U.S. 6th Fleet/Naval Striking and Support Forces NATO Welcomes New Commander From U.S. 6th Fleet Public Affairs

Vice Adm. James Foggo III turned over command of U.S. 6th Fleet and Naval Striking and Support Forces NATO to Vice Adm. Christopher W. Grady, during a change of command ceremony on the spine at Capodichino, Naval Support Activity Naples, October 28. Presiding at the change of command ceremony was Commander, U.S. Naval Forces EuropeAfrica/Allied Joint Force Command Naples Adm. Michelle Howard. In her remarks, Howard praised Foggo’s leadership throughout Europe and welcomed Grady to the region. “Perhaps nowhere else in the world today are the efforts [of] the U.S. Navy more apparent than here. The combined area of responsibility, when you look at it, stretches from the North Pole to the Antarctic; encompasses 105 countries and over 1 billion people. It covers more than 20 million square nautical miles, touching three continents and accounting for approximately two-thirds of the world’s coastline,” Howard said. “So it takes a special leader to cover that swath of territory and wear multiple hats ... Vice Adm. Foggo was the ideal choice to fill these shoes when he was selected

Following a review by a special task force jointly commissioned by the Assistant Secretary of the Navy for Financial Management and Comptroller and the Chief of Naval Personnel (CNP), the Navy announced in NAVADMIN 235/16 that a number of actions have been identified that will help improve the quality of pay and personnel services provided to Sailors. These actions include improving training for pay and personnel professionals, assigning more military personnel to Personnel Support Detachments (PSDs) in continental United States locations, improving Sailor and command self-service capabilities, and implementing organizational changes that will produce more opportunities for civilian upward mobility. “We believe that these changes will ultimately result in retaining key talent and expertise to improve the support Sailors and their families receive from their PSD,” Dave Menzen, director Total Force Manpower, Training, Education Requirements Division (OPNAV N12), said. “Our efforts are aimed at having a Sailor-focused pay and personnel support system that is highly trained, auditable and enhanced by today’s technology.” Additionally, some changes already been put in place including revamping the Command Pass Coordinator

Naples Finishes Third at Cross Country Championships By Naples High School Cross Country Team

The men’s and women’s cross country teams both had historic performances at the 2016 European Championship meet in Baumholder. The Naples men beat out Stuttgart to earn third place, just a point behind team rival Shape. “This is easily the best team performance in the 10 years I’ve been coaching here,” Head Cross Country Coach Francis J. Commander, Naval Installations Command, Vice Adm. Dixon R. Smith visited NSA Naples this past Tuesday, conducting zone inspections for Gaeta, Support Site, and Capodichino. Ensuring assets (bases, ships, aircraft, etc.) meet agreeupon standards is an important part of every commander’s job. As the leader of the Shore Installation Enterprise, Vice Admiral Smith ensures his standards are being met at our Navy installations world-wide. I would like to thank Vice Adm. Smith and his team for taking the time to visit NSA Naples and for speaking to many of our Sailors and community members about the importance of our presence in Naples to the Navy enterprise. The entire month of November is Lung Cancer Awareness Month as well as the great American Smokeout. We highlight this campaign in an effort to help draw attention to a very serious health issue. Lung cancer accounts for 27 percent of all cancer deaths, killing more people than colon, breast, and prostate cancers combined. Smoking is the number one greatest risk factor for lung cancer, and that risk increases directly in proportion to the number of cigarettes smoked each day. Quitting at any age can significantly lower your risk of lung cancer and other associated illnesses. The USNH Naples and our community medical team offer a number of resources to help you kick the habit and start a new, easy breathing chapter of your life. Please think twice before you buy that next pack of cigarettes, or any tobacco product for that matter, and remember that your good health is an important part of our mission success. We had a great turn-out for many of our events this past weekend including Spooktacular and the Navy Ball. Events like these are essential to building community and networking in Naples. By spending time with each other we can learn about wide range of missions carried out on our installation as well as the people and families behind those duties. Naval Support Activity Naples Hosts 241st Navy Ball By PO2 Mat Murch

Naval Support Activity Naples hosted a Navy Ball at the Golden Tulip in Caserta October 29 to celebrate the Navy’s 241st birthday. More than 450 attended the Navy Ball, including officers, Sailors, civilians and family members. NSA Commanding Officer Capt. Doug Carpenter kicked off the Navy Ball by welcoming the guests and VIPs. “Good evening and welcome to the 2016 Naples Area Navy Ball celebrating the 241st birthday of our beloved service. A special welcome to Adm. Howard, Vice Adm. Grady, Rear Adm. Williamson, consular General Countryman and Rear Adm. Caudle,” he said. “This year’s theme is ‘Tough, Bold and Ready,’” Carpenter continued. “And certainly over the last year and the last 241 years, we have been TOUGH in the face of tough global issues, BOLD in our leadership and mission accomplishment, and READY to boldy face tough new global challenges such as the rise of non-state actors, and take on the age of the millenial. The U.S. Navy is truly blessed to have such a strong partnership with Italy. NSA Naples is hosted by our teammates in the Italian Air Force, and I wish to make a special thank you to my friend and strong partner, Col. Luigi Levante.” The event began with a social hour at 5:30 p.m. followed by a formal ceremony and dinner. The festivities ran through midnight. NAVY HISTORY: BIRTH OF THE MARINE CORPS From U.S. Marine Corps

Leading up to the American Revolution, a committee of the Continental Congress met to draft a resolution calling for two battalions of Marines able to fight for independence at sea and on shore. On November 10, 1775, the Second Continental Congress in Philadelphia passed a resolution stating that “two Battalions of Marines be raised” for service as landing forces with the fleet. This resolution established the Continental Marines and marked the official birth date of the United States Marine Corps. Captain (later Major) Samuel Nicholas became the first commissioned officer in the Continental Marines. He remained the senior Marine officer throughout the American Revolution and is known as the first Marine Commandant. As his first order of business, Nicholas needed to recruit Marines to fill those two battalions. He visited numerous public inns and taverns throughout the city of Philadelphia to begin recruiting. One of his first recruits was a wellknown local patriot Robert Mullan, who was owner of Tun Tavern, which became crucial to Nicholas’ recruiting efforts. Eventually Tun Tavern became part of military legend as the birthplace of the Marine Corps.

Serving on land and at sea, these first Marines distinguished themselves in a number of important operations, including their first amphibious raid into the Bahamas in March 1776. The belligerent British were storing large supplies of gunpowder at Fort Nassau in the Bahamas. Nicholas and 234 Marines sailed with the Continental Navy on a mission to capture the fort and its supply of gunpowder and munitions. Within minutes of their arrival on shore, the British troops surrendered to the Marines. Their first challenge and success paved the way for greater operations to come. The Treaty of Paris in April 1783 brought an end to the Revolutionary War and as the last of the Navy's ships were sold, the Continental Navy and Marines went out of existence. Following the Revolutionary War and the formal re-establishment of the Marine Corps on July 11, 1798, Marines saw action in the quasi-war with France, landed in Santo Domingo, and took part in many operations against the Barbary pirates along the “Shores of Tripoli.” For two-and-a-half centuries spanning our nation’s history, U.S. Marines have been the first to enter many conflicts in an attempt to bring peace and stability around the world, while defending our nation’s shores. Petty Officer First Class Carl T. Poe is from Greensboro, North Carolina. He joined the Navy as a result of the 9/11 attacks out of his patriotic duty. He arrived to U.S. Naval Hospital Naples in 2014. He is a vital asset to the Directorate of Health Care Business as Leading Petty Officer. His expertise, positive attitude, and professional demeanor have significantly contributed to the provision of higher quality patient care. He enjoys getting out and building relationships within the directorate, and out in the community, contributing to the hospital’s high customer satisfaction rate. Poe’s dedication to the command and the overall community have set an example for his peers. He enjoys traveling throughout Italy and Europe with his wife, and he enjoys expanding his knowledge of photography to record the memories he is making with his family. His goals include continuing his education toward a bachelor’s degree in political science, followed up with a Ph.D. in clinical psychology. Poe also hopes to achieve a professional certification from Italy for wine-tasting, as he enjoys learning about wine and adding to his expanding personal wine collection. His favorite quote is his own, simply, “Living is giving.”

A handful of Naples Tiger Sharks – 10 in total – traveled to Ramstein, Germany, for a swim meet October 15. “They were low in numbers, but a lot of talent among the swimmers,” Naples Tiger Sharks Head Coach Jane Higgins said. “They did not feel intimidated competing against the reigning European Forces Swim League (EFSL) Champion Kaiserslauten.” The team opened the meet with a medley relay and closed it with a free relay for the 10 and under age group.

The Tiger Sharks won first place in both events. Nine-year-old Michael Ancona said that winning the free relay, and swimming as the anchor leg in the team relay was his favorite part of the meet. Thirteen-year-old Ryan Rayos, as the acting team captain, led his teammates to get second place with 176 points over all for the meet. “It felt good swimming 1,500 meters and qualifying for long distance champs,” Rayos said. “And I even managed to drop almost three seconds from my previous

recorded time.” The swimmer of the meet went to 10-year-old Gabriel Rayos who won first place in all his events. He also was awarded “The Biggest Loser” for the boys by dropping 2.9 seconds off his time. ENERGY CONSERVATION GRRRRR!!! It’s Too Hot – It’s Too Cold From NSA Naples Energy Management Team

Anybody who has performed energy surveys in work spaces has heard these cries for help. Due to differences in human metabolism, sometimes people who sit right next to each other have the opposite complaint. Another interesting human variable: some people want to turn the heat up to 72 degrees in the winter and turn the air conditioning down to 68 degrees in the summer. That just doesn’t make sense. The Navy has energy efficiency standards that apply to space temperatures: Cool to no lower than 78 degrees F, and heat to no higher than 68 or 70 degrees F. Since these are average temperature targets, different rooms might have different temperatures, especially in older buildings with large areas and few thermostats. Navy standards also exist for after hours, to adjust temperature set points to provide less heat in the winter and less cooling in the summer when the building is unoccupied. It seems like opening windows should help if you’re too warm, but it wastes energy when the heat or air conditioning is running. Your open window can confuse a thermostat that controls the heat supply to spaces that aren’t benefiting from your outside air, and make it difficult to pinpoint the source of their temperature complaints (you). The best things you can do if you are too warm or too cold are: Dress in layers; and let your supervisor and facility energy monitor know about your issues. Your building’s climate control system may be in need of some attention, especially when everyone has the same complaint. If you tend to be cold, and sit in a colder area of the building, you might ask your supervisor if you can move to a location that’s a better fit for your metabolism. If your energy team gives you permission to open windows temporarily while a condition is being resolved, be sure to shut them at night to minimize energy waste.

Rota’s Water and Energy Program Honored with Third Consecutive Award By Petty Officer 1st Class Brian Dietrick Naval Station Rota Public Affairs

Secretary of the Navy (SECNAV) Ray Mabus announced the winners of the annual Energy and Water Management Awards October 15 and Naval Station Rota received the Gold Level of Achievement for having an outstanding water and energy program. The SECNAV Energy Awards annually recognize outstanding commitment to energy and water management by Navy and Marine Corps installations, ships and squadrons. The criteria used to select winners included a review of energy projects and energy awareness programs, energy base practices and reviewing the energy consumption performance of an installation from the last four years. According to Mabus, energy is critical to the Navy’s ability to provide the global presence necessary to ensure stability, deter potential adversaries and provide the country options in times of crisis wherever and whenever

they might arise. “Improving our energy culture remains a top priority,” Mabus said. “The fiscal year 2016 award recipients set the standard for our Navy and Marine Corps team and are driving changes within the service that will ensure our future mission success. I encourage all commanders to look to the accomplishments of our award winners and identify ways that your commands can use energy to its greatest effect.” The three biggest energy-saving projects that helped Naval Station Rota achieve the gold level were installing light-emitting diode (LED) light bulbs in hundreds of structures throughout the installation, installing solarthermal panels in 24 different locations and replacing heating, ventilation and air conditioning (HVAC) systems with more energy-efficient models.

“The various energy projects at Naval Station Rota have helped us a lot,” Lt. Tyson Baca, Naval Station Rota’s installation energy manager, said. “Per square foot, Naval Station Rota uses less energy than any other base in the region.” Naval Station Rota started tracking their water and energy usage in 2003 and since then, energy usage has decreased by 51 percent, well surpassing President Obama’s goal of 30 percent. “Energy and water conservation is a key initiative of President Obama’s and the Secretary of the Navy,” Baca said. “It’s important to a lot of senior leaders and what we’re really trying to do is change the culture. We’ve done a lot of great projects that’s helped us succeed in a 51 percent reduction. We need everybody, each department, each building manager, to take the leadership initiative and decrease their energy usage.”

Last year, Naval Station Rota spent $23 million on electricity and $3 million on water. The more we conserve energy and water, the less we will be spent and base leadership can put it towards other items, like our ships, shore facilities or other missionoriented items. There’s a long list of benefits that come from conserving water and energy, according to Baca. Rota was not the only installation in the Europe, Africa, Southwest Asia (EURAFSWA) region to receive honors from SECNAV. Naval Station Souda Bay was appointed the overall winner for all small shore installations. They will receive $25,000 to contribute to their energy and water management program and be authorized to fly the SECNAV Energy Flag for a one-year period. Naval Station Rota enables and supports operations of U.S. and allied forces and provides quality services in support of the fleet, fighter, and family for Commander, Navy Installations Command in Navy Region EURAFSWA.

(CPC) position, renamed as Command Pay and Personnel Administrator (CPPA), to include more defined responsibilities and enhanced training. All Navy commands and Navy detachments with an independent unit identification code, whether that command is located in one geographical area or spread through a geographical region, will have at least one CPPA to ensure command level accountability, auditability, and full engagement with their supporting PSD. Monthly CPPA engagements, both ashore and afloat, will help identify the resources available to assist CPPAs in performing their duties, provides facilitated CPPA training of Navy approved training aids, provides guidance and clarification on specific pay and personnel topics, and presents the opportunity to address local issues. “The Sailors that fill these positions have a lot of responsibility. Formalizing their training will benefit them and the fleet they serve,” NPPSC Commanding Officer Capt. Steven Friloux said. The Navy has also established a new Navy Enlisted Classification (NEC) code of 95AD for CPPAs to ensure that once Sailors are trained in the pay and personnel policies and procedures they can continue to use those skills throughout the fleet. The NEC can be awarded to CPPAs once the online training, on-the-job training and letter of designation

requirements are satisfied. Civilians acting as the unit CPPA are also required to complete the CPPA course. “They are going to have a direct impact on timeliness and accuracy of Sailors’ pay, so it is important for commands to select their brightest Sailors qualified to serve as CPPAs,” Friloux said. “Then we will provide training and the opportunity to earn the new NEC. The partnership between commands and their supporting PSD is the key to providing Sailors with accurate and timely personnel and pay support.” In addition to the CPPA change, some PSDs will see staffing increases. This will include adding billets for military pay clerks, active component and Full-Time Support, at PSDs. “We anticipate that adding more Sailors to those PSDs – with improved skillsets – will improve customer service between PSDs and commands as well as allow Sailors more opportunities to work within the pay and personnel specialty,” Friloux said. Commanding officers and officers-in-charge will continue to contribute to the success of the Navy’s Pay and Personnel Support System and should help ensure that all pay and military pay clerks receive the most up-todate training. Vice Adm. James Foggo III Vice Adm. James Foggo is Commander, 6th Fleet; Commander, Naval Striking and Support Forces NATO; Deputy Commander, U.S. Naval Forces Europe; Deputy Commander, U.S. Naval Forces Africa; and Joint Force Maritime Component Commander Europe. He assumed these duties on Dec. 15, 2014. Foggo is a 1981 graduate of the U.S. Naval Academy and a native of Virginia. He is also an Olmsted Scholar and Moreau Scholar, earning a master’s degree in Public Administration at Harvard University and a Diplome d’Etudes Approfondies in Defense and Strategic Studies from the University of Strasbourg, France. His sea duties include tours aboard USS Sea Devil (SSN 664), USS Mariano G. Vallejo (SSBN 658) and USS Narwhal (SSN 671). He commanded the attack submarine, USS Oklahoma City (SSN 723) in 1998, which was awarded the Submarine Squadron 8 Battle Ef-

ficiency award and the Commander Fleet Forces Command Admiral Arleigh Burke Fleet Trophy for being the most improved ship in the Atlantic Fleet. Foggo completed his major command tour of Submarine Squadron Six in 2007. Ashore, he has served as Special Assistant in the Office of the Under Secretary of Defense for Acquisition and Technology; senior member of the Atlantic Fleet Nuclear Propulsion Examining Board at Commander Fleet Forces Command; Executive Assistant to the Director of Naval Nuclear Propulsion (NAVSEA 08); Division Chief, Joint Staff (J5) for Western Europe and the Balkans; Director, Executive Assistant to Chairman of the Joint Chiefs of Staff; Executive Officer to the Supreme Allied Commander Europe (SACEUR) and Commander, United States European Command, Director, Assessment Division (N81) and Assistant Deputy Chief of Naval Operations (Operations, Plans and Strategy) (N3/N5B). In Naples, Italy, he served as Commander, Submarine Group 8; Commander, Submarines, Allied Naval Forces South; Deputy Commander, U.S. 6th Fleet, and Director of Operations, Intelligence (N3), U.S. Naval Forces Europe-Africa. During this period, he served as the Operations Officer (J-3) for Joint Task Force Odyssey Dawn (Libya). Additionally Foggo was a NATO CTF Commander in Joint Task Force Unified Protector (Libya). Foggo’s awards include the

Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, NATO Meritorious Service Medal and various unit, and service awards. In addition, he was awarded the 1995 Admiral Charles A. Lockwood Award for Submarine Professional Excellence and the State of Oklahoma Distinguished Service award by The Adjutant General. In 2006, he was awarded the Chevalier de l’Ordre National de Merité by the French government for his role in improving Franco-American relations. Foggo is also a member of the Council on Foreign Relations. Foggo’s next assignment will be as director, Navy Staff, at the Pentagon. Howard then addressed Vice. Adm. Grady, and the challenges he would be facing in his new position as commander of the U.S. 6th Fleet and Naval Striking and Support Forces NATO. “Chris, I promise your time here will be a lot of things, but boring will not be one of them. We face mounting security challenges across the AOR from the Black Sea and Eastern Med, to the recent attempted attack of U.S. forces from the Yemeni coast, and strikes on ISIS in Northern Africa to Gulf of Guinea piracy concerns. I’m thankful that our naval forces in the 6th Fleet have been and are in good hands,” Howard said.

Grady is a distinguished graduate of Georgetown University where he earned a Master of Arts in National Security Studies while concurrently participating as a fellow in Foreign Service at the Edmund A. Walsh School of Foreign Service. He is also a distinguished graduate of the National War College earning a Master of Science in National Security Affairs. Grady’s initial sea tour was with USS Moosbrugger (DD 980) where he served as combat information center officer and antisubmarine warfare officer. As a department head, he served as weapons control officer and combat systems officer in USS Princeton (CG 59). He was commanding officer of Mine Counter Measure Rotational Crew Echo on USS Chief (MCM 14) and deployed to the Arabian Gulf in command of USS Ardent (MCM 12). Grady then commanded USS Cole (DDG 67), deploying as part of NATO’s Standing Naval Forces Mediterranean. He then commanded Destroyer Squadron (DESRON) 22, deploying to the Arabian Gulf as sea combat commander for the Theodore Roosevelt Carrier Strike Group (TRCSG) in support of Opera-

tions Enduring Freedom and Iraqi Freedom. Ashore, Grady first served on the staff of the Joint Chiefs of Staff and then as naval aide to the chief of naval operations. He also served on the staff of the chief of naval operations as assistant branch head, Europe and Eurasia Politico-Military Affairs Branch (OPNAV N524). He then served as executive assistant to the Navy’s chief of legislative affairs. Next, he served as deputy executive secretary of the National Security Council in the White House. He then went on to serve as the executive assistant to the chief of naval operations. Grady’s first flag assignment was as the director of the Maritime Operations Center (N2/3/5/7), Commander, U.S. Pacific Fleet. Next, he commanded, Carrier Strike Group (CSG) 1 and the Carl Vinson Carrier Strike Group, deploying for nearly ten months to the Western Pacific and the Arabian Gulf conducting combat operations in support of Operation Inherent Resolve and Commander, Naval Surface Force Atlantic. In October 2016, he assumed these duties as commander, 6th Fleet; commander, Naval Striking and Support Forces NATO; deputy commander, U.S. Naval Forces Europe; deputy commander, U.S. Naval Forces Africa; and Joint Force Maritime Component commander Europe. His personal awards include the Defense Superior Service Medal, the Legion of Merit with four gold stars, the Meritorious Service Medal with three gold stars, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal with three gold stars and the Combat “V”, and the Joint Service Achievement Medal.
