and replacing faulty parts in the chill water cooling system. “Chung-Hoon’s temperature control initiative is comprised of many small goals, and when they’re met, we’re hoping to reach our ultimate goal of being a more energy efficient warship,” Cmdr. Vic Sheldon, Chung-Hoon’s executive officer, said. Sailors replaced legacy lighting fixtures aboard all JCSSG ships with solid state lighting (SSL) lamps that use light-emitting diodes (LEDs). The new bulbs are rated for 100,000 hours of service life, compared to the 100 hours of use of an incandescent bulb. The cruisers and destroyers of the strike group all have stern flaps installed. These modify the flow of water under the ship’s hull to reduce drag and resistance. Mobile Bay has a fouling release hull coating, which makes it harder for barnacles and other organisms to attach to the hull. Both of these ECMs reduce resistance through the water, thereby increasing fuel efficiency. In March, William P. Lawrence separated from the strike group for its Oceania Maritime Security Initiative (OMSI) tasking in the Western Pacific, but continued practicing energy-efficient operational procedures as part of the Great Green Fleet. “In conducting the OMSI mission, fuel conservation is an absolute must,” Lt. Quinn Matt, William P. Lawrence’s chief engineer, said. “Due to the geography of the region and the tyranny of distance, logistical support is in short supply over large swathes of the Pacific. By adhering to our fuel conservation measures, we are able to meet all our mission requirements and prolong operational endurance.” During OMSI tasking, William P. Lawrence burned an average of 20,159 gallons of fuel per day, 4.4 percent of its total fuel capacity and 40 percent less than its average fuel burn rate in 2015. When operational tasking allowed, the strike group conducted trail shaft and drift operations, which are both operational procedures U.S. Navy ships use to conserve energy use. Trail shaft means driving a ship with one of two propellers while the other remains out of use with a pitch angle set to minimize drag. Drift operations are just what they sound like, drifting with ocean currents. The Great Green Fleet is implementing alternative fuels, ECMs and operational procedures with one goal in mind – instilling a culture of energy efficiency and flexibility throughout the fleet for the future.

Celebrate the Fourth of July This Weekend By Chris Kasparek NSA Community Recreation Director

Throughout the weekend there will be many activities at both Carney Park and Support Site for you to enjoy. No event guest passes will be sold for the July 1 activities, which begin at 5 p.m. tonight at Carney Park with food vendors, rides, games and yummy desserts. At 6 p.m. cheer on your buddies as they swing for the fences in the Annual Softball Tourney this evening. This year we have 17 teams from all over Europe participating in the tournament, some from as far away as Wiesbaden, Germany; Rota, Spain; and Vincenza, Italy. Later in the evening the February 2016 USO’s Naples Got Talent first and third place winners – Cmdr. Mike Ruddman, who won first place for his awesome version of Madonna’s “Like a Prayer,” and Navy Spouse Hannah McCormick from Tickets and Travel, who brought in third place, for her version of Adele’s “When we were Young” – will entertain after the food is served. Unfortunately, Sixth Fleet Ombudsman Jenn Ringwald, who received second place, for her version of Carrie Underwood’s “So Small” is stateside, but these other two winners will blow you away with their fantastic performance and energy. Finally we’ll finish the night with Grammy-nominated performer Tori Kelly, an innovative home-grown pop and R&B artist from California, is Billboard’s

Women in Music Breakthrough Artist for 2015 and Radio Disney Music Awards Breakout Artist of the Year for 2016 All of you who have regular access to Carney Park, make your way out there, either in your own vehicle or through space “A” seats on our shuttle buses which will run throughout the weekend from Support Site to Carney Park. On Saturday, the festivities will continue, and guests are welcome to enjoy great food, rides and music from the Queen Tribute Band and I-Move – local bands who will be bringing both old and new favorite tunes to the stage. The evening will end in the most spectacular fireworks show you’ll ever see – and hear – from inside Monte Gauro, the extinct volcanic crater that is home to Carney Park. And, just when you thought there couldn’t possibly be more fun, we’ll end the weekend on the actual Fourth of July at Central Park on board Support Site, with a good old-fashioned American barbecue. Meanwhile, the Navy Band and the Kelly Bell Band, the well-known funkadelic R&B band from the Mid-Atlantic region will provide amazing music, while the food, beverages and desserts are served. Be safe, stay cool, and stay hydrated, and remember, as you drive in the line to the park, or wait in the line for food, or prepare for a ride in line, we are all here together, celebrating our freedom as Americans this weekend.
