NSA Naples Kicks off 2016 Combined Federal Campaign From Department of the Navy Chief Information Officer

The Combined Federal Campaign (CFC) is the world’s largest and most successful annual workplace charity campaign with more than 200 CFC campaigns throughout the country and internationally, helping to raise millions of dollars each year. Pledges made by federal civilian, postal and military donors during the fall campaign season – which runs through December 15th – supports eligible non-profit organizations that provide health and human service benefits throughout the world. The CFC database contains more than 4,000 approved charities in every interest area. These charities are listed in the “Catalog of Caring” available on the CFC website. The CFC’s mission is to promote and support philanthropy through a pro-

Happy 241st Birthday to U.S. Navy: Beginnings of the Continental Navy By Charles Brodine Naval History and Heritage Command

Each October 13, the U.S. Navy celebrates its birthday. It has done so for 241 years, but the birth of the U.S. Navy stems from a very short, frantic, almost panicked 11 days in 1775. The result of that crisis has become the most powerful sea power in the world. For those Americans who lived on the continent’s coastal waterways in the fall of 1775, the question of naval de-

fense was of no small moment. For a maritime people whose prosperity and fortunes were tied to the sea, the prospect of full-scale conflict with the greatest sea power in the world must have been a chilling one indeed. Because Congress had already provided for an army to contend against the Red Coats, those who feared the British trident might reasonably have asked why could not Congress create a Navy? Over an 11-day period in early October 1775, Congress deliberated on just this question, considering several schemes to fund the purchase or building of ships to defend the colonies. A number of congressmen argued vehemently against these proposals. Samuel Chase of Maryland declared one of the plans under consideration “the maddest idea in the world,” one that would bankrupt the continent. Edward Rutledge of South Carolina called another plan “the most wild, visionary mad project that ever had been imagined.” Rutledge predicted “it would ruin the character, and corrupt the morals of all our Seamen . . . The Naval Education and Training Professional Development Center (NETPDC) launched a major redesign and upgrade of the Navy College Program (NCP) website October 1. Designed to complement and support the NCP’s Virtual Education Center (VEC), the redesigned NCP website greatly improves the ability for Sailors, commands and academic institutions to access Voluntary Education (VOLED) information. “The Navy has taken the lead in modernizing its VOLED program, ensuring Sailors have the same opportunities as their civilian counterparts,” Capt. Lee Newton, NETPDC commanding officer, said. “Our goal is to provide online access and support to Sailors pursuing voluntary education at the time and place that’s most convenient for them, using the virtual tools with which they are already familiar.” VOLED Director Ernest D’Antonio said, the website enables Sailors to find specific information tailored to their individual needs. “From getting started on their degree path, to applying for Tuition Assistance (TA), to taking those final classes for a master’s degree – it’s all here on the newly redesigned site,” D’Antonio said. On Thursday, we celebrated the Navy’s 241st birthday, remembering that our history officially began on October 13, 1775, when the second Continental Congress passed a resolution creating the Continental Navy to fight in the revolutionary war. In 1794, President George Washington signed the Naval Act calling on six frigates to fight threats to American Merchant shipping by Barbary pirates. Since then we have been involved in conflicts around the globe, tasked with the mission of maintaining, training, and equipping combat-ready naval forces capable of winning wars, deterring aggression and maintaining freedom of navigation on the high seas. Naval Support Activity Naples plays a vital role in that mission, enabling a forward Head Quarters presence which directs our naval forces in a strategically vital area in partnership with our strong NATO allies. Fall and winter are at our door-step, and with the change in the weather also comes flu season; meaning now is a great time to get a vaccination. If you have walked past the Capo medical clinic you should have noticed tables and chairs in front of the entrance signifying their annual vaccination drive is in full swing. Getting vaccinated is a requirement for those of us in uniform, and it’s as easy as filling out basic paperwork, then sitting down for the injection. Influenza is a very serious disease that can lead to hospitalization and sometimes even death. Although these cases are rare in healthy populations who take part in regular physical activity, the potential short-term effects on quality of life and mission is not worth the risk. The Commanding Officer of the Hospital and I had our flu shots live this morning on the air with AFN, so please take a few minutes to get yours today or next week. I realize I talk quite a bit about recycling and trash, but these are important topics that affect quality of life and the morale at NSA Naples. Our waste management is a continuous focus for me and my team as we work through complex issues that can sometimes reduce our capability to collect, separate and remove trash around the installation. One thing that has a huge impact on our recycling numbers is separating organic material and food scraps into a separate bin or trash bag. Our recycling performance is calculated using the weight of recycled material over total weight of waste collected. By separating and recycling food scraps and other organic waste, we significantly increase the weight of recycled material, improve our recycling performance, and end up paying less for overall trash collection. I know for a fact that the community is putting a great amount of effort into recycling, so let’s make sure we are getting credit for it. International Hot Air Balloon Festival at Fragneto Monforte The 30th edition of the International Hot Balloon festival takes place today through the weekend at Fragneto Monforte, in Benevento province, about 85 kilometers northeast of Naples. About 30 hot balloons – some from foreign countries – will take to the air all weekend. Visitors will also be entertained by street artists and music. The hot balloons will fly from the municipal sport field at 7:15 a.m. until 6 p.m. every day of the festival according to the weather forecast. The festival will run through October 16. For details call 082-499-3674 or visit http://www.volareinmongolfiera.it Former NATO Base to Become Children’s Educational Park The former NATO base in Bagnoli is going to become a children’s educational park. The Naples regional government has approved a project to convert the base in “Primo Sport 0246” park which aims to involve from 4,000 to 5,000 children under six years of age to be educated in sports, healthy nutrition and care for the environment. The project was proposed by the Commissioner of the Fondazione Banco di Napoli for a total amount of 57,000 euros of which 40,000 was paid by the Campania region and 17,000 by the foundation. New Food Market at Rome’s Termini Train Station A new food market providing a wide range of high quality food, opened in Termini – Rome’s central train station – last week. Fifteen artisan food stalls are offering traditional Italian food including pastries, meat, pizza, gelato and much more. One store sells vegan and vegetarian food, while others sell local traditional Roman specialties. There is also a wine bar and restaurant run by a Michelin-starred chef on the first floor. The

store stretches over 1,900 square meters and has space for 500 people to eat. Rome Central Market is open daily from 7 a.m. until midnight. Night of the Witches at Benevento The city of Benevento celebrates the night of the witches this weekend with music, art, entertainment for children and adults, an antique maket and exhibitions. The legend of the witches of Benevento dates back to the 13th century. Local restaurants will prepare traditional menus dedicated to the witches of Benevento. The event starts at 10:30 p.m. Friday and Saturday at the historical center with music playing through dawn. Italian, Swedish Archaeologists Reconstructing Estates in Pompeii Using 3-D Technology A Swedish team of archaelogists from Lund University have been working with Italian authorities to map and reconstruct three large wealthy estates, a tavern, a landry, a bakery and several gardens in Pompeii since the year 2010. The project includes a new branch of advanced digital archaeology, with 3-D models demonstrating the completed photo documentation. The city district was scanned during field work in 20112012 and the first 3-D models of the ruined city have now been completed. The researchers have even managed to complete a 3-D technology to digitally reconstruct a large house, belonging to the wealthy banker, Caecilius Iucundus. The reconstruction reveals how the house looked before the volcanic eruption. A video tour put together by the university brings the reconstruction to life, showing the entrance room where the man likely received business partners in the morning, and where weaving women and other house workers would have spent their time in the afternoon. The reconstruction also shows an ornate house alter, decorated with a scene of an earthquake that rocked Pompeii 17 years before the fateful eruption of 79 AD.

Non-Combatant Evacuation Operation Exercise at Support Site By Sean M. Quinn NSA Naples Emergency Management Officer

Naval Support Activity (NSA) Naples will conduct a Non-Combatant Evacuation Operation (NEO) Relocation Reception Center (RRC) exercise October 20 from 9:45 a.m. to 2 p.m. at the Support Site Food Court. The purpose of the exercise is twofold: to validate the local NEO processing plan and execution process; and provide NSA Naples assigned personnel and their families an opportunity to validate their individual emergency plans and gain familiarity with the evacuation process. Participation in this exercise is highly encouraged. All tenant commands and agencies are asked to support their personnel by allowing them the opportunity to participate with their families. Participation is open to: ● DOD personnel and their family members ● DOD civilian personnel and their families ● DOD contractors and their families ● U.S. government employees and their families ● U.S. military retirees residing in the local area ● Family pets of those listed above (dogs and cats only) This is a great opportunity for personnel and their families to become familiar with the process, and to verify all their required documents are in order. Participants will have an opportunity to interact with a number of agency representatives as part of the processing. These will be the same agencies they would see during an actual emergency event. The following is a list of the forms and documents participants should have with them to process through the RRC: – ID card – U.S. passport (important) – Personal records (birth certificate, medical and immunization records, etc.) – Passports for all members – Sojourner’s permits – Housing Documents (inventory, housing contract, etc.) – Copy of vehicle registration (replaced vehicle control form) – Other legal documents (insurance policies, powersof-attorneys, etc.) – Completed noncombatant information card – Instructions to dependents upon return to the U.S. – NEO registration (NEO Census Form) – Authorization/designation for emergency pay and allowances, DD Form 1337 (for military) – Authorization for emergency evacuation advance and allotment payments for DOD Civilian Employees,

DD Form 2461 (See Page 39) – Inventory of household goods, DD Form 1701 – Repatriation processing center processing sheet, DD Form 2585 – Personal property record, DA Form 4986 – Rabies certificate, DD Form 2208 (for your evacuating pets) If you are bringing pets with you for exercise participation or during an actual event, the following are required for the care and processing of your pet(s): – Each pet must have its own rigid (not soft) airline carrier that is large enough for them to stand up, turn around and lay down in. Pets cannot be combined into one carrier. – Two copies of valid rabies certificate DD2208 (May 2008) will be maintained in your NEO folder. Rabies needs to be boosted annually while you are stationed in Italy. – Two prefilled out veterinary health certificates DD2209 will be maintained in your NEO folder. Leave veterinary signature and date blocks blank. Any pet leaving Italy will require a veterinarian to sign and date the health certificates before departure. – Two copies of prefilled out pet evacuation registration cards. – Prepare at least 10 days of food supply and medications in waterproof containers or zippered plastic bags. – Have well-fitting collar/harness with ID tag and a good leash. – Have front and profile pictures of individual pet with owner. – Sufficient medications for 1-2 weeks with dosing instructions. – Spill resistant food and water bowels that can be placed in kennel (label with pet and sponsor’s name). – Small plastic bags for feces disposal (dogs) and litter scoop (cats). Cat owners need a 10-day supply of litter and a small compact container with lid for litter storage that can fit in the cat kennel to prevent spillage when not in use by the pet in the carrier. – Muzzle (if needed) – Updated NEO folder with all required documents and photos listed above – EU pet passport if owned; FAVN for non-US travel if required Once exercise participants have completed their processing, they will be asked to complete a feedback card regarding their experience and any comments. This is a great opportunity for each participant to evaluate their individual and/or family emergency plans and preparations. He reported to U.S. Naval Hospital Naples on August 19, 2015, where he spends his time working in the Staff Education and Training Department (SETD). Valconi ensures the successful operation of the SETD through scheduling classroom requests, processing Tuition Assistance applications, and managing the indoctrination of every new Sailor that checks in to the command. His program oversite currently consists of the Emergency Vehicle Operator’s Course (EVOC) and the Hospital Corpsman Skills Basic (HMSB) course. HMSB is a newer Bureau of Medicine course requirement that he has contributed to greatly, increasing the command compliance by more than 25 percent. Valconi also enjoys mentoring Sailors through the facilitation of several courses, to include Navy Pride and Professionalism, as well as several topics for the Enlisted Advancement Program. During his off time, Valconi enjoys traveling throughout Europe, playing video games, and taking college courses to complete his master’s degree in Human Relations through the University of Oklahoma. His ambitions while in Naples include: becoming a registered Emergency Medical Technician (EMT) through the command’s program and receiving an operational orders billet with a Marine Division. He also aspires to become a member of the Navy Judge Advocate General’s Corps (JAG) through the Navy’s In-service Procurement Program.

What Can I Do At Home to Support Energy Action Month? ● Turn down the temperature of your water heater to the warm setting, typically 120°F (49°C). ● Check if your water heater has an insulating blanket (which can pay for itself in one year or less). ● Heating accounts for almost half of the average family’s winter energy bill. Navy Observes National Cybersecurity Awareness Month From Navy Office of Information

October marks the annual cybersecurity education and awareness campaign. As Navy systems and functions become increasingly reliant on cyberspace, adhering to best cyber practices and behaving with integrity online are critical to protecting Navy networks. The cyber threat is real. Between September 2014 and June 2015, there were 30-million known malicious intrusion attempts on Department of Defense networks. Both civilian and military computer systems are under constant attack from a variety of sources. Adversaries use hacking, espionage, malware, viruses and worms to obtain personal information through emails, software downloads and social websites. Whether at work or at home, Navy personnel must remember that they are in the battlespace and are our first line of defense. “What we all have to remember is that every Sailor is cyber warrior,” Chief of Naval Operations, Adm. John Richardson said. “Just like every Sailor is a fire fighter, every Sailor is a cyber warrior ... It just takes one person to make a mistake;

that mistake can be exploited and the network can be severely damaged by one person’s lapse in concentration.” During October, organizations across the Navy are scheduled to disseminate information through articles, videos, social media and graphics to educate and inform Navy personnel and partners on this vital security issue. “In my role as Navy Cybersecurity director, I am on the hunt every day for capabilities that reduce the risk of cyber warfare disrupting maritime operations,” Vice Adm. Jan Tighe, deputy chief of naval operations for Information Warfare, said. “A critical step in reducing that risk, and the point of Cybersecurity Awareness Month, is to ensure that every member of our workforce understands their role in mitigating cyber threats. “If you touch a Navy network as a user, maintainer, developer or part of the cyber security workforce, you are in the cyberspace fight,” Tighe added. “Your actions and behaviors in cyberspace can either enable or prevent adversary opportunity. These arguments were countered effectively by John Adams and other pro-naval congressmen who forcefully articulated the advantages of a navy not only in “distressing the enemy,” but in making possible “a system of maritime and naval operations” to protect the American colonies. Ultimately Adams and his fellow “navalists” carried the day and on October 13, Congress voted to fit out two sailing vessels, armed with 10 carriage guns, as well as swivel guns, and manned by crews of 80, and to send them out on a threemonth cruise to intercept transports carrying munitions and stores to the British army in America. This was the original legislation out of which the Continental Navy grew and as such constitutes the Navy’s birth certificate. Once the decision to purchase a modest size naval force was made, the push within Congress to create a regular naval establishment gained momentum. Before the year was out, lawmakers had authorized the purchase of an additional six ships and the construction of 13 frigates; selected a commander for the Continental fleet, Esek Hopkins; commissioned eighteen naval officers; created two Marine battalions; established service pay and subsistence tables; authorized prize moneys for the capture and sale of enemy warships; adopted a naval code of discipline drafted by John Adams; and formed an administrative body, the Marine Committee, to give force, guidance, and direction to the new navy. The frenetic pace of activity in naval affairs Esek Hopkins, the first commander-in-chief of the Continental Navy during the American Revolutionary continued through the War. first months of 1776 enabling Esek Hopkins to have his squadron of eight vessels manned and ready to put to sea on Feb. 17. Hopkins returned less than two months later with a large store of ordnance and munitions taken at New Providence Island in the Bahamas and with two British warships as prizes. The work of John Adams and others in effecting the creation of the Continental Navy in the fall and winter of 1775-76 was an impressive achievement. In five months, these dedicated men had brought together ships, men, and administrative machinery, and launched a fleet on its first operational cruise. It was a bold signal by America’s Continental leaders that they were willing to challenge Great Britain on the high seas. While the Continental Navy never achieved the heights of greatness many Continental leaders envisioned for it, its accomplishments were nonetheless noteworthy and enduring. Over the course of the War of Independence, the Navy sent to sea more than 50 armed vessels of various types. The Navy’s squadrons and cruisers seized enemy supplies and carried correspondence and diplomats to Europe, returning with needed munitions. They took nearly 200 British vessels as prizes, some off the British Isles themselves, contributing to the demoralization of the enemy and forcing the British to divert warships to protect convoys and trade routes. In addition, the Navy provoked diplomatic crises that helped bring France into the war against Great Britain. And at a time when the country had few national symbols to look to, the Continental Navy helped provide a focus for unity at home and a demonstration of national resolve abroad. Finally, the Continental Navy bequeathed a legacy of wartime experience, traditions, and heroes that has guided and inspired Sailors and civilians in the United States Navy to the present day.

Smokey the Bear’s Campfire Rules From the Department of the Interior

In the United States, nearly nine out of 10 wildfires are caused by people not being careful. Last year 58,916 human-caused wildfires burned more than two million acres. Help Smokey prevent these types of fires by learning to be careful and helping others do the same. Make sure that the grownups building your next campfire follow all the rules below, and tell them to check out Campfire Safety to learn even more. ● Make sure you are at a site that allows campfires ● Make sure there are no burn bans and it’s not too windy ● Dig a pit away from overhanging branches ● Circle the pit with rocks ● Clear a 10-foot area around the pit down to the dirt, removing anything that could catch on fire ● Stack extra wood upwind and away from fire ● After lighting, throw the match into

the fire ● Never leave a campfire unattended; an adult should supervise the campfire at all times ● Keep a bucket of water and shovel nearby ● Never put anything but wood into the fire ● Do not pull sticks out of the fire ● Do not sit on the fire ring or rocks around the campfire. They will heat up quickly and they’ll stay hot for a long time ● When it’s time to put the fire out, dump lots of water on it, stir it with a shovel, then dump more water on it. Make sure it is COLD before leaving the campsite. If it’s too hot to touch, it’s too hot to leave! And remember, Smokey’s friends never play with matches, lighters, lighter fluid or other flammable liquids. If you find any of these items, tell a grownup where they are. If you see younger children playing with them, tell them to stop, and then tell a grownup. Kids who help prevent wildfires deserve a Smokey Bear Hug.
