DoD Releases Policy for Civilian Employee Phased Retirement Program

One of Naples’ own was recognized for her hard work and achievements in a ceremony held at the theater on board Capodichino June 23. Maria Pipolo Eberlin was presented with a Lifetime Achievement Award from the Points of Light, which was signed by President Barack Obama. The award was for her thousands of hours of volunteer work. In addition to several other charitable organizations, Eberlin has worked with the Naples Overseas Support Club (NOSC) for 14 years and has been instrumental in the success of the NOSC Thrift Store, which this past year gave away $80,000 in total charitable contributions to groups throughout the NSA Naples community and their scholarship program.

New Changes to USNH Naples Patient Billing Process From USNH Public Affairs

On July 1, 2016, U.S. Naval Hospital (USNH) Naples will begin utilizing the U.S. Treasury’s Centralized Receivable Service (CRS) to generate patient bills. Patient bills will be sent to CRS for non-Department of Defense (DoD) beneficiaries and for charges to DoD beneficiaries for non-covered items (e.g. elective cosmetic surgery and the inpatient Family Member Rate). Non-DoD beneficiaries include:

General Schedule civilians, contractors, NATO, and foreign military. CRS is designed to ensure debt management compliance and protection of patient rights. CRS will review patient bills and mail invoices, affording 60 days to submit payment, establish a payment plan, or a dispute. With this change, USNH Naples will no longer file insurance claims on behalf of non-DoD beneficiaries and will no longer file

insurance claims on behalf of DoD beneficiaries for non-covered items. For patients previously accustomed to USNH Naples filing insurance claims on your behalf, we recommend establishing an early dialogue with your health insurance company to ensure that you have the correct forms and procedures to file claims.

The Department of Defense has released a department-wide policy on the Phased Retirement Program. As more employees become eligible for retirement, this program will assist DoD components and agencies with the transfer of knowledge and provide continuity of operations on a shortterm basis. The DoD Phased Retirement Program is an exciting new human resources tool that allows retirement eligible full-time employees to request to work on a part-time basis while receiving a portion of their retirement annuity. It offers eligible employees the opportunity to transition into retirement while providing mentorship and development for the next generation of emerging subject matter experts. Participation in the DoD Phased Retirement Program is voluntary and requires the approval of an authorized DoD component official based on written criteria that comply with the Office of Personnel Management regulations. DoD components may opt to develop implementation guidance specific to their organizational structures and establish timeframes for accepting phased retirement applications.
