Scaparrotti, to the command headquarters, May 23, 2016 “It’s a great pleasure to welcome General Scaparrotti to his first visit to JFC Naples,” said U.S. Navy Adm. (Part 3 of 3) PRO-Gear Another way to control your shipment weight is to estimate weight for the member’s and Spouse’s Professional Books Papers and Equipment (PBP&E) or “PRO-gear,” if any. Service members and employees pro gear allowance is limited to 2000 pounds (no waivers) maximum. An Employee’s pro gear is part of weight allowances for shipment purposes. Civilian spouses are not entitled to spousal pro-gear (S-PRO) shipment entitlement in accordance with the Joint Travel Regulation (JTR). PRO-gear includes articles in a member’s possession needed for the performance of official duties at the next or later destination. All S-PRO gear must be inventoried and certified by the sponsor. Some examples of PBP&E are: refer-

ence materials; equipment peculiar to technicians or mechanics; specialized clothing such as diving suits, astronaut' suits, flying suits and helmets, band uniforms, chaplains' vestments, and other specialized apparel or unusual uniform or clothing item in the member’s possession needed for the performance of official duties. The weight of M-PRO is not counted against member’s weight allowance. In order for pro gear to be validated the sponsor must complete the following: a) declare pro gear during counseling; b) separate pro gear during packing by the movers, and c) ensure movers weigh pro gear

separately, clearly mark boxes as pro gear, inventory each pro gear item on the shipment inventory before signing final shipping documents. Spousal pro gear (SPRO) is limited to a maximum of 500 lbs. S-PRO gear are those items for the spouse’s professional employment, such as ombudsman, lawyer, doctor, nurse, teacher, chef or community support activities at the next destination. Sailors have many investment options when it comes to retirement; one of those is the Department of Defense’s Thrift Savings Plan. Chief Aviation Maintenance Administrationman Rhoda Rothwell, USS John C. Stennis’ (CVN 74) lead command financial specialist, has spent the last year ensuring Sailors understand the various options for investing, including the Thrift Savings Plan (TSP). “TSP is not like a regular savings plan where it’s just sitting in an account with very little [return on investment],” Rothwell said. “You can keep track of where your money is going and how much return on investment it’s accruing. It’s a better way to get more for your money.” TSP is the equivalent of a civilian 401(k) retirement plan. Service members can contribute dollars from their paycheck before taxes are taken out. The service member then decides where to allocate the money based on six different mutual fund options. The safest fund in the TSP is the G fund, which invests in government bonds. The S, I and C funds are riskier, because they invest in shares of stocks of publicly traded companies. Higher risk means that the funds have the potential for higher investment returns. The F fund is a mix of bonds and stocks, and the L fund invests in all of the funds previously mentioned.

Memorial Day weekend marks the end of May, the opening of the Support Site recreational pool, and the beginning of the heavy Permanent Change of Station (PCS) Season. The spike in PCS moves makes sense as it coincides with the nationwide summer break for schools, making it the perfect time for most families to pick up and move. Since many universities also hold their graduations during this time, the number of junior officer PCS moves also increases. A PCS move is a stressful event under the best circumstances, and can sometimes be overwhelming for families making their first overseas move. For this reason we need to work hard on our sponsorship programs and do our best as a community to welcome newcomers. If you are sponsoring someone, please reach out and make sure they have the most current information about the base and the area. For families, it’s very important to understand their preferences for school and childcare, and then help with the registration or signup process. As a sponsor, your direct experience with local commands and the area make you a primary resource for suggestions and connecting the dots for a successful transition. You may not have all the answers to all the questions, so please do not hesitate to reach out to your Ombudsman, FFSC, or directly to the relevant service office. The goal is to make the onboarding process as smooth as possible and I welcome your feedback for things the base can do to streamline the process. By working together to get the best information to those arriving to our community we can improve the efficiency and quality of life of personnel stationed here at Naval Support Activity Naples. So reach out to your chain of command, attend required sponsorship classes, and do your best to pass your expertise onto new arrivals. Have a great Memorial Day weekend! Premier Renzi Signs Protocol to Clean up Bagnoli Steel Plant Premier Matteo Renzi on Tuesday signed the protocol for the vigilance of the procedures for the clean-up and revamp of the area of a huge former steel plant in the Bagnoli district of Naples. Renzi has pledged the 272-million-euro Bagnoli cleanup will be “the biggest in history” and will be completed by 2019. Historical Parades in Downtown Naples Sunday The city of Naples will celebrate Charles of Bourbon in the three hundredth anniversary of his birth with events in costumes that will take place along the Marina and some historical streets in downtown Naples on May 29. A historical carriage parade with people in costumes from the 17th and 19th century will start at 9:30 a.m. from the Port of Naples and will end at Piazza Plebiscito. A second parade, a historical reenactment procession with about 100 participants dressed in 18th century costumes will start at 5 p.m., and will retrace a large

portion of the original path performed by King Charles of Bourbon in May 1734 from Porta Capuana to Piazza Plebiscito. These two parades will converge at Piazza Plebiscito with brides dressed in traditional costumes, mandolin serenades and flag wavers. Music, dancing and costume parades will also close May of Monuments 2016. Flower Festival of Corpus Christi in Cusano Mutri Sunday The charming medieval town of Cusano Mutri, a municipality in the Province of Benevento about 60 km. northeast of Naples, will be celebrating its oldest tradition, the Flower Festival of Corpus Christi this weekend. The event starts Saturday evening when artists begin to draw beautiful intricate designs on the main road with scenes from the Gospel. The display of flowers will start early morning on Sunday when the artists, using thousands of colorful petals which were gathered a few days before by women, men and children from the surroundings fields, will complete their beautiful carpet of colorful designs made entirely of flower petals, sawdust, coffee grounds and grass seeds.

NAVY HISTORY: Navy Nurse Corps Founded Lt. Karene Takamura U.S. Naval Hospital Naples

With more than 2.7 million registered nurses in America, nurses comprise the backbone of our health care system. According to the U.S. Department of Labor, there are 27,903 healthcare workers who serve in the Armed forces and 2,800 of those are our very own Navy Nurses. Our Navy Nurse Corps was established on May 13, 1908, by President Theodore Roosevelt, hence marking this year as the 108th birthday celebration. The Navy Nurse Corps began with just 20 nurses, known as the “Sacred Twenty” who were who were the first female members to ever formally serve in the Navy, and they were assigned to the first Naval Hospital in Washington, D.C. Long before the Navy Nurse Corps was established, there was an organization that has supported all nurses since 1896, the American Nurses Association (ANA). Over the years, ANA has relentlessly attempted to advocate for a national week specifically recognizing nurses. By 1974, the White House eventually declared “National Nurses Week” as May 6 to 12, coinciding with the birthday of Florence Nightingale, the founder of modern nursing. Since the establishment of “Nurses Week,” the ANA has promoted a unique theme each year to their nurses and nurse supporters, with this year’s theme being the “Culture of Safety.” ANA strives to inspire nurses using these themes to find creative and innovative ways to contribute to their own environment, such as

voicing concerns on workplace issues that directly impact patient care or staff members. Within the Navy Nurse Corps, we aspire to implement these annual themes within our community, as well as in our global nursing influence. Since 1909, our Navy Nurse Corps has evolved to be a global force, no longer confined to work within our nation’s borders. We are located all over the world as part of our global healthcare network: from clinics to hospitals, to ships and remote compounds in war zones. Unique to our duty to the military, we teach health promotion and prevention as well as care for fellow service members, their families, and allied forces in wartime and peacetime. Navy nurses are more than just frontline caregivers, we are also leaders, educators, mentors and program managers whenever and wherever duty calls. As our Navy nurses deploy or move from one duty station to another, let us not forget our civilian colleagues who are the pillars to military healthcare. They help train new residents, nurses, and corpsmen as well as maintain a system of order which allows our facilities to independently function. With our ever changing military healthcare team, we trust and rely on our civilian colleagues to keep our organization resilient. To all nurses – military, civilian or retired – you are respected and valued. The Naples Area Nurses’ Association proudly celebrates all of you. Thank you for providing world class care anywhere, any time while adapting to the challenging, evolving needs of the U.S. Navy and the current events of our world.

With the slowdown of the wars in Iraq and Afghanistan, those of us with combat experiences have become continuously scarcer. I have found that we have similar stories; not necessarily of combat experiences, but of the impact of deployment. I find this group to be wary of large crowds and loud HM1 John Lowe noises like fireworks. We are constantly hypervigilant and irritable, to the point at which most consider us paranoid or short-fused, and we often have nightmares of our deployment experiences. Sadly, we can also be very resistant to seek help, which can often lead to more serious mental health concerns, like Post Traumatic Stress Disorder (PTSD). The problem is not that the resources are unavailable or unknown, but more often, we allow things like pride or the idea that we are hardened combatants, and should deal with this on our own, get in the way. We may feel that no one will understand and, or be able to help us, or even worse, we feel like it will get better eventually, even when we are still dealing with it several years later. The biggest struggle for me has been the fear which was embedded in my misinformed junior corpsman brain that going to behavioral health would negatively affect and potentially end my naval career. I work as an Independent Duty Corpsman in the best field my rating has to offer. Through providing care to patients struggling with psychiatric issues, I have learned that most, if not all of these rumors are overwhelmingly false. Asking for help reflects courage, not weakness. We are not alone and there are people who understand and can help. It has been eight years since my initial combat deployment. I now have a wife and two children who deserve the best “me” I can offer. After all these years of holding back and trying to do this on my own, I decided that enough is enough. Recently, I committed to making the first step in my journey to getting better. In honor of Mental Health Month, I encourage anyone else who has hidden, or has witnessed a friend or loved one hide in the shadows as I did for so many years, to take this step too. ENERGY CONSERVATION Everyone Uses Energy From NSA Naples Energy Management Team

People use energy each day for transportation, cooking, heating and cooling rooms, manufacturing, lighting, entertainment, and many other uses. The choices people make about how they use energy affects the environment and everyone’s lives. Did you know? The ENERGY STAR® label on appliances and electronic equipment identifies energy-efficient products. With the help of the ENERGY STAR® program, from 1992 to December 2014, families and businesses saved $360 billion on utility bills, while reducing greenhouse gas emissions by 2.5 billion metric tons. Efficiency and conservation are different but related The terms energy conservation and energy efficiency have two distinct meanings. There are many ways people can use less energy (conservation) and many ways people can use energy more wisely (efficiency). Energy conservation is any behavior that results in the use of less energy. Turning the lights off when leaving the room and recycling aluminum cans are both ways of conserving energy. Energy efficiency is the use of technology that requires less energy to perform the same function. Using a compact fluorescent light bulb that requires less energy rather than using an incandescent bulb to produce the same amount of light is an example of energy efficiency. The rebound effect If the demand for energy services remains constant, then improving energy efficiency would reduce energy consumption. But some of the energy efficiency improvements might not reduce energy consumption overall. This offset is called the rebound effect, and can sometimes result in increased energy usage, despite energy efficiency improvements. For example, if you have an older car that has terrible gas mileage, and you buy a newer car with better mileage, but you drive it more because you’re getting better mileage, you can actually end up wasting more gas.

Memorial Day marks not only a day of reflection and honoring the country’s fallen service members, but also the beginning of the “101 Critical Days of Summer,” lasting from Memorial Day until Labor Day. Kids are out of school, families are out on the road for vacation and the weather supports a variety of outdoor sports. The same mix of ingredients that can lead to great memories can often lead to a significant injury if we don’t appropriately manage the risks involved. Take the time to assess the risks associated with your activities, no matter what they are, and implement the necessary measures to mitigate them. When driving long distances, take a 20 minute break every couple of hours and don’t drive more than 10 hours to include break time; and, that’s how you have a great summer, and don’t drink and drive.

BBQ Safety Tips Keep the following safety tips in mind when using your charcoal grills: ● Never use a charcoal grill inside an enclosed area. If you’ve grilling, and you assume all the coals are extinguished, they’re still producing carbon monoxide, so keep your charcoal grills outside at all times. ● Don’t wear loose clothing, especially long sleeves, while grilling. ● Charcoal grills tend to flare up, so keep a fire extinguisher handy. ● Use charcoal lighter fluid to light new coals only; never use it on coals that are already lit. Water Sports Safety ● Learn to swim ● Always wear a life jacket when in a boat and/or water skiing ● Be careful when entering or exiting the water from a boat ● Learn CPR and first aid ● Know which local water animals may be dangerous ● When diving or snorkeling, look; but, don’t touch ● Wear sunscreen

● Go with a buddy Whether you are whitewater rafting, swimming, or snorkeling, it is important to prepare for the sport before diving in. Many sports require certification; and even if your chosen activity doesn’t, it’s still a good idea to find out more about safety before going. Overexposure to harmful UV rays over time may also cause premature skin wrinkling and aging, age spots and an increased risk of skin cancer. To prevent injury, experts advise avoiding going outdoors during midday if the sun is too intense. For those who work outside during summer months, apply sunscreen with a sun protection factor (SPF) of at least 15 at least every two hours, and never use sunscreen that is more than one year old. However, to date the POV contractor, International Auto Logistics (IAL) has shown improved performance metrics of delivering POVs on-time to service members worldwide. Current trends indicate contractor performance is much better overall. Before setting up a counseling session to ship or store a POV, check to see if your POV is on the list of recalled vehicles at https://vinrcl.safercar.gov/vin/ . If the vehicle is listed as having an active safety or operational recall notice, immediately contact your servicing Vehicle Processing Center (VPC) to determine if your vehicle will or will not be accepted for shipment or storage. If VPC will not accept for shipment or storage, immediately take your vehicle to a certified mechanic or vehicle dealership (authorized by the manufacturer) for the required repairs. Proof of repair from a certified mechanic or dealership (authorized manufacturer) will be required by VPC before shipping or storing your vehicle. Carney Park Shuttles Are Back Sit Back, Relax and Enjoy the Ride By Chris Kasparek NSA Community Recreation Director

You’ve just arrived in Naples but you don’t have a car yet? You do have a car, but you haven’t mustered the nerve to try driving off base yet? You haven’t heard of Carney Park or you don’t know where Carney Park is yet? Carney Park – a 96-acre recreation area that is part of NSA Naples – is one of the most unique parks in the world, due to being located inside Monte Gauro, an extinct volcanic crater just a few miles west of Naples. Carney Park features a nine-hole golf course, pro shop and restaurant; Olympic-size outdoor pool with water slides and kiddy pool; numerous sports fields and courts (baseball, softball, football, soccer, tennis, basketball, volleyball, paintball and horseshoes); cabins; picnic and camping areas; youth center; playgrounds; Outdoor Recreation Center; and NEX. This past week the Carney Park Shuttle Service started back up. The service will run Thursday through Sunday, now through September 4. Specific schedules can be picked up in person at Tickets and

Travel, Fitness Centers, Liberty Center, Libraries, CDC’s, Auto Skills Center, Youth and Teen Centers. Pick-up and drop-off locations will be: Capo-NGIS stop, SS-TLA stop and Carney Park-Outdoor Rec Center parking lot. The following rules apply to the free Shuttle Service: Single Sailors, TLA families and all U.S. ID card holders are eligible to ride; Riders are first-come, firstserved; Riders must be at least 16 years old to ride without an adult; Riders are responsible for boarding at scheduled times and will need alternate transportation if they miss the shuttle or it is full; Limited space for strollers, coolers, etc. is available. As a reminder, shuttles are not staffed with an MWR employee. There will be also special schedules for the Fourth of July Celebrations at Carney Park, and those will be posted separately. And, here’s a very important point, if we don’t use the shuttle, we could lose this very convenient service. So what are you waiting for? Come on out and take advantage of all the great activities there are to enjoy at Carney Park, and best of all, we’ll do the driving.
