The USS Porter (DDG 78) an Arleigh Burke-class guided-missile destroyer, which is forward-deployed to Naval Station Rota, Spain, visited Gaeta, Italy, as its last port call during a fourmonth patrol in the Mediterranean. Operations officer Lt. Paul Tortora explained why these port visits throughout the re-

gion are important for the ship and its Sailors. “One of the benefits of being forward deployed is the opportunity to visit our partner nations that we commonly interact with at our homeport in Spain and on patrol,” Tortora said. “Our families live in the same region that we actively defend. It’s important for our Sailors to visit these countries, so they can better understand

and appreciate our neighbors.” Porter, during its patrol, participated in Noble DINA 2016, an annual tri-lateral exercise with the Hellenic and Israeli navies, and also made port visits to Toulon, France; Valencia, Spain; Varna, Bulgaria; Constanta, Romania; and Haifa, Israel. After being at sea for the past four months, the crew is ready to head back to Rota.

“We’re looking forward to returning to Rota, but this port visit to Gaeta is a great capstone to this patrol in the Mediterranean,” Tortora said. “It’s a privilege to serve with such a motivated, hardworking crew and to conduct operations with our NATO partner nations.” Porter operated in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe.

Defense Secretary Ash Carter called French Minister of Defense Jean-Yves Le Drian July 15, 2016, to offer his and the entire Department of Defense’s deepest condolences to the French people, the families of the victims and the French government for yesterday’s attack in Nice, according to a statement issued today by Pentagon Press Secretary Peter Cook. Pledges Support Carter also expressed his and the department’s solidarity with France, and pledged his support to intensify joint efforts against terrorism, Cook said. Cook said Carter and Le Drian agreed to discuss the attack and the response next week in Washington when Carter will gather the defense ministers from the counter-Islamic State of Iraq and the Levant military coalition. The defense ministerial at Joint Base Andrews will discuss the next steps in the military campaign and the requirements needed to further accelerate the defeat of ISIL, Cook said.

CAPTAIN’S CORNER Capt. Barth E. Merrill U.S. Naval Hospital Naples Commanding Officer

My thanks to Capt. Doug Carpenter for allowing me to take over his column in this issue of the Panorama. My family and I will be departing Naples this weekend as my Naval Hospital Commanding Officer tour ends. We look forward to returning to the States but we know we will miss our extended Naples family. During the last two years, many members of our community have faced a spectrum of medical issues resulting in emotions ranging from joy (new babies) to heartbreak (frightening diagnoses). As the Hospital Commander, I often have a privileged view into these personal situations and stressors. I have constantly been impressed by my team’s compassionate response to the ill, injured, or just plain scared. We strive to treat everyone “like family” and the vast majority of the time, we succeed. I suspect that living in such close quarters serves as an external pressure to perform at our best. For example, it can be awkward for former patients to go to their kid’s baseball game and bump into the mental health provider they recently met with or the corpsmen that prepped them for surgery or for medical staff to have their next door neighbors as patients or to be asked for medical advice while waiting in line at the commissary. On the other hand, close quarters forces us to see each other not as “patients” and “medical staff” but as the unique individuals we are. It forges an intimate relationship between medical staff and the community we serve, which allows more personalized care On occasion, I have had staff members struggle with this community intimacy. I think of it this way, “I live in a community that informally pressures me to behave in the manner that I desire to behave.” In other words; being a good neighbor, being polite, being kind are always some of my personal goals. The constraints of living in, and providing medical care for such a small community helps me strive towards these goals. Perhaps most impressive to me, is the compassionate aid given by the entire Naples community during times of strife. I have witnessed countless episodes of friends, neighbors, and even strangers eagerly volunteering to support our community members in need. Whether it is emergency babysitting, providing meals, or moving someone else’s household goods; the Naples “family” always steps up. Rarely in our modern society do you see neighbors reaching out to neighbors like you do at a small overseas military base. Simply living in this community gives you a built-in safety net you will find nowhere else. You can count on your neighbors, even if you barely know them, for everything from a quickly needed cooking ingredient to someone to take care of your pet when you have to leave on a family emergency. That is something to remember when you are struggling with the challenges of living overseas. For the Merrill family, this will end our third (and probably last) overseas duty station. We will miss the unique cultural opportunities of living in Naples. We will miss the unique culture of the overseas military community even more. Thank you for allowing myself and my team to take care of you and your family.

Italian Scientists Ready to Produce Humanoid Robot for Home, Domestic Use The Italian Institute of Technology (IIT) in Genoa, northern Italy, is ready to produce a humanoid robot on large-scale for domestic and professional use by the end of 2017. The robot called R1 stands 125 cm tall (just over four feet) and is made from a mix of plastic, carbon fiber and metal. It has wheels, an elongated white body and a digital display which shows stylized expressions for a face. R1 was developed by a team of 22 scientists and by a team of designers from Milan and Barcelona. It is designed for use at home or in a professional environment such as on hospital wards. Casapessenna to Host Festival of Bufalotto and Asprinio July 30-31 The town of Casapesenna, in Caserta province will host the ninth edition of the Festival of Bufalotto and Asprinio wine on July 30 and 31. Dishes of bufalotto meat and mozzarella di bufala will be served during the event, including the appreciated Aversa wine that received the DOC (Controlled designation of origin) in 1993. Many performances will take place including a craft market. The festival opens at 8 p.m. at Parco della Legalità, in via Orazio. San Gimignano Mayor Chases, Nabs Bank Robber The mayor of San Gimignano in Tuscany helped to chase down a robber just minutes after he had heisted a bank with the aid of a box cutter and he was pursued by two bank clients. The mayor was on his way out of the town hall around lunchtime when he saw a masked man running down the street. The mayor joined the chase

lasting about 100 meters among curious tourists of the medieval town and helped stop, disarm and hold the thief until police arrived. The thief was identified as a criminal who robbed about 20,000 euros from the same bank about a month ago. New Naples to Positano Hydrofoil Route This summer the Alilauro company has set up a new route that connects by hydrofoil Naples to Positano. This route allows tourist to avoid the chaos of traffic and other road inconvenience. The hydrofoil runs every Saturday and Sunday with a day return ticket of 39.90 euro and 20 euro for children up to 12 years old. The hydrofoil leaves at 9 a.m. from Molo Beverello and makes one stop at Sorrento. Carabinieri Arrests 17 for Disability Benefits Fraud Carabinieri in Naples arrested 17 people on Wednesday for making fraudulent claims of disability benefits. The fraud amounted to about 1.7 million euros of public money. The fake invalids included people who had certified paralysis but were filmed shopping at supermarkets. Italian Doctors Develop Pioneering Nerve Therapy A new therapy to recuperate functions lost due to injury has been developed by Italian doctors. The therapy enabled a young man to recuperate his functions by ‘switching’ the cognitive control of them from the left side of his brain to the right. The study was published in Brain and Language and it is the first case in the world of the right side replacing the left. The brain’s potential opens up new possibilities of language and movement recovery in case of stroke or other serious injury.

NAVY HISTORY: BIRTH OF THE NAVY WAVES From NSA Public Affairs

On July 30, 1942, President Franklin D. Roosevelt signed an act establishing Women Accepted for Volunteer Emergency Service (WAVES), in direct response to the critical need for additional military personnel during World War II. Their official name was the U.S. Naval Reserve (Women’s Reserve), but the WAVES nickname stuck. By the end of the war, more than 80,000 officers and enlisted women had served in the WAVES. The word “emergency” implied that the acceptance of women was due to the unusual circumstances of World War II, and at the end of the war – when the emergency was over – the women would no longer be needed by the Navy. Unlike the Women’s Army Auxiliary Corps (WAAC), which was established in May 1942, and was considered a unit working with the Army, the WAVES were considered a component in the Navy. This small, but important distinction, opened up the doors of equality for the women of the WAVES. WAVES were not allowed to serve aboard combat ships or aircraft, however they held the same status as their male counterparts, including rank and jobs, and they received the same pay and were subject to military discipline. Most WAVES worked as yeomen doing clerical work or as store keepers, but some took positions in aviation, hospital corps, communications, intelligence, and other technological fields. Initially WAVES were restricted to duty in the continental United States. As the war progressed, WAVES were authorized to serve in Hawaii. The war ended before WAVES could be sent to any other locations. On June 12, 1948, Congress passed the Women’s Armed Services Integration Act (Public Law 625), which allowed women to gain permanent status in all military branches of the United States. This act made the WAVES program obsolete, and a few weeks later, on July 7, 1948, six women were sworn into the regular Navy:

Kay Langdon, Wilma Marchal, Edna Young, Frances Devaney, Doris Robertson, and Ruth Flora. Later that fall, eight women were commissioned as the first female officers of the regular Navy: Joy Bright Hancock, Winifred Quick Collins, Ann King, Frances Willoughby, Ellen Ford, Doris Cranmore, Doris Defenderfer and Betty Rae Tennant. In 1972, WAVES were officially disestablished, since women were now integrated without limitations, except for duty with submarines and EOD/Dive/SEAL communities, into the Navy. In another major breakthrough for women in the military, on December 3, 2015, Defense Secretary Ash Carter announced that beginning in January 2016, all military occupations and positions would be open to women, without exception. For the first time in U.S. military history, he said, as long as they qualify and meet specific standards, women will be able to contribute to the Defense Department mission with no barriers at all in their way. And with this announcement – nearly 75 years after President Roosevelt officially established the WAVES – the last barrier for women serving in the U.S. Armed Forces had finally been broken. “They’ll be allowed to drive tanks, fire mortars and lead infantry soldiers into combat,” Carter said. “They’ll be able to serve as Army Rangers and Green Berets, Navy SEALs, Marine Corps infantry, Air Force parajumpers, and everything else that was previously open only to men.” The military has long prided itself on being a meritocracy, where those who serve are judged only on what they have to offer to help defend the country, Carter said. “That’s why we have the finest fighting force the world has ever known,” he added, “and it’s one other way we will strive to ensure that the force of the future remains so, long into the future.” A WAVE recruiting poster from 1944 by John Falter. SPOTLIGHT: SGT. JAMES KASPAREK

In just a few short months, Army Sgt. James Kasparek has become an integral team member of the USO Naples Volunteer Committee. Kasparek has served in the U.S. Army as an Information Technology Specialist for eight years. He is one of the first volunteers to sign up for any program, and is a down-to-earth jokester, with a natural ability to make everyone feel welcome. Whenever USO Naples needs help, Kasparek is always there. Since April he has volunteered for more than 40 events and has logged 150 hours of service. In June, USO Naples was serving three ships in port, with more than 5,500 Sailors. Kasparek logged 30 hours of service over six days in support of preparations and outreach on fleet landing. USO was always there for him when he deployed around the world. He said his dedication to USO is a way of giving back to a worthy and caring organization. “USO was always there for me during my deployments and at many, many an airport,” Kasparek said. “I like giving back to the community. USO is an organization that supports me; I want to support them too.” Once he has had his morning (and afternoon) caffè, he has an energy that seems limitless. He is dependable, and his generous character and sense of humor helps people to relax and enjoy the spiritlifting programs and services offered by the USO. This fall, he will be transitioning to civilian life, but he will continue supporting the military community. USO Naples recognizes the outstanding commitment of Kasparek, and his high standard of excellence in all tasks and duties performed for the Armed Forces, the USO, and his fellow service members. U.S. Naval Hospital (USNH) Naples, Italy will hold a change of command ceremony at the Naval Support Activity Naples chapel July 22, 2016. Capt. Steven J. Blivin will assume command of USNH Naples, relieving Capt. Barth E. Merrill, who served as commanding officer from June 2014 through July 2016. Blivin, who brings a wealth of experience from his history of leadership roles, started his career with the U.S. Navy in the Nuclear Propulsion Officer Candidate Program in 1984. He was recommissioned in the Navy Medical Corps as in 1993. Prior to arriving to Naples, Blivin served as the executive officer of Naval Health Clinic Corpus

Christi, Texas. Blivin is looking forward to his tour in Naples, noting, “Everyone can expect me to care about them as an individual and as part of the larger Navy Medicine team. I value initiatives that improve our competence and confidence focused on delivering exceptional care to each and every patient we care for.” USNH Naples is the largest naval hospital in Europe. Special Courts Martial for June 2016 At a Special Court-Martial in Naples, Italy, QMC Ryan P. Long, pled guilty pursuant to a pretrial agreement to sexual harassment and fraternization. On June 22, 2016, the military judge sentenced him to reduction in rank to paygrade E-5 and confinement for two months. Pursuant to the pretrial agreement, reduction in rank below the paygrade E-6 is to be disapproved and confinement greater than 45 days is to be suspended and remitted. The suspended confinement may be served if the service member violates the terms of the pretrial agreement.

Thanks for all initiatives that the various Commands are performing for the Energy Biggest loser competition. This week a special thanks for the NEX at Support Site (Bldg. 2091), which has turned off the overhead lighting in the mall and is using the natural daylight instead artificial lights. For the second week the best saver (Biggest Loser) is BEQ III (Bldg. 449) with a 22% reduction in energy consumption, followed by the Enlisted Diving Facility (Bldg. 448) with a reduction of 17% and the Aircraft Hangar (Bldg. 406) with a reduction of 17%. The three worst savers all had an increased consumption of energy. They are: Supply Warehouse (Bldg. 401) with an increase of just over 26%, Consolidated Club (Bldg. 450) with an increase of nearly 21% and Capo Inn/Library/Theater/Chapel (Bldg. 453) with an increase of nearly 13%. Among the Admin buildings, congratulations go to all the tenants of Admin I (Bldg. 442) for reducing their energy consumption by 12%. Those reductions were followed by Admin III (Bldg. 442B) with a decrease of 8% and Admin II (Bldg. 442A) with a decrease of 1%. All facilities are still able to reduce energy consumption by practicing a few easy energy saving tips. ● Ensure all equipment is turned off when not in use. ● Shut-down computer monitors at the end of the workday. ● Ensure lights are off when spaces are unoccupied. ● Ensure office windows and doors are closed (minimize A/C load) As an installation we should strive to cut back on consumption. It will save money and is a good practice to preserve our environment and resources.

Some of the study’s findings include: Active shooter incidents are becoming more frequent – the first seven years of the study show an average of 6.4 incidents annually, while the last seven years show 16.4 incidents annually. These incidents resulted in a total of 1,043 casualties (486 killed, 557 wounded). In 21 of the 45 incidents where law enforcement had to engage the shooter to end the threat, nine officers were killed and 28 were wounded. The largest percentage of incidents – 45.6 percent – took place in a commercial environment (73 incidents), followed by 24.3 percent that took place in an educational environment (39 incidents). The remaining incidents occurred at the other location types specified in the Study – open spaces, including military and other government properties, residential properties, houses of worship, and health care facilities. NSA Naples Emergency Management Officer Sean M. Quinn explained that this means there is, unfortunately, potential for an active shooter incident at every military installation in the world, and we must be prepared to take the proper actions to protect ourselves and

those around us, and in many cases, it will be impossible to tell if an incident was terrorist initiated or a criminal action until well after the security response is over. “We can best prepare ourselves and reduce the anxiety a bit by discussing incidents such as this, and how we would react in our different surroundings and circumstances,” Quinn said. “This applies to us as individuals, families and work centers.” The indication or notification that an active shooter incident may be occurring will be the announcement over the Capodichino and/or Support Site giant voice and computer desktop notification systems (CDNS), or by those in the immediate area of the incident hearing gunshots or loud voices alerting other people of the threat. The announcement made over the giant voice system will be, “LOCKDOWN, LOCKDOWN, LOCKDOWN. ACTIVE SHOOTER ON STATION. LOCKDOWN, LOCKDOWN, LOCKDOWN.” This announcement will be made every three minutes until the incident has concluded, or as directed by the commanding officer. When you hear the announcement, re-

ceive a message on your computer desktop or hear loud voices alerting others of the threat, please take the following actions: Immediately run away from the threat and take shelter inside the nearest room/ building if available. As a last resort and if the opportunity presents itself, personnel should use whatever means possible to attack / overpower the subject to save further lives. - Examples include: Suspect reloading weapon, or back turned to you. - Deadly Force is justified in saving your life or the lives of others. Relocate as many people from the hallways/common areas in a room which can be locked. Lock all doors, windows and turn off lights. Barricade doors if items are available. Take cover under desks, or crouch behind available cover. Ensure you stay away from doors and windows. If possible call 911(from an on-base DSN phone), or 081-569-4911 and stay on the phone to answer and answer all dispatcher questions. Do not hang up until told to by the dispatcher.

(Evacuation may be directed by building or one room at a time). - Immediately raise hands and spread fingers - Keep hands visible at all times - Avoid making quick movements - Avoid screaming or yelling Stay in locked room until instructed by security personnel or giant voice system to evacuate. Disregard fire alarms unless instructed to evacuate by mass notification systems or law enforcement personnel. The exception is if you determine there is a real fire threat – seeing smoke or actual flames. Security Officer Naval Support Activity Naples Lt. Cmdr. Ruben Garza Jr. cautioned that the time to be informed and prepared is before an incident happens, and not while it is unfolding. “When bullets are flying, is not the time to read this article,” Garza said. Speaking by telephone with Turkish Defense Minister Fikri Işik, Defense Secretary Ash Carter reiterated U.S. support for Turkey’s democratically elected civilian government and the rule of law, Pentagon Press Secretary Peter Cook said from Washington, D.C., on July 19, 2016. In a statement summarizing the call, Cook said Işik expressed his appreciation for the call and assured Carter that Turkey remains a determined and committed partner and ally in the fight against the Islamic State of Iraq and the Levant and terrorism of all kinds.

The Royal Edinburgh Military Tattoo – A Global Event to Experience and Behold By Lou Freed

Plan ahead for this 90-minute “must-see” August event in Scotland’s capital, which could easily become an unforgettable summer treat. The event has been rated as “one of the greatest shows on earth,” providing a breathtaking, thrilling and exhilarating experience to behold at least once. Scheduled during Edinburgh’s Summer Festival, the Royal Edinburgh Military Tattoo’s organizers report each show is different from the last. “Tattoo” as a word, may bring to mind artistic motifs on people’s bodies. However, a “Military Tattoo” presents a military performance of music or display of armed forces in general. It derives from the Belgian and Dutch innkeepers’ closing call “Doe den tap toe,” (turn off the taps) when past local regiment’s fifes and drums marched through the streets signaling the soldiers to return to their lodgings. In Scotland’s beautiful capital, the Military Tattoo is a global sight and sound gathering of Massed Pipers and Drummers from Regimental and Commonwealth bands for musical performances on the esplanade of the historic 12th century Edinburgh Castle. Performers also include members of international armed forces along with civilian dancers and singers drawn from various cultures of the world. Overall, the spectacle showcases fascinating military regalia, civilian costumes, teamwork, precision display, pomp and ceremony. Having experienced the magical event in midAugust last year, images of the riveting “East Meets West”-themed show still linger in my mind. In its 66th year, the event featured nearly 1,400 performers from Europe, the United States, Asia, Australasia and Canada. I was continually mesmerized by each act immediately followed by another. Among the most memorable performances were the precise and seamless presentations by the U.S. Air Force Honor Guard from Washington, D.C. as well as by the Top Secret Drum Corps of Switzerland. What’s more, undoubtedly enchanting for their grace and costumes were the 70-plus highland dancers (from Australia, Canada, New Zealand, Scotland and the United States) along with China’s Lotus Dragon Folklore Group and India’s Bollywood Love Story interpreters. The evening also brought surprise elements such as the moment when the 70-piece Citadel Regimental Band and Pipes from South Carolina danced and swung to their music. Also, catching some off-guard was the scenario with China’s People’s Liberation Army band singing a native song. As a light and sound spectacle, branch of service related visuals were cast upon the Castle walls, enhancing each performance. Tingles rose up my spine when the Massed Bands of

the Royal Air Force and the Queen’s Colour Squadron entered the esplanade while “Battle of Britain” special effects were projected on the walls, marking the historic event’s 75th anniversary. Moreover, tears of joy filled my eyes when the fireworks lit up and thundered in the skies followed by the audience singing “Auld Lang Syne.” The pyrotechnic show then paved the way for the Lone Piper’s haunting performance of “The Piper at Loos” on the castle ramparts, bringing to a close a never-to-be forgotten spectacle. The Royal Edinburgh Military Tattoo is an inspiring model for international unity. And, as a non-profit organization, it has annually contributed some eight million GBP to Service charities, according to the Edinburgh Castle Governor. The event is a highly recommended part of anyone’s bucket list. Despite Edinburgh’s unpredictable weather, no show has ever been cancelled. Remember to bring a warm, hooded jacket when attending since umbrellas are prohibited during the show. This year, the spectacle is slated for Aug 5-27. An experienced kayak instructor will take you in the waters that were once navigated by Ulysseys and narrated by Homer. All day trips to Sorrento (6:45 a.m. to 4 p.m.) are available on July 23.Trips are open to 15 years and above.
