The purported actions of civilian and military personnel on social media websites, including some associated with the “Marines United” group and possibly others, represent egregious violations of the fundamental values that are upheld at the Department of Defense, Defense Secretary Jim Mattis said March 10, 2017, in a statement. “The chain of command is taking all appropriate action to investigate potential misconduct and to maintain good order and discipline throughout our armed forces,” Mattis said. “Lack of respect for the dignity and humanity of fellow members of the Department of Defense is unacceptable and harmful to the unit cohesion necessary to battlefield victory,” the secretary continued. “We will not excuse or tolerate such behavior if we are to uphold our values and maintain our ability to defeat the enemy on the battlefield.” Defense press operations director Navy Capt Jeff Davis told reporters today that Mattis spoke several times during his confirmation process about military service and unit cohesion and how those are predicated on the core values of trust and mutual respect.

CAPTAIN’S CORNER By Capt. Doug Carpenter NSA Naples Commanding Officer

Spring has started springing up around Italy and daylight hours are increasing from now into summer. This is the perfect time to take advantage of low travel prices while the majority of the world’s tourists are still in classrooms or behind their desks. NSA Naples is in an excellent springboard from which to visit historical and/or fun sites across Europe with the international airport only a short walk away from the parking garage by the front gate. Traveling builds resiliency and also enriches our lives by increasing our cultural awareness and allowing us to return to work or school with a better understanding of the world and our impact to the global community. Even if you don’t venture too far abroad, please take some time to travel – you’ve certainly earned your time off. On Thursday, prospective E-4s took the annual Navy Wide Advancement Exam. These extremely challenging tests are administered and proctored across the Navy to help ensure that only the best qualified candidates are promoted to the next pay-grade. As with most tests, hard study plays a tremendous role in how you score. Whether this was your first advancement exam or you are an exam veteran, you owe it to yourself, your career and your family to study hard, and make your best effort. Make sure to demand mentorship from your chain of command, and others who have also demonstrated success in your particular job field. We all have a stake in ensuring we are prepared to take over from those leading us today, and that we are helping prepare those who will lead the Navy to the future. I am looking forward to a HUGE number of promotions from all of the organizations located at NSA Naples from this advancement cycle. Good luck! Next week the Department of the Navy Sexual Assault Prevention and Response Officer (DONSAPRO) is visiting our installation and will bring a troupe of training specialists, Pure Praxis, to our community who use audience interaction and participation to animate tough topics and frame challenging issues in ways which are easier to understand and actualize. After the first Pure Praxis show at 9 a.m. on March 20th at Capodichino, the DONSAPRO will be available to take questions from the audience regarding the SAPR program. Everyone is invited, so please be sure to attend one of the sessions offered this coming Monday and Tuesday. If you or anyone you know has been sexually assaulted, there are many reporting avenues and services available on the base. Additionally, each command or organization is required to have two Victim Advocates, and Fleet and Family Service Center is also ready to answer your questions. All reports are taken seriously and we are standing by to support you. Stay safe, and have a great weekend!

HISTORY: IWO JIMA DECLARED SECURE By Gary Nichols NSA Public Affairs

Iwo Jima. It is a speck of an island, only two miles wide and four miles long; a lonely, desolate place located far out in the Western Pacific. It was virtually unknown until the spring of 1945 when it became the most important eight square miles of real estate on the planet for 70,000 Marines who sacrificed everything to capture Iwo Jima from the Japanese, who were ready to fight to the last man to defend the island. Iwo Jima was used by the Japanese as a lookout station and fighter base, where they could transmit intelligence about incoming American bombers to the Japanese homeland, and where Japanese fighters could intercept and attack those bombers. It was in a strategically perfect location: 660 miles south of Tokyo, Japan’s capital, which translated into two flying hours from the Japanese homeland. Plus, it was halfway between Japan and the Mariana Islands, where the American long-range B-29 bombers were based. These factors made it absolutely crucial that Iwo Jima had to be captured by the Americans, and defended by the Japanese. The Japanese knew Iwo Jima would be attacked. But more importantly, it would become the first Japanese homeland soil to be directly attacked, and possi-

bly captured by the Americans, and it was a matter of honor for the Japanese to prevent Iwo Jima from falling at any cost. Under the command of Lt. Gen. Tadamichi Kuribayashi, Japan’s most capable mining engineers turned Iwo Jima into what they thought was an impregnable fortress. It was a monumental project. Over the course of several months, laborers blasted out 16 miles of tunnels, connecting 1,500 rooms. The engineers built underground hospitals and supply rooms under hundreds of feet of solid impenetrable rock. These were linked to more than a thousand fortified artillery and anti-aircraft batteries, along with machine-gun and mortar bunkers. During the winter of 1944, the Army Air Corps and Navy 16inch guns pounded Iwo Jima in the longest sustained aerial offensive of the war; but the effect on the newly-built underground island fortress was insignificant. The Japanese strategy was more than just fight to the death, but to kill 10 Americans before he was killed. On Feb. 19, 1945, approximately 70,000 Marines launched their attack of Iwo Jima against 18,000 firmly-entrenched Japanese soldiers. From hundreds of fortifications, many atop the island’s high point, the fortress-like 550foot high Mount Suribachi, Japanese troops poured withering fire from rockets, artillery, mortar and automatic weapons on

Raising the Flag on Iwo Jima from the top of Mount Suribachi, February 23, 1945, four days after the invasion by the U.S. Marines. the Marines. The soft sand prevented the Marines from digging fox holes for protection, yet with casualties piling up, the determined Marines grimly advanced, yardby-yard. Four days later, Mount Suribachi was captured. It took a month of exceptionally heavy fighting for the island to be completely taken. Within days of the invasion, a chance photograph of a group of Marines raising a large flag to celebrate the capture of Mount Suribachi was taken by Associated Press photographer Joe Rosenthal. The next morning that photo was on the front page of newspapers around the world: The sacrifices being made by the Marines and the fight for Iwo Jima instantly became world famous. “In that moment, Rosenthal’s camera recorded the soul of a nation,” US Camera magazine reported.

But it did more than that, after three years of war, public support was beginning to wear down, and Rosenthal’s photo provided much needed support when the military needed it the most. The losses from that campaign were staggering: In 36 days of fighting on the island, nearly 7,000 U.S. Marines were killed. Another 20,000 were wounded. Marines captured 216 Japanese soldiers; the rest were killed in action. More Marines were awarded the Medal of Honor – 27 seven in all, for action at Iwo Jima – than any other battle in U.S. history. The island was finally declared secured on March 16, 1945. But,

it had also become one of the bloodiest battles in Marine Corps history. After the battle, Iwo Jima served as an emergency landing site for more than 2,200 American B-29 bombers, resulting in saving the lives of 24,000 U.S. airmen. Securing Iwo Jima also prepared the way for the last and largest battle in the Pacific: The invasion of Okinawa, and ultimately, the defeat of the Japanese empire. “Among the men who fought on Iwo Jima, uncommon valor was a common virtue,” said Commander in Chief, Pacific Ocean Areas Fleet Adm. Chester W. Nimitz.

ENERGY CONSERVATION March Energy Madness From NSA Naples Energy Management Team Would you like to know how your building is saving energy compared to others? Here is a chart showing the top savers for the first ten days of March 2017 compared to the same period in March 2016. If you look at the chart you will notice three colors, the green indicates buildings that have saved more than two percent. The yellow are two buildings who have saved but still need some effort. If your building is in the bottom half of the chart marked by a red column then your building is using more energy than it did last year, and you need to work harder to improve energy saving practices in your building. If you have questions please contact us here at UEM by sending an email to david.wellington@eu.navy.mil

March is Red Cross Month, Resiliency Is Your Way to Bounce Back From Naples American Red Cross

Every year, the American Red Cross designates the month of March as Red Cross Month. The first Presidential Proclamation stating this was in 1943, when President Franklin D. Roosevelt requested “that during that month (March) our people rededicate themselves to the splendid aims and activities of the Red Cross.” Every president since then has made this same declaration, regardless of political affiliation. At the Naples Red Cross office, we are celebrating, equipping, and partnering to strengthen our community in resiliency education through our volunteers and everyday heroes. Our Capodichino office even has a room that we named The Getaway, a “resiliency room” with soft lighting, comfortable seating, adult coloring books, various puzzles, and a quiet place to get away from the pressures of work and life. If you are looking for a short retreat during the day or a few minutes to disconnect from stress, please stop by to chat or

visit the resiliency room; shut the door and let the frustration go. “Resiliency is based upon a successful past and confidence in one’s training and tools for the present. The good thing is that if you don’t have a successful past, you can! The important thing to have resiliency is to begin today to practice habits that contribute to confidence and readiness for tomorrow’s crisis,” Navy Chaplain Cmdr. Timothy Gault said. “We are blessed with many partners here at NSA Naples who are equipped to train us and mentor in developing these habits. Chaplains, of course, can provide insights into spiritual practices which will help us in a most critical area of our being. Prayer and meditation are spiritual disciplines that most people find helpful and the NSA Naples Chapel offers not only a place to pray but also people who

are trained and practiced in it themselves. Other spiritual practices are open to all and I encourage each one to engage a Chaplain to discuss.” We understand our community is constantly going through challenges that can shake up individuals and families. Across the organization, the Red Cross responds to a community disaster every eight minutes, providing shelter, food, emotional support, and other necessities to those affected. The Red Cross provides 24-hour support to members of the military, veterans, and their families at home and around the world. In the Naples community, we rely on our partners; some of which include Fleet and Family Support Center, the Chaplaincy, and CREDO. Each group has tools and services for your continued health.

We are committed to equipping each person and family with tools to allow them to bounce back after facing with and dealing with their crisis. The Red Cross is here to support you in your time of need. As we move through Red Cross Month, please consider giving back to our community, you are just the person we need to make a difference in someone’s life. For more information on resiliency education and resources, classes, events, and volunteer opportunities, visit “NaplesRedCross” on Facebook, @naplesredcross on Instagram, email naples@redcross.org, or call DSN 626-4788 or Comm. 081-568-4788. The American Red Cross shelters, feeds and provides emotional support to victims of disasters; supplies about 40 percent of the nation’s blood; teaches skills that save lives; provides international humanitarian aid; and supports military members and their families. The Red Cross is a not-forprofit organization that depends on volunteers and the generosity of the American public to perform its mission.

Rating Expert? Your Knowledge is Needed to Write Advancement Exams By Ed Barker Naval Education and Training Professional Development Center Public Affairs

Active duty Navy chiefs (E7 - E9) interested in shaping the future of their ratings are needed to serve as Subject Matter Experts (SMEs) for upcoming Advancement Examination Readiness Reviews (AERRs). Naval Administrative Message (NAVADMIN) 058/17, released on March 8, announced the AERR schedule for April to Sept. 2017. Based on this schedule, AERR panel members working as fleet SMEs for their respective ratings develop E4 - E7 rating advancement exams for future cycles. Navy chiefs (E7 to E9) on active duty, Full Time Support (FTS) and reservists on Active Duty for Special Work (ADSW) are encouraged to apply and take part in the process. “The knowledge that our fleet experts bring to the reviews is invaluable, as that’s what makes the exams relevant and identifies a Sailor with the right skills to select for advancement,” Naval Education and Training Professional Development Center (NETPDC) Command Master Chief, Master Chief Electron-

ics Technician, Nuclear Power (SS) James Berhalter, said. “AERRs give chiefs direct input toward shaping their community – participants have a say in what their reliefs need to know.” AERRs vary in length between one-to-two weeks and exam readiness reviews are held throughout the year with each specific rating being reviewed on an annual basis. The reviews are held at NETPDC at Saufley Field in Pensacola, Florida. AERR Participants receive temporary additional duty (TAD) orders from their parent command, paid for by NETPDC. Master Chief Culinary Specialist (SW/SS) Stephen Boos, lead instructor for the Navy Field Management Team at the Fleet Logistics Center Norfolk is currently participating in his second Culinary Specialist AERR. “There is no more rewarding thing you can do than write the Navy exam,” Boos said. “To be able to give back to the junior Sailors and basically hand-select the next generation of your reliefs – writing exams is the way to do that.” To take part in the AERR process, log into NKO then

use the following link: https://www.nko.navy.mil/gro up/navy-advancement-center/mycpo. This link provides the scheduled dates for each rating, including eligibility and nomination package requirements, and other pertinent information regarding AERR events. Nominations to participate in AERRs must be endorsed by the command master chief, senior chief or chief of the boat as well as the commanding officer or officer in charge for submission to NETPDC. NAVADMIN 058/17 provides additional information and a listing of ratings scheduled for the next six months. Normally, four-to-eight nominees will be selected for each AERR conference. NETPDC coordinates with respective rating learning centers and community sponsors to select the best nominees. Selections of fleet SMEs for the AERRs will be made 45 days prior to each review and selectees will be notified by NETPDC via e-mail. NETPDC’s mission is to provide products and services that enable and enhance education, training, career development, and personnel advancement throughout the Navy. Primary elements of the command include the Voluntary Education (VOLED) Department, the Navy Advancement Center (NAC) and the Resources Management Department. Second Annual ‘Air Cup’ Tennis Match

from page 1

From NSA Naples Public Affairs

This year marked the second annual “Air Cup” Tennis Challenge between the Italian Gestione Servizi Aeroporti Campani (GESAC) Tennis Team from the Naples International Airport at Capodichino and the American Apache Ray Tennis Club from organizations across Naval Support Activity (NSA) Naples. The first American/Italian Tennis Challenge was held last year at the Naples Racket Club in downtown Naples when the GESAC Chief Executive Officer Dr. Armando Brunini presented a tennis challenge to NSA Commanding Officer Capt. Doug Carpenter. That first year the American Team came away with a slight victory after a hard fought challenge on the beautiful red-clay courts at the downtown club on the Lungomare. The second challenge was held at Support Site on March 12, and the Italian Team was much more prepared and dominated play on the traditional American hard courts with a decisive 90 win (four doubles, and five singles matches). “Events like the Air Cup Tennis Challenge allow Americans and Italians to develop

Players and family members from both American and Italian teams pose for a brief moment between the second annual tennis tournament at Support Site on March 12, 2017, and just before the two teams shared an authentic American barbecue at Central Park. relationships on a personal level and share culture in a spirit of fun competition,” Carpenter said. “We are lucky to have such friendly partners and hosts in Italy, and this was a rewarding experience for everyone involved.” While tennis was the main attraction, the real enjoyment happened off the courts when the American Team hosted the Italian tennis players to an authentic American barbecue, complete with hamburgers, hotdogs, pulled pork with pickles, baked beans, mac-ncheese, potato chips, and cold American IPA beer to wash it all down. More than 20 Italian tennis players and family members joined the American Tennis Team and their family members at Pavilion #3 at Central Park, to share highlights of their matches, and to start planning the next matchup between the two teams. American Tennis Team Coordinator/Player/Coach Tracy

Alvey was very impressed with the caliber of tennis the Italian Air Port Tennis Team fielded this year. “Tennis has always been a passion of mine and this event rates as one of the most rewarding tennis outings I have ever experienced,” Alvey said. “The true measure of our success was seeing all the players exchange their cell phone numbers and each tennis player inviting the other player to visit them at their home or business and of course, to enjoy more tennis matches.” What started out as a friendly tennis challenge last year has evolved into an annual tennis match, which has brought a common interest of tennis to an event that also fosters a friendship that extends beyond the tennis courts to a bonding friendship that expands across our international borders. Team Captain Dr. Armando Brunini echoed sentiments of

his teammates when he thanked the American team for the tennis tournament and the sumptuous barbecue that followed the match. “It was a great day of tennis and friendship,” Brunini said. “The U.S. Navy team were perfect hosts (they even let us win). The sun was shining and to have an American BBQ just 20 minutes from Capodichino ... what an experience!” The next Tennis Challenge date has not been set, however, with the Air Cup Tennis Challenge being tied at 1-1, Carpenter has suggested that perhaps the event should be a semi-annual event so the Italian team does not get too comfortable the now-cherished Air Cup. Anyone interested in participating in or supporting the Tennis Challenge can contact Apache Ray Tennis Club, apacheraytennis@outlook.com for registration and membership.

All Held Accountable “Our leaders at all levels of the chain of command will be held accountable to ensure that each member of our military can excel in an environment that maximizes their talents and [will have] no patience for those who would degrade or diminish another service member,” Davis said. The secretary will meet with uniformed and civilian leaders in the days ahead and ensure that they are taking all appropriate actions to maintain good order and discipline, the captain added. “The Naval Criminal Investigative Service is investigating … web sites and other services are looking into the matter, as well,” Davis said. Values “Our values extend onand off-duty, and we want personnel experiencing or witnessing online misconduct to promptly report matters to their chain of command,” the captain said. Davis said service members who might feel uncomfortable reporting alleged online misconduct to their chain of command have alternative avenues that include family support services, equal opportunity offices, Sexual Assault Prevention and Response program, the inspector general and law enforcement. WOMENS DAY

“Women have been bold for centuries, but there are still opportunities where our talents can be applied,” Howard said. “They should be applied to the benefit of our nations, our communities or the alliance without regard for our gender.” Concluding with a question and answer panel, members included Howard and Buck, who were joined by Chief of Staff Kosovo Forces U.S. Army Brig. Gen. Patricia Anslow; Commander Naval Reserve Canadian Navy Commodore Marta Mulkins; and U.S. Consul General Naples Mary Ellen Countryman. “Leading can be done from the top, [it] can be done from the side or bottom,” Buck said. “It’s about seeing a gap to make whatever it is work better and then just doing the work to fill it.”

Climate, Weather Questions-Answers From National Oceanic and Atmospheric Administration

What is climate? Climate is the average weather usually taken over a 30-year time period for a particular region and time period. Climate is not the same as weather, but rather, it is the average pattern of weather for a particular region. Weather describes the short-term state of the atmosphere. What is our climate system? Our climate system is made up of the atmosphere, oceans, land, ice and our biosphere. Atmosphere The atmosphere covers the Earth. It is a thin layer of mixed gases which make up the air we breathe. This thin layer also helps the Earth from becoming too hot or too cold. Oceans Oceans cover about 70 percent of Earth’s surface. Their large size and thermal properties allow them to store a lot of heat. Land Land covers 27 percent of Earth’s surface and land topography influences weather patterns. Ice Ice is the world’s largest supply of freshwater. It covers the remaining 3 percent of Earth’s surface including most of Antarctica and Greenland. Ice plays an important role in regulating climate, because it is highly reflective.

Biosphere The biosphere is the part of Earth’s atmosphere, land, and oceans that supports any living plant, animal, or organism. It is the place where plants and animals, including humans, live. What is weather? The weather is just the state of the atmosphere at any time, including things such as temperature, precipitation, air pressure and cloud cover. Daily changes in the weather are due to winds and storms. Seasonal changes are due to the Earth revolving around the sun. What causes weather? Because the Earth is round and not flat, the Sun’s rays don’t fall evenly on the land and oceans. The Sun shines more directly near the equator bringing these areas more warmth. However, the polar regions are at such an angle to the Sun that they get little or no sunlight during the winter, causing colder temperatures. These differences in temperature create a restless movement of air and water in great swirling currents to distribute heat energy from the Sun across the planet. When air in one region is warmer than the surrounding air, it becomes less dense and begins to rise, drawing more air in underneath. Elsewhere, cooler denser air sinks, pushing air outward to flow along the surface and complete the cycle.
