The Eagle Has Landed, Again By PO2 Chad Butler

A historic eagle statue was installed on Naval Support Activity (NSA) Naples October 26, 2016. The eagle, now displayed in front of Admin. Bldg. 1 on board Capodichino sat at the entrance to the Naval Forces Europe headquarters building at Grosvenor Square, London, since the 1940s. The London building was once the headquarters of now-legendary U.S. Army Gen. Dwight D. Eisenhower during early years of World War II. In 2009, U.S. Naval Forces Europe moved its headquarters to Naples and returned ownership of the vacated building to the United Kingdom government. In March 2016, the U.K. government offered the eagle to the U.S. Embassy in London, which in turn offered it to U.S. Naval Forces Europe-Africa headquarters in Naples. The eagle, in its new home is standing watch once again, and greeting service members and visitors to the Naval Forces EuropeAfrica headquarters. U.S. Naval Forces Europe-Africa, headquartered in Naples, Italy, oversees joint and naval operations, often in concert with allied, joint, and interagency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.

November Happenings in Campania to Celebrate St. Martin and U.S. Veterans Day By Lou Freed

When November rolls around, visions of holiday parties, lavish parades and monumental turkey dinners start dancing in many Americans’ heads. And not to forget, the Black Friday sales fever spikes. But before folks jump into the holiday hustle and bustle, veterans back home and overseas take center stage November 11, when the country pauses to honor Veterans’ heroic endeavors and say, “Thank you for your serv-

ice” to vets and their families. Fortunately for Americans living in Italy, Veterans Day coincides with the commemoration of St. Martin’s exemplary humanitarian deed. Tradition holds the French-born-turned Roman soldier saint, provided warmth to a beggar on a cloudy November day by halving his cloak to share a piece of the garment with the poor man. The compassionate act endeared the good man to innumerable Christians, inspiring Italian vintners

to happily uncork their light, fruity “Vino Novello” (“new wine,” which completes its fermentation in November) to warm hearts and souls of wine enthusiasts and others on the mentioned day. And what goes well with the new wine? “Think roasted chestnuts, the perfect bride for the wine type,” locals would say. That said, November 11 is a time to fete and celebrate heroes and samaritans whether or not you are stateside or in Italy. Wondering where to celebrate in our region before

Still Time to Vote in the November 8 Presidential Election From NSA Public Affairs

The 2016 presidential election is November 8, which is just around the corner. You still have time to cast your vote. It’s easy and only takes a few minutes. Begin by visiting fvap.gov to complete a registration application and request your absentee ballot. Complete the Federal Post Card Application using the online assistant, fill out a PDF or pick up a hard copy version from your Voting Assistance Officer or Consular Office. Be sure to double-check your contact information in case your election office needs to reach you. Follow postal guidelines when sending in your registration, ballot request forms, and your ballot. You can contact your election office to ensure they received your information by sending them an email or giving them a call. To find your State’s election website for specific information on candidates, elections, contact information, and links to your local election offices or for any other questions visit fvap.gov

This Friday morning Vice Adm. James G. Foggo will pass command of the U.S. Sixth Fleet to Vice Adm. Christopher Grady in a change of command ceremony on the Capodichino spine. Vice Adm. Foggo is heading to Washington, D.C., to serve as the Director of the Navy Staff at the Office of the Chief of Naval Operations. NSA Naples is proud to host and to serve Sixth Fleet as the Navy’s mission and importance continue to grow in Europe. We wish Vice Adm. Foggo fair winds and following seas at his new duty station, and welcome Vice Adm. Grady to our close-knit community. You may have noticed construction preparations occurring near the Support Site trash pads recently. In line with our mission to continually improve the level of customer service and quality of life for the community, I am excited to begin expanding and improving the Support Site trash pads on October 31. To minimize disruption, we will only work on two trash-pads at a time. Expanding the trash pads will allow room for more bins, decrease the occurrence of trash overflows, and improve our ability to recycle. You can find the trash pad expansion project schedule attached to the PAO notes, along with the location of alternate trash sites. Speaking of trash, I would also like to remind community members who live off-base that adding your household trash to the on-base trash pad areas is not permitted. Each local community and landlord have waste disposal programs that you are required to follow. If you need help, please reach out to the housing office who will help you find and understand the process for your residence. PRT season is here again and I would like to remind all participants that just because you may have finished the test doesn’t mean you should lose track of your health. Staying physically active throughout the year will help future PRT scores and also boost your overall long term health. We have a fantastic cadre of command fitness leaders and fitness instructors who are trained and ready to give fitness advice and lead your teams in great workouts! Chocoland Fair Returns to Vomero Through Nov. 1 Last year’s Chocoland Fair in Naples was a huge success. If you missed it, you can enjoy the many treats at this year’s Chocoland Fair in Vomero between Via Luca Giordano and Via Scarlatti. Chocolates will come in many original forms, such as shoes, accessories for hardware stores, musical instruments, and the inevitable choco-kebab. Visitors can take part in workshops and labs by master chocolatiers who will teach how to make simple or more complex chocolate candies. The fair started on Thursday and will run through November 1. Admission is free. Naples’ Pignatelli Museum to Host World Press Photo Exhibition Nov. 24-27 The Pignatelli museum in Naples will be hosting the World Press Photo exhibition from November 4 to 27. The photos of this exhibition are the result of an important photojournalism contest which has been held since 1955. An international jury of experts elected 150 winning photos which are displayed in a world-wide exhibition to draw millions of viewers. A selection of photos, therefore have also been published by major newspapers such as Le Monde, Time, National Geographic and The New York Times. The exhibition at the Pignatelli museum is open from 8:30 a.m. to 7 p.m. every day except on Tuesday. Tickets are 7 euro. Royal Palace of Carditello Reopens Tomorrow The 18th century Royal Palace of Carditello, located in San Tammaro in the province of Caserta, will re-open its outdoor spaces to the public tomorrow. There will be a big party presided over by Dario Franceschini, Ministry of Cultural Environmental and Tourism Heritage; Maurizio Martina, Minister for Agriculture; and Vincenzo de Luca, President of the Campania Region. The Royal Palace once belonged to the Neapolitan Bourbon Monarchy, where it was used as

an agricultural and pastoral production center, and also by the monarchy members of the court as a hunting lodge. The forecourt has a large horse race track, which will host an equestrian show with a historical reenactment of the 18th century and an exhibition of the 4th Carabinieri regiment on horseback with fanfare. The opening of the outdoor spaces, pending on the restoration works of the interior spaces will give all citizens the opportunity to know the beauty of the Royal Palace. The opening ceremony starts at 9:30 a.m. and is open to all. Foreign Cyclists Now Allowed to ‘Walk’ Bicycles in Venice The city of Venice banned tourists cycling in the narrow canal streets of its historic center and recently the mayor of Venice announced that anyone caught riding their bicycles would be fined 50 euro. The only exemption has been granted to “foreign” cyclists who will have to walk their bicycles between Piazzale Roma, near the Calatrava Bridge, and the road that leads to the railway station. Italian Woman Discovers 37 Million Lira in Mother’s Attic; Bank Says No Deal for Exchange to Euro An Italian woman from Genoa was cleaning out her attic when she found 37 million lira in a safe, belonging to her mother – who died before she could tell her daughter about her secret savings. At today’s exchange rate, that is equivalent to about 19,100 euro, but so far, the woman has been unable to convert it. The central Italian bank set a limit for the exchange of the lira, ahead of adopting the euro January 1, 2002. Coins or banknotes that were not brought to the bank before December 6, 2011, are considered worthless. The woman plans to contest the central bank, saying that the legal time limit for converting lira to euro shouldn’t apply to people who only became aware of cash after the deadline had passed. The central banks of nine Eurozone countries, including Germany and Ireland, have set no limit for exchanging banknotes from their old national currency.

NAVY HISTORY: SPOTLIGHT: AMIE PENNARTZ RECORD-BREAKING DIRIGIBLE FLIGHT

On November 3, 1931, the Dirigible USS Los Angeles (ZR 3) made a 10-hour flight out of Naval Air Station Lakehurst, New Jersey, carrying 207 persons, establishing a new record for the number of passengers carried into the air by a single craft. The USS Los Angeles (ZR-3) was a rigid airship built from 1923 to 1924 by the Zeppelin company in Friedrichshafen, Germany, but was surrendered to the U.S. Navy in October 1924 by the German Government as part of the war reparations from World War I. At just over 658 feet long, with a hull diameter of nearly 91 feet, Los Angeles was enormous, dwarfing its tender ship, the USS Patoka (AO 9). Los Angeles carried a

crew of 40 Sailors and officers, and served as an observatory and experimental platform, as well as a training ship for other airships. Her propulsion plant was five Maybach VL-1 12-cylinder water-cooled inline engines, which could produce 400 horsepower per engine, and with two-bladed fixed-pitch, rotatable wooden propellers. Her maximum range was 6,640 miles at 12 mph. Her cruising speed was 55 mph, and she could attain a maximum speed of 75 mph. The Los Angeles ZR-3 went on to log a total of 4,398 hours of flight, covering a distance of 172,400 nautical miles (319,300 km) traveling to places in both the Pacific and the Atlantic. Amie Pennartz is originally from San Antonio, Texas, where in high school she worked at Six Flags Fiesta Texas on the Boardwalk. Pennartz went on to attend college at Texas Lutheran University, St. Phillips College, and Texas A&M Kingsville. She graduated from St. Phillips College with an associate’s degree in culinary and later graduated from Texas A&M Kingsville with a bachelor’s degree in kinesiology. Over the next decade Pennartz worked at Central Market in San Antonio and Houston, then taught for four years at Smith Middle School at Fort Hood in Killeen, Texas. In August of 2012 Pennartz arrived in Naples and began teaching at Naples high school. Her classes include Culinary Arts I & II and Life Skills for seventh graders. In 2015 she began teaching hospitality courses for Central Texas College. Most recently she taught a Fundamentals of Baking and an Introduction to the Hospitality Industry class for college students. In her free time, Pennartz enjoys spending time with family, cooking for friends, going on wine tours and reading.

5 Protecting You and Your Family Against Influenza FLEET AND FAMILY SUPPORT CENTER EVENTS THIS WEEK October 28, 2016

It is that time of year again for influenza vaccines. Influenza, or “flu,” is a contagious respiratory illness. According to the Centers for Disease Control and Prevention, flu was associated with between 3,000 and 49,000 deaths per year between 1976 and 2006, and even milder cases of flu have the potential to adversely impact Navy force readiness and mission execution. The vaccine will help protect against the influenza viruses that research indicates will be most common during the season. This includes the influenza A (H1N1) virus, the influenza A (H3N2) virus, and one or two influenza B viruses, depending on the flu vaccine. People with the virus can spread it to others up to six feet away. Most experts think flu viruses are spread mainly by droplets made when people with the cough, sneeze or talk. Less often, a person might also get the flu by touching a surface or object that has the flu virus on it and then touching their own mouth or nose. The flu is contagious. Some people can be infected with the flu virus, but have no symptoms. During this time, those persons may still spread the virus to others. k of contracting influenza and is now recommended for everyone. Vaccination is the first line of prevention towards ensuring a happy and healthy family. Although not required for the public, it is highly recommended to reduce your risk of contracting the Influenza virus. In order to keep us mission ready and protect the public’s health, flu vaccine is manda-

tory for all military personnel (Active Duty and Reserves), as well as civilian health care workers providing direct patient care, mission-essential DoD civilians, and CDC staff (unless you are medically or administratively exempt). Be sure to maintain a copy of all records because the documentation will act as your “receipt” for having received either the vaccine or the exemption. If we do not have a record of your vaccination and your name appears on a delinquency list, you will need to either show your receipt or receive the vaccine again. Some groups in our community are at higher risk for complications from an influenza infection. If you are in one of the groups below, we strongly encourage you to get a flu vaccine as soon as possible: ● Pregnant women ● Individuals living with or caring for infants less than two years old ● Children younger than five, especially under the age of two ● People 65 years and older ● Anyone with one of the following medical conditions: chronic lung disease such as asthma or emphysema, heart disease, chronic kidney or liver disease, a cognitive or neuromuscular disorder, a metabolic disease (including diabetes), or immunosuppression (caused by medications or by another medical condition) U.S. Naval Hospital (USNH) Naples has one form of the influenza vaccine for the general population. The one form of vaccine is an inactivated vaccine given by intramuscular injection. It is important to note that the viruses in the vaccine are versions of the virus that cannot replicate. You cannot

get the flu from them. Side effects from the vaccine could include runny nose, headache, sore throat and cough. The influenza season officially starts in October. Active duty, first responders, essential civilian personnel and those at high risk from complications of the flu will be the first to receive the vaccine. Talk to your healthcare provider if you have any questions regarding the flu vaccine for you and your family. Remember, flu vaccination does not protect you from the common cold. Use these best practices to protect our community and keep everyone healthy. Avoid close contact: Avoid close contact with people who are sick. When you are sick, keep your distance from others to protect them from getting sick too. Stay home when you are sick: If possible, stay home from work, school, and errands when you are sick. You will help prevent others from catching your illness. Cover your mouth and nose: Cover your mouth and nose with a tissue or lean into your elbow when coughing or sneezing. It may prevent those around you from getting sick. Clean your hands: Washing your hands often will help protect you from germs. If soap and water are not available, use an alcoholbased hand rub. Avoid touching your eyes, nose or mouth: Germs are often spread when a person touches something that is contaminated with germs and then touches his or her eyes, nose, or mouth. Practice other good health habits: Clean and disinfect frequently touched surfaces at home, work or school, especially when someone is ill. Get plenty of sleep, be physically active, manage your stress, drink plenty of fluids, and eat nutritious food. If you or your family members are unable to receive the vaccination during the scheduled times, visit the Immunization Department between the 7:30 a.m. to 4 p.m. Monday through Wednesday; 7:30 to 11:45 a.m. Thursday; and 8:30 a.m. to 4 p.m. Friday. ENERGY CONSERVATION Decades of Government Energy Investments Paying Off Today From NSA Naples Energy Management Team

Decades of investments by the federal government and industry in five key clean energy technologies are making an impact today. The cost of land-based wind power, utility and distributed photovoltaic (PV) solar power, light emitting diodes (LEDs), and electric vehicles (EVs) has fallen by 41 percent to as high as 94 percent since 2008. These cost reductions have enabled widespread adoption of these technologies with deployment increasing across the board. Combined, wind, utility-scale and distributed PV accounted for more than 66 percent of all new capacity installed in the nation in 2015. Total installations of LED bulbs have more than doubled from last year, and cumulative EV sales are about to pass the half-million mark. These technologies are now readily available and our country has already begun to reap the benefits through their increased adoption. As these clean technologies are broadly deployed there is a reduction in the emissions that contribute to climate change, the air we breathe is better quality because of a decline in air pollutants, and we are expanding economic opportunities for American workers and manufacturers. In 2014 the manufacturing sectors for wind turbines, photovoltaic panels, lithium ion batteries, and LEDs have added $3.8 billion dollars in value to the U.S. economy. As we continue to advance international action on climate change under the Paris Agreement – which established a long-term worldwide framework to reduce global greenhouse gas emissions – these five technologies have and will play a critical role in providing opportunities to reach global climate goals.

Breast Cancer Screening Begins with You PO2 Cole Fauntleroy USNH Naples

In 2016, an estimated 307,660 women will be diagnosed with breast cancer with 1 in 8 U.S. women developing breast cancer at some point over the course of her life. A woman’s risk also doubles if she has a first-degree relative (mother, sister, or daughter) who has been diagnosed with breast cancer, however, about 85% of women who are found to have breast cancer have no family history associated. What can you do to increase your odds in the fight against breast cancer? Since 1989, there has been a significant decline in the number of deaths associated with breast cancer. This is attributed to an increase in early detection and Breast Self-Exam (BSE) awareness. A BSE is of utmost importance because you are most familiar with your body and can easily detect a change

early. It is recommended to perform a BSE at least once a month beginning at age 18. A BSE is not the only tool in your arsenal for early detection. For women, an annual mammogram screening can track any changes in breast tissue over a long period of time. Although the recommended frequency of mammogram screenings varies, the American College of Radiology (ACR) and the American College of Obstetricians and Gynecologists recommend screening mammography and clinical breast exams every year starting at the age of 40. The U.S. Preventive Services Task Force and American Academy of Family Physicians recommend biennial (once every two years) screening mammograms between the ages of 50 and 74 (both recommend fre-

quency should be individualized after age 50). The key to early detection is a BSE and mammography screenings within the recommended frequency, as stated above. Sometimes, early signs of cancer cannot be detected by a BSE and require a radiologist to compare the difference between the current and previous exams. This is why it is crucial to hand-carry your images between duty stations and why technicians will request to see your previous mammograms. Men are 100 times less likely to develop breast cancer compared to women. Because the probability is so small, there is no recommended screening schedule established by the ACR. However, if you do feel a lump or anything abnormal, contact your Primary Care Manager (PCM) to

schedule an appointment. At U.S. Naval Hospital (USNH) Naples, we utilize the self-referral program for any patients who have been screened in the past. If you have not been seen by our clinic and you have concerns, you must see your PCM prior to scheduling a mammogram. In order to better serve the community, the Radiology Department has extended mammography appointment availability to five days a week. USNH Naples is accredited by the ACR and complies with the Food and Drug Administration, meeting strict guidelines and necessary laws providing the highest standards of safety and efficiency. One of the most popular foods in the United States is pizza. More than three billion pizzas are sold in the U.S. every year, according to the National Association of Pizza Operators. New York alone has more than 9,000 pizzerias. For Americans living in the Naples region, they are fortunate for the chance to experience pizza directly from the source, the place where pizza was born. In the late 1700s Neapolitans often added a tomato topping to yeastbased flat bread, an early version of the pizza we know today. Pizza became a tourist attraction as visitors to Naples wanted to try the local specialty. The Pizza Marinara is still available and is the closest in style to this oldest form of pizza. It has toppings that consist of local tomatoes, oregano, garlic, and extra virgin olive oil. The name “marinara” comes from the term “la marinara,” the seaman’s wife, since it was a popular food with fisherman working out of the Bay of Naples. The Pizza Margherita has fresh tomato sauce, mozzarella cheese and basil leaves. This is considered the classic Italian pizza and a Naples specialty, named after Queen

there are also many other variations to try. There are very specific rules that must be followed for an authentic Neapolitan pizza, according to The True Neapolitan Pizza Association.

Some of the rules are that the pizza should be made in a wood-fired oven and that the dough should be kneaded by hand (not with a rolling pin or machine). Some individual prefer-

ences include using Caputo brand flour and San Marzano tomatoes grown in soil from Mt. Vesuvius. Naples was in the news for pizza making again in 2016, when a new Guinness World Record was set

Tonight as the sun drops below the horizon and the evening turns spooky, head over to Central Park at Support Site for this year’s Spooktacular. The lineup of activities, fun and food is fantastic, and best of all, entrance is free. Pick up your trick or treating punch card at any of the lines that will be located at Central Park at the ticket tents from 6 to 8:30 p.m. Trick or treating for this event is for youth up to 16. There will be plenty of candy, so stay safe by avoiding pushing, rushing or grabbing. Please bring your own treat bags since we will not have them available. Also, be sure to bring your appetite, as there will be 10 food vendors selling dinner, snacks and refreshments under the big tent. The USO will be hosting a pumpkin pie-eating contest (first-come, first-served with registration at the stage beginning at 6 p.m.), and also a maze for the kids. Meanwhile, AFN will rock your favorite tunes all night long. It wouldn’t be a Spooktacular without a

hay ride or a haunted house. The hayride will run back and forth from the Seabee Haunted House until 8:30 p.m. The Haunted House will be scaring people from 7 to 11 p.m. for only $5 (or 5 euro). Riders are not required to get off at the Haunted House, but if you do, will you take the chance of being scared? And, if all this wasn’t enough, for the first time ever, this year’s Spooktacular will have a free roller coaster ride. Patrons sponsoring guests may obtain passes between 4 and 7 p.m. tonight at the NSA Housing Office parking lot by the back gate. They will be issued Spooktacular passes. Sponsors are required to be with their guests as they proceed through the gate next to the housing office. There will be a photographer on site taking pictures for a small fee.
