Overall NATO defense spending has reversed trends of past years and is rising, NATO Secretary General Jens Stoltenberg said in Brussels on June 14, 2016. The secretary general spoke on the eve of a two-day NATO defense ministers conference, the last such meeting before the NATO summit in Warsaw, Poland, next month. Defense Secretary Ash Carter is attending the meetings. After the fall of the Soviet Union in the early 1990s, NATO defense spending dropped, Stoltenberg said. NATO’s goal, he said, was for allies to spend about 2 percent of gross domestic product on defense, but few countries did so. The rise of a revanchist Russia and its actions in Georgia and in annexing Crimea from Ukraine shocked Europe, Stoltenberg said. At the last NATO summit in Wales, NATO members vowed to increase defense spending in response. Last year saw was a small uptick in defense spending across Europe and Canada, Stoltenberg said. “Our estimates for 2016 show a further increase across NATO’s European allies and Canada,” said he added. “These are only estimates. But they are encouraging.” The annual real change in NATO defense spending, he said, currently stands at around 1.5 percent, which represents an increase of more than $3 billion.

On Tuesday the USS Dwight D. Eisenhower (IKE) departed from Naples after a five day port visit to Naples. This is the first aircraft carrier to visit Naples in just over three years. Considering current events and our strategic location, it should be no surprise that the carrier pulled in to show the U.S. presence in Italy and in the region. Working closely with FLC, MWR, USO, the NEX and Commissary, NSA Naples was able to support the significant increase in service demand for activities, shopping, and tours for IKE Sailors on liberty over the weekend. Not surprisingly the visit also highlighted the importance of wireless internet in modern culture, as many of the ship’s crew swarmed the local wi-fi hot spots on base to check in with their loved ones. With summer here and the height of PCS season just around the corner, it’s a perfect time to think about sponsorship and your incoming shipmates, colleagues, and friends. Moving overseas can be an intimidating challenge, especially when moving to cities completely different from what we are used to in the United States. Reach out to sponsorees early and answer their questions. For families, be sure to gather as much information as possible and reach-out to the local schools, CDC, and SAC to register or start the paperwork process BEFORE they arrive. If the family wants to live on base, check with housing for available units. We’ve had great success with our immediate on-base move-in program where families with proactive sponsors can make arrangements to avoid a single day in TLA. Remind incoming families that summer heat means greater travel restrictions for pets, and they may need to ship the family cat or dog at a later, cooler, date. When your sponsoree arrives with their family, take some time to show them around the base and the city. Show them how to shop for groceries, how to find things off base, and how to use public transportation. Taking an active role in orienting newcomers to the area will reduce the stress associated with the move and allow more time to focus on getting settled in to their new home in Bella Napoli. This month the Navy joins the nation in recognizing Lesbian, Gay, Bisexual, and Transgender (LGBT) Pride month. Established by Presidential Proclamation in 2000, LGBT Pride Month is held annually and recognizes the importance of diversity within our society as well as the many achievements of LGBT individuals. This year’s theme is celebration, and calls Americans to eliminate prejudice and celebrate our diversity. Diversity is a source of strength for the Navy and NSA Naples. We want service members who are right for the job regardless of race, gender, sexual orientation or creed. Have a great weekend and stay safe!

Naples Mayor Wins Office in Runoff Vote The result in Sunday’s runoff vote reconfirmed Luigi de Magistris mayor of the city of Naples. He won with over 60 percent of the votes, although fewer Neapolitans went to the polls with respect to the first round. De Magistris is a former public prosecutor and member of the European Parliament and he has served as mayor for the past five years. Picasso Painting On Display in Naples Through Sept. 11 An exceptional painting by Pablo Picasso has been displayed at Palazzo Zevallos Stigliano in Via Toledo, Naples until September 11. The painting “Harlequin with mirror” comes from the collection of the Thyssen-Bornemisza museum in Madrid. The painting is one of the most beloved and popular works of the Spanish painter and it belongs to the series of large “Harlequins sitting” made in 1923 when Picasso, after a trip to Italy in 1917 returned to the figure and to an interest for the ancient and classical tradition. The hat of Harlequin is the only recall of the famous Venetian mask, the dress is reminiscent of a classic circus trapeze, while the face is a clearly reference to Pierrot. The painting is a mixture in which the two masks of Harlequin and Pierrot appear together making this work extraordinary. The museum is open from Tuesday to Friday, from 10 a.m. to 6 p.m. and on weekends from 10 a.m. to 8 p.m. Admission is 5 euro. Naples to Host Shipping Week Next Week Naples will host the “Shipping week” from June 27 to July 3 with a vintage sail regatta taking place in the Gulf of

Naples. Many other events are scheduled during the weekend along the Promenade and Borgo Marinari with historic carriages and vintage cars parades. On Saturday, July 2 there is a showing of classic yachts featuring the famous school ship Amerigo Vespucci that will be at the Stazione Marittima from Monday through Saturday. Do not miss on Friday, July 1 a concert by the Italian Navy Band from Rome with the participation of the soprano Nathalie Choquette in Piazza del Plebiscito at 7 p.m. Carabinieri Arrest 90 Mafia Members More than 300 Carabinieri officers took part in the Neapolitan Camorra mafia sweep on Monday. They arrested 90 suspected member of a strong clan in Naples. They charged of murder, extortion, drug trafficking, and possession of illegal weapons. Christo Creates ‘Floating Piers’ in Lake Iseo in Northern Italy Thousands of people stepped out onto the “Floating Piers” work by renowned artist Christo in Lake Iseo, northern Italy. He created a walkway of 200,000 polyethylene floating cubes covered in orange fabric floating atop the lake. The three kilometer-long runway connects the village of Sulzano to the small island of Monte Isola on the lake, and continuing into some pedestrian streets. Mostly visitors removed their shoes to better appreciate the “floating project.” The “Floating Piers” cost 15 million euros ($22.8 million) and it is entirely funded by Christo, from planning and construction to removal and recycling, through the sale of his early work from the 1950s onwards. Visitors can access the piers for free 24/7, depending on weather. The Floating Piers are on the site until July 3.

Hospital Corpsman 3rd Class Ryan Lascelle, from Buffalo, New York, joined the U.S. Navy in 2012. He reported to U.S. Naval Hospital Naples in July 2015. Lascelle is a vital asset to the Human Resources team. As the Command Awards Coordinator and Command Personal Administrative Support System Coordinator, he takes extraordinary pride and diligence in providing outstanding customer support to every active duty personnel, Officer and Enlisted. Lascelle’s dedication to command and community involvement have set an example for his peers. He is the Secretary of the USNH Naples Quality of Life (QOL) Committee and an active member of the USNH Naples Coalition of Sailors Against Destructive Decision (CSADD). He enjoys traveling and playing basketball. His short term goal is to advance to the rank of Petty Officer Second Class. Lascelle’s career goals are well-founded, as he would like to complete his associate’s degree while he continues to serve in the military. He demonstrates his commitment to his goals through hard work, and he aims at providing the best customer service to all Sailors at USNH Naples. “I realize that working here is a great job,” he said. “I have learned things about the Navy and the Military that I would have never thought. This hospital is a great command with great leaders, I love coming to work every day.”

Managing your recyclables and non-recyclables, or normal household refuse, is fairly straightforward at NSA Naples Support Site. There are 24 collection stations spaced evenly around the housing area for this purpose. There are bins for cardboard/paper, plastics/cans, glass, wet waste, cooking oil and non-recyclables. But now, every day, I thank my parents for keeping me focused and on track to earn my degree. That degree opened doors for me as it has and will do for you.”

He said his education enabled him to achieve success in the military, the civilian sector and the federal service. Without his degree, D’Antonio wouldn’t have been able to achieve any of his successes both at work and at home. “That degree enabled me to truly pursue a career – First as a Marine Corps Officer, then a private sector vice president, and now as a senior federal manager,” D’Antonio said. “It is a career and not just a job. Like you, I learned critical thinking skills, communication skills, relationship building skills, and the skills to balance multiple priorities at the same time. Just like you, earning my degrees, gave me experiences which made me a better man, a better person to my family, a better warrior, and a better American. My degrees helped me accelerate my life!” NSA Naples Command Master Chief Ashley Drake then recognized the four external graduates presenting them recognition certificates from academic institutions not represented overseas. Valentina Basile, site manager for Central Texas College and Michael Sprewell, associate dean of Europe Operations introduced the graduates from Central Texas College. Dr. Jan Zeller, the director of Student Initiatives and Support, along with Mitzia Williams, intro-

duced and presented recognition certificates to the graduates from University of Maryland University College. Dr. Irene Karpiak, who is currently teaching a class on site for the University of Oklahoma, presented a certificate of recognition to the university’s graduate. Marine Corps Sgt. Frank K. Wojtasiak, who graduated with a master’s degree in human relations from the University of Oklahoma, said he was excited and relieved to finally receive his degree. He thanked the staff at both the Navy College Office and University of Oklahoma for their help in obtaining his degree. “Graduating from the University of Oklahoma with my Masters of Human Relations was a very exciting moment,” Wojtasiak said. “Not only was it very obtainable on active duty, the education office made it more than feasible. My degree was a culmination of hard work and persistence while on active duty. However, this is not to say it is unobtainable by any means!” The graduates celebrated after transitioning their tassel from right to left. U.S. Navy Adm. Michelle Howard addressed the service members and civilians of Allied Joint Force Command Naples, June 14, 2016, during her first All Hands Call since assuming command of JFC Naples. Howard spoke to the JFC Naples staff and touched on events in her young life that continued to influence her command focus throughout her Navy career. “Do the right thing and be persistent about doing the right thing,” Howard said about values that haven’t changed in her mind since being introduced to them at the age of 12. It was the young 12-year-old Howard who was watching a television show about a military service academy when she knew what she wanted for her future. But after announcing to her older brother that she wanted to attend a service academy, her spirits were dimmed when he told her that it was a law that women couldn’t attend military academies. “I felt my whole world spinning,” Howard recalled. It was her mother who lit a spark in Howard to go after what she thought was right. “Doing right for the benefit of everybody is the most important thing,” Howard said, recalling her mother’s words at the time. When the law allowing women to attend service academies was changed in 1976, it opened up the door for Howard to follow her dream and enroll at the U.S. Naval Academy in 1978. It’s the same persistence and continual focus on excellence that Howard challenged the All Hands Call attendees to keep striving for. “I have the best crew here … you,” Howard said. “It’s you, the people of this command, whether you’re military or civilian, that make

the mission happen.” Howard’s family influence also extends to her father, a former U.S. Air Force Master Sergeant with the Strategic Alert Command. It was growing up with this influence, practice of drills and fear of a possible nuclear attack that stressed the importance of vigilance to Howard from a young age. Vigilance and being aware of vulnerabilities is something that Howard told the group that she would prioritize during her tenure at JFC Naples. Howard emphasized the importance of cyber security in today’s environment and said the security of networks is of paramount importance. Howard cited a seminar she attended where a speaker from a software company said there are two types of organizations: corporations that have been hacked and those who don’t know they’ve been hacked. “The key things I want you to take away this morning’s talk is steady as she goes, full speed ahead and be vigilant,” she added. Howard also stressed to the group the importance of speed and practicing a quick response to a contingency, crisis or full-blown conflict. After her opening remarks, Howard fielded a variety of questions ranging from professional reading material to how she balances the other requirements she has as commander of U.S. Naval Forces Europe-Africa. “When you have more than one hat, you have to get the synergy, and there are wonderful synergistic opportunities,” Howard responded. Howard touched on the importance of being part of a team and stressed that being a part of NATO and JFC Naples encompasses a mindset of unity and being part of one team. Howard concluded the All Hands Call with an echoing statement. “Je suis JFC,” Howard said.

Plans to Boost Defense Spending Some 20 NATO allies plan to spend more in real terms on defense this year, Stoltenberg said. “So, this is real progress,” he said. “After many years of going in the wrong direction, we are starting to go into the right direction.” With more money comes increased capabilities, Stoltenberg said, noting that NATO has agreed to place four battalions in the eastern nations of the alliance. “Based on the advice of our military planners, we will agree to deploy by rotation four robust multinational battalions in the Baltic states and in Poland,” he said. “This will send a clear signal that NATO stands ready to defend any ally. The alliance has tripled the size of the NATO Response Force to 40,000 troops, Stoltenberg said, and has at its core a new Spearhead Force of 5,000 troops ready to move within days. Time Flies, So Mark Your Calendars Now for the Annual End of Summer Back to School Block Party By Chris Kasparek NSA Community Recreation Director

With the hectic schedules of work, family, school, errands, projects, travel and so on, we’re all really busy, and time tends to fly by. Although the school year just ended (which marks the beginning of summer), and with our busy schedules, before we know it summer will be over and it will be time for school to start all over again. For the past five years, we’ve ended the summer with a bang: The Back to School Block Party. When we started this event we had no idea it would become so huge. It started big and has only grown since. Last year we had 47 organizations represented, a dunk tank for dignitaries, a bounce house, lots to eat and drink, and more than 4,000 attendees. We anticipate for the sixth annual Back to School Block Party that thousands of people will be roaming about smartly along the

road in front of the Naples Elementary and High Schools to eat, drink, meet and gather information about school clubs and associations, and private and youth-serving organizations along with prospective class schedules and teachers. This year’s party will also include a “Chalk the Walk” competition, which showcases the work of our talented local artists.
