Creating a Perceptible Safe and Secure Environment in Kosovo

A safe and secure environment is the goal between the combined efforts of the Kosovo Forces and the institutions in Kosovo.

And it is developing noticeably. While walking downtown at night, U.S. Navy Adm. James Foggo, commander of Allied Joint Force Command Naples, met the locals in a pedestrian-filled area of Pristina where he honored the servicemen and

civilians of KFOR. Those members were recently commemorated at a memorial in the middle of the prospering city center.

During his stay in Kosovo, Foggo received several briefs on the current status of the region, and met additionally with representatives from Kosovo’s institutions such as Naim Rexha, the director of the Kosovo police, and Zahir Tanin, the Ambassador FOGGO VISITS KOSOVO Page 11

The Navy announced the expansion of hair styles for women along with several other uniform policy changes and updates in NAVADMIN 163/18, July 11.

Among the several hair style changes is the authorization for women to wear locks. The NAVADMIN provides specific and detailed regulation on how locks can be worn.

Women are also authorized to wear their hair in a single braid, French braid, or single ponytail in service, working and physical training uniforms. The ponytail may extend up to three inches below the bottom edge of the of the shirt, jacket or coat collar. The accessory holding the ponytail must not be visible when facing forward, and be consistent with the color of the hair.

The hair cannot be worn below the bottom of the uniform collar where there are hazards such as rotating gear.

Women may now wear a hair bun that does not exceed or extend beyond the width of the back of the head.

Other uniform changes include the approval of the Navy Optional Physical Training Uniform (OPTU) that consists of a navy blue high performance shirt and five-inch running shorts. The uniform is expected to be available at Navy Exchange Uniform and Customer Care Centers starting October 2018.

Garbage removal on Support Site has been an important topic this week and I want to make sure everyone understands why and how the situation is affecting our community. As we stated on the installation Facebook page Monday, the local refuse dumping facility is currently undergoing maintenance. The facility therefore has a reduced ability to receive trash for the next two weeks. As we’ve seen, this means trash pickups have been delayed on base as well as out on the economy. On behalf of the installation, we’ve worked with local Italian officials to mitigate the effect on Support Site, but we do need all hands to understand that some of the trash pads will still be a bit full over the next two weeks. We ask that during this time everyone pays extra attention to putting recyclables in the correct receptacles and scheduling bulk item removals with the Housing department.

If the correct receptacle is already full, please place your bagged trash or recyclables next to it so we aren’t mixing different materials. Whenever there is an issue like this we really do need the community’s support, and I want to thank you all for your cooperation and patience. We’ll continue to update everyone as we learn more.

This week we also got to host the USTS Empire State (T-AP-1001) up in Gaeta. The training ship is operated by the State University of New York (SUNY) Maritime Academy, and the cadets onboard are spending their summer pursuing a U.S. Coast Guard license. The NSA Naples, Gaeta team did a fantastic job performing security, port operations, and logistics functions in support of the visit. Our MWR staff also organized outings and activities for the cadets to give them a taste of the local community. It’s very rewarding to be able to support these young men and women in their studies, especially since many of them will have the option to commission into the armed services upon graduation.

Next week our installation will have the honor of hosting the U.S. Naval Hospital Naples change of command between Captain Steven Blivin and Captain Richard Knittig. Capt. Blivin has been the commanding officer of USNH Naples since July 2016 and has been an extremely important leader in this community. I want to thank him and his wife, Paula, for all the positive work they’ve done here in Naples. The hospital is such a crucial part of supporting and caring for all personnel here, and under Capt. Blivins’ leadership, USNH Naples has truly excelled in doing so.

Farewell and following seas! To Capt. Knittig, who has been stationed here before, welcome back to Bella Napoli! We look forward to the base’s continued partnership with you and your team.

HISTORY: NEW YORK NATIONAL GUARD REPORTS FOR WORLD WAR I

One-hundred-and-one years ago – on July 15, 1917 – 24,000 members of the New York National Guard began reporting for duty in what was then known as the World War. On July 12, President Woodrow Wilson had ordered all 112,000 National Guardsmen across the country to report for duty as part of the National Army, which was being built to fight the Germans in France.

The U.S. had declared war on Imperial Germany and Austria-Hungary on April 6 and by the start of summer, an army had to be sent to France to fight.

The first step was to mobilize the Army’s main reserve, which was the National Guard.

Wilson’s order specified that National Guard soldiers begin reporting to their local armories between July 12 and July 25.

New York’s troops, along with those in Pennsylvania, Ohio, West Virginia, Michigan, Wisconsin, Minnesota, Iowa, North Dakota, South Dakota and Nebraska were instructed to report on July 15 and begin preparing to ship out.

The soldiers were allowed to go home each night and report back to the armory each day to continue training Almost 17,000 New York National Guard soldiers had been on duty along the Mexican border to prevent incursions from the troops of Mexican revolutionary Gen. Pancho Villa during 1916. Some of them had only returned

to New York in the spring of 1917.

Other New York soldiers had been guarding railroad bridges, aqueducts and the Erie Canal to prevent German sabotage.

Organizing an Army The bulk of New York’s troops were organized as the 6th Division, which would be changed on July 20 to the 27th Division.

Other New York units were mobilized separately.

The 69th Infantry Regiment would be renamed the 165th Infantry and fight as part of the 42nd Infantry Division, which was made up of National Guard troops from around the country.

The15th New York Infantry, an African-American regiment, would fight on its own under French command and become famous as the 369th Infantry Regiment, the “Harlem Hell Fighters.”

New York’s 1st Aero Company, which had conducted the first longdistance American military aviation flight in 1916, did not go to war as a unit, but its members all served in the brand new U.S. Army Air Service.

On August 5, all those New York National Guard soldiers became members of the United States Army. At the end of the month, the members of the 27th Division began leaving New York for Camp Wadsworth, in Spartanburg, South Carolina, where they would continue their training.

More than 400,000 New Yorkers served in the military during World War I, more than any other state.

In Memoriam: ANTONIO SICA Antonio Sica, a Financial Technician at Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) Payroll Office died June 30, 2018, after suffering from cancer.

Sica was born September 18, 1949, in Naples, where he grew up, and attended High School.

He was hired by the U.S. Navy in June 1982 to work as a Financial Technician at the Payroll Office at Naval Support Activity (NSA) Naples, which was then located at Agnano, near the site of the old NATO base. Later that summer a sizable earthquake shook the area around Agnano, and the Navy began planning for a new base location. When the Navy moved its operations to Capodichinio in 2004, Sica, who by then had become a vital member of the payroll staff, moved as well.

He married Cinzia Russo in June 1983, after having been engaged to her for many years.

He was considered a subject matter expert in payroll issues having had more than three decades of experience in the field. However, his colleagues said what they remembered most about Sica was that in addition to his knowledge and industrious work ethic, he was also a kind person who was always happy and smiling, and a pleasure to work with.

Sica retired in May 2016 after 34 years of outstanding and faithful service to both the United States and Italy. He loved the sun and sea, and after he retired, spent much of his free time – even during the winter – at the beaches of Miliscola (near Bacoli) and Ischia.

Father Arturo Alcantara Arcos will be celebrating Mass to honor Sica today at 12:15 p.m. at the Chapel onboard Capodichino in Italian.

He is survived by his wife, Cinzia Russo, and his sons, Luigi and Marco. Fair winds and following seas. Rest in peace shipmate, we now have the watch.

Welcome Aboard New USNH Commanding Officer Capt. Richard Knittig From USNH Naples Public Affairs

U.S. Naval Hospital (USNH) Naples will hold a change of command ceremony at the Naval Support Activity Naples Chapel on July 16, 2018.

Capt. Richard Knittig will assume command of USNH Naples, relieving Capt. Steven Blivin, who served as commanding officer from July 2016 to July 2018.

Knittig, whose return to Naples marks his third tour in Italy, brings a wealth of experience to the command. He was commissioned in the Naval Reserve through the Health Professions Scholarship Program in 1990 and attended medical school at the University of Missouri, where he graduated summa cum laude.

His career includes a tour at Naval Medical Center San Diego for obstetrics and gynecology; residency in aerospace medicine; and a deployment with Carrier Strike Group Eight in support of Operation Enduring Freedom, to name just a few. Most recently, Knittig served as the executive officer of U.S. Naval Hospital Okinawa, Japan.

Knittig is looking forward to his tour in Naples.

“This tour is a bit of a homecoming for me and my family,” he said. “I have a deep connection to USNH Naples and am committed to the continued excellence provided to all patients.”

Using a programmable thermostat can help to set back your temperature. ● Avoid setting your thermostat at a colder setting than normal after powering on your air conditioner. It won’t cool your home faster and may result in excessive cooling and expenses. ● Using air conditioning and a ceiling fan will allow to raise the thermostat setting approximately 4 degrees Fahrenheit with no reduction in comfort. ● Fans cool people not rooms. Remember to turn off fans when you leave the room. ● Turn on the bathroom fan when you shower or take a bath.

This helps remove heat and humidity from your home. Check and see if bathroom and kitchen fans are vented to the outside (not only to the attic). ● During hot days, avoid using the oven. Instead, cook on the stove, microwave, and grill outside. ● Install efficient lighting that runs cooler. Navy is also developing a standard navy blue Physical Training Uniform (PTU) that will be phased into the seabag issue at Recruit Training Command in the next 12-18 months.

The Black Relax-Fit Jacket (Eisenhower Jacket) has been designated a unisex item and Sailors can wear the men or women’s jacket sizing that best suits their uniform requirements.

To allow for greater visibility female Sailors have the option to wear identification badges on the right side above the pocket of their uniforms.

Wear testing of the improved female officer and chief Service uniform skirts and slacks will be complete this summer. Improvements include a straight line Service skirt, and redesigned khaki and white Service slacks with lower waist and reduced rise (waist to top of the inseam). These items are expected to be available at Navy Exchange Uniform and Customer Care Centers at the end of the year.

Hall said that when the man hit the deep, frigid water, he began to thrash about, yelling for his friends to help as he repeatedly went under water. The two men who jumped in earlier leapt from the cliff to attempt a rescue, but as they swam up to him, the scene turned into what appeared to be a fight or wrestling match in the water.

Hall could see from his vantage point on the opposite cliff that the struggling man was drowning, and would possibly drown his companions, as they all began to go under water together.

“I jumped from the cliff,” Hall said.

‘That’s Just John’ “I swam over to the three men, firmly wrapped my arm around the chin of the drowning man and pulled him onto my hip. The other men briefly continued pulling at us and one another. Once we broke free, I swam the man to the cliff, pulled him around, and placed his hands on the rocks.”

One of the man’s friends swam over to help Hall hold him in place while he caught his breath. The men swam toward the water’s edge, but the group was still in deep water without a foothold. Exhausted and in shock, the man was unable to work his way

along the rocky face to reach the shallow waters. As they both clung to the rock face, Hall indicated to him that he would help him climb and push him up to safety.

“Once he was safe, I swam over to a rocky outcropping and climbed to verify that he was ok,” Hall said. “Still shaking from the experience, the man turned and gave me a hug.”

“John Hall will claim he was just in the right place at the right time to save that guy’s life, and that may be partially true,” Keirsey said. “But it really takes the right person to recognize somebody is in jeopardy and then have the courage to do something about it.”

“At first, I thought he was just jumping to amuse our grandsons who were watching. When I saw him swim into a group of splashing men and pull one out, it was then that I realized that he was saving the man,” Laura Hall said.

“I was surprised that someone who couldn’t swim well would jump into those waters, but I wasn’t surprised that John helped him,” she said. “That’s just John.”

“I am just so glad that someone was there to help him. After it was over, I couldn’t help thinking it was Father’s Day,” Hall said. “No man should lose his son on Father’s Day.”

13 Common Superstitions From NSA Public Affairs

1. Find a penny, pick it up – all day long you’ll have good luck is an old saying, however most people would argue that finding “free” money, even a penny is a lucky find.

2. Black cats – though typically sleek and beautiful – are thought to bring bad luck, especially if one crosses your path.

3. Broken Mirror – is thought to bring you seven years of bad luck.

4. Walking Under a Ladder – for safety sake you shouldn’t walk under a ladder (since something could fall on your head, or you could knock someone off the ladder), but according to ancient superstitions, it’s bad for your soul to violate the “triangle,” which is supposed to be a symbol of life.

5. Throwing Salt Over Your Shoulder – especially your left shoulder – is thought to help safeguard you from bad luck. If the devil was standing behind you salt would get in his eye and distract him from hurting you.

6. Opening an Umbrella Inside – is thought to bring you bad luck, as if it were raining inside when you open the umbrella.

7. Saying Bless You When Someone Sneezes – traces its origins to the bubonic plague or “black death” in Europe during the Middle Ages, and was thought to protect the person who was sneezing in

hopes they would not soon die.

8. Lucky Rabbit’s Foot – is an ancient symbol of good luck and fertility dating back to the sixth or seventh century B.C., however it not so lucky for the poor rabbit.

9. Knocking on wood – began with the Druids who lived some 2,000 years ago and believed ancient spirits lived in trees, and that knocking on a tree or “wood” was a way of asking the good spirits to come to you in times of need.

10. Crossing Your Fingers – for good luck has been around for centuries, and its origins are unknown.

However, it’s generally thought of as being a simple way of warding off witches, evil spirits, and other bad luck.

11. Horseshoes – are another good luck charm whose origins are steeped in ancient history. However, most people agree that for the horseshoe to bring good luck, it must be upturned in the shape of a capital “U” and hanging over a door to help keep bad spirits away.

12. Four Leaf Clovers – are usually thought to be Irish in origin, and somewhat rare to find in nature. When they are found, they are thought to bring good luck.

13. The Number 13 – is widely thought to be unlucky, which makes it one of the most common superstitions. In fact, many buildings, if they are more than 12 stories high, will not list a 13th floor.
